At age 39, macron is said to be the youngest leader of france since napoleon. In a tweet, President Trump quoted, congratulations to Emmanuel Macron on his big win today. And he said, another terrorist attack in paris. The people of france will not take much more of this. Will have a big effect on the election. Macron was the subject of a lastminute hack and release of campaign documents, some real and some said to be fabricated, reportedly at the hands of Russian Hackers. In a tweet, Hillary Clinton also the subject of a Campaign Hack, said this. Victory for macron, for france, the eu and the world. Defeat to those interfering with democracy. But the media says i cant talk about that. She just cant help herself. What is it about these two candidates . Trump and clinton cant stop talking about it. Everyone says shes putting together a committee. Run, do whatever you want to do, be involved. But if she and donald trump could look at their calendars and see were in the middle of 2017 would be helpful for them. It would be very helpful for their own selfinterests. I think they both have a lot of unresolved issues related to the campaign. You think . Just on france. Theres tons to say. He was an optimistic candidate of change with an economic plan. Optimism, economic plan and candidate of change, hes got an accomplishment pedigree but talked relentlessly about change. What is incredible, though. This guy has never been in politics before. His party, last election, got like zero percent, 65 this time. Hes the first person since the fifth republic was founded in 65. That didnt come from the two parties. This is a revolution of its own sort, but its a revolution that starts in the center. This guy did not make it into the runoffs. This is like the Michael Bloomberg without the money. He has a very centrist, proglobalization, proeurope, very much wanting to get france out of the 9 up employment, fix the labor laws and move the country forward. But the interesting question for him is that there will be local elections for the legislature in june. He does not have any members of his party in the legislature at the moment. So how hes going to do it shall be effective. Well look at the big picture as it pertains to putin. You wrote a piece in the Washington Post where you write this, russian thats reckless gambit into the u. S. Politics has created diplomatic backlash that has left moscow more isolated than before Donald Trumps election. Think of it this way, hundredsing how putin badly overplayed his hand in the United States should provide insight into how foolish the russian autocrat is to make enemies with the soontobe elected president of france. British journalist ben judah reported that several sources inside e map youll macrons campaign have stated that the russian attack has dramatically hardened macrons views to russia. And now hes going to have a hostile leader in paris and he has a lot of angry people in washington, d. C. It doesnt seem to be the brilliant move that everybody claimed it to be. And he has a hostile leader in berlin. But look at putins situation. This is a guy whos overseeing a country with a shrinking population down to about 140, 145 Million People. Hes virtually nothing going for him economically. His energy tool which is a big coercive power is incredibly weak because of american oil and gas production. So all hes got going for him is military force and cyber. And what hes trying to do is to influence, not to make russia great again, because that would mean real political and economic reform, but he wants russia feared again and respected again. So he invades crimea and is still messing around in ukraine. He does what he did in syria, but this is essentially someone who is trying to act as if hes still running a major world power. But its almost like a car trying to run on two cylinders. He simply cant do it. And what hes had now is hes been rebuffed in france. Thats a good day. And he goes into syria and then hes humiliatehen the United States, donald trump and Donald Trumps advisers suggest they have a missile trick inside of syria. So even that blows up in his face. And now we are in the curious position where the russians are trying to organize peace talks about syria. Which the americans tried and failed for years and years. And if the russians are pushing the syrians to come to the peace table and finding out it is much more complicated than they thought it might be. Julia ayotte said this has all changed and caused a radical shift in the dynamics between moscow and washington. The before it was putin doing crazy things and washington leaders were gob smacked trying to figure it out. Now the russians are trying to figure out what to do. And in the state of the nation last week, a proposed column said it is such a change with putin pushing for peace and the United States sitting back and doing, you know what . Well see. Its hard to see how the interference in u. S. Elections hasnt been because we look at it from our side, but it hasnt been a catastrophic political move by him. If there was some secret plan between donald trump and Vladimir Putin to rule the world by catering to russian interests, if there was, its over. Because between congress and european leaders and the realities that you suggested, putin put himself now in a significantly weaker position just in the last couple of months. Now to american politics now with the house in recess, the republicans are facing blowback from constituents over the Gop Health Care overhaul. At top of the show, we showed you congressman raul labrador, the member of the House Freedom caucus, from his town hall event on friday. You are mandating people on medicaid accept dying. You are making a mandate on killing people. That line is so indefensible. Nobody dies because they dont have access to health care. The congressman later admitted in a Facebook Post that his answers there werent very g to a false nation that the Republican Health care plan will cause people to die in the streets which i completely reject. I was trying to explain that all hospitals are required by law to treat patients in need of Emergency Care regardless of their ability to pay and that the republican plan does not change that. First of all, hes dead wrong, based on the Health Care Coverage they get, it makes a difference on whether they live or die. Every single day and every hospital in new york city and every hospital in idaho and every hospital across the United States of america, but the republicans have found themselves in this position now, they have set themselves up to have to defend taking, whether its 24 Million People off health care or however you want to put it, because, first of all, many people thats reality. But secondly, the messaging on this, has been so horrific, that nobody is getting it out there that actually we actually believe and then they can go on and say that actually were just not compelling 24 Million People to buy this insurance. The main reason going into the messaging over the weekend where you saw the secretary of health and human services, and paul ryan out. The republicans believe that what they are offering will make Americas Health care options better. Thats what they believe, but they are not right now convincing people because of all the realities of they are also not telling the truth. Thats part of why they are having a problem. Im sorry, i know, i know secretary price, i know paul ryan, i know all of these people. They are going on the air and saying things that are not true. Objectively, verifybly, not true. I think i watched all four or five of those. I was on one of them, and the lies were just so blatant. And it was just traumatic. So tell us why. People arent going to lose their insurance, people arent going to whatever. We have been assured repeatedly that nobody is going to lose their health care. Lets run for a few quick charts that will lay it out. Well start with the money because things start with money and who is getting the money and who is not getting the money. Now this is scoring by the cbo done off the second of the three versions of the health care bill. Third version they have not scored yet. Of course, they voted without seeing the score. Numbers arent going to change that much. But basically what you can see, most importantly, is they are cutting 839 billion from medicaid. That is a lot of money to cut. And then still say people are going to get health care. Now, are they cutting it completely or are they sending it to the states . Cutting. Cutting. But they say theyre not cutting. But what they are saying is that because medicare expenses are projected to go up allot, medicaid, rather, more sick people are on it, that their cuts would still leave an increase in medicaid. This is a cut from whab prowhat has been projected to be needed. They are moving subsidies into tax credits and changing them from being more income based to being more age based, giving more subsidies to wealthy people, less to poor people. That will have an affect ill show you in a second. And all that money is going to, most of the money is going to rich people in the face of 622 billion of tax cuts. Define rich. Define rich . Is it 250,000 and above . 250,000 and above, investmentincome people, medical devices, businesses, things like that. So 622 billion in tax cuts. 622 billion in tax cuts for the wealthy americans. Okay. Okay. What does that mean in terms of what happens to insurance . So listen, go back to the last chart for one second, if youre running for office and youre a democrat, the republicans have just made your life so easy. All you say is, you know what . They cut 800 billion from health care for the poorest among us. And they gave 600 billion in tax cuts for the wealthiest among us. They can sit there and go up and explain and do this and they can do that, they are not going to be able to rip that Bumper Sticker off the back. That is the republicans, just as we warned, just as i have been warning nonstop, you have just played into the democrats hand because you had a day trader trying to get a rally in the rose garden. He got his rally, now you have a fight on your hands. Nancy pelosi is speaker of the house, i hope it was worth it for you, because it was a stupid move to rush through when there wasnt cbo scoring. By the way, please dont lie. Please stop saying on tv that liberals are the ones asking for a cbo score. Youve asked for a cbo score for years. I know because i was there with you asking for a cbo score for years dont vote on a bill if you dont know the bills cost. And dont reorder the economy. 1 6 of the economy, if you dont know what is inside the bill. Thats what we made fun of nancy pelosi for seven to eight years now. You look stupid and did it all because the guy at the other end of pennsylvania avenue wanted a press conference. It was worth it for him, but you just made your life more difficult. Next chart. Warren buffett said at the annual meeting on saturday the tax cut would be a 17 cut in his taxes. So we are giving or the republicans would like to give Warren Buffett a cut, he said thank you but no thank you. The biggest problem democrats have is it is hard to believe they would do that. The symbolism of cutting for the media and giving huge taxes to wealthy and republicans not telling the truth makes it difficult for democrats to convince them. But by election day they will. They say it is so grotesque. You can talk to republican conservists, the fact that the rich have been getting richer and the poor are getting poorer. And Alan Greenspan himself says it poses a risk to the continued strength of western capitalism. And here you have a program that cuts 80 billion from the poorest americans and gives it to the richest americans. Thats just bad policy. It reinforces your right to inequality and plays into a steal caricature about american politics. And most important, none of this addresses, not only does it fail to address health care, but it doesnt affect the basic problem with a lot of American Society is that upward mobility is not anything like it was or needs to be. And that aught to be what republicans are focusing on, how to make the American DreamSomething Real and attainable for a large swath of americans who feel cut out and isolated and economically insecure. And all this does is increase economic insecurity rather than increase economic opportunity. You know, theres Different Levels of truth in politics, i guess. Fair enough to say this is boldfaced lying . I dont like to say that but that is what it looks like. And for trump . If you look at what donald trump said in the campaign, his lies about what his Health Care Plan was going to look like, because this is the one hes championed, this is Donald TrumpsHealth Care Plan. This is every bit as much of a divide from what he attacked barack obama for saying, if you want your Health Insurance policy, keep it. If you want your doctor, keep it, et cetera, et cetera. I mean, that is a problem. And the biggest problem for republicans is, this debate is not about the cost curve, its about whether government pays for health care that spends too much money per person is inefficient, or whether Insurance Companies pay. Instead of saying, how do we put more forces in the system to drive down overall costs, save medicare, save medicaid, save middleclass americans from the runaway bills. Mark said earlier that republicans like the bill, but several members who voted for it are praying the Senate Changes it. So they dont necessarily like it. Thats what they are all saying. They are basically saying, dont look at this bill, the senate is going to save us. So they dont like it. So steve has two more charts that well have to get to later. I want to see mark. The Health Care Overhaul is set to get a makeover in the senate with members of the administration saying they will retool the narrowly passed house version rather than try and pass it. And by the way, the Senate Working group that the white house chief of staff Reince Priebus referred to is comprised of 13 men. Mark halperin, why dont they put a woman in there . Susan collins, Lisa Murkowski will be a key player here, they arent going to pass anything without their support. So why dont you put them in the working group . I suspect if they are not formally put in, they will be put in for the unofficial way. The nat is different than the house. And Susan Collins could bring this to a crashing halt if she decides she wants to. On the other side, if youre saying, does it have a chance . Mitch mcconnell has thought it through more than hes shown publicly. And he has a plan to try to figureut how to pass it through the senate. Ifou look at Susan Collins, she wants a bipartisan plan out of the senate, i dont think that will happen, but youll see a lot of individual senators including Susan Collins, play a giant role in this. Susan collins is talking about what republican governors across the country want, which is an expansion of medicaid. Because Susan Collins whom the governors understand, which unfortunately a lot of republicans dont understand, that people will get treatment regardless. You might as well make it as efficient as possible. And when you expand medicaid, you actually make it more efficient. So that in the preexisting conditions are the two big problems the senate will have with this. And its why probably medicaid more than the preexisting conditions, its why the bill that President Trump celebrated so victoriously is not a bill that American Voters are ever going to feel the repercussions of because it will never get passed into law. And that would be a question. Everyone assumes this is going to kill the republicans who voted for it, but if voters never feel the impact of that bill, will that help some of these republican congressmen who voted yes on it . I dont know. I think if you voted for it, i can tell you, im here right now, and i get elected to congress because the democrat i ran against voted for bill clintons tax increases when they went through the house, but did not when they went through the final. And he and a lot of other democrats thought that would save them, still said, it never would have gotten that far if he had not voted on it. So no, that vote, nancy pelosi is right, they will gloat the rest of their political careers, that vote will glow wherever they move on the campaign trail. Even if the medicaid changes the preexisting condition . The 30second commercials will be devastating. And a lot of these republicans are not going to vote for it. Its going to be an expansion of medicaid. Its marked on their records. They wont get the expansion of medicaid but a smaller cut. We wont get a rollback. We wont get a full rollback. You have rand paul and ted cruz pushing the other way on this. And they have to get 52 votes. But on the other side of it, youve got Lisa Murkowski and Susan Collins. And youve got rob portman in ohio. Youve got pat toomey in pennsylvania. Pat toomey is not going to vote to cut medicaid. Portman in ohio is not going to cut. And if ron johnson knows what hes doing in wisconsin, and i think he does, hes not going to cut medicaid. So in wisconsin lets look at the impact. Two more charts. So we talked about the money, now lets talk about the people. So if this, if the house bill were to go through, you would lose 24 million, the famous 24 Million People would lose their insurance. Now, as i said, we dont have a cbo score with the most recent bill, but its not going to change much. Of those 24 million, 14 million are on medicaid. Theres nothing in the house bill in any versions of the house bill to make this the early different. This is a pretty hard number. You would lose 3 Million People who buy their insurance on the exchanges. And you would lose 7 Million People who buy or get their insurance through employers. So people who get their insurance through employers are not immune to this. Why . Because one of the provisions is to drop the requirement that all employers offer their people insurance. So lets look at the bottom line, what does this mean for how Many Americans that have insurance versus how many hadnt before . You can see on this chart that beginning with the accomplishment of medicaid in the early 70s, youve had a steady increase in the percentage of american who s wh Health Insurance. And particularly at an enormous drop in the percentage of americans who had Health Insurance with the passage of obamacare. This bill would take it all the way back to where it was before obamacare and then some. It would take it to 19 , which is the highest it has been since the 1970s. We talked to Mark Halperin about some of my friends going on the air this weekend and saying things that were verifybly not true. I was surprised that paul ryan went on the air and said, this is not going to impact what are we worried about . When you had the cooked political report adjust 21, 22 seats. Youve got 23, 24 seats that Hillary Clinton won. And anybody that knows anything about politics knows that vote last week is going to make the job of republicans tougher. And they theyre admitting it off camera themselves. They are in nomans land and supporting something politically unpopular. They are proposing and supporting something they are not honest about what it does. And theyre not having the courage of their convictions to explain the underlying premise of why they think this is a better thing for the american people. As long as that is their posture, i think they will be on defense the entire time. If they muscle something through, but they wont have broad Political Support for it. Mika, i told the story a lot on sometimes when we go out and talk political groups, give speeches, and its about embracing what you do. And 1995, 1996, the first time i ran for reelection, we had to cut medicare because the Medicare Trustees said it was going bankrupt in ten years so we had to make the tough choices and did exactly what bill clinton said we had to do two years before, but then he started going after everybody. And started slaughtering everybody. And then i realized early on in my campaign, if i tried to run from it, i was going to get killed. So i made the entire campaign a referendum on why we had to cut medicare. Why we had to save medicare. And they would ask a question about education, i would talk about why we had to cut medicare. Then ask a question about defense, i would talk about it. I went to it and i piled through it. And if some of you have heard the story before, forgive me, at the end of the campaign, i think it was gwen borger at republican strategies, they had done 20 campaigns and he was like, what are you saying to seniors . I was like, this has backfired. I said, why . Because youve got the highest Approval Rating among Senior Citizens for any of the 120 to 130 races that were running. I said, tell them the truth. And sure enough, they would come up and thank me and say, thank you. Its a little tougher but we understand. If you run away from it, like youre talking about, you always politically get gunned down. If you go straight to the fire and explain to people why you did it, you win. And they are doing the absolute worst thing because they dont believe in the bill, its a bad bill, and it was passed so donald trump could have a press conference in the rose garden. Talk to paul ryan. And they are lying about it. If you would talk to paul ryan, he would say, joe, were going to cut the tax cuts and not give it to the wealthy, how would you explain it . You cant cut benefits. By the way, im sorry, dont want to bring religion into this, but if you are a matthew 25 christian and you believe what jesus says that we will be judged on how we treat the poorest among us, then there is no legislative justification for cutting 650 billion in health benefits. And then turning around and in the same bill and benefiting the richest among us 850 billion. Im not judging anybody. Im just saying, if paul ryan or somebody asked me beforehand, i would say, you cant do it politically, and im not being selfrighteous here because im the last person to be selfrighteous, but you cant do it morally either. This isnt a moral bill. So theres no spinning this. The only way republicans spin this, the republicans, the only way you spin this, its a bad bill, but we had to pass something through the house so the senate could pass a better bill. And when it comes back, well actually repeal obamacare and move it forward. That is the only way to justification it. And we got ruled by trump. But they have to say, its a bad bill. Theyve got to stop justifying the content of the bill. The content is horrific. And if they say that honestly, i hate the bill, but we had to get something passed through the house to go to the senate and repeal obamacare. Okay. But i think theres also a view that you need a representative sample that goes beyond the cambridge manhattan washington, d. C. Corridor. Because after all, its a national newspaper. But im curious, you had said before that your concerns, you said, was youll be the conservative flavor of the month. And you were worried they got you simply because you were never a trumper. And they were reassurer on that point. They said to me, well, i said i dont want you just because of your conservative views. Well, there you go. I want to read from your legislative piece about the france election. And we have Richard House here as well who can respond. Bret stephens, what has failed in france . Macrons challenge wont simply be political. Le pen has offered him a relatively easy foil, given how thoroughly tainted her party is by xenophobia and antisemitism. Yet it is one thing to make the abstract case for openness, competitiveness and globalization in the face of a bigot. The harder climb will be to press for changes that inevitably take thing as way from people. The pair docks of france is that it is desperate for reform and desperate not to be reformed. It wants the benefits of a jobproducing competitive economy, but fears relink wishing a jobprotect iing uncompetitive one. A macron presidency will have to devote its intellectual and rhetorical energies to explaining that it can be one or the other but not both. What has failed in france is an idea, an idea about the role of the state. Macrons challenge is now to show the french there is a better one. Katty . The french have repeatedly shown themselves incredibly resistant to economic reform and critics of macron say what a lot is in his economic plan is not very different from what Francois Hollande was pros proe opposing either. Theres nothing thats going to drag the French Economy into the 20th century, the high cost of employing people, which make it impossible to fire people. So how much hope do you have that macron can do to france what other president s have failed . Macron was the most forwardleaning member of hollandes team. At least hollande two, when he became a reformer, as opposed to the socialist he had been previously. France is desperate. They have 10. 1 unemployment, 23 youth unemployment. This is seven years into a recovery. The moment france goes into a recession again, its going to be a crisis to match some of the great crises of french history. I think macron be understands exactly how serious that challenge is. The french have to be brought along to the idea that, in order to get a competitive economy, theyre going to have to relinquish a state that consumes 57 of gdp and the most generous social spending in the western world. Richard haas, when Margaret Thatcher passed away, steve rattner, a reporter with the times, back when thatcher came to power in london in the early 80s said without thatcher, Great Britain would have been france. And, of course, as we know, steve is no conservative. Its not like he has portraits of Margaret Thatcher in his study, but he stated what was fairly obvious. Why have the french been so resistant to a thatchertype reformer that can go in, turn the tables over in the temple and make that country economically great . Its not just france. Its really all of southern europe. You have a tradition of this state control. Part of the public sector. In this case its, what, closer to 35 . Its just a whole different relationship, joe, between the individual and the state. And people essentially have opted for degrees of security over anything that was risky, even if the risk had a potentially higher upside. People just always embraced a version of the status quo, which had do you see that, richard . Not a lot. Think about macron, his ambitious reform approaches would, what, scale back the size of the state sector from 56 or 57 to, what, 52 . Its hardly revolutionary. Thats the real danger here. If he doesnt do well there, if he doesnt do a better job on security and figure out how to integrate frances 6 million muslims into this society, some day a populist will come along in france who doesnt have the poisonous policies of le pen. That will be the worrisome day. Shes discredited but i dont think populism is forever off the table by any means there. Mark . What are the forces in french politics that could help him . Its the economic crisis. Its not just the size of the state. Other countries have less unemployment with a big state. Right. Its the costing. Reforming a labor code thats 3,000 pages long makes it excruciatingly difficult for employers to fire employees. Most of the employment being created in france is short term, low pay. The french know this better than anyone. So, making the case that you need a more flexible labor market, you need easier rules, i dont think, is impossible to sell on the french. These are very smart, sophisticated people. But they have lived with a kind of ideology bear in mind, you had in 2007 on roughly similar promises. What those two characters lacked was courage i hope macron has the courage. I remember when john meachum was running newsweek and after obama got elected there was a headline, basically, are we becoming socialists. That was the blaring headline. That was the controversy then. You talked about culture and said you americans would make the worst socialists ever because youre mad. Youre working all the time. That is how you define your success. I found that to be fascinating because youre right. Its sort of in the american spirit. When i asked richard if the french could change their culture, you were just as definitive and you immediately laughed. No, thats never going to happen. Its really hard for them. You know, french have long lunches. They have long mandated state holidays. They retire at the age i have french friends who have retired at the age of 55 on almost full pension. They marry older women. Some of them, some of them marry older women. So, giving that up, its not that its giving up an Economic System but your cultural identity. They pride themselves on not being like americans, who work all the time. And thats very hard. Thats very hard. Thats true but theres a bit of a caricature 10, 15 years ago, you could say the exact same thing about germany. Gerhard schroeder passed economic reforms. It was the same in britain. They still kept their mandated sixweek holiday. Look at britain, it was as socialized as they came back in the 1970s. They were yanked out of it and have learned theyre denynamic entrepreneurs. All the french expats living in america, theyve started businesses. Theyve been successful and they all say the same thing. And its about culture. They say we love being here because we can work around the clock. Nobody judges us. But back home if we do that, were looked upon with suspicion. I wonder if that will change. I hope. We will start with you, bill crystal. What do you make of le pens overwhelming defeat last night . Turned out what happened to le pen is what happened to pat buchanan, what will happen to other candidates of that type around the western world. Probably would have happened to trump, had he had a stronger general election. I think thats right. Also trump had the kind of celebrity and less ideological, less associated with the really disreputable past. Its reassuring that the majorities in most of the democracies seem to believe in liberal democracy. Donald trump had suddenly lined himself up behind le pen, tweeting that recent terror attacks would have a big impact on the election and talking about how fascinating the election was. How is this president going to deal with a french president that he was not supportive of . Its a great question. Clearly, not his choice, Emmanuel Macron. Weve seen he cherishes personal relationships with foreign leaders. It doesnt matter, in some ways, to him, if the foreign leader has a different set of ideals and philosophy. If they get in a room and build chemistry, they seem to get along fine. Look at xi jinping of china. China bashing in the campaign. Suddenly he gets in the room in maralago, and theyre best buddies. You cant stop him from speaking about what a great guy he is. Theyre coming at it from a very different point of view. Another big loser not just donald trump, another big loser of Vladimir Putin. Tried to rig the election, release hacking a couple of days beforehand, blew up in his face and macrons camp was he already had a hard line on putin before. Now he loads the gun. Also an important point here, joe, macron winning is as though Mike Bloomberg had the backing of democratic nominee Hillary Clinton and republican jeb bush. Right. Against independent candidate trump, right . So its hard for the populist nationalist candidate to win without the backing of part of the establishment right, which was not true in france. It was true here in the u. S. , where trump coopted a major party and they came around and backed him. Richard haas, it would be a mistake to say that the sort of revolution that weve seen going across the world, sort of a mini 1848, but mini revolution would be a mistake to say that it was defeated yesterday because yesterday was a revolution politically, but it was a revolution from the center. Absolutely. It would be premature to pronounce the death of populism or nationalist movements. What you have here, though, is a real opportunity for macron and really angela merkel. The question is whether they seize the opportunity to reform their own economies, to reform europe. One of the big loser s was terea may. Brexit would have been the least of the eus worries had le pen won. But now he will be very proeu and very close to merkel. The terms of the brexit have just become more difficult. Teresa may is running against Jeremy Corbin and will probably get anywhere between 98 and 99 . Absolutely, she will win the election overwhelmingly, but it does not necessarily strengthen her hand visavis in brussels. The instinct there will be to tow a very tough line because now they have the luxury of doing that since france has stayed very much inside. Teresa may is not running against Jeremy Corbin. Shes running against brussels, and brussels has just had its hand strengthened by Emmanuel Macron to the ode to joy. And he won, which the remaining people in the Brexit Debate failed to do, failed to make an emotional, positive case for europe. He made it and got victory from it. France is a little different from england. And its relationship with europe is different, yes. You will have pretty long leadership, assuming teresa may wins, and merkel wins, which looks probably likely. Up for election in late september . I think the broader western Alliance Point of view, having teresa may with a strong majority, having macron newly elected, having merkel, abe in japan, it will contain the damage trump might do to our basic alliance structure. Part of the reason that macron won was because le pens association with trump damaged marine le pen. The question, richard haas, he gets 65 of the vote there. But, obviously, the eu project is flawed in countless ways. Obviously, citizens in france who did not vote for le pen and citizens in germany who will vote for merkel still think the porous border situation is outrageous, still believe that what merkel did with refugees is outrageous, still believe that the european project has gone badly off course. So, how is that addressed, moving forward . Theres frustration with europe. Its overregulated. You have problems with security. They havent given up on the european project. The whole history of europe has france and germany at its core. The post world war ii steel community. It still has tremendous resonance. It will mean shifting the balance between brussels and National Capitals a little bit more. Thats one of the messages of what we saw in france. It will mean a little bit less regulation. And probably also a little bit more the ability of individual countries to tailor their own relationship with europe. It wont be a onesizefitsall. The basic concept of the european project still retains considerable appeal. Katty, we were talking about the culture of france. Also the culture of Great Britain. Because that happened in britain, all these dominos are going to fall in europe. In fact, what yesterday showed is that britain is britain. Britain is a partner with the United States, economically more so than the rest of europe. Maybe we all just sort of overlearned the lesson with brexit like we overlearned the lesson with donald trump. If le pen won, france would have been the frexit and you would have seen the dismantling of the european union. Le pen didnt win. Youre right. We all had such a shock after brexit and the shock after trump because the polling was wrong. The polling was right in france. We thought maybe this wave is much bigger than we think and lets not assume that what is normal politics applies in this particular moment. The polling was off in the other direction, actually, as much as it was in the underrating brexit and trump. Im a little shocked at a french minister walking out to beethoven and german symphony. They sang that, too. Dont worry. That should come first, though. And teresa may will insist on whatever the Great British anthems are, not on some german composer. Some german composer. I am surprised he said it. Its a mistake a lot of european leaders are making right now. He said there is no french culture. Hes wrong. There is a distinct french culture. There is a distinct german culture. There is a distinct dutch culture. They are not the United States of america. They are france. And thats the mistake european leaders have been making for too long. There is a french culture and the french want him to protect that culture without being a xenophobe. Richard haas, thank you very much. Thank you, richard. Health care and the fallout from last weeks health care vote. Republican members of congress spent the weekend defending the merits of their Health Care Reform effort, consisting that no one will lose coverage. This is a rescue mission to make sure that we can achieve the goals we all want, which is getting the cost of coverage down and making sure that everyone has access to Affordable Health care, especially and including people with preexisting conditions. That is what our bill does. This is a different and, we believe, a better way to cover individuals with preexisting illnesses and swrrs. It allows for every Single Person to get access to the kind of coverage they want. Nobody wants foeb s folks who h preexisting injury or illness not to be covered. Can you really stand by the president s pledge that everybody will be taken care of . Sul, country. Even if a governor which im not sure thats ever going to happen takes the waiver opon, it wouldnt affect anyone wh continuous coverage. Everyone with a preexisting condition right now who is covered under obamacare will continue to have coverage . Absolutely. Everyone . Oh. Absolutely. And their rate also remain affordable, even though theres now more flexibility for Insurance Companies state by state . Their rate also remain affordable. Bob costa i cant even. Im serious. If i have the opportunity to get rid of the preexisting waiver im thinking of doing that and, of course, he backed down a little bit when there was a firestorm, but that will be his option and the option of others. Weve been surprised around the table theyre not embracing what they did. In fact, in many cases they seem to be, lets politely say, dancing around the group. House leadership and Top White House officials defending the house bill pretty forcefully and Senate Republicans are shrugging Susan Collins of maine was saying that the senate will come up with its own legislation. Its hard to predict how this will unfold, that people are preexisting conditions would not be affected or see their coverage change. When you look at this legislation, if states do choose to opt out, its hard to say if it would be disruptive to some people. This remains a point of contention with both parties. Youve been covering this for the circus. Im baffled how chaotic this has been. You have donald trump, who made promises on the campaign that dont line up with anything. The Republican House bill and then donald trump saying give me any bill to sign. I just want a signing ceremony. He embraces a bill that he doesnt support, at least not on the campaign trail. And it was just absolute chaos. They get that billsigning ceremony but im afraid they got more than they bargained for here, mark. How did we get to this point . The constituency for this plan, to a large extent, is republican members of congress and some business interest. It has an 18 Approval Rating. Not a single medical Group Supports it. Many business groups dont support it. To get through the politics of the house, as you said, the president doesnt care much what is in this, by all accounts, so he can move on to tax reform. They have to decide whether they want to defend it on the merits or talk about it in terms that dont line up not only with what the president said on the campaign with you whats in the house bill. Theyre trying to do three things at once that they cant d do. Paul ryan got utterly convinced they had to do this first. Argued with him in private, senior House Republicans, youre taking on the toughest issue with a very complicated bill to defend. From new york to washington how it breaks down. Lets get to the important stuff. I wanted to say but if you talk to republicans privately, well get this through. It will be a muddled thing, wont affect people much either way. I think thats true if governors dont waive. And the golden thing, which tax reform, which they think gives the economy a boost and they go into 2018. They dont care much whats in it. They want to get something through, say theyve done the repeal and replace. They can fix it a year or two from now. I dont think thats the right way to govern but privately, they do not have great hopes. Theyre not saying this is great. Were looking forward to campaigning on this health care bill. Theyre saying, lets get this out of the way so we can campaign on economic growth. Onesixth of the economy. A president who literally has told people just get me something to sign. I dont care whats in it. Just get me something to sign. And meanwhile you have the republicans making the same mistake bill clinton made in 1993, barack obama made in 2009, at least politically. They took on the toughest legislative package first. And it could have a devastating impact on them. It could. There are two different ways to look at. One is if they had to run on the bill they already passed in house, what would they run on in 18 months . This part of the process will be long forgotten if theyre able to get to a place where they find a bill that is acceptable to the senate that does get at least a few democrats on board. Wouldnt republicans rather vote on sorry to cut you off. But wouldnt republicans prefer running on tax reform and Regulatory Reform . Their base would absolutely love that. And then they get the Health Care Reform after they get some momentum. No question about that. They do feel like they have to do this on health reform, the most salient promise they made is to reverse president obamas radical experimentation on health care system. Its true that there is a lot of problems with the Current System that president obama set up. Theres a lot of people very unhappy with it. And, you know, were not at the end of the process. If they had an election tomorrow it wouldnt necessarily look good for the republicans. Were not going to remember this stage if they can get Something Better done. The question is whether they intend to or can pull things together with the senate. Thats a big, big, big lift. As weve seen in the past and as youve just pointed out, health care is the place where president s go to die. Yeah. Uhhuh. This is one of the cases where substance will really matter in the end, will what people see in their lives in november 2018 matter . Katy kay, obamacare for all of the positive i mean all of the accolades that were received from Barack Obamas base, obamacare was what republicans rode to three historic victories. A thousand legislative seats gained across the country since obamacare passed. 62 house seats passed since obamacare passed. 12 to 14 senate seats, 12 to 14 governorships. It has been politically devastating for the democratic party. And now the republicans following that same script. Democrats need only 24 seats. Speaking to a couple of democratic strategists over the last couple of days, how confident they sound that theyre going to get those seats as a result of this bill having been signed. They think the numbers are absolutely solid. I just want to ask you about the optics of this. Mika and i have been looking at this photo all morning. Andrea raised it with tom price on meet on sunday about whether or not they were concerned about this photograph opportunity and it was nearly all middleaged white guys. Tom price gave an answer and pulled out the names of a couple of women. There are two or three, maybe four or five women in that photograph. Are you hearing any concern at all in the white house about what that gathering looked like and the image it sends, or they dont care about it . Its hard to say right now at the white house whether theyre concerned about the gender issue with regard to health care. I know my sources on capitol hill are concerned that this working group in the senate, for the most, has about a dozen 13 members who are all men. This is something that republicans have faced for a long time. Their party is mostly white, male, in the leadership positions. I think you can expect Susan Collins, even if shes not part of this working group, to be a real player. There are concerns about the expansion of medicaid, whether that will be fazed out under this house bill, which it is. Concerns about senator collins and others about planned parenthood. Can i ask you, a lot of people are talking about preexisting conditions. But isnt medicaid the issue that is going to divide the most . It is. You see, senator portman of ohio and several other republican senators, those who are considered both moderate and conservative, raising concerns about medicaid. Governor casic was saying the same on sunday. Theres a concern th, look, these voters are trump voters if youre on medicaid, working class voters in nearpoverty situations. If you start countering them, thats going to have a political and policy impact. Bill kristol, robert costa, peter baker, thank you very much. Its my hope that theyre going to start all over again. The folks on the tv shows this sunday made outrageous claims for the bill thats been passed out of the house. At the end of the day, this is about people. What im hearing from delawareans up and down the st i w here this weekend is real concern, folks with preexisting conditions, folks who pay too much for their outofpocket costs or insurance, are anxious about the provisions in the bill that passed the house. Im hopeful republicans in the senate will take a hard run to put together a bill that works, conclude they cant do that on their own and work across the aisle to find a way together to fix the parts of the Affordable Care act that dont work and move forward together. Working dproop in the senate isnt reach iing out. Ive made repeated overtures to republicans, as have many other democrats in the senate. At the end of the day, if we focus on those who advocate for Americas Health, aarp, american nursing association, the american medical association, if we look at their view of this house bill, theyve all panned it and think its going to hurt americans and we should make our focus what will make americans healthier and pass a bill that will improve. Two or three things that if the working group comes to democrats that democrats could work on republicans with, two or three things that could be areas of common agreement where democrats would sign on to a bill that could improve or fix real problems with the program . Well, first, we would have to actually keep the promises that have been made, both by President Trump and by republicans over the weekend, as they characterized the bill. Le pen wants to go to the preeu era because they dont have a solution acres plan to teal with whats really coming down the pike. So what should be the plan if all the great kind of western democracies are struggling with essentially their basic experiment in bringing in new people, immigration and growth at the same time . Moving the sub cities into tax credits and changing them from being more income based to being more aged base and giving more subsidies to wealthy people. Thats going to have an effect. All that money is going to most of that money is doing to rich people in the face of 622 billion. Tax cuts. Define rich. 250,000. Investment income. And buckley also, from goldwater forward, you actually say in the postwar he was the most influential ideological voice that america had . I would say that at all time. I could not find a private citizen with the kind of impact and influence William Buckley had in the course of a half century moving the country to his point of view, when he started out the country was overwhelmingly liberal you say in american history. In american history. I can think of many, many writers who had an impact. Here was a man that helped elect president s, who advised president s. He was not afraid to say that, that there is a republican party, theres a conservative movement, maybe they are traveling companions, fellow travelers but theyre not the same thing. What is buckleys most significant legacy . Is it the election of Ronald Reagan or bigger than that in . He took a movement, took a philosophy that was seen on the fringes of american politics and he made it what a trilling he said it was a philosophy of discontent and complaint, cranks, occasional remnants of the past who are upset about things, but he took it from the fringe and made it one of two competing respectful political philosophies and he did it by policing it very carefully.
