We were able to respond to this incident extremely quickly, within literally eight minutes. We were already at a very high level of alertness. Its a very complex and confused scene and confused series of events. So its important that we first of all make sure there is no one else outstanding. Woe don we dont believe there is. The white house said in a statement that President Trump had spoken with may on the phone to offer full support and President Trump said we must stop bngolitical my correct and get down to the business of security for our people. Police carried out a massive operation in an area known as barking, im a block from London Bridge where the attack took place. This is a suburb of a ethnically mixed working class area. We saw a very Large Police Operation there. In connection was last nights London Bridge and market attack. They were honing in on Apartment Building and witnesses reported hearing loud bangs but they were later told by the police those were controlled explosions. 12 people taken in. We dont know the identity of the suspects or what kind of relationship she may have had with the three attackers who have been killed but we do know that more searches are taking place as we spea this is very similar to what weve seen in the aftermath of the westminster attack and manchester, people can hold people under the uk terrorism laws for ten days. They are trying to piece together who these three men were, what their motive may have been and perhaps more importantly, whether they had other accomplices and whether there was a network behind these attackers. Obviously this was a harrowing night for those who survived a terrifying night for those who lost loved ones. My colleague bill neely filed this report. Take a look. They started stabbing people in a crowded market district. Police warning everyone to stay down and hide. Outside, thousands were fleeing in terror. Like three men, with kind of bomb looking belt. A policeman was trying to put himself between these attackers and rest of the people trying to scare them. They shot and killed men who wore fake bomb vests wnt eight minutes of the first emergency call. We believe three suspects are dead. Reporter american intelligence now helping London Police. We have a good working relationship with youour ameri colleagues and depend on them to keep the country safe. Britains Prime Minister outraged. As we heard from the Police Commissioner, eight minutes seems like a short time for police to get on the scene and also to eliminate the threat here, kill these attackers. What do you think was on the mind of these officers as they were rushing into the unknown here of this scene . I think what was on mind probably of the officers, its very difficult for me to second guess that, but essentially what we would be expecting is them to be considering their training and our officers in london and throughout the United Kingdom go through very extensive training to deal with a wide variety of threats and situations. The whole point about it keeping an open mind as to what youre going through, developing in your mind the threat assessment of the situation that youre about to confront, which will be continually be updated by information being receiving from the control room. And effectively the officers getting themselves ready to deploy very swiftly out of their vehicles to find the threat, close in on it taen neutralize it to minimize any greater loss of life amongst members of the public. As we know the investigation expending now is lucy reporting there, 12 people in east london as they were arrested in connection to the incident. We know the Police Commissioner spoke about this earlier. Lets listen to what she had to say as to how much time will go into this investigation. Its a very complex and confused scene and confused series of eventevents. So they want to make absolutely certain there is no one outstanding. When we think of 12 arrested in connection to this, how unlikely is it that they have been able to capture some type of cell or how likely ask that they have tapped into something that was a little more nefarious with the 12 arrests . Well, at the moment, i think what the police will be eve endeavoring to do is expand their investigative net as wide as possible. Anyone with any form of connection or association to last nights incident will be brought into custody. As much to identify whether they are involved to potentially eliminate them. We cant leave any stone unturned because this sort of thing cant be allowed to go without significant robust challenge in order to make sure that anybody responsible is outstanding hasnt been shot by the justice is brought to justice. We know as lucy reported also, campaigning is suspending for today in advance of thursdays general election there in the uk, the Prime Minister was talking about this attack saying enough is enough. But i also want to let our folks watching know more of what she had to say about this in terms of tolerance to it. Take a listen. Well, we have made significant progress in recent years, there is to be frank far too much tolerance of extremism in our country. Brian, what do you make of those comments, tolerance to extremism. Who tolerating it . Well, i think what the Prime Minister is talking about is making sure that all sections of society that there is no hiding place or room for people who have extremist views of any persuasion. That is the inher ent challenge in a democracy society, the line between what society is prepared to tolerate and whats considered being criminal. I think the Prime Minister is pointing towards having a greater debate and review leading to i would anticipate some form of new policy, new procedure of the existing strategy in order to make sure that people who might be radicalized are prevented from doing so and brought into the criminal justice system. Obviously, no one wants to stand for terrorism, but when we talk about policy and changes like that, certainly from a police perspective, brian and your deep knowledge of the uk police and metro division, how does that position Prime Minister may in terms of being intolerant to certain groups or suspecting certain groups that it seems like shes trying to put a finger toward . I think ultimately what it boils down to, everybody in the country playing their role in trying to rule out any form of radicalism. The bottom line is, theres only so much that the police and Security Forces can do to keep the public safe. We cant have armed officers on every stre corner throughout this country. And no matter how quick and robust the response is and as weve seen last night a very swift and Effective Response from the police, ultimately people in society need to ap extent police with a small p themselves to try to rule out the ideology that fuels hate and extremism and violence. How likely is it that these dozen people were on the radar of the police or is it just good work based on who the three suspects are . I would say its quite likely they were on the radar. Theres an extensive number of people that are on the Security Services radar these days running up to 20,000 individuals that they have looked at over the years. And around 3,000 that are currently being looked at. So thats quite a large number. The area in east london they are looking at has been a hot bed for some activity and so i would be surprised perhaps if they werent already on the radar. Here we are two weeks past what happened in manchester and that horrendous attack that is just four hours northwest of what happened at the London Bridge in the area surrounding it. We have the Prime Minister saying that she thinks theres too much tolerance for extremism and potentially this is copycat terrorism taking place. Do you think that this was really inspired by what happened at the Westminster Bridge attack earlier this year . And also, what we just saw with the incident in manchester . Well, not just those but all of the attacks in cities on euro that e seeming more often to come from within. Im a milary reporter, i cover the pentagon and i was on the trip with secretary mattis to afghanistan last month. And i was struck more often now you hear commanders say they are focused on those terrorist groups that can or may have had the potential to plot, direct, inspire, external attacks from the region to western cities. So thats already shifted the focus you dont know battlefield. Afghanistan fran, the taliban and hack canny, its groups like this. It is definitely okay change for london. A year ago people were talking about how the british have a much longer history and different type of muslim population. But these types of attacks more often by people from within, Second Generation, it really does feel i think the Prime Minister is right, theres a shift going on. This might be a new era thats already begun. As you say, citizens, Second Generation sit zens of the country. For Law Enforcement and when we consider and to kevins reporting talking about these types of asymmetrical attacks that pair dime, from a lone wolf or small cell, how can they go beyond prevention of police, when they are happening at the soft target say at the London Bridge . Incredibly difficult. I think you have these low tech attacks with high psychological and Economic Impact hitting the hearof the metropolitan centers with violent plications, hitting western society and culture at its very heart, the heart of london on a saturday evening. We saw the paris attack disrupting the cafes and concerts, these are meant to be idealogical attacks and also meant to be strategic. And in many ways they follow the game plan that the Islamic State and al qaeda have called for. They said explicitly, dont come to the jihadi battlefield in places like iraq and syria anymore, attack in place where you can. Use things like vehicles and knives and go ahead and attack fellow citizens and cause terror and just a few days ago the Islamic State called for an allout war against the west and called on followers to do what they can. The think the problem here is you have groups like that that are in some ways directing attacks, some of the sophisticated attacks weve seen enabling others and justin spiring. You have those three cat egorie and in a environment like the uk, long lineage of jihadi to choose and certainly youve got the foreign fighters and almost 1,000 or so that have gone to iraq and syria, some of whom have come back, you have a lot of people to worry about. And this makes it very difficult for even the best in europe, the british, to prevent. And i think part of this is trying to be predictive and determine whos going to attack. In an open western society that is incredibly difficult and i think were seeing the wave of a new type of terror quickening pace of this kind of terror that unfortunately is affecting our british colleagues. You make a great point about the psychological effect of what this does to democracy. And duncan, we have the thursday general election coming up in the uk, the third terror attack happening there within three months. Theresa may coming out saying theres too much of an extent of tolerance to extremism. What does this do to the mood of voters there . Well, obviously, people feel that democracy is under attack but sadiq khan came out, himself a muslim, and said we cant allow this to be an attack on democracy and cant allow it to be attack on our way of life, on going out and enjoying ourselves. In the past theyve been asked a few months and indeed the previous couple of years, weve seen a tacks targeted at military targets, low tech attacks at military targets, including u. S. Targets in britain but this is particularly hurtful because its targeting civilians as they did in manchester. That is where it really kind of brings it home to people that their way of life is under attack. Right, you have to be kind of on guard as we were hearing from the man there a witness on scene, grabbing his chair trying to protect himself. Kevin, when we think about how police have described these attackers as also havi these vests on to make it look like they had explosive suicide devices, the cops went in to neutralize this and did not give much of a Second Thought of taking them out. Obviously this would be used as a deter rent to think we cant shoot because that could cause an untoward explosion and Collateral Damage towards what exist. It was a pretty diabolical added twist to it. I think Security Officials have a real communication with the public. In one hand if you think just in last month, the state department issued a knew travel warning for americans and for the world frankly for all of europe saying careful about going to any major public event, any gathering and at the same time, be on alert. What else can they tell the public . If you think yesterday was also the champions week final, biggest sporting event of the year, no terrorist incident. The week before its an Ariana Grande concert that nobody would think about. Thats not a major sporting event and now its London Bridge. In the United States i think theres a much higher level higher bar for when officials will come public. We never hear about the plots on the threats on major places like times square or National Mall in d. C. You can pretty much guess when they are going to be. You might not want to be there on july 4th or new years eve if you want to heed the warnings of intelligence officials but we dont hear about that. All we hear about is a generic months long warning about every possible public gathering and Prime Minister saying we should be careful and then the president of the United States this morning tweeting out, well, thats not good enough, weve got to do more. But they wont tell us more. I think if were really in this new era where every possible market is a terrorist plot, probably more so then Something Like a champions colleague final, which is a hardened secure kind of event, maybe theres something in the middle you need to tell people like terror alert systems. Jeh johnson, when he was dhs secretary wanted to restart that and educate the public and press to be able to say theres an alert now on this location and not have the press and public freak out about it because were used to a new level of security that collectively can be effective and people can be on watch and help Law Enforcement into this new era. I would think and a lot of folks watching this, kevin makes a great point about communications but weve grown up in the culture, see something, Say Something since 9 11. Do you think though that there is this type of blue print that exists what we have now happening at London Bridge, that we dont hear about from the Intelligence Community because they did thwart something and there was many more we dont get to report on or talk about because the Intel Community doesnt want us to know the level they are thwarted here in the states . I think thats absolutely right. I think authorities are challenged by a couple of different factors. One is they dont want to necessarily forecast too much when in fact they are looking at ongoing plots or suspects. And they also may not know as much as we think they do or should. And thats a problem as well. I think you know, theres a double edged sword here. You do have to increase awareness, see something, Say Something has been the mantra in the u. S. For some time. But you dont want to create paranoia either. One of the things the terrorists are ting to achieve this psychological, Economic Social Impact and you want to not allow that to happen. You want lives to continue and want society to remain open, commerce to flourish, et cetera. There is really a challenge here of how you balance the need to inform the citizenry of these threats while also not terrorizing further or amplifying the threat. The one thing i worry about from a social media perspective and Media Coverage perspective and weve seen it and heard theresa may talk about this. Terrorism begetting terrorism. Its the demonstration effect of all of these attacks. Nice looks like berlin, Christmas Market looks like Westminster Bridge and london. These actors, be they individual small groups or even organized organizations like isis or al qaeda, learn from each other. They see how we react and constantly trying to both copycat and adapt. I think thats really dangerous here because they are seeing that these small scale attacks can have strategic impact. The Ripple Effect is large. Juan, thank you very much. Three suspects used a van to plow into pedestrians on that bridge then existed the vehicle running to the nearby Borough Market and diners at restaurants and in the crowded area tried to exam per to safety. 48 transported to hospitals and police say armed officers shot and killed the suspect within eight minutes of getting the call. Reporter thats right, thomas, all we know from authorities so far is that 12 people, we dont know their gender, but 12 people have been arrested in the barking neighborhood in east london, a suburb thats about 30 minutes from here. We saw Massive Police activity under way all morning. Numerous raids. Were being told they are still searching multiple properties. So that number of those people in custody could rise but authorities are not releasing any details about who they are, who the attackers are or what networks they might be affiliated with. At thi stage in the investigation, thats exactly w British Police would like to keep it. What we saw in the manchester attack, the leaks of the identity of the bomber and different developments in the investigation coming not from british authorities but u. S. He was moving out of his Apartment Building and attacker came up to him and asked him many questions about a white van that the neighbor was using to move his things out and asked him questions, saying, where could i get a van . How much was it . Where could he get a van like this . Then he said to the neighbor, i might be moving shortly with my family as well. Obviously a chilling experience for this neighbor. He saw the photographs released by authorities and contacted the news media. But this was a harrowing experience for the victims of that attack for those who survived Borough Market isnt far from where im standing. This is how one described that terrifying evening. Become aware the table nearest the door, they wanted to lock the door as they ducked for cover. People were very worried about it. What strikes you about the facts of last night. Well, its very clearly that they are either copycatting or directed or inspired to carry out this attack using the methodologies that both al qaeda and isis have been pushing out to its followers or its potential followers to do tse attacks without using firearms. Al qaeda pioneered this or didnt pioneer it but actually made the first articles a few years back. Isis has been carrying out this campaign to get their extremists to attack during the holy month of ra ma dan and encourage people to use firearms purchased legally or knives or vehicles as weapon systems. We saw these three individuals using this inspiration method. Were seeing how improvisation is being weaponized and what we saw in nice as well. We have british officials talking about the attack. She still has to find out what is the ideology that radicalized that individual, that made that individual go from doing verbalized complaints to actually picking up the mantle of terrorism.
