Worst days by far. All of our beds are full. I hope that not every shift i will leave feeling like things are a little bit worse every day. We have confidence in our providers and health care in general and stick together because we really dont know when this is going to be resolved. While cases are declining in new york, highlighted in green, cases are surging in other states, including alabama, texas, and florida. Highlight there had in red. The state of florida specifically reported another 9,500plus confirmed covid19 cases surpassing yesterdays singleday record of over 8,000. With me now is miami beach bear dan gehl ver. You like mayors across the country have been under an enormous amount of pressure to reopen your citys economy. I wonder as you look at the numbers across your state, the rising number of covid19 cases, are you rethinking the rate at which you are going the reopen your city . Well, we were the first to shutter in place in our state, and the first to close your beaches, and the last to open them and come out of it. And i still think we have to really question given the current trajectory that we are doing it too fast. Honestly it would be silly to not look at these numbers and realize that there is a huge amount of virus in our community not just in the positives. Because that can be increased by the number of tests. But by the hospitalizations and by so many of the other indicia that it is dangerous right now. Right. When you talk about testing, long lines we have seen coming out of that Miami Beach Convention center. What more needs to be done in order to get to the level of testing that you need to see just to get those who want to be tested in miami beach the level of testing that they need . Well, you know, we have regional areas. And we get a lot of people in the Hospitality Industry coming. You see a lot of waiters and cooks and folks coming in. We just opened up another one today in south beach. And we need more. We increased our capacity from 300 to 1,000 this week. So we are really trying to do more. But people have to start doing the things necessary to ward off the virus and to stop its spread. Thats really the problem right now. People arent doing what they are supposed to be doing. Miami beach of course is a hot destination. People come in not just from all over the country but over the state to miami beach. How much of a concern is that for you, that you will have people both from other parts of the country, other parts of the state, coming in and bringing the virus to miami beach . We are not a city built for social distancing. We are built for the opposite of social distancing. We want large gatherings typically but not now. The problem is that we have to protect our residents but we also have this other burden of making sure that as people come and go they are comporting themselves consistent with good health. And they are not right now. We have to do a lot more. But there is not a lot left in our tool kit. We had the mask orders. We were the first city i think in the country to require masks. But i think we are about to give it more enforcement ability within our city. We may have to look at other things to make sure increased enforcement. We just shut down a handful of restaurants this week who werent complying. Of course thats terrible. They have suffered already during this pandemic. But we cant allow bad Health Situations to continue. All right. Mayor, thank you. A major federal ruling overnight in response to the increasing covid19 outbreak. In california arc federal judge ruled that the government must release Migrant Children held in three Family Detention Centers around the country by july 17th because of the increased threat posed by the virus. For more on this, lets turn to an immigration and Homeland Security reporter at cq roll call. Walk me through this ruling. It is really interesting. They gave i. C. E. Until july 17th to row lease more than 100 children who are residing in three immigration facilities in texas and in pennsylvania. What is really interesting about this ruling is that they gave i. C. E. Two options how they can release the children. Either release these children with family members who are already residing in the u. S. Or release the children with their parents would are also residing in the detention facilities. They cited the recent outbreaks of covid that have been skyrocketing in the i. C. E. Facilities. More than 2,000 detainees innize facilities have already tested positive. As of thursday, 11 families residing in these immigration Detention Centers have tested positive for covid. They were saying leaving the children in here, especially the children who have been in the facilities for more than 20 days is putting them at high risk for contracting this virus. It is seen as another way of trying to process these children who are having their cases processed in the u. S. Rather than having them stay in the i. C. E. Facilities and maybe contracting the virus having them stay outside the facilities where they can be at a safer distance from the virus. Right. Now, when you and i talked to advocates what they will say is this potentially creates another situation, a situation where parents are once again being forced to choose whether they stay with their children in the Family Detention Centers or whether they release their children to something else. What are advocates seeing as the next step in this ruling . Something that has been advocated for a long time is alternative detention programs. So, this is necessarily not saying that when you release these parents with their children or just detainees in general to the u. S. Outside of the i. C. E. Facilities that you are essentially letting them go free and not being responsible for waiting for the Immigration Court cases. But it is saying that allow them to be released in a safe man, he have them call in sometimes, check in, wear an ankle bracelet. Other forms of detention that doesnt have them residing in an actual facility. These are things that have been advocated for a long time. They say it is more costeffective than having the families staying in the i. C. E. Facilities. Even the Trump Administration agrees it is not costeffective having them stay in the facilities. Have an alternative that also holds them accountable and making sure they are actually waiting for their immigration cases to be processed and then the final verdict and deciding what happens to them. All right. Thank you. With Covid Infection rates on the rise here in the u. S. , the European Union is in final talks to place a ban on american travelers when the eu reopens its borders next week. Nbcs tessa ar cilia is in brussels. Who close are officials there to announcing a ban . Very close. Now, eu ambassadors have been discussing all week on how to go about opening the eu axe external borders to nonessential starting next week, and more importantly on who will be allowed in. Two eu diplomatic sources told nbc news that the United States was not included on a list of the countries whose citizens would be allowed to enter on the 1st of july. That is because the average daily number of cases is too high. They are basing this on the science, on the number but it does get tricky. Based on the number that would mean travelers from china would be allowed in and that treads on geopolitical sensitivities. For now the draft final list will be given to the Member States for final approval. Another eu 79 theic source told the news they are expecting this to be approved. When that happens it is disappointing for United States. Treers and we spoke to the greek tourism minister. He struck a cautious tone. We enjoy very much hosting our friends from the u. S. Because they are people that come and stay longer, and they enjoy the culture and the sharing of common values and the way of life between greece and the u. S. It is very, very important for us to resume normal connectivity and normal air travel. But we dont want to necessarily rush things. Alicia f this does get approved, this is not great news for american travellers and tourists. For those planning to come to europe they might have to strike that of to of their Summer Travel lance for now . Tessa. Thank you. We have seen protests in support of black lives matter all over the country. And today we take you to branson, missouri, where a protest is happening outside of a store that sells confederate merchandise. Nbcs ellison barber is in branson. Tell us, how did the branson protests get started . Who are the organizers. Reporter there have been about five protests related to the black lives Matter Movement in support of black lives matter since, you know, we saw all the protests springing up across the country. There have been three in front of this particular store dixie outfitters where they sell a lot of confederate flags, confederate tshirts, paraphernalia and things like that. This was organized initially by a lot of high schoolers. We talked with one of those organizers yesterday. She told us why it was important for her to do that. A store filled with hate symbols, confederate flags is obviously something that i dont think should be presented as a Family Friendly business. I do think we can push them to a point to understand that there is no monetary gain in hatred and they will lose business. We are a combination of teenagers and voices in our community that saw a change that needed to happen and we looked to ourselves to see what it was that we could do. And that can happen anywhere. Reporter i want to let you walk with me so you can see some of what we are seeing at these protests. They have progressively grown each weekend we are told by people on this side of the street, the black lives matter protesters that this is their largest protest since they began protesting. As we walk up, you can see the other side. They are kinds of yelling at each other. Going at each other. All that is separating them are two lanes of traffic. This right here of course is the store at the heart this debate. The store has been here for about 13 years. The black lives matter people say this shouldnt be here anymore. They say they were inspired by seeing all of the protests around the country. And they felt like this would be a small change they could make in their community right now. They feel confident if they keep doing this they could possibly get this store to close. As the purr to remove confederate statues mounts President Trump has signed an executive order to protect those monuments. Josh letterman is at the white house. Josh, what details can you give us about this executive order . This order is part of a broader crack don by the president on those who want to cancel these monuments to the confederacy. This crackdown appearing to be more symbolism than substance, not actually changing a whole lot but signaling the president s desire to show that he is pushing back and standing up for those who want to keep these memorials to the ken fed raes. In this executive order, the president is stating that it is the policy of the United States to prosecute to the fullest extend permitted under federal law any person or any entity that destroys, damages, vandalizes or des rates a monument, memorial or statue. Of course we know it was already illegal to vandalize public property. That remains the case. As far as the president s focus on trying to keep what he calls law and order, alicia, we know that the president only yesterday abruptly canceled his visit to bed minister this weekend saying he wanted to stay back here in washington, d. C. To ensure law and order, make sure those monuments were protected. That might make you wonder how the president is spending this weekend. Turns out he spent the last four hours playing golf at his golf course just over the river in virginia. I know josh, i was looking forward to welcoming you to beautiful new jersey. Theres another story i want to bring you in on, acting department of Homeland Security head chad wolf sent a letter friday to the heads of for social Media Companies and encouraged them to take action against posts that call for removing statues and violence in that vein. The letters went to the heads of facebook, twitter, apple, as soon as possible chat, some of the companies we are familiar with. In the letters chad wolf wrote i am writing to ask you to do your part to put an end to violence and illegal activity spreading across our country by ensuring your platforms are not used as a tool to organize, facilitate or insight dangerous or deadly riots in violation of state and local law. The Homeland Security department saying facebook, twitter, these platforms are being used to galvanize and organize a lot of these events. They would like to see a crack doub on that by the social Media Companies. But we should point out alicia, it was just yesterday when mike pence, the Vice President was giving that coronavirus bereaving. He was asked why the Trump Campaign continues to pack these rally asks churches with all kinds of people amid the coronavirus pandemic. He said, look, in america, we have First Amendment rights, and that really trumps everything else. However, when it comes to being able to use social media to organize and speak as the way people want, that logic doesnt seem to apply the same way. At least according to these letters that the acting Homeland Security secretary is sending to these social Media Companies. Josh, also this story from the times, that russia paid afghan militants bounties to kill u. S. Troops. Reaction from the white house today . The white house and the National Security skill here at the white house declining to comment on this because they are saying it involves not only u. S. Intelligence matters but also alleged internal deliberations about how the u. S. Would respond to russia if indeed this were true. But we are hearing both from the russian government and directly from the taliban. Both of them denying that the russian government had tried to offer this money to militants to kill u. S. And coalition troops. But a lot of concern on capitol hill from democrats and republicans alike as we are learning more about what happened here. All right, josh, thank you. Up next, we will talk about the political divide over the pandemic. And if it is a factor in the recent surge in cases across the south. Plus, long lines, not enough precincts. Grubhubs gonna reward you for that with a 5 off perk. doorbell rings [crowd] grubhub fireworks exploding where do you derive the authority to regulate human breathing . You are removing your freedoms and stomping on our Constitutional Rights by these communist dictatorship orders or laws you want to mandate. You cannot mandate you literally cannot mandate somebody to wear a mask knowing that that mask is killing people. Those were a very few very passionate Palm Beach County residents speaking out against mandates to wear masks as florida records record spikes this coronavirus cases. Whether or not you wear a mask is increasingly becoming a hot button political issue, despite record breaking surges in several states including florida the Trump Administration is still claiming things are under control. Here is Vice President mike pence at the Coronavirus Task force meeting the first in nearly two months. Under the leadership of President Trump we have made truly remarkable progress. We are in a much stronger place. The truth is, we did slow the spread. We flattened the curve. Its almost inarguable that more testing is generating more cases. That comes as the Trump Administration asks the Supreme Court to strike dont obamacare putting nearly 20 million at risk of losing their Health Insurance in the middle of a pandemic. With me now is [ no audio ] all right. It appears we have lost alicia menendez. We will go ahead and continue on with the program we had scheduled and bring in our guests to talk about this. Brittany, lets go ahead and start with you. We see people there at the podium. They sound furious that there will be a mandate for these masks. Can you understand the anger these people are feeling . Well, surely, there has recently been a lot of outcries about masks because a lot of times the Agenda Setting about masks being positive for you has been politicize e epoliticized. I think a lot of it has to do with w. H. O. And the cdc being muddled on masking. I think we can all remember when coronavirus was first coming to the United States the cdc was saying you shouldnt be Wearing Masks they should be given to Public Health professionals and doctors and front line workers and of course that narrative and science has changed for now. Of course a lot of this Agenda Setting has come are the very top. We are seeing mike pence right there in a statement surrounded by anthony fauci, dr. Birx, other members of the Coronavirus Task force were wearing a mask and he was not. The president has never been seeing wearing a mask. Of course residents in red florida might think well if the president and Vice President are not wearing a mask and they are surrounded by advisors why should i. And andrew control is the Washington Bureau chief for Rolling Stone we have seen the Scientific Evidence that shows wearing a mask is one of the small things people can do to limit the spread of the fires. If a portion of the population refuses to do so, if the leadership isnt setting that example, is the country doomed . The country isnt doomed, but it isnt doing everything it can do. It isnt even doing some of the most simple measures like wearing a mask. And other measures like social distancing to play a part in slowing this virus from accelerating, which is what we are seeing now. I think an important point to make is that doctors, scientists, Public Health researchers have not thread response in the Trump Administration across this crisis. Yes, dr. Fauci has had a role, dr. Birx has had a role. But what we are seeing is political leaders leading the Communications Effort giving inconsistent advice, in some cases poor advice, advice that contradicts the science. Thats why you see individuals saying i dont want to wear a mask. I have seen the president doesnt wear a mask and the Vice President doesnt wear a mask. If the guidance changes, thats science, thats how a pandemic works. But if you have scientists at that podium every day giving good consistent advice bringing the American Public along in this process then they understand why if they were told not to wear a mask before they should wear one now. Unfortunately thats not the kind of communication or the kind of leadership we have had in this crisis so far. Brittany, the president now wants to overtornaurn the affore care act. What could be behind this timing . Well, it is hard to fully understand why this is happening right now, especially as especially as vulnerable republicans are aware their strents have health care on the mind. Might be one of the reasons is that the president is facing tough numbers against joe biden in crucial swing states. He is being hammered on the economy even though thats what the Trump Campaign was advertising on in the beginning of their role. So there is a bit of a promises kept, promises delivered gamble that the Trump Campaign is making right now. They are thinking okay, republicans reliably have wanted obamacare repealed and we will be able to deliver a republican win so to speak to them. Of course that is risky because if it is struck down it basically hands advertising fodder to democrats who are already seeing priorities u. S. A. , which is joe bidens official pac run ads saying that President Trump wants to take away black and brown health care. As we know, covid is disproportionately affecting those areas. It is a bit of a gamble. What could be motivating it is lickly urgency to feed republicans who are growingly upset with the president right now stho andy, we havent seen another blueprint for another kind of plan right now from the current congress. What happens if the aca is actually overturned . What happens is 20 to 30 Million People lose their Health Insurance. Plain and simple. More than 3 million excuse me nearly 3 million of those people are in battleground states. Now it is important to note we probably wont get a decision on the it if a of the Affordable Care act before the election based on the Supreme Court calendar, but the political issue is going to be right in the center of this campaign this year. The Trump Campaign clearly sees this as some kind of galvanizing motivating issue among core republican voters. I think that thats a miscalculation just purely based on the public support across the board. Democrats, independents, and republicans for the Affordable Care act. The numbers are off the charts if you look at support for the health care exchanges. If you look at support for coverage of preexisting conditions. We are talking between the 60 and 80th percentile. That includes republicans. The Affordable Care act is a widely supported bipartisan law at this point. But the Trump Campaign clearly sees that they need some kind of wedge issue to try to get voters motivated in this pandemic at a time when the president s poll numbers as brittany points out are slumping. I think this decision to go forward with the case in the Supreme Court is a political play more than anything else. Brittany shepard and andy control, thank you for joining us this afternoon and for rolling with the punches. Up next ayearold case is thousand at the center the Police Reform debate in colorado. Exacerbating the problem, the state already reduced the number of polling sites by 95 . In louisville, where the majority of the states black population lives that left just one polling station for more than 600,000 people to vote. Council Keisha Dorsey joins me now. We spoke a week ago. You predicted a lot of this was going to happen. As i watched these images roll in, women running with babies under their arms so they would be able to vote, people walking with walkers trying to get in as quickly as possible. I thought of you. I thought how prescient it was. How many people do you believe were disenfranchised on tuesday . That number is going to be hard to quantify. First of all, those that were coming into the fair grounds, there is no way to know how many people were in line before the injunction was filed. The voting was left open or was reopened at 6 30. But there is no way to quantify how many people were outside of the fair grounds before that injunction happened. You had Police Officers working as election officers turning folks away before the injunction was filed. You are exactly right. You saw folks walking with walker. I started my own campaign to get folks from the parking lot into the polling facility because the lot was at least a quarter of a mile from the doors. Yes, you saw folks on walkers. We ran out of wheelchairs. There was a lot of disenfranchise member. I am scared if we dont take Lessons Learned from the primary and take those into the generals, we will continue to see voter suppression. Those lessons are bigger than just your home state. Those are lessons i want to ask you about all across the country. Before i do. Talk to me a little about the closing of the poll sites and how much you think that contributed to what we saw on tuesday coming out of kentucky . Absolutely, alicia. When you have folks that are used to going to their back doors, essentially, and voting because they are essential workers remember that. They are essential workers. They are going to their back door, their local high school, the local church, to vote. Now they are having to bus them, get on a lyft ride, on a tart bus, get on public transportation, even buses were provided by the candidates to go to a location anywhere from 15 to 40 minutes away. Then you have to go through the process, and then get facebook your location and then get to a job. This is unacceptable. I filed suit asking there at least to be a polling location at every high school. The picture that you are showing with the folks banging on the inside of the door i just wheeled an elderly man inside. I was on the inside when that happened. You did see mothered running across the lot with their tids in tow trying to exercise their fundamental democratic right of voting. This is not acceptable. Although we are seeing record numbers in kentucky and we are proud of that, we have to be able to voice our vote in the primaries and in the generals. What we saw, it was an experiment. There were Lessons Learned. I met with the county clerk talked to the team. I understand there is a lot of room for improvement and we are looking forward to the generals with these Lessons Learned in tow. I dont expect to see this again. I think we are moving forward. I think kentucky is ready for a fight. When you talk about those historic numbers, not only were there historic numbers of people showing up, there were also historic numbers looking at in person no excuse absentee voting those were historic. When you couple that with the images of the people going to the physical polling places what are the messages you are taking away for your city, for your state and for the country looking ahead to november. There is no more normal. Especially in kentucky. In kentucky, in Jefferson County we had one voting day from 6 00 to 6 00. I think what we saw was mass engagement through the absentee voting process. We have a lot of Public Education to do around that. But the normal that we were used to, the status quo, has to go out the window. I think what we saw kentucky say was that we appreciate options and variety. And when it comes to the democratic fundamental of voting, i think that we should deserve, not only we should we deserve the right to have the options as to how we express that vote, as to how we go about it and to have the time to do the absentee process. To have a week to vote at the fair grounds. The only thing i would argue about it is the last day and the deadline f we knew that was going to be a problem, was that we were not ready logistically to handle that lastminute onslaught of volume. And if we had dispersed voting locations, we would have seen alleviation in that issue. So thats the one thing i am going to sit on. I think we did a lot of things well. But this is voting. This is the fundamental of our country. We continue to fight until we perfect it. And thats what we will be fighting for in the general, alicia. Thank so much. A federal Appeals Court delivered a blow to the Trump Administrations quest to build a wall along the countrys southern border with mexico. The 9th u. S. Circuit court of appeals ruled the Trump Administration acted illegally when they diverted military funds to pay for the kruk of the wall. For more i want to bring in natasha better drand. These a National Security correspondent for politico. What does this ruling mean for the current kruk of the border wall . Yeah, this is a setback but really only concerns a portion of the funds that the white house actually budgeted. There was a Supreme Court stay issued last year that allows the diverted funds that the president took from the pentagon to continue to be used. So that remains in effect for the time being. Last year the Supreme Court really only actually lifted a 9th circuit insunks freezing transfer of funds from military accounts. They didnt really rule on the legality which the 9th Circuit Court did this week. They basically said that private entities could not challenge the transfer of money by the executive branch. So it remains to be seen what is going to happen here. They are probably going to the administration i mean is likely going to appeal this to the Supreme Court. As i mentioned the Supreme Court did side with the white house last year. They didnt side with them on the legality of the issue. Whether or not they decide that this time is up in the air as well. This wall of course was a key part of the president s pitch in 2016. It is likely to be a part of his pitch in the lead up to this novembers election. What are you hearing from the white house about whether or not this changes their thinking on further construction of this wall . Yeah, well, i think that the president has made it very clear that he wants 450 miles of this wall to be completed by the end of this year. And they are not on track at all to do that. And the president needs to make this a centerpiece of his campaign because his campaign frankly is really struggling at the moment. And that is why we saw him try to divert attention away with his trip to arizona last week to celebrate, essentially, the completion of about 220 miles of border wall. So this is something that he really wants to give his base and wants to do it before november of course. But it doesnt seem to be be deterring them. He is continuing to try to take money and shift money away from pentagon projects. And for all intents and purposes, mark esper is going along with that. We will continue to see i think this effort by the department of Homeland Security, by the pentagon by the administration at large to complete this 450 miles by the beginning of next year because that is a Campaign Promise that the president feels he needs to fulfill.
