They are going to talk about what happened tonight and they will be able to talk to you about where we go from here. We will be here in about ten or 15 minutes. Just updating the press and they will give us an update on the events of tonight. Sorry for the interruption. We didnt want to miss anything there. I think that thegoldie said e community, chris, discussing the demographics there. Its so important. I would just add that i think one of the things that needs to come out of this tragedy is the education of Americas Police into the history of the civil rights movement. I dont think that the police, and everyone our Police Executives are tuned in to the struggles of the civil rights era. You know, i was the agent in charge in birmingham. And i used to walk across a couple blocks from my office, kelly park to the 16th Street Baptist Church which is the park where bull connor sicked the dogs on the protesters in 6 4. We met many times during the church fires. In 90s, i had 55 churches burn in alabama and mississippi. And we had to work with those congregations and some of those churches were burned by t eed bn in the 60s and then, again, in the 90s. We got so much support over the south. They were weary that Law Enforcement would be like it used to be and tied in with the klan, but they put their trust out there and watching that Service Today just braugts me back to a lot of the work we had done with the African American church congregations. I just never forget some of those images that headed the Civil Rights Division at the department of justice at the time who is degall patrick. I drove him to some of the burned out churches with the United States attorney and myself. And we went in with the pastors and talked to them and t tthe 95yearold pastor said if you find the man who burned the church, dont put him in jail. He needs to join the church. I just think we need to teach police a lot of the things that happen happened. A lot of the images you put out, a lot of things like dogs or comments about outside agitators are things that strike at the heart of the people who had to live through that stuff. When the lives in ferguson become peaceful, once again, permanently, it will become a lesson to learn. Standby, were curious to see what police have to say. Im sure youre anxious to hear that, as well, awaiting this press conference. If youre just joining us on msnbc on francis rivera, we are four minutes passed the hour and an hour and four minutes passed the stateimposed curfew. Two hours before the curfew took into effect, we saw more clashes, more confrontation that is involved tear gas, that involv involved reports of shots fired. Some of our msnbc. Com reporters saw a man with a gun who had raised his hand above his head and shot three times. Our chris hayes is always there al also there, as well. A significant amount of news that showed that Michael Brown was shot at least six times in the front. Lets bring in our chris hayes as we await our press conference. Et se it seems like our curfew is in effect . So far, in terms of things as the curfew, things do seem to be largely quiet. We just got some reports of some pretty heavy use of tear gas and bullets around 9 30 local time, in terms of want ive been able to see driving around here, were awaiting a press conference from Law Enforcements officials here talk a little bit about what went down this evening. I going to go over there and listen to that press conference. We can talk about yeah, were going to try to get cable down there so i can go stay hooked into you guys. But, so far, what happened lags night in terms of the dynamics were it was sort of things that had been pretty chill and then they got unchill around 1 00 or 2 00 in the morning. Very, very intense situation. Riot police were exhibiting that gear, screaming at us to get back, threatening to mace us if we didnt. So, tonight, though, the curfew seems to be observed from all reports broadly. The question is a vikts ri. When it is provoked, that creates more frustration, more anger. Sometimes itsd ends up empowering the smallest action ins all of this mplgt i should say friends like antonio french is also trying to break out of the dynamic. We have this Intense Police response. Again, it was a small number of folks. It is a kind of frustrating cycle that seems to have set in here. It will be interesting to see the police, when they speak in just a moment, recognize that. They recognize that, once again, theyve got these injuries going out of people who got tear gassed. I imagine theyll focus on latser reports of gunfire, we were told, will be reports of gunfire. It was at least one store that had a fire that i saw myself with the market. So i imagine the police are going to talk about what the precipitating instances are. In some ways wharkss happening here at night, whats happening in terms of the Police Response is a kind of parallel story to the story of possible justice to mike brown. As i said, we wouldnt be here unless mike brown was shot in broad day light by a Police Officer from Ferguson Police by darren wilson. That is the precipitating cause. Weve all descended from the national media. Theres cameras here, lights, a staging area. Theres a bunch of people with a ceiling of exhaustion. Theres a real anger and outrage. Theres a move for some kind of breaking point. The place feels undersieged from a whole viert of ways. So theres kind of very intense cocktail of emotions among folks. Those are people with all sorts of different views. We were just saying this, that this is a community with where folks are hard working. Its something that they want to get back on track. But, with this case, it all changed a few days ago. 11 minutes passed the hour and an hour and eleven minutes going passed the curfew. Goldie, the sentiment there of what this has done to the community, 234 a sense, people who want to get back. School has been postponed. This is not a are flexion of our town. Its been pent up and divided between a community and sent it to local leaders there. But not a reflection of who we are. I think thats exactly right. I think there have been some tensions that have been on the surface for many, many years. Ferguson was not in the inner city and not in the outer county, where some o. More expensive homes are. You could make a meaningful and quality of life in a city like ferguson. I dont necessarily believe that the killing of Michael Brown is what touchedoff these protests. Black boys and girls die around saint lewis and across this country every day. I think what tipped this off was the notion that no one would be held accountable. It was the notion that we were going to try mike brown in the press. That we werent going to interview people who are, clearly, on news camera every day. I think thats what really touched things off. There was a validation that was already there in the community. And i think we continue to reinvest in that with every News Conference that we address that mistrust. Well have time for just a couple questions today. Its going to be quick. Well gef you a summary of whats taking place today. Good morning. I want to start off by thanks the police department. They did a fine job of protecting the citizens of ferguson. Tonight, peace and justice took a very different turn after dark. Molotoff cocktails were thrown. There were shootings, looting, vandalism and other acts of violence that clearly appear to be acts of spontaneous, premeditated criminal acts designed to damage property, hurt people and provoke a response. Preplanned koord nation in many cases. When Governor Nixon first assigned me to the task,while keeping this community safe, we feed to protect the good people of ferguson. Their business and their property. Thats why earlier tonight we were walking with and listening to the peaceful protesters. That ice also why when we saw vie lent acts, we had to act to protect lives and prop erety. The situation started to deteriorate with a Quick Response of additional officers to reach a victim and got them to a safe position. Nafs followed will shots being fired on officers and then the looting or vandalism of business businesses that included dominos pizza, a Family Dollar store and a self storage business. All were on west floricen. In addition knot shooting at 8 25 p. M. , one minute later, at 8 26, shots were fired to the north on canfield. At 8 27, there was a report of a subject down. At 8 28, there was a report of eight people with guns. Tactical teams were dispatched. At 8 56, hundreds of protesters marched towards the northeast shopping crepter where we stand at this moment. As the crowd approached the shopping center, multiples approached police. At that time, we called in Additional Support from various police agencies. At 9 15, there was a call for a police gathering. There were multiple, additional reports of molotoff cocktails being thrown. Police were shot at. Based on these conditions, i had no alternative but to elevate the response. For those that claim that the curfew is what led to tonights violence, i will remind you that this incident began before 8 30, 3 . 5 hours before the curfew was to have started last night. We are planning additional steps to quiet. I have time to take a few questions before i return to operational planning. I believe we had at least three people, a couple shooting victims. Two or three people have been injured. It had nothing to do with Law Enforcement. Were any officers injured . No officers were injured. We are going to go back and do some operational planning to determine what that will be. We will evaluate our resources. You guys are aware that there were little children at the time that the smoke and tear gas were fired on the crowd . At this time, when we were approached by the crowd, the bottles were thrown. How many arrests . That was the last question asking how many people were arrested tonight from the clashes earlier. A literal time line and run down of the events that led up to the Police Response that we saw. The captain running down, looting, businesses, shots fired at a number of officers. They had to act to brekt the lives and property there. In many ways, some of these people show the violence and their out rage by these acts. Its still really unclear. Its not he did say police were shot at tonight. But in that timeline, its concrete that that happened. The most controversial action that happened is the march. You heard of analyearold who was tear gassed coming from there. Bottles were thrown and i talked to one just now, texted an email saying he did not see any bottles thrown. It strikes me, as well, well be a kind of flash point of controversy tomorrow, more so than we saw. He also did a list of businesses he said were looted. If you go down the main strip right near the gas station qt,thafgs burned out. Johnson being very careful to speak earlier today about giving a service. He said he wears his pants sagging and hes going to go back home to that son, my baby. And talking about unity and prayerfulness. Johnson is trying to paint a picture between two different groups that are involved in protest here. Fairly, i think its clear what side of that distinction they fall on. Captain johnson said that these acts were got spontaneous. Lets turn to nbcs jay gray. Yeah, it was interesting, frances, to see how it all unfolded. Quickly, after it happened, there was the deployment and it filled the air for some time. They all rushed in at a high rate of speed with gas masks on. They wound up creating an entire perimeter here. It was interesting. You heard multiple gunshots throughout the evening. It was a very tense situation. Its probably the distance where the protests have been happening. Youre about a half mile away, is that correct . I would always be able to tell. But youre deaf nitly far enough away that youre not a part of that. You see the shift change here. Its an area that theyve kind of taken over to use as their command center chlts and theres been not everyone a hint of anyone trying to make their way through the outside until tonight. Lets turn back to chris hayes. Yeah, i dont know what to do with that. If the plan was to provoke, that the provocation rewards the provocation. Captain john says he has no choice. But that cycle which is a very small number of people that is the fundsmental panic that needs to be solved. You give the producttors what they wanted, which is escalation. About 3 1 2 hours before this curfew, eight people are p with a line of police and vandalism and several businesses there in the ferguson area. Finally, throwing those tear gas canisters back. 17 people violated the cur few. We are now 1 30 min you wills there in ferguson, missouri. These are images from earlier today. Also the chest consistent with saying he had his arms up. The brown family set to testify. Officials saying that ferguson thought the schools would be closed. That does wrap up our coverage tonight. If it warrants, we will bring up more with frances rivera. Iraq. The u. S. Is launching more air strikes as part of a joint operation with the kurds to recapture a strategically important dam in mosul held by isis militants. Kurdish forces say they are now advancing on that d. A. And on friday, at least 80 yazidi men were reportedly killed by isis after refusing to convert to islam in a northern iraqi village. But there was some welcomed news for the u. S. This week. The nomination of Haider Alabadi as Prime Minister to replace nouri al malaki, whose divisive leadership created the vacuum for eyes sits in the first place. All this as Hillary Clinton apologized to president obama for shag believes his failure to act in syria fueled the rise of isis. Our chief global correspondent, bill neely, looks at whether americas latest intervention in iraq can be successful without going after isis strongholds in syria. Reporter are the islamist militants of isis are on a fast march through the heart of the middle east. In iraq, they have taken the second biggest city, mosul, and advanced to within an hours drive of the capital, baghdad. In syria, this they are threatening the biggest city, aleppo and killing off moderate rebel groups, many of them backed by the u. S. They are doing what al qaeda never did in the region, holding ground, and defeating armies. American air strikes targeted its fighters to halt their advance. In the last 24 hours and just half an hours drive from here, american warplanes have hit isis targets nine times, but why is isis being hit here in iraq . Why was the pilot of the yazidis the trigger went gassing of hundreds of civilians in syria last year and the killing of tens of thousands of more merited a threat from president obama and then no military action whatsoever. The president drew a red line in syria but went assad regime used chemical weapons in damascus, he pulled back from air strikes and struck a deal with assads main ally, russia. Questions are again being asked in washington and else where about American Power and the president s willingness to use it, but bombing isis and bombing syria are very different. The militants have no big country protecting them at the u. N. America attacked them to stop a threatened genocide, but also to protect its own facilities. We will top air strikes to protect our people and facilities in iraq. Reporter questions are also being asked about americas strategy. Striking a few isis vehicles will do little to halt their advance. Our success means that a few million iraqi kurds are saved from isis and kurdistan is kept stable, which is a great thing, but that means really nothing for the millions of arab iraqis who are going to stay under isis rule for the foreseeable future. Reporter president obama, wary of military action, is now the fourth consecutive president to bomb iraq, but now that he started, when and why will he stop . Isis is a threat way beyond syria and iraq. Theres no political solution to the isis problem. Isis has to be squeezed. It has to be deprived of oxygen and it has to be confronted. Reporter analysts estimate perhaps 1,000 westerners have joined its fight. Among them, dozens of americans. Isis presents an indirect National Security threat to the United States. Isis wants to redraw the map of the middle east to establish the islamic state. Its already targeting not just syria and iraq, but jordan, lebanon and turkey. It has its sights on a far bigger prize. What about the argument that isis would not have taken hold if the administration had a year ago, labor day, gone after assad with air strikes and done more militarily to help the rebel there is . Theres a fair amount of evidence that isis could have been blunted some time back. You can pick a different various points where they were gathering strength. But when they were incubating in syria might have been a better time to have been paying more attention to how much weaponry they were amassing. Training was happening, where they were getting their money, not that the Obama Administration wasnt paying any attention to it, but it seemed like a much more distant problem and its a problem that got so big so quickly that a lot of people are asking now where were some vector points that american even stopping short of a military military power, but other kinds of american influence might have been able to stop it . And now we have military engagement, jane harman, it was described as humanitarian mission, but then the president comes out and says, well, we have done that. The the yazidis are okay. And now we see air strikes, really Successive Air strikes deal with retaking the dam in mosul, working with the peshmerga and the kurds on the ground. Are we involved in a war there . I think it is important to protect our consulate in irbil, if that dam floods, our consulate and a lot of people will be a taken out by isis. I dont think we should consider isis a rational actor, by the way and i think this very seriously. I spent years on the House Intelligence Committee and Homeland Committee and i think we should have acted in syria. This was something i said at the time. I think we sent a signal to the neighborhood that was disturbing. The the saudis expected us to act and were very upset and still are that we didnt, but let me just say that about saudi arabia. Where are they . If they think they can export terrorism again, laid to with osama bin laden, i think they are wrong this big caliphate if it come to be, and god forbid, we will stop them, will have the front in saudi arabia. They better wakeup. General jim jones, james jones, first National Security adviser to president obama, he wrote mr. Malikis failure to unify iraqs diverse populations is the chief cause of the current crisis. Crisis but washington bears some blame for not taking timely action that could have limited this summers chaos. The Obama Administration could have maintained a limited training presence in iraq in 2011, could have acted in syria last year went chemical weapons red line was crossed and could have insisted that mr. Maliki arms the kurds but what matter more is what the u. S. Can do now. Congressman, i think you were against going to syria, were against continued military action. Well, what the president needs is strategy and a plan. Think when he failed to garner the support for the action that he proposed in syria was because he did not have a strategy and plan and still we see the failure of that the failure and his Foreign Policy and neglect, as ann was saying, this threat evolved in syria, isis didnt evolve out of thin air. They were emerge and then also, the any neglect of the administration to work with iraq, we have seen now how unstable iraq is, how threatened they can be by isis. And then this very odd red line that the president established with the yazidis, instead of when icy was establishing a stronghold with major infrastructure, threatening baghdad, mass killings, tens of thousands of refugees, the administration took action only when it was a humanitarian issue. Well, that is a question. Who whom do we save, jason, we dont save the syrians we dont save anyone. I think one problem is we have consistently underestimated isis. This is a committed group of extremists that to broke off from al qaeda because they thought al qaeda was too moderate and our policy needs to reflect that reality. I think the president has been obsessed with the political solution there, but the best political solution is to defeat isis, the kurds in the north, the sunni cleric notice west which icy now pretty much controls, want to know that baghdad can protect them, defeating isis moves us towards that goal. Hillary clinton, of course, has disagreed with the president about this. She he did say this in her book, hard choices, but she made a lot more explicit with jeff goldberg. First read was looking at it this way. The problem with clinton is when she distances herself from obama, she distances from herself. Rollout she has been suggesting that her hard choices at the state department are a key qualifier for the 2016 bid so how much can she really pull away from the person who gave her the job . Ann guerin, this the is the disloyalty issue month base. Yeah, she has got thought she was addressing one problem and she created another. Some distance from obama was inevitable, Foreign Policy is a very natural place for her to have some distance, despite the fact she implemented his Foreign Policy for four years, the issue which the two disagreed most sharply during their own campaign, do continue to have disagreements. It was natural and inevitable there would be some distance created. The question for her politically is this did she do it too fast or too much and is the backlash saying, hey, wait a minute, you know, what why are you going after our guy here from the moment the question is how plausible is it . She can say i wanted to arm the opposition in syria, but she called assad a reform refused to call for his ouster when the uprising began. She can say oh, i deplore russia aggression, but she was all for the russian reset, so theres a plausibility issue here as well. But, yeah, she is acting like a lot of democrats in this election cycle, trying to distance themselves from the president whose Approval Rating has fallen sharply. Not forget, 2 1 2 years to go, and there are opportunities to get this right. And i think that obamas made right choices in iraq, right now, and in ukraine, but whats still missing is a narrative that links everything together and its not just what our Foreign Policy actually, its how its perceived in the middle east and how its perceived in the middle east is dont do stupid stuff, plus use drones and that is going to take a lot of work. One last comment on iraq and that is about the sunnis. Lets understand that there is an opportunity now with this new government, applause, applause, applause, to get the sunnis back and to have a new sunni awakening, which will hope level defeat isis from overreaching. Congressman, is it too late . We now have a new Prime Minister, but he has been critical of the kurds in the past. We yet to prove that he is really going to be inclusive. This is a time for the president to engage. I think we have seen again as a result of the neglect that the president has had in his Foreign Policy with respect to iraq the instability. The isis a threat to the United States. British Prime Minister cameron wrote in an op ed, he sees isis as a threat to britain and the british. Certainly, this president needs to make the case and i think his policy should reflect it, that this is not just a threat to a stable iraq. This is a threat to security. That means more than air strikes that means reconstituting the iraqi arm nation, means arming the kurds. Air strikes is not gonna get it done. Containing isis not going to eliminate that threat. Also mean going after isis in syria, which is going to be a whole different ballgame. And there are a lot of people in the administration who are worried not just the u. S. Alone. Theres another big headline i want to get to another big headline today, which is rick perry. And we hear what rick perry to bay is the fact that he has been indicted on two felony charges for vetoing a bill and all this stemming from a democratic bastion in this republican state, travis county, austin. So, there are a lot of questions whether its political. This is what he had to say. I intent to fight against those who would erode our states constitution and laws, purely for political purposes and i intend to win im confident we will ultimately prevail, that this farce of a prosecution will be revealed for what it is. And those responsible will be held accountable. Hes clearly been gearing up, congressman, to for a potential run for president. Is this gonna hurt him . Could help him with the base . I think everyone sees that this is you now, the criminalization of just the legislative function, you do that, you weaken democracy, this is certainly a political attack, this is very bad precedent. Before we go, i want to ask you about ferguson because you have written a whole book, please stop helping us house, liberals make it harder for blacks to succeed. What we have seen in ferguson certainly shows the disengagement between a lech a. M. Police force and the community. You can say that. I dont want to litigate this in the press. The officer used Excessive Force i think he should be prosecuted. But at the same time, lets not pretend that our morgues and cement remembers a full of young black men because cops are shooting them. The reality is that its because other black people are shooting them. And we need to talk about black criminality. Blacks are only 13 of the population. But theyre 50 of homicide victims in this had country 90 are killed by other black people. We certainly saw that the blacks were the victims of the looting, as well. The same time, at the same time, the same weekend with that this went down in ferguson, we had 26 shootings in chicago. But al sharpton didnt head to chicago. He headed to st. Louis because he has an entirely different agenda, which is just to say well, that is actually not hes actually there on a Peace Mission today.
