As our dogs chased him down. He ignited his vest killing himself and the three children. But test results gave certain immediate and totally positive identification. It was him. Part of the president s speech that went for ten minutes earlier today following up with 40 minutes of k and a frq a fro. He watched it from the situation room. And the stars started lining up some time ago and in the past week or so, the Operational Forces which were one of several options available to the president started rehearsing and practicing and doing what they would have to do on the objective. It wasnt until thursday and then friday the president chose his option and gave us the green light to proceed as we did yesterday. The president said no u. S. Troops with are harmed and they were able to obtain highly sensitive intelligence. Lets go to courtney could you be ku bhchlbe and scott wong. Courtney, you have been reporting since the story broke. What is the latest in the process as they move forward identifying of course and the president saying that they have positively identified albaghdadi . Reporter thats right, so the president saying in fact they had dna evidence to prove this was baghdadi. His secretary of defense mark esper appeared on some of the sunday shows later and also said that they had dna evidence. And in fact esper said that they knew very quickly that they had a positive identification that it was baghdadi. President trump and his cabinet officials going out on the sunday shows, we got a lot more operational detail about a delta raid than i can ever recall getting having covered the military for 15 years. We know some very specifics about how the helicopters moved in, how the commandos actually raided this house or this compound, and some of the very specific things that they did. That is really uncommon. And we also know that with this dna evidence, the u. S. Is saying that they positively identified baghdadi and we know that they actually the u. S. Actually picked up some number of people from the compound and brought them into detention. Who are those people . We have no idea. And what is going to happen to them. Remember, the u. S. Has excuse me, the Syrian Democratic forces have been holding a number of isis detainees and fighters throughout syria, but that has been a huge point of contention between the u. S. And other nations around the world. The u. S. Asking them to take back their detainees, people who are their citizens, and President Trump even spoke about this today. Most of these nations are refusing to do so. So it is totally unclear what will happen with these people that the u. S. May have picked up in this raid today. And we have at least two things happening at the same time. And that is the United States reducing its footprint and at the same time two countries that are increasing their footprint in the very same space and how all that came to be to todays headline. How might that have influenced in this case albaghdadi being found, getting the leads that the u. S. Intelligence was able to obtain . Reporter so there is a lot of different threads out there for exactly when and how the u. S. First got the information that baghdadi may be in idlib in syria. And other nations, the Syrian Democratic forces, the kurdishled opposition, they are saying they were involve in the intelligen intelligence, iraqis saying they were involved. So it is not clear. It seems that the intelligence came in some weeks ago. So prior to President Trump announcing that he was going to initially pull u. S. Troops out of northeastern syria and then pull all troops out of the north to get all together. So we dont really know whether there was any impact on this raid specifically because of the president s decision. You know, if you look at it logically, the u. S. Could continue there 1 no u. S. Military presence in northwest syria where the raid occurred. So the u. S. Theoretically could go forward with the raid even if there were not troops there. But the problem is if there is no u. S. Presence in the region, they lose things like intelligence gathering and sharing capabilities, they lose some being a access and influe people on the ground so it would make it a more difficult raid. Bobby, as we look at this part of the country, we talked when this earlier this morning. Not necessarily where you would find albaghdadi. This is not, if you will, friendly territory. No, not at all. This is actually about as unfriendly a piece of territory that you could get for albaghdadi. It is a part of syria where other jihadi groups, groups more closely associated with al qaeda, are present. And some of those groups have a blood feud if you like against isis. Some of those groups have been seeking out and murdering isis soldiers, fighters, and there is also some indication that there is some celebration there with baghdadis killing. It is a very odd place for him to be. All morning ive been trying to understand the circumstances that brought him there and the reasons that he would be there. It is very close to the Turkish Border which makes it it is sort of one thread that might lead us somewhere, but all we know is that this is the opposite of bin laden. Exactly. Friendly territory versus not. And you were saying earlier speaking with some of your source in turkey, and have you talked with them since . No, i have not spoken with them, but all morning they reached out to say that they wanted some credit, they wanted to say that they were inform i of the operation, which is not the same thing as being involved, but putting out the piece of intelligence that to their unless of understandiders had moved in to this area 48 hours ago. And nbc as not independently confirmed that. And michael, as a subject Matter Expert on isis, what was the state of isis before we got into the latest movements of realignment of forces of the United States, turkey and russia . How did that feed what may have happened today if at all . Well, they are a very resilient organization. They were around for over a decade. They had been defeated around 2010, 2011 when the u. S. Withdrew from iraq and then came back with a bullet as this socalled caliphate. Ive been following a group that wages these attacks mostly in syria and iraq. The deadliest terror attack that they waged outside of the calorca calorca caliphate was sir lanka. They are looking to do prison breaks, looking for free their veteran jihadists from the detention facilities. Especially the ones from the sdf. And we cant forget that isis was on the homeland here. When we think of san bernardino, orlando and the mupulse night c shooting, the new york truck attack. Isis had troops on the ground if you will. Does this effectively weaken them to a degree where we can feel a little birth more kft mo comfortable in towns across the country . Yes and no. Im of the belief that abu balr albaghdadi is a hard act to follow. He had a certain degree of authority and he himself claims to be september from tnt from t mohammed. That said, he will be replaced with a new head of the organization. Is this good for america or not good . It is good for america. Again, his stature is now gone. And isis is putting out all these proclamations that it doesnt matter, but that is just bluster. It does matter. And bobby, if you are in small town america remembering these terrorist attacks on our homeland, should we feel more comfortable now that the leader has been taken out . Better, yes. More comfortable, no. Because weve seen as michael pointed out the idea lives on and weve seen that the group does have the tooblt rea does have the ability to reach out through the internet far and wide. They dont have to actively recruit people. And they are also capable of taking credit for action after they have taken place. So yes, we should feel good, but not sometimes recreation is good, sometimes it is not. Scott wong, what has been the reaction so far of this breaking news story on a sunday . Already busy enough. Reporter nancy pelosi has said that the death of baghdadi is a significant development. However, she cautioned that nobody should lay their defenses down, that isis is still a very real threat and this by no means suggests that isis is defeated. She also pointed out that while President Trump indicated that he gave some heads up to the russians, no congressional leaders at least not the democrats were informed as is required by the constitution to inform your congressional leaders of these types of developments, military action. And so democratic aides are very frustrated with the president that there was no heads up given to the gang of eight. While some lawmakers, mostly republicans, it seems Lindsey Graham and richard burr included were given a heads up, it looks like nancy pelosi and Chuck Schumer were not. Nancy pelosi wants an allhouse briefing to occur perhaps as soon as this week. So far nothing has been scheduled. But her message to the president and the white house is she wants congressional leaders clued into these developments. And scott, well talk later in the show more on the politic of all of that. Courtney, therefore some might say this is working for the administration. Lighter footprint on the ground, more targeted attacks. What is the view and reaction to that approach that this administration is saying is the way to go . Reporter so a lighter footprint on the ground doesnt necessarily mean more of the kinds of raids that we saw today. So think about it, if you have fewer troops on the ground, fewer situational awareness, potentially less information gathered and exploited and let potential that you would have some sort of a complex raid like we saw today. Now, President Trump made it pretty clear today in his address at the whougs that the new mission for u. S. Troops is to guard the oilfields and that there is it is clear that there will be a smaller footprint. But we dont know what that will look like. First troops were wrought in yesterda brought in yesterday, and we dont know how many are moving in or moving out as part of this partnering with qut sethe Syria Democratic forces. Igenuinely believe the u. S. Military leaders are still trying to figure that out themselves. Amazing work by the military, i think all will break. Courtney, bobby, michael, thank all. Coming up, the other big story happening in the impeachment inquiry, which has now crossed the one month mark. Well take a look at what is happening on the hill this week. And Stephanie Grisham said i worked with john kelly and he was totally unequipped to handle the genius of our great president. But the impeachment inquiry that kelly warned about is moving forward. And another marathon deposition is complete after philip reeker testified yesterday. More than eight hours. Ree reeker offered new details on the ouster of Maria Yovanovitch and there is much more to come this week. Six new scheduled depositions starting tomorrow with Charles Kupperman who is asking at the moment a federal court to rule on whether he can testify. Tuesday lawmakers are expected to hear from alexander vindman, director of european affairs. And three depositions are slated for wednesday, acting assistant defense secretary. And stick around, thursday timo morrison is due on the hill. And our panel, kelly odonnell, arianna bberg, scott wong and natalie noe. Kelly, if we compare the week before, compare to the week looking forward, how would you make the distinctions . I think at this point one of the Big Questions that is hanging in the air is what happens with Charles Kupperman. He is scheduled to testify tomorrow. And by asking a court to mediate this dispute, he formerly worked here as Deputy National security adviser. And the white house is saying in that role you have an obligation to protect the president s executive privilege and therefore the white house does not want him to testify. At the same time, you have a coequal branch in congress saying here is a subpoena and you are required to do so. And kupperman is saying in this instance as a former federal employee, a Court Must Decide this, it shouldnt fall on kuppermans shoulders. That is according to kupperman and his attorney. If the court says that he must testify, that could open the doors to a number of other high profile insiders who could be compelled to testify. Think of john bolton or don mcgahn. So that is significant. So not only could kupperman have important things to say, but what happens about whether he does testify or not and the process around it could be telling in a much Bigger Picture way. Yeah, and very important way. And over to our prosecutor, when we look at this, which way might the judge decide . Because this is a precedent, right, potentially that others in the inner circle will be looking at very carefully. Yes, this is an incredibly important decision that we will expect from the d. C. District court. And in that sense what kutcher m kupperman is saying that is he is caught between the rock and the hard place. He is caught between the wishes of the executive blanche and ra legislative blanche and it is correctly up to the Judiciary Branch to weigh in here and tell him what do. He is doing the right thing. It will be precedented setting. Im not positive that they will have a ruling. I doubt that we will have a ruling before his expected monday appearance. That wont likely happen. But certainly well get a ruling soon and that will as you have noted have results that other witnesses will have to abide by. Emily, if it goes one way versus the other, what are the scenarios that the democrats and the republicans are favoring and looking towards . Because if the judge says yes, you must adhere to the white house or yes, you must adhere to the impeachment inquiry request, what is going to happen thereafter . Im eagerly watching what indications john ebola dobolton give. Because he could be a wild card. I mean, he has clashed with President Trump on iran and north korea. But he also is a conservative who is really critical of the house democrats. So he might not cooperate to the extent that they want. But he is a key witness. And in fact that is the question, scott, probably a lot of buzz in your spot as you cover the leadership on both sides of the aisle on the hill. What if bolton does come to the hill, which side would he help in terms of the arguments that are being made by republicans and democrats . Adam schiff said today on the sunday shows that john bolton is one of the people that he is looking at to possibly testify during the public portion of this investigation when the hearings shift to the public portion in two or three weeks. Bolton in the past from other testimony, we know he has raised alarm bells about this quid pro quo, alleged quid pro quo, between the president and ukraine. And so when you look at things through that lens, it is entirely possible that john bolton when asked to talk about some of these internal discussions, some of these alarm bells he was raising inside the white house occurriduring meetih ukranians that he thought were very problematic for the president , he will search be asked some of those questions by the democrats and could be a key witness for the democrats impeachment inquiry. And kelly, as you know the courts, the legal decisions being made, if you are sitting in the white house, you are not liking them. Judge howell is a good example on friday. And then when you look at the number of hours of testimony, and im going to full screen seven here, 65 plus hours of testimony, 14 subpoenas that have been issued. And you see the number of those who have given testimony. And then you go to our nbc survey monkey impeachment poll in terms of the numbers growing independence is the number that if you are running for president or you are going for an office in any one of the districts across the country, you are watching that middle group, right . 53 saying yes in removal from office. How is this resonating in the white house as you look at the countercurrent that is coming up against what the white house is trying to fight . Well, there has been a reckoning that is happening in real time and at times it seems perhaps more slowly here than outside of the gates of the white house, a sense that there is this push toward Public Opinion where people are learning more about this. It is one of the reasons that the administration has been fighting so far about what they argue is a lopsided investigation where they are getting bits and pieces coming out, many times they are not helpful to the president s story or cause here from the committees that are investigating this, and they want to be a more open process. But certainly the president when he is on the campaign trail and his campaign arm is trying to fight these perceptions as best as possible, and when you mention the howell decision from friday, a department of justice official says that they are still looking at that ruling and may appeal it. So weve seen the administration use whatever levers are available to them to try to slow this down, to try to win battles where they can. What you hear from republicans on capitol hill is that while these witnesses who are in many cases long time public servants, many of them not political appointees but a part of the career force that they are credible, but it has been described by republicans as more of the same story, not necessarily flushing it out. Democrats see it differently and think that it is a reservoir of more and more information. So it presents big challenges to the white house in terms of how to manage this, both politically and legally. And that is part of what were seeing waged kind of in a day in day out battle. And two sides here. If you can, talking about the doj and bill barr, one side will say that this is proper, these investigations are necessary as we move into the criminal investigations that have been discussed so far. And the other side of the argument is that youre weaponizing the doj and it should be apolitical. Where might this come out in the end . What is really emerging from the testimony to date in the impeachment inquiry is a disturbing picture of an essentially secondary back channel operation in which the political whims and the will of donald trump were advanced through not the career diplomats that are typically used. Were getting a picture particularly from the testimony of reeker yesterday, the eight hour plus testimony, as well as the testimony of bill taylor, fiona hill, and the like be, were getting this picture of career diplomats getting frozen out from the decisionbe, were getting this picture of career diplomats getting frozen out from the decisione, were getting this picture of career diplomats getting frozen out from the decision, were getting this picture of career diplomats getting frozen out from the decision fr mamaking i ukraine in order to advance the will of the political agenda of b donald trump. And that is a disturbing picture and i think that donald trump 1450b conce should be concerned. We should watch every piece of t of the puzzle. Every part tells a story. And it was big on tuesday. Thank you so much, kelly, emily, scott and aryan in a. Coming up, we turn our attention back to the big news of the day, questions about who was kept in the dark about the operation that ended up killing the wrlds moorlds most wanted terrorist. He reached the end of the tunnel as our dogs chased him down. He ignited his vest killing himself and the three children. His body was mutilated by the blast, the tunnel had caved in on it in addition. But test results gave certain immediate and totally positive identification. It was him. He died like a dog. He died like a coward. The world is now a much safer place. Fer place. For your worst sore throat pain try Vicks Vapocool drops. Its not candy, its powerful relief. Ahhhhhh vaporize sore throat pain with Vicks Vapocool drops. Today marks a big victory in fighting terrorism, but it does not come without questions of etiquet etiquette. The president s words this morning were atypical as some critics have remarked. The killing of abu balr albaghdadi comes during a nighttime raid by u. S. Special forces in northern syria. The president said that he watched it all unfold in the situation room. But breaking from tradition, he did not notify speaker of the house nancy pelosi. Youre saying that none of the gang of eight, you are talking about the intel ranking minority member in each party as well as the leaders in the house and senate, none were informed . On the democratic side. And i was told that just before i came on. And i also read not Chuck Schumer, not nancy pelosi, not adam schiff . Thats correct. The gang of eight is a group of bipartisan Leaders Within congress who are briefed on classified Intelligence Matters by the president such as this. On the flip side of this, republicans were front and center this morning talking about the president s decision to go after baghdadi. He has had a determination to destroy the caliphate unlike anybody ive ever met. No question about that the middle east is safer and the americans are safer. The president who has been happ harassed kept his eye on the ball of killing the isis leader and terrorist. Joining us now, matt bradley, john hudson, lani chen and also and you ba back with us, scott wong. There is some reporting but not confirmed yet that the cia got a tip on albaghdadis location via arrest of a wife and courier. Related here to leadership. And of course there is so much happening right now in terms of what led us to what happened almost 24 hours ago. What is the latest that you are hearing . And that late. We knew what happened several months ago. And what is interesting is that the wives of some the isis members they turned against their husbands after the husbands enslaved those young gills. Girls. And so when they came into the captivity of the Kurdish Fighting force, and the allies were fought by the turk, they caught the intel against, they made these arrests and they flipped these isis wives and specifically baghdadis wife and some of his lieutenants. They felt so spurned with the way their husbands were behaving and they turned on them. And we had that reporting at the time several months ago and this is why the sdf which have since been more or less betrayed by the trump administration, why they were so truinstrumental in effort to try to get abu balr albaghdadi. And the cia front and center at least on this reporting as matt is saying has been around, you as a former cia operative, the question might be if we dont have as many boots on the ground as we have had traditionally in this particular theater, can our intelligence, can these very surgical attacks happen with such success . It is certainly why our alliances are so critical to our success in the region and to our continued security. I mean, these are daisy chains of information. And it sounds as though today would not have been possible without that important work by our kurdish allies. And as a result of today, it is very likely that that exploitation will yield hard copy evidence that contains leads given that baghdadi and many of his associates are known to stay off of com, stay off of technology, and therefore hard copy materials are all the more critical in following up leads. So this daisy chain is incredibly important to continue to follow and we wouldnt have the first link without our kurdish allies. And part of the language used by this president and the critics are saying that this might insight more attacks. He used the word coward, debr e debraved, dog. This is into t not something th traditionally see. And this was the president not just spiking the football after scoring the touchdown, but engaging in a lengthy touchdown dance. This was the president prioring to make a point that the isis leader was not merely killed, but kill and humiliated. Which is part of a message frankly not just for foreign audiences but for domestic audiences. He wanted people to understand that this was significant to him, it was significant to him in a very visceral way. And the language reflected that. Now, there could be a debate about the appropriateness of that language, but obviously it was meant to he reflect the president s personal feelings on the matter which he was able to do. And part of the language that was used here, john hudson, was that this was bigger than when we think back in history here, and i think that we can play what he said specifically and then ill get your reaction. Bin laden was a big thing, but this is the biggest there is. This is the worst ever. Osama bin laden was very big, but Osama Bin Laden became big with the world trade center. This is a man who built a whole as he would like to call it a country. John, is this bigger . We can remember some of the attacks here on the lower 48 by isisinspired attackers. San bernardino, we have ohio state, we have the new york cne attack and the orlando of course Pulse Night Club shooting. The reality is that there is no scientific way to quantify how big of a victory this was of capturing baghdadi versus Osama Bin Laden. So al qaeda carried out the most lethal terrorist attack on american soil on 9 11. How does that compare to the caliphate and this quasi nation state that was once the size of Great Britain . That was a huge problem for the United States and the western world as there were hostages taken over. I mean, both terrible things. Why there was a need to compare one killing over another, that is unclear. But this was President Trump really being his most triumphant that weve seen him. And really sort of enjoying every single moment of it. Regaling reporters. Talking for almost an hour on every type of detail, details we dont often see. Thats right. And scott, protocol. Gang of eight. Did that happen. Is this written into rule or is this etiquette generally speaking . Well, i think that it is unclear. You know, what i would say is that nancy pelosi clearly feels that as second in line to the presidency, that should have been forwarded to her some kind of heads up. She noted as i mentioned that russia got some kind of advanced warning that there was a military action under way. But look, look at the situation that were in. The president and democrats are at odds over this impeachment fight, they are at war with each other. And there is a lack of trust between the president and the white house and the democrats on capitol hill. And so the president made a very deliberate choice it seems not to inform democrats. He did give a heads up to some of the republicans. But this is going to be a talking point that inyou wi th will hear from the democrats that the president does not believe in the separation of powers here, that the democrats should have gotten some kind of heads up. And i apologize, my friends, it has been a busy hour. Matt, john, scott, thank you all for your time. Before we go, another breaking story. We want to pass along some news about former michigan congressman john conyers. The word into us, he has died. He represented the detroit area for 53 years. He was the sixth longest serving member of congress in u. S. History. And the longest serving africanamerican. His legacy was clouded by allegations of Sexual Assault and mistreatment of female staffer, complaints that prompted his resignation from office in 2017. John conyers was 90 years old. Nice. But, uh. Whats up with your. Partner . Not again. Limu thats your reflection. Only pay for what you need. Liberty, liberty, liberty, liberty vo the subaru crosstrek. Dog tested. Dog approved. Were watching South Carolina this weekend, ten of the Democratic Candidates talked about legalizing marijuana and relationships of people of color and the police at this forum. Youve identified one more place where were criminalizing being poor. Right . No matter who you are in this country, when you see a Police Officer, you know that that Police Officer is there to make you safer. Not less safe. There are now people making hand over fist in money doing the same thing which is selling weed and meanwhile all those folks who had been are incarcerated or felons for life. On the federal controlled substance act, marijuana is a schedule one drug alongside of heroin. All right . Now, people can argue about marijuana. People have different opinions about it. I got it. But no one i think in their right mind can equate marijuana with a killer drug like heroin. Having more diverse police departments, this is not easy. This is has been a struggle as ive been very candid about in our own community. But we know with the right kind of incentives and the National Police academy that im proposing that we can build up that pipeline and help in particular young black men view themselves potentially having a future in law enforcement. All right. Leigh ann caldwell is in columbia, South Carolina. The big word being brought up is concerns about policies, regulations, and approaches that might have prejudice and might be racist. Reporter that is absolutely right. Each of these ten president ial candidates appeared before this audience and it included a lot of students from this hbcu as well as faculty members and other people from the community who came to hear good thabout t issue of criminal Justice Reform. These dhcandidates had a variet of proposals. But the main theme through all of them is that there a two tiered criminal justice system, one for people who are rich and tend to be white and others who are poor and who send to be black. And they vowed to right that injustice. Senator warren was one of the three candidates who spoke today along with Julian Castro and gabbatulsi gabbard. Elizabeth warren was asked by a student about this idea of reform and talking about the First Step Act which was passed into law last year which really helped people who were nonvie a violent criminals. And the student said that there is all this talk about helping people who are nonviolent criminals. What about those who are violent criminals who have done the work and reformed their life and what would warren would tdo. Here is what she had to say. We need to change every part of the system for everyone. We need to change it. And we need a system lets just start with incarceration. Where we reduce the number of people incarcerated, but that we use incarceration not just for lockingc punishing people, but rethat bill datiha bhithat pap make sure that they are learning, have job skills. Reporter and she insinuated that yes people with criminal backgrounds should be included if they have done the work. That is a very controversial position in some parts of this country. But it was a statement that she made that would definitely diff differentiate her from perhaps President Trump. But bottom line, they came here in a critical primary state where the africanamerican vote is also very crucial to these candidates. Thanks to you up and down the eastern seaboard this weekend. Police say it happened late last night during a texas a m university at commerce homecoming party. It was taking place in nearby greenville. Thats just northeast of dallas. For the latest, lets go to nbcs Morgan Chesky whos in greenville. Where we at . Reporter richard, good afternoon. We just received an update from authorities here at the scene. That number of the people impacted from this tragedy is actually coming down. We initially thought 16 people were victims. Theyre now saying that that number is 14 total. Two of those people were killed here at the scene last night when that gunman opened fire. We know a number of others were wounded.
