President trump saying he will decertify the Iran Nuclear Deal and going to give it to congress to renegotiate and figure out what to do about the problem that is iran. Well talk about that shortly. Also we have a very serious new development on obamacare. I guess you have to stop calling it obamacare at this point, because it has very little to do with what president obama and his team actually developed. President trump is now saying he will not continue on with those costsharing reductions. The payments from the government to Insurance Companies to cover lowincome people who could not afford copays or insurance premiuming. Thats story number two were following. And we want to go to Kelly Odonnell at the white house who has been covering these stories and most recently the iran story and our bureau chief in tehran, start with you, kelly. Bring us up to speed on the latest. Reporter for a long time President Trump and candidate trump said this was a terrible deal with iran to try to curb and prevent its Nuclear Program, to never get to a point where its weaponized. Today he took only one step towards breaking this up saying he will tell the congress to decertify the deal. This is a domesticonly part of it that doesnt affect the agreement with the other nations but tells congress that he is looking for action. Things like sanctions that deal with issues other than the Nuclear Program to try to put more pressure on iran. By doing things that are not the Nuclear Program, the original deal could stay intact for some period of time. The president is under pressure to keep partners around the world who want this deal to go forward. At least somewhat satisfied. And hes been hearing from european leaders as he left the white house today on the south lawn talking to reporters, he told us about the kinds of comments hes getting from allies in europe who werent pleased with this decision. They would love me to stay in only for one reason. Look at the kind of money thats being sent. You know, iran is spending money in various countries. And ive always said it and i say to them, dont do anything. Dont worry about it. Take all the money you can get. Theyre all friends of mine. Actually actually, emanuel called up, and he talked to me, and i said, look, emanuel, they just gave renault a lot of money. Take your money, enjoy yourselves. Well see what happens. Iran has to behave much differently. The president on a first named basis with the president of france, Emmanuel Macron and this is step to see could iran change what its sdwrog when congress agree on different steps . The Trump Administration does not expect a full renegotiation with the other countries that are signatories on the deal but it is sending a signal that they dont believe iran is living up to the spirit of the agreement, even though they acknowledge that technically they are complying with allowing inspections and so forth. It is possible that this will all not work. Both the secretary of state and the president say they dont know if this will be a successful strategy. The president saying as he was leaving the white house he could still rip up the deal, removing the u. S. From this multicountry pact, but this is a step in between getting out entirely and going along entirely. So it is a more nuanced step for the Trump Administration. Seems people are in the administration, particularly military advisers, counseling the president against getting out of it completely. Kelly, thanks very much. Go to ali arouzi in tehran. Its important to understand what the possible range of reactions could be from tehran. Particularly since this wasnt a deal everybody in iran or everybody in the iranian government was, in fact, in favor of. There are risks that the iranians could react in a way thats detrimental as well. Weve heard from hassan rouhani. How are iranians feeling about this . Reporter well, thats right. As you know, ali, theres two tracts here. Theres Hassan Rouhanis government, more modern, open to tehran and the west, want better relations with the west and the world at large, and then you have the very hardline elements in here, parts of the irgc and ruling elite here very hardline. That are very, very skeptical of any relationships with america. Now, they didnt necessarily werent necessarily in favor of the deal, but right now theyre not necessarily in favor of it falling apart, but if it does, theyll take it and theyll use that advantage. Theyll use that advantage to clobber the moderates saying you wasted four years of the countrys time negotiating with the United States, that came to nothing and take charge of the situation here, which would change the situation irreversibly in iran. Hassan rouhani made a speech on tell installation was very measured and said President Trump has no idea about iranian history. He has no understanding of what an International Agreement means, but he did go on to say that as long as the jcpoa, the joint comprehensive plan of action, the Iran Nuclear Deal, serves irans interests, then iran would adhere to it. If it doesnt, iran will pull out of the deal as well. He also said he was going to support the irgc. President trump tacame down har saying he would sanction them calling them a terrorist organization but the country supports the irgc and that President Trumps commenting will make them come together as closed ranks. There is an element of truth to that, although he has to say that. Social media lit up after President Trumps statements. Lambasting him, criticizing him for calling this region the arrayian gulf rather than the persian gulf and saying he doesnt represent irans interests and this is all very mockish towards the syrian people. Heading towards difficult times again with iran and america. The deal, rouhani made it very clear that this deal is not going to be amended. There are no clauses that could be added to it. It is what it is, and if you try to amend it, then iran will pull out. [ inaudible ] that would be a violation, and it would allow iran to walk away and say, hey, it was americas fault. Ali arouzi in tehran. Thank you for your comprehensive explanation what will happen as a result of what President Trumps done. Ali arouzi in tehran. Its been a while. Let me take you through the iran deal agreed to just over two years ago after about two years of negotiation. It is called the jcpoa. The joint comprehensive plan of action. It took, as i say, about two years to negotiate and the major focus, despite what the president is talking about, was on limiting irans Nuclear Program. Key provisions was the restricting of the amount of nuclear fuel that iran can keep for 15 years. Cutting down on the countrys stockpile of low enriched our rain ya uranium, and all crucial to Nuclear Weapons and subject to inspections, cruel inspections, to make sure iran complies. The United States is not the only one involved in the deal. Five other countries signed on besides the u. S. Theres china, france, germany, russia, the uk and iran. So thats why as Kelly Odonnell said its not something that the u. S. Can just rip up. Now, because of this, the administration wants congress to create socalled trigger points, which if violated allows the u. S. To impose more sanctions. Theyre as follows. Ballistic missile launches. A very tough conversation between iran and the United States. Refusal to extend nuclear fuel restrictions, and if u. S. Intelligence agency believed that iran could finish a Nuclear Weapon in less than a year. Now, if sanctions were to be reimposed and were not there yet, but if they were, it would effectively end the deal. Its not the technical end of the deal but already theres a clause in the original deal if iran violates the agreement sanctions will snap back to what they were before the deal. That, of course, is something iran would have a lot of trouble with, because under those sanctions irans economy struggled a great deal, and an eightmember Panel Including all the countries that negotiated the deal as well as the European Union would have to sign off on that. Remember, the administration thinks putting sanctions back will fix everything. Remember that north korea was able to develop Nuclear Weapons despite more severe sanctions than the ones we see on iran. So to make even more sense of this im joined by robert malley, Senior Adviser to the white house on the iran deal negotiations. The Vice President of policy for the International Crisis group and haggar, former spokesperson for the u. S. Mission to the united nations, and a former spokesperson for terrorism and Financial Intelligence at the treasury department. Thanks to you both for being here. Haggar, start with you. I just said a lot of things and want your evaluation. Is that roughly what were looking at here . Yes. Actually a great summary. I thought it was really comprehensive. On the north korea question, sanctions make it harder, costlier and originalier for these entities to 2kwe678 the Nuclear Weapons. I dont want to underestimate the effect it has. Got it. What do you think happens next . As Kelly Odonnell said its a middle ground between recertifying the agreement as the president has to do on a regular basis, and ripping up the agreement, or saying that the u. S. Wants no further part of it. What does this actually mean, this middle ground . Well, its a middle ground that is a very dangerous ground because what the president in effect said today he wants congress to basically legislate a unilateral change to the deal. Trigger points were contactually right. Those are things over time iran would be entitled to do under the deal and President Trump is asking congress to legislate some form of bill that would say if they did those things even though they were in compliance with the deal all the sanctions would snap back. Thats a violation of the deal. He also said that he wants a renegotiation of the deal and counting on europeans to come to his side to do that and said if he doesnt get satisfaction he would walk away from the dial. That would erase everything achieved and that you very accurately depicted all advances made to block irans path to a Nuclear Weapon. The threat of a nuclear iran, now at best a decade or 15 or 20 years s way and even then committed to ever develop a Nuclear Weapon, that threat comes to our doorstep today. Its a reckless and completely unjustified and necessary crisis that the president is creating. And there are probably people out there in america. I remember when the deal went through. Its not that everybody in america supported it. Most didnt. In are probably saying i dont really care about the technicalities of the deal. Iran is a bad actor. President trump is accusing them, the revolutionary guard, of terrorism. There are a lot of issues around Ballistic Missiles. Iran is one of the worst performers in the world when it comes to human rights, but that wasnt in the deal. How do you sdwhar circle . Iran is living up to the terms of the deal technically, but a lot of people dont like iran and dont think they do the right thing. Right. A lot of people argue the deal should have encompassed all of those nefarious situations. Right . Their human rights abuses, support of terrorism, destabilizing activity in the middle east. All of that is bad. President trump is very fair in expressing serious concern about that and wanting to go after that. The problem is, the deal is done. For better or worse, a lot of republicans even who criticized the deal signed on to it. It was done and decided to respect that. So it is what it is. Its separate. Undoing it doesnt achieve anything. Other than to isolate ourselves from our allies. So its just not a very strategic move. President trump announced today he had a strategy. From the fact sheet i saw personal loy i thought it looked like a preamble. A statement of facts what iran is up to, and just didnt really tell me much about the strategy. I really hope theres something there. Wrong about that stuff, the stuff President Trump says iran is doing isnt good, common knowledge. Hes right about that. Robert, my point is this a trumpian type of negotiation . A threat, hey, iran, you were isolated from the entire world, couldnt do bank transfers, use credit cards, couldnt trade with anyone. We gave you this deal where you could. Im going to take that away if you dont move further and do more things we need. Could it be strategically interesting that way . Id say good luck with that. I sat in the negotiation with iranians for two years. Anyone involved with iranians would say, its common sense, they are not going to agree with a gun pointed at their head that says, if you dont agree to changes to a deal we just negotiated and just signed, were going to tear it up. I think the iranians or any party would say, thank you very much. You go your way, then well go ours. All the europeans said the same thing. The notion that the president will threaten the europeans and iranians that he will walk away from the deal if they dont come to his side, what will happen, they wont come to his side. Hes basically telling them, either you violate the deal with me or ill violate it on my own. I think theyll prefer to see him violate it on his own. It may be a bluff or negotiating tactics. What will he do when irans dont agree to change the terms of the deal and neither do allies . Does he sorry, sorry, i was wrong. Or walk away from the deal and were back to the Nuclear Problem we had in 2014 when Prime Minister netanyahu and when all of the republicans were saying that irans pursuit of a Nuclear Weapon, program, was the existential threat. Thats the danger president obama dealt with. Why reopen it now . Fair to say never an existential threat but plent for good politics to tell everybody that at the time. The fires combined into whats called a complex. A series of fires burning right beside us not only in snoonoma t yuba, and you can see the destruction is all around me. I dont know just see it, feel it. I were feel it in my hair and fingernails and feel it in my lungs as that he contrast and expand. You look up and see this. This is devastation on scale in which this area has never seen before. You cant tell where one house starts and the next house ends. It just goes on and on and on and there are several neighborhoods like this in sonoma, specifically areas like santa rosa, where the devastation is just so widespread, that its everywhere andeffect whole communities, and people who grew up here and including a woman who used to live in a house just over my right shoulder. Living in that house 22 years. Her name, kristen johnson. A volunteer firefighter. This is somebody that outside of her normal job would go and try to save peoples lives. She hears that the fire is burning in this area. And goes and checks on her family. Saves her 3yearold son, her husband. Rescues them and her neighbors and then decides to hop in her vehicle and start fighting the fire knowing that fire is burning next to her house. Next thing you know, her house burned to the ground. Checks on her house. Sees this incredible fireball over the road as shes working and goes, hops back in and continues to fight that fire. We spoke to her about just what that was like to know that your house is burned to the ground, and your focus is on saving other people . Listen to this. My porch that came right here, into my kitchen and then a little two bedroom, two bath place. It wasnt much, but been my home for a long time and i love it. Getting my family out was the most important thing. Did what we could, grabbed that, put it in the car and i went to work at the fire station because thats where i was needed. This is my house. My home, my everything and now i have to figure out where to go from here, but so do a lot of other people. To think that thats the kind of resolve these people have in this area is unbelievable. Weve been speaking to them as this firefight has gone on. Take a look at their stocks. Look where they are. Going through the roof, from past. I dont know about today. But the Insurance Companies have made a fortune. That money was a subsidy and almost you could say a payoff to Insurance Companies and we have to come up with great health care. That was President Trump speaking earlier on his stunning decision made last night to end socalled costsharing reductions. A Second Attack in 24 hours by the president against the Affordable Care act. Insurance markets now are going to have a lot of trouble. Look at what these costsharing reductions actually are. They are subsidy payments. Federal government subsidies to Health Insurance companied used to offset the out of pocket costs for lowincome americans. Those who wouldnt have been able to afford those costs. They were negotiated with the Insurance Companies to have them participate in the exchanges. This year the payments were going to be 7 billion. Most have been made. In 2018, about 10 billion. Look at this. In august the Congressional Budget Office issued a report saying that ending the subsidies does not save the federal government any money at all. In fact, because of laws that say the federal government has to subsidize those lowincome insured its going to cost the government 194 billion over the next decade. Okay. Talk about the immediate effect of ending subsidies to insurers. Some states announced their obamacare premiums. Pennsylvania, for instance, nothing changed. Their premiums up 9 . Now that its gone, 20 . Michigan with 17 . Now 27 . Georgia, 31. 5 now 52 maryland didnt calculate, so high to start they didnt calculate what it could be without it. Other states already assumed that the crrs would not continue. These are these states. They are assuming that what President Trump just did was going to happen. Look at these increases. 25 . Somebody tells you that the marketplace premiums are not going up. That would be a lie. 25 , 31 36 poi 36. 7 only alas down, because they have the highest premiums in the first place. Announcing a decrease assumes this wouldnt continue. And massachusetts, california, filing lawsuits to prevent President Trump from ending these subsidies. Talking more how the moves will v have an impocket on americans. Joining me, the president of the American Nurses association, which is yet one of the major associations of people who actually have something to do with health care who have said that this attempt to repeal obamacare or this particular case to wreck it is ill advised. Talk to me about why the American Nurses association thinks that theres another way to go down, another road to go down than the one were seeing the administration pursue. Well, we believe that these subsidies, first of all, have been a life line to people who could never afford insurance. This deem as strong blow to those individuals, because we know whats going to happen is that some of the insurers will continue to leave the market. It may not be immediately in 2018, but it means down the road its going to be a very serious concern. And nurses are on the front lines, and we see what happens when people dont have insurance. They forgo the Preventive Care thats covered. They dont seek diagnosis and treatment for serious conditions. They may not be able to get the help they need to manage their chronic conditions. All of these lead to several things. First of all, poor health. And also means a lot of times people exit the workforce. All of the effects of not being able to access Preventive Care and illness management care and any kind of Emergency Care are really detrimental overall to the American People. Weve had a lot of conversations on this show with the american cancer society, Heart Association and diabetes, alzheimers. One of the things about nurses is that you see everybody who is a patient at any level in the system. One would think that in trying to Fix Health Care, which, and a lot of people think it needs fixing, that there would be consultation with organizations like yours, but in this process there have not been hearings. What are the kinds of things you want to tell legislators as they attempt to Fix Health Care . Well, weve been just as shocked there have been no hearings and that theres been very little if any bipartisan discussions. We want lawmakers to Pay Attention to what we think are important principles in any transformation or health care reform. We believe everyone single american needs access to quality, Affordable Health care. If they cant afford it we need to provide ways to help them and we know there needs to be appropriate use of the hightech, highcost care and thats both on the part of organizations and individuals that are providing care as well as consumers. We also think its really important that we focus more on Preventive Care and wellness care, because, again, thats where we can really see not only a benefit for people but really a benefit for the country as a whole. And we also know its important to make sure were supporting an Adequate Health care workforce. We Want Congress to start bipartisan discussions, because this should not be a political football. We should not be using the American People as the pawn in a game. This is not a game to be won or lost. Right. And thats one of the very disappointing behaviors that were seeing right now. We hope you and the other Health Organizations get a chance at some point to testify and to speak to those members of congress, but until then, you always have a place here on msnbc. Those comments standing in stark contrast to yesterdays tweet storm threatening to pull fema responders off the island. Now three weeks since Hurricane Maria blasted the u. S. Territory and the situation remains dire. 48 people, death toll. Local reports say could be more. 84 of the population still has no power. 37 dont have access to drinkable water. For more, nbcs Gabe Gutierrez live in san juan where paul ryan just got done speaking. Gabe it is hard to keep track where President Trump stands on this, but he was really critical of the san juan mayor sometime ago, a bit of a standout amongst puerto rico politicians for her criticism of the federal response, but even the governor of puerto rico, much more timid in criticism of President Trump, seems to be getting frustrated with this back and forth with the federal government. Reporter hi there, ali. Good afternoon. Well, the governor, all hes saying is he wants puerto rican residents treated as the rest of americans would be. As you mentioned, the san juan mayor has been very critical of President Trump. Even the fema administrator has criticized her before saying that theyve essentially filtered her out. I want to bring you up to date what just happened here. Paul ryan along with congressional delegation saying they toured the devastation over the last few hours calling it a humanitarian disaster. They didnt take any questions during the News Conference and i asked, is the federal government responsible for rebuilding the infrastructure of puerto rico long term . And the House Speaker said that essentially he cant separate the short term from long term and reiterated a commitment to be with puerto rico for the long haul. And i asked a fema administrator and we talked with the threestar general in charge of the military relief earlier today and he said this is the worst disaster he had seen. I asked the presentative from fema here then why is it that according to the latest numbers released by fema, there are 1,100 fema workers here on the island right now . Contrast that to the response to hurricane irma. 3,000 were there, and response to hurricane harvey, 3,900 and asked if this is the worst disaster that the jgeneral has seen, why such a low number of fema workers here . He said the military, there are enough people on the ground. The military is a force multiplier and he believes the federal response has been adequate. Of course, theres a long way to go. Interesting. Still fema workers in, are in new orleans, in louisiana, from 2005 from katrina. This idea its time to let, or we have to Start Talking when they leave. Interesting point about not being able to separate the recovery from the rebuild. Which is very true, gabe, because the big part of the recovery is going to be their electrical system, power generation, electrical lines. Puerto rico needs 50,000 electrical poles. At what point is it recovery and at what point rebuild . A question without an answer right now . Reporter exactly right, ali. This situation with the power grid, 80 of the island still does not have pow perp think about that. This is an island of more than 3 million american citizens and now going on about three and a half weeks 0 or so since this disaster and so many without power. Here in san juan were seating a better situation, weve spoke with people in the mountain areas, remote areas, some not only dont have power but struggling for clean drinking wart and want to see a more robust federal response. What what do you think is behind this . Well, thanks for having me. Thats a great question. And it really seems as though the Trump Administration has not consistently acted in that way. You know, i feel as though if people in texas were told, not only that 84 of you three weeks after the storm dont have power, but that it might be six months before you get your power back . Nobody would think that was acceptable. So why is it acceptable in puerto rico . And you know i dont want to impute motive. Sure. We can all imagine lots of reasons why this might be. I think the basic fact is, it wouldnt be acceptable in connecticut. It wouldnt be acceptable right here in maryland or virginia. It shouldnt be acceptable in puerto rico. Theres something unusual going on in that some days the president seems to just be critical and some days supportive as he was today tweeting the wonderful people of puerto rico with an matched spirit know how bad things were before the hurricanes. I will always be with them. The i will always be with them thats nice. The line in between. They know how bad things were before the hurricane seems to be important for the administration to continue to point out. That you were in rough shape before the hurricane. I covered Hurricane Katrina in great depth and we didnt say that to the residents of the ninth ward. It was destroyed. We didnt say, you didnt have great Living Conditions to start with, so, you know, whatever. Of course, puerto rico had financial problems and if a storm is an opportunity to rebuild better, then, of course, we should do that. But the idea that all of the power being out in puerto rico is because of the problems they had before is just nonsense. I mean, the power is out because they had this terrible hurricane. And it needs to be rebuilt. You know, i dont want to take away obviously, there are a lot of people there from fema. Absolutely. And Service Members and firefighters who are really working hard and i think all of us, you know, want to give credit to the folks working so hard. But just as obviously, its not enough. The preparation wasnt enough. The planning isnt enough. Weve had stories that suggest the u. S. Military had more people go to haiti after their big earthquake. Thats right.
