Look like next to me. It comes about to my bellybutton. This could happen in just a few days. There hasnt been a storm like this for 47 years here, so there are people i know who were small children when it happened, but we have really havent experienced anything like this. The rain event is the big question mark. We have no idea how long that may go. Look, this is going to be a disaster, and what that means is your normal daily routine is about to be zrumtd for multiple days of the the infrastructure, the power is going to go off the the infrastructure may not work. Im scared. My husband is sick. I aint worried about my home. Im just worried about our lives. And we have breaking news as you were listening to that. This is now a category 3 hurricane. Harvey is now a category 3 hurricane and it will comma shore as that. It is only going to strengthen as it slowly moves across the warm water of the gulf of mexico as a category 3 hurricane. 8 Million People currently under a hurricane warning. Nearly a Million People are under Tropical Storm waters. All told thats basically the same population as switzerland. We could very well be on the doorstep of disaster and it all comes down to which way the storm decides to go. We know its strong, but where is it going to land, a few miles here or there could make Corpus Christy largely uninhabitable for days on end. Before we get you the latest on the ground in texas, i want to make sense of whats happening right now with Hurricane Harvey and what were expecting over the course of the next few hours. My colleague shannon is here with the latest. We brought you until to keep us posted on this. Tell me what youve got. All right. We were talking about how strong this storm is. For several days were expecting this to really impact your weather. So we want to go ahead and take you to the latest are radar loop because we do now have tornado watches in effect for the coastline. You can see that the eye of the storm is getting closer to land. The outer bands of this storm are impacting Corpus Christy all the way up to houston. And this is now a category 3 storm. It has been upgraded. Ask ts it continues to push inland well see it get stronger. Before it weakens really. Here we go. Were looking at the landfall right around 1 this morning eastern time. Window time frame could be anywhere from 10 to 2 but were pinning that 1 hour overnight. This is dangerous. Category one by saturday morning and then making a turn for the coast and theres a lot of warm water in place, so this is why its feeting of on of that. Its getting its strength and why its going to last for several days on end because we do have a rimg off to the west coast making it very hot for areas like southern california. Without anything to push this storm ang lo, several inches of rain on the way, at least 35 inches. Thats a lot. Thats taller than a small child. Again, im about 52. You put it right up to here, that it is damaging. Its also looking at that storm surge thats on the way. Got the rain coming from the sky, the water coming in from the coastline. And those winds that extend 35 miles out. So thats something that were watching. Well give you a little update in just a few minutes on what were seeing here because thangs are changing as we speak. All right. Thanks very much. Well stay in close touch with you on this. Well be back with you in about half an hour. Lets get out of the studio now and down to where its all happened. Kerry sanders katy, lets start with you. What are the conditions like . Well, ali, we can definitely feel those outer bands making their way in. The rain is very heavy right now. The wind is somewhere around 50mileperhour. As you can see, some of this rain has already collected here along the beach and as you stated, theres going to be up to three feet of flooding possible in this area, which is devastating. But the one thing i do want to show you is the storm surge possibility. Here in corporation christy its between 6 and 12 feet. This wall thats next to me is roughly ten feet high. So youve got to imagine sometime around 1 00 a. M. This morning these waters could be as high as the building. Solace you said, copperous krigsy is largely evacuated. They did not have a mandatory evacuation order, but most people have taken it upon themselves to get out while they can. This is certainly a situation where the conditions are getting worse and as far as we can see people are taking that warning very seriously. All right. Katy, thanks very much. Katy back for us. We will stay with katy to see whats going on. Carry sanders is nearby. Kerry, whats the situation where you are . Well, im in port la va ka and you can see the la va ka bay here. Its kicking up. You see some white caps. Its all the early indications of what we know is coming. Harvey. Now, i put myself in this position here because i want to take you over to where people who have evacuated left their boats all tied up, and i dont want to make you sea sick, but you can already start to see how the boats are beginning to rock up and down in the wave action. And again, this is in a protected area back here off the bay, which itself is protected. Now, remember, we have what katy just talked about, the storm surge. Thats that water this comes. It will go up and up. Some of the boats may come off their moorgz. They tied them as best they can. Unfortunately theres very little that anybody can do at this point to protect their property. With a they really need to do is protect their lively. We ran across a Hurricane Party where folks decided to stay put. Really some of their faculties a little bit impaired because of the drinking. They are not going to leave despite the fact that beyond me encouraging them, the police have come by and told them that they really shouldnt stay but theyre going to stay. So by and large here in Calhoun County everybody is gone of the we will be departing ourselves here in a few hours as we know Hurricane Harvey is going to be moving into this area. And its not a place to hang out. Guys. Stay safe. We will be in touch with you as this develops. Were going back with you probably in about half an hour sore so. As Hurricane Harvey barrels towards the texas gulf coast we have a lot of oil and Gas Production there. 30 of americas Oil Production capacity is right in the path of this storm. This is offshore. This is onshore. Offshore, there are rigs and platforms. On land there are refineries and pipelines. Lets talk about how many platforms and rigs there are. About 737 oil and natural gas platforms are in the path of this storm. At least 39 of them have been evacuated ahead of the storm. Almost double that number have closed their valves to prevent leaks which puts them out of commission until harvey passes through. They also have pipe lines in many cases to the land which can get twisted up as they did during hurricane katrina. On land there are more than 30 oil and petroleum and chemical refineries in the path. Three and a half Million Barrels per day get refined along the texas coast align. One industry head says it could take two weeks for facilities to get back up if harvey hits ats a category 2. Now its a category 3, so it actually could do substantially more damage. This is the gas price, National Average. Doesnt mean that you pay it. But 2. 35 a gallon is the National Average for a gallon of unled gasoline. If har have i does significant damage you could see anywhere from about a 15 to 27 p cent per gallon increase. That may not be immediately. May be between now and labor day because we have to see if the effect is either from the pipelines or in the refin riz. If you have a 16 gallon tank youre looking at 4 to 5 extra per fill up for that end of summer road trip if this becomes serious and affects the flow of oil. Lets zero in on this a little bit. Steven shork is with me now. Its a sight that offers fundamental and Technical Analysis of the energy markets. Steven, what are you expecting to happen with respect to Oil Production . Well, weve been talking, ali, now, over the past few days to clients in the daily report with regard to the crack spreads. They are simply the differental between crude oil the stuff that goes into the refinery and the products, gasoline, diesel fuel so forth that comes out of the refinery. So in a situation like this where you have a refinery that shuts down that means they are not buying oil so this tends to be a for crude oil. Conversely if im putting fewer crude oils into the refinery, im taking fewer out of the so this tends to be a bullish factor for the product markets. Thats exactly what weve seen over the past couple of days. A lot of spec larts have moved in trying to take advantage of this event. So now we have to watch for this weekend. Because this is a significant event, obviously. Now, were talking about onethird of every barrel of crude oil that is refined in the United States is now in the direct path of harvey. When we factor in the refinery assets along the louisiana coast and the potential Tropical Storm and Flooding Issues that persist there, then were talking about 4 out of every 7 barrels of Refining Capacity and this is Refining Capacity east of the rockies. So farce the new york america tile exchange is concerned, this is what we are concerned with. So now we know this event has been priced in. Lounge, how much higher prices can go is now really going to depend on weve had an orderly shutdown of the capacity, of the industry. So thats all well and good. Now we have to watch the wind events, the flooding events. If we have in sert of prolonged shut in of these refineries, then clearly this will continue to be a bearish front for crude oil and going into as you said the Labor Day Weekend this will be certainly a higher price environment for motorists. So this is an interesting point. People may see the price of oil getting lower because were taking less of it out, but that doesnt mean your gas prices. Typically we associate Lower Oil Prices with lower gas prices but in this case it could result in higher refined gasoline prices. You didnt talk about the ordinarily shut down. The oil industry is very good at this. They get their work ersz off the rigs. They do it ahead of time. They seal up their rigs. Bottom line though is there is some permanent damage that can be done with a category 3 hurricane to either pipelines, refineries, shipping channels. This could have longer term effects, longer than a few days on gasoline price and potentially access to gasoline. Right. Absolutely. And so what we go back to in a case like this is we go back to history the the last time that a significant amount of gulf coast refinery assets came under threat occurred back in 2008 when we had hurricane ike in the middle of august and two weeks later we had hurricane gust off. It came right into the heart of the center. And what happened, and this is interesting, ali, is in between august 15th and about the middle of september the crude oil contract on the new york america tile exchange dropped by 25 in price. But in the final four days when that contract went to expiration, it rallied 44 , and on the final day of trading, it went from a range of 103 all the way up to 130, a 27 barrel range. And this was a massive short squeeze. So what happened . And what happened there, ali, is the traders went back and look at what happened of the prior event, and of course, that would have been katrina in 2000 five. Again, this was an event that was ultimately bearish for crude oil prices, bullish for product prices. And so they went ahead and they put the same trade on. But for the spec larts, they have to be very careful here because they have to realize who they are selling to. And a good deal of the people buying the futures contracts right now are people who intend to take delivery of this crude oil. That would be refineries that no longer have access. So it creates a very dynamic and very volatile market area. But the bottom line is, yes, to your point, people might look at a significant drop in oil prices and wonder why theyre paying higher at the pump and thats simply because were not making enough gasoline for the heks couple of weeks. And again, if we shut down a refinery here for a sum couple of weeks, this could be a lasting event well into the fall. And were going to keep a close eye on that with you and your analysis. White house press secretaryic braing the news last hour the president will travel to texas next week to likely survey the danl left by Hurricane Harvey. At this hour the president and first lady are heading to camp david for the weekend. Were told the president will closely monitor the storm. And just in, Vice President pence is cancelling his trip to reno and staying in washington to monitor the storm. This is one of the first big tests for this young administration. And iowa senator Chuck Grassley reminding him of that. Keep on top of Hurricane Harvey. Kelly odonnell is at the white house for us. She was there during that press conference. Any talk of the president not going to camp david this weekend . No. Hes already departed and i can tell you i was also there when president bush was in charge during the katrina period and that was just a perfectlyous time for his presidency. And with a we heard today from tom boss saturday the Homeland Security adviser to the president is that President Trump and other federal officials have really been in close contacted with the governors because it is the governors who are first and for most in charge of this response. The president has been asking about the path of resources, the path of the storm and updates on what needs to be done if in fact an Emergency Declaration might even be declared in advance of the storms really passenger because the governor has made the request that he have that in advance. We have not heard that the president signed it yet, but they are setting it up. In talking with tom boss sart one of the things i had asked him was the president s own readiness. Boss sart has a long history in Emergency Management. The fema director of this administration also has a long history. But President Trump has not come from government experience where hes dealt with National Disasters before or managing these type of crises. He said the president has the right instincts. Here is more from tom boss sart, the Homeland Security adviser. I do have insight into the resources he has available to him at camp david. So it is just as well resourced as the white house so hell have all the Communications Means that he might need. So its want a triple. I wouldnt characterize it as a trip. Its just 45 minutes up the road as you know. And of course, the construction project you may be able to hear through my microphone is still very, very much in effect here at the white house. And going to camp david allows the president to be in a military secured facility with all of the resources, with members of his team there to monitor the storm. This will be a test for the president on those leadership qualities. And boss sart also suggested that at the appropriate time the president would speak to this issue, but for now the local officials and the governors and state officials who are in charge and responsible directly for these early phases of Emergency Management he said they should be the face of handling Hurricane Harvey at this point and the president would weigh in at some later point. The other thing is the president planning to go to texas. Little unusual to have that described in advance. Right. Because often, even the tiniest Security Package around a president to travel would pull away local Law Enforcement resources. So it will be interesting to see where they decide to go and if there are any issues related to, you know, the ongoing recovery operations and so forth at some point next week. Yeah. Its a fine line to walk about not giving it the importance by not attending but drawing away from those resources. Thank you so much that. A science envoy who has resigned from the state department has a not so subtle message for President Trump. The first letter of each paragraph in daniel kachs resignation spells out the word impeach. Kachb is a professor of energy at uc berkeley he writes, quote, particularly troubling to me is how your response to charlottesville is consistent with a broader pattern of behavior that enables sexism and racism and zrards the welfare of all americans the Global Community and the planet. Daniel kafb is with me now. Was it charlottesville that frirgd your resignation or was it the fact that you were a scientist in the Trump Administration and was frustrated by the stuff that was being done by this administration that you didnt agree with . Right. It was really the latter. The president withdrawing from the Paris Climate Accord that the u. S. Had played such a big roll in brokering was a major problem for me. That directly contra convenience my mandate to work on energy and climate issues in the middle east and africa. And as you read, the pattern of behavior following the attack in virginia was very much, unfortunately, in line with that. And then the president s speech in arizona really showed that science based action and bringing people together to up lift us was not, in my view, on the agenda right now. So it was time to step away. Lets talk about the role that science plays at the department of state, in particular where you were and in the government as a whole, because weve heard a lot of things anecdotally about the administration, sort of scrubbing some references to Climate Science and things like that. But what role does how important is it that someone like you was in the department of state . Well, i think its very important to have the role of science well represented and across department of state, epa, housing and urban development, all those agencies have really exceptional teams on infrastructure, on science, on communication, and those teams are definitely being weakened right now. And the discussions about potentially very large budget cuts in the future really drive good people away from those agencies. Now, im not an employee of the state department. I am a private citizen working in conjunction from the outside. But i just dont see from this administration the recognition of the huge value that science and technology has played in our country so far. Some of it is symbolic, but the series of emails obtained by the guardian between stf at the National ResourcesConservation Service which is a u. S. Department of aurgt unit is requesting that staffers, government employees, avoid words like Climate Change. So they want to change Climate Change to weather extremes, reduce greenhouse gasses becomes build soil organic matter increase nutrient use efficiency. Sequester carbon is being replaced with build soil organic matter. So scientist, how much does this stuff matter . It does matter because this is literally putting your head in the warj sand, if you will. The Global Community has spoken about the reality of Climate Change and that humans are causing it and that not just science and technology but also innovation, bringing in behavioral issues, bringing in social sciences. This is really critical to not just solving these problems but to building a better, larger, more energetic and job creating economy. And what im seeing from the white house is stepping away from the basic idea that were a nation of notice varts and creators and thats just a huge loss for the country and for the Global Community. Hes decided hes staying in washington to monitor the storm. And the latest that weve got is that the president is going to go to texas at some point next week. Does anybody know who that child is . All right. Well find out. At the moment weve been busy with other stuff like Hurricane Harvey which is barreling down to the gulf coast of the thousands of people are evacuating the state as winds from harvey touch 110mileperhour. The storm was upgraded less than half an hour ago to a category 3. Winds have intensified. Harvey is expected to make landfall in Corpus Christi sometime between late today and early tomorrow morning. Fee ma is getting supplies into position ahead of landfall as the powerful hurricane is expected to batter houses in its wake causing major damage while dropping up to 35 inches of rain and bringing lifethreatening storm surge flooding. More than 735,000 people have been issued a hurricane warning in the region. Nearly 8 million receiving a Tropical Storm warning. This is as Texas Governor greg abbott has requested the activation of 700 National Guard members. Lets turn now to whats happening out there on the ground as residents across the gulf brace for harveys arrival. Nbcs news correspondent Kerry Sanders. Nbcs katy beck in Corpus Christi, nbc news doctor john tore ris. Lets go first to Kerry Sanders in port lavaca. Reporter well, ali, were driving along here in port lavaca out along the bay area. As i cut to the camera outside, as we drive you can see off in the distance there. This is a bay, remember. This is not the gulf of mexico, but this is where that storm surge will build up you can see theres white caps and its really getting the early stages of what is a hurricane. The winds here have been picking up. The wind is rather dramatic. Now, were going to get up into this position here right in front of what is a fishing pier which is starting to go underwater here as the water rises. And in a moment im going to get myself in position and get out because what i want to show you here is how the wind is picking up and the wind is really beginning to blow. In fact, its awfully hard to open up the doors for the cars. Im getting in position here. Im opening up the doors. That one actually opened just fine. Now im going to get myself over here. You can see how the wind is just picking up, getting a little bit harder to i can stand, but its bit harder certainly to hear in this wind. And you can see the early stages of what is going to be an arrival that nobody can avoid, and that is harvey. Off in the distance there weve really lost the horizon as a result of the storm moving in, and most importantly, not everybody, but most everybody here in Calhoun County here in the port lavaca area has left. Im going to throw it now to my colleague katy beck who is standing by. Katy. Thanks, kerry. As you were mentioning, those wind gusts are getting stronger and stronger as the hours of the day move toward landfall. Obviously Corpus Christi is going to have all eyes on it tonight around 1 00 a. M. As this hurricane makes landfall here. Were expecting to see wind gusts of 120 miles an hour. Were expecting to see storm surge anywhere between 6 and 12 feet. Just to give you an idea, where im standing right now is on a platform outside a hotel. This platform is about ten feet above the beach. So if you can imagine this is ten feet. The water levels are supposed to rise even higher than that. So the rainful has been significant today. The understooding, again, is going to be the main concern. And as this hurricane makes landfall, unfortunately for the folks here, the worst will not be over. It is supposed to stall and linger over this area for the next several days. That is what the governor of texas has said the worst will not be past us at midnight or 1 00 a. M. Basically the rainfall that is going to accumulate and considerable flieding up to three or four feet will be what they are left to deal with. Will be significant and catastrophic for this year. Now, obviously there was not a mandatory evacuation in Corpus Christi. Many people have opted to do so just for their safety. There have been medical evacuations as well. We have our chief medical correspondent doctor john tore res who is also in copperous christy joins us now. And katie, youre right a lot of people did not evacuate either theyre sick and vulnerable or they chose not to because they want to protect their house or some other reason. So people have to stay behind to take care of those. And im here at the Emergency Operation center for Corpus Christi. Thank you very much for being hee. This is like mission control. Yes. Were at ground zero right here when it comes to this hurricane. We just recently received notice that were now at a hurricane 3. But what you see is you see the brain work of the fire department, police department, other elements of City Government that use the National IncidentManagement System in order to run operations. And in here you see people with finance, people with logistics, people you wouldnt think would be involved. You think its more fire democratic, emergency personnel, health personnel, but those people help run things behind the scenes so that people out there on the street who are taking care of these sick and vulnerable can do their jobs. Youre absolutely right. Without the help of other elements of the City Government, finance, park and rec it allows the people to do their job out in the field. And these people are going to be here for hours and hours and days and days. Theyre here to manage all that to make sure the man on the street, the woman on the street, the boots on the ground can take conveyor of the people out there that need this care. We want to make sure that the people are safe in the city of Corpus Christi and we have elements of fire department, police department, Texas Task Force one is down here and other elements that are have had if we have to do any rescues. What would you tell people listening out there that are in this area and they know harvey is heading this way. Teamwork, preparation, planning is whats essential in order to have a successful operation. And listen to the people from the eoc, the people on the street that tell them either evacuate or stay inhouse if theres flooding going on, things like that. These are things they have to listen to. Yeah. One good thing is the citizenry here in corpus krigsy has listened to the direction of the officials, the mayor, the police chief, the fire chief. Weve given them recommends to evacuate and many have taken that seriously. And, chief, thank you very much. Because again, youre in charge of all of this. Youre the one making it run behind the scenes. Youre the man the boots on the ground that are taking care of the people out there can do their job to make sure everybody is safe through the storm not just when it hits tonight but tomorrow and the next day. Thank you, sir. And its not just Corpus Christi but houston as well and thats where Stephanie Gosk is right now. Doctor tore res, thank you very much. You know, here in houston its not a storm surge event. Its not a wind event, but that does not mean it is not a dangerous event for this city. The worst Case Scenario right now is a forecast of 24 inches of rain over the course of this storm. And there is actually a frame of reference for that much rain in this city. And it was a storm, a Tropical Storm, Tropical Storm allison in 2001 hit this city with 24 inches of rain. 41 people were killed during that event, and it cost the city 5 billion. I just spoke with professor from texas a and m who says although some lessons have been learned since that Tropical Storm, not enough has been done. And here is one part of houstons problem, and there are quite a few to address. But i want to just focus on the oil industry in this city. The pet row chemical plants in this city, they are vital to the countrys economy. This is not going to be just a local thing if they are affected. Now, what weve been told is that those structures themselves are secure. Theyre we will protected, theyre monitored. But here is the problem, ali. All of the people that service those places live in houston, in the low lying areas around houston. If they get that much rain here, 24 inches of rain, and those peoples homes are flooded and they cant make it in to work those facilities, then they are essentially shut down. It would have an enormous impact on the economy in this country. Ali, back to you. All right, stephanie. Thanks very much for that. To you, to Kerry Sanders. All right. Where is Hurricane Harvey right now . Nbc mooels is following us with us. She joins us now with the latest. This is a category 3 storm. And weve been talking about how it would go ahead and strengthen ts it approaches land. Its moving very slowly so its allowed to pull that warm air up. The 10mileperhour speed of it is really going to be the cause of why its getting so strong. Right now weve got that lifethreatening storm surge in place. If you havent evacuated yet, it is going to be a serious, serious situation tonight, especially when it makes landfall. So this is our timing right now. Tracking harvey, still a category 3 storm as it approaches land just northeast of Corpus Christi. Weve got it moving further inland and its going to need some of that friction to really slow it down because theres no steering mechanism to move it along were going to see a lot of rain in a long period of time. Look at the timeline. All the way through monday we will still be seeing some heavy rainbands all the way up to maybe tuesday. Not just for texas, but louisiana could be seeing that along the coastline. Plenty of rain in store. It is strong. We also have tornado watches embedded in the outer bands. Thats along the texas coast line. So were following this closely. Again, it is now a category 3 storm. This is nothing to be joking with, everybody. Were looking at a huge, major storm. Even the National Weather service has put out language that theyre really worried about. Theyve talked about warnings to sturdy builds. Category 3 making landfall, were talking about real damage. Yes. This isnt high winds. This is very serious. The rainfall, the drain age, the storm surge. There are so many things that can be damaging in a storm like this. Its not simply the wind. Exactly. Even in hounl, theres not infrastructure for the drainage so even after the storm passes when we get the hit its what happens afterwards. And because the duration is so long that that water is going to collect and even the pollutants in the water can be a threat. It can be dirty. Theres a lot of things and debris floating in the water as well. Theres several things were watching for. Not only that but the wind and the storm surge as well. Were watching for several factors in this storm as something we havent seen for years. All right. Thanks, shanna. We dont make decisions about players so what when you said you want the nfl to be fair, what does fair look like . Fairness is being responsive with actually embracing actions along these lines. We want them to embrace and recognize that its okay its a good thing under these circumstances when we have these Football Players and other athletes that are willing to stand up and Say Something thats helpful.
