At this point in time there are veds in frovideo in fronts of t police station. As for coronavirus, at least a dozen states are seeing infections rising fast. The World Health Organization just saw its largest single day up crease in confirmed infections. Wvmt h. O. Is warning that the pandemic is surging. The death toll could reach 145,000 people in about the next three weeks. Plenty to discuss tonight and our pam is here to help. Joining us is mayor huck, a former state Department Senior advisor and the host of the resistance abroad don callow way with pine street stroims and president of the Racial Justice organization color of change. Before we get to our panel lets begin with democratic congressman eric small well. His district is located southeast of oakland in my beloved San Francisco bay area. Congressman, kbeeng. Thank you, joshua. Happy fathers day to all the dads out there. Thank you. Same to you, sir. Lets begin with reform. You gave an interview to tmz not about a scandal, before your 20s start to panic but you gave an interview to tmz about police misconduct. You expressed the idea to improve investigations requires a state wide pool of District Attorneys, are you proposing th this . First and foremost im supporting the Congressional Black Caucus which would ban chokehold to get rid of the tactic in your opening scene. Also to require body cameras, reduce the standard of almostness and willingly acting to prove a civil rights case to recklessness. A lot of what were going to do in chronic next week. A brother to two Police Officers, it would be better in there was distance between deas offices and Police Forces when a shooting takes place, even though no cop flikt, i think just the perception of conflict could send a message. How are your colleagues going to reconcile these rather different proposals to get something into law . Where is the Common Ground the strongest . The democratic bill has teeth and it says enough is enough and were actually going to do something. Senator spot, with all due respect and im glad hes leading on this, it just studies a problem in a the Africanamerican Community is saying we can no longer lock at and study, we need reform. I think people are call their senators and say we need reform now. Does that mean there is no Common Ground that the democrats are going to hold off for their bill . No. Were pushing and were going to pass our bill. Were hoping well have republicans with us. I know the chair woman of the Congressional Black Caucus is willing to work with captain scott. Put in place that changes the way policing happens whereas senator scotts bill just reveals the problem. Police officers should not use kmoek holds anymore. Some are calling for attorney general william bar after the controversy over jeffrey berman, the now fired District Attorney from the Southern District of new york. Heres what nadler said about that this morning. I dont see can impeachment is premature anymore than the president s were bre mature but they are a waste of time at this point because we know we have a interrupt republican majority. We will not consider receding no matter what the facts. Were going to instead do what we have to do without that. Kmap, how do you see it . Is it worth trying to impeach the attorney general or are there bigger things to focus on . I call impeaching attorney general barr than President Trump. He need to be held accountable so that future attorneys gem know this is not acceptable. It may deter him from future illegal act. At the very least i know we are going to start an investigation into this most recent firing of Southern District prosecutor berman. If mr. Berman testifies, is there anything in particular you would like to ask hill . I would like to know if theres been any influence hes had on donald trump, Donald Trumps family or any politicians or political apparatus around donald trump. The president continues to pressure those to not investigate him. Id like to know if any pressure was put on him prior to moving out the door. Cases are spiking in some states, california. Californias now requiring masks in Public Places under most circumstances. I lived in the bay area for six and a half years. Loved it. Miss it terribly but it baffles me why a region with such smart people didnt think to insist on this from day zero let alone day one. What took so long . We were the first in the country to shelter in place. Dr. Fauchi has admitted there is almost intentional communication from the administration so that the public would not seek to procure masks to keep them from health care workers. The southern gem was saying dont wear them. I was following his guidance saying let them go dot health care workers, while we should have been doing it all along. The overall percentage per capita is still pretty low in california. We just have to stay disciplined. There are fewer tests taking place because that would hurt him politically and hes telling his team not to test. If thats the case well never eradicate the virus until theres a vaccine. We need contact and tracing. Experts say the rice in cases is not purely a result of the testing the. That would not also explain the rise in hospitalizations, and icu settings, etc. What do you think the odds are seeing another bill in the line of a stimulus check or something to that effect . We passed the heros act. It extends unemployment, reloads the paycheck protection plan. We need the senate to come to the table. Unemployment insurance will run out at the end of july so people are going to start feeling the pain. Were ready to negotiate. Im on the committee with speaker pelosi. Shes ready to work. Senator mcconnell, theyre just not coming to the table. Call your senators, talk to your governors, we need this relief to come yesterday. Your district extends southeast of oakland a little ways north of where the south way proper convince. I remember watching income and equality explode in the time i lived there from 2010 until late seven 2016. How are people doing now with the coronavirus, with shut doups with the fact that the bay area continues to get more and more expensive with no sign of stopping. Thanks for asking. I have family members who have lost their jobs because of covid19. Small businesses are still not opening as fast as the rest of the country because we aring with rightfully cautious in the bay area and thats why this relief from the federal government needs come. I get phone calls from my constituents every day. Will my Unemployment Insurance go yomd the end of july . Theyre really feeling it and theyre counting on us to act. Were resill jept. Were going to come out of this but we really need leadership from the federal government right now. Cost of living are something id love to talk with you about another night. We appreciate you making time for us tonight. Of course. Also, the author of a new book called end game. Thanks very much. Thank you. Good night. Lets go back to the panel now. Let me start with you. What do you expect this week with the Justice Department and attorney general bar . Its a fascinating time for trump and his administration to be creating this prorn with to begin with. As sitting president he should be solidify your leg sill of accomplishments and focused on the campaign trail. This the fact barr went after burrman in the Southern District of new york implies the president is worried about now and after the election. That tells you about the paranoia surrounding the white house these days but what potentially they might be able to uncover. The Southern District of new york has always be a thorpe in pruchs side. That gets to one of the questions that reverend swallow well said he had. Regarding President Trumps rally he didnt mention june teeth or the tulsa massacre. He also said that he has done more for the black community in four years than joe widen has done basically for his entire career. Call me crazy. Im guessing you disagree with all of that but does last night move the needle at all . The people who were going to cheer did. The people who were going to boo did. What effect did the rally actually have, if any . Well, i mean, i think if anything, its probably made trump more earful of this could be a new normal for him not being able to have rallies, which is sort of how he gets his energy, in his rooms where he can be the center of attention and be the sort of kind of ego megalomaniac that needs that energy. I do think that for urs in the activist, social justice community, people rising up and pushing back, when ah author tarns have their backs up against the wall theyre more likely to do and try more thiengs to get themselves out of that. We all have to be incredibly vigilant in terms of whats he going to do next, hes unafraid to use the power of law enforcement, the power of all these levers to cement his power, using his sort of interest overseas, the United States interest overseas to put his thumb om the kale. As we pitt, what are the enablers doing . Those folks who put out bag lives matter seem not to be able to hold themselves accountable. The big corporations that say they care about social justice but still play ftses with this president. Those are the people we have to put our energy on. We cannot accept hollow statements of support. Don, weve got much more to talk about throughout the hour, so stick around. We got much more we want to discuss. Coming up, president bush took a lot of swiechs at joe biden last night in the rally. Not surprisingly. How will the campaign hit back, or will it . The Campaigns Communications director joins us next. Campaign director joins us next i should get a quote. Do it. Only pay for what you need. Liberty. Liberty. Liberty. Liberty. Rush to walmart today and score test x180. When you do testing to that extent, youre going to find more people. Youre going to find more cases. So i said to my people, slow the testing down please. Last night the president made what officials said was a joke about slowing down coronavirus testing. Doctors and nurses across the country are probably not laughing. They have to deal with the nations covid19 hot spots firsthand. Experts say that more testing does not by itself explain the rise in hospitalizations or i. C. U. Admissions. Making it easier for us to infect one another. Presumptive democratic nominee President Joe Biden did not like the joke and his response was succinct. He tweeted speed up the testing. Joining us is kate bedingfield. Communications director for the biden campaign. Good evening. Thanks for having me. Nice to see you. Last night the president focused partly on the fact that Vice President biden has been doing campaign events. Why isnt mr. Biden holding many Public Events . There are ways to do it and keep people safe. Why not hit the trail now . He absolutely is. First of all, weve done 55 sprooufs since we went into quarantine in mid match, but also you saw him out last week drawing what could not have been a sharper contrast with donald trump. He was in pennsylvania last week talking about his plan to faithfully and in a stronger way reopen the economy. Had donald trump last night at a rally joking about slowing testing down at a time when 120,000 americans have lost their lives to this virus. Last week you had joe biden out talking about how he as president would institute sufficient osha regulations to make sure people are safe on the job. He talked about testing being free to everyone who needs it. He showed leadership. You saw that from him in the very beginning. In january when a time when donald trump was saying Chinese Government is handling the virus well and its not going to be a problem here, Vice President bidden was saying we need to be taking this seriously and take steps to keep americans safe. I think the contrast from last night and what you see from joe biden couldnt be sharper. I think thats part of the reason so few people showed up in tulsa last night. Theyre losing faith and they see a strong contrast in joe biden. What about winning over independents and republicans . They say he wont push back against the democratic parties more progressive wing. What does mr. Biden have to offer to people that may be willing to reconsider donald trump . Hook. Eight years in the white house with president obama making real change, 36 years in the senate before that getting things done for the american people, things like the recovery act, getting relief to workers, getting the Affordable Care act done. This weeks Donald Trumps administration is going to file their brief to try to tear down the daAffordable Care act. I think when people look at joe biden, they see somebody who reaches out to both sides of the is aisle. He reached out across the aisle. In this primary he was the candidate who built the broadest, most Diverse Coalition of voters. He has show an ability to reach out. He has shown a moment to lead in this moment. If you listen to what donald trump said last night, obviously, you have the callous joke about testing but you also hearding in but donald trump. Didnt hear him say anything about what is going on in the country. Didnt hear him talking about Racial Injustice and people out in the streets. Didnt see him speaking to anything that makes a ditches in peoples lives. I think what you hear zipsly from biden is leadership and an agenda thats going to make a difference for people when hes in the white house. Who will mr. Bidens running mate . Thats not something im prepared announce at this moment. Thats a decision joe biden will make. Will it be a woman of color . I dont think theres anybody in the world who has a better sense and better understanding of what it takes to be a successful Vice President and a successful partner to a president than joe biden. Hes looking at a wide array of qualified women, many of them women of color. At the end of the day hes going to be whoever is the best partner for him in the white house. Hell have news on that later this summer. I certainly hope well get a chance at some point to put our viewers questions to mr. Biden directly on air. I know they have questions for him. Thank you very much. Thanks. I appreciate it. Less than a week since new york city banned police from using chokeholds. Now a newly released photo appears to show an officer doing just that. This virus is testing all of us. And its testing the people on the front lines of this fight most of all. So abbott is getting new tests into their hands, delivering the critical results they need. And until this fight is over, we. Will. Never. Quit. Because they never quit. Were following a going story out of new york tomorrow. An nypd Police Officer is suspended after pay afterle allegedly using a chokehold on a black man today. Fair warping, the video is pretty disturbing. Nooid body cam video shows officers wrestling a man to the ground. One of the officers appears to be using a chokehold. At one point you hear someone say hes out. Were told the man is in Good Condition tonight. The officers were said to have been called to the board walk. This story is still developed but lets bring back our panel. Rashaad, let me start with you. These cases excuse me. Don. Let me start with you. These cases seem to be moving pretty fast. The officer was suspended, all this happened today. Is that progress . It is progress, j. J. But i want to be very clear. The new York City Police department, the countrys oldest and most venerable Police Department banned the chokehold in 1993. Im not good at math but i think thats 27 years ago, 1993. You still have officers using it as a regular matter of pattern and practice. This is why individual matters such as banning chokeholds and carotid arty holds, you have to go farther than that. It reinstitutes which takes away qualified immunity, which institutes a National Database of police who have used these type of choke holds and contributed to abuse of practices and you have to reinstitute a National Practice of taking away authoritative prosecution from the local da whos in cahoots often times. This has been an issue for time ilmoral. Were glad chris james is there and can take action. Its a matter of practice within the institution of the nypd and Police Departments all across this country so its going to continue to happen until there are broad and sweeping consequences. Don, since you mentioned tissue james, rashaad, we have a tape of her speaking, tissue james speaking during the black lives matter protests in the city. Id like your reaction to what she had to say. We have received 300 submissions from individuals, all of the individuals who testified talked about injuries, all of the individuals who testified talk about the traumatic effect of Police Officers and the activities that they engaged in. All of them talked about the fact that they were subjected to this crowd to control tactic known as ketling. Some of them were pepper sprayed. Some of them were sprayed with tear gas. Some of them were hit with batons. Some of them have suffered injuries, injuries that may heal but unfortunately the vast majority of these witnesses suffered trauma. Rashaad . Yeah. This is exactly part of the problem. The fact of the matter is the incentive structures are off policing. Police have failed time and time again to keep folks safe. Theyre not actually invested in safety. Theyre invested in control. This is the point why banning choke holds is simply not enough. If someones goal is to not have accountability, theyll find another way, even if you band choke holds. The fact of the matter is that police are out of control because our government has allowed them to be. No industry is allowed to set the terms for their own enforcement other than police when you have to downsize police in this country and invest in things that we know that keeps folks safe. If we dont deal with the funding at the basic level were going to continue to accepted people with guns to do things that shouldnt be done and people cannot actively deescalate because the tendency is not to deescalate. Because there is no accountability we will continue to have these problems over and over again until we reform a system that isnt broken but is operatesing exactly the way it was designed, until we know that we cannot fix it, that we have to fundamentally reimagine what safety and justice looks like and what consequences looks like when we do have consequences, because we will end up with these problems time and time again and we will not move ourselves forward in any meaningful way. Tweeted the following tonight the democrat highways wants to pass a bill this week that will destroy our police. Republican kmep and women will fight hard to defeat it. Our police keep us safe. What do you expect to happen in washington with Police Reform. Weve got two bills. We know where President Trump stands what now . The challenge of the fact that we have democrats in control of congress and we have republicans in control of the senate and ultimately theres federal action is needed and necessary, its gaining momentum given all the pressure on the streets and that pressure will continue. Thats the fact that absent changing an sent a fundamental change in now Police Unions operate, the culture in individual Police Departments will not change, despite our best efforts at federal legislation, right. Culture is the hardest thing to change in any organization. Police unions, instead of looking out to protect and under score the value of ep gauging with community and making sure police are safe, instead, advocating they fundamentally act like a lobbying group to turn our police into a local military force. Thats the challenge that we face and its going to require federal, local, and statebased action. Everybody stick around. Weve got more to discuss as the hour goes on. Still ahead, it is one of the brass rings that democrats are reaching for this november. Taking Mitch Mcconnells seat in the senate. The fight for justice has reshaped kentuckys primary. Amy mcgrath was the early democratic favorite. Now she finds herself in what could be a tight race with state representative Charles Booker. His campaign in the past month booker has gained the endorsement of Bernie Sanders and Elizabeth Warren as well as others. Charles booker joins us. Good evening. Good evening. Good to be with you. Mitch mcconnell is running for his sixth term. What is your strongest respect for someone who has voted for mccom five titles to choose you now . Well, this is a matter of survival, and youre right. Hes been there lock time. He was elected two weeks after i was born and hes been screwing us my entire life. Folks dealing with poverty. Ive had to ration my insulin. Im a type i diabetic. Mitch mcconnell is the barrier to progress. We need to get rid of him so we can transform my future. Standing up for humanity for all people is letting the world know that were ready for a change. We needed it yesterday and were building the movement to win. Do you think kentuckyians want to get rid of him . He seems to be one of the safest seats. No one in kidnap likes the guy. Thats a given. Its not a partisan statement. Theres a reality. Kentucky has been one of the most disenfranchised states of the country, some people have given up. Theyre too busy trying to survive. Were saying it doesnt matter how much money you have if you dont have a vision. We cant run as a pro trump democrat, we have to inspire people to believe things can be different so they know their Voice Matters now. Thats what were building now. Youre seeing folks across kentucky chks i was in corbin, from an lasha to the purchase that have never gotten involved in politics now because they believe now. We inspired them. Well stand with them from the hood to the holler. Why not amy mcgrath or mike voyeur . Well, theres the reality here. This is about my life as a kentuckyian. Ive lived the struggle a rot of politicians talk about, tweet about, and mcconnell doesnt even acknowledge it exists. Ive worked in every level of government understanding how government can work better for people and ive passed legislation in a bipartisan manner. Ive stood on the front lines with teach. Ive stood on the picket lines with labor leaders r lt ive stood in the halls of government with students demanding change. Ive stood in the streets even when tear gas has been thrown at me. No more b. S. No more political games. This is the time for our real structural change. Im asking everyone to go to booker for kentucky. Gov. Andy bra sheer is the Current Governor of kentucky. You were the second booker in the the second black booker in the senate. Oddly enough. What would you propose on Police Reform that night brimming the gap with the House Democrats bill . Is there anything that you think both sides would vote for . Based on what i heard tonight, the two sides are not facing the same direction at all. Well, you know its important now that we listen to the people. We listen to the communities that are crying out, demanding justice and accountability and we need to reimagine policing. What that means is we need to put more investments in our communities instead of more and more money. Actually, we can actually fund public safety. I think the fact that we dealt with the noknock warrant that allowed brionna taylors life to be ripped from us, the fact that we have qualified immunity in place, we can address concerns right now but we can do the sprul work of making sure poverty is no longer criminalized and general rational. What we have been doing is asking men and women in uniform to be everything public safety. Thats putting them in harms bay and its not making our communities safer. Im hoping that those in leadership now will hear us so when we come to washington, were looking forward to getting the work done. Charles booker, state rep. Thank you very much. Thank you for your time. Its a pleasure. Lets get your thoughts on this race. Kentucky is a red state. Mitch mcconnell is a powerful senate. What makes you think mr. Booker or any of the democrats running the primary realistically has against mitch mccom . Is he vulnerable . First of all, i want to shout out to brother booker. Were proud of what youve done and shooting to you. I think that Charles Booker has a chance based upon a primary if, in fact, this is a changed election. This my experience tell me president ial years give us more of a probability that off years which is the last time an unpopular Mitch Mcconnell ran against a Popular Democratic nominee. Im looking at Jefferson County, louisville, where the bulk of the black states in the state of kentucky live. Do yall know how many polling places are open on tuesday a few days from now . One. Its a large facility but there is one polling place open in the state of kentucky in Jefferson County, where the bulk of citizens live on tuesday. That should be of extreme concern to anyone paying attention to voter suppression. Im happy its happening in a primary and not a h general but it bodes poorly for mr. Bookers chance. The residents of the largest county are going to be packed into one polling place on tuesday. Fundamentally unfair and it is a problem. You should know that you can still vote in person either at the expo center or the Edison Building on horns by street. Just so you know, you have another day to have two locations in Jefferson County rather than just one. Every stick around. More to discuss before we go. The Supreme Court thanned down for cases. And more cases on the way. R cas. And more cases on the way. Hey. You fell asleep with your sign again. You fell asleep with your sign again. No, i didnt. Okay. The court issued two rulings which might seem out of character for the court. Officials say they will try again to end daca. The Civil Rights Act bans employment discrimination based on gender identity. The Supreme Court is said to rule on abortion. Joining us is Jeffrey Rosen, the head of the National Constitution center. Our panel is back. Jeffrey, its good to have you with us. Tell us about the Abortion Case before the court. Whats at stake . Abortion case in some way is an encore of the 2016 Abortion Case called the hell ter stat case. Its whether they can require admitting privileges before rev, it could allow states to impose serious restrictions on abortion and open the door toward Something Like what tennessee did just a week or so ago with sixweek bans, which at the moment are unconstitutional. On the other hand, the court could split the difference and say that abortion restrictions for clinics are okay in some states and not in others. But everyone is looking to see what Justice Kavanaugh will do. He replaced justice kennedy. The stakes are obviously hugely high. And it comes in the wake of this extraordinary week, where chief Justice Roberts showed he doesnt like 54 liberal and conservative splits and sided with the liberals for gay rights and also in other significant cases. Involving daca. So as a result, were just going to wait and see. But its going to be hugely important and could signal the future of roe v. Wade. Regarding that, including rules on employment discrimination and daca, they seem like more liberal stances. But if you read the case, read the opinion, its interpreted on a pretty strict reading of the law. Neil gorsuch wrote the civil rights ruling and he was appointed to succeed antonin scalia. What does that tell you . It tells us Justice Gorsuch is willing to follow the law even when it doesnt coincide with his policy preferences. It was a principle decision. He was a textualist, and he said that we have to read the law as it applies today even if its not what people in 1964 intended. But it does not signify in any way that this has become a liberal court, it means that the justices will follow their constitutional methodologies. It means that chief Justice Roberts in particular is such an institutionalist that he will side with the liberals when he thinks that it will avoid what appears to be a part sal split. We have this trump subpoena case coming up, religious liberty cases coming up. Often at the end of a term we see more 54 splits. The fact that we see more liberal decisions this week doesnt mean there couldnt be a lot of conservative decisions coming down the line. Sometimes they will save the high, dramatic opinions to the very, very end of the term and make you really wait for them. The president spoke about the Supreme Court at last nights rally, listen. Ill be soon announcing a new list of exceptional candidates for the United States Supreme Court. Biden cant release his list because the names would be too extreme, too radical, they wouldnt be acceptable. People dont understand, but we actually won on daca yesterday, we actually won. Because they basically said, you won but you have to come back and redo it. Its almost like, gee, come on back, your paperwork was no good. But were going to be refiling. But dont let it get you, everythings going to work out really good. Now thats not quite an accurate characterization of what the ruling was. The court didnt say, come on back and try again. The court said, your effort to do it this time was not defensible because of the process, if you want to do this, you have to do it in a different way. So its slightly different from the way the president characterized it. Donald trump campaigned heavily on the courts in 2016. He said during the rally he got about 300 federal judges at various levels into the courts during his first term. How do you think these rulings from this past week might affect his strategy now . I think this upcoming week is when well start to see whether or not this is truly a politicized court or a court that is going to be upholding the rule of law. And we know that republicans and the gop and conservative movements in general have really focused on abortion and undermining roe v. Wade and abortion rights at the state and local level. This is a big Campaign Issue for many, many members of that side of the party. And looking at Mitch Mcconnell and how hes framed even questions to judges and how the republicans on the panels have refused to really force nominees across the federal bench to answer the question of, is this settled law . That also applies now to brown versus board of education, right . They are trying to revisit what weve known as settled law. And they depurchase until they get onto the court and start to make extreme decisions. If this does end up being this coming week a more political reading of the constitution, then that gives credence to a lot of what you hear on the left of the need for court reform and to Start Playing political strategies with the Supreme Court nominees, with the court in general. Because unfortunately democrats have been on the back foot on that in the last decade or so, compared to the republican party. Professor rosen, before we go, i should ask about the dismiss of a jeffrey berman. How much do you think people should be paying attention to the person who runs the office, regarding attorney general william barr having him fired . What difference does it make who runs the Southern District of new york . Its called the sovereign district of new york, one of the most important prosecutors in the country. There are ongoing investigations about Rudy Giuliani and others, as we know. The integrity and independence of the person is absolutely crucial. The fact that he resigned voluntarily means it probably wont be a Supreme Court case. But its very, very important that the senate looks closely at his successor before they confirm anyone, because its a very important position. Prove son Jeffrey Rosen of the gw school of law and the National Constitution center in philadelphia. Nehra hack. Rashad robinson, president of color for change. And ask your doctor about biktarvy. Biktarvy is a complete, onepill, onceaday treatment used for hiv in certain adults. Its not a cure, but with one small pill, biktarvy fights hiv to help you get to and stay undetectable. Thats when the amount of virus is so low it cannot be measured by a lab test. Research shows people who take hiv treatment every day and get to and stay undetectable can no longer transmit hiv through sex. Serious side effects can occur, including kidney problems and kidney failure. Rare, lifethreatening side effects include a buildup of lactic acid and liver problems. Do not take biktarvy if you take dofetilide or rifampin. Tell your doctor about all the medicines and supplements you take, if you are pregnant or breastfeeding, or if you have kidney or liver problems, including hepatitis. If you have hepatitis b, do not stop taking biktarvy without talking to your doctor. Common side effects were diarrhea, nausea, and headache. If youre living with hiv, keep loving who you are.
