According to nbc entrance polls, he did it with the help of 65 of voters under age of 30. And 51 of hispanic voters. And he is now a candidate with a tremendous amount of wind at his back. Just look at this crowd. In houston, texas this was earlier today and honestly nobody should be surprised about this. If we use the metrics of any other year and applied them to Bernie Sanders, he would be called the straightup frontrunner in the race. He nearly won iowa, claimed victo victory in New Hampshire and projected to win and they continue to hall in huge amounts of money. With each passing contest the panic seems to grow that he is poised to become the next nominee. And Mike Bloomberg is spending hundreds of millions of dollars, more than any candidate ever to try to prevoent that up for happening. But with every passing contest t has seemed less and less likely that he or anyone else, for that matter, is going to be able to catch sanders. Heres the thing. Anyone who is suddenly recently panicked about Bernie Sanders simply hasnt been paying attention. He came in second four years ago. Back then he almost won iowa, won New Hampshire and an upset over Hillary Clinton in michigan. He has always been able to raise that kind of money and he has been building, running for president for five years and building what amounts to his own media operation and now, many of his supporters, theyre rightfully wondering why Bernie Sanders rise is such a surprise to many. She was also the director of political operations for Barack Obamas 2008 campaign. Welcome to you all and what is a big week here in South Carolina. Let me start with you, as we kind of look at the big picture with Bernie Sanders on the rise. Polling shows hes making end roads with africanamericans in South Carolina. Both of us were on the plane in 2016 and he really struggle would black voters. Whats he done this time that could change the state of the races . What hes done in South Carolina and i would say nevada is learned from his mistaked. I remember covering Bernie Sanders and they hadnt had a real structure in nevada to have their ground game. This time around, theyve come to South Carolina with a very intersectional message. Not just talking about criminal justice. Theyre talking about wages and health care and in a way thats really resonating with africanamerican women. They say look, we have all sortssorts of identities. Saying, look, i want to be able to be respected in my identity and i want someone who understands that i have complex issues im thinking about and thats gotten a lot of people energized. He was also winning. He came in second when it came to africanamerican voters. And that tells you something he can do that in South Carolina. Meg, are you seeing this play out on the ground . Youve covered South Carolina for many years. Anyone who doesnt read your reporting absolutely should for the record. What have you seen in terms of Bernie Sanders . And more broadly africanamerican support as joe biden, the presumed frontrunner and the one who had a lock on the voters, hasnt expected as one think he might . It feels different than even six months ago when we were talking about the lead joe biden has. Its not at monolith. There are a million different issues important to black voters all across this state and many others. Its po its important to know. Bernie sanders has tried to appeal to black voters in particular but not just on things we may have thought, like. Its been more of a holistic approach. I feel hes looked back at his 2016 campaign and thought how are ways i broaden my appeal and hes done that and i think were starting to see that, especially in places like South Carolina. How has the electorate responded to joe bidens performances in New Hampshire and nevada . Are they punishing him for those losses . I think there was a little bit of shock to some degree to folks who havent been paying close attention. But steyer has been the only one talking to voters here for months, preiowa. And hes really cut into bidens lead. And ive read that biden had only made eight trips to South Carolina prior to iowa. And do you feel as though its been takon for granted . I dont want to speak for all democrats here. But i think too, some degree, yes. That its been taken for granted. Is that a fatal mistake, possibly, for the Biden Campaign . There are more than two candidates in the race. A very good point. That dynamic is huge. Its, in part, why you see bernie doing so well and in part why you see the Biden Campaign challenged. Because theyre really getting it from both sides. Steyer slowly pealing away africanamerican vote and Bernie Sanders who has been energizing a new set of voters. So, theres no question South Carolina is make or break for the president. Sanders we dont want to get too far ahead of ourselves but a lot of people have been saying, look, this guys on the path to becoming the nominee. Weve already seen it become an issue in the arizona as senate race. How much does that hurt democrats in races. Can they still hang on if Bernie Sanders is at the top . Yes, every cycle we hear these same types of things. In 2019, nancy pelosi was going to be that person and harry reed was going to be that person. I think the challenge for Bernie Sanders is he is doing as well as other democrats with younger voters, people of color. The challenge for the Sanders Campaign is can they expand that vote with suburban women in particular. I think that is where the particular challenge is for house races. Because you think of where do we pick up house seats . In the suburbs. And thats where the Sanders Campaign needs spend more time, more focus, or else its going to harm democrats down ticket . I came down and covered that race. Longtime republican seat. It flips to the democrats. He is part of their new house majority. How concernred people you talk to about his prospect . Joe cunningham himself is in a tough district. Hes having to tow that line in areas that have a lot of support for President Trump, were longtime republican seats and are now part of this new house majority. From what i hear from people watching his race closely, there is a concern about what a top of the ticket Bernie Sanders nomination does for a race like that. And theyre already in a difficult spot like this to try to deal with a house speaker, nancy pelosi, that Joe Cunningham didnt support. And trying to make sure she doesnt go to the far left in the Democratic Party because hes coming from a conservative district. And if theres a nominee like Bernie Sanders, i feel thats going to make it more difficult. I watched Bernie Sanders, and its interesting to get your take because you listened as many times as i did in 2016. The Bernie Sanders speech has not changed very much over the years. Its one of the things his supporters lov supporters love the most about him. And he was campaigning in texas, super tuesday state. We showed pictures earlier at that rally in houston. He seemed to hit on themes that are aimed at, shall we say, broadening his appeal throughout the Democratic Party. I am the son of an immigrant. My father came to this country from poland without a nickel in his pocket, couldnt speak a word of english, had very little education. I know something about the immigrant experience. Earlier today jane and i were in el paso at the memorial at that terrible shooting, terrible shooting in el paso. At the Walmart Store there. And this is my promise to you. Our gun safety legislation, which the American People want because they are disgusted by the amount of gun violence and mass killings in this country, our gun safety legislation will be written by the American People, not the nra. If you believe in getting the government off the backs of the American People, understand that it is women who have a right to control their own bodies, not the government. So, not necessarily things hes never said before but using this platform and hitting his own personal story. He never used to tell his own personal story on the trail. Gun violence is something he struggle would. And reproductive rights about women voters. This seems to be a Bernie Sanders who is trying to, as you said before, learn from mistakes of the past. And i think hes trying to get at the idea of intersexuality. He was talking about latino voters. He was saying i also understand that your community has been impacted by gun violence. Not just saying to women you should vote to me because of millionaires and billionaires. I understand Womens Health issues. And i think the idea hes telling his personal immigrant story is an important move from him. There were times the criticism is Bernie Sanders is even keel. He only talked about the issues. He never wanted to tell people why hes so interested in these issues. It didnt people to like a personal thing. They say they hear conviction in his voice that seems hes really trying to introduce himself to america and thats what hes going to have to do. They know who he is as a politician but they want to know who the man is because there are a lot of people who think they know who donald trump is. And certainly a lot of people who tried to convince him to do that before and he didnt listen to them. Interesting he seems to be listening this time. Looming large over this president ial race are multiple new reports about russia attempting to interfere. The New York Times was the first to report that russia is interfering in the 2020 campaign to get trump reelected and the next day the Washington Post reported that they told Bernie Sanders russia is attempting to help his campaign. Senator, when were you briefed on this . I guess about a month ago. It was not clear what role theyre going to play. Were told russia, maybe other countries are getting involved. And look, heres the message to russia. Stay out of american elections. How do you think it came out now . Well let you guess one day before the iowa caucus . The Washington Post . Good friends. The president weighed in on that before departing before india today. I have not been briefed to that effect but i guess you have to ask Bernie Sanders. The democrats are treating Bernie Sanders very unfairly and sounds to me like a leak from adam schiff because they dont want Bernie Sanders to represent them. Sounds like 2016 all over again for Bernie Sanders. Joining us now onset, the former executive director of the South CarolinaRepublican Party, joe sawyer and let me start with youen the big picture for democrats. Bernie sanders kind of threw this out there during the debate. Joe biden said in an interview that all the campaigns should be briefed about whats going on. How does this issue cut this time, especially when we know the president is obsessed with russian involvement . The president s obsessed with russian involvement . I mean, do you dont think im on a limb there . No. The real issue is the actual involvement itself. We know foreign actors are still interfering and conservative and rightwing groups are propagating that to their base. Theres no question every candidate should be briefed and no candidate should blame the Washington Post for bringing forward the facts. This speaks to concerns about security and photo roles and Peoples Trust in the very process itself. What has your reporting shown on for example, lets take on where we are in South Carolina and the primary. Were still counting the results in nevada. How prepared is South Carolina to handle potential issues . They say theyre incredibly prepared. Theyve been working for quite some time tool have new voting machines, ones with a paper trail. Theyre confident in the security of that whole process. When you talk to voters, particularly in the last week or so, after the Iowa Caucuses in particular, its one of the first times ive heard real concerns about the election in South Carolina. We have a primary process. Its an open primary, which can be fun because you can have republicans, like joe and democratic voters participating but i havent heard a whole lot of concerns directly about what is going to happen when they do cast those votes. But now that there have been caucus issues and theyre starting to express that. Let me ask about that very point. There have been reports in South Carolina there is a republican effort to get folks to vote for Bernie Sanders, particularly in the greenville area f i, if im recalling the reports correctly. Do you think thats going to be a significant factor . No. Theyre potsters who dont have a big following. So, i think by and large the fact that the Republican Party in South Carolina made what i believe was a terrible tactical decision in their primary. I think if anything what youre going to have a greater degree of is voting for a candidate they actually like. Maybe theyre republican, maybe they voted for donald trump in the last election. Would i rather joe biden . Bernie sanders going down the list. I think you could legitimately have a decent number of people who are normally republicans who will go out and make their voice heard in an earnest way. Fair enough. Do you think theyre going to stick with you, even through a rough season for you . Yeah, because they know me. They know ive had baracks back. They know bernie wanted to primary barack in 2012 and didnt like what we were doing. Tried to take down obama care and i think obama care and the proposal we have on health care, the proposal on education and relative to guns. I mean, look, the charleston exception. The shooting in charleston. I was down here for the funerals and look, what why did that guy have access to the weapon . Because barack excuse me because they posed what barack and i were supporting in the brady bill requiring a waiting period. The guy was able to get a gun without the waiting period. There are things that are bigdeal differences and relate to job and job opportunities. We were just showing our viewrs for you to see. Theres been changes in africanamerican support mere. Backen november 54 of respondents in the cbs poll and now you have tom steyer and Bernie Sanders cutting in. Well, bernie but tom steyer spent about 6 zillion dollars here and 14 million in ads. You can be a billionaire and spend a lot of money but cant hide your record. Its not buying black support. Its not this is a guy who made 90 billion 90 million on private prisons. Ive been fighting against private prisons my whole career. Get rid of them. Made 90 million doing it. Or do you know so, its a matter of being able to actually begin now that people are moving and this field is narrowing, youre doing the kind of homework you did, understandably, on me the last six months, every single vote i ever took. And i feel good about South Carolina. So, speaking of vetting, joni ernst said the quiet part out loud when i was covering the impeachment trial and she said will you vote for joe biden after all of this . And i know this has been a difficult time for your family. Do you feel like that all dragged you down . No, i dont think so. I think were Still Standing after all the attacks. Look, the republicans have spent trump has spent over 2 million on ads going against me and just in the last couple of days in nevada, spent, im told, 135,000. The last guy trump wants to run against is me and hes been pretty clear. All this stuff about whether russians are interfering. The only thing we know for sure is Vladimir Putin doesnt want me to be the nominee. Does he want Bernie Sanders . No. But i know he doesnt want me because he knows me and i know him. The win in nevada is more convincing than a lot of people expected. I think bernie won because he spent an awful lot of money. Im not complaining. I wish id had the money to spend there. But its more than money motivating the supporters. You walk in. Its a rock star. Its completely different than the atmosphere at most of the other candidates rallies. Look, bernies been doing this for a long time. He has a considerable slice of part of the party that is really very much very progressive. And but the views he has, i dont think sell well here. Like i said when you find out here and where theres by the way, i beat him with africanamericans in nevada. We come here and when theyre reminded and im going to remind people, that he tried to primary barack obama in 2012. Had he done that, theres not a singin single incumbent democratic primary whos been able to survive. He opposed obama care. He didnt like we didnt push the singlepayer option and opposed to what we did to strengths strengthsen the economy by giving breaks on payroll taxes. The way he talks about it, youd think he and barack were close buddies. And you think they were not . I know they were not. This i know a lot about. Care to expand. Just how deep is that . No. Bernie made no bones about it. He thought from the beginning barack was too cautious, didnt do what he wanted to do. He saved the economy. I thought barack obama was one hell of a president. I really do. Did you know at the time Bernie Sanders was thinking of primariying barack obama . Yeah, but i didnt know it took harry reed calling him telling him to back off. But it was clear bernie did not support the notion of how we dealt with saving the economy, how we began to grow jobs, how we began to change things in a big way. Its not the place bernie comes from. So, this race, as its evolving, and ive heard you say in the last day or two, you think this will come down to you and Bernie Sanders. Its reminded me of 2016, when we had scott walker, then governor of wisconsin, the first major republican president ial candidate to drop out. And he gave this warning to the rest of the field as he did that. Today i believe that im being called to leave by helping to clear the field in this race so a positive conservative message can rise to the top of the field. I urge other president ial candidates to continue doing the same so the voters can focus on a limited number of candidates who can offer a positive, conservative alternative to the current frontrunner. This is fundamentally important to the future of the party and more importantly to the future of our country. So, he didnt say Donald Trumps name there and eventually, of course, hes become a donald trump supporter. Is something similar happening with democrats right now . Never thought id agree with scott walker before. First for everything. Look, i do think, unlike even in 2016, the number, the percent of the vote thats being gathered is still, overall were talking somewhere between 20 to 25 of the delegates. Theres an awful lot of people i think are not going to be in the race after super tuesday and i think we are dividing up a lot. If you go to super tuesday, isnt the pie already baked, so to speak . Is there any changing it . I think so. Look, i think im going to do i really believe im going to do very well here, im going to do very well super tuesday. Ive had the broadest constituency, in the sense working class, high school educated whites and africanamericans have been the base of my support. One of the reasons i was picked by barack to be his Vice President. Im seen on the news all the time about that bloomberg didnt make the vetting. I dont know who thought that was the case. But look, theres a lot going on here. Its been very crowded and i think its going to narrow and theres a lot of talented people running. But i think its going to make a difference as we go get out of South Carolina . People reassess where they are relative the prospects. Do you think Bernie Sanders is capable of beating donald trump . I think id like whomever the democrat is to beat donald trump. Id vote for mickey mouse over donald trump. The problem is i dont think he can beat donald trump and keep the Democratic Senate and house. Youre runnering f youre running for South Carolina in do you think it helps you win . Youre running for senate in texas, you think Bernie Sanders helps you win . Come on. He may have enthusiasm and he has great supporters. But we have to be able to win and win senate seats as well and i mean, just going down the line. So, you think Bernie Sanders is a loser for democrats Cross Country . No, i think its going to be very difficult for people in purple states to have a shot at winning. 20 into 24 states in 2018 election. And i campaigned for 65 candidates. I dont know any of them invited bernie to campaign. They all invited me to campaign. We won 41 states and a lot of those people have endorsed me. And i think you have to be able to broaden the party to make sure we can keep those folks anyway. Do you think Bernie Sanders do you think Bernie Sanders is qualified to be commander and chief . I dont know what experience Bernie Sanders has. Doesnt mean hes not qualified. But i dont know what experience he has in Foreign Policy and its amp thetic to elements in his voting record over the years to organizations and individuals that ive not had much regard for. Nicaragua. Whether or not he thinks i mean, i dont theres not much that ive seen. Now, bernie make as case that he voted against the war in iraq and even though im the guy that reduced the troops i got the troops out of there at baracks insistence that i do it. But bernie says you got to go back and look at the mistakes you made at the time. I trusted the president he was telling me the truth, that he wasnt going to use force. Now, just so we look at the kind of decisions made. Bernie voted to exempt gun manufacturers from being able to be sued. Since 2007, when he made those votes, guess what happened . Well over 150,000 people have been murdered in our streets. Thats three times all the People Killed lin the wars from vietnam to today. So, the idea, judgment and what makes sense in terms of right policy for the future, bernie and i have fundamental disagreements on a lot of major issues. Lets talk for a second about Mike Bloomberg, who is the 100 whatever billion dollar question in the room. Do you think hes clearing the way for Bernie Sanders . I think initially it started that way. I think before people realized they werent on the level and i find turning the tv, it looks like barack endorsed everybody. There wasnt a whole lot of love lost. But the great news is Michael Bloomberg had a debate. You can have 62 billion but you cant avoid your record. He didnt win supportists. He didnt support the president and thought the Health Care Proposal we had was a disaster. I could go on and on and on. But his money is buying something. It got him on the debate stage and in super tuesday states hes competing with you. He didnt do so well the first debate. Fair enough. Mayor bloomberg and i realize you went through quite a litany of this, of his record in the past. But hes given a lot of money to the Democratic Party. Republican party. Fair enough, yes. Do you think that was a mistake . He supported pat toomey, after he supported background checks. Michael bloomberg had an epiphany being able to run for president of the United States. But we have a democratic socialist who wouldnt register as a democrat initially. We have another guy running who is a convert who has another billionaire. But decent people. I got involved in Democratic Politics from the time i was a kid for four basic reasons. Giving middle class people a fighting chance so theyre empowering unions and making sure we have a circumstance where people are able to have a sense of their own self worth. Frrl and i dont see the policies that are being promoted by Michael Bloomberg or had been consistent with those issues. I mean, hes really strong on labor. Im a labor guy. Make no bones about it. My dad used to say the only answer to abuse of power is power. On the other side of the gate are unions. Like, right here in this state for example. A lot of hard working people have to sign noncompete agreements all across america. You have to sign a noncompete agreement so you dont get a job at mcdonalds for 10 cents more. Whats this all about . You find now working people be dg nighed their overtime because they get reclassified as management. Because they control the person who brings the forklift out, that brings the spaghetti sauce out to be stacked. It cost a billion 400 million in terms of lost wages for people. They effect the people i grew up with. When we look in the forward at who is going to be running, Bernie Sanders is clearly in his own lane and chuck todd asked all of you about the convention. And Bernie Sanders was the only one who disagree would td with of you and said who has the plurality should be at the beginning. Let the convention process work its will. Which means potentially super delegates get involved and someone else is selected if they dont have a majority of the pledge delegate said up front. What exactly do you think should happen if Bernie Sanders has a clear plurality . If he is clearly way ahead but not quite a majority, are you willing to take this fight against him to the convention . Im not willing to change rules. Everybody keeps wanting to change the rules and they want to change the rules based on what effects them the best. If you go out and on the caucuses that took place, you walk in and you register and you walk in and say heres my ballot. My first preference, second, and third preference and that gets sent to wherever your place is you would be polled. And they go the first choice doesnt have 15 , so who gets the second choice and how does it work . Why is it now were say figure you have a plurality, why didnt we just call plurality from the beginning . I just think so, would you cut a deal with somebody to prevent Bernie Sanders from being the nominee . At the convention on the second ballot. Is that like cut a deal say youre first choice, you didnt get so you have a choice for second choice, how about me . Thats exactly how it works. Look, i dont think yewere goi to get there. I really dont. Whats your message to South Carolina voters . What do you want them to know about you . South carolina can determine who the next president of the United States is. Its the first state 60 of the vote in primary is africanamerican. Africanamericans, no president has ever won the democratic won against an incumbent president without overwhelming africanamerican support that starts with clirntnton and jimm carter and barack obama. And thirdly, i think its critical to understand we have to make sure health care is not just a promise of 35 billion that nobody thinks the plan is going to be passed. Number two, its about making sure you have access to a job because you have education. The socalled road of shame here. What i propose is significant investment in early education. Three, four, and five years old. It doesnt mattedr what the colr is. Is he going to endorse you . I hope so. Hes the single most valuable endorsement. Its being reported tonight. It is . Good. We have not confirmed it here on msnbc news. Hes had the most progressive notion of how weve left so many districts behind and he has this 102030 program i think jim is right. He also jumped to third place here among likely voters in a brand new poll up 16 from november, when he was at just 2 . Hes had meaningful conversations. The work to build relationships. Some real priorities for the American Community here in South Carolina. So i believe those numbers. I dont know if they are going to hold all week, but hes really made some progress. Everybody else has been in other states and hes been camped out in South Carolina. Do you agree with the assessment . Do you feel as though i know for those who are in washington, when we see Michael Bloomberg, living here in South Carolina do you feel inundated by steyer material . I voted in every republican primary since i dont know when and im getting tom steyer ads. Hes spending some cash here. But in addition to the money that hes spending, he really is putting in investment of time, visiting with people. Thats a big thing about South Carolina voters. Okay, youre here when you need me, but are you here when you dont need me. And so i think the fact hes been here even before he had to be is a big reason behind the poll jump. To that point, we have learn ed a lot. We have learned time and time again in recent years that money really cant buy you love. There has to be Something Else behind that money to really actually get the support. It does seem as though stooier has done something in South Carolina beyond just spend lots of dough. They are having block parties and introducing himself to people in South Carolina. I also think theres a feeling among some of the voters i talked to that joe biden might not have the momentum needed to go into super tuesday, to go into the other states so people are looking at tom steyer and saying maub hes the answer to donald trump. If youre not someone who is progressive and more liberal and looking at Bernie Sanders, the other thing thats interesting is when you look at older voters, while they are interested in joe biden because his relationship with barack obama, theres also a feeling they know him and understand him. And thats something that i think tom steyer has been trying to do. This is who i am. But hes been doing it in commercials, so there are a lot of things that go unsaid there. As Michael Bloomberg found out. I want to show you what Pete Buttigieg had to say yesterday coming out of the nevada caucuses as Bernie Sanders notched a pretty significant victory there. More significant than many people expected. Heres how Pete Buttigieg frames the choice. Take a look. I believe we need to defeat donald trump and turn the page by establishing a a tone of belonging, bringing an end to the viciousness and the bullying that is tearing apart our country. We must see what it feels like to live in the United States of america. Thats a real difference from Bernie Sanders revolution with the tenor to have division and polarization leading to a future for whoever changes the day, no one changes the toxic tone of our politics. Congressman brown, Pete Buttigieg said Bernie Sanders believes in an ideological revolution that leaves out most democrats, not to mention most americans. Those are tough words. We should be concerned as democrats if electability is our focus not only to elect to the white house, you want a candidate who can put together a broad coalition, generationally, but also, i think mr. Clyburn spoke to this well recently and the Vice President reiterated earlier on your show. Its the down ballot races. Congressional races, Jamie Harrison here in South Carolina who will suffer if the top of the ticket is Bernie Sanders. There are americans who fall somewhere between the revolution that hes calling for and the status quo. In congress i i see a majority of democrats there in the middle, not at the far end that Bernie Sanders is asking us to make a false choice. I take your choice. However, how is it that everyone is just figuring this out now . That they needed to attack Bernie Sanders. Why didnt it happen before . I have never characterized this. This is a fair contrast of what the top of the ticket will offer. So i would say maybe its a a newer discussion thats happening right now, but this is something sglsh its almost as though nobody thought Bernie Sanders could win. Now they realize hes winning and we have to do something about it. I spent a lot of time on the flor of the the house of representatives when im not in the community. Theres been concern among many members of the caucus for a long time. If sanders is the nominee, were going put at risk front line members and put at risk the red to blue candidates like Jamie Harrison and really undercut his chances of beating Lindsey Graham. So if you want to send harrison to the senate, dont just focus on his race. Focus on the president ial choice because thats going to have a big influence. Do you think Pete Buttigieg can win here in South Carolina . I think what were going to do is exceed expectations and i think were going get a good fair share of delegates. Right now the focus on delegate count from now until july, were the only campaign that so far finished one, two and throw in the first three states. Were the only campaign that beat Pete Buttigieg. You are calling the front runner, but we beat him in one state. Were going to exceed expectations where were on the ground and in churches. We have a great field organization. Youre running for senate in texas, you think he helps you win . Come on. He may have all this enthusiasm and has great supporters, but we have to be able to win and win senate seats as well. I think Bernie Sanders its going to be very difficult for people in purple states to have a shot of winning. Pretty tough words for Bernie Sanders from joe biden. Let me start looking back at the conversation we just had with the former Vice President. What stood out to you about that and about his overall prospects head sbog South Carolina . I feel out of sorts. I feel like i should be back in the gaggle thats still happening back there. Around the vp. Luckily, you got all the tough questions out of the way. Its interesting. This really crystallized what the moment is for the Vice President. That the campaign all along wanted to get this choice down earthquakely for democrats to the joe biden view of the Democratic Party to the Bernie Sanders view of the Democratic Party. Obviously, his stumbles in iowa and New Hampshire slowed that conversation. They have been frustrated. You saw him very tough. They are going to make that push to make this choice clear for democrats Going Forward hoping they agree hes the best to take on bernie and then take on donald trump. I guess the challenge, and we talked a little about this, its a pile up in that lane. Someone is going to have to jump first. You heard the Vice President there talk about why he thinks hes going to be able to do well here. Black voters here in South Carolina know him and they are going to stick with him. Have you seen that here on the ground in the course of your reporting . Or do you think hes at risk of losing some support because of the challenges hes had early in this race . Obviously, joe biden has had a longlasting relationship with the state of South Carolina. Hes vacationed here. He knows politicians here. And yes, that is a top reason b why when we talk to voters about why they like joe biden, they say we feel like we know hymn. We feel like hes uncle joe and hes part of the family. So if barack obama trusts joe biden, we should trust joe biden. I dont know if the first two contests influence a whole lot of what voters right now feel like could be what joe bidens potential here on the ground. Theres a lot of its repeated over and over that the demographics here on the ground are different than the voting demographics in iowa and New Hampshire and nevada. I think the bigger impact here on the ground has been tom steyers influence in South Carolina. Hes not only been a able to spend adigitally, but hes been accessible. Hes speaking oneonone with voters and thats not something all the candidates have been able to do. Why do you think steyer caught on here . He spent a lot of money on ads in other states. New hampshire as well. But didnt really get him anywhere. Its gotten him somewhere here. This is one of the things that local reporters have been pounding our fists on the table. Its the accessible. He has one of the largest staffs here in South Carolina. A lot of the folks are community members, people that live in your neighborhood. But like us said, its the accessibility. I was at a block party with tom steyer in South Carolina and i was talking to a voter about whether or not he was picking between. It was joe biden and tom steyer. I said whats going to make the difference to decide on a candidate . He said tom steyer is in my backyard and i havent seen joe biden yet. Is that a problem . It seems like a problem for joe biden. Is there could there be a sense among some voters hes taking them for granted . I think that joe biden does have a point that while a lot of the other candidates are here introducing themselves to these voters for the first time, joe biden is somebody that a lot of the black voters feel they know. I was at a brunch today with black women. The older black women are with joe biden because they feel not only the relationship with barack obama and that familiarity, but they do feel hes the best positioned to beat President Trump, which they say is their top priority. Were now shifting our focus to my part of the country. Im from the south. And here we are going to see the primary within the primary. Thats going to be happening at black brunches, and at town halls, at the black churches. We already saw today a couple candidates, Pete Buttigieg and joe biden at a black church today. Thats playing out this entire week to show black voters that their vote is valuable and the a path to the no, maam nation goes thus them. Katien dawson, we heard the former Vice President at the beginning of this block we played back his tough words on what would happen if Bernie Sanders is the democratic nominee for the down ballot races. House races, you have obviously a senate race here thats unclear just how much were going to talk to Jamie Harrison later on in the program. Still a tough race. Then you have Joe Cunningham here in the low country. Flipped a longtime red seat and obviously has to run again in 2020. Whats your view from the ground here of republican chances in the event Bernie Sanders is at the top of that democratic ticket . It certainly helps our chances. Theres a few things i would like to bring to light here. First of all, joe biden has run for president in South Carolina in 1984, 1988 and 2008 and never won a president ial primary. I think he will win this one next saturday. Especially if congressman clyburn plugs a hole in the dam thats leaking in the Biden Campaign. Hes going to give him a huge shot the in the arm if thats the endorsement on wednesday. As far as Bernie Sanders, certainly, its a tremendous help to republicans and motivation, but i will tell you i heard the same song sung by myself and others when donald trump announced for president. And we were doing the exact same thing. I would caution my republican colleagues to be careful what you wish for. Because donald trump has turned out to be a wonderful president for ourment republicans. But we thought he was going to do the same thing. Marco rubio, ted cruz were talking about a brokered convention. And donald trump didnt do it the way Bernie Sanders is doing it. Donald trump did it from 10,000 feet above and did it with his own personality. I see Bernie Sanders organization here. I see tom steyers. I see whats going on in this. So i would tell you that if i was cunningham in South Carolina, which thats a seat were going to win back, if i was Jamie Harrison, who i know very well, Bernie Sanders doesnt help them at all in South Carolina. Fair enough. Its a tough but fair assessment, shall we say. Mike, we talked a lot about the former Vice President tonight. Some questions i think already raised about the work hes done here. So far the number of times hes been here. Frame for us what your view of what this week means in his career. Joe biden really this has been a home away from home joe biden for years. Hes been campaigning here, vacationing here for tech kads and building relationships along the way. As he himself asked the question in six days will the state shows it loves joe biden as much as joe biden loves the state. Reporter a former front runner now down to his firewall. Now were going on to South Carolina and win. Then were going to take this back. Reporter joe biden bouncing back from the gut punch in iowa and New Hampshire, now turns to the palmetto state looking for an outright win and a springboard to super tuesday. Its a far cry from the fish fry in june. Joe biden took the stage as the man to beat in South Carolina. Reporter back then biden held a clear advantage towering over a crowded field that included two africanamerican senators. Now hes neck and neck with a billionaire and a selfdescribed democratic socialist. Biden weeks ago insisting he still had the edge. I think i have a real firewall in South Carolina. Reporter but now . Bidens career facing a make or break test in the the place where the bonds are deeper than politics. South carolina has been a biden destination for years, especially in 2015 as a family in mourning. When we lost our son beau, we came to South Carolina to to the low country to find a sense of peace. You helped us heal. Reporter one week before he kicked off his third president ial campaign, biden recalled how one of the states icons helped launch a 29yearold on his first run for senate. I thought if this powerful senator thought i could be a senator, maybe i really can do this. Maybe i really have a shot. Reporter in washington biden also formed a bond with South Carolinas other senator, a former dixie democrat turned republican, offering the jewel youll ji in 2003. Strom and i shared a life in the senate for 30 years. I tried to understand him. I learned from him. And i watched him change oh so suddenly. Reporter bidens relationships pose d an early test for his candidacy. He came to South Carolina in july trying to get back on track. Was i wrong a few weeks ago to somehow give the impression to people i was praising those men who i successfully opposed time and again . Yes, i was. I regret it. Reporter biden also hopes South Carolina would play a key role when he ran for president in 2008. What kind of a chance would a northeastern liberal like joe biden stand in the south . Better than anybody else. You dont know my state. My state was a slave state. My state is the eighth largest black population in the country. My state is anything from a liberal state. Now its his partnership with Barack Obama Biden hopes to keep on the minds of voters. I had overwhelming support from the africanAmerican Community my entire career. Everybody knows i have had baracks back and hes had mine. Reporter now with his back against the wall, bidens credo the same as the states. While i breathe, i hope. It aint over. Were just getting started. Most of the democratic campaigns, even biden himself saying hes confident hes going to win here. The formula for him winning the nomination has been to run up the score. Theres a question hes going to get the kind of win he needs to take up the nomination. Its a tall order from South Carolina straight into super tuesday. Were talking saturday and then super tuesday. Not a lot of room for air. Some of the states are already voting and reacting to what happened in iowa and New Hampshire. That being said, theres this idea when i have been talking to voters that people do feel a loyalty to joe biden. And they also feel specifically that barack obama vetted joe biden. So he took a very hard look at him and said this is the person out of all the people i loved at, this is what a pastor said. Its not just that he was Vice President. They are trust iing the judgmen of barack obama. But i also talked to voters who said they feel like the impeachment inquiry and the ukraine issue really hurt them. Why didnt you put ihunter bide out there to make the case and argue and fight. Thats what we need for him to do with donald trump. That is now waivering saying he might write in the name of Michael Bloomberg, who isnt even on the ballot here. Theres some interesting things happening in South Carolina. Even if he wins, even if joe biden wins South Carolina, its not going to be by the large margin he needs to win to gain that momentum for super tuesday. Really quickly before i let you go. Do you agree with that assessment . You have been getting the mail and seeing the ads. Is he missing from South Carolina . A lot of folks feel that way. Democrat cans feel that most of the president ial candidates have largely ignored South Carolina and focusing on super tuesday states. What we saw this week even after nevada is a lot of candidates are in super tuesday states. So certainly thats on their minds. President trump seems ready to clean house when it comes to political appointees he considers nevertrumpers. Out with some exclusive reporting on what hes calling a white house hit list of disloyal government officials to oust. Joining the conversation is jonathan swan. Jonathan, walk us through the new reporting. I think this is clearly a theme that we have seen emerging over the last couple weeks with all of the news out of the the odnis office. It seems like a new level. Over the last 12 months the president has been compiling lists and receiving memos from people inside the administration, but also in network of conservative activists outside the administration. Hes been receiving lists of names of people who are perceived to be disloyal to him or, quote, unquote, antitrump. And also lists of people that are protrump that would be loyal to replace them. One person who has been involved in this personnel effort is a conservative activist in the wife of Supreme CourtJustice Clarence thomas. In the course of this reporting, i obtained a number of memos and lists that were provided to trump, including one recently he acted upon. It was a memo and an exhaustive memo that laid out the alleged sins committed by jesse lou, the former u. S. Attorney for washington, d. C. , who stooemwasp for a treasury role. They surprised a lot of people including jesse lou in the last few weeks. Before he did that, he reviewed a memo that was written by Republican Senate staff and it laid out all number of things that were viewed as misdeeds, including not prosecuting andrew mccabe, sign iing a sentencing memo for michael flynn, and a number of other thing she is did in her role as u. S. Attorney. Jonathan, where is cents line here between legal and illegal. Republicans would push back and say if they are political appointees, the president can have his people in the jobs no matter how he gets there. On the other hand talking about u. S. Attorneys, the justice department, et cetera, there are some some norms. In the course of his presidency. But how should people think about this in terms of what is allowed and what is not. Well, im not aware of any laws that have been broken in anything i have reported tonight. This is just emblematic. The president has been distru distrustful. Early on he was talking about snakes everywhere. And cliff simms is, a white house official who served for the first year, actually wrote in his box that the president wanted a list of the snakes. He wrote him a list and gave it to him. This is what the president has conducted. Its just intensified now. People say he crossed a psychological line after acquittal in impeachment. Seeing all those members of the administration testify against him really set him on this path of we need to get rid of them. Do it quickly. So he made this extraordinary appointment of putting johnny c mcen tee, who was fired by john kelly on security clearance issue, brought back in. Now hes the head of the president ial personnel office. And his brief is to get rid of the disloyal people and replace them with loyalists. Quite a time that we live in. Our craig melvin reports that congressman james clyburn, who we have been watching very closely, will endorse joe biden ahead of the South Carolina primary at an event on wednesday. We just spoke to the Vice President about it. We sort of seemed to break the news to him. Did not seem to be aware of it. Although he seemed pleased. I think he was aware of where this was heading. Theres always been a wink and a nod when it comes to jim clyburn. He feels like he needs to protect the primary so putting a thumb on the scale so early to endorse would have been something that would discourage other candidates from campaigning here at all. He said the same last week. The question is how much will his endorsement further that along. The timing is interesting. Its wednesday. Which is the morning after a debate. If biden has a good debate, that will be more momentum heading into saturday. But if he has another stumble in a debate, it will be help nfl that recovery. Thats the challenge. We saw particularly Strong Performance from biden in the most recent debate, but if he stumbles here, what are the stakes for him . The stakes are high. He knows that. I think hes going to have to be prepared going into tuesday night. Because strong debate performance coupled with an endorsement from jim clyburn, who obviously, is political icon in the state, would be very powerful for him. Not just going into saturday, but turn around 72 thours later. Today and next sunday are two pivotal sundays in this election. Especially for the black electorate. Next sunday is the 55th anniversary of bloody sunday. Im sure a lot of candidates are on their way to alabama coming out of South Carolina because they have a case to make to black voters about the importance of the election and whats at stake with Voter Suppression and those kinds of questions on the minds of black voters headed into super tuesday where there are more blood count voters weighing in. Everybody knows South Carolina is a pretty red state. Why do you think it could be different this year . When i first got into the race, people said this is a tough hill to climb. I tell people this is a hill wort climbing. My entire life i grew up in a small town just up the road from here in charleston. Son of a single mom, grandparents didnt have much education. And so i have seen so many challenges in my life. And so all throughout my life, people said you cant go to college. You cant go to law school. You cant work on capitol hill. I ran the whip operation. Now they are telling me i cant win this race. But this is the thing. The end of the day its about putting yourself out to the voters. And allowing them to make the decision. There are states, blue states have republican governors. So if we took that whole notion that you cant win in these certain states, that wouldnt have happened. We can win here in South Carolina. I know it and feel it on the ground. Lindsey graham has embraced President Trump completely. A lot of people in washington have been surprised by, that especially considering his friendship with the late senator john mccain. What impact do you think thats had here on the fwround . This is the thing. I dont think people begrudged Lindsey Graham for having a friendship with the president. But the problem that folks have, what i have heard on the ground here, what has happened to Lindsey Graham. This is a guy that folks thought had a moral compass. Would make the decisions because of what was in the best interest of the state and nation. What we have seen is a hypocrisy. Even though he says something yesterday, he will say the total opposite thing today. And thats something that pop dont like. They want to make sure that you have a character that you stand for something. And right now Lindsey Graham stands for nothing other than whats beneficial for Lindsey Graham. Lets talk about the president ial primary unfolding here in a handful of days. Another person who once consi r considered himself a friend of Lindsey Graham, joe biden, really counting on South Carolina to propel him forward in this race. Hes had disappointing showings in the first three contests. Youre not endorsing. However, you know the state very well. How is joe biden positioned here in South Carolina . Is he on track to win . Listen, folk heres in South Carolina know joe biden very well. He was a part of is what many folks call black camelot. He was the Vice President to barack obama. So he start ed with an inside track to the voters here in South Carolina. And what boyden has been doing and now the other candidates are doing are going to make their case. They are going to neighborhoods and communities where people are right now and trying to make that case. And some of them have started to gain some traction as a result. I still believe that its the Vice President s game to lose in terms of the effort. But what i am encouraging all of them to do is to do what we are doing on our campaign. Which is go to the voters where they are. So when you come to South Carolina, you talk about the fact that we have had four rural hospitals to close over the past few years. When you come here, you talk about the fact that two years ago, 14 of our county hs no objyns. So those are the issues that are important to the people. Lets talk about africanamerican voters in particular. They are the bedrock constituency. Joe biden is counting on their support. Hes seen that support eroded in recent weeks. Tom steyer and Bernie Sanders are both making end roads with africanamerican voters. Lets start with Bernie Sanders. What do you think sanders has done differently this time around thats given him some black support. He really struggled with this in 2016. Again, i think some of them have seen what we have been doing on the ground here in South Carolina in terms of going into these communities, addressing the issues on b a personal level. Have you seen Bernie Sanders campaign doing that . I have seen all the campaigns do that. Thats the important part. Pete buttigieg is the not getting any support in the africanAmerican Community. Some of their efforts are clearly being better received than others. Listen, i cant get into who is doing better than others as it relates to the campaigns, but i have seen campaigns go into these communities, go to where the folks are and talk about the things that they really care about. Here in South Carolina, we have an area called the corridor of shame. An area made up of a number of counties and many of them are in jim clyburns district. The Rural Counties where the water has lead higher than the federal standards. Where the hospitals are closing. Where the schools are falling apart. Theres no infrastructure and development. So one of the things i have talked to almost all of the president ial candidates. I have told them you have to go into these areas and speak to these particular issues. Who stood out to you . Tom steyer is somebody b that were surprised. I think steyers campaign has done a wonderful job of actually going into the africanAmerican Community and talking about those particular issues. Those i can go into all of them. They are all doing a wonderful job, but i hope the candidates will understand this. This is the one point thats really important. Its good to talk about policy in the end. But most people dont just go in and vote with their heads. They go in and vote with their hearts. They are going to choose the next person who they believe have their best interest in mind, who they believe will fight for them and their families each and every day. Thats what were doing on our campaign. I hope when they get on that debate stage this next time around and they make that case, they understand that they have to speak to the heart and the guts of the voters, in particularly africanamerican voters. Right now, the former new york city mayor sits in third place in the clear politics average of national polls. And in the super tuesday state where is he is on the ballot, bloomberg reportedly spent over 150 million on ads. There has long been disagreement over how bloomberg might reshape the field. This is one that i had with Steve Rattner on morning joe. This was a month ago. Watch. If bernie is running strong out of the early states, iowa and New Hampshire and heading into super tuesday and joe biden is struggling to kind of keep up with him and be the main alternative to Bernie Sanders, doesnt bloomberg carpet bombing with money just pull from biden support and make bernies path to the nomination easier . Bloomberg isnt even in the iowa primary. I know that. But super tuesday becomes the issue for biden. He hz to win big with more diverse voters and a wider electorate. But hes going to be facing Michael Bloomberg and clearing a path for bernie right up the middle. I think the point is Pretty Simple is. If biden Michael Bloomberg is doing nothing to stop bidens candidacy. You havent seen an ad or anything about joe biden. Michael bloomberg is fine if joe biden wins. So joe biden is either going to rise or fall on his own without any help or hurt from Michael Bloomberg. Michael bloomberg is not running against joe biden. Hes running in case joe biden cant live up to his needs and finish first or second in those early primaries. The panel is back with me. I want to go to katon on this because after sanders won big in nevada, people like dan fiefrer were tweeting hes going to hand out that nomination. This seems like to me that the writing has been on the wall here that if bloomberg was going to spend 150 million, maybe hes never said a bad thick about joe biden, but who did he think he was going to take a chunk of support out of if not joe biden . Well, first of all, a guy thats got 60 billion and i dont hold him against him for spending his money. Skipping the South Carolina primary is going to be a mistake because he might have done okay here. But hes going to take votes from everybody. A guy that can get on tv with a thousand points in every super tuesday state and a lot of people dont watch the tuesday night debate or what goes around it. Hes going to run up some points. At theened of the day, you have been on the ground in South Carolina and numerous of these races. Whos really going to be on the ballot by the time we get there . Some people are going to drop out on sunday morning. And youve got to remember money is everything in politics when you start off in the early races. People start running out of money. And lets see if tom steyer can spend money in the super tuesday states. Its a quick date. The momentum out of South Carolina matters. This race looks a lot like the john edwards and john kerry race in 2004. The thing thats different here is youve got a guy with a lot of money and hired a lot of feem. This is a new chapter that weve never seen in american politics. Point taken. Mike, the reality is rattner said biden was going to fail or succeed on his own terms. But they are splitting the vote one more way. I dont understand how they can argue thats not whats happening. The biggest question looming over the democratic primary at this point is how much did Michael Bloombergs poor debate p. Mans last week change the dynamic here. The Biden Campaign clearly they will maybe admit sthat some of bidens problems are selfinflicted. But when they look at his predicament in the race shs they see his support among africanamericans was 50 nationally. Bloomberg comes in and turns himself into Barack Obamas running mate and he shoots to double digits. They hoped bloombergs entry to the race would be about targeting Bernie Sanders and Elizabeth Warren helping make the party argument clear to voters. Thats not what hes done. Thats clear ly not whats happened here. In fact, this has given Bernie Sanders was always going to have a certain level of support. There was always going to be a floor. The question was did he have a ceiling. But was the ceiling high enough it was going to hand him a plurality of a convention. I think while joe biden may win South Carolina, this is about the margins. Its not going to be probably the decisive victory that Bernie Sanders had out of nevada. However, to mikes point, bloomberg trying to tie himself to barack obama in running those ads, hes been running those ads out of the poor debate performance. How he does on tuesday in the next debate will be an issue. But just as he thought that joe biden was obviously going to be his main competition, you had the hand goup on the rugt from Elizabeth Warren. Were definitely going to see that again. And i think that im certainly hearing from a lot of younger black wum open to an Elizabeth Warren candidacy, who will be watching to see how she performs again this week as they are starting to tune into this election. The clear overriding thing is what we know from all the polling and talking to voters. They want someone who can beat donald trump. And one thing that i think is particularly interesting and guy ce cecil touched on this. This is a group of voters that has really turned against the president. This is the group of voters that gave the suburbs to the new house members. But take a look at this. Bernie sanders is the only person who eliminates the gap with trump under this scenario. 48 , 46 with White College educated women. All the other candidates for all the others are way higher, way over 50 for this group of people. I think it shows you that sanders really has some work to do here. Have you seen any evidence that they know this or they have a plan to address it . What i have seen is Bernie Sanders in their campaign trying to hunker down this idea that once hes the front runner people will get behind him. I think what theyre saying is once we win this nomination people will say, well, hes electable and im going to get behind him. I dont think theyre wrong about that. Right now its early and people are saying i dont want Bernie Sanders right now. As a result, maybe ill go for the president or someone else. But my feeling is that democrats even though on tuesday Bernie Sanders is too radical, im scared he will take us all done, once its Bernie Sanders versus donald trump, people will have to get energized because theyre scared about the fact that donald trump could have four more years in office. If youre thinking of donald trump, kids in cages, climate change, so many other issues. I think those numbers would go up. We have a little bit of breaking news here at nbc. Former Vice President joe biden will come in second in the nevada caucus. He currently sits at 21 of the vote. Obviously still well behind Bernie Sanders with 47 . 88 of the vote in. So we are still waiting for our final numbers. But again we can project biden winning second place there. When we return, what to watch for in the week ahead.
