In from out of state to reinforce exhausted medical workers, and in texas, mayors are demanding the right to shut down their cities to avoid overwhelming hospitals. The center for Public Integrity today obtained white house documents that show that 18 states are currently in what is known as the red zone, and that means those states have more than 100 new cases per 100,000 people in the previous week. According to that document, which was prepared for the White House Coronavirus task force but not released to the public, quote, more than a dozen states should revert to more stringent protective measures limiting social gatherings to ten people or fewer, closing bars, and asking gyms and asking residents to wear masks at all times. For more, i am joined by dr. John torres, an msnbc medical correspondent, dr. Matt hines, a hospital official in arizona who served in the obama administration, and Health Policy reporter for the Washington Post. Thanks to all of you for joining us. Yazmin let me start with you, this document that was obtained by the center for Public Integrity, can you tell us a little bit about what you know about the genesis of that document, who commissioned it, what its purpose was supposed to be in the administration, why it hadnt been released to the public, what do we know about that . So the document, you know, says there are 18 states that are red zones for coronavirus, meaning that their daily infection, new daily infection case rate is at least 100 per 100,000 people. Its not entirely clear who commissioned it or why it hasnt been publicly released, but the recommendations in the report are at odds with the general public posture the white house has taken. It recommends that the states that are in the quote, unquote red zones have mandatory Face Covering mandates that they close bars and gyms and indoor gatherings and limit gatherings to ten people or less. Thats obviously quite at odds with the message gotten from the president in recent weeks. Dr. John torres, let me ask you, we keep talking every day and here it is again, another new record for the number of new cases. We are also seeing the death count tick up as weve seen thats been the story, ive been doing this all week. Thats been the story every night. I think one of the questions is just to try to get a sense of the skoecope of this. When we think back to the outbreak in march and april, when the death rates were just soaring there, that death tally right now, that death rate right now, do you think its on pace to get where new york was . Do you think its on pace to get close to where new york was . Do you think it will come in short of that . What are we looking at in terms of a trajectory here . And steve, unfortunately, i think were on pace to maybe even surpass that. If you remember back in new york when we were having cases we were ittisitting here thinking e had 20 to 40,000 cases a day, that was a lot of cases. Experts thought by october we might have 100,000 cases a day. Some people said that seems to be a bit of an overload. Were getting very close to that. 73,000 cases a day. That number continues to go high, every day over the last couple of weeks weve seen higher and higher numbers. I think what thats showing us is what we did and remember, the cases were seeing today are from infections that occurred one to two weeks ago. We were seeing story after story, picture after picture of people gathering together not Wearing Masks, no social distancing, and the warning was being put out, if this continues, were going to start seeing an uptick in cases. Were seeing an uptick in cases. You and i talked about this, one of the big things is when we reopen, we knew wed see cases spike. The concern was to make sure those spikes didnt turn into outbreaks where unfortunately it looks like theyre starting to turn into outbreaks like you mentioned, the red zone, 18 states are in the red zone according to that pamphlet that came out. 18 of those states in the red zone because of the numbers, 100 cases per 100,000. 11 because of the 10 person Positivity Rate or higher, and ten of those states have a combination of the two, definitely needed to cut back on things, definitely need to rom back some of the reopenings in some of those areas. Dr. Hines out there in arizona, let me bring you in on this. Arizonas one of those states weve been talking about every night with the rising case loads, with a lot of these troubling statistics getting higher and higher. What is the situation like on the ground where you are right now . How would you describe it . Yeah, greetings from the red zone, and we have record level of hospital beds being utilized as well as were almost at the limit for with regard to Critical Care beds, and we still dont have a statewide mask requirement from our governor. Maricopa county, which is where the city of phoenix is as many of them are reporting, just commissioned ten refrigerated units for the county to deal with extra morgue space. Thats where were at. You mentioned theres no statewide mask mandate in arizona. As i understand it, the counties, the municipalities can do that. Youre in tucson. Does pima county have one . Yes, pima county and the city of tucson did. Even some of the towns within pima county had been using the fact that the governor will not say theres a mask requirement. Theyre using that to make the excuse that they dont have to follow it. There are some towns in rural areas where you can go, nobodys Wearing Masks and its almost like theres no pandemic. And is that is that turning up in terms of what you see in the hospital then . Do you see a connection there, a direct connection . For sure. A lot of the patients sigh come in from rural outside facilities and are then either by helicopter or ambulance brought in to tucson and other cities to be to get treatment, and many of those cases, you know, they come from areas where there are not mask requirements. Yazmin you were alluding to this a minute ago, when you ask the administration, talk about its messaging when it comes to coronavirus, when it comes to national strategy, where were going, your article you wrote this week kind of alluded to this. There seems to be a bit of a disconnect between what a lot of folks in the administration, what they would like to be emphasizing when it comes to the coronavirus and how the president speaks about this. Could you talk about that . Yeah, i mean, within the administration you do have people who are paying attention to the outbreaks in some of these states like florida, texas, arizona, south carolina, that theyre very worried about, and you do have the cdc and hhs sending in reinforcements to those states. The president wants to be focusing on the good news, that the death rate is lower than it was in april, that a vaccine is on the way, treatments. There isnt really a cohesive national response. There hasnt been for most of this response, but right now what you see is kind of a patchwork reactive set of actions that the Administration Takes based on where they see new outbreaks coming or where theyre getting criticized. So they are taking actions, but you dont see a comprehensive National Plan for how to get out of this, especially when you see the worrying uptick that weve seen for the last several weeks. Theres also this today, we could put this up on the screen from politico, House Democrats on the education committee, they are having hearings next week on this issue of reopening the schools. They say the white house is blocking cdc officials from testifying at that hearing. The announcement comes as the cdc has delayed its release of new guidance on safely reopening schools. This is sort of the big issue policy wise thats taken center stage here in the last week is reopening schools. What do you know about that in terms of the administrations obviously the president has been saying open things up. You have House Democrats saying they cant talk to the cdc. What do you know about that . Well, we reported this week that the president was advised by some of his economic advisers that if they wanted to truly open the economy and start seeing a recovery that schools n school. Of course they want their kids back in school, but they dont want the decision taken away from them if they dont feel like they can do it safely. Youre seeing this tug of war between the administration and members of congress about whether it is safe to bring kids back to school. You saw President Trump criticize his own Public Health agencys guidelines as overly cumbersome and expensive and Vice President pence saying they were going to essentially override them. Dr. Torres, theres also potentially positive news today, this from time looking at they say a cheap common steroid may help patients with severe covid19. A Study Released in the new england journal of medicine, low cost steroid they say may be a valuable treatment for severe covid19, that dexamethasone appeared to reduce by a third the risk of death for patients with severe covid19. I think weve talked about it before you and i on this broadcast. Ive had it given to me for sinus infections before. That seems very significant, very promising. Whats your take on that . That is significant. Its a very promising finding. Its been around since the 60s. I used it the first day i walked into a hospital. Its one of those medicines thats ubiquitous, but right now there seems to be a little bit of a shortage of it. What were finding out is dexamethasone and remdesivir are the only two medications that have shown to reduce dying from covid19. And of course the vaccine is coming around the corner here hopefully within a year or so. Were making headway here, but steve, one thing to remember is were barely six months in to coronavirus. Six and a half months ago nobody had heard of coronavirus before the covid19, and so this is one of those things that is new, but theyre making rapid advancemen advancements. Being able to give it to calm down the immune reaction that seems to be happening and causing problems in patients, thats a big step forward, tooetooef steve. Thats why i was bringing up this question of the death rate earlier. As we look at the exploding outbreaks in the sunbelt and some of the states in march and april we werent talking about, and of course were talking about is there a potential here for the second wave in the fall for it to come back to new york, come back to other places where we saw it earlier, are there tools that are in place now that may arrest that death rate a little bit in the sunbelt or more importantly even, if you have the second wave that hits the whole country that might help us in that case . And steve, the death rates declining for a couple of reasons. One, right now, we know that young adults are getting coronavirus more than the elderly, so theyre not dying as often from it, although it does lag behind cases, and so the death rate is certainly creeping up. But on top of that, again, six months into coronavirus, weve learned how to treat it a lot better. Before it was almost a knee jerk reaction, if peoples oxygen level dropped, you put them on a ventilator. Now they found out its okay to let their oxygen level drop. Dont put them on a ventilator right away. We know right now that that site a kooin storm sneaks after. Thats what proves to be deadly. Need to get that under control, and thats what it seems to be helping with. Understanding it better, learning how to take care of it, the Supportive Care is important, and were getting more medicines we can use as well. I think all those factors mean when a second wave comes we have a better understanding and a better way to take care of it. At the same time, it doesnt take much for Hospital Systems to get overwhelmed. It doesnt take much for medicines to become short. It doesnt take much to get the death rate to go back up again. We all need to do those things we need to do to stay safe. Dr. Hines, we keeping hearing in a lot of these states having the outbreaks, the median age, the average age of these cases be lower than we saw in new york, new jersey, at the beginning of this. Im curious what youre seeing where you are. Are you seeing younger patients and are you seeing any indications of it starting to move to the older, more vulnerable populations too . Thats right, actually, for about the past four if not five months, ive been seeing patients in their 20s, often with like no medical comorbidities, no heart disease, diabetes, the one that seems to be the most common is like a mild degree of obesity, but just about four nights ago i admitted two different 25yearolds and a 28yearold. One of those 25yearolds actually unfortunately did have to get intubated, so it is not necessarily a it has thdisease affects the older people. We are still seeing people in their 60s, 70s, 80s coming in with serious effects and having to be potentially sbu daintubat hospitalized. 50, 55 of the new cases every day announced in arizona, are 18 to 44yearolds. Welcome back, the showdown over masks is escalating in georgia. It is pitting the republican governor against atlantas democratic mayor, Keisha Lance Bottoms and other local officials. Kemp signed an executive order attempting to stop local officials from requiring their residents to wear masks. He sued bottoms to prevent atlanta from reversing measures to reopen. Kemps lawsuit alleges that, quote, unless mayor bottoms is restrained georgia residents will suffer immediate and irreparable harm. It comes as the daily number of new cases is on the rise in the state. Georgia is also among the 18 states in the coronavirus red zone, this according to a white house document that was obtained by the center for Public Integrity. That document specifically recommends that georgia, quote, mandate statewide wearing of cloth Face Coverings outside the home. While kemp does encourage the voluntary use of mask he says his suit will protect businesses. Theyre barely hanging on as it is. They cant be the citys police force. We are focused on two things, the lives of georgians. We dont need a mask mandate to do that. Heres what atlantas mayor is saying. The entire the filing of a lawsuit is simply bizarre quite frankly. I will continue to do everything in my power to protect the people of atlanta and the governor has simply overstepped his bounds and his authority and well see him in court. And im joined now by msnbc correspondent blayne alexander in atlanta. Blayne, thanks for joining us. So weve got a legal battle playing out here. Weve got a political battle playing out. While this is in courts, right now what is the sort of state of play in georgia . Are masks required anywhere right now . Reporter well, yes, they are in some places. In addition to atlanta, the city of savannah, athens, clark county all of them, a handful of other municipalities have put mask mandates in place, they said they are going to keep those in place. Before we get into this legal back and forth, lets talk about the battle over covid here in the state of georgia, steve. You know, when we talk about the numbers, the latest numbers here in georgia show more than 3,900 additional cases just over the past 24 hours. Those are some of the highest single day totals that weve seen since this pandemic began. We also know that hospitalizations have gone up 39 over the past week, and so when you look at the numbers, its clear that theyre moving in the wrong direction. I think anyone would agree to that. So when we talked with Governor Kemp today at that News Conference earlier this morning, one of the many questions that i, other reporters that were there asked him is listen, hes been encouraging masks. He doesnt say masks shouldnt be worn. He kind of mounted a statewide tour flying from city to city, encouraging people to wear a mask. When it comes to enforcing it, he stops short of that. One thing that he said repeatedly is he doesnt believe georgians need a mandate to do the right thing. Those are his words. I asked him today, you know, certainly encouraging people, but at what point do you make the shift from encouragement to enforcement . At what point, if theres one week, two weeks, do you look around and say, okay, not enough people are following or doing what were asking so were now going to mandate it. He said right now there are some things that are in place that arent being enforced. He said it sends the message that mandates arent necessarily that important. So you know, certainly a lot of back and forth over all of this, steve, and the biggest thing, of course, were sitting in the middle of covid numbers continuing to rise here in georgia. Blayne alexander in atlanta. Thanks for that. Im joined by the democratic mayor of athens clark county in georgia, kelly gertz who implemented a mask mandated. Thank you for joining us. Im curious what you think of this. Hes out there, he says hes encouraging people to wear masks. He said i dont think it takes a mandate to get people to do the right thing. Well, ill say, steve, for over a generation weve not just encouraged people not to smoke indoors, weve mandated that because we know that thats a Healthy Posture for customers and for employees. I see this in very much the same light. Here we are with the United States and in 24 states theres now a mandate. In alabama and in arkansas, republican led states. In 25 other states localities are allowed to make their own decisions. Theres only one state in the union, georgia, where youve had a governor say you cannot make your own decision as a locality. We as mayors, city council people, county commissioners are on the ground, and we see the needs of our community. Over the last two weeks here in athens clark county where we serve a 17county area with health care needs, we have had single digit Critical Care beds available. We need to do Everything Possible to keep people out of those beds. Were heartened by the fact that treatment has gotten better, by the fact that stays have gotten shorter, but as we just heard, we had almost 4,000 cases in georgia yesterday and over 16 of tested individuals are positive for covid, well above where those guidelines that you referenced earlier indicate we need to be. So youve had a mandate in place before this battle began. Thats right. Tell me how enforcements been, how many citations have you issued . What is the penalty, and how often has it been enforced in the last month . Our posture broadly when it comes to our ordinance mandates is that we seek compliance. Thats true if youve got litter this your front lawn. Thats true if youre parked on a curb illegally. We just ask you to do the right thing. Thats the case here, weve not issued any financial tickets. We have a small Fee Structure should it come to that, but we have our Code Enforcement officers and our Police Department officers handing out masks to individuals if they do not have one letting them know this is for your good and the good of all the Community Members around you. Georgia has treated me so well and given so mauch to me. I hate to be in a position where we cant give back appropriately as we need to, especially amidst this pandemic. I guess thats the question of what youre describing. If you didnt have a mandate, if the governor succeeds here and youre not able to have the mandate in place, do you think that life on the ground in your community is going to change, that youre going to have a lot of people Walking Around without them. Certainly. As soon as we put a mandate in place we immediately saw better behavior in pharmacies, in Grocery Stores and other places. We have a very young community, as host of the Flagship University of georgia, and what i dont want are 40,000 young people who weve heard all throughout the region are the new immigrants into the covid crisis to have themselves at risk and of course put their neighbors and their parents and their grandparents at risk. The governor has allowed the University System of georgia to require masks on campus at every state institution, and i want to make sure that people are able to experience the same Health Care Outcomes on one side of the campus environment and on the other side, on the city side. The other argument that the governor is making here is he says this is about business. This is all Small Business that is barely hanging on right here. This is a burden on them. If you have a mandate, its a burden on them to enforce the mandate. Theyre already barely hanging on. You force that on them, they may go out of business. What do you say to that . The fascinating thing based on my experience that it is Small Business people who are asking for a mask mandate. In the week ahead of our implementation of the mandate, i received several emails and texts zbliersaying please impos mask mandate, im similarly situated with those National Chains that are requiring mask in their spaces. By the way, have you had any contact with the governor . Have you spoken to him . Have you had indirect contact with him at all on this . Throughout the pandemic, several times ive asked for some specific measures. Very early on i spoke with the governor and said we at least need some business limitations in those high contact, high challenge areas like bars. Theyve all looked pretty similar including our own nbc wall street journal poll, we found joe biden leading donald trump by a csignificant marge, meaning a doubledigit margin. Biden clearly leads the president ial race right now. We will see what happens in the remaining months. Maybe the world will change politically. Certainly its done that before, but a large lead for biden. Its been a steady one now. A large lead for biden does raise the possibility of a win for biden. That raises the possibility of what would it mean for the senate races . What would it mean for the control of the u. S. Senate if indicat democrats were to get control, could they get a few extra seats . We thought we would take a look here. These are the seats up for year, red means republican seat up. Weve been talking about arizona, colorado, maine, the democrats particularly interested in those, alabama. Remember alabama, thats where Democrat Doug Jones is trying to hang on in a deeply red state. Hes the most vulnerable incumbent up this year. Theres clear obvious ripe targets for the parties. Theres a lot in between right now. Lets break it down and take sort of our first look at this. I introduced it the other day. Were going to get to use this thing a lot in the coming months. Basically i dont want to call these toss up, some of these theres a clear favorite right now. These are potentially competitive seats right now at least. Well put it that way. There are a few others that could join this list before the election. Lets start here, and lets kind of take you through what each party is looking at. If youre republicans, youre looking at this list and seeing these are a lot of republican seats. Theyre defending a lot more seats than democrats, at least competitive seats here. Republicans have a lot more theyre trying to protect, but this one as i just mentioned jumps out for republicans. Doug jones in, republicans certainly think they could get alabama, and they could pick that one up. Then theyre basically playing defense here. Now democrats, again, what do they think of as maybe the low hanging fruit . Arizona, basically every poll youve seen in arizona has had martha mcsally, the republican incumbent losing there, mark kelly the democrat. Democrats are very optimistic about arizona. Theyre very optimistic about colorado, cory gardner, republican, but in a state trump didnt even win in 2016, democrats optimistic there. Also obviously maine, democrats have had their eyes on susan collins, republican there. Shes been there 24 years. Theyve had their eyes on that seat for a long time. They think this may be the year. Lets see what it would do if you put it over there, if the democrats got those three and biden won the presidency, you would just need one more. If your party has the white house, your party breaks the tie in the senate. If the democrats got those three theyre probably most optimistic about. Where else would they look on this map . I think one that jumps out is north carolina. Trump carried north carolina. It was by a couple points, certainly could be a very competitive state this fall. The polling there, the republican incumbent has been shaky for them. Make democrats could pick up north carolina. Maybe that combination of four seats losing alabama, at that point, if biden won the presidency, democrats would have control of the senate. And then democrats look at some of these. Youve got two seats up for georgia, ones a special election. Ones not going to be decided until after the november election, but democrats think they could make georgia a competitive state. The polling for them has been encouraging in iowa. Joni ernst republican running for reelection there, kansas, theyre hoping republicans nominate chris ckris kobach. Montana, theyve got steve bullock, democratic former governor running there. Theyve got some options here that they could add, maybe they could pick up. What if they were to get iowa, what if they were to pick up montana, too . Theyd not just be at 50, theyd be at well over 50 at that point. Republicans are obviously hoping they can hang onto those sort of very close to tossup states right now. I think republicans think maybe susan collins, maybe shes got enough of a reputation there in maine with independent voters, even with some democratic voters that she could hang on. You see theres a lot more targets there for democrats and if this is the big if if joe biden is still winning and leading in the polls by a big margin come november, it does raise the possibility that one after the other of these sort of potentially competitive races starts going in that democratic column. So what do Republican Senate candidates want . They want a tighter race. President trump is stepping up his attacks on joe biden in the face of those polls weve been talking about. A new poll out today shows clearly the toll that President Trumps handling of the coronavirus has taken on his political standing. Just 38 of voters say they approve of his response to the pandemic. This from abc news and the Washington Post. A full 60 disapprove. Now, if you go back to the very early days of this crisis, it was a different story. Back then the president had won approval from more than 50 of voters for his response. This polling the latest to show President Trump trailing Presumptive Democratic nominee joe biden by doubledigits. Already this week trump has replaced his campaign manager. The Washington Post reports this, quote, numerous republicans and trump allies said thursday that the personnel overhaul does little to address the main problem facing the struggling trump campaign. With President Trumps Approval Rating on coronavirus remaining low and multiple polls showing him trailing joe biden, the New York Times reports, quote, the president is accelerating his attacks on his democratic opponent, a sign of nervousness for any incumbent as he looks for a way to turn the corner for his struggling candidacy. Politico reports that hes also staring down a ticking economic time bomb ahead of novembers election. Quote, a stretch of critical decisions from midjuly until labor day will lay the foundation for what the u. S. Economy will look like in october before voters make their final decisions. Those include, quote, whether cities and States Reopen their schools on schedule and the amount of Money Congress decides to pump into the economy as part of the next aid package. Im joined by jill colvin, White House Reporter for associated press, Eugene Robinson and rich lowry, editor at national review. Thanks to all of you for being with us. Rich, i want to start with you. So the president wants to get more attacks out there about joe biden, bring up those biden negatives, try to get back into the race that way. You have a new column up. Youre calling the Biden Campaign shockingly adequate, and you say that biden is making it difficult for the president to go after him. What do you mean by that . Yeah, i think theres no doubt that biden is further left than hes ever been in his career, and theres no doubt that biden is the most progressive candidate of our lifetime, but hes not an idiot. Hes not going to make it easy for trump by embracing emotive positions thats easy for trump to shoot at. President trump would love it if joe bid joe biden would say defund the police, but he hasnt said that, and hes never going to say that. Its been a struggle for the president to find traction, but hes got to find things that cut against joe biden. The referendum on trump, trumps going to lose. If trump is running against a democrat who broadly has a profile of quote, unquote, generic democrat, hes going to lose. He needs to find things that cut against biden and also needs biden to stumble here somewhere. You know, Eugene Robinson, rich raises an interesting question here, i think, which is you know, if democrats had gone with one of the other 23 or 24 candidates who ran for the nomination, you start to wonder, would any of them be taking some of this bait that trumps trying to get biden to take, and would the polls look a little different . Would the race look a little bit different . How much of the advantage that biden has right now, how much of that is just due to trump and how much of that is due to biden doing the kind of things rich is describing . Well, i think its mostly trump, but its partly biden. I mean, some of the other candidates might have went to the bait. I think most of the experienced politicians would not have because, you know, when your enemy is selfdestructing, you should stand back and allow him to do so, and thats basically what biden is doing. Biden presents a particularly difficulty for trump as he tries to define him because this is man whos been known to voters for five decades. I mean, hes not an unknown quantity in any way, shape, or form. He wrote the crime bill. Its hard to call him soft on crime or somebody who wants to defund the police. Its hard to do because people know its not true. Thats why i think the president is kind of foiling. Jill, we quoted from that Washington Post piece saying some republicans panic looking at the poll numbers, certainly fear this is going in the wrong direction. Whats your sense around trump in the white house, the folks who are in his immediate orbit, what is your sense of their attitude, of how theyre looking at these numbers right now, do they feel with some confidence they can still pull this out . Do they feel fear . Do they feel panic . Whats your sense of it . Look, there are different people who have different ideas on the best strategy forward, but at the campaign, at least, they know if this race were held today the president would lose, and the president has seen his poll numbers, internal poll numbers, we saw the numbers this week, and the fact that they decided to pull the trigger on the formal renaming of the Campaign Chair and formalizing those moves on the Campaign Team are an indication of the fact that they know that they need a reset. And people around the president in his orbit have been begging for him to turn the spotlight on joe biden and launch the kinds of attacks that hes launched this week first from the rose garden and weve seen in subsequent speeches, all of them not political events but official White House Events paid for by taxpayers. What youve seen is the president also just going through, you know, the campaign has tested a whole lot of attack lines on biden, and what you see right now is the president just sort of kind of throwing those against the wall, attacking him on china, going back to the hunter biden attacks, you know, trying to find anything you can to see whats going to stick, what might help him try to define biden as they try to find anything they can to push his favorability numbers down. Im curious how youre looking at it. We dont know e fully what this Fall Campaign is going to look like. Not clear what the opportunities are going to be out there for trump or for biden to really define themselves or define each other. Im curious, when you look at biden, you have a pretty good sense of him here. What vulnerabilities do you see . Do you see anything that could trip him up in the final months of the race . I dont know. Hes joe biden so joe biden is capable of or has been throughout his career, capable of saying anything at any given moment. I mean, he could potentially he could stumble, i suppose, but i dont see an obvious vulnerability that President Trump hasnt already tried with little success to exploit. I mean, as i said, its hard to define a guy whos already so welldefined. Calling him sleepy doesnt seem to work because after four years of the trump exhaustion, people might want something thats a little calmer, so that doesnt seem to work. And then, you know, the issue of this virus and the president S Performance on this virus, i mean, i think that in many ways the that in many ways, the election could hinge on that. The president is not doing well, and the fall isnt doing good. The question of opening schools and everything. I mean, so i dont see a lot that looks really promising for President Trump right now. Things could change, but this campaign is in trouble. We mentioned in that introduction for this block, there is a big decision facing washington in the coming days. The question of another stimulus here. Some deadlines looming on the 1st. Looks like there might be a bill coming out next week on the republican side. But some of the big outstanding issues here for the white house to sort of weigh in on it, come down on it, you have relief checks, are they going to be universal . Are they going to be targeted . There is this big 600 unemployment boost. Democrats want that extended through the rest of the year. Republicans have indicated, hey, maybe this is slowing down rehiring. What would be slowing it down here . The biggest, baddest, fiscal bill that he can get as soon as possible. I think the party has been disappointing on fiscal issues for years now. But this is were going to see something here, whether the legitimate policy preferences of the party might get in the way of the president s sheer political interest, which is as much of an expansion method as possible. My assumption is whenever there is a spending dispute in washington, you can count on it being worked out and the number perhaps being bigger than either party is talking about when they start. And just sort of big picture whether it the relationship rig now between this white house and the republicans on capitol hill. How would you characterize it . I mean, the president obviously has a very tense relationship with some members of the republican party, and you have seen over the years some of them become willing to speak out against him. But in general on these stimulus packages, the white house has worked lockstep with mitch mcconnell, and they were all on the same page saying, look, were going to wait until the end of july to put together a package. We feel like we want to see how the past stimulus packages affect the economy. But of course now you see growing urgency for them to do something else. The president is obviously pushing for another payroll tax cut, but it seems like there is much more will now for them to sit down and get something done and get something done quickly. All right. Walter monodale ended up carrying only one single state, minnesota. But if the 1984 election ended up being a snooze, the 1984 convention was anything but. This was the convention that introduced america to mario cuomo. Remember him . And its a story, ladies and gentlemen, that i didnt read in a book or learn in a classroom. I saw it and lived it like many of you. I watched a small man with thick calluses on both his hands work 15 and 16 hours a day. I saw him once literally bleed from the bottoms of his feet, a man that came here uneducated, alone, who taught me all i needed to know about faith and hard work by the simple eloquence of his example. That speech captivated the convention hall. You could see it there and it captivated democrats across the country. Overnight cuomo became a political sensation. For the next two political campaigns democrats would beg him to run, and he almost did. He even had a plane chartered to New Hampshire on the filing deadline for the 1992 primary there. He didnt get on the plane, though. What if mario cuomo actually had run for president . That is one of the great what ifs of modern american politics. It was also historic. My fellow citizens, i proudly accept your nomination for Vice President of the United States. The congresswoman from queens, new york. She became at that convention the first woman ever nominated for National Office by a Major Political party. And then there was jesse jackson. You heard him in that clip we just played there. That speech was the end of his 1984 president ial campaign and the start of his 1988 campaign. Those two jackson president ial campaigns played a major role in shaping modern democratic politics. He registered and mobilized millions of black voters. In 88 he actually got shockingly close to winning the democratic nomination. He led into the spring. Jackson talked about a Rainbow Coalition that would transcend racial lines but breaking through with white voters proved to be the end. But it shows the size and power of the black vote. In the decades since jackson ran, no candidate has won the democratic nomination for president without winning the black vote, and that includes the current or soon to be democratic nominee for president joe biden.
