That is Something Congress has to pass in order to avoid a government shut down this week. It appears to be in reference to comments by Nick Mulvaney on a proposal that would put 1 of funding toward obamacare for every dollar toward building the border wall. But democrats are pushing back on this and other proposals today. It is a political stunt and session for the president that should not shut down our government. That is the height of irresponsibility. He would not want that to define his first 100 days. Republicans have the votes in the house and the senate and the white house to keep government open. The burden to keep it open is on the republicans. Meanwhile, on issue of socalled dreamers being deported, it appears one Administration Official is at odds with another. Lets take a listen. There is no doubt the president has sympathy for young people who were brought here the early ages. So they could rest easy . Well, well see, i believe that anyone who enters the country unlawfully is subject to being deported. And nikki haley will bring the entire Security Council to the white house tomorrow to meet with President Trump. And nbc Kelly Odonnell is there for us today. With a good debut, what all could you tell us about the meeting. The words unprecedented and unusual have been put forward and nikki haley is the president of the Security Council, that is a rotating position and were told by the white house she is bringing to the president and to blair house, which is of course one of the meeting rooms and residences next to the white house, the 15 members of the u. N. Security council. Theyll be some social time, some meetings with members of congress as well as dining with the president. This stands out because the president has been very critical of the United Nations and it comes at a time when north korea is dominating so much of our coverage and the international conversation. And north korea is an issue that the u. N. Security council can, may, should take up as they have in the past. China has been, of course, a key factor in that with its sort of protection and alliance with the North Koreans. So this is a way for nikki haley to show her diplomacy and also to do sort of more retail politics that may better reflect her former time as governor of south carolina. Bringing people together. It also is key because of the 100 day report card which of course is next saturday. 100 days in office for President Trump. And the white house is clearly building into the schedule this week a number of what i would say highprofile, sometimes unusual, standout events and topics that they are going to drive forward this week to show the president s leadership. So yes, a critic of the United Nations but willing to meet with and talk with and see if he could have some kind of connection that might produce some benefit for the United States with the u. N. Security council. So it is something to watch. It is unusual. And it is part of a week where we might be using those words again. Something different and unusual as the 100 day marker rolls toward us. Now the president had called it a ridiculous standard, and yet today the white house is embracing the fact that the 100 days pardon me is coming, and that people will be making assessments, taking a snapshot of the performance of the president thus far and they want to expand beyond legislation because we know legislation has been a real stumbling block for the white house. Even with a republican congress. So other kinds of things that the president can do to demonstrate leadership and direction for the country. Well be seeing a lot of that. Today and kevin surrely from bloomberg news. Well go ladies first with you aliza, so the fight on the deal for government funding could be on track to deadlock over money for the border wall. Why is this such a Sticking Point this week. This is something that President Trump camed on. This is voters who this is something they expect but he said mexico is going to pay for it. And there is new numbers coming out over the last couple of weeks that look like this wall could be somewhere between 20 billion to 70 billion, which is a lot of money and i think that is giving democrats a little bit of momentum in saying were not doing this. This is something weve been against the whole time. You said mexico was going to pay it and oh, look it is even more money than we thought it would be and they have power in the negotiation because he is not insisting on the wall funding, then this could be a good, smooth, government funding. And we heard time and time again that mexico would be paying for the wall and it turns out that is not really the case. And i would agree with aliza, this is unprecedented that we are just a couple of days away from the april 28th deadline in which Republicancontrolled Congress has to pass some kind of partial Government Spending bill in order to avert a government shut down. Alex, this comes aday before the 100 day marker so any source that im speaking with, tells me, republican or democrat, they dont want to have any type of government shut down this week. But on monday night, the House Freedom caucus, within the house of representatives, they are having a meeting and talking about this. And another thing they are talking about, health care under a lot of rumbles and speaker ryan down playing over the last couple of days whether or not there will be a vote on health care this week. However, that is also going t be a major topic of discussion come on monday night and leading is week in congress. You have to wonder how frustrating it is to be in congress. If you have something come out of the white house and you dont think that will happen this week. The timing is what is not syncing up. I wan to ask you, kevin, the California Attorney general said if congress cant pass a funding bill, dont blame the democrats. You cant do it. Take alook. If the majority doesnt have the act today and that is where you find a government shut down in the making. So if we dont have a budget in place, it is not because of a border wall, it is because republicans cant get it together. They have the house, senate and the white house, and does he have a point . What is interesting here is just how much the House Freedom caucus and the conservatives will push for this. Because quite frankly there is a divide, alex, on this particular funding fight, there are many republicans, including the sores that im speaking with in the tea party movement, who say, hey, wait a minute, the way this administration is governing doesnt aplialign by his campai and whether trump could serve as a political referee of sorts to unify this Party Heading into the last week. For the first 100 days. Aliza, lets take a look ahead to tomorrow and what are you watching for in in unusual u. N. Security Council Meeting over lunch tomorrow, all 15 members. We have to watch for how President Trumps comes out of this. He is critical about the u. N. As kelly brought up before and what are they going to talk about. This is an unprecedented time, going on with north korea and russia and china and how are they going to come out as a united front, is trump going to praise the u. N. This is a smart move by nikki haley to say, bring it altogether and have everybody talk about it. But were going to look at what President Trump says and again kevin mentioned the first 100 days, hes looking for some wins. And talking about this, it is an unprecedented move, how does he react to meeting with all of these people. In terms of details, kevin, is there an element that could be more about symbolic lines, more about image than substance. This is a win for nikki haley and this shows she is a factor in terms of crafting Foreign Policy for this administration. And going to be one of the driving forces within the adminiraon on it. But second point that i would make is that this administration has been working hands in hand with the chinese. The china president jinping to put economic pressure on the chinese to deal with north korea. So in terms of military operations on the table, top government officials including mike pence saying that military options are still on the table but economically speaking there are definitely other avenues this administration is also pursuing through the chinese. Your reaction to the new polls for the president s first 00 days. We got the poll which is one of several showing the president s Approval Rating to be the lowest of any president at this point in the first term. What is leading people to give him historically low Approval Ratings. Im go to you first aliza. Weve had low ratings, he had low ratings through the kacampan coming in. And these are lower than in his early president. He got judge gorsuch which is something the white house is very proud of and republicans are satisfied with and he signed a bunch of executive orders but other than that, there is not a lot of legislation he can show. So some people are frustrated saying, look you have rkz republicans in congress and a republican president and a health care, you promised and how is that not happening. And President Trump in general is a divisive person and so you are seeing democrats that are not being on board and i think that the poll shows that the independents and people that backed him are sort of moving away from him. Kevin, your thoughts. Quickly, i would say that all of the polls wont matter if he is able to number one keep the government open and number two if he could unify the base in terms of fixing obamacare. But the second thing that i would note is that look, if there is one thing the election taught us, you cant believe the polls. Okay. Good to see you both. Aliza and kevin, thank you so much. These are the top four candidates and they range from extreme left to right. The top two vote gerts will compete on a runoff. This election day, first of all, is there a sense the city is on edge, the country is on emdge o not . I think people are nervous, but the turnout for the votes suggest they are not staying away from the polls. They are not so nervous they are not voting. Turnout now is just as high as it was in 2012 where we didnt have any terrorist attacks in the immediate past. So i think that people may have been nervous. But they are also thinking that this is a very important election. And in fact, abstention is much, much lower than many people feared before the terrorist attack. You are talking about turnout and it is low and how might that effect who do you think benefits most from that . Im sorry, alex, there is a siren going by. I couldnt hear the question. We did hear that. Quite profoundly. And the fact that there is abstention and not as many people are voting, who might that effect. Who has the most committed base and i would say that is Marine Le Pen. If we look at the numbers, who is turning out where, we see that in what you call le pen country in the south and rural france, turnouts are much higher than usual. Whereas in the sort of suburbs where there are a lot of migrant communities, the turnout is low. In it paris, it is sort of average but on the low side. So i think probably right now what we know about the turnout suggests that Marine Le Pen is in a pretty good position to get into the second round. But we dont have any idea about is who is the other candidate. Now christopher, remind me, if someone were to get over 50 of the vote, does that mean there is no need for a second round on may 7th and is that possible today with 11 candidates in the field . It is almost impossible. I mean, nobody ever talks about anybody getting 50 of the vote plus o vote in the first round in this country. Yeah, that would be a huge surprise and the only person who looks in a position to do that would be Marine Le Pen which would be a more huge surprise and terrify a lot of people because the political wisdom is that she has a solid base that will get her between 35 and 40 and 45 of the vote in the second round but basically convincingly defeated in the second round. Ive never believed that that was such a sure bet. But if she were to get it in the first round, all bets would be off. So if you are a betting man, and weve learned from our election that all bets should be off, but that being the case, Marine Le Pen and emanuel macon, what is the likelihood that these two are the top vote getters once the polls close in an hour and 45 minutes from now. That is what weve been told for quite a while and the last polls allowed to be taken on friday show that macon actually had extended his lead by a full point over Marine Le Pen. Well that is great. But the problem is that we do have a lot of undecided voters in this country. You have a long tradition of people lying about who they will vote for and saying they are undecided when they know perfectly who they will vote for and that creates a situation where we could say polls were unreliable in the United States and britain and they are really unreliable here. We just cant be sure. But if i have to bet, i would say it would be macron and le pen. But injuyour your descrip of people not saying who they are voting for, that sounds familiar. Like what happened to us. Avoiding the government shut down by the end of the week. What sort of negotiations are going on that you dont know about. That could lead to a compromise. And you know, at the end of the day, this could be so easily avoided, all they have to do is pass a continuing resolution and top their demands with these poison pills and these riders. I tend to sus pent suspect it would not happen, it would be an act of political suicide. And your reaction to a tweet this morning saying that obamacare is in serious trouble, the demes need big money to keep it going, otherwise it dies far sooner than anyone thought. And after the comments by Nick Mulvaney after there was a propose add that would put one dollar of funding toward obamacare toward every funding of the border is. And your question is . This is the problem, obamacare is in big trouble and it needs big money. So again another poison pill, they are trying to take a hostage to force through their agenda, mulvaney didnt support the Affordable Care act to gyp with and he doesnt support it now. It is not going anywhere. This effort on their part to undermine it or kill it, how do we know that. Just last week senator tom cotton came out against repeal of the Affordable Care act and in the newest iteration. So any House Majority wants to walk the plank and does this, does this with a knowledge that it will die in the senate and then they are therefore willing to throw 24 Million People under the bus and remove their health insurance, take away protection of people from preexisting conditions and significantly jack up premiums for people between age 50 and 65. So i dont think this is going to happen either. Okay. Lets turn to what is happening tomorrow. Want to get reaction to that. This very unusual step with the u. N. Ambassador nikki haley bringing the entire 15 member Security Council member to the white house and having lunch with the president tomorrow. Andrea mitchell is calling this highly unusual if not unecedted. What do you think is the impetuous for this. What is behind this meeting . So what i think is really important at a Inflection Point here in a fairly perilous fork in the road is that we not match saber rattling with saber rattling. I think what is important is that we be smart and focused and tough. And coordinated, especially with our other allies and those who can help us in the circumstance. I think it sends entirely the wrong signal in pursuit of that objective, frankly, to be telling the International Community that your fleet is heading in one direction when, in fact, it is heading in another direction. But that is what is called for. Okay. Your position there on the Intelligence Committee. What do you know, sir, about north koreas capabilities with regard to Nuclear Weapons . Well, alex, obviously the briefings that we received in the Intelligence Committee are highly classified and i cannot share that with you. How about this how about this how long until you believe that north korea is outfitted with a viable Nuclear Weapon . Whether it be shortterm range or long range . Let me say this, alex. North korea is intent on developing Nuclear Weapons capable of being delivered across the pacific to the domestic or continental United States. And that is their objective. And they are clearly making progress at it, in fits and starts. The world is less safe, if they are able to do that. All right. Before i let you go, where do we stand on the russia investigation. We have this new report this weekend suggesting that russia tried to infiltrate the Trump Campaign especially via carter page. Can you say whether that is the case and what can you tell us about carter page . And i would like to say the carter page and the report. And so i think generally speaking the news about the houses effort with respect to the Russian Investigation is encouraging. In fact, i indeed, i would say were back on track. Mr. Nunez has stepped aside and mr. Conway will work are Ranking Member schiff and we have directors comey and admiral rogers coming back in and well sent the letter and will have the former directors brennan and clapper and yates in and i think well move forward. And moreover, i would say, that for the first time in a while im guardedly optimistic between the fbi and the Senate Intelligence and the house Intelligence Committee, we are going to get at the truth behind all of this and do so in a way that helps protect our democracy. And what do we know about carter page . Who is he . Well, what we know through open sources is that carter page was somebody who played a role for a while in the Trump Campaign and had financial entanglements with people in russia or on behalf of the russian government but the same statement could be made about a whole number of people. In deed that is a large part of the investigation, to find out the nature of the financial entanglements and whether there was a quid pro quo on the table with respect to deals that might be made between those people on behalf of the Trump Campaign and would would then become the would then become the unid states administratioshld he be elected. N. Security council having lunch with the the white house with the president tomorrow. Just thursday, the Council Condemned north korea missile test so how big of a deal is this and has this ever happened before . Well, i dont believe it has ever happened before. When i was u. N. Ambassador, president clinton used to like to come to the u. N. , so that was good. I think this is a good plus for nikki haley. It shows she has political juice, access to the president , the 200 members of the United Nations like that. They like the u. N. Ambassador to be a player. I would expect that what russia and china said would be the most if the is any message from the russn ambassador, Chinese Ambassador on north korea, especially the Chinese Ambassador on north korea, because tuesday is the anniversary in north korea of the korean peoples army. And i bet you they will do something. A missile test or a nuclear test. They are up to something. And i think it is important that their be a coordinated response, especially from the five permanent members of the u. N. Security council. Russia, china, britain, france and the u. S. And i know there are 15 but the main ones are the five permanent. And andrea mitchell, saying they are meeting prior to lunch with the president with members of congress over at blair house for coffee. So is it north korea and russia, are those the main Sticking Points or is it mostly north korea focus do you think and what is the point, what will they get out of the discussion with members of congress . Well, i think there is also another issue. The president has said that he wants to cut American Funding to the u. N. By 40 and the u. S. Congress ultimately makes that decision. So i suspect that the Security Council members will lobby the congress for that not to happen. And also with President Trump. President trump has always been hostile to the u. N. Because of israel issues, just in general. Maybe this is an opportunity for the u. N. To show its tough with President Trump. That is needed. I think a 40 cut at the u. N. On a lot of population, peace keeping, disease and Environmental Issues would be very damaging to u. S. Interests. You mentioned focusing a lot on china and their reaction here. And you know they abstained from the thursdays condemnation of north korea. How far do you think china is willing to go because so far they have resisting any tough action against north korea . Well, in the past china has talked a big game, voted against voted for sanctions but done nothing. This time they may be having an in sentiv an incentive, becae we wont lt y as a currency manipulator and china has to be worried about the north korea belligerent actions. They dont want that instability in the peninsula. So the first step is give china a chance to put pressure on north korea. Maybe they did when north korea did not detonate a Nuclear Blast but they detonated a missile, a failed missile. Maybe that is a little progress. But i think the first step in any coordinated policy with north korea is give china a chance to put some real pressure and lets see how north korea reacts. But china not having done so before now, is it because were there to be a fall of north korea, a unified korea, that would pose an economic challenge to china and their Economic Prosperity and have an open boarder, but what are the issues that china pushes back against . Here are the ones that i think. First, china doesnt want north korea to fall apart and have a lot of north Korean Refugees into china. Number two, china kind of likes the instability in the region because they dont want the u. S. To be the total geopolitical power in the region. So they like the turmoil. But the turmoil has kind of gotten out of control. You have south korea very nervous, youve got cappan very nervous and american troops and seoul with 25 Million People and they dont want a total tinder box and i think kim jongun is going a lot fathrthe than his grandfather in pushing instability and because of that belligerence of north korea, maybe they have some incentives and im not privy to that in the region. But maybe china should be given a chance to show that it is going to make some real pressure on north korea. What about those reports that just surfaced today that another american has been detained in north korea. The student otto warmier could be the clue to this. And they have used american prisoners at bargaining chip. Ive been there. I got one out. President clinton and jimmy carter and james clapper, the head of the cia, the North Koreans in the past, they want to high level visit in exchange for an american. They want some kind of humanitarian assistance. This could be a path forward, a humanitarian negotiation, for maybe the first discussion to say okay lets meet and talk about other issues. The detaining of another american, this tommy kim is unfortunate. It means that North Koreans are accelerating their bargaining chips strategy. I think that is what it means. But you never know with kim jongun. Hes so unpredictable. He doesnt talk to anybody. Hes not making any policy pronouncements except these detonations. These missile tests and i would expect him doing something on tuesday, the anniversary of the korean peoples army, they always do something. Well keep an close eye on that. And a disturbing story about one muslim friend of his that talked about fearing being places in internment camps from the Trump Administration and american muslims feel deeply alen ated. And they are using the trump rhetoric as propaganda and using it as a recruiting tool, alex. So this is making a departure from the rhetoric using during the obama era and this former l. A. Official, they could see a palpable difference in the last few months under trump. He is seeing it and others are telling us that is the case. And after 9 11, they visited mosques and sent a message, we are not at war with islam. And the Trump Administration has not done that.
