Demonstrators. The attorney general Keith Ellison addressed that this morning with my colleague, joy redi. There is real legitimate evidence that this is a very serious operation being done to tarnish the legitimate protest that is going on. We need an investigation on who these people are and their identity. Nbcs Morgan Chesky is on the ground in minneapolis. Tell us more about these outside actors. What are authorities saying about them . Good morning. Reporter the outside actors have been identified by officials as some of those who were out late at night causing so much of the devastation and destruction. The governor is saying that everyone taken into custody and placed under arrest was from out of the state of minnesota. And its with that that were starting to see a very clear line in the sand being drawn between those bad actors that have caused so much damage in this area and the Peaceful Protesters that have gathered for the most part during the day in and around minneapolis for the death of george floyd to try to send their message. And after speaking with some of them, they were frustrated because they felt like their message of peaceful protest was being overshadowed by the sheer devastation weve been seeing. And speaking of the looting and vandalism, we are starting to see a new effort rise from this city today and i want to give you a look at it firsthand. This is just one alley of one block in midtown minneapolis that is filled with dozens and dozens of people that dont know each other. They showed up here today wanting to lend their help to try to clean up this scene that burned in the Early Morning hours of today. And block by block were already seeing progress. They cleared off the sidewalks in front so people could have access to this area. Firefighters put out hot spots earlier today. And i have to tell you that this is the Largest Group in this area that ive seen since arriving in minneapolis several days ago. Alicia. What types of measures have city and state officials put in place to deal with these ongoing protests . Reporter well, we saw that first measure be put into place yesterday that 8 00 p. M. Central standard time curfew, and we anticipated that with the implementation of that curfew we werent going to see the damage that we saw on wednesday night and thursday night. That was not the case. Near the Third Precinct Police station that has become the epicenter of so much of this contention, we had National Guard and police roll by and say over the loud speaker that the curfew was in effect. Tear gas and smoke was deployed in that area. But really after that, around 8 00 here in minneapolis, the people that were out and about were allowed to remain that way. And so the curious after speaking with some of the people here that live in this area, they want to know if with this curfew in place through the rest of this weekend, will it actually be enforced, or will it be much like last night and just kind of in name only an 8 00 p. M. Curfew that lasts until 6 00 a. M. Because all of this damage that you see behind me, alicia, this took place during that curfew. We do know the big change, as you mentioned, the governor bringing in the National Guard. There were 700 guardsmen already in minneapolis. Were anticipating the arrival of another 1,000 National Guardsmen today. So that resource with the addition of state police may have a shot at creating some sort of plerimeter. But that very much remains to be seen. As you talk with protesters and watch these protests unfold, are you getting a sense of what justice looks like for them . Reporter thats a good question. I know that whenever Derek Chauvin was taken into custody yesterday i spoke to two young black gentlemen who i broke the news to, and they said his arrest was a step in the right direction. Morgan, im actually going to jump in here. I apologize. We have attorney general william barr. Were going to take a statement from him he is offering on the situation in minnesota. Our criminal justice system, both at the state and at the federal level. That system is working and moving at exceptional speed. Already initial charges have been filed by the state. That process continues to move forward and justice will be served. Unfortunately, with the rioting that is occurring in many of our cities around the country, the voices of peaceful protests are being hijacked by violent radical elements. Groups of outside radicals and agitators are exploiting the situation to pursue their own separate and violent agenda. In many places it appears the violence is planned, organized and driven by left extremist groups, far left extremist groups, using antifa tactic, many of whom travel from outside the state to promote the violence. We must have law and order on our streets and in our communities, and it is the responsibility of the local and state leadership in the first instance to halt this violence. The department of justice, including the fbi, and u. S. Marshals, the atf, the dea and our 93 United States u. S. Attorneys offices around the country are supporting these local efforts, will continue to support them and take all action necessary to enforce federal law. In that regard, it is a federal crime to cross state lines or to use interstate facilities to incite or participate in violent rioting, and we will enforce those laws. Thank you. With me now is an msnbc legal analyst and a University Professor at the news school. You just saw that statement by attorney general william barr, echoing something that we had heard from the governor about the possibility of outside in flew wednesda influences. What did you make of the attorney generals statement . I made two things. One, yes, thats possible. We certainly know that the vast majority of people who are showing up to protests are coming to protest peacefully. Many of them are part of organizations or institutions that believe in peaceful demonstration. Certainly weve seen a lot of footage of peaceful demonstration. And there is a range of different viewpoints from the center to the left to the right, about the degree to which any kind of physical violence is justified. So its absolutely possible. I think as we heard from the attorney general, Keith Ellison, it is important to investigate whether and to what extent there may be crimes being committed. At the same time, my second reaction is i wish the attorney general were as committed to investigating whether theres systematic Police Misconduct in Police Departments. One of the signature changes of the Trump Administration when they came into office, when attorney general Jeff Sessions was in position, was to dismantle the role of the department of justice as they did in ferguson, as they did in baltimore, going in and actually doing a review of Police Departments systemically where there had been allegations like these, to determine both what the solutions would be and just how serious the problems were. And that is something that this Justice Department is not doing. And i think that is equally important, if not more important, for getting to a sense of the solution to the underlying issue here. Because people are in the streets because they do not feel that the Law Enforcement system protects them and it is critical that every arm of Law Enforcement demonstrate that, yes, we are here for you, Public Safety includes you, and were going to ensure that we understand what they need to fix and were going to be committed to fixing it. I did not hear that from the attorney general. When you do hear the attorney general talking about federal crimes, what does that mean in practice . What are the criminal charges that they could be looking at . Well, he named a few and i think you know, honestly im not sure what conduct specifically he is speaking about. There hasnt been an investigation. One thing i am very concerned about is that we be very careful about what conduct is being alleged and identified and what theres evidence for. I dont think theres any question i mean, if hes arguing that we have we call it the cku klux klan act and its back to when they were crossing lineness some instances to commit violence and there was a criminal statute created to address that, he may be looking at that kind of statute. But i think the question is, yes, there should be an investigation. That investigation should include all aspects of what is happening on the ground, including whether there are things that the Police Department, state troopers could be doing to deescalate the situation. And again, we want to see both the sword and the shield from the department of justice and we need to see a little more shield. When you talk about those statutes, how in practice are those even enforced . You know, the reality is theyre not often enforced and, you know, the question becomes whats the evidence and whats the commitment to their enforcement. In some instances, antiblack racism that has been violent has been underenforced in this country and therefore some of these statutes have been underenforced. I think what were going to be asking ourselves is to what extent are Public Resources being used to protect black people in this time and to what extent is this Justice Department, which unfortunately under bill barr has been highly politicized, has appeared to be highly partisan, and unfortunately has appeared to be more of a Defense Department for donald trump, is how are they going to overcome the perceptions that are real that, in fact, this is more about the narrative that donald trump wants to drive rather than about where and how Public Resources should be deployed. To that point about perception, i wonder what you make of the fact that when the governor was talking about outside actors, there was a reference to what extremists. And now when you have attorney general bill barr talking about outside actors, there are references to leftist groups and antifa. What do you make of that discrepancy . I mean, this goes back to my question about the investigation. Certainly there is no question that there are groups on the left that engage in sometimes violent activity. I dont think we should pretend thats untrue. We also know that it is a drop in the bucket, an extremely small percentage of overall violence that is committed intentionally by right wing groups. There simply is no equivalent, and this is my point about the deployment of Public Resources and where theyre best deployed. Because generally speaking, where we want them deployed is where we have the biggest problems. Certainly we have to understand whats happening with these protests, but a big part of these protests really are about whether or not there is systemic discrimination in how policing is impacting people of color. And if we want to bring down the temperature, if we want to get to a place where were Building Trust between the public and between Law Enforcement, it is the signals, like eric holder, when he was attorney general, going to ferguson himself personally, actively working both to understand what was going on, but also to show up for the community and say i am concerned about your wellbeing. The Justice Department is concerned about your wellbeing. We are here for your wellbeing. Rather than feeling that this is more about partisan politics. And again, im not ascribing intent to bill barr. Im saying that this perception has come from some very real facts, including when donald trump, you know, equated White Supremacists to protesters who were countering the unite the right protest in charlottesville, and these are very real parts of our recent history and thats the repair work that must be done on justice and that the Justice Department must undertake. Mya, thank you. President trump has directed the pentagon to put military police on standby for a possible operation in minneapolis. Nbcs monica alba is at the white house. I want to know if you have any more information about the statement we just heard from attorney general bill barr, and also what you can tell us about the president s response to these protests. Reporter the president is actually on air force one on his way down to florida for that potential spacex launch and thats where we believe he was likely watching the attorney generals remarks before landing there in the next hour or so. Whats significant is that when he talked to reporters before boarding marine one here at the white house earlier this afternoon, the president had a very similar message to what we just heard from the attorney general, which is to point out what he believes are these more extreme factions that are leading some of the protests. But what becomes difficult is then theres a larger question of the Peaceful Protesters, that so many people who want to come out and participate in that because of the national unrest, and where the dividing line might be. The president doesnt have always as much of a message for those. He has really tried to focus his remarks and tweets a little more significantly on those who even arrived at the doorstep of the white house just feet from where i am in front of the gates of pennsylvania avenue last night. The president was praising the secret service for how that was handled, saying that if those protesters were to breach any of the barriers, they would be met with vicious dogs and ominous weapons, very dark language there. But he is saying that it feels as everything that happened here last night was handled appropriately, but then in a subsequent tweet seemed to indicate that maybe his supporters are going to be coming out to the white house tonight, which could set up potential future clashes and conflicts. But on the topic of the u. S. Military being potentially deployed, the president also took questions on that earlier and told reporters they are ready, willing and able. It is up to the governor to decide whether to fully put that into motion. Of course you have the National Guard already on the ground but they could take this additional step of the military police units, which would come from different bases around the country and could be sent in for an operation. Theyre not quite there yet. But the potential for that is a significant next step if the unrest really does continue in those violent protests in minneapolis, alicia. Monica alba, thank you. We want to take you to des moines, iowa, where a march for justice for george floyd is under way right now. Nbcs Maura Barrett is there. What are you seeing on the ground . Reporter hey, alicia. Were walking along in northern des moines right now with hundreds of protesters behind me. This is the second protest weve seen in the past two days, as people are expressing that black lives matter and white come placensy is equatable to violence. I want to note were walking through the community here in iowa where a lot of the black community and Latino Community decide. And while the numbers in those kmu communities are a lot lower, local lawmakers here have noted as theyve denounced the violence that has happened here because its not typical of the des moines community. There was violence at the protest last night that happened. It started off as a peaceful protest and it started to get violent quickly. Police noted that protesters were throwing bricks last night at Police Vehicles and also local businesses, and so this protest here today has been extremely peaceful. But as you can see, there are hundreds of people walking along chanting, but this is how it started peacefully yesterday. So well monitor it throughout the afternoon to see if anything happens. One thing i do want to note, one of the local black lawmakers here, one of the few, recognize that the Minority Community has been most affected by covid19 and she thinks that that frustration, along with this, what weve seen happening in minnesota has all just contributed to this outspoken support. President trump and his 2020 opponent, former Vice President joe biden, are both calling for justice for george floyd. But their response is offering a spark difference in their style of leadership. While the president is threatening to send military units into minneapolis and is accused of inciting violence on twitter, joe biden took the opportunity on friday to explain how a biden presidency would look different. The words of a president matter, no matter how good or bad that president is. A president can by their words alone make markets rise or fall, take us to war, bring us to peace. The words of a president matter. Joining me now is alex thompson, Politico NationalPolitical Correspondent and kimberly adkins, a Senior Correspondent in boston. She is also an msnbc contributor. Kim, all of this, covid, these protests, all happening against the backdrop of the reality that there is a president ial election in less than six months. It took 13 hours for the president to clarify his comment about looters. The comment, when the looting starts, the shooting starts, has a racist history going back to the 1960s. What happened in those 13 hours . Well, clearly people saw that statement and recognized, it was very quickly recognized to be the words of the miami mayor in 1968 justifying a crackdown on black neighborhoods. And so we saw that walkback. But its hard to really view that walkback as being one when you see the president today, again, using imagery of vicious dogs that would be met by the protesters in a tweet this morning. Again, thats another imagery from 1960 violent pushback to civil rights protests. So you set up this difference in style between President Trump and former Vice President joe biden. But its a difference not just in style, its also in substance. We have seen President Trump since his campaign side against protesters, whether they are protesting him or whether they are protesting Police Violence against black people. He condemned black lives matter, chants of Blue Lives Matter were heard during the Republican National convention that dominated him. He called names nfl players who knelt to protest violence against black people. He called them a name that i as a radio reporter wont repeat here because we dont use it. By contrast, you see joe biden trying to connect with the protesters, the peaceful ones, not the outside agitators that you talked about in your last segment. But there are people on the streets who are talking about the pain that they are feeling, and joe biden tried to speak to that. He said he spoke to the family of george floyd. President trump later, a few hours later, said that he, too, had done that. But he talked about the pain that theyre feeling and the pain that these protesters are feeling. As you said, the pandemic is hitting black people substantially harder. Theyre dying at a higher rate, theyre losing their jobs at a higher rate, and on top of this, were seeing these images of death at the hands of Police Officers and others. So both the style and the substance of both of these candidates couldnt be more different. Alex, so much pain, so much unrest as kimberly just said, style and substance on full display here. What does the Biden Campaign see as their role, the role that he is supposed to be playing in this moment . You know, its these types of events the Biden Campaign really truly 100 believes will rebound to their political benefit because they see this as the clearest contrast in styles between donald trump and joe biden. Now, you may remember that when joe biden announced his candidacy it was about saving the soul of the country and he highlighted the events in charlottesville, and then trumps divisive response to those events in which a young woman was killed. Now, they say this entire event very similarly. Thats why joe biden very peacefully prepared that speech last night and made sure that he was able to try to be as much of a preacher as he was a politician. His entire campaign has almost been about being this healer, sort of like a chicken noodle soup sort of candidacy, because he believes that america right now is tired of the divisive politics. You may remember that President Donald Trump reacted similarly to similar events when he was a candidate and america elected him. But joe biden is betting, his campaign is betting that after four years of this americans are tired of the chaos and they want to be somebody that will be more of a healer and really try to bring people together with these issues that have divided america for centuries. Kimberly, one of the folks on bidens vp list, senator amy klobuchar, multiple reports saying that there is increased scrutiny on her prosecutorial record. James clyburn said now is not the right time for biden to choose her as his vp. How much pressure is he under on this question . Well, generally speaking, a Vice President ial pick is overinflated in terms of its importance in an election. But i think when you have two candidates, particularly two white men who are at the top of the ticket on the republican and democratic side, and especially when you have a nation that is facing this sort of uprising and division, it puts a lot more pressure on that vp spot to be someone who can resonate with people who can connect with people. And Amy Klobuchars record, her prosecutorial record, was an issue for her when she was a president ial candidate, certainly thats going to come back under a microscope when you talk about in light of the recent events. So certainly that is weighing on former Vice President joe biden. Congressman clyburn is someone who has the ear of the former Vice President and someone who is very influential within the democratic party. So if shes speaking publicly about that, that is a lot of trouble for him. So thats one of many factors that are going into this now, but i think certainly the bigger question is how the candidates themselves, former Vice President biden and President Trump are responding to this is going to weigh far more heavily than who might be the vp pick. Brutality erupt across the country, the louisville mayor announced a dusk till dawn curfew tonight. It remains unclear who was responsible for the shooting. The governor shared a message from Breonnas Taylor was people to protest peacefully. She was shot by Police Officers during a raid inside her home. Taylor and her boyfriend thought their home was being broken into according to a lawsuit from her family. The incident is being vest g investigated by the fbi. All three officers involved are on administrative leave. I would like to bring in an investigative journalist in louisville, kentucky. Tell us, what is the latest on this investigation . Absolutely. So the investigative file from the Police Department here has been turned over the attorney generals office. There will still be some questions that come up, but in addition to that, as you mentioned, the fbi is also investigating this case as well. And do you have a sense of the core questions that are at the center of that investigation . Really what a lot of this hinges on is did Kenneth Walker know that police were on the other side of the door. I mean, that is how this shooting really started, is, you know, Kenneth Walker is breonnas boyfriend, said that they didnt hear officers saying police. They didnt know who was on the other side of the door. And at the same time, officers are saying that they knocked, they identified themselves, both before taking entry and after gaining access to the apartment. And so as the Commonwealth Attorney said last week, its possible that a crime was not committed on either side of the door, but we dont have those answers yet because the investigative file has not been released publicly. And so what were seeing in town is that people are extremely frustrated. They feel like theres not been a lot of transparency in this case and thats why were seeing people taking to the streets. Its been two and a half months since Breonna Taylors death and people in the community feel like theyre not getting answers and they dont know whats happening with this case. Breonna taylors family released the 911 call this week. This is her boyfriend, Kenneth Walker, calling 911 when the police entered their house. He believed he was a breakin. 911 operator here, where is your emergency . I dont know whats happening. Somebody kicked in the girl inside my girlfriends. What has been the reaction to the release of this 911 call . Its been really, really difficult for a lot of people to hear. Its a very emotional call. You can really tell just how torn up he is as hes making this call to 911. At no point does he say that he has the understanding that it was the police that were involved in this. So when he was calling 911, he didnt know that police were actually already at this apartment. And so its important to note that just a couple of hours after this 911 tape came out, was released by an attorney for taylors family, shortly after is when we started seeing people taking to the streets thursday night. And as you mentioned, thursday night was a really dangerous night to be on the streets. I mean, seven people were shot. Two of them serious enough to require surgery. At last update, one was in critical condition. So though thursday night was a smaller protest, it was incredibly dangerous for people to be out there. Last night a reporter, kaitlin ross, and photo journalist for nbc affiliate in louisville were reportedly hit with pepper bullets by police while live on air. Take a listen. Weve got to go and thats fine with us. Weve got plenty of time here. Are you okay . Im getting shot. Are you okay . Rubber bullets, rubber bullets. Its okay, its those pepper bullets. Who are they aiming that at . Now theyre shooting at the photographer. Directly at us. Youre shooting at our crew. Obviously they see the camera. Right. Theyre telling us to move now, i guess farther away. Tessa, any clarification on what happened there . As far as we know, the Police Department is looking into this. A spokeswoman for Louisville Metro Police did offer an apology and said that no journalist should be targeted for doing their job. Its not clear at this point if it was in fact Louisville Metro Police. There were other agencies involved. But the local Police Department is looking into it. The tv station did release a statement and say that, you know, our employees were exactly where police told them to be, and despite that, its still pretty clear that this individual turned and was intentionally targeting these journalists. So of course that is something thats concerning as a journalist myself, but also knowing that there are a lot of journalists in the field who are trying to tell trying to tell the story. So its something that i think people are at least reassured to know that lmpd will be looking into it. Although of course it never should have happened in the first place. Tessa, thank you. In the wake of George Floyds death, protesters in his home town of houston are planning to take to the streets again tonight. This was the scene of yesterdays rally where people marched and demanded justice for floyd. According to the houston Police Department, nearly 200 people were arrested after groups blocked highways and shattered windows of businesses. Nbcs Priscilla Thompson in houston. What has it been like on the ground today . Reporter yeah, well, alicia, we definitely did see some violence occur last night at those protests. But here in the third ward, the neighborhood where george floyd grew up, its been largely peaceful this morning and really celebratory. The rallies have been very celebratory. You see folks out here with their cars and theyre red and yellow in support of the local high school where george floyd graduated from. Folks are out here barbecuing and it really feels like a Community Celebration here. And i actually met one of someone who grew up with george floyd, deshannon here. Tell me a little bit about what it was like growing up with him, what do you know about him . What was he like . First of all, i just want to appreciate yall being out here and george was a close friend of mine. We grew up in third ward, texas, and as everybody has been telling the story, hes been a gentle giant. This guy would take his shirt off his back and give it to you. I know his mother, his brothers, his sister. Wonderful family. And we come from a place where a lot of people dont give us opportunities, and so for the ones that are in there that actually leave the community, we come back to our community because we are a community. And we give advice to the younger people, the younger generations to how to make it out of the kenny homes. Tell me why it was important for you to come out today and be a part of this celebration, really, of his life. Well, i couldnt have been nowhere but here today, just to show my support to him and his family, the community and houston itself. And we just want people to understand that were frustrated, were mad, but we also have to be peace. We have to stay in peace. Thats the only way we can get things done and resolved. Reporter and obviously we got news yesterday that one of the officers involved in this case has been arrested, has been charged. Is that enough . What do you make of that . Well, if its not four of them, its not enough for me. I mean all four of them should be charged and arrested for their participation and whats happening on live tv. Because if it was me and four of my friends doing that to them, it wouldnt have been two or three days. We would have been arrested immediately. Five years ago the streets of baltimore looked a lot like many streets this week, filled with protesters demanding justice, reminding everyone that black lives matter. It was in the memory of freddy gray. Gray was 25 years old when he was arrested for possession of a knife and suffered a spinal injury in police custody. He died days later. The incident led to nationwide protests. The six baltimore officers involved in the incident were charged. None of them were convicted. The Justice Department investigated whether the officers violated freddy grays civil rights and ultimately decided not to charge them. I would like to bring in a maryland state delegate and former Baltimore City councilman. When you look at the protests that we are now seeing nationwide over breonna taylor, over george floyd, when you think back to five years ago, what do you see as the parallels between those protests . Communities that are in pain, communities that are frustrated, communities that are afraid. The first thing that really jumps out at me is when will it end, when will it stop. I think that when we get in the midst of these crises, we talk about the things and we talk about the institutionalized racism, we talk about the problems and weve looked at this particular Police Officers background now. But when we come out of the crisis, normalcy sets back in and the blindliers are placed back on and we dont go after the issues that are baked into our laws and baked into your Police Departments and that is really the problem. I think there are a lot of folks who say, well, this time it will be different, this video, this stunning image makes it different. Is there anything that makes it different . This is what this is what weve seen time and time again, you know, be it trayvon martin, be it freddy gray. We dont like others. You see mr. Lloyd. The one thing ill say is to the folks who complain about Colin Kaepernick for kneeling or had a problem with black lives matter, either you are either youre for racism or against it. Im tired.
