Now this address comes amidst yesterdays remarkable comments from general milley and then of course our reporting that indicated he even considered resignation. Is the president aware how much his remarks are going to get scrutinized tomorrow . Well, certainly he is and we have seen that in instances where the president speaks to a militaryoriented crowd, he stieps goes off script and that can sometimes get him in trouble. Now, the commencement tomorrow will look different in the age of covid19. The cadets will not be in the usual stadium, spaced six feet apart. Sadly their family and parents cannot attend. All sorts of coronavirus measures. The president has been trying to undo some of that by having some of the appearances in the rose garden, for example, having the spaces shrunk so that it looks a little bit more compact. Also the tulsa rally coming up in one week is in a big arena. Yesterday i was traveling with the president and he was in dallas where there was minimal spacing for those attending his event, a roundtable discussion. So tomorrow the president will see the new class coming in to serve the United States army, graduates of the military academy in the full form of social distancing that hes been pushing against. Will he go off script . That will be something well be watching. Will he even address the kmn comments of general milley, who the president in an interview said thats okay if thats how he feels, but well be watching for that to see how the president s comments tomorrow in sending off this class reflect the environment that hes in politically. Chuck . I want to also ask about tulsa. Next week he wants to start more inperson rallies. There was some reporting today that indicated that some republicans quietly have reached out to the white house to see if he would consider at least postponing a day even so that it doesnt fall on juneteenth. Any indication that the white house or the Trump Campaign might change the day of the tulsa rally . Reporter none at this point because there was a bit of a window between the president announcing this himself ahead of his own campaign and then locking in the date. So it was known certainly that republicans who were willing to offer their opinions to the white house on this and the campaign expressed concerns about the timing. The president is going the other direction and saying its a celebration that he will be bringing together a very large crowd, even though we know that typically covering dozens and dozens of rallies over the last several years, its typically a mostly white if not overwhelmingly white crowd of people who come to see the president and he is saying that it is an opportunity to celebrate juneteenth, which commemorates emancipation andem from senior advisers, would reflect that. So unless there is continued pressure, the president typically does not back off of these things, in fact runs toward them in a headlong way and finds a way to upend it. Thats at least what were expecting for one week from now in tulsa. Kelly odonnell, thank you. And now to a story that kelly and i were hinting at a little bit, nbc news has learned that general mark milley, the chairman of the joint chiefs, considered resigning over his role in President Trumps church photoop on march 1st milley was seen walking through Lafayette Square after they cleared Peaceful Protesters. The general later apologized saying, quote, he shouldnt have been there. Carol, its interesting to me that general milley contemplated resignation after sort of allowing himself to soak in the social media criticism he was receiving. Yeah, chuck, he spent, according to three defense officials we spoke with, he spent that night going through not just social media but News Coverage and looking at all of the criticism that was coming his way and also reaching out to mentors of his, friends of his and contemplating asking, you know, whether he should resign or not over this. Obviously he chose not to do that and instead expressed regret in this commencement address saying he shouldnt have been there because of the perception that the military was somehow involved in domestic politics. But the day really began and that apology comes, by the way, ten days after this, as you note. And that day of the photoop began in the oval office at the morning after, there was violent protests in washington, d. C. , the st. Johns church where the president appeared with the bible, had been damaged, all over washingtons monuments, the president was very upset about that in his Oval Office Meeting and general milley and other advisers were trying to convince him not to call in active duty troops to deal with this. And general milley got very heated at one point, was shaking his fist saying this was not something that the president should do, he should hold off. And then later that afternoon he was on his way to the fbi office where they were monitoring these protes protests, he was wearing his combat fatigues, thought hed would be here for a few hours. He was askedabruptly turn around and go to the president s rose garden event and thats how he ended up walking across the square. That wasnt the first it seems as if hes been trying to are ten days now in different ways to see if he can blunt this criticism. Is there still incoming at the pentagon . Are rank and file still this upset because it does seem as if he senses that whatever he did wasnt working, which is why he had to save what he said yesterday. Yes. There is and not just from within the pentagon but also retired military officials, former defense secretary james mattis spoke out about this. And also there were a number of Democratic Senators on the Senate Armed Forces committee who called general milley and gave him an earful about this. The military is supposed to be bipartisan, theyre trying to work on a National Defense act authorization right now and they were very unhappy about this. Sources told us there was even some yelling that happened in these phone calls with general milley. So, yes, i think youre correct, there wasnt it wasnt whatever he was doing up until this point yesterday was not working. Carol lee, with a lot of good exclusive good news reporting there, thank you. And the d. C. Court of appeals is considering a motion to get a lower court to drop the ongoing case against flynn. Flynn pleaded guilty for lying to the fbi during the russia investigation and now flynn and the Justice Department want the case dropped. They can argue about whether they think the attorney general is right about this or that but theres nothing here that remotely approaches clear evidence of an unconstitutional motive. Joining me from washington is our own pete williams. Pete, this has been interesting to follow all week. Where is this headed and what are the key next decision dates that we should be looking out for here . Theres no decision date yet, chuck. I think the most important thing to keep in mind about what happened today is this was not an appeal. Remember what happened to how we got here. The Justice Department last month told the judge they wanted to drop the case. They didnt think what Michael Flynn did after reflection was in fact a violation of the law. The judge in this case, emmitt sullivan, said, okay, well i have to decide whether to do that or not so im going to appoint this friend of course, this retired judge to argue why it shouldnt happen and then ill hold a hearing in july about what i should do. And then the lawyers for Michael Flynn went to the court of appeals, this isnt an appeal. They went to the court of appeals and said issue an order telling the judge he cant do that. Tell him that he must accept the Justice Departments decision to drop the case, he cant appoint this friend of court, make him stop. That was what was before the court of appeals today. I have to tell you, chuck, this is a threejudge panel and i think at least two of the judges are not going to do that. The feelings seem to be that for a court of appeals to do Something Like this is very rare and you have to have a really good reason for it and judge sullivan hasnt really done anything yet. He hasnt decided whether or not to grant the motion to drop the case. So the feeling of the Appeals Court seems to be why dont you come back once hes done whatever hes going to do. One man who worked from fedex was fired from his job. The other, a correction officer, was suspended pending an investigation. Tell me what you think this weeks been your reaction to this week, the attention that this has gotten, the fact that heres a small, peaceful protest thrust in the national spotlight. Just tell me your reaction to all this. Honestly, it kind of shocking but also empowering at the same time. I mean, im just one person trying to get the community together, and now its kind of thrusting all this activity for a change for the future and i think thats really important. I mean, we are a really small town in judicial, but i think its important even as a small group, a small town, we can make a change for the future. Beverly, in some ways, this controversy has somewhat made this easier to organize . Easier . More people want in is what i mean. Yes, easier but also sad. Yeah. It started out being out and it is, its going to continue to be peaceful and were coming in love. It started out because i lived in franklinville all my life. And how can we get beyond what has happened in this world. Now to be propelled to like what has happened in the last three or four days is unbelievable. We cant get it back. You cant get back something you never had, but we need to start somewhere. If we can just its all about peace. Thats how it started. Its all about just making this world a better place for our children and for everyone. And then it was just what started out it just, it just its just its hurtful. It cut me to my core and i cant do anything but cry when i see what those men did. But i still pray for them, though. I pray for them. Love can conquer that. If you have love, god is in control and god will and he can still coming in peace. Daryan, im curious go ahead. I want to read this tweet that says the actions of the new jersey correction officer who participated in that counterprotest mocking the death of george floyd are indicative of someone who should not be charged with others care. We saw fedex fire the employee, theyre a private company, they can do this. What do you think the punishment should be for this person . I think everyone has their First Amendment rights, however, i think actions like this are despicable. As far as legal action, im not necessarily expecting anything, but i do believe that there should be repercussions when someone acts in this way because it is unacceptable and i know that it shouldnt be acceptable anywhere, let alone in our small town of franklin, new jersey. As far as Different Companies and businesses and jobs firing their employees, i think that its necessary almost because if a company is held to a certain standard, their employees should be held to that same standard as well. So, i mean, its not up to me but i dont think it should be seen as an acceptable behavior. So something should come out of it. As far as something legal, im not sure. Like i said, everyone has their First Amendment rights and that might be what this is considered. So well, one thing about it, their counterprotest has only brought more attention to this protest, to what youre doing tomorr tomorrow. Exactly. Five states reported over 1,000 new cases thursday. Texas reported over 2,000. This week houston is seeing the biggest spike in new cases since the pandemic given. Officials say theyre closed to bringing back stayathome orders. And judge hidalgo is growing more concerned. In Harris County, it was the highest it has ever been. It was the highest on monday and its gotten worse every day. You can see the hospital population started climbing. Two weeks around after the phase one reopening. Im growing increasingly concerned that we may be approaching the precipice of the disaster. Joining me is brandon walker, reporter for kprc in houston. Brandon, what is the hospitalization situation . Is there a pattern to this spike at all . Is it in a certain geographic spot in Harris County or is it all over . Well start with that one, chuck. Its all over. Thats why the county judge is saying that contact tracers are having a hard time tracing what may have sparked this. Thats why theyre looking at a attributing this to the reopening of texas. Coincidentally today, friday marks the day restaurants are now allowed to be open inside, the dining rooms at 75 capacity. So with that you have local officials saying, hey, were sounding the alarm here. Were looking at these numbers, these rates rising and encouraging them practicing social distancing. But contact tracers cant get a handle on where because they see it all over the place, chuck. Its astonishing to hear you say todays the day restaurants are at 75 theyre allowed to go to 75 capacity. Are you seeing that . Or are these warnings from local officials, is the public one of the things we saw early on is that the public shut itself in before government officials told us to. Right. So, i mean, it depends on where you are in town, depends on the restaurants. From my goings on throughout town, i have not seen a place packed per se, but weve also done some reporting with some places very much so packed and exceeding fire marshal code there. For the most part most houstonians are paying attention on distancing. But that responsibility on the restaurantures, too, they have systems in place to make sure youre distanced according to the guidelines, hand sanitation, et cetera. The rising covid19 cases are leading to fears of a second wave, but one could argue we never really finished the first wave. We are still in a first wave, its a long one. Weve consistently hovered around 20,000 new cases every single day for the last couple of months and a minimum of a thousand deaths approximately a day. Joining me now is a clinical professor of Public Health. Hes a Public Health analyst. Doctor, its interesting what you just heard in texas. Heres texas now reopening. Theres part of me that empathizes, you know, two and a half months ago texas was like we dont want to shut down, we dont have a problem yet. Maybe in hindsight they were correct but now they do and seeps like th seems like they dont want to shut down. Yeah, chuck. So this is entirely predictable. Many of us were saying do not be deceived by the fact that it seems to be an epicenter folk in new york, new orleans, wherever it was. The warnings then is this is not the way a virus or pen demock acts. It will pop up in other places. And any major city in the u. S. That thinks theyre somehow not vulnerable to getting this virus is really fooling themselves and putting a lot of people in danger, chuck. Listen, were going to have to really buckle down. This is the first waive, its going to get worse and then well have a second wave sometime in the fall. I was going to say in your mind were still in the first wave. And im curious to see now we see states that didnt have big spikes two months ago, and is that even more indicative to you that this is still part of the first wave . Yes. So the reality is that in an epidemic or pandemic like this, were going to see popups in severity and prevalence from one place to the other. Its hopping around. Its a patchwork pattern, but were still in the first wave. When we get the second wave, those places that thought they might have now gotten over it may see a second wave in those places, like new york, like chicago and so on. So this is a mysterious virus. Its a new virus that we havent been exposed to before. Theres so much that we dont know about it. I will say definitively it was far too early to reopen businesses. And, by the way, people took that message of reopening as were getting back to normal. Thats why were seeing behaviors like in the restaurants in texas, but its very dangerous, chuck. All right. Look, we know we know where the federal government is right now when it comes to how much it wants to be managing the various aspects of this virus and we know where some state politicians are. But if you could get them to act, what would you be asking for right now in your Public Health advice . So, first of all, in texas they need to shut down. They need to go back to sheltering in place. They need to close down the restaurants. They just need to do it. Its unfortunate that they somehow felt that we were over it and they were somehow done with this issue, but which were not of course. I think were going to have to reintroduce some pretty stringent numbers and the prevalency is jumping like it is. Were going to have more and more fatalities if we dont take some serious action right now, chuck. Droctor, youre sounding an alarm. Youre not alone. It looks like there are a lot of politicians that are a little bit nervous about trying to shut down again. Well just watch and hope for the best. Last week senator paul blocked the passage of an antilynching bill on the senate floor. He thought it was too vague in some of its wording. The new senate bill comes after the unanimous passage of breonnas law by Louisville City Council last night. Protested chanted breonnas name after hearing the news. The last Gubernatorial Election they sent out 2,400. A difference of 268,000 mailin ballots for an election happening in 11 days. As you remember those pictures from atlanta, keep that in mind. I think people are going to try to come out and vote. I think its a conversation of what is the next generation of politicians in kentucky, chuck. Booker has been unafraid of leaning in. The executive says theyre doing it not just to show support in this moment but also fundamentally change the supply chain to be more inclusive of blackowned businesses and black voices and also, you know, reshaping the beauty industry, which as we know has been very white for a long time. Now, were also seeing a ground swell of support on social media. Youve probably seen it, the sharethemicnow. You have powerful white women with big followings sharing their social media platforms with black women. Can you see Hillary Clinton is doing it, sharing her floplatfo with zerlina maxwell. And Kim Kardashian as well. Now, the social Media Strategies of course, its encouraging to see but the discussion that ive been hearing from both executives and shoppers is that how long will it last . And Small Businesses matter a lot in this situation. And of course blackowned Small Businesses are benefiting in some ways from this boom, but take a listen to what this brigitte johnson, we spoke to her in seattle. I think a lot of black americans feel if people are taking to the streets that theres always of these attentions being paid on being silent right now is to miss an opportunity to change the Work Environment and to make a much bigger structural change. What do you make of these pledges . Youve got the nfl, 250 million, our parent company, 100 million saying theyre going to put this money to combat inequality, Racial Justice. Youve had plenty of other companies. Its a good press release. What do you want to how will we know if theres meaning behind this money . Yeah. I think that its hard not to be somewhat cynical about whats happening right now. We know that the attention to true structural change is very fleeting. It will be interesting to see where is this money spent . Who gets to decide who gets the money and how its spent. Will it truly be spent in ways that bring about the massive changes that we need . The truth is we have a country where black families with children have one cent of wealth for every one dollar that white families have. Its going to take more than 250 million from the nfl. We need a wider structural change that is going to do something about the massive inequality that black americans are facing. So were right in the middle of it and its hard to imagine how long is this type of attention going to last. All right. Let me turn the question the other way. How do you make sure it doesnt fade . What does it take to make sure it doesnt fade . Obviously its on us and the press to make sure it doesnt fade, right . Reporter well, what weve been told by senior advisers and through the words of the president himself at his dallas event on friday is that hes looking at things that would be both related to policing and then broader about opportunity through education and Economic Opportunity in African American communities and communities of color by lifting education and Economic Opportunity thats a way to address some of the larger societal issues that are at the root of some of this. When it comes to the policing piece, the president is talking a fine line or in some ways hes on eggshells because he believes strongly that the Law Enforcement community and supporters of Law Enforcement around the country are a big part of his base and he does not want to offend or repel them in any way politically, while at the same time acknowledging the wrong doing in minnesota and the phrase you hear from the president and other Administration Officials is sort of the bad apples configuration, not that theres a systemic problem they argue but there might be individual Law Enforcement personnel who have crossed the line and should be dealt with, but they dont go as far as the broader discussion saying are there systemic issues in institutions like Law Enforcement that have brought this to the surface and now in this moment of awakening. We saw the Senate Arms Services committee yesterday approve an amendment by senator Elizabeth Warren to rename military bases named after people in the confederacy. And then the biggest shocker was senator rand paul, who just two weeks ago blocked an antilynching bill on the floor of the senate from passing wi, has introduced legislation that will ban noknock entries. He said he came to that decision after speaking with the family of Breonna Taylor, of course thats how she died. Taylor was a constituent of rand pauls and he seems to be flexing his muscle at this point, coming out in opposition to that. Whats going to be interesting to me is Senate Republicans are coming up with their own legislation on Police Reform and the way theyve been talking this week it does not include an outright ban on these noknock entries. So im wondering if senator pauls push is going to move the rest of the Republican Party in that direction, chris. Our final minute, we know the democrats have a sweeping plan that they already rolled out earlier in the week. So where are the areas that folks like you, observers close to the action see where there will be some coming together . Where stuff actually might get done . He knows exactly what hes doing. Similar to Ronald Reagan in 1980 when he went to mississippi 16 years after the lynchings there to give a speech on states rights. Its a very similar thing. Hes going to tulsa on the 99th an ver anniversary, june of 1921, a massive riot of whites killing blacks, destroying their business businesses. This is a dog whistle no doubt. I want to talk about the specifics. We got new sound from the president in his interview with fox news about chokeholds specifically. Lets listen to what he had to say. I think the concept of chokeholds sounds so innocent, so perfect, then you realize if its a one on one, if its two on one, thats a little bit of a different story depending. Depending on the toughness and strength. We are talking theres a physical thing here also. When a Police Officer is in a bad scuffle, and hes got somebody its a one on one fight for the life. That does happen. You have to be careful. With that being said, i think it would be a good thing that generally speaking it should be ended. So i think he said two things there. One he said generally speaking it would be a good thing but then he called it so innocent and perfect and if its one on one they might need to do it. What did you hear from the president . The president is confused. The president is trying to not go backwards. This is a man who has doubled down on racism, his support of the most authoritarian violent forms of response by Law Enforcement, you know, just telling governors to dominant the streets, there he is holding the bible upside down and backwards. And yet he wants to sound like he has a heart and hes reasonable. Weve heard this doubletalk from him ever since George Floyds murder. I think we just got to be clear this is a president at the end of the day who supports the most authoritarian behavior by officers on the streets. Hes not in for real serious reform yet he doesnt want to sound unreasonable so he contradicts himself all the time. If this is about politics, let me read something that was written in the New York Times today. Quote, mr. Trump increasingly sounds like a cultural relic, detached from not just the left leaning in the streets but also those in the middle and his own military leaders. Lets look at the politics of this, how do democrats seize on this to their advantage in november . Im thinking about to Public Opinion being behind newtown, putting restrictions on guns and absolutely nothing happened. Is there a force of some kind that would be the equivalent of the nra in this case that worries you as it seems to be a moment where things can get done . Whats the force that you think can stop real change . Common sense. Theres a lot of swing voters, quite frankly, who are influenced by groups like moms demand justice who have been out there on gun reform, but there are swing voters out there who want to hear common sense from the white house when it comes to race, when it comes to dangerous officers when it comes to moving our country forward. Trump has begun to abandon them with his moves in jacksonville, tulsa, his moves with the governors the other day. Hes speaking to his core base trying to turn them out in large numbers. Hes absolutely going backwards and digging in. In seattle right now its a tale of two cities, at least on social media. According to the president , seattle is being taken over by anarchists and domestic terrorists. Hes warning the governor and mayor need to take back the city or he will, meaning military. Hes referring to this. Heres the defiant seattle mayor. I also want to be clear. As i stated previously, it is unconstitutional and illegal to send military to seattle. If you dont believe me, you can take the word of a line of highly decorated generals, i have spoken with the governor and we will assure the people together this will not be happening. The police chief did return to the facility yesterday with a couple Police Department personnel, but i think that bite you played from the mayor is important to this context, because the president of the United States again this morning threatening to send in u. Troops into the city of seattle, using the insurrection act, its important to note looking at that the president would have the authority in local Law Enforcement is not able to protect its citizens. What you heard from the mayor, standing next to the police chief yesterday saying the president and the u. S. Military is not welcome. It was the citys decision to abandon those streets and move back on monday after more than a week of protests in which police were trying to hold the line against protesters. And thats when things got violent. The city then made that effort to say pull back and allow the protesters to exist, to have their First Amendment rights, to speak up and speak out. I do want to note, the police chief said it is her intention for Police Officers to return to that east precinct. Saying that the response times for officers in the neighborhood have tripled now that they are not at that location. You have the investigation into what happened with Breonna Taylor, she was killed three months ago tomorrow, those three Police Officers still on the payroll, something that the family and the familys lawyer said they wont stand for, theyre continue to protest against. Add now this investigation into what happened with david mcatee, killed a week ago sunday. Police and National Guard were clearing out sections of louisville, and there was an exchange of fire. Police released video they say showing mcatee firing his pistol and the video is unclear, and people say its not true, add to that ongoing complications with body cameras. After Breonna Taylor the mayor said body cameras were required. And those with the National Guard unit who may have fired on david mcatee, their body cameras were not on. That has people asking questions, certainly those body cameras would help know what happened that night. All of that brings into larger questions the absolute authority that police have. Chris . Do you think given the moment were in, will the investigation and the possibility of arrest be any different now than they would have been a month or two ago . They have to be different, chris. In louisville, there have been ongoing concerns with Police Officers not using their body cams. To a prosecutor like me, that suggests consciousness of guilt. They dont want to be on film because they know theyre doing something thats unlawful. When we think about noknock warrants, what happens is, you hear somebody breaking down your door and storming in your house. You dont know whats going on. You think youre being attacked. And when you remember that 50 of u. S. Households have legal guns, thats a recipe for disaster. Often, homeowners think theyre being invaded if they have a gun, theyll shoot and return and that leads to tragedies like the death of Breonna Taylor. Obviously one of the key questions here, and weve been trying to have it as much as we can, is how do people who have been working on this for so long take this moment . How does everyone who cant anymore abide what they see happening take this moment and turn it into something and one of the big things that we heard from protesters was defund the police. My colleague, al roker had a conversation with spike lee about this, and spike raised some questions about it. I just want to play for you a little bit of what he had to say about this call to defund police. You got to be careful what you say. cause one or two wrong words theyll twist that thing around and the narratives changed. Right. I dont think people saying we dont need police at all. Yeah. But defund the police, i think there needs to be better terminology. Right away thats been equated to disband the police. No. I dont think people are saying that. We hear today from the president , paul, the president suggesting that maybe well what happens if you call 911 and theres no one there to answer it, which isnt what this is about at all. But do you agree or did you share the concern that spike lee has . I think that when people call 911, often they need someone with a gun, if its an emergent situation. But many times having someone with a gun and the power to arrest isnt the most appropriate First Responders. So we think about people calling the police because of a Mental Health crisis, because of a beef between neighbors, because of issues arising from addiction or homelessness. So i think one of the concerns is to have more specific First Responders that are better equipped to address the situation. You know whos the first to agree with that idea, chris . Its Police Officers. They say that they often are forced to address social issues that they dont have the appropriate resources to properly consider. So i think that spike is right. Most people who are calling for defunding the police are thinking about reappropriating funds now that go to the men and women in blue to more appropriate First Responders in certain context. So its more about reinvesting public money as opposed to just taking money away from the cops. We saw it with breonnas law, today we saw it with new york Governor Andrew Cuomo, who signed an executive order among other things it calls for more police accountability, transparency, bans chokeholds. Let me play a little bit of what he had to say and get your reaction on the other side. Were not going to fund Police Agencies in this state that do not look at what look at what has been happening, come to terms with it, and reform themselves. Were not going to be, as a state government, subsidizing Improper Police tactics. We only have a few seconds left, but is that a way to go . Tie money to performance, essentially . Its crucial. 18,000 different Police Departments in this country, 18,000 different ways of policing. So there have to be National Standards and state standards regarding things like competency and use of deadly force. So i think that what Governor Cuomo and other governors are doing, imposing regulations, tight restrictions on people who are licensed to kill is vital. The biggest concern is in those states where theyre nearing their capacity for hospitalizations, you mentioned arizona but North Carolina is seeing record hospitalizations this week, they have about 20 of their inpatient capacity rema remaining. When you think of it that way, we know about 15 of coronavirus patients get hospitalized. Thats means 85 of cases are still transmitting this disease in the community as we speak. And next week, unfortunately has a chance to look worse as more cases get exposed. Thats the mindset that a lot of states that are seeing high hospitalizations have been going through and theyre expressing the concern. What you dont want is to get into a position you dont have that space anymore to take any more sick patients coming in. I dont want to bring you into a political argument but the president is ready to host indoor rallies though people have to sign a liability waiver, what is the risk of exposure or spread of virus in an event like that. How concerned are you when you hear about thousands of people in doors potentially shouldertoshoulder . Chris, this is something thats not political, right. Theres Science Behind this, which is that indoor is not as safe as outdoor. More people is not as safe as fewer people. And the distancing between people needs to exist. So rallies such as the ones that you mentioned, unfortunately do carry a higher risk because they are indoors so the virus sort of lingers around and does not have the correct amount of vent resignation and people are likely to get exposed particularly if theyre not using masks. There are studies this week that say use of masks can help reduce the transmission of disease. We know from experience, you might have heard the story of hairdressers who were sick while they were working, exposed 150 people, but everybody was wearing a mask so the result was potentially not as many people got as sick as we expected them to. So my recommendation for the rallies is to ensure the mitigation efforts is in place, there is spacing, people are wearing masks, those states have ramped up their testing so they know theyre at risk and they can get tested after attending a rally or anything that multiple people are present. One thing that hasnt ramped up, its virtually disappeared, the briefings from the Coronavirus Task force, im not talking so much about the president im talking about people like dr. And the fact that people are responding to organic protests, the consciousness raising in the streets of america that stemmed from an act of awful racial violence. People are raising their hand saying i will move, i will act, and white americans are doing the same. Many of us have been in the trenches, chris, for years. Pushing and fighting and Popular Culture molds opinions. I saw gone with the wind for the first time in fourth grade. As a fourth grader, i walked out because it was offensive because of the stereotypes that it produced and indeed it glorified so television and music and the names of bands have injected this sort of superiority, inferiority if you refrain into the minds and hearts of many, many americans. And we have to undo it to unwind it and go at a new direction. My hope is this is just the beginning. But that these are creators of culture, will take the next step and recognize that what they create now and in the future has to be more diverse, more authentic, has to be more realistic in telling the stories of black americans and telling the stories of race and telling the stories of emerging communities like latinos and asians and immigrants of this country who are part of the fabric of the United States. Many of these police shows glorify, just like oldtime cowboy and indian shows, glorify the chase, the catch, the violence. The romanticizing the role of police in catching and some and abusing people. And that has got to stop because it creates these are the shows that the aspiring young people who may want to go into Law Enforcement may see. And they may have a with what youre saying go ahead. What youre saying when you start to change culture it can pave the way for legislative change, it can pave the way for actual structural change whether its been a Police Department or the Entertainment Industry and hiring more people of color at every level. When you begin to change culture you can change a attitudes, hearts and minds. But lets be clear, it requires policy and legislation. Part of this narrative of Structural Racism and exclusion are policies. You have to be careful. With that being said, i think it would be a very good thing that generally speaking it should be ended. Do you want that topdown federal or local level . Police chokeholds are now banned in new york after Governor Andrew Cuomo signed what he calls the most aggressive Police Reform package in our country. Those reforms also repeal a law that kept disciplinary records of Police Officers secret. Governor cuomo said that move was long overdue. Hes openly questioning in middle of this moment, having this National Reckoning on race in this country, hes now questioning whether or not the president who literally freed africanamericans enslaved people who were kidnapped from the shores of africa and brought here against their will, he was questioning whether that president did more for africanamericans than the president , yes, has seen record unemployment, also done not much in terms of legislation, during with plethora of systemic racism issues. I think the president is trying to placate the people he sees as his base. He said that he thinks chokeholds should be something that looked into being banned. He quickly said, if youre in a really bad fight and you need to get ahold of someone, what are you going to do . You have to give them a chokehold. So i think the president s trying to walk a fine line there. Whats complicating this is, whats not being said in that interview. The president is one giving a speech, accepting the republican nomination during an anniversary where in jacksonville, florida, africanamericans were literally terrorized on that day, where Peaceful Protesters were literally chased in the streets of jacksonville. And juneteenth, the anniversary of africanamericans being released. The president hasnt put forth a plan for systemic race. Until theres something on paper, the democrats are the only ones with something on paper. On paper is one thing. But donald trump is out of step, the New York Times describes donald trump as a cultural relic, not a will thats been articulated by this president to jump into something that 76 of americans, 71 of white americans are demanding change and its the state of racial inequality the state of Police Brutality in this country. Hes now to the right of his own military. Not just the military leadership but it would appear even some of the National Guardsmen and women who were asked to clear force l forcefully clear Peaceful Protesters in Lafayette Square. And nascar. In his own head, not i like to take any of us there he thinks are with him. Thats right, nicolle. Its been more than two weeks since the murder of george floyd and he still has yet to have a major speech or major address on issues of race or on unity or on race relations. Id argue whether or not he has any credibility to do so, but apparently his senior aides reportedly have been asking him and urging him to do so and to yamiches point, his decision to go the tulsa, oklahoma, on the day we as africanamericans commemorate as the day that slavery, the word of slavery ending, finally made it to the furthe furthest corners of the United States. Hes going to go there tulsa, the site of the massacre, racial violence, where whites looted, torched and destroyed a black wall street. One might argue that its Donald Trumps policies and his policy response to covid a that has now leading to the december mags of black wall street, but black main street. We know that africanamericans although he wants to out to the economy is bouncing back, were over 16 of the unemployed. Hes going to go to tulsa and claim that hes done everything but free africanamericans when the numbers and reality proves that hes committed so much harm against our own community. Yamiche, isnt part of the point what were seeing in the streets, a sweeping generational change, a sweeping demographic change, meaning that the president , the people around him have made some decision as they approach the campaign go to war with the demographics theyve got. Well, yeah. I think what you just pointed out, brian, is exactly right. I remember in 2015, 2014, being pulled into these semisecret meetings as an africanamerican being pulled in to get africanamericans into the party. Then came donald trump who blew up that entire plan. Including the 2012 autopsy where the Republican Party studied for months and months how they could up their numbers with the demographics and really address the changing demographics in america. Because President Trump was able to win by doing exactly what the Republican Party told him not to do, focus on race, focus on immigration, focus on some of the things that divide us, that worked for President Trump in 2016 and as a result the president sees it as him being able to continue that same warpath in 2020. Whats complicating it, were now living through this movement of racial awakening. Were not living up to the promises. Were not living up to the ideals of every man and woman being treated equally. For republicans who want to support the president theyre also seeing a president that at least some of them tell me, the president hasnt gotten the message that americans want fullon change and that everyone realizes includes republicans in his own party, other people speaking out, they realize that if you just look at the numbers, just at the numbers, africanamerican men are more likely to go to jail, more likely to die of covid, more likely to live in poverty. And the data itself, the president isnt wanting to look at that. Instead hes constantly talking about black unemployment. The last time i had an exchange with the president , he said i was quote, something. I asked him, what do you say to the fact that black unemployment at times is higher than white unemployment . And continues to increase. He literally would not answer his question and basically put his hand over his mouth and told me to be quiet. They missed my face. They missed my face when she said that. They missed my face, yamiche. You ran through tulsa. Destroyed what was arguably the most prosperous black community in the United States at that time. We talked about juneteenth and then we learned about jacksonville. We had this discussion on our broadcast last night. A friend got in touch and said, are they just diabolical or just ignorant of the calendar . Its hard to know. I think that i hate to attribute diabolical to them, thats a level of intelligence in strategy that i dont want to attribute to them however i do think that this administration does know what its doing in terms of the racial dog whistles that theyre blowing when they go to these sites of black devastation and racial massacres. Im certain they do know. It will not shift Donald Trumps rhetoric in terms of hell still claim victory hell still claim that hes offered more opportunities to the Africanamerican Community and play lip service to africanamerican voters. Some 8 that vote for him. However, hes really also flagging for offering red meat to his base. Flagging for those who believe in White Supremacy and white hierarchy. Hes with them, only giving communities of color that theyll need to stay in their place. Thats what i hear when i see these platform. You know, you dont rise to top of the military heap unless you know your stuff, youre able to issue orders, you know what the results of your orders are going to be and youre concerned about the optics. The higher you get in the chain of command the more important the optics become. All of us have made mistakes in the past. We knew they were mistakes when we did i think general milley ought to be commended for his apology, but no doubt about the fact that it was a big mistake. He was wearing a combat uniform and without any preparation, accompanied esper and the president , a difficult area that just been cleared for no real purpose. It should have been cleared of both of them that the president who at the best of times is selfaggrandizing and this was not going to end well and i think he recognized it early on but too late to make a difference and now hes had to apologize.
