I want to let everybody know that we dont want this. We do not want a shutdown. But mr. Schumer insists on it, he is in a position to force this on the American People. Democrats say because republicans control the house, the senate and the white house, a Government Shutdown is going to fall on their shoulders. President trump has delayed his weekend trip to maralago because of the looming shutdown and as we edge closer to this happening on the last day of President Trumps first year in office a wall street journal poll reveals 57 of people disapprove of how the president is doing his job. 51 say they strongly disapprove and that is a record for the president. For more on everything playing out in washington. I want to bring in kasie hunt, and capitol Hill Reporter casey d. C. And the latest from the white house. Casey, for the moment, while they need the president s action, the attention is in congress right lets remind our viewers, the house has passed the continuing resolution and the senate has not and they need 60 votes. At the moment they dont have 50 republican votes let alone 60. Reporter that is right. So this is a pretty complicated math problem and at this hour there is no deal between the white house and Democrat Chuck schumer. He made the trek down pennsylvania avenue at the president s invitation. The two men talked with their chiefs of staff, it is a very small meeting by washington standards so a very close hold on what happened in that room. But i just spoke to senator schumer on his way back from the meeting, back here to the capitol and he said we still have disagreements. We are not there yet. So on the other happened he did not entirely say these conversations were over. He didnt shut it down necessarily. The conversations so to speak. But right now there is no indication that we are not on the same track we were before. Now schumer is currently huddling behind closed doors with dirk durbin, his number two and nancy pelosi, the democratic leader in the house of representatives, presumably to figure out what they are going to do. The big question, are democrats looking for and do they have a potential offramp to let them diffuse this and avoid a Government Shutdown. At this point, again, not sure that is so likely. There are still some People Holding out hope. Senator Lindsey Graham from South Carolina is one of them. He talked to nbc today. Take a look. All i can say is i have confidence in the president. To me it is a little inappropriate to say you dont want the president to talk with a minority leader in the senate. That somehow suggests that you dont believe the president s capable of cop ducti conducti meeting. I do. He beat me and 16 other republicans and he beat hillary clinton. I think hes a good dealmaker. He needs to be more certain in what he wants. But the tuesday trump could deliver a lot of Good Solutions for the country, i hope we could get back to that tuesday donald trump. Reporter so the question is who is the president listening to. Is he listening to people like Lindsey Graham or tom cotton who told our cameras that Lindsey Graham couldnt win an election in iowa and the president could. So suggesting that he couldnt get out of the kiddy debate stage so tough words. Cotton is say hardline immigration hawk and been somebody in the president s ear on this. So ali, at this hour, 3 00, i feel like ive been saying the same thing since 6 00 a. M. And we are continuing to say it as these hours wear on. Reminder, the government shuts down at midnight. Eight hours and 55 minutes. Lindsey graham had tough words about tom cotton, saying hes becoming the steve king of the senator with his outside of the mainstream views on immigration. Did cotton respond to that allegation in particular . Reporter i should have been more clear. The comments of cotton that i just relayed about not being able to win iowa, the kiddy debate stage, all of that, was in response to what Lindsey Graham had said. That is what he was asked about. And yeah, that is pretty tough words. Steve king has made, as you know, very inflammatory and derogatory comments about immigrants and that is quite an accusation. Tom cotton has taken a hardline stance on immigration but not somebody who has used the same type of language not as regularly as steve king seems to. Jeff, let me ask you, our viewers would be excused for not understanding with whom the solution to this impasse lies right now. Because the president said im around to sign something that they give me, Lindsey Graham is saying, this lies with the president , the president the white house had a press briefing this morning in which Mick Mulvaney blamed democrats. With whom does a solution lie in the next nine hours . At the moment, it would appear the solution lies with the president. You make a good point. As the odds for the shutdown continue to grow, you see both sides trying to push on to the other the blame and interestingly, at this point, as casey makes clear. There is no deal. We appear to have a deal among both sides to continue talking. And what we heard this morning from Mick Mulvaney and we know democrats want daca but we dont know specifics and we cant ask the senate to vote on a summary and you hear from democrats and republicans on the hill saying we dont know what the president would sign. My colleague Kristen Welker put this question to Kellyanne Conway, and here is what Kellyanne Conway had to say. How does the president see his role in trying to avert a Government Shutdown. The president could not be more clear he wants the government to stay open. He wants a two year deal. We dont need a five day or two hour deal, we need to keep the government going and this is a spending bill. And so the president has put forth any number of ideas, his the republicans and some democrats in the house passed a bill last night and were waiting for the senate to act but the constitution demands that it is a 60 vote margin that would pass it and so by definition it needs to be bipartisan in nature, bipartisan and bicamera so were waiting for the democrats to tell us beyond daca, which is the only thing they want to talk about these days, what is it that brother bothers them. So at this point the president is staying put at the white house until some solution both sides arrive at a solution. He planned to leave for maralargo tonight. Were told that he might leave tomorrow if there is a deal but staying put at white house until lawmakers on the hill arrive at some solution. Jeff bennett and kasie hunt. Thank you. Mark short said it is unclear what democrats are asking for to avoid a shutdown. I think again within of our challenges, i dont think it is clear what the democrats are asking for. I accept that you are saying they want a solution to daca but there is not bill text that they are asking republicans to bring up. So i think they believe for political reasons it is better to force a shutdown. The president is continuing to reach out and he will continue to do so throughout the day. Let me bring in independent senator Bernie Sanders of vermont. Senator sanders, good to see you, thank you for joining us. My pleasure. You heard mark short say that let me just let me just jump right in and pick up on two comments. What mr. Short said is not true. There is legislation, d. R. E. A. M. Ers legislation written by dick durbin and Lindsey Graham and has at least i think six or seven republican cosponsors here in the senate with the support i believe by everybody in the Democratic Caucus. It is ready to go. The language is there. So the issue here and both of them sort of said it, mark short said we know that they want daca and Kellyanne Conway said we need to know what democrats wouldnt beyond daca because that is all they want to talk about so there is a sense were not giving you daca at the moment so it will us what else you want to make a deal. But what she is saying is not true. The only thing she did say that is accurate is they need 60 votes. A and the key point is Mitch Mcconnell now has got to understand for a variety of reasons, he does not have 60 votes. Democrats and many republicans are increasingly tired of kicking the can down the road. Trying to run a 4 trillion government on a month by month basis. You may have seen a tweet from the pentagon who said how disastrous it is for the military to try to be planning into the future on a month to month basis. They want a 2018 annual budget and so do i and so do the American People. And mcconnell has to sit down and work with democrats and come up with an agreement that works for everybody. So senator, the one there are not a lot of responsibilities assigned to congress in the United States congress but one of them is to appropriate funds. So you have a budget and then you have to have appropriations bills, now were dealing with all of the continuing resolutions. Americans would be pardoned for saying, congress, you dont have a whole lot of responsibilities, this is a key one. I agree. And i think what you are seeing is not just democrats or the pentagon acknowledging that we need a annual budget, we are three and a half months into the fiscal year. And we still dont have a budget. And republicans are saying the same thing. So when mr. Short said he doesnt know what the Democratic Caucus wants, let me tell it, weve said it time and time again, we want parody for defense spending and the nondefense budgets, the working class and middle class of this country face many problems, an opioid heroin epidemic and fund adequately, and the v. A. And Fund Social Security administration and parody. Weve done it and let do it now. Lets deal with daca. A poll came out yesterday, cbs poll, 87 of the American People support legal status for the d. R. E. A. M. Ers. Lets pass that and do disaster relief. That is it. Do it, we have a 2018 annual budget. Senator, is there any way that you and people like you could sign on to this continuing resolution without implicit daca legislation . It is not it is not even just daca. It is the needs of we have 30,000 vacancies in the Veterans Administration that have to be filled and we have Community Health centers not funded and 27 Million People will worry about where they get health care. Daca is not the only issue. The bottom line is the Republican Leadership has to do its job. You just said it a moment ago, we dont have many Constitutional Responsibilities but to run the damn government is one of the responsibilities. That is a key one. We do have and republicans have to start doing that. And a budget chief mcmug e mulvaney was a was involved in the last Government Shutdown and he said what you had to say then. Bernie sanders, one of my favorite, what they are saying this is of me back in 2013 and the group that was trying to figure out a way to divorce a debate on obamacare and they said maybe weve lost the president ial election or seats in the senate and the house, this is sanders talking in 2013. It doesnt matter we could bring the government to a shutdown and throw 800,000 hard working americans out on the street and well get our way no matter what. This is what the accused republicans doing in 2013. There is no reason to have to insert a daca discussion and immigration discussion into the funding bill today. Senator, your response. That doesnt sound like i dont recall saying anything like that. Nobody wants a shutdown. Democrats dont want a shutdown. I think most republicans dont want a shutdown. The only person who has talked positively about a shutdown is the president of the United States. He said, maybe the country needs a good shutdown. That was donald trump. I dont want a shutdown. I dont know anybody who does. Bottom line once again, Mitch Mcconnell has got to understand and Kellyanne Conway made this point, they need 60 votes. They dont have 60 votes. That means you have to sit down and you have to negotiate. Lets do it. They dont even have 50 votes at the moment. Senator, good to see you. Bernie sanders of vermont. Lets talk about the real world impact of the shutdown because it is now less than nine hours away and nobody seems to think that there is any likely solution to this. So ill look at how this shutdown is likely to affect you. If i could get this going. All right. Hang on. This takes a second. The irs, it is staying open, tax processing is still going to happen. But it is going to happen at a slower rate. Meaning if you are one of the people who got your taxes in early and you want your tax return your turn done to get your refund, that will take longer. If you are applying for a mortgage, banks need to verify your tax return with the irs. That is going to be a problem for home buyers trying to get a mortgage. If you are a retiree, your Social Security checks will still go out but the processing of Social Security works, the employees are going to be furloughed or working they will not be coming to work which means if you are recently retired, you wont be able to begin your benefits until this shutdown ends. For business owners, from the store down the street to farms across the country, the Small Business administration is two is going to stop guaranteeing loans and farm subsidy will stop. And workers will oversee Clinical Trials and care for animals. That rodent cares for animals because they do testing with animals. They are unable to bring in new human patients to study things like new flu strains, it is already a deadly flu season. The Supplemental Nutrition Program for women and infants and children could be affected if the shutdown lasts more than a week. The fda would not be able to update mislabelled medication and they cant perform food inspections. That is a serious matter. And the stock market, it is running pretty actively. Today it is having a mixed day. But the president keeps pointing to it. A shutdown would close the commerce and Labor Department. Those departments send out Economic Data that investors and economists use to tell you where things are. They could be left in the dark and that could have an affect on the president s favorite metric. I do want to remind everybody, in 2013 the cost of that Government Shutdown was thought to be about 23 or 24 billion. So there is a real impact. But i want to talk more about the potential impact of this shutdown that is under nine hours away. I want to bring in seth harris. A former acting u. S. Labor secretary under president obama. And before we get to the details, this business about government data, we so depend on understanding Employment Statistics and employment numbers. Economists and investors need that information. Right now were looking at a dow almost break even. It has gone up for a long time in fairness. But that is an important matter to the economy. No question about it. The data that are put out by my friends and colleagues at the bureau of labor statistics and Census Bureau and other agencies in the federal government is critical to understanding how our economy is operating, what direction, what trends are occurring in the economy. It is important and one of many important functions in the federal government that will be disrupted if the government shut dounz. Talk about the process we are in right now. And there is no reason why my viewers shut try to understand this. As senator sanders and i were talking about, there is very little in the u. S. Constitution that said what congress is supposed to do, but one of the things it said is that they have to appropriate funds for the operation of the country. That is a basic necessity of congress and this is not the First Time Congress has failed to do that. No, that is right, im having a flash back because ive lived through three shutdowns, two in the 1990s, one in 2013, and preparations for more. So weve seen this movie before and let me just say, it ends very badly and it is pretty ugly in the middle as well. What is happening right now, at agencies across the government, is if they are planning properly, they are beginning to notify their employees about what is going to happen, tomorrow and sunday even monday and if the shutdown occurs. They are basically going to have to send the large majority of employees home, 85 almost 85 of employees at the Labor Department will be furloughed and 75 at defense department. So this is a big deal. It disrupts their lives but more importantly, the people who depend on the United States government for services are going to be deprived of services that they have paid for with their tax dollars so people will not get the help and services and money they need in a large majority of cases. People who are like you, deputy labor secretary, cabinet secretary, they are not in on this negotiation so at this point with less than nine hours to go until the shutdown, they have got to get into gear. There are people who will be leaving work in the next 40 minutes who do not know if they are coming back to work on monday. Right. So the planning actually starts a week or two out. Actually a couple of weeks out. Usually because these organizations these cabinet departments in particular but other agencies in the government as well, they are huge complicated organizations, many of which are spread all across the United States and in some cases across the world. You have to communicate with your employees, you have to communicate with your contractors also out of business during the time of a shutdown and all of their employees are going to lose pay. So this is a multiweek complicated process and you have to start it and continue it without knowing whether or not the government is going to shutdown. So well lose, if the government shuts down, well lose millions and millions of hours of productivity across the government. But weve already lost thousands and even tens of thousands of hours of time that had to be spent planning for shutting the government down instead of focusing on the mission of serving the American People. I mean, its so long overdue and when i say we cant be scared any more, what im saying is we cant live in the shadows any more. We cant be paralyzed any more. We have to use our voice, harness the power of our voice to let people know this issue is not just a political issue, but it affects real lives. It affects real families. My heart goes out to George Garcia who on mlk, he got deported. He has been in the country for 30 years. He came when he was nine years old and it just seems so unfair and cruel. These kids dont have a father any more to provide for them. This is not what america represents to me. This is not the idea that america has. So i really hope to win some hearts over, especially those who have antiimmigrant sentiments or say they dont know any immigrants. Well now you know me and my sorry. I came to america when i was ten. I went to middle school, high school, and college and i was home coming king for gods sakes and and a had a dream to become an actor and america is a place to come and have a dream and work hard and actually achieve that dream. Im living my dream now. And to just have my wings clipped or the wings or our lives destroyed of 800,000 people, and even millions more who because of the age cap, this arbitrary age cap are still in danger of deportation. The political stakes are high for both parties. A big question hanging over capitol hill is who gets the blame for a shutdown. On the republican side, michael steele, a press secretary for speak of the house john boehner at the time on the democrat side Miguel Rodriguez who was then president obamas primary liason to congress and obamas legislator of affairs and center for american progress. Michael, the scene was different in 2013 because there was a sense or at least the public and the media has a sense it was conservative a conservative wing of the republican party, the tea party at the time, that may have been forcing this a little bit more. But ultimately donald trump himself said at the time, in an interview, nobody remembers who the players were in the whole thing, they remember who the president was. Well that is definitely true. But lets look at the fact in this situation. I think many if not most republicans want to come to an agreement that protects the d. R. E. A. M. Ers, protects people like mr. Bombba, but the tactic of shutting down the government as former Speaker Pelosi said as arson and schumer described as governmental chaos, a tactic that she rejected in the past and for good reason because the public blames party that shuts down the government and washington democrats right now have the opportunity to extend government funding for a month, let tempers cool and come to an agreement on daca and at the same time getting sixyear extension of the Childrens HealthInsurance Program. They look very unreasonable if they turn down that deal. So miguel, ill just quote something that michael here wrote in the Washington Post in an op ed, he said if i were plotting the moves and counter moves in nancy pelosi and Charles Schumer leadership suites, i could be holding my hand. And last time they blamed republicans and then in an election thereafter republicans won more than democrats. So i dont know how many of the public about this. The truth is this trump shutdown is the perfect cap stone to a very chaotic first year for the president. It is almost like you would expect it to play out. Listen, republicans created this crisis. They control every lever of government. They control the house of representatives and the senate and the white house. And the message to them from the American People should be do your job. The truth of the matter is Mitch Mcconnell doesnt even have 50 votes in the senate. And that includes losing republicans on this deal. And so there has to be only a bipartisan solution to this. And it is a very simple one if you break it down. Give the military the funding cent certainty that it needs. That is what the military tells us they want. Stop lurching from c. R. To c. R. And give them center th certainty they need. And lets fund Childrens Health, six or ten years or permanently. And let as combat the opioid crisis. This is something the president said often, lets do it. And then come to a protection for d. R. E. A. M. Ers. This is a crisis the president created back in september when he decided to rescind the daca program. So this is all building. I will say, the president has said again, president said he wanted to tackle all of the issues, lets do that. But it is very clear there is not a republicanonly solution. It has to be a bipartisan solution. The votes are only there for a bipartisan solution. Mitch mcconnell knows that. Paul ryan knows that. And the president knows that. So sit down with democrats and lets work out a solution. Michael steele, it looks like it is a little over eight hours before the shutdown happens and the reason i say that is because nobody is demonstrated any evidence of doing anything that will not prevent it from happening. But at that point, we get into a different mode. Once we cross over the midnight mark and were into a shutdown, everybody has to take on a slightly different rolech it is not avoiding the shutdown, it is now coming to some resolution. Bottom line is, there arent even 50 votes in the senate to get this continuing resolution, let alone the 60 that the senate requires. What has to happen to solve the problem if we cant avoid the problem. I think you are right because were not going to come to a bipartisan agreement on immigration in the next eight or nine hours. We need the 30 day extension, coupled with a sixyear extension of the Childrens HealthInsurance Program to provi provide certainty to those kids. We need that 30 days to come to a bipartisan agreement on immigration. It cant happen in eight or nine hours and it only gets harder if democrats but lets be realistic. Saying that isnt going to get the democratic support. So what has to happen. Does there have to be a promise . What would have to happen to get more than ten democratic votes in the senate to come along. Because the opinion isnt going to count for much. No, i think that is exactly the challenge that senator schumer faces and it is only going to get harder once the deadline has passed. Over 50 altogether of my civilian work force will be furloughed and that is going to impact our contracting, it will impact obviously our medical facilities, it has a huge moral impact. Joining me now is pentagon correspondent hans nichols. He said something interest. Over 50 of my civilian work force. Not everybody in america understands how many civilians do work for the u. S. Military. And a lot of them work in supply chains so they think the shutdown will have a big affect on dep otts and we got three points. One on the immediate affect of what a shutdown would have on military gathering of intelligence, what it would do in terms of training. But his broader point of what the shortterm spending bills do to readiness, at a certain point, you remember President Trump wants another short spending bill but he said the shortterm bills on continuing resolutions do more harm to readiness along with the budget balanced act than any of the u. S. Enemies over the last ten years. And then his final point, and this is the whole purpose of this speech, was the National Defense strategy, working on this for months here, was to look over the horizon at new threats and they are shifting focus at the pentagon. They are saying the new threats are china and russia, not necessarily terrorism. So this is a major strategic shift. Obviously that priority is getting on the government funded tonight. Sometime down the future, if not tonight. And then also getting some sort of budget certainty, so that you could plan. One quick note, payment from Service Members in uniform, payment comes on the first of the month and the 15th of the month. So those are harder deadlines. They will still show up for work but they wont get paid unless congress acts. But their pay or salary accrues so they get it afterwards in theory. Correct. If you are a civilian, it does not accrue. So if you are in uniform, it does accrue. And what the Credit Unions and banks that Service Members do ive have conversations, you go to the web page of usaa and theyll give an indication you could get a no interest loan if your paycheck doesnt come in. If this does continue to the first of the month and the 15th of the month. However, for those furloughed, and for those furloughed chrisman employees, they technically would not get paid. However, in 2013 congress did go back and gave them back pay so they got paid vacation, which was part of some conversation here, especially at osd here where you have so many vide individuals working with civilian counterparts. We frankly think that giving the Childrens HealthInsurance Program something the democrats have asked for, reauthorizing six years, was something that would attract democrat votes. Unfortunately thats not the case. That was white house legislative director mark short talking about the Childrens HealthInsurance Program which has been looped into a deal to avoid a government shut down. It is a program that covers 9 million kids and provides low cost Health Insurance to families that earn too much money to qualify for medicaid but they dont have enough money for comprehensive health care. Each state offers its own c. H. I. P. Coverage and works closely with the state medicaid program. Children through the age 19 qualify, as do pregnant women in some states. Now, it includes things like checkups, shots, prescriptions, dental, vision coverage, hospital visits, basic Health Care Coverage that all children need. Families have to apply to see if they qualify for the program. We knew back in september that the money was running out, but the Republicanled Congress passed a shortterm fix for c. H. I. P. Last month. The funding was supposed to last until march, but more than a dozen states are already starting to run out of the cash and not taking new enrollees. Now, there is not a lot of controversy about c. H. I. P. Everybody thinks it should happen. Most americans no matter republican or Democrat Favor c. H. I. P. Its for kids, vulnerable kids. In fact, its actually one of the biggest reasons democrat senator doug jones won the alabama special election because of his focus on c. H. I. P. And maybe because of roy moore. All right. It was a huge factor in the race because 150,000 kids are on c. H. I. P. In alabama. The state is at risk of running out of money if the government doesnt act. We dont often do interviews on the phone but this is really important for people to understand. Kathy, thank you for joining us. Let me understand, in a place like alabama which is running out of c. H. I. P. Money without this reauthorization, what does that actually mean for a family that has a child that gets their Health Coverage from c. H. I. P. . It will probably quite devastating news to these families that their childrens coverage might end. They rely on it for all of their well child visits, for this they get sick, for hospitalizations, for their medications. Many of these children will become uninsured if the c. H. I. P. Program goes away and that is evidenced by prior to c. H. I. P. Back in the late 90s, the uninsurance rate for children in our state was 20 . It is now 2. 4 . Wow. So, the problem the program has made a huge difference. So, it went from 20 of children who fall into that category or children not having Health Insurance to 2. 4 of children having not having Health Insurance . Correct. All right. So, are people calling the department of Public Health and saying, what has to happen, or i need to get into an appointment now . Whats the practical effect of people worrying about the money running out . Right now were getting calls, certainly families asking those questions. Were getting fewer calls right now than we were in mid december. And when Congress Passed the continuing resolution on december 21st, we got a little bit more money. Prior to that we had planned to freeze enrollment january 1 and cancel all of our enrollees on february 1st. With the additional money, we postponed those actions and we received assurances from members of congress that the funding will continue. So, thats what were acting on. And i think our families are as well. So, you know, there is this on the mopt ms. Many that congress will pass this, expecting that will happen. One only can hope, kathy.
