It is no exaggeration to say that humanitys future depends on us. The war this week extended beyond iraq and beyond isis. On monday u. S. Officials announced air strikes against targets in syria held by both ice skps another group an al qaeda affiliate that Officials Say wants to attack the United States directly. More than 50 countries have joined the u. S. Coalition against ice skps several have participated air strikes. At the u. N. The president argued that the war on terror could help make the world safer. But in a month when the Prime Minister of iraq claimed there was a threat to attack the subway system, when we learned of another terror group more focused than isis on attacking the United States and learned amid a summer of news about war in the middle east doesnt exactly feel safer. As of Early September americans felt less safe than in any time since september 11, 2011. According to an nbc news poll 47 of the country believe it is less safe now, a significant increase from even a year after the twin towers fell. And this idea that the president at this moment went to the American People and made a claim about very specific set of air strikes but then immediately once the air strikes began it was a larger population, it was different targets than we had originally seen. What does that say to you . It says to me that we need to be clear about what are the objectives for this current operation and the strategy that we are pursuing and why. In fact, the threat that we are addressing in syria and iraq is in many ways not so much a terrorist threat although there is a significant terrorist threat there but a threat to the stability and security of the region. You have seen isis disregard borders and try to take territory and terrorize populations and threaten security of our allies. The president has decided that that requires the sort of defeat of this group and that requires action in both syria and iraq. I think it is clear it will require more than that. Even if you defeat isis you still wont have fully stabilized syria or iraq. And that i think for me is this kind of central question. Can you be in a war against terror or terrorism when terrorism is a tactic . To talk about being in a war against a tactic is like being in a war against tanks or it is a way in which its a strategy for making war, a strategy for making Foreign Policy if we take it to the broad stz extent. I am so distressed that they want to attack rather than they have done something. And i had two thoughts that took me away from the president s speech. One was the country that is in a forever war is iraq. Because it is happening president obama went there 12 years after president bush went there to talk about iraq. There is a line in president bushs speech from 2002 that talks about 12 years ago during gulf war i i feel that is a country experiencing a forever war for about 25 years. And they have experienced the war as opposed to kind of the terrorism and the way we have experienced it. The other thing that stood out for me with the president in this sort of constant search for what is obamas doctrine and philosophical approach was the last line of the speech where he said join us. In other words, i feel like the president after many Different International efforts we saw and Different Things as you have talked about a lot, drone strie strikes, libya, which is go with the group. Here trying to build a coalition. I feel like a president six years in, a president who came in wanting to end war, a president who went to the u. N. A year ago to say we are done with iraq has gotten to a place where his theory, his position is join us. So i want on exactly that i want to play a little bit of sound of the president this week and have you respond to it. So this is the president talking about civilized people and what they should be in fact working against or at war against. Lets take a listen. It is time for a new compact among civilized peoples of this world to eradicate war in corruption of young minds by violent ideology. Is the claim here about being at war against violent ideology . At the same time i want to put in context that irans president earlier this week said that certain intelligence agencies have put blades in the hands of mad men who now sparb no one. So on the one hand you have a president saying this is about ideology that must be rooted out and then a president saying maybe you should stop arming people. This is absolutely true. There are a few things going on. Reducing this war to a war about the civilized versus uncivilized nations of the war, bringing back colonial discourse is not useful to winning hearts and minds that we need to win to fight the war on terror effectively. We often forget about the other side of this. Take out the perpetrators of violence but you want to make sure that the audience, the people who you are targeting are not finding these discourses attractive. And we forget about that when we go to war. What you want to ensure is that the war itself, the way you conduct your war and basically target these people is not going to create an atmosphere where the younger recruits are going to find this ideology attractive. And we forget about this. Every time we go to war especially in the last decade in iraq or afghanistan or syria we forget about how our policies become the reason why these discourses. That is a place where many progressives are critiqued, this notion that in any way the u. S. That our actions in this part of the world make us less safe because we are implicated in the violence. How do we talk about that in a way that is useful . I think it is erroneous to think that if somehow we were to simply disengage or stay out of this region that that would make the region safer. I think what is happening in syria now was fuelled in sort of embedded by the fact that the western world in general the United States didnt engage with syria sooner. Yo acan argue that had we been involved sooner and tried to end the conflict there sooner the rise of isis wouldnt have been sort of i want to break in with you on that for just one second because this has been maybe one of the hardest things for me as an observer to understand over the course of the past year. What we just in the circumstance where isis would have been among the groups who we would have been helping had we intervened in syria and now we are intervening with groups we would have been against a year ago. I dont think you can make the conclusion. I think the absence of western assistance helped the most extreme elements in syria because they were able to gather sort of funding and were able to thrive in this environment where you didnt have a sort of active western engagement. So i think often times these conflicts are arising from local conditions. In iraq for example you had a lot of sort of feelings among the sunni population there of disenfranchisement and disgruntled against the government in baghdad and the sunnis were willing to support extremist groups like isis because they were seen as somehow leading the charge against this government in baghdad. I want to get in on that point as soon as we come back. Up next the administration is giving indication of just how long this latest military campaign is going to last. This will not be an easy or brief effort. We are at the beginning, not the end. We are at the beginning and not the end of our effort to degrade and destroy isil. Eight years of malaki alienating his sunni population did not help. It created support for terrorism in these pockets of iraq. These were mistakes. This is what im talking about a two tiered strategy about eradicating terrorism. It is not only about confronting military air but how you ensure the population does not find the messages resonate with them and the only savior they find themselves having are groups like isis. We are intervening whether militarily or not and are supporting a lot of the regimes in the region. We are monitoring the situation in syria. It is not because we did not want to intervene. We need to ensure that these terrorist groups dont gain the upperhand by policies that we are directing towards corrupt leaderships and governments and are not giving citizens opportunities of political expression and representation. On that question of sort of communities having the right for political representation, one of the things that i found both most heartening and surprising about the president s speech at the u. N. Was he invoked ferguson and recognition that the u. S. Doesnt always get it right in terms of even our own relationships with our own population. I guess part of what im wondering is as we look at the mistakes that we have made, is it for lack of information, lack of understanding about the complexity . If someone were intervening in the u. S. And didnt understand the relationship of africanamericans to the u. S. State they could get it wrong. I am wondering if we didnt nully understand what we were engaging in 13 years ago . Such an interesting take. When the president was standing at the podium the night before the speech when u. S. Strikes started inside syria there was renewed unrest in ferguson. We had the u. S. Acting overseas, bombing targets in syria and had continued unrest through the morning and into the speech. And i was quite impressed that that was not lost on the president and that he chose to talk about ferguson as well and youre right. If you had descended on america what would you think of that situation. I think to the earlier point one of the things the president said later in the week is he actually talked about the recognition that we have allies with human rights records and with political regimes that do not meet our standards and do not not represent the kinds of things he talked about in the speech. I think that recognition if you take it to another step and michael can talk about this, too, about what it is like to be in the white house knowing you are working with leaders like this, is there a cost . Is there a cost . Can you stand up there and say we are going ahead with saudi arabia here . We are all in together on this. Let me bring you in on that question. What it means to be standing there. We have the president with an Obama Doctrine and real politic of governing with real things occurring in the world. You are right. Im going to put aside the ferguson analogy which i disagree with. When you are dealing with parts of the world like this or any part of the world you deal with the partners that you have. You need to have a Long Term Strategy in this region to help build institutions and help address economic stagnation. You have to deal with the short term problems and understand that some of the long term changes are going to take a very long time. I think we have to be careful when we talk about the notion of perp perpetual war. We need to understand that it arises in lots of situations that we have to deal with on their own individual merits. There are conflicts and terrorism can come out of conflicts. There are ungoverned spaces which can be a source of terrorism. There are state sponsors of terrorism like iran or other states. Each demands a different sort of response. We have to be careful not to lump it all together as one problem with sort of unified solution but be careful that we are analyzing each problem by itself. If you look at the may 2013 speech that president obama gave i think that is what he was trying to do, as well. It is a thoughtful speech that i think folk s should read. Why should the Muslim Community have to apologize for isis . If you look at mainstream organizations in the United States or elsewhere you see a lot of denunciation and renouncing of isis. If you think about isis you have no more than 30, maybe 40,000 individuals of a population of 1. 7 billion muslims. Does it mean every muslim and their child and sister and daughter have to apologize for the crazy work of these radical terrorists . I mean, i dont know them. I dont want to apologize for heinous crimes. I want to live my life. I certainly dont want to walk in the new york city subway station for my children to see how we are being dehumanized in the name of freedom of speech. This is not only a muslim problem but an american problem. It is appalling and quite dangerous from my perspective. I would be remised not to bring up the story out of oklahoma. I want to play a little bit of the sound from the press conference that followed a gentleman who beheaded a woman in the context of his having been fired and goes back to the plant and stabs several people. One of the women, her head is severed. This gets said at the conference. After conducting interviews with co workers of nole nd information was obtained that he recently tried to convert some of his coworkers to the muslim religion. And now this is somehow about islam. Just so it is clear. There is nothing that says if you get fired go back to your work place and kill people. It is not in the quran. Anything that is bad, a bad crime my reaction is please dont let them be muslim. This guys name wasnt muslim and i knew he converted. You have to feel for the family of the woman who was killed. The idea to turn it into we are seeing right wing media move. There were over five work place killings last year. If someone is muslim has to be a terrorist. The idea that that is the relevant piece of information. It may be that some ideology is taking this. At that moment in that press conference i dont think someone is like representing right wing. They literally just believe. This to me is there is a belief that at the core. I can probably have breakfast that morning. We do think that his conversion, his jail house conversion is what is relevant. There should be a cultural paradigm shift in which it is not okay to create that linkage and we know it is not okay to equate white men with school shootings. We have created this language between muslims and violence. What we need that is what we are trying to do. Muslims are funny. That is the new sterio type. I love it but then until you have said my children and then a little sick place happened inside of me because there is one thing for adults. To come back to ferguson and think about the ways in which the criminalization of our children is a life or death matter in this country. Absolutely. I have come to the pessimistic realization. I doept want to be pessimistic but i will be. We are not going to be able to win this propaganda war on our own. Williams you are in good company with conservative lawmakers in your desire to make sure the curriculum promotes citizenship, patriotism, essentials and respect for authority and respect for individual rights while discouraging the study of civil disorder, social strife or disregard of the law. Youre kidding, right . You plan to teach United States history without mentioning civil disorder and social strife and disregard of the law . What are you planning to teach to explain that turbulent decade of massive resistance to law, collective organizing against authority and armed civil disorder . Not the 1960s, i mean the 1770s. You do know that the 1773 Boston Tea Party was an act of civil disobedience and disrespect for the law. You have not forgotten that in 1775 Patrick Henry was so unpatriotic to the British Crown and determined to break the law that he declared give me liberty or give me death. Less than one month ago we reported on the dire prediction that the infection rate could reach 20,000 before the infection is under control. So this new number comes from different assessments done by different organizations and should be noted the new cdc projection does not take into account efforts to combat the disease undertaken by the u. S. Since august. 20,000 to 1. 4 million in less than a month is a startling disparity. The reason . The virus is spreading at an ex exponential rate. One person infects two people who each infect two additional people who then each infect two more people and the numbers swiftly become insurmountable. Ebola is now an exponential crisis. Experts maintain there is little risk of ebola spreading across the globe because ebola is not very easy to spread. The rapid acceleration of the virus in western africa can be understood by taking into extreme poverty and Health Care Systems that plague africa. Joining me is ceo of the global poverty project. So i want to start with you about the vaccine piece because i think americans have a sort of medicinal or pharmaceutical approach to thinking about public health. What is the vaccine possibly . Is it on a timeline that makes sense given the exponential growth. We dont know how fast that will go up. We dont have good surveillance systems. For every case we know about there are more. How we bend the curve and get the data to understand what is happening on the ground is an important priority. We have invested more than 15 million in improving Health Systems in those countries but it obviously isnt enough to get the resilient Health Systems we want. Traditionally we havent thought about Health Vaccines because it doesnt spread very easily. We are in a completely new situation now that it is spreading like this. There are some vaccines and one in humans now, one that has had one time in humans both look promising in animal models. Traditionally we would say this is a three, four, five year project. But this is unprecedented. The world is trying to drive forward to get Safety Information and then in a rolling trial design begin to get data. Does it work. With that data maybe under an emergency edict they will use it. Timeline still mid next year at its best for rollout. That is assuming that everything falls in place. In the meantime looking potentially rapid growth what does it mean to say poverty is a key player here . When i show a chart of that kind of exponential growth i think americans think that is that contagious. Only the flu moves at that speed. What is it that poverty is doing that is spreading the disease . Many of the regions where ebola is spreading fragile states, post conflict regions and regions where the majority of the population live in extreme poverty. So they lack access to basic and Community Health Worker Services let alone nurses or doctors or a Broader Health system. This is the challenge so this is why the president of liberia has made such an urgent plea and said we have to respond immediately. And the president saying ebola is a greater danger than terrorism. In a week in which western states are ramping up saying this is a greater danger to us. Just to come in on that we have to remember here in the u. S. If you get sick you go to a hospital there is food, there is nursing staff, allied staff. Your family can visit you in isolation. In these countries there isnt that type of setup. When you go to a hospital you are expected to bring your family with you and expected to feed you and clothe you and take care of you. If you cant do that then you are dying alone. On this question of family i wanted to play this for a mo moment. This is cdc director. One of our staff described on the street seeing babies left by parents who were afraid of infecting them so to try to save their childs life were abandoning their child hoping someone else would pick them up. That is heartbreaking and you are organizing around exactly these kinds of questions later today right here we will see a concert which seems exactly on these questions. Absolutely. We decided earlier this year that the issue of vaccines and immunizations was crucial for global child survival. And so we worked together with our partners at the Global Alliance of vaccines and immunizations and working to ensure that in the future through their replenishment process we want to see that they raise the full 7. 5 billion necessary to immunize 300 million children and work to save between 5 million and 6 million lives between 2017 and 2020 ft. But first over the course of his nearly six years as attorney general we have seen eric holder make news and history with little fanfare that usually akae accompanies both. Here in nerdland wie associate him with the duck. Calm on the surface but beneath the waves paddling. On the surface the attorney general strikes a measured, boring tone coasting along in speech until you notice the big splash. In 2011 in a statement about the section of the defense of marriage act the attorney general wrote while both the wisdom and legality of section 3 will continue to be the subject of litigation and public debate this administration will no longer assert its constitutionality in court. Hidden in that legal jargon a Seismic Shift on the Justice Department stance of samesex marriage. When the Supreme Court declared a key part of the Voting Rights act unconstitutional last year the attorney general threw the weight of the Justice Department behind lawsuits. These action prove that whenever warranted by facts in the law this department will not hesitate to use tools and Legal Authority to fight against Racial Discrimination and stand against disenfranchisement and safe guard the right of every eligible american to cast a ballot. And on the issue of sentencing reform even bolder action among other things holder has pushed for a reduction in mandatory minimums and harsh sentences for low level drug offenders. And this week a sign that his work is working. The first drop in federal prison population in 20 years. And this time the attorney general was able to crow a little. The population declined by roughly 4,800 inmates, the first decrease we have seen in many decades. This is nothing less than historic. To put the numbers in perspective 10,000 inmates is the rough equivalent of the combined population of six federal prisons each one of which was filled to capacity. But perhaps the biggest signs that the attorney general was ready to go big before going home his willingness to tackle boldly and personally the issue of race, a subject which he once declared america a nation of crowds. In ferguson missouri holder personally volunteered to go to ferguson on the administrations behalf and met with officials as well as frustrated residents making it clear he understood both sides telling them, quote, i am the attorney general of the United States but i am also a black man. And it is that kind of forth rightness, that kind of recognition that as the first africanamerican attorney general he may be able to do and say things that even our first black president cannot. That kind of steadfast support for social justice issues that will make mr. Holder a tough man to replace. When he announced his resignation thursday he was mindful of the work he and the president have done and the work still left to do. I often think of those early talks between us about our belief that we might help to craft a more Perfect Union. Work remains to be done but our list of accomplishments is real. In the months ahead i will leave the department of justice but i will never leave the work. Mr. Holder will stay in office until his successor is confirmed. He is one of the longest serving attorney generals and one of the most influential. The question of who tests the water after him is key. Joining me now politics professor at Princeton University and from washington Wade Henderson, president and ceo of the Leadership Conference on human rights. What is our mighty duck holders legacy going to be . You have captured the essence of eric holder perfectly. Eric holder is really the most vision air, most forward looking attorney general of his generation. He joined a distinguished group of colleagues like Bobby Kennedy or Herbert Brown who was under eisenhower. His legacy is going to be profound. He put forth Ground Breaking reforms. He has defended Voting Rights act and the Affordable Care act. He has expanded the recognizes of lgbt americans and those will have Lasting Impact on the country. But his willingness to tackle issues of race, issues that the president himself often found difficult to give voice to in my judgment makes him also someone who has had profound impact in helping to create the more Perfect Union that he and the president once discussed. Ong that issue, those things, that list, a kind of progressive joyland menu that wade just gave us has prompted great angst from the right. So david vitter, senator from louisiana, tweeted this. Anyone sad to see eric holder stepping down . I cant think of any in history who has attacked louisiana more than holder. And so as we think about that legacy, is there a possibility that it will be rewritten by the right . What is so extraordinary about eric holders accomplishments is that he was able to do anything under the kind of pressure and attack that he was under from the republicans. It was extraordinary and just as unprecedented as much of his accomplishments at work were. I think it should be very much front and center in holders legacy and this administrations legacy. I would throw in the list the fact that they were so succe successful in the courts in defending the Health Care Act which was not a sure thing. The Health Care Act survived many legal challenges all the way up to the Supreme Court. That is also an accomplishment from eric holder. When eric holder came in to the Justice Department he had a process that was preventing africanamericans from being pardoned, from seeking copientations. People as like Clarence Aaron who were released from prison. That is part of remaking the criminal ju s system. He talked about that all the of the time. One of the things that was impressive was despite the pressure he was under in the attacks, the subpoenas, hearings, fast and furious. Held in contempt around that. No end to this that he continued to talk about the things that were important to him. And they made enormous inroads. For me his legacy for sure is going to be in the area of Voting Rights. I want to come to you on this question of legacy and particularly Voting Rights and the go big or before going home how intense. I want to listen for a second to eric holder talking about it for a second here. I have loved the department of justice ever since as a young boy i watched Robert Kennedy prove during the Civil Rights Movement house the department can and must always be a force for that which is right. I hope that i have done honor to the faith you have placed in me, mr. President and to the legacy of all of those who have served before me. So who comes after holder . Not so much because i want to do the palace entry but so he sees himself in the legacy of rfk. Who can carry on the holder legacy . That is a good question recognize now. In many ways holder had the impathy of president that was backing him up. He had the expectation that he was going to push the boundaries on Civil Liberties and on race issues. It is not clear to me if we are in a Political Climate where anybody is able to continue with the legatee. Ferguson is unresolved. Holder is leaving a great legacy. It would have been greater had he resolved ferguson before we moved on. This is going to be something to watch moving forward. I want to play for you my colleague joy reid had an opportunity to speak with ag holder for a moment in washington, d. C. He said i want to listen to a moment to what he said to my colleague, joy. People have to understand something. Barack obama is still the president of the United States. He and i share a world view. I did the thinks that he wanted me to do. We are partners. My departure will not have impack on this administrations commitment to the civil rights issue that has been the life of this president. It just cant be true that his departure will have no impact. The mighty duck has been the voice of this. He has been the voice of it. He has also been the surrogate for president obama including attracting opposition because of his closeness to the president. Having said that i think he and the president share a deep commitment for and respect for protecting the civil rights of all persons in this country. I think the president s successor for eric holder will pursue the policies aggressively. Dont anticipate that congress will roll over particularly house republicans. That is the under statement of the century. I was thinking about you know the attorney general saying he will stand up until successor is not just named or confirmed. It may mean that those who would otherwise oppose him might be anxious for him to leave. I think the operative time will be in the lame duck session after the elections when the Senate Returns and has an opportunity to review. Having said that because of the attorney generals commitment to be there until his successor is confirmed i feel assured that we will have respect for civil rights protection of those efforts that the Justice Department directed towards. It certainly has been an extraordinary run watching this attorney general and president together. I appreciate you adding to our metaphor with the lame duck and mighty duck. Several pieces of evidence were removed including articles of clothing. Law enforcement is conducting tests on the clothing but officials here have declined to offer anymore specifics about the evidence. The 18yearold college student, hannah graham, was last seen two weeks ago after a night out with friends. Police say the teen went to dinner before attending two parties. She left alone and texted a friend to say she was lost. This Surveillance Video shows according to detectives matthew with his arm around graham around 1 00 a. M. Hannah grahams case brings renewed attention to vulnerability of women on College Campuses. This week uva spent letters encouraging walking in groups and speaking up if a situation seems unsafe. Stranger abduction is not the most imminent threat to students on College Campuses. The biggest danger is more often from an acquaintance. Studies estimate one in five women is Sexual Assaulted in college and usually by someone she knows. 55 colleges are currently under investigation and one is the university of chicago where a source posted a color cooed list of men accused of gender based violence. The post reportedly included this note of intent. Keeping the Community Safe since the university wont. The list has since been taken down which leaves us asking, are colleges doing enough . If not, is it okay to start naming names . Joining me now criminal defense attorney and former prosecutor and alexand ru. Thinking about this strategy, do you think it is one that is effective and does it depend on what we mean by effective . Let me start with the big one that it will limit or reduce Sexual Assault on campus . I think that this is a really radical act of selfpreservation by a community let down by the university and criminal Justice System and department of education. It is really wonderful to see students looking out for each other and taking incredible personal risks to do so. With that being said it is not really their job. The only way to see a big shift is for university to start complying with title nine and taking serious allegations against the men. This is at the university of chicago. I wanted to read quickly because they see this differently. I want to get into a little bit of this. They say the university is committed to sustaining academic community. Part of that is owning and defending ones ideas, commentary do not live up to the values. Any threats to personal safety are unacceptable. Depending on the facts ofrt case threats or damaging commentary could rise to disciplinary issues. In this case when they are talking about disciplinary issue they are not talking about the cases of Sexual Assault, per se, but the naming of names as the thing that would constitute. They are turning the victim into the defendant. I am all about taking justice into your own hands. Whoa you dont mean in a vigilante sense . I do but that is a different show. In this case it is legally permissible for these people to put up this list. It is freedom of speech. They are allowed to do it. It is being published by tumbler. They are not committing an illegal act. The only problem is that these men, rapisrapists, may have an action, defamation suit against the people who publish the list. Because they havent been found guilty. So if it is published that is one element and is there injury . Yes. Whether it is false is where the crux lays. This is raw for me. On the one hand you have the university saying we see this potential defamation here. So help folks understand title ix. When i say it people presume we are talking about womens basketball. Womens sports are part of it. Why do you say they are in violation of title 9 . I think it is absolutely true that everybody thinks about womens sports and that is why we started the organization know your 9 to make sure you know it protects against all forms of discrimination including violence. They have to respond appropriately to. They are under federal investigation for a host of reasons including the fact that when students say i was assaulted or abused or harassed they are told lets have a mediation. What they said because i want to keep them in the loop here saying University Efforts created Student Support system, resources for Sexual Violence prevention. Offered by student counciling service and special training to University Police officers. Is that what you mean by lets talk about it . They dont say it includes the arrest of sexual predators. Title 9, if the Sexual Assault interferes with your ability to get an education title 9 kicks in. I barely want universities managing the ncaa. Why does it matter if i was raped on campus versus raped off campus. Why isnt the university doing it versus local Law Enforcement. You are a professor. If i as a student say i have been assaulted you are required, you have a duty to report that to the authorities. You have both areas of Law Enforcement involved. You dont necessarily have to report to the criminal Justice System for a couple of reasons. The police deal with rape as a crime. And universities are required to deal with Sexual Harassment and violence as a civil rights issue. When students are facing violence it is really hard to go to class with your rapist. It is hard to study when your abuser lives next door. And i think it is so important that we preserve this university option rather than pushing it off to the police because survivors dont trust criminal Justice System. I am so glad you put it in that context. It was a legitimate question but trying to prompt a little bit because there is a different standard for civil versus criminal action. We know just in terms of it means the civil rights violation, one may not be found guilty of a criminal action in the courts for it. Please be willing to come back and talk more about this. Reporter resulting in illnesses like malaria and dengue fever which is why few want daughters walking into girls toilet for these. No water, no hand wash or soaps. Reporter that is why girls stay home while boys more easily work around the filth. Using the bathroom in the open as some do it also means girls get sick more often than boys. Its not just toilets but also about menstrual hygiene. Reporter and polluted drinking water. To get clean water walking farther down road sides like this and falls on girls and women. 40 billion hours a year that girls and women lose. The solutions can be seen in this School Starting with this. Hygiene is important. Toilets should be neat and clean. Reporter just installed sinks and toilets four of them so girls dont feel claustrophobic. In addition rain water collectors. They rough filter and resupply ground water polluted. Judith has experience with girls Health Programs in over 25 countries. Hard to think something as simple as water can get in the way of a girls future but it is that simple. How many people does it effect . One in three in the entire world does not have access to clean water and are affected by sanitation. That was a very startling statistic that i discovered as i was looking into the story that you began. Another number that might strike you, 800,000 children die every year. It is guessed by the cdc because of not getting clean water. Those are just some of the numbers behind it. You saw how we were inside that bathroom there for a little bit there. In the amount of time i was there i got six mosquito bites you can see how quickly when these girls use the bathrooms that are not well irrigated that they can be affected. As i was reading in on this and watching the terrific piece you put together i was thinking how do we create Public Education without creating stigma that a part of the world does not practice hygiene . The stigma attached with Different Countries and that experience this sort of problem i think the key to look at this is to understand that it is a lot like what we are used to but we dont associate with very well. Startling to the expert is that it came down to something so simple as water yet it is tough to put those two things together because of the way we are accustomed to operating here. I think we can easily become involved in ngos, cbos and education and awareness is the first step. Just one last number for you. When we look at the way to fix this it is estimated some 60 to 80 billion is lost every year because of this. But the solution is only 80 billion. You can recover the cost by investing in good sanitation and water supply in one year and fixes it forever theoretically. I love that a gender issue, issue of girl safety is just water. It really comes down to clean water. That is the fundamental part. 30 seconds. How long is that exactly . It is usually the length of a song. Sometimes kids sing the alphabet song. I sing wash my hands with soap and water while i sing this song dont forget to scrub my fingers and scrub them in between rinse until the song is over and now my hands are clean that is a fabulous song. While we are singing our song and washing our hands and doing what we have to do tell me about the legislation that you are cosponsoring and how it can help to meet the goals raya talks about. It increases goals providing to developing countries but villages in africa and india that have basic lack of necessity of clean water. It is surprising to most people that folks who live in rural villages have access to cell phones and not toilets. More people have access to a cell phone than a toilet. As important as the porcelain is what is equally as important is the movement. What is equally important is changing the mindset about the importance of sanitation and why raya is important and global poverty project today is important. We have to change the mindset of people around the world. In india where i was earlier this year the Prime Minister says it is more than just the porcelain. I need help convincing people of my country that it is not okay for open defecation. It is not cleaner to go out in fields as generations have done. We take for granted that practice of potty training and telling them what is right and wrong. That is what this festival is about not just raising resources and getting financial commitments but creating the movement, the Global Movement to change the mindset and behavior. One is only 7 1 2 months old. Let me ask you in part because we have a 6 year old and a congressman both thinking about the importance of are you comparing the two . You got to learn to Work Together and sing songs and that kind of thing. I am going to vote someday. Good. Vote early and often as we say in illinois. I am distracted by the muppet. You have to keep your feet clean when using the toilet so you dont get jerms on them. Do you know about germs . They are bugs that can make you sick. So it is important to keep your feet clean because germs are everywhere and you have to protect against them and that is what my sandals do. Here they are. See. Part of what is nice about having a 6 year old here and talking about working together is this idea of whether or not we can get by partisan efforts together on these kinds of questions. This is a global effort. How do you go about building those kinds of coalitions . You have to make the case for why an elected official should care about the issue. Some people believe in the power of americas a force around the world for good and social responsibility of helping lift people out of poverty. Other people it is a matter of National Security. We know people who have hope and opportunity in villages dont seek to destroy their neighborhoods and go to war. There is an economic component. We are only 5 of the worlds population. To the degree others are developing and growing to the degree they buy our wheat and corn. It is good for americas economy to have a developing world. Whether it is social responsibility, the right thing to do, National Security, we have to go after members of congress from the far left to far right and people in between to say this makes sense for america on so many levels why the water for the world act has gotten strong bipartisan support and the electrify africa passed the house. The senate was signed into law by the president. There is a will in congress to do something with the water for the world act. Hopefully with global poverty projects help we will get it done this year. I want to ask about the role of ordinary citizens. We have elected officials. What do ordinary citizens they learn something they didnt know about water and sanitation being part of the story. What do they do . I think they learn more about the issues and find ways to engage. This is an individual effort but also a global effort. There are behaviors people can impart to their children and themselves and children to them friends to improve upon conditions in developing worlds. I think to what the congressman said, talk to our governments. See if we might be able to improve resources, awareness. That is why the water for the world act is such an impressive effort to revisit because it can change the lives of billions. If you poll people and you say, what is one of the biggest expenditures in the american budget, they will reliantly say foreign aid despite the fact that we are at the bottom of overseeing aid in these countries. Having citizens understand just allow little we are doing and pressuring your representatives is key. I think its an amazing lesson weve learned in Global Development over the last 20 years, the power of culture to change behavior whether its in africa and south america or muppets. That is the thing that works better than anything in getting people to change behaviors. We need more muppets on set with us. We need more muppets.
