And they just humiliated the miami hurricanes and the program wasnt ever the same. Im not saying thats whats going to happen here, but it sure felt like the changing of the guards in College Football last night. Well, on the up side, joe, you look chipper this morning because you could go to bed in the third quarter, which i did, too. He does. He did not. Trevor lawrence, a teenager, a freshman, was absolutely incredible against one of the best defenses in the country in alabama. These two teams will be one and two again next year, they might play for the National Title next year. But clemson, 150, the first 150 Division One Team since 1897. They are an historically great team, they deserve to win, they are the best team. Nick saban will use this as fuel all season and ill bet hes back in that game next year. I got to say its the first time for alabama, the first time for nick sabsaban, the first ti for this team theyve been under nick saban, so humiliated on the national stage. That will either serve as fuel. If nick saban said ive won a dozen or two dozen of these things, maybe its time to hang out at Lake Tuscaloosa or he use it is for fuel. New data appears to show the Trump Administration has been giving false information to make its case that there is a crisis on the southern border and that a wall is needed so badly that it is worth shutting down the government. It concerns the Trump Administrations claim that thousands of terrorists have tried to enter the country by exploiting a porous southern border. We have terrorists coming through the southern border because they find thats probably the easiest place to come through. Cdp has stopped aliens trying to come over the southern border. We know more than 4,000 known or suspected terrorists come into our country illegally and the most vulnerable point is on our southern border. We apprehended more than ten terrorists or suspected terrorists per day at our southern border. No. The governments data, own data, disputes that. Nbc news has obtained customs and Border Protection data provided to congress in may of 2018. It found only six nonu. S. Citizens who were residents in the terror database were encountered by cbp at the southern border. In fact, the number was greater on the northern border where the data shows 91 people were stopped, including 41 who were not american citizens or residents. The Trump Administration nice tweet this morning said thousands were the number, when according to Government Data is actually six. It is possible that the data was up updated since that time but not provided to congress. Willie, from six to thousands. Mike pence, the Vice President , lying to the government again. You have the head of the department of the Homeland Security lying about thousands, the president of the United States lying about thousands, you have Sarah Huckabee sanders, the president s spokesperson, lying about it. Its incredible. And theyre all doing this, just like that ithelied about the caravan and the gang members flooding across the southern border, all to justify this Government Shutdown and to justify the president going on tonight, making up an emergency so he can build his wall along the southern border . Its outrageous. It is, joe. And the quote yesterday, theres a humanitarian and National Security crisis on our southern border. Lets be as clear as we possibly can be. There is no National Security crisis at the border. Richard haas, what you have here, the argument distilled down, weve heard from the president , Vice President , Homeland Security, Sarah Huckabee sanders all on tv as terrorists are streaming across the southern border and if we dont build a wall, that are going to come to america and kill us. That is not happening. The numbers bear it out, the evidence bears it out and this is all so President Trump can deliver on chants he initiated during his rallies build that wall during his president ial campaign. Its theater and a show tonight. Its a theater and a show but this is serious. The faux crisis really is a sham. Its a good rule in washington, if youre going to cook the books, you might want to recook your argument. We have a political, economic human crisis for 800,000 americans and much more as a result. But we could face a real political and constitutional crisis, willie, if the president invokes the Emergency Powers. Essentially over the Years Congress has granted Discretionary Authority to the president. Theres always intent. But the president can run with things in ways it was never intended. The courts have been historically reticent about weighing in. We could be on the edge of a Major Political and constitutional crisis that the president may want because it changes the conversation. And thats where i fear that we could be heading after tonight. Well, yamiche, you even have conservatives who said they support donald trump or would support donald trump if he ran against mitt romney. Eric eriksson saying if the president declared Emergency Powers to circumvent congress, that that would be an impeachable offense. Thats what you get from his supporters. Theres no doubt if he did this, it would be challenged in the courts and the courts would quickly overturn his Emergency Powers. Does he really want to be embarrassed by more trump appointees . Well, i was in an hourlong briefing where Vice President pence and homeland secretary nielsen for about an hour talked to reporters making the case. They said theres a bona fide humanitarian and National Security crisis on the border. We know for a fact that theres no evidence to support that. They handed report eaers a stacf papers with all sorts of numbers and charts trying to make the case but i asked secretary nielsen, where do you get these numbers from . Most of the people were stopped as dhs sources have said for years theyre mostly stopped at the airports and drugs, as the president has talked about a lot saying immigrants are criminals, the drugs are usually smuggled into vehicles at legal points of entry. Mike pence said yesterday the president has looked into declaring a National Emergency, hes had his legal team look at that but he wouldnt go further than what the president said. Right now theyre saying hes considering it, its something he will possibly do. They kept on using the word emergency, they kept on saying this was something urgent. The Vice President said i hate the word base, this is not about politics. When the president goes on tv in primetime, its all about talking to his base, its all about politics, and the wall is a political symbol. Its a political punch line that the president s advisers gave him because they knew he didnt read. When you talk about data, i have a pavlovian response and that is to go to steve. Steve, yamiche brings up a lot of good points about the cooked books, the phony data and the charts, which actually if you look at the government numbers furks look numbers, if you look at Donald Trumps own numbers, more people tried to cross that were terror suspects the Canadian Border than the southern border. We know this is just like the care v caravan. Its a caravan of lies. Six trying to cross the southern border, almost seven times trying to cross the northern border. Is donald trump going to justify a wall across the northern border because the crisis is seven times as bad there. As a former New York Times reporter and someone who has studied the media very closely for decade, why in the world would the networks run Donald Trumps address tonight when we know that donald trump is going to be using it to spread these lies . There were times they didnt run Barack Obamas addresses. I dont think they did a 2011 address and there were times they didnt run other president s addresses. Why should they run Donald Trumps address tonight when they know hes going to be spreading lies and falsehoods. Theres a cynical answer which is that donald trump does tend to drive ratings, even when hes not performing in front of their huge crowd, that theyll get an audience, this is in the public eye. But in 2014 they did no carry a similar address by barack obama and we know this one is going to be filled with lies. I dont want to give away my charts but ill tease my charts slightly to say that the numbers simply dont work. There are 400,000 people who try to cross the southern border every year. 60 of them are families and unaccompanied children. It doesnt leave a lot of people to fill up this terrorist bucket of 4,000 a day or whatever it is theyre claiming. The numbers just dont work at all. The answer to your question, joe, is they shouldnt. One of the most time honored and powerful way as president has to communicate with the American People is through a primetime Oval Office Address, the Michael Jackson industry majesty of setting, the request of the valuable tv time, maybe a signal to the country that says this is something of national importance, as your president , i need to cant with my fellow citizens, our shared challenges and how were going to meet them together. Weve seen that before. Done right, an Oval Office Address with inspire better angels in ourselves. But all signs here that is not what donald trump has in mind and the networks have a decision to make. Do they want to run the promise of more lies, more twisting of reality, mindless confrontation all for the sake of defending trumps dark, twisted fantasy on a wall and Mexican Border to fight an enemy that doesnt exist except in the most fevered swamps of american politics, do they want to do that for ratings . Like theyve done with other president s in other times, the networks should refuse to turn over the airwaves to donald trump tonight for what they know objectively to be a steady stream of lies. Maybe that will stop him from debasing yet another one of our historic, solemn and cherished president ial traditions. They shouldnt run it, not on the main networks. Its a powerful argument, mika, and i think a lot of people probably agree with you. Gene, let me ask you, if they didnt run Barack Obamas address on immigration in 2014 because they thought it was too political, what in the world would be their justification for running it tonight when they know that objectively, by the numbers, by the data donald trump is going to go on tv tonight and he is going to lie about an imagery crisis at the southern border . So i think what they may be and this is not from any inside knowledge of what the network suits are thinking, but i think theyre probably trying to figure out how they can do something close to realtime Fact Checking, the way you did it that time. And he could in the end come off looking not only mendacious but foolish and stiff and this is not what hes really good at. I dont have a good answer. If youre a Network President , you ever dont worry about the cat calls from the audience, you dont worry about the most fevered base in america, whether its on the far left or whether its on the far right. I mean, weve heard a lot of people talking, you know, on the democratic side justifying a Young Democratic congresswomans falsehoods and saying, well, it comes from her heart. No, no. Its either true or its false. And if its a lie, you call out the lie. And thats happening now on the right and it has been happening for years now with donald Trump Supporters. If youre a Network Executive and you know somebody is coming on to spread hatred through lies and misinformation, it seems to me that youre just like a lawyer that cant put a witness on the stand if you know theyre going to commit perjury. Well, i think the decision has been made at the Network Level and the only thing i would say is that i trust Rachel Maddow and i trust lester holt and i trust savannah and i trust the people we have here to do exactly what you and mika did that day during the speech this summer is to go through, pick it apart and point out point by point where the inaccuracies and where the lies are if he presents those. I think they will do a good job of that. But to the larger part of the networks being called fake news, spoiler alert, hes going to call us fake news anyways. Hes already laid that down. And really what is so perverse about what erdogan said yesterday in attacking the United States is the fact that it was the kurds that were fighting isis members that erdogan allowed into the country. That man was more responsible for the rise of terrorists in syria than anybody. Erdogan is many things. He may formally be an ally but hes not a partner with the United States. So it ironic that john bolton, who supposedly oversees the National Security decisionmaking process gets dissed when he goes to turkey to ankara because essentially he didnt run a process that anticipated all this the idea is you would only get the United States out if you wanted to do that. He cant run a process you cant run a process with donald trump calls erdogan the next day, were getting out. John bolton has spent his entire adult life fighting russian aggression, fighting iranian aggression and certainly fighting islamic terrorists like isis. So wouldnt this be wholly consistent with what john bolton has been talking about his entire life . And wouldnt it be bizarre for bolton to actually be meekly going along with Donald Trumps plan, which actually emboldens putin, assad, isis and the iran. It almost hard to talk about this. Normally you have all the considerations before you set the policy, then you try to get conditions from congress and think about implementation and then set the policy. Here weve done it 180 degrees different. The policy announces a policy and theres nothing put in place. So were scrambling. And the biggest crisis is not simply what it means for syria and the kurd as and the war against isis, it reinforces what we say globally, that it really doesnt matter. Why would anybody watching this, why would you put a nickel in administration assurances if the president says one thing, the National Security adviser says another, the secretary of state a third thing, the defense secretary quits. You cant conduct a Foreign Policy this way. It th its that simple. Same as it ever was, gene. Let talk about the Practical Impact of this. What so many people were concerned about two weeks ago for good reason, that we were seedi ceding syria and run over to russia and turkey, we may actually stay there until were assured that iranian influence and russian influential and isis influence is crushed. Or not. And thats really my question now is what is the policy in syria . What is our policy . We have our troops there. What are though supposed to be doing now . Are they supposed to be doing the same stuff they were doing before . Has their mission changed . Are they packing their bags . Should they be thinking about packing their bags or settling in for a long stay . You know, i have absolutely no idea what the policy in syria is and neither does erdogan, neither do the israelis, neither does anybody. Thats just an astounding, an astounding thing from the United States, the leading military and economic power in the world, to be so opaque that we we, america americans, we have no idea what the policy is. It extraordinary. My question to richard haas, how is this sustainable . What are we to think about syria at this point given this direct contradiction . Look, were opaque to ourselves, were opaque to others. The on thing thats clear is Bashir Al Assad will remain in power, u. S. Forces are there for some time doing exactly what, i dont know. I think youre going to see others essentially taking matters into their own hands. They dont know what theyre going to do. They cant count on us. We may or may not stay, we may or may not leave. Owe so theyre going to take power into their own hands. Youre going to see what the world looks like when the United States abdicates. And the great unknown is what americas syria policy is and what its going to be. Six months ago we were in a meeting in washington, we were invited to an offtherecord meeting with Foreign Policy leaders across the middle east and the number one concern was whether we were going to abandon syria. And six months ago people like David Ignatius were asking what is our policy in syria . Richard haas asking what was our policy in syria . This morning after the latest back and forth and im glad it going in the direction it going in because i dont want russia and iran to own more of the middle east, i dont want isis to be iran reconstituted but at the same time, as richard and gene are saying, we still dont know what americas Foreign Policy moves are going to be in syria. Well, this whole process with the president blurting out one concept in the National Security adviser and others having to walk it back and the defense secretary quitting, this is so damaging. Its so damaging and its why certain leaders can jump in and take advantage of the situation because we are displaying weakness. Important as a backdrop against what the president is going to tell us tonight about what he calls an emergency or he calls a crisis at the very least. Lets be specific about who these six people are and why its significant in the way it contradicts what the administration has been telling us. Id be happy to, willie. The first thing we should know is their names were on a terrorist database when they were stopped crossing the southern border. Its not that they were arrested or charged with terrorism, simply something in their pass, whether a family relationship or a mismatch in names calls for hem to be stopped again. Its correct when we say theres been no one arrested on terrorism charges, these people were simply stopped. Weve been able to say the number is very small, most come through airports, but this gives us something tangible. Only six stopped by customs and Border Protection coming through our ports of entry. There are far more coming through the northern border. If the president wants to use this as an argument for a wall, it would be hard to argue there should be one on the southern border and not the northern border. Six at the southern border, which is where the president has made his focus and wants 5. 7 billion to build a wall and 41 coming across the border with canada. Is there any twisting of the numbers . Is there any way to look at the statistics, julia, where Sarah Sanders claim of 4,000 terrorists, is there any way to find that number . Theres around 3,375 of people on the database who stopped coming into the country in 2018. The vast majority of those were airports and now were able to break it down even further to see how few of those were coming to the border. Our data goes to the first half of 2018 so were projecting a trend. It would be hard to see how could you have only 6 people cross the border in the First Six Months and then 4,000 in the second half. I would have to point that part out. And we saw secretary nielsen tweet last night that one is too many. But again, i have to point out these arent necessarily people coming with the intention of doing terror against the United States. They were simply stopped because their names were on a database. It doesnt go as far as a conviction. Yamiche, there have been other numbers thrown out. The Vice President will be sitting down for an interview with nbc this morning said ten terrorists a day. We had a republican congressman make that claim, we debunked it on the air in realtime. There are numbers flying all over the place. Well see which one the president settles on in his address tonight. We know hes going to be using that 4,000 statistic to make the case when we know those number are dubious. The mayor of mcallen, texas, where President Trump is going to be going, he said a wall isnt protective for solving the problems there. How does that compare to what you hear from experts and security people that youve talked to . That really lines up. Ive gone all along the rio grande valley. They have a natural border there. Its the river. They can see people coming across the river, often on rafts. They see them as theyre coming. A lot of times theyre turning themselves in. The administration right now is battling an asylum problem and most of them are families with Young Children. This isnt the kind of people the administration is trying to make it out to be, single men related to terrorist organizations. The vast majority of families coming for asylum. And the other data is there are five who would have come through between ports of entry. It could be as many as 11 came through the southern border. Either way it shows a wall would have only kept out at max five. Ill just sprinkle in here, julia, july of 2017 during the Trump Administration the state Department Said there was, quote, no credible information that any member of a terrorist group has traveled through mexico to gain access to the United States. All important to keep in mind as you listen to the president tonight. Great reporting. Good to see you. Steve, youve got some charts to help us make the case further here. I have some charts that i think will support what julia said. Yesterday you guys showed a chart of how overall apprehensions have been dropping. I want to break that down between mexicans and nonmexicans. Typically mexicans are not terrorists but individuals coming here for work. You can see the total number of mexicans that crossed or tried to cross the border in 2017 was 128,000. Thats what were talking about relative to all these numbers about 4,000 terrorists and all the rest of the stuff. And the number of nonmexicans, who are principally mexican americans, it was higher again in 2016 and 2017. If you look at the next chart and you see what the composition of these people who are crossing the border is, as i side before, the composition has shifted dramatically. These are the ones that trump went down the elevator the day he announced his campaign and started railing about. But that share of people crossing the border has dropped dramatically and now 60 of people crossing the border are either families or unaccompanied children. They are actually flee they are fleeing gang, they are fleeing poverty. They are families. Theyre not terrorists or things like that. To prepare everybody for the discussion tonight about the wall, i thought it would be useful at what numbers were tucking about, 154 miles long. Trump wants to build a thousand miles of border. There are 654 miles of existing fences, barriers, things like that that exist. The congress has approved 124 either new or replacement barriers or walls. Weve started on 40. And there are 14 that are supposed to start in february. I put this all into contest because trump has been running and talking about the wall hes already building. Congress appropriated and only six has been spent. So in terms of Fact Checking the president , nothing has happened at the southern border. So theres been some renovations of small porkss of the wall and in february maybe the first 12 or 14 miles will get started. Your second chart is really critical. It shows the change in composition. That makes the argument that rather than building walls, we ought to be sending money to these countries to improve the condition so people dont feel the need to flee. And its not a National Security crisis. There is humanitarian crisis. The customs and Border Patrol are not set up to deal with families and unaccompanied children. Theyre set up with individuals trying to get across the border to get work. If we were doing this right, we would con and again, immigration for mexico has been going down for a dozen years now. Gene, what will you be watching for tonight at 9 00 . The democrats, nancy pelosi and Chuck Schumer have asked for equal time on the networks. What will you be watching for . I tell you what i would love to see. I would love to see a ticker underneath the president that fact checks him, that says, you know, actually thats not true, thats a lie. The number is actually 6, not 4,000. And by the way, of those six people whose names ended up on some list and the actual number of actual terrorists or people leaning toward terrorism might be a lot closer to zero. So i would love to see realtime Fact Checking and maybe the way to do that is with some sort of ticker underneath the screen. I hope i see that tonight. Yamiche, theres been some thought and reporting on the idea that the president is walking us up to declaring a National Emergency to get his border wall. Do you think thats realistic based on your reporting . Is that what they want . I think based on my reporting the president is trending to wanting to use that power to declare a National Emergency, i should say. Im really going to be looking for the president s words, the way that he talks about a National Emergency plan. If he says the Legal Counsel at the white house here feels as though were confident we can push this through, if he starts going on the offense, if were challenged to court, we look forward to a vigorous defense of our National Emergency plan, i think those key words are something to listen to. If he actually uses numbers because those are the easiest things to fact check. If he starts throwing around charts again, it will be good for reporters like me and other who can quickly say that number is wrong, that number is right. Again, well say one more time, there is no crisis, there is no emergency at the border, despite what the president may say tonight. Its jarring that we are two years in and it almost feels that we have to fight every day not to be desensitized to the fact that the president of the United States lies on a daily basis many times. So whats the impact . Why are we talking about this . You know, we all know, Trump Supporters even know that he lies an awful lot. Hes not really good with the truth and he never has been. But whats the impact . How does that impact your life . Well, theres a Government Shutdown. If you or your family is trying to fly, if you got to get somewhere on business, if you got to go see a loved one through airports, chances are good thats going to get more and more difficult in the coming days and weeks and months. There are an awful lot of people working, almost a Million People that are working that arent going to be getting their paychecks friday, that arent going to be able to make payroll if they have Small Businesses or their spouses have Small Businesses. They may not be able to pay their childs tuition. They may not be able to actually pay rent. They may not be able to even get groceries. I talked about my dad being out of work after he was laid off from lockheed in the early 1970s. We went about 18 months with my dad driving across the deep south with us. One summer, thats how we spent our summer. And let me tell you something, it was hard to fill up the gas tank. It was hard to afford groceries. It was hard for them to keep paying the mortgage. So this is impacting real lives. I know that donald trump thinks it will be fine and he said a couple days ago, oh, theyll manage. No, actually, its not that simple. So these lies actually have a real impact, not only on those who are working but for contractors, but for the economy, for farmers, for so many americans. And as always, when politicians in Washington Play politics, its working class americans who get hurt the most. Well, were going to look into how this all ends, where it goes, along with joe, willie and me, we have former treasury official Steve Rattner still with us, the president of the council on foreign relations, richard haas, columnist for the Washington Post carol timminity and moderator for Washington Week on pbs is with us as well. Steve rattner, do you have any numbers on the cost of this Government Shutdown, what its costing the American People right now . The impact that its having. The impact that its having . For this shutdown we dont exactly know yet. The 2013 shutdown had a direct impact on the federal deficit of 2 billion. So in other words, it cost 2 billion to shut the government down and restart it, which is ironic because were arguing between some number of 1 billion and 5 billion and were going to spend more than that probably simply on shutting down the government and reopening it. In 2013, the council of economic advisers, a government agency, estimated there were 20,000 private sector jobs lost. And another number by standard and poors suggests to the economy, to the gdp, people who cant get on with their business because they cant interact with the government or dont get paid by the on time, is in the order of 6. 5 billion lost hours. Peel like to make fun of government workers, but in fact they do work. And when theyre not working, and then theyre going to probably get made for not working. As this goes on, theres no doubt theres a material effect on the economy, on individuals, on farmers who cant get subsidy payments theyre do, cant get their Business Done with the government and so forth. So robert costa, youre reporting that donald trump and all of the president s men and women are trying to figure out a way to actually bypass congress, trying to figure out a way to declare a National Emergency on the southern border, and theyre going to do it by claiming that you have of course terrorists streaming across the southern border. Weve heard that a lot this past week. It ends up that there are only six foreign people who are on these watch lists. Theyre claiming that thousands and thousands of Illegal Immigrants are streaming over the border. We of course know that the number is down. We of course know the number from mexico has actually reversed and then they talk about a lot of gang members streaming across the border when in fact Donald Trumps own government, the numbers show its an extraordinarily low number of people from gangs. And yet theyre still going to try to declare a National Emergency. Tell us why. Tell us how they do it, and tell us what you think the impact is going to be ultimately. Joe, the clues are there in the reporting. If you step back and you see the administration had they were surprised the president wasnt able to negotiate on details. Democrats walked away from the weekend session saying it seems like this than in negotiating they were shocked that the white house and the republicans didnt have any numbers. They were actually closeless as to the actual. I spoke to Vice President pence on sunday night, joe, and he maintained he was not wavering from that negotiating position. So negotiations in effect collapsed on sunday, didnt go anywhere. There hasnt been a meeting of the principals since friday of last week. On monday instead of interring into and others up to the white house to brief them again on this presentation by secretary feelsen about the break theyre getting nervous about this shutdown. You but democrats dont see the same crisis that republicans see. Thats the challenge right now for this president. Can he get beyond the partisanship that many are well, can he get by the facts . I think thats the biggest problem for democrats and independents, the own administrations statistics dont show that theres a crisis. Im curious, you said that you talked to wasnt it mike pence who float the 2. 5 million that might move both side toward a deal . Thats right. Vice president pen was negotiating with senator schumer and he lowered the number down from 5. 7 to around 2. 5 going for the wall. But then the administration walked back from that negotiating position. Thats the biggest clue we have that there is a possible National Security j because theyre not actually going with the number they had floated. Theyre stepping back and taking this hard line and now making a pitch to the country. So speaking of mike pence, here is nbcs Hallie Jackson moments ago with the Vice President pressing him on the statistics from the government that really fly in the face of what the president and the Vice President have said about people pouring over the border, terrorists coming over the southern border. Take a listen. A document provided by this administration to congress that nbcs in has obtained show that on the southern border, six immigrants in a sixmonth time period were encountered by u. S. Officials who were trying to enter the country, but on the northern border, the number was six times as many. Yet, youre not talkinga wall or a barrier with da. The the difference is were now seeing 60,000 a month attempting to come in illegally, predominantly families with children or whatever. Will walls stop them . Weve seen over 4,000 attempt to come in its a misleading claim. Its been fact checked as i believe youre aware because that number is for all ports of entry, including airports. Thats what i was saying, it is from all ports of entry. Last year alone on the southern bored, 3,000 special interest aliens were apprehended trying to come into our country. Those are individuals whose travel patterns or backgrounds represent the need for additional screening and represent a potential Security Threat to the United States of america. There are two different categories, and they often get conflated. Oh, my god. Deflecting. We now, willie, move from suspected terrorists to special interest immigrant. Mike pence once again floating that number 4,000 around when the overwhelming majority comes in through airports. This what i find so vexing, mike pence knows that hes lying. Mike pence knows that we know that he is lying and yet mike pence and the administration continues lying. Six, count em, six people tried to cross the southern border illegally who were in a terror database. 41 tried to cross the northern border. Its incredible that he just keeps lying when we all know hes lying and he knows that we know that hes lying. And for what . To please the boss because he made a promise he would build that wall, because he led a chant. Theyre willing to used 5. 6 billion of taxpayer money to please the because because of what he chanted about in those rallies in 2016. Im going to can quote secretary nielsen yesterday. They dont want to be nailed down exactly on the number. She said this about the number of terror watch listed has increased over the last two years but the exact number is sensitive. Theyre saying now its too sensitive to disclose to you oum because they cant come up with the number or defend the number when they do. Lets bring in democratic senator chris murphy of connecticut to join our conversation. Good to see you. What is your reaction to this president calling this primetime address tonight and how will you approaching it in responding to it . Hopefully the net works will give equal time. Hes going to continue and he wont mention that children are literally dying. The real numbers suggest that the threat from terrorism is not from mexico. You know, i think the American Public has already made up their mind here that they want this government reopened, that theyre happy to have congress conduct a conversation about Border Security, but it shouldnt be done using federal workers and the coast guard and Transportation Safety authority as ransom for the president s campaign promises. And of course as you guys know, we just had a referendum on this question. The American Public actually had the chance in november to weigh in on the president s wall. And in resounding numbers, they rejected it. Just emergency president obama in 2010 coming to the news house and demanding that they strengthen the Affordable Care act or they put billions of new dollars into it, that he would have been laughed out of the chamber as donald trump should be by making this demand after his resounding defeat in november. Karen tum ulty, backing up ad listening to the Vice President and the secretary of Homeland Security, i just ask a question, what is it when a person is able to make people lie for him or her and do things that perhaps go against the grain of everything they believe, with the values of the country, with more ralt. Isnt that getting beyond dictator and getting in. Well, i think one of the fundamental things thats driving this is the fact that the president has never in the course of this almost two geeld as so he will get on the air tonight, hell say there is a crisis and his followers will believe it, no matter how many facts they say. If bob costas reporter is correct and were headed to this extraordinary situation where the president declares a state of emergency, which does not exist and the law does not really explain what we do if the president refers an emergency. I think all of this end up in the short term i think the rouge there have to and this is one of those things that could lead to a president ial impeachment. I wanted to follow up on karen as point in robert cost as article. Congress over the years has made enormous grants. The so what can congress do to prevent donald trump from announcing tonight or couple of days that he wants to take money and use to to build a wall. Richard, as you know, i share your concern about this massive abdication on broad National Security issues, and i dont think theres anything in this republican senates history that they would stand um to the president if he were to declare a National Emergency and start of course republicans have the chance right now to stand up to this president. We know that there are 60 votes in the senate today to pass a continuing resolution because the senate voted unanimously at the end of last year to do just that. So if the republicans arent willing to stand up to the government right now, why would they giving the president enormous leeway in military power outside of the United States. We have set a precedent that might and so i worry greatly about the total inability of congress should the president grab that kind of National Security power. Let me ask you a question on, who are about to miss their first paycheck this week. How does this impasse break . If the president says 5. 7 billion for the wall or else and democrats say well give you about 1. 3 or else. Wheres the wiggle room . Wheres the negotiation . How does the shutdown end . Well we have always within waling to but we cant do that why the government is shut down. Why . Because that is an invitation to the president to do that every single time he doesnt get his way. So it is an invitation of those workers to be laid off and furloughed every three or four months when the president doesnt get one of his Wild Campaign promises passed by congress. This isnt about democrats not wanting to talk about Border Security. We past lots of border to ensure it isnt used over and over and over again as hostage for the campaign process. So nancy pelosi said she might be willing to give bril 1 11. I wouldnt be saying the president was lying about everything. Unfortunately you have to deal with this administration despite the fact they have no connection to truth on the border or any other issue. I come back to what i said before, joe. Its not that were not willing to talk to the administration. Were just not going to have negotiation after negotiation while the government is shut down. If the other and theyre saying, hey, this sky is green. How do you negotiate with that . Whats the next step . Dont you have to break off the negotiations and say, listen, until we are arguing from the same set of facts, you just go and talk to your people and well just do the peoples work here. Well, compounding that is the fact that the administration cant get on the same thaj in they come and say, well, we want 2. 5 billion, the president says, no, we might be krinesle about the facts under lying this main making this absolutely impossible. So five decembers ago of course the horrific tragedy in your home state. At sandy hook. Many people believed at that time that congress would pass sensible Gun Legislation background checks, the type, trying to keep our kids safer. Are you going to reintroduce that . And do you believe the claim as we may see the United StatesSenate Passing gun safety loufs that pit noun transformed you. It sickens me in a of years obu today we are reintroducing background checks legislation that would require every commercial sale to go through a check in the house and the senate. We expect the house is going to vote that out in the coming months, as soon as the one it and ots i think we can pass that bill lou the it used to be that guns drove republicans to the polls. Now guns drive democrats to the poles. Of the fobs who showed up in november who said gun safety was their number one issue, 70 of them were democrats. It used to be 70 of the house, theyve got could who actually supported the assault weapon ban in the last opinion. This has really transformed since the tragedy at sandy hook. No matter what the question, it always goes back to one thing and that is that government is broken and that it is working only for the rich and only for the powerful. And, you know, how far this takes her, i dont know. But it does seem like it is a populist argument that could, in fact, be an answer to the pom. She got a message, joe. We cant argue with that. And shes lived it. That was an argument that mika had made as a lifelong democrat who always voted for Hillary Clinton didnt have a message through her entire campaign. She didnt have a reason for running other than it was her tu turnlet beth warn doesnt she does seem, doesnt she, to be in a cot tleetly different position that Hillary Clinton was when she first announced her candidacy for the presidency. The winds of populism have been growing back in and over the past years pef donald trump, the presidency, the republican nomination in 2016. The challenge for the democrats and people like senator warren is how do they channel that pop limb in the country . If you listen to her early pitch to voters, she saying shes popular but instead of making immigrant, wall street and paengs a system. If that popless is going to be key to stealing back power for the democratic party, that could be powerful. Steve rattner, mika and i dont usually go to political fundraisers for a lot of different reasons, but im just curious. When you hold your political fundraisers for Elizabeth Warren steve, be nice. We would love to be there and see the the warm embrace of. If i hold a fundraiser for Elizabeth Warren and ask them to attend, it will be a very sparse crowd. There will be room for you to sit right up at the head of the table next to her. In all circles, everything that you talked about and kash rote about Elizabeth Warren and her i would note, candidates espousing the same point of view and shes certain to fix picture images but the real question is when you have a andy rich, and i a lot of things, will that prefail and i think shes a very devoted Public Servant but is that really the type of cant we want to put into a general election. Hillary clinton did lose the election. I take all the criticisms of hillary, but she do get 3 million more vote from havent over threedecades. I will say, mika, the host of your second Favorite Television show, chris matthews, predicted she had an inside track twouning the nomination. I will only say in the general election, i dont know how the democratic primary is going to work out, but in the general election, Elizabeth Warren would do better than drpt, i believe in wisconsin, in minnesota, in michigan and even those pennsylvania in those hates that kur eye i also think she could do extraordinarily well if she runs a good, smart, tough campaign and the iowa caucuses, which could carry her over in the pal. Number one, you call it bad seeds. What are we talking about specifically here . Were talking about pretty much major indicator that youe r Eurasia Group tracks around the nation. Thats pretty unusual, right . That doesnt necessarily say crisis in 2019. A lot of this stuff isnt urgent, but our ability to respond to the next crisis, you think about the 2008 financial crisis, right, the United States, dems, republicans and congress got together, bush and obama fighting the same fight to get us out there. And we had the support of the europeans and even the chinese to say lets avoid depression. After 9 11, our allies came together, supported us, pandemic, terror, or the next economic downturn, the metrics are lined up particularly badly. And thats what bad seeds a all about. How much of that is tied to number five on the list, which is the u. S. At home, chaos at home, the president of the United States veering from one policy to the next, creating lies, making things up. How much of one and five are linked . A little. In 21 years since we started this, this is the first time that the u. S. Domestically has ever appeared on this list. So clearly it matters. Yet the u. S. Is by far the most powerful country in the world and its only number five. So why is that . I think this is the year as the investigations come down and they go after not only trump personally, his family, his organizations, his business interests, we know hes going to lash out in response to that. The question is if he tries to engage in using the powers of the presidency in an extra legal way, to the institutions of the country constrain him . Theyre going to be sorely tested. I will argue they will. If the Supreme Court needs to rule the president did something against the constitution, theyll rule as an independent judiciary. I wish we could feel more confident about that. And clearly the fact thats even a question in 2019 in the way that it wasnt in 2018, is something that we have to be worried about. We also may get the results of Robert Muellers investigation this year, which could put this all into a new light. Doctor, as you look around the world as we head into a new year, where are your areas of greatest concern . I agree with everything ian said but i would emphasize that it does come down to the fact that ewe have a president ial system with an absolute unfit and impulse of president. We dont have policy right now, we are lurching day to day. Trump is unstable psychologically, the pressures are rising and hes likely to become even more unstable. What we call policy is not policy. Its being made up by the hour, where we have troops, where we have huge dangers of conflict in syria. Its obviously being made up day by day. You think trump and the wall, which is weird. He probably believes what hes saying because hes got these paranoid ideations that are all over the place, and he thinks probably that theres this massive terrorist assault coming from the southern border. I believe he believes this. We have a president ial system which unwisely gave a tremendous amount of power to the president , especially in Foreign Policy, over the last 50 years. And now were living the dangers of this. And i think most people, not in his narrow base, understand that this man is psychologically unstable but politically its frozen right now and its very, very dangerous. I certainly agree with you guys. Another way to think about it is weve become neoisolationists. Weve pulled back from our role in the world. If he moved those 2,000 troops from syria, they would have gone to the southern border. Let me turn to ian. The relationship with china is fraught. Are you hopeful or pessimistic we can put the china egg back together . Im hopeful we will not have a move towards 25 tariffs in march, in other words, we wont be talking about an escalation of the trade war. President trump has been very careful not to go after xi jinping personally, and i think hes made it very clear even in the last 24 hours that he wants to show progress. He wants to show hes the kind of progress that with this big tough guy, xi jinping, can come to a deal, kind of what hes done with kim jong un, even though theres not much substance to any, quote unquote, agreement. That doesnt mean we have a trade war but that doesnt mean you wont have trouble in a whole bunch of other areas, on the south china see, on taiwan. I think were heading for an awful lot of bigger challenges between the americans and chinese and no one is going to come out of march thinking weve resolved the relationship between the two most important economies in the world. I think its really important to distinguish between neoisolationism and unilateralism. What we have is unilateralism. Trump breaks rules, breaks treaties, takes the u. S. Out of International Agreements wil willynil willynilly. But hes not isolationist per se, hes putting sanctions here and destabilizing relationships with china in i believe a paranoid way. And i think that the danger is a psychologically unstable president who exacts completely unilaterally to the extent that his staff has no idea what hes going to do one day to the next. He reaches an agreement and then no agreement, its repudiated an hour later. Ian, two countries i dont see on your list, saudi arabia and iran. You say theyre red herrings in 2019. Secretary pompeo is overseas this week, praises saudi arabia for his handling of the khashoggi murder. In the case of saudi arabia, the reason we have a ceasefire in yemen is because Mohammed Bin Salman decided to end a very brutal process. Meanwhile saudi arabia is going nowhere. Its not playing out in 2019. In the case of iran, secretary of state pompeo will admit privately if trump doesnt get a second term, nothings going to happen on iran. Trump will have failed. In other words, a democratic president goes in, they go back to the deal. Meanwhile the iranians can run out the clock in continuing to behave in accordance with the existing deal that the americans pulled out unilaterally but everyone else is engaging in. Thank you. Well, people in minnesota are pissed off about this, to tell you the truth. They are frustrated. I was listening the other day to the tribal chair for the boys reservation in northern minnesota whose Tribal Police are not being paid. And farmers in minnesota are have had a really rough year with low prices and these trade wars and theyre getting ready to go to the bank to get their working Capital Loans for the next year. And they dont know whats happening. They cant get the they cant even often get a phone call answered from the usda. So this is having real impacts on people. Its a waste of taxpayers money. Its a waste for the federal workers, and its increasingly harming people. So what do you think would cause Mitch Mcconnell to change course and even if he does, does the president get onboard with any potential deal . Ive been involved in a lot of big negotiations in my life, big labor negotiations and big deals. And its almost impossible to negotiate with somebody whose position changes all the time. You have to know what is the win . How do you find a common find the Common Ground that you need to . And i suspect that that is a lot of what Mitch Mcconnell is struggling with too. This is his responsibility. He cant just outsource the senate to the president. He has to take up these bills. There are bills sitting there right now on the senate floor that if we passed large portions of this shutdown could be resolved right away. And those are republican bills. So senator, you and a group of other democrats have pledged to help contractor low wage employees to get back pay at the end of the shutdowns. I dont think most people realize in previous shutdowns, you just dont get paid. There no back pay. So for however long this goes on, there is no back paychecks and twhoehey wont be compensat. What workers are you talking about . Were working really hard on this. This is the person who is the, you know, cleans the federal courthouses. Its the person who provides security at federal buildings. Its like the grandma named lila who works and makes about 20 and hour and as she says, if i dont get paid, i dont pay my bills. Those folks have not been made whole when shutdowns end. Federal employees are often gotten their back pay. They get that. These folks not so much. So im working with my colleagues to try to fix that so that they dont have to bear the brunt of being bargain be chips in this shutdown. So without legislation they wont be paid . No. Theres no anything currently in place that would make sure that these folks get paid. So im sure, senator, you dont have much more visibility into the republican side than we do. But as you know, 60 senators voted for the continuing resolution. There are three or four who are somewhat vulnerable and talking about getting something done here. Do you see any cracks really on the Senate Republican side, enough cracks at some point Mitch Mcconnell might go to the president and say game over, we have to do a deal here or do you think they stick with the president . I dont have any great insight into the republican caucus. I do know that my colleagues like Corey Gardiner and Susan Collins are hearing the same things that im hearing when i go home which is people see the shutdown as a waste, increasingly hurting people. And they want us to the senate needs to do our job. We have a constitutional responsibility to pass bills that fund the government and as soon as the president s job to decide whether he should support them or not. I mean who knows . New data appears to show the Trump Administration has been giving false information to make its case that there is a crisis on the southern border and that a wall is needed so badly that it is worth shutting down the government. It concerns the Trump Administrations claim that thousands of terrorists have tried to enter the country by exploiting a pourous porous southern border. Terrorists are coming through the southern border. They stopped 3,000 special interest aliens trying to come into the country on the southern border. We know that roughly 4,000 known or suspected terrorists come into our country illegally. And we know that our most vulnerable point of entry is at our southern border. We apprehended more than more than ten terrorists or suspected terrorists per day at our southern border. No. The governments data, own data disputes that. Nbc news obtained customs and Border Protection data provided to congress in may of 2018. It found only six nonu. S. Citizens or residents in the terror data base were encountered by cbp at the southern border in the first half of the year. In fact, the numbers with greater on the northern border where the data shows 91 people were stopped including 41 who were not american citizens or residents. Again what does that have to do with it . The Trump Administration said thousands when the number according to Government Data is actually six. The data was latest set on this topic provided to congress. It is possible that data was updated since that time but not provided to congress. Willie, from 6 to thousands . I mean, come on, mike pence, the Vice President of the United States, lying to the American People again saying that there were ten a day. No, there were six in an entire year in the latest data that was passed along. You have the head of the department of home land security lying about thousands. You have the president of the United States lying about thousands. You have Sarah Huckabee sanders, the president s spokesperson lying about it and theyre all doing this. Lying about a crisis on the southern border just like they lied about the caravans, just like theyre lying about the gang members flooding across the southern border. All to justify this Government Shutdown and all to justify the president going on tonight making up an emergency so he can build his wall along the southern border. Its outrageous. It is, joe. The quote yesterday from the president , theres a humanitarian and National Security crisis on our southern border. Lets be as clear as we possibly can be. There is no National Security crisis at the border. Those numbers remind us of that again. And richard haas, what you have here, the argument to distill down from the president , Vice President , home land security, Sarah Sanders on tv is terrorists are streaming across the southern border and if we dont build a wall theyre going to come to america and kill us. That is not happening. The numbers bear it out. The evidence bears out and this is also that President Trump can deliver on chance he initiated at his rallies build that wall during the president ial campaign. Its theater. Its a show tonight. Its theater and its a show. But this is serious. Yeah. The faux crisis on the border, it is a sham. And a pretty good rule of thumb in washington. If you have to cook the books, you might want to rethink your argument. But we have the real crisis of the Government Shutdown. And that is a political, economic human crisis for 800,000 americans and much more as a result. But then also we could face a real political and constitutional crisis. If the president invokes the Emergency Powers, over the Years Congress granted Discretionary Authority to the president. There is always intent. But the president can run with things in ways that it was never intended. The courts have been historically shy about weighing in. We can be on the edge of a Major Political and constitutional crisis that the president may want. It changes the conversation. And thats where i fear that we could be heading after tonight. And you even have conservatives who have said that they support donald trump or would support trump if he ran against mitt romney. Eric ericsson is saying that if the president declared Emergency Powers that would be an impeachable offense. Thats what you get from his supporters. But theres no doubt if he did this it would be challenged in the courts and the courts would quickly overturn the president s claim of Emergency Powers. Does he really want to do that . Does he really want to be embarrassed by more trump appointees . I was in an hour long briefing where Vice President pence and Homeland Security talked for reporters making the case, they said specifically there is a bona fide humanitarian and National Security crisis on the boarderd. There is no evidence to support that. They handed reporters a stack of papers with all sorts of numbers and charts trying to make the case that there is an emergency, trying to use the numbers. But i asked secretary neilson, where do you get the numbers . This 4,000 people that youre talking about . Most of the people were stopped as dhs sourced told me for years. Theyre stopped at the airports and drugs as the president talked about a lot saying that immigrants are criminals, the drugs are usually smuggles into vehicles through legal points of entry. So with all that said, mike pence told reporters yesterday, i was sitting at the table across from him, he said the president looked into declaring a National Emergency. He had his legal team look at. That he wouldnt go further than what the president said. So right now theyre just saying hes considering it. Its something he possibly will do. But the way they were talking, the fact they kept on using the word emergency, they kept on saying this was something that was urgent. The Vice President actually told reporters i hate the word basis. Its not about politics. When we know the president coming on tv at 9 00 p. M. , prime time, its all about talking to his base and talking about politics. And really this wall is a political symbol. Yeah. It just is a symbol. A political punch line that president s advisors gave him because they knew he didnt read. And, you know, when you talk about data in charts, i have a response. And that is to go to steve ratner which ill do right now. Steve, you know, she brings up a lot of great points about the cooked books and the charts which actually if you look at the government numbers, if you look at Donald Trumps own numbers from Donald Trumps own administration, more people try to cross that were terror suspects the Canadian Border than the southern border. We know this just like the caravan. Its a caravan of lies. Six trying to cross the southern border, almost seven times the amount trying to cross the northern border. Is donald trump going to try to justify a wall along the northern border because the crisis is seven times as bad there . I just i got to ask you. As the former New York Times report eastern somebody who studied the media very closely for decades, why in the world would the networks run Donald Trumps address tonight when we know that donald trump is going to be using it to spread the lies . There were times they didnt run obamas addresses. I dont think they did in 2011 address. There were times they didnt run other president s address. So why should they run Donald Trumps address tonight when they know hes going to be spreading lies and falsehoods . Well, there is probably two answers to that. There is a cynical answer to that which is that donald trump does tend to drive ratings even when hes not performing in front of some huge crowd that theyll get an awe yeudience an forth. This is a story in public eye. As you appointmented opointed ot carry a similar address by obama. We know this one is filled with lies. I dont want to give away my charts. Ill tease my charts slightly to say that the numbers simply dont work. There are 400,000 people that cross that try to cross the southern border every year. 60 of them are families and unaccompanied children. It doesnt leave a lot of people to fill up this terrorist bucket of 4,000 a day or whatever it is that theyre claiming. And so the numbers just dont work at all. Well, yeah. The answer to your question, joe, is they shouldnt. One of the most time honored ways they can address the americans is valuable television time. Network tv time. With the ability to capture the focus of the people of the United States to, you know, maybe the signal to the country that says this is something of national importance. As your president , i need to communicate with my fellow citizens, our shared challenges and how were going to meet them together. Weve seen that before. Done right, a night time Oval Office Address can unite the country. It can inspire the better angels in ourselves. But all the signs here indicate that is not what donald trump has in mind. And the networks have a decision to make. Do they want to run the promise of more lies, more misleading sti statistics, mindless confrontation for the sake of defending trumps dark twisted fantasy on a wall on the Mexican Border to fight an enemy that doesnt exist except in the most fevered swamps of american politics. Do they want to do that for ratings . Theyve done with other president s in other times. The networks should refuse to turn over the airwaves to donald trump tonight. For what they know objectively to be a steady stream of lies. Maybe that will stop him from debasing yet another one of our historic solemn and cherishes president ial traditions. They shouldnt run it. Not on the main networks. You know, its a powerful argument. And i think a lot of people probably agree with you. Gene, let me ask you. If they didnt run obamas address on immigration in 2014 because they thought it was too political, what in the world would be their justification for running it tonight when they know that objectively by the numbers, by the data, donald trump is going to go on tv tonight and hes going to lie about an imaginary crisis at the southern border . Yeah. You know, there is no objective good reason to do it. But i imagine they felt cornered. The way he demonizes the media. If they refuse, its going to be, you know, see . Theyre all bias. Its all fake news. They wont even carry an address. It doesnt matter. And, you know, its so you either get that or you end up carrying a speech that you know as mika said is going to be filled with lies. So i think what they maybe this is not from any insight knowledge of what the network suits are thinking, i think theyre probably trying to figure out how they can do something close to real time Fact Checking the way you did at the time. And does that really help . Im not sure. Its going to be lies. And we know it. And, you know, the one thing we should keep in mind is that this sort of set piece speech is not Donald Trumps forte. Right. He could in the end come off looking not only mendacious but foolish. He tends to be kind of stiff and stilted and, you know, just this is not what he is really good at. But that doesnt change the basic principle, the question youre asking. I dont have a good answer. In a speech to Parliament Earlier today, he called boltons comments a serious mistake. That he cannot accept. Adding that despite a clear agreement he had with President Trump, the Trump Administration is saying different things. Welcome to the working week. Erdogan reiterated the stance that kurdish fighters are terrorists and accusing the u. S. Of creating a huge lie that u. S. Backed kurds are fighting isis beyond. Again, heres another d. Le donald trump, he lies with great frequency. What is so perversive about what he said yesterday in attacking the United States is that it was the kurds that were fighting isis members that erdogan allowed into the country. In account fa, the in fact, there were stories about how erdogan created a super highway for the terrorists to flood into syria. That man was more responsible for the rise of isis in syria than anybody. Theres so much to say here. Erdogan is not a partner of the United States. The fact we made the syria decision to get out and were counting or banking or him not using that as an opportunity to go after the kurds is naive. The whole idea would have been you only get the United States out if you want to do that. Again, he cant run a process. You cant run a process with donald trump and donald trump calls erdogan the next day and spouts out were getting out of syria. Tell me, again, with all of the problems that you and many others have had had with john bolton, at the same time, this is a man who spent his entire adult life fighting russian aggression, fighting iranian aggression and certainly fighting islamic terrorists like isis. So wouldnt this be wholly consistent with what john bolton is talking about his entire life and wouldnt it be bizarre for bolton to be meekly going along with Donald Trumps plan which actually emboldens putin, assad, isis, and the mullahs of iran . But again, i never you know, it is hard to talk about this, joe. Normally you have all the considerations before you set the policy. Then you try to get conditions and buy in from your allies from congress. You think about implementation. And then you start the policy. Here weve now done it 180 degrees different. The president announces a policy and there is nothing put in place. So the turks havent bought into it. The israelis havent bought into it. Congress hasnt bought into it. The pentagon hasnt bought into it. So were scrambling. And the biggest price is not simply what it means for syria and the kurds and the war against isis and all that. It just reinforces the notion globally that what we say doesnt matter. Why would any american ally watching this play out whether youre sitting in a place like taiwan or south korea or europe, why would you put a nickel in administration assurances if the president says one thing and the National Security advisors says another, the secretary of state a third thing, the defense secretary quits . We have 800,000 people that are going to lose a paycheck on thursday. How many millions of people are going to lose their food . Lose their food opportunities . I mean, were talking about just absolutely the basics of life. This is not right. Just because a political stalemate. If the president wants to call a National Emergency, it will be fought in courts. If that takes care of the shutdown and we get back to work, the six bills, nancy i thought was strategically smart in how she was able to get the house to go along. Lets give the six appropriation bills a vote. Those six bills basically put 90 of all government workers back to work. It puts 96 of all the funding that it takes to run this Government Back in place. And then we can go with our tits and tats and back and forth and everything on the Border Security. Ive said this. I would vote immediately to give the president what he thinks he needs as long as the custom and Border Patrol people are basically being audited and making sure theyre using it in the most prudent way as long as get a vote on the 2013 overhaul reform act. Mr. President , that is a good negotiation skill. Get what you want and because everything is in that bill, everything he wants plus more is in that bill. And hell have to move his far right off of that dime if you will. He hasnt moved even from, you know, solution thats have bipartisan support. I have another question for you. Its this. The president says he can relate to those who are suffering due to the shutdown. Government workers. He even went ton say theyll adjust. Is that how you would feel about people who are right now not receiving paychecks and suffering the direct effects of this Government Shutdown . I was born and raised in little town called farmington, a coal mining town. We lived day to day, not paycheck to paycheck. I mean, i watched people basically do whatever it takes to survive to feed their family, take care of their loved ones and take care of their neighbors. So, no, mr. President , im sorry. They dont have the same opportunity as you have and all of the other people and all of us have been blessed through our lives. And these people absolutely need their paycheck. They cannot make it without a paycheck. And people that dont even have a paycheck cant make it without some assistance from our government which is weve been there for them with the greatest nation on earth. You have to show empathy and compassion. You cant just show it. You have to fill it. You have to know who we are as a country and how we got to where we are. But, man, ill tell you, thats pretty cold. Pretty cold. Yeah. Joe, let me ask you, how is this impacting the good people of West Virginia . You talked about Food Assistance. There are a lot of children in West Virginia. There are a lot of children in alabama. There are a lot of children in new york to california that arent going to be getting Food Assistance because of a Government Shutdown thats basically over a political fight that has no basis in reality. But were talking the impact is actually keeping food off the table for Young Children to eat. Thats a basic necessity of life. You know, its not the childrens fault that they were born into more challenges financially and homes that basically have been upheaveled if you will with the Opioid Epidemic that hit hardworking state like ours and trying to fight our way back out of it. It just is hard to think that because were having a political tussle over what you call a border fence, a border wall, security at the border we need an Immigration Reform policy, period. People, you know, there are three things were dealing with. The people in West Virginia dont understand. I have 12,000 in my state, 12,000 public workers, federal workers are going to be laid off with no paycheck as of thursday. I got thousands and thousands of kids that could go without food unless its was for the lunch and the breakfast programs at school. Joe, all this is being impacted. Its going to be have a horrendous consequence to it. So what im saying is they dont understand. Why are we fighting this . Why are we just as democrats and republicans or citizens of america unable to come together that benefits of majority of the people . And the president wants what he wants. The bottom line, he says the art of the deal. The art of the deal is basically 100 is not always way. The art of the deal is sitting down and working through it. You want security . We got it. You want basically an immigration policy, people come here two different ways. People came here the wrong way for the right reason. They came here the wrong way for the wrong reason. If you want to get rid of the wrong people for the wrong reason, then make sure you have security that prevents them from coming back. This makes sense to us. But if the National Emergency is going to be fody in court, if he wants to declare a National Emergency and he has money within the military to use, i know the money is there. We passed 69 billion in money overseas Contingency Fund and caught pulling back troops. Hell have the money. But with that, it will be fought in courts. Mayor, as a fiscal conservative, as a guy that got into Public Office to balance budgets, hes been trying to tell my conservative friends for years that if you think youre dough denying People Health care youre not, youre just driving single moms and their children to the emergency room at 11 30 at night. Its not only inhumane but fiscally, its stupid. That is expensive. Its unproductive and the worst way to manage costs in the health care system. Exactly. Were already paying a large amount to provide health care the wrong way and to wait until people are really sick, you know, to wait until kids, to wait until seniors are really sick and end up in that emergency room. What we should be doing is helping them get the primary care. This plan will say, heres a primary care doctor. This is going to be your doctor on a regular basis. If you need something else, here is how you get it. Well make sure it is seamless because that way people actually are encouraged to get the health care they need and never get to the point where they end up in the emergency room. So the need here, mr. Mayor, as i understand it, is there are about 600,000 new yorkers who werent caught even by the Affordable Care act. Correct. They could not or were not eligible to enroll in that program. So what does this do for them . They can get sick and what happens . Im going to explain. That first that 600,000, a lot of them are called the young invincibles. You know what thats all about, willie. The young folks, some of them are working class, some of them are even middle class who think they dont need insurance and then, god forbid, they get sick and find out they really have a problem. Were going to reach out to a lot of them and say heres an easy way to get health care that we can plug you into. Other folks just cannot afford the plans that are on the exchange right now. And as i said, there is also folks that are undocumented that cant access the exchange. About 600,000 people. We have another eight Million People who thank god to have some form of insurance. This is one universal way to reach all those folks right now who are not covered. And it is straight forward. We say become a part of this plan. You get a doctor. Again, a primary doctor, all the specialty services. You know where to go to get the help you need. If you are some of the younger people, for example, who could afford insurance but havent done it by now, heres an easy affordable way to do it. If youre someone that cant afford it, were going to make sure health care is available. Its a sliding scale. People will pay what they can. The difference here is with nyc care you know its universal. We were talking before about universal prek which something we have in the city. What parents have said to me is once they knew that prek was absolutely going to be there for their kids, they planned their life around it. Changed the way they thought about things. It made life easier. Heres a way for everyone to know health care is there for you. The estimate is 100 million. You hear critics say why am i paying for young invincibles who dont want to pay insurance, for undocumented immigrants . Well, i say the famous phrase, you can pay me now or you can pay me later. Just the point that joe made before. If we dont help people get the health care, were going to pay plenty on the back end when people get really sick. Well have a lot of people going to work sick and making everyone else sick. We want a healthy society. Here is a way to invest up front to get it right. And to me thats ultimately one thats a smart economic choice too because were not doing the crazy thing which is making the emergency room the first place people go for health care. Go you have to raise taxes . No, this is something were going to pay for through our Public Health care system. Because were making it a priority. Its going to save money down the line because were not going to have as many emergency room visits. Were going to see people get healthier overall. If folks get primary care. Or Mental Health. My wife has led an initiative to make Mental Health care universally available. If people get Mental Health services when they need them at the right point in life, that means you avoid everything from, god forbid, homelessness or incarceration or people losing their jobs.
