New today, the New York Times is reporting u. S. And nigerian soldiers involved in the attack in niger are giving conflicting accounts. Officials say they chased the islamist insurgents before the ambush took place, potentially embarking on an unapproved mission there. By contrast american soldiers insist that never happened. The investigation into the deadly attack is now expanding and the fbi is joining in on it. A senior congressional aide tells nbc news a massive intelligence failure played a role in that deadly attack, but the pentagon warns such conclusions are premature. Four u. S. Soldiers were killed in that ambush, including Sergeant La David Johnson whose Funeral Service has just concluded moments ago in florida or is about to. We are covering the latest on this story with maya rodriguez. Shes in cooper city, florida. People there are certainly remembering a hero. And Courtney Kube is in washington with the very latest on the investigation. Maya, first, with a welcome to you, i know the family is receiving quite an outpouring of support from people who didnt even know johnson, so give us a sense of whats happening. Reporter Sergeant Johnsons funeral just wrapped up within the last ten minutes. There are still some people around here in the parking lot. It was packed earlier today. The overflow parking lot, the regular parking lot. People from all walks of life coming out to pay their respects to Sergeant Johnson. He had deep ties here in the south Florida Community and some of the mourners tell us thats what they talked about inside during the service as well as Sergeant Johnsons military service and his family. A lot of people, even though they didnt even know him, decided to come out here and pay their respects. We spoke to one veteran who said it was important for him to be here. Take a listen. Show support for this hero and his family. You know, just to let them know that, hey, theres people out here who care and were here for this person who gave the ultimate sacrifice and for the family. Reporter now Sergeant Johnson is survived by two Young Children and his wife, who is expecting their third child. Right now theres a procession making its way to hollywood, florida, where Sergeant Johnson will be buried later this afternoon. Alex. All right, maya rodriguez, thank you so much from florida for that. Lets go now to Courtney Kube for the latest on the niger ambush. With a welcome to you, is there any new reaction in light of this New York Times report . So the New York Times report touches on the fact there is some discrepancies between the niger military account of what happened and the american military. Thats actually been pretty consistent from the beginning, that there has been some discrepancies on exactly what happened the day that the american soldiers were ambushed in niger. One of the things from the beginning niger has been saying that they had several soldiers who were injured and killed and the american military, while not disputing that, is not confirming that. So what we do know is that there was a group of a dozen u. S. Military who were there on what the u. S. Africa command and military are calling a key leader engagement. They came out of the meeting and they were ambushed by anywhere from 40 to 50 militants. The latest intelligence assessment Still Believes this was some sort of an isis affiliate. But thats also not confirmed yet. Thats also under investigation. And of course as we know, it led to the death of three american soldiers immediately and then about 48 hours later Sergeant La David Johnsons body was found. He had been killed as well. The whole the entire incident is still under investigation, so we have more questions than we have answers at this point. But we are still awaiting to find out exactly what happened. How did these americans, how did they come to a position where they could be ambushed by so many militants, with what seemed to be such extensive firepower and such a complex attack. Thats another question that we still have. And, courtney, its my understanding that these u. S. Soldiers were there and preceding the attack they had had a meeting with local leaders. So can you at all explain the relationship that the u. S. Military has there in africa . Because ive read that a lot of citizens there, they dont really know what the u. S. Is doing there, so theres a very sort of tentative relationship. Thats right. So theres about 800 u. S. Soldiers in niger. Some of them are doing u. S. Embassy security duty, some of them working at the bases that we have there and theres a percentage of them that are doing the train, advise and assist mission. They work with the nigerian military. Theyre training them on various things. Everything from interdiction of militants moving through the country up into mali across the borders, interdiction of smuggling. Isis and other militant groups move gold and things across the borders and are able to use the money from the sale of those goods to fund their terror. They also work with them on things like human rights. Teaching them about basic human rights. One of the key things that special forces have historically done is again what i said this key leader engagement. They like to get in with the locals. They pay their respects to the local elders. And thats so that they can both be welcome in the area but also it provides them very valuable human intelligence. Thats something that they rely a lot on here. And there has been increasing talk from former u. S. Military who are familiar with sort of what happened here and then members people on the hill in congress about why wasnt there better human intelligence. How was it that there was some these militants were able to mass in such a great number without the u. S. Military knowing that they were potentially planning some sort of an ambush. Okay. A lot more to come on this certainly from the investigation. Nbcs Courtney Kube, thank you for that. Over at the white house, President Trump issuing his decision on the release of jfk files long held behind closed doors. He tweeted subject to the receipt of further information, i will we allowing as president the long blocked and classified jfk files to be opened. Lets go to Kelly Odonnell at the white house for the details on that. Kelly, with a good day to you, what more can you tell us about this decision . Reporter this may be surprising that donald trump may be wading into a more than 50yearold mystery. Did Lee Harvey Oswald act alone in the assassination of president kennedy . Was there a conspiracy . Are there truths still to be learned . Certainly there has been an entire conspiracy industry related to the Jfk Assassination and serious historians who want to know more about what went on. Well, now that its 54 years after those tragic events, there was built into the system a point where a president , unknowing at the time when this was enacted by congress which president it would be, would look at and review the feasibility of releasing about 3,000 documents. These could include cia and fbi files, other government records, police records, things relating to the investigation of the assassination. So congress back in 1992 passed the jfk records act. They said 25 years from now a president will decide. In part the thought is if its beyond 50 years after the events, there would be a higher likelihood that there wouldnt be National Security secrets that would be difficult to expose or things that would affect living individuals. And so now is that time. President trump had until october 26th to let the National Archives know if those records should be made available to the public through a research process. Its not like theyre going to be posted online instantaneously, this is a more serious process. And so this morning the surprise tweet giving his decision that he will in fact release those records pending any lastminute information that could have to do with National Security. But there have been lawmakers who have been urging him for some time, knowing this deadline was coming, to release the records in part because conspiracies tend to always surround the Jfk Assassination and perhaps there would be some information in these remaining pages that would now be available to investigators and historians to answer some questions. But no one knows if theres any smoking gun there. Historians dont expect thats the case, but it still will fill out more of the Public Record about whats known, about how the investigation was conducted and perhaps things about Lee Harvey Oswald or others involved, witnesses at the time, all of that. So it is a mystery that may now be unfolded a bit further. Alex. Im wondering how soon the documents might be made public, an also you said theyre not released online, so people would have to apply to see these documents or perhaps sit in a secure area where they may not remove the documents kind of thing . Copies of documents may be available online, but those who would want to access original documents, theres a whole process through the National Archives where, again, serious historians an researchers and individuals who have an interest are able to go through a process like that and that may apply to these kinds of documents were talking about. Of course as people have a chance to look at them and if they have a way to explain how it connects into things we currently know or dont know about the assassination, there may be news articles to fill in those gaps. So this isnt a website thing where its all available but theres a process to make it available at the National Archives, which has been the cuss toetd januatodian of these. So that can happen by october 26th, they can begin to make these things available. Over the last decades there have been other times where information was made public. This is considered the last group which could mean that there were more intelligencerelated and again because so much time has passed, whatever was secret then may not be as much of a risk to be exposed to the light as it is today. Joining me now, hardball host Chris Matthews. He joins me on the phone and more importantly the author of jack kennedy, elusive hero. Chris, what do you make of the timing of this decision . Was it just inevitable that it would happen because of its date . Yeah, i think so. I think it fits with his populist sort of politics and also most americans agree with him on this. Ive always wondered why they didnt put out all this documentation. All i can guess and the curiosity i do have, alex, is what was the paperwork and the intel that we got from the soviet and cuban embassies after Lee Harvey Oswald visited those embassies in mexico city before the assassination. Were there any records kept . Was there anything we could pick up as to what his purposes were, did he try to get their help in getting out of the country . That to me is the most likely reason why they didnt put it out because they didnt want to stir up the cold war and start a fighting war between us and the russians. Chris, since the president said subject to the receipt of further information, what youre implying there could be stuff that the cia or another entity would be embarrassed by. Do you think its possible that something will come up this week that prevents these files from being opened . I think its more geopolitical. The embarrassment at this point, i dont know why a president would want to protect a screwup in the past, i mean 20, 30, 50 years before he was president , why he would want to protect that. I still think its something if theres anything there, it has to do with something that really would cause trouble and cause a warlike environment to come upon us. I really dont look, there are a lot of people out there in this country, and i understand this, that will never be satisfied that a change in our history, in our emotional feeling in this country about jack kennedy could be changed utterly by some nobody, some loser, some sort of infatuated communist who didnt like the soviet union anymore but liked castro. It just seems too small a person. And yet we know throughout our history that the assassins have all been small people going back to lincoln, garfield, mckinley, the guys that tried to shoot the two roosevelts, the one that tried to shoot harry truman and the guy who tried to kill reagan. I mean theyre nobodies. Thats why they become assassins. Theyre like suicide bombers. Theyre losers, to be brutal about it, and this is their only means of being anybody. And so we keep waiting for some great antagonist to come forth, something on the right or the left, just to satisfy our dramatic sense of justice. But you know what, it probably will never happen. I think people will always be ive got another book coming out, this one on Bobby Kennedy in a few weeks. I tend to stay away from the assassination because its really a different story than the person i want to right about. I want to write about the person that was our leaders and they were great leaders. These outside factors were outside the story. S Sirhan Sirhan killed bobby right there in the kitchen in los angeles. I believe based on most of the evidence the shooter was Lee Harvey Oswald but i dont know if there was anybody else involved. Maybe this will tell us, these papers. Bobby kennedy killed in the kitchen. Youre talking to an l. A. Girl, i know all about that. Lots of witnesses. Were talking about how this may not put an end to conspiracy theories, but what do you make of the fact that it is President Trump releasing the documents, just because of the timing that he is the president , but hes been known for fueling the conspiracy theories himself. The one about senator ted cruzs father and the birther claims against president obama. Theres an irony in this. Im not the best witness on the reliability of donald trump. Hes said things that are demonstrably wrong and evil to say. Like our previous president was an illegal immigrant from kenya. He knew that wasnt true. He has engaged in conspiracy theories that this guy went to he went to school and no one knew him at school. Give me a break, whats that supposed to mean. That hes a phantom, a m manchurian candidate who never went to the schools he was credited with going to. That was a Conspiracy Theory from trump. I do think he has the right instinct on this one because people are curious. Not just conspiracy buffs, but most americans would like anything they can learn about what happened to jack kennedy. Did the president allow himself to be baited into this fight . I think the president would obviously be better served by just leaving this fight alone and focus on honoring Sergeant Johnson. But it troubles me very deeply that any member of congress on either side of the aisle would call themselves a rock star after politicizing the death of one of our Fallen Service members. That is something that we cannot do in this country. And so while i do think that the president would be much better served to talk about the things that he is working to do on behalf of americans, talk about things like the major victory in the fight against isis this week, reforms hes working to make at the va and passing a tax reform plan, i do think its important that we really point out that weve got to stop politicizing this and just focus on the memory of Sergeant Johnson. Well, it does appear that everybody is taking a hit, depending on what corner you are aiming from, lets put it that way. But with regard, peter, to john kellys reputation, that one took a hit. The post Editorial Board is demanding an apology from him. Is anyone in the white house capable of apologizing . Apparently not. And so, yes, i agree with lauren, i wish it wasnt politicized. But of course in fact its been politicized from day one when you have the president during his campaign dishonoring a gold medal family, the khans, even questioning the patriotism of senator mccain. So apparently john kelly does not have it in his dna to apologize. I hope he reaches out to ashley ebby, the president of the student council, who apologized at what seems to be an inadvertent mistake on a banner where john kelly has been caught dead lying about something he should have been briefed on well before. Lauren, Congress Really should be giving up the christmas break if tax cuts dont pass before that time. Do you think the gop can get it done before the holidays . I do think the gop should get it done and am hopeful they get it done before the holidays. I know theres a lot of political back and forth about the tax reform plan. Id like to point out this week we absolutely need meaningful tax reform in this country. We saw this week cities across the country competing for the Second Headquarters of amazon. Why is that . Because we need companies that are going to grow jobs for hard working families here in our country. Unfortunately right now we cant do that. We have the highest Corporate Tax rate of any western nation and our tax code hasnt been updated for more than three decades. So i am optimistic that theyre going to get it done. I think its important that we get it done and i think its vitally necessary. Youre not agreeing here, peter. May i just point out, its used all the time. We do have the highest tax code, the highest rate. But not one corporation in america pays it. This tax reform is not tax reform, its budget busting. Its deficit malpractice. And quite frankly its rob the poor and middle class to give the wealthy a big, big gift. This is not robin hood, this is robin bad, very, very bad. All right, guys. This is the motorcade just a few moments ago. The president continued with his name calling of the florida democrat in a tweet this morning. And joining me now, henry gomez and josh dawsey. Guys, good to see you both. Josh, where do we go from here . Is it up to general kelly to apologize in order to put this behind us and move on . Im not exactly sure that happens. The white house was pretty adamant that general kelly was not apologizing, they were sticking with their account even when a video emerged showing that the congresswoman did not make the grandstanding claims that general kelly said she would. It remains where we go from here. I think the congresswoman is very upset. The white house feels like this has not been the best week. Days and days of fights and recriminizations of a dead soldier, the ploliticization ofa dead soldier and theres no end in sight. Do you see it ending any time soon, henry . I dont. I agree with josh, i dont know that general kelly is going to apologize, but this is a distraction. He actually set out to clean up a mess that had been brewing all week at the white house, and he is probably this white houses most effective spokesperson, and yet he made an error in that statement on thursday and now thats become a story and thats become a distraction. Its really wearing on the appellates fellow republicans in congress. I mean all of these distractions take away from the debate theyre trying to have on tax reform and on health reform. Its why youre seeing more retirement announcements from republican members of congress. This is a party that controls everything and were seeing their members cant get out of Congress Fast enough. You usually dont see this with the party that has control of everything, you usually see it from a Minority Party in a midterm year. Okay, guys, lets look ahead to the week ahead when the white house is supposed to unveil an emergency plan to deal with the opioid crisis. Josh, you and your colleagues have a new article out, blindsided Trump Officials scrambling to develop opioid plan. What is going on . Earlier this summer governor Chris Christie gave a report warning the president to call opioids a National Emergency. The president said that he would. Two months later that hasnt happened. Theres been widespread dissent from hhs secretary, his budget director, domestic policy counsel who all say, listen, opioids is a problem, we need to do more in solving this but declaring it a National Emergency like you would a wildfire or tornado is problematic. It could cost millions of dollars and there could be legal implications the white house is not prepared for. The president has said this week that he is now going to do this again. One of the agencies, fda, health and Human Services that are in charge of implementing this say there is no blueprint to implement. There is no guideline to implement. Theres no plan to implement. And theyre a long way to go from it. So i think it will be interesting to see if the president actually does that. If so, how do the pieces scramble in place to make it happen. Henry, i have Colorado Governor John Hickenlooper joining me in a few minutes and among the 2020 rumblings is the possibility of a Hickenlooper Kasich ticket. Youre reporting on signals that john kasich is sending about his 2020 intentions, so what all are you hearing . Kasich met this week in columbus, the ohio state capital, with some Foreign Policy and National Security experts. This is the first in a series of meetings that kasich will undertake on domestic affairs, global affairs, trying to keep him current on everything going on in the world and at home right now. They acknowledge this is very much about keeping him in the mix for 2020. Whether he does some sort of unity ticket with governor hickenlooper, whether he runs as an independent third party or whether he does challenge President Trump in a republican primary. All of these are things that he has not ruled out definitively. Well, that means well have you back as things develop. Henry, josh, guys, thank you so much. Joining me, alan lickman, a president ial historian and distinguished professor of history at american university. Alan, lets talk about these conspiracy theories about the president s death. They have been floated there since that fateful day in november, 1963. Do you think opening all of these documents will put a stop to it or just fuel them further . Absolutely not. To paraphrase sherlock holmes, these documents will not eliminate the impossible. That is all of the various conspiracy theories. And the reason they wont is, first of all, theyre not likely to be a bombshell as the former head of the assassination review board warned us. And in addition, this is the Great American murder mystery we cant let go of and it feeds into everyones fears and prejudices. You dont like the cia, blame it on the cia. You dont like the military, blame it on the military. You dont like the soviets, blame it on the soviets. Youre running against ted cruz . Say that his father might have been involved in the Jfk Assassination. Roger stone, a confidant of the president , even wrote an absurd book saying Lyndon Johnson was responsible for the assassination of john kennedy. Do you think these documents for a moment are going to end all that . But heres what to look for if in fact they all get released without being redacted. Number one, what did the cia know about oswalds trip to mexico city shortly before the assassination when he went to the cuban and soviet embassies. Number two, lets look for the files of e. Howard hunt, the infamous watergate burglar, who claimed somehow that he knew in advance about the assassination. And then, of course, there are other cia files, including files from master spy James Angleton that should shed some light on all of this. But it is still, trump said, subject to further information. We dont know if hes going to release everything. You know, from what we know about trump, hell release it if he thinks its in his interests. If its not, he wont. That is up 1. 4 since the end of last year and is the highest uninsured rate the u. S. Has seen since 2014. This report also comes as President Trump made the decision to stop funding a key set of obamacare subsidies which helped low income americans. Our next guest calls the move cruel and irresponsible. Joining me now, Colorado Governor John Hickenlooper. Governor, with a big welcome to you, sir, before we get to health care, i do have to ask you about this 2020 election as buzzfeed, you know this, is reporting that Ohio Governor john kasich had these secret meetings with Foreign Policy experts this week and that is signaling a possible run in 2020. I bring this up, sir, because there have been reports about you and mr. Kasich forming a bipartisan ticket. Are you open to the idea . You know, i dont think a bipartisan ticket would have traction in the modern world. I mean its an interesting notion and i really enjoy it. I think john kasich is one of the smart people in politics. Hes been in politics for many, many years. You know, chaired the Budget Committee in the house. I think, you know, hes obviously considering what his options are going to be when he finishes up being governor next january a year from this january. So does that mean you would not accept it if he came to you and said id like you to be my number two . I dont think id accept it, no. I dont think thats its not in my in the way i look at it. I love the guy. I mean i love working with him, but were not going to run together. All right. Youve heard it right here then. All right, sir, lets move on to this then, health care. I know that you have been very critical of the president s move on health care. What are you hearing from your constituents . What do they want to see happen . Well, people really just want to figure out how are we going to control costs. I hear again and again and again people dont want to roll back coverage. Almost Everybody Knows somebody whos got a disability or chronic illness. A lot of these people, theyre not just in cities, theyre rural areas, in the suburbs, and i think what were getting to and i think senator alexander and senator murray are working on a bipartisan bill which is a lot of what us bipartisan governors have been recommending to really figure out and make sure that the costsharing reductions go on for a couple of years, these incentives that allow Insurance Companies to kind of stay in the private market. Theyre allowing us to look at ways to stabilize this private market. Once we do that, then we begin rolling up our sleeves and saying how are we going to get a handle on this kind of crazy inflation thats been going on for 30 years in health care. So then the president cutting the funding to csrs, saying that he wants to do that, essentially punting to congress, is he prodding congress to come up with sort of a legislative solution . Do you think its going to work . Well, you know, just based on his comments in the last couple days, it does appear that maybe hes recalibrating and kind of pushing congress to make the decision. You know, i look at it, i think weve got to get past the politics. Is it a republican victory or a democratic victory, is it how much of obamacare is gone, how much is still there. Lets look at strengthening health care for all americans. Lets look at really maintaining the quality we have but at the same time controlling the inflation. We cant keep having these doubledigit growths every year. That shouldnt be a partisan issue. It shouldnt be a rural or urban issue, it affects everybody. So what about a backup plan for your constituents there in the state of colorado should congress not pass any legislation. What happens then . Well, in terms of the csrs, our Insurance Companies had a backup plan. We now know that and we already had a very steep increase, but that increase would be about 20 more if there are no csrs. The federal government doesnt save any money. What you fall back to instead of the csrs, which are these subsidies, very small, that allow more people to feel that they can afford to pay the premiums for insurance, if you dont have those csrs, what happens is those individuals get tax credits. So they still get the money back, but its at the end of the year. Some of them will say i dont have enough cash, even though ill get this money back, im just not going to get insurance. I think everybody agrees the more people who have Health Insurance coverage, the cheaper it is for everyone. People that are covered generally catch diseases sooner, the costs are much less. Theres an overall savings by having more people insured. All right. Well, governor john hickenlooper, a man who apparently is not in pursuit of the title Vice President any time soon, but you never know what can happen, sir. Lets go now to an exclusive report from roll call on an apparent scramble by white house aides to correct an inaccurate statement the president made earlier this week. Roll call obtained an internal Defense Department email in which, quote, the white house asked the pentagon for information about surviving family members of all Service Members killed after trumps inauguration so that the president could be sure to contact all of them. Now, this email appears to have been sent shortly after President Trump said in a fox news radio interview that he had contacted the families of virtually everybody in the military who died in service to the country since he assumed office. Joining me now is john donnelly, Senior Writer for roll call and reporter behind this story. John, with a welcome to you, connect the dots for me. What does this suggest happened after President Trump made that remark on the radio . It suggests that his staff realized that what he said was not entirely accurate and they had to get he had said that he had made contact with virtually everybody, virtually all the gold star families, as you pointed out, but what it suggests is that they know that he had not and they were scrambling to make sure that they got the information about who the military personnel who had deceased in 2017, who they were. And so at the time that they were that the president was saying one thing publicly, what this shows is that behind the scenes, they knew that it was not correct. Now, in the days after the president made that statement on tuesday morning, news organizations contacted family members, gold star families who said we have not heard from the president. So we have known for days that what the president said was not entirely accurate. But what my story shows is that his own aides knew practically in realtime, hours after he made the statement that it was not accurate. And you go into the fact this was a fairly largescale effort, right . What is in particular . The part of people going after trying to get the information. They sent this out and they wanted almost an all hands on deck, lets get this information of who all the people are that have been killed in service to this country since january 20th. Yeah. They were definitely scrambling to get it asap. In fact they used that term, asap. The request came from the president s aides and it was for the purpose of the president contacting people he had not contacted. So i dont know how hard the effort was. In fact it surprises me that they didnt already have the information. It doesnt seem like it took them long to get it. Whats important here is what the president said and the reality were different. But actually whats really important is a pattern of not giving a completely accurate version of events. This is a problem that is entirely the president s creation. If he had just said what hes been doing in terms of contacting families, its actually not a bad story from his point of view. But he seems to have this reflex to exaggerate, to burnish his own reputation, to criticize those who question him, and he cant just be good at something, he has to be the best. He has to be better than all his predecessors. That kind of thing gets him in trouble. This shows that his aides knew it. John, very quickly, the concept made contact with, does that necessarily imply a phone conversation or can it be Something Else . Is that where this sort of gets lost . I think thats part of it. Like, for example, the white house said that the president has made contact with or the white house has made contact with, so yeah, that could be a letter, that could be a phone call. And then theres then theres the People Killed in action who died by enemy fire and then theres categories other categories of military personnel killed in, say, military accidents, like the sailors who died when ships collided in the pacific. So it depends on exactly like a lot of things in washington, it depends on exactly how you say it. But again, its not that big a deal that the president didnt call every single family, that. He said he called virtually everybody. This shows even his own aides realize theyd a problem here. Thanks for joining us. We appreciate it. Next, an out of world experience. You talk about the Scientific Research thats done on the iss. To what degree with you able to take what you learn there be implement it down here . We are on the space station for the year i was up there did about 400 difference scientific experiments. Some were focused on improving life on earth, combustion, pharmaceuticals there have been drugs made from spaceation research. The other thing is its about exploration. How we leave lowearth or bit and go to to mars someday. Thats why we were there from an entire year. I want to read a few lines from your book i learn third down moment in American Space is a cross roads when we can renew or commitment to push further out, to keep doing harder and harder things or lower our sights and compromise our goals. What direction would you say we are heading in today . Its hard to say. When you change president ial administrations you change direction. I think right now, nasa doesnt have a whole lot of guidance, but hopefully we will soon. I hope the guidance we do get is to continue on the path we are on. That is to allow Companies Like spacex and boeing to be the other companies of how we get to and back from low earth orb it and allow nasa to build a new rocket and allow them to launch capsules to mars someday. I moe the effects of space were conkls on you as well as your twin brother mark while he was on earth. There was something you wrote about about how you looked at fruit when it would be delivered, fresh fruit, a precious kmod di, and you would see for reasons that remain unexplained why it would deteriorate quickly. Is there anything to indicate it was tougher for you up in space than i was for your brother on earth . There are a lot of negative effects to being in space a long time. You lose bone mass, muscle mass, theres effects on our vision, the structures of our eyes and of course the radiation. Theres a lot radiation in space. I got more than my brother domestic thats the reason we were going this twins study, in some cases to understand the differences on me in space versus him on earth in a relatively easy life in tucson, arizona.
