Climate accord. Today, a dramatic response from around the globe. We all share the same responsibility. Make our planet great again. Good friday, everyone. Craig melvin here in new york. We start with that breaking news. Russian president putin speaking out in the last hour. His most candid comments yet over the meddling in the u. S. Election, sanctions, Hillary Clinton and President Trump. Pressed at a forum in st. Petersburg by nbcs megyn kelly. Keir simmons is in st. Petersburg and Kristen Welker is at the white house. Keir, what did president putin have to say when megyn pressed him about the meddling in the 2016 election, specifically . Look, he said that even a child could have carried out the kind of hacking of the dnc that caused such controversy. He accused the United States of interfering in russian do metme affairs, while also saying russia never interferes in the u. S. Election. At times, craig, you know, he appeared to seem to attempt to belittle nbcs megyn kelly, try to put her off. The exchanges were tough. She was asking question after question about this accusation that russia intervened in the u. S. Elections. Take a listen. Have you read those reports . I read the nonclassified version of them. Translator well, its null and void. Who was your tailor . What about the buttons . Did they have any claims about this suit, about the buttons . No. They are firmly tied. But you cant wear this suit. Can it happen . Yes, it did happen with one of our standup comedians. Youve been telling me now about the nonclassified versions. I read those reports. Even in those report there is no specific evidence, no facts. Just assumptions, allegations and conclusions based on the allegations. Nothing more. You know, if there is something specific, concrete, we could discuss that. So i believe we should stop this idle prattle, which is harmful. I believe this is like transferring the internal political bickering of the United States beyond the borders of the country. I believe that this should stop as soon as possible. We should start and resume f normal cooperation. It looked as if president putin was the one who was rattled. Interestingly, craig, he didnt repeat what hes said in the last 24 hours, which was suggesting that maybe russian patriots not connected with the russian government, individuals acting on their own, may have been involved in the hacking. That is a change of his position that hes held over the months and months since these accusations first emerged. Couple other points. On the paris climate agreement, he said, i wont judge President Trump on that decision to pull out of that. On the side of syria, he denied again that assad had used chemical weapons, despite overwhelming evidence, craig. Keir simmons on duty for us in st. Petersburg. Stand by for me if you can, good sir. Megyn kelly also asked president putin about reports President Trump tried almost immediately to ease those sanctions against russia. Ill play part of that exchange. Here it is. President putin, there are reports today in the American Press that the Trump Administration took active steps to ease sanctions on russia. Almost immediately after trump took office. Was this possibility ever discussed between the trump team and your representatives prior to President Trump being inaugurated . Translator no. I saw what was happening. To be frank, it was a great surprise. Thats just absurd, what theyre saying. I dont know where these people have come from that distribute this kind of information. Its a catastrophe. Our ambassador has met someone. What is an ambassador supposed to do . Thats what he gets money for. He holds meetings, has discussions about the affairs, seeks agreement. Ambassador kislyak just doing his job, is the assertion there from president putin. Kristen welker, has the white house responded to any of this . They havent, craig. In fact, the last time we had the chance to ask press Secretary Sean Spicer earlier this week about russiarelated questions, for the first time, he referred those questions to the president s outside counsel. Of course, the president has been on twitter throughout the week talking about this, calling the investigation a witch hunt. Spicer is going to brief today again. Well have a chance to put some of those questions to him. Ok, this is increasingly a controversy that is embroiling this white house. Theyre setting up a war room to try to deal with some of these headlines. The fact that megyn kelly had the chance to ask president putin those questions today will undoubtedly raise these issues to the floor once again. This is a controversy they cant get away from, but their strategy is really to try to turn the conversation back to the issues they want to be talking about. Thats why we have epa administrator pruitt briefing with sean spicer today. 1 30, the joint press briefing. Keir, there are also reports today that the president s soninlaw, top adviser, Jared Kushner, had this secret meeting during the transition with the russian banker. This meeting is raising all sorts of new questions. You tracked down that banker there in st. Petersburg, much to his chagrin, it seemed. What did he have to say . Thats right. He is the chairman of the bank, a Bank Sanctioned by the u. S. It is said to be very, very close to president putin. This banker met with Jared Kushner back in december. Thats about as much as he know. We know very little about what the meeting was about, aside from the fact that the white house said it was Jared Kushner talking to the banker about business interests, while the bank said it was the bank talking to trumps transition team. I tracked him down. I tried to ask himhat really happened. Take a listen. Its very good to see you here. Nice to see you. Keir simmons from nbc news. Youre the subject of intense scrutiny in america because of your meeting with trumps soninlaw Jared Kushner. No discussions about it. I have a there is some confusion over what exactly happened. Were you talking about business, or were you talking about policy . No comments, please. Have you been contacted by the fbi, or would you be prepared to talk to them . Im sorry. Its just a question of understanding what happened in the meeting. No comments. Please, please. Can i ask you, was it a political meeting, or was it an economic meeting . Could we interview you at a later date . Would that be possible . Please, no comments. Why dont you if it was an innocent meeting, why dont you want to talk about it . If it was an innocent meeting with Jared Kushner, why dont you want to talk about it, sir . Sorry. Please dont push me out of the way. I want to ask you about the meeting you had with Jared Kushner. Please explain. We really do want to hear what happened. If it was an innocent meeting, please just explain what happened in the meeting. If silence can say something, it says it there. Meanwhile, President Trump with meg president putin with megyn kelly, talking about it being a deal with trump Transitions Team as histysteriahysteria. Journalists in that part of the world have been jailed for less than that. We are glad you are back this morning. We appreciate your doggedness. Bracing for the testimony from jim comey, scheduled for thursday, testifying before congress. Any further word on whether President Trump is actually going to try and block comey from testifying by invoking executive privilege, if not blocking all the testimony, perhaps at least a portion of it . No further word, craig. I can tell you that one of his top advisers, kellyanne conway, was pressed on that very point earlier today. She effectively said, ultimately, thats a decision that the president is going to have to make. The sense bhat he is still looking into his potential options. Of course, all eyes will be on capitol hill next thursday when former fbi director james comey is in the hot seat. Everyone wants to know if he is going to talk about that memo that he wrote, in which he details what he says was when President Trump tried to get him to drop the investigation into mike flynn, his National Security adviser. Will former fbi director james comey talk about that . Hell undoubtedly get asked about it. How much information . How many details will we learn . Thats key to all of this, craig. We know the administration, again, has sort of been dealing with this nonstop. Its been overshadowing a lot of other work here. Their challenge moving forward, particularly as they head into next week, is how specifically to manage that crisis, while also trying to get back on track with some of the president s other key priorities, like health care, like tax reform. Now, of course, this big backlash the president is getting after pulling out of the paris climate agreement, craig. Kristen welker from the north lawn of the peoples house. Keir simmons in st. Petersburg, russia. Keir, stay out of trouble, sir. Another animated response from president putin was when megyn kelly posed this question. Take a listen. What the experts say is that this couldnt have been faked. Its not one factor, that it is a hundred factors that point to russia. They say its the forensics, the digital fingerprints, theip addresses, the malware, the encryption keys, specific pieces of code, that all of them point to russia and none of them points to anyone other than russia. Translator what fingerprints . Hooves prints . Ip addresses, they can be invented. There are very many specialists that can invent or fix it up. You know, a kid of yours can send it. A girl that is a 3yearold can portray such an attack. They present it like this. They can pass it off like this. The specialists can invent anything. Then they will blame someone else. These are not proofs. Theyre trying to shirk responsibility. We dont have the problem. The problem is inside the american policy. The trump team has turned to be more efficient during the electoral campaign. Sometimes i thought it was overkill sometimes during the campaign. It turned out that he was right. Hes been able to find an approach and reach out to those electors whom he hoped for and they voted for him. The otherteam, they made a mistake. They dont want to recognize this mistake right now. They dont want to say that they were not wise enough. Julian borger, editor for guardian newspaper. Matthew miller, chief spokesman at the Justice Department under eric holder, also a justice and security analyst. Shawn turner, Deputy White House press secretary for National Security and intelligence issues in the obama white house. Thanks to all of you for joining me this friday morning. Julian, ill start with you. Your general reaction to mr. Putins comments there. His attempts to dodge those questions, brush off a lot of those questions from megyn kelly. Yeah, i think thats as hard as hes been pressed in years. He was really rattled. Megyn kellys questioning, at one point, he asked for someone to give her a pill and talked about the hysteria of the whole russia trump investigation. What was striking, as your correspondent pointed out, he changed his story. He was talking about the hackers who were like artists and woke up one day and decided to do something for their country, implying that getting helping getting donald trump elected did do something for russia. Today, he was very much doubling down in denial. Could have been anyone. It could have been a 3yearold child. Right. It really struck me actually how much his language echoed Donald Trumps language. In some of the tweets, talking about the sour grapes of democrats just because they lost. But it really was a doubling down. But he was clearly rattled on it. Shawn, his comments, putins comments, theyre coming, of course, at the same time of this russia investigation here. Very much heating up. Fresh scrutiny on the meeting between Jared Kushner and the top russian banker. We saw the clip from keir, trying to get answers about what prix si precisely happened at the meeting. Was it about the Kushner Family business . Was it about loosening sanctions . Why could both be problematic for the white house . Both could be problematic because this is another example of serious inconsistencies in the stories that Jared Kushner has told about his inter actions with the russians. You know, when you look at what the russian banker said, you look at what jared said, it is clearly the case they did not have an opportunity to coordinate their stories and to make to come to a conclusion about what they wanted to say ahead of time. I also i think with regard to what kushner was doing at the time, establishing a back channel to communicate with the russians, you know, theres been a lot of discourse about that issue. I think it is important to point out that with regard to these meetings, with regard to the back channel, you know, back channels are something that are used by the government, by sitting governments to communicate, to coordinate, to collaborate with other governments. The key thing there is sitting governments are charged with the responsibility to govern and to do these things outside of the view of the public. Think that one of the reasons why the Intelligence Community are so conrned with whether its meetings with bankers, the substance of the meetings, or the establishment of back channels, the real concern is the intent of those meetings. What are they trying to do . Look, its not to suggest theres something nefarious there. It is to suggest that it is the kind of thing we absolutely must look into and try to understand. Matt, director comey set to testify on thursday. There is a fair amount of hype surrounding this testimony on thursday. Is the central question or i should say, perhaps, the biggest question, is the president of the United States under investigation . Is that the biggest question for the director . Its the biggest question. I think it is one he wont answer and one he wont be able to answer. Hes not in charge of that investigation anymore. What i think we can look for jim comey to do, he probably wont talk about the underlying russia investigation. What happened in 2016, either tampering with our election, coordination, collusion by u. S. Persons, or financial ties between members of the Trump Campaign and Trump Associates with russians. What he will probably answer though is the biggest question thats arisen in 2017. Did the president of the United States obstruct justice by first asking jim comey to back off the investigation into mike flynn and later, by firing jim comey when he wouldnt do that . We know jim comey has kept meticulous notes, deiled the memos. Some leaked out. Others apparently have not. I think what we can look for next week is for him to detail those. By the way, one of the big things we can look for, remember, when President Trump was asked pointblank, did you tell jim comey to back off the flynn investigation, he said no. Right. Next week, jim comey is going to go under oath and give his version of the story. If he said, yes, trump did, thatll put the president in an awkward spot. Itll raise the question, will he will willing to say under oath, perhaps before a grand jury, he didnt direct jim comey to back off . I asked kristen about the speculation that the president may try to invoke privilege, to limit some of this testimony. Do the circumstances fall within the purview of privilege at all . You know, it would be unprecedented for a white house to try to block a former official who wants to testify from going before congress and telling their story. Its never been done in history. I think itd likely be quickly rejected by the courts. There are a number of reasons why it would fail. One, the president is partially waive executive privilege by talking about it. Two, its not generally recognized to cover discussions or examples of wrongdoing. What jim comey will testify about is potential wrongdoing by the president. I think itd be politically explosive for the president to do it. Itd likely be rejected by the courts. Weve seen him do these things before when they didnt seem to politically make sense. I think it is a serious question, whether hell try to do that before next thursday. Julian, matt, shawn, wish we had more time. Thanks to all of you. Nbcs megyn kelly sitting down later today for an exclusive interview with president Vladimir Putin. That interview will air sunday during the premiere of her new show. [hissing] uh i [sound of wrench] [intricate guitar riff] [engine starts] [guitar continues] experts continue to weigh in on how credible President Trumps argument for pulling out of the paris climate agreement is. Here is one of epresident s comments, just one, that some say doesnt add up. We need all forms of available American Energy or our country will be at grave risk of brownouts and blackouts. Our businesses will come to a halt in many cases. And the American Family will suffer the consequences in the form of lost jobs and a very diminished quality of life. John greenberg, a writer at politifact. The unbiased, Nonpartisan Group that looks into what is true, whats not. Theyve won a Pulitzer Prize for it. Theyre look at it. They looked into the point the president made there. What is the truth behind that sound bite there . President trump is pointing to a study. The study exists, but a number of analysts have looked at that study and basically said it cherry picked its assumptions. It essentially is a worst case scenario. The regulations required would be the most draconian, the most expensive. It assumed that other countries wouldnt do anything, so American Companies would have an incentive to leave. It didnt even look at the economic upside of shifting over to, you know, greener forms of power. So essentially, it was what it was, but when you pick it apart, you can say this was the kind of study that would say, yes, this is only going to be bad. It didnt look at anything else. I want to play another sound bite for you and our viewers and listeners. This is the president going after leeway that he believes that china and india will have as a result of the Paris Agreement. Here it is. China will be allowed to build hundreds of additional coal plan. So we cant build the plants but ey can according to this agreement. India will be allowed to double its Coal Production by 2020. Think of it. India can double their Coal Production. Were supposed to get rid of ours. Is any of that true . Well, theres a slight grain there of accuracy related to india. Before we get there, i think the most important thing to point out is that everything in the agreement is voluntary. Its not like a straight jacket for us or for anybody else. In particular, when you take a look at china, his statement about china opening up new coal fire plants, in fact, in january, china cancelled plans for over 100 coalfired plants that were in the works. So it is moving in precisely the opposite direction. As for india, well, india has talked about doubling its coalfired capacity, but it has also said that it wants to abide by its own targets for reducing emissions. Its not committed to building those plants. He goes a bit overboard there, as well. Jon greenberg, politifact this morning in washington. Thank you. Youre welcome. There was a show of solidarity for the paris climate agreement by local governments in this country and around the world, as well. They range from buildings and bridges here in new york city illuminated by green to mexicos city hall. Theres mexicos city hall surrounding monuments, as well. In paris, as well, pariss city hall, also you see the green there. Nbcs matt bradley joining us now from london. Hes in the bureau there with more on how World Leaders are reacting. We heard from the leaders of italy, germany and france. They put out the joint statement yesterday, condemning the decision, matt. What more are we hearing fm them . What are we hearing from others . Thanks, craig. Well, it has been universal and disappointment is the term weve seen in a lot of these different press releases and statements from governments. Front and center in all of this outrage has been french president macron. He managed to use the president s Favorite Campaign slogan against him. Take a listen. I reaffirm clearly that the Paris Agreement remains irreversible and will be implemented. Not just by france but by all the other nations. We will succeed. E are fully com. Wherever we live, wherever we are, we all share the same responsibility. Make our planet great again. Now, craig, behind all of this anger and outrage from all these World Leaders, theres a little bit of a subtle subtext. There is a whiff of opportunity. Remember, this is the third time in a little more than a week that President Trump has signalled to Global Leaders he is going to be withdrawing from some institution of International Order, the kind of International Order that the United States built over the past since world war ii. He did it fst in brussels, where he was chastising World Leaders for eir ro in nato. He did it again in the g7 at sicily and just yesterday. A lot of these countries, among them, china, see that there is an opening here for a new kind of Global Leadership, just as the United States under President Trump cedes its leadership not just in the environmental realm but all levels of diplomacy. Interesting mr. Macron decided to switch to english at the end to drive home his point even more. What about this idea, weve heard from President Trump saying despite pulling out of the agreement, he remains committed to the environment. What are World Leaders saying about that notion . Well, we heard very few statements addressing that specifically. That was one of the things, of course, as you mentioned that trump said in his speech that he himself is concerned about the environment. Thats going to ring hollow, especially as trump mentioned himself, these were restrictions that the u. S. Decided themselves to put in the paris accord. Theyre nonbinding. Theyre voluntary. There is no mechanism in this accord that would actually enforce any of these rules on any of the participating countries, unlike the previous kyoto protocol. There was no real reason for trump to withdraw from this treaty. World leaders will know this. The only reason was a gesture. It was a way to say, we are not going to be bound, even by rules that were voluntarily imposed on us, by ourselves. This is turning their backs trump is turning his back not just on these other World Leaders and the environment but, as i mentioned before, on this entire International Global order. It goes way beyond just questions of the environment to questions of diplomacy and how the United States will handle itself moving forward under President Trumps direction. Craig . The Trump Administration taking its travel ban fight to the Supreme Court now. The expected move happened late last night when the Justice Department filed two emergency motions, asking the high court to allow the revised ban affecting six muslim majority countries to be immediately enforced. Nbcs justice correspondent Pete Williams is standing by for us. Pete, what were the arguments that the Justice Department made last night . Three, basically, craig. First of all, they say that you shouldnt have a nationwide ban based on only a claim by what they now say is a Single Person in maryland. A man who wanted to bring his wife from iran to the u. S. That you cant have a nationwide ban based on one persons complaint. At the very most, the ban should apply just to the one person. Secondly, they say the the Justice Department says the lower courts are wrong to rely on statements made by candidate trump. Thats been the crux of the Lower Court Decisions here, that this is a muslim ban. Its based on religious discrimination. You just have to look at what the president said during the campaign. The Justice Department says those statements shouldnt count. That puts the courts in trying to psychoanalyze what a candidate was saying. All that should matter is what happened after he became president and signed the executive order. Finally, they say that basically this is in the National Security interests. That the courts should not second guess the president when he says this is necessary for National Security. On that argument, they may well prevail in the Supreme Court, craig. The Supreme Court traditionally tends to be more deferential to a president. These e the six countries that are underhe proposed travel restrictions. The government has been claiming that you just cant count on the kind of information you get from these countries when youre trying to do background investigations on people who want visas to come to the u. S. The current term ends, if im not mistaken, later this month. Do they take this up before the end of the term, or is this something that gets shelved into the fall . Yes to both. Heres why. What the government says is we want you to act right away on our request to let us go ahead and enforce the executive order while you decide whether or not to hear our appeal on the overall legal merits of the executive order. So what theyre saying is, lift the stays that have been issued by the lower courts in hawaii and maryland and let us go ahead and enforce the ban while you think about it. Please act quickly on our request to lift the stay and enforce it now. Let us file our briefs and then you can decide whether to hear the case in the fall. Of course, the practical result of that, if the Supreme Court were to go along with that, if they lifted the stay, the executive order just said we want a 90day pause on issuing visas from those countries. By the time the Supreme Court hears the case in the fall, a lot of this would be moot. Justice correspondent Pete Williams for us in d. C. , thank you. You bet. Putin unplugged. Yeah translator so i believe that we should stop this idle prattle, which is harmful, and i believe this is like transferring the internal political bickering of the United States beyond the borders of the country. Russias president , Vladimir Putin there, once again denying the kremlin interfered with the 2016 president ial election. Denying it to nbcs megyn kelly in st. Petersburg. Even saying to do it, to meddle in the election was so easy, a kid could hack the election, was the president s assertion. I want to bring in commentary editor for the washington examiner. And columnist, deputy, Editorial Page Editor for the washington post. Ill start with you. President putin there tried several angles to defend the accusations of meddling in the election. Heres another one. Translator even in those reports, there is no specific evidence, no facts. Just assumptions, allegations and conclusions based on the allegations. Nothing more. You know, if there is something specific, concrete, we could discuss that. Of course, keep in mind here, again, it was just yesterday that putin asserted maybe it was a patriotic russian. Maybe it was someone who loved their country but wasnt really affiliated with the government. What kind of insight are we getting into Vladimir Putin or his relationship with President Trump . So first, yeah, weve got three different excuses here. Its, we didnt do it, somebody else did it. A kid could have done it. And you have no proof. The thirdone, you realize, is not a denial at all. Saying you have no proof is just saying that the evidence isnt there hard enough, but the fact is that the Intelligence Community, its something of a consensus that, yes, this happened. So thats not really a so what it tells us is nothing new about Vladimir Putin. Weve known this guy, former kgb agent, is not reliable. Its part of the reason marco rubio called him one of the greatest geopolitical threats. He doesnt shoot straight or have a concern for shooting straight. To quibble, i think your phrase, hack the election, is grossly misleading. There was no election stuff happening here. But we know it happened. The fact that donald trump took so long to say that he we know that he tried to meddle in the election. The fact that donald trump took so long to admit that and that he was so warm to putin is another reflection of how trump has sort of this soft spot for these strong men. Thats very worrisome. You take issue with the use of the word hack because it implies that russians were tinkering with voting machines, i assume . Yeah. I think hack the election is very imprecise. You could argue that if you he meddled with the election. If you hack an email, lets say if you were to hack into John Podestas emails and it included an election, you hacked into an election . There isnt evidence it tilted the outcome one way or the other. Again, as journalists, we ought to be as precise as possible to not mislead our readers or viewers into thinking something happened that didnt happen. Ruth, my guest earlier remarked on how much he thought slVladimir Putin sounded by tru today. Did his talking points, choice of words, did they sound similar at all to you . Exactly what i was just going to say. Might as well have said it might have been some guy on his bed in new jersey, but maybe he would have been, you know, adding a russian province, who is 400 pounds. Any young person could do it. Trump has the 400pound guy in the basement in new jersey. That is not what happened here. And the similarities between the two of them are not simply amusing but really disturbing. They seem to be the two people on the planet who refuse to accept or acknowledge the obvious, which is what the u. S. Intelligence community concluded, which is that this was a russianled effort to not hack the election. Tims right, that is an ambiguous phrase. But the influence the election and influence it in President Trumps favor. Lets talk about some reporting by the washington post. You guys were the first to report that the Trump Administration apparently is considering returning those two compounds to russia. Of course, those are the compounds that the Obama Administration seized when several intel agencies concluded that russia interfered with the election and or hacked. What kind of deal could both sides be working out, ruth well, its not thats very interesting, bout returning those compounds. Though question how useful those compounds will be as a place for the russians to transact business. I assume they would be intelligence agencies are smart, and i know ours are. They would be pretty well studded with listening devices and things like that. So the russians might want to say thanks but no thanks on that. But theres things that the Trump Administration seems to be interested in trying to do for russia that go beyond giving it prop bac property back. My colleague has a terrific piece in yahoo about efforts to lift sanctions that so alarmed the state Department People who had been working on russian sanctions that they found ways to do to the hill to raise alarms and get it stopped at least for the short term. Why is this such a priority for the Trump Administration . They should have a lot of other things on their plates, i would think. Ruth marcus and tim, big thanks to both of you on this friday morning. Enjoy the weekend. Thanks, craig.
