House democrats have now issued three subpoenas since launching a formal impeachment inquiry. And there is now a second whistleblower raising alarms about President Trumps call with ukraines president. In the coming week there are more depositions set for state Department Officials including one with former ambassador marie yovanovitch. Wall street journal reporting that she was removed after complaints from Rudy Giuliani and others that she wasnt playing ball. The treasury departments acting Inspector General is reviewing whether the Trump Administration acted properly. But what has not materialized is a clear plan from the white house. Heres what my colleague Kelly Odonnell reported seven days ago. What weve learned is that the acting chief of staff Mick Mulvaney and white House Counsel Pat Cipollone are going to be part of a presentation to the president in the coming days where they would argue to the president that there is a need for a coordinated effort of legal, political, and communication strategy that would be Rapid Response to deal with impeachment. But a week later not much of a plan has emerged. On the major sunday shows today, there was no one from the white house making the president s case. And his allies in congress at times wanted to talk more about 2016 than whats happening right now in 2019. My colleagues on the nbc White House Team put in this way. Its that road to create a war room without a reliable warrior. Thats the reality that has stymied allies of President Trump over the past week as they have tried to convince him to implement a strategy for countering the impeachment inquiry thats engulfing his white house and some of the top members of his cabinet. One person close to the president told us, quote, the plan is whatever the president s whim is today. Not so long ago nancy pelosi was among the most reluctant to weight into formal impeachment. But check out what she had to say in South Carolina this weekend in senator Lindsay Grahams own backyard. Not any of us came to congress to impeach a president. This is very sad time for our country. Its very somber time for our country. Donald, you used to own a casino. You know the house always wins. [ laughter ] [ cheers and applause ] the house always wins she says. Okay. So heres Rudy Giuliani today on fox news. The reason they dont want me on is they know something youre not reporting on. Ive got it all. All right. The conversation will continue. Theres a lot more to come out. We havent moved to romania yet. Wait till we get to romania. And with that id like to welcome in my panel here with me is National Political reporter for the Washington Post msnbc political analyst and moderator of pbss washington week, robert costa. Weve got White House Reporter for the wall street journal Catherine Lucy and democratic strategist don calloway. And, bob, i want to start with you on what is the big headline of the day, the revelation that there is now a second whistleblower represented by the same legal team that represents the first whistleblower. And the attorney tells us that the second whistleblower has firsthand knowledge that corroborates the whistleblower complaint already deemed relevant or deemed credible by the acting dni. So how does this change things for President Trump . It changes for President Trump because it changes how House Democrats see the impeachment process, talking to House Democratic sources over the weekend, they were prepared to be focused on a narrow impeachment process, something that concentrated on the july phone call between president zelensky and President Trump. Now as new information emerges you could see articles of impeachment that are broader than just about the president s interactions with ukraine about his entire handling of Foreign Policy, his use of diplomatic power because there was alarm according to these lawyers beyond just that one whistleblower. And, don, whats the risk there for democrats . Because in choosing to focus mainly on the ukraine controversy, democrats told me from a political perspective, they thought that was a simple and straightforward case to make. But to bobs point, if they include improper offenses, impeachable offenses as they see it as this inquiry moves forward, you then get back to the sort of arcane byzantine stuff like the russia investigation that democrats didnt necessarily build the case that they wanted to build. Well, first of all the russia investigation, it should be noted by no means exonerated the president. Essentially the special counsel said that he didnt indict only because he did not have the power to indict the sitting president. I know you know that but i always want to kind of toss that out there. I think the risk for democrats is going too broad. Arguably and i think you can make a very strong case to say in the transcript with president zrks we have enough to proceed we as a democrat have enough to proceed with impeachment. We understand and none of us really like the way the president deals with foreign leaders at large across the board. So we understand what he said on the south lawn the other day about china should investigate. We dont like that australia has also been asked to investigate. But we have a transcript right here black on white with regard to president zelensky and ukraine. So we should probably focus on that as opposed to taking a broader net and worrying about the president writ large because thats how cases get muddled. Im a former defense attorney and you have to look at this like a prosecution. You want to narrow the case as opposed to what we have which is not all you need. All you need is this transcript on the ukraine call. So thats the risk to democrats. Lets focus on ukraine and you have enough right there. And to your point the House Speaker has said what President Trump already admitted to is in itself bad enough. As opposed to what he said about china and australia and Foreign Policy in general, ukraine was specifically tied to military funding. And that is a specific quid pro quo that you dont see with his dealings with other foreign leaders and other just general global policy. Catherine lucy, what are we to make of the fact that there wasnt a single white house official on the sunday shows today booked in defense of President Trump . And it wasnt for lack of trying on the part of the shows themselves. Well, i think what weve seen over the past week is, we know the president is weighing his options on how to handle this. We know the r in of course c and the campaign is doing a lot of messaging and efforts outside the white house. But in a lot of ways what we see from the white house is a sort of war room of one. They have not set up a formalized effort, you know, as we saw under bill clinton when he faced impeachment proceedings, lawyers and communications and sort of a clear strategy. Its really been a lot of the president reacting in realtime, the president tweeting, the president running a message. And defenders and allies who support him will say on the one hand he really is always his own communications director. He ultimately, like, he does have a lot of insight and thought about how he wants to do this. But critics say is he most effectively using the power of the white house in this moment . And is he providing republicans with enough guidance on how to talk about this and what they should be saying as they defend him. Thats such a great point because i talk to people who advised bill clinton during his whole impeachment episode. They said the one thing he never did was talk about being impeached. Yet with President Trump its every other comment every other week. If you cant have a strategy that is going to try and silence him because he is not going to be quiet about this. With bill clinton it was we can walk and chew gum, we are going to keep working on policy. The who us is talking about how they still want to do policy, but the idea that the president is not going to talk about impeachment is not accurate. Bob costa, i want to read something that you reported in the post. You say this. You said President Trumps efforts to pressure a foreign power to pressure a foreign power to target a domestic political rival. And contradictory. And lots of people have looked for clues as to how Majority Leader Mitch Mcconnell would conduct a Senate Impeachment trial. Youve got some people wondering if he would try to subvert the whole process entirely. But earlier this week, the Senate Majority leader put those concerns to rest. I would have no choice but to take it up. How long youre on it is a whole different matter. But i would have no choice but to take it up. Bob, as you point out in your piece, it wasnt always the case because mcconnell did once speak out against an embattled republican president. He denounced president nixon calling watergate totally repugnant. But now youve got a new facebook ad that states he will be taking a different posture this time around. Nancy pelosi is on the clutches of a leftwing mom. They finally convince her to impeach the president. All of you know your constitution. The way that impeachment stops is when the Senate Majority with me is majority leader. So what strikes me is interesting about that is that you dont hear mcconnell sort of embracing the conspiracy theories that some republicans on the hill have. Hes focused entirely on the process saying that as the majority leader i can kill this thing if i want to. When you talk to establishment republicans, seasoned republicans on capitol hill, people close to majority leader mcconnell, they would rather fight the impeachment battle as a partisan fight against the democrats and argue that democrats are overreaching rather than wade into territory that forces them to talk about or even defend President Trumps conduct with regard to ukraine and his comments about china. You see now people like majority leader mcconnell and other republicans in this bunker mode because they believe Republican Voters still are with President Trump. And theyve had a transactional political relationship with him passing an overhaul of the tax code, overhauling the federal judiciary. Because of those conservative accomplishments, they feel they are in a tougher position to walk away. But as we reported with my colleague phil rucker, mcconnell in 1973 as a moderate republican in kentucky said nixon went too far. But now republicans feel President Trump, in educate, has become not only the leader of the party but the party itself. Its not driven just by policy and ambition. Its very important what Mitch Mcconnell just said. I mean, yes, he does have to bring it up unlike the scalia replacement when ihe didnt even have to bring to the senate floor. But the rules of the senate are so important here, and thats the power of the majority. He said in the very next breath i dont know how long i have to stay on it which means he doesnt know how long he has to talk about it. He doesnt know if he has to bring it up for a vote. Well, he knows that he doesnt have to, in other words. So the senate rules and procedure which mcconnell is a master of show that we may not even have a full trial. He can have the senate discuss this thing for five minutes, and thats the power of the majority. Thats the power of him as Senate Majority leader. All right. A new character has emerged and thats Energy Secretary rick perry. That would actually be the former White House Press secretary sean spicer. Here is Energy Secretary rick perry. Green acres is the place to be all right. This week politico reported that perry was looking at leaving the administration in november. And now nbc news has confirmed a report in axios that the president told House Republicans on friday that he made the now infamous ukraine call at perrys urging. The president reportedly said, quote, not a lot of people know this, but i didnt even want to make the call. The only reason i made the call was because rick perry asked me to, something about Liquified Natural Gas plant. But the readout the white house gave of the july 25th call said that president zelensky makes no mention of natural gas or rick perry for that matter. Now perry told cbn earlier this week that he has tried to bring up corruption in ukraine in general but nothing beyond that. Take a look. I never heard and i talked to the president about this, ive had a conversation phone call with Rudy Giuliani about it. Ive talked to the previous ambassador. Ive talked to the current ambassador. I talked to kurt volker, gordon sondland, the e. U. Ambassador, every name that youve seen out in the media. And not once as god as my witness, not once was a biden name, not the former Vice President , not his son, ever mentioned. So rick perry talking to the Christian Broadcasting Network saying as god as my witness. Telling the president to talk to ukraines leader about Liquified Natural Gas is not the same thing as telling him to talk about the bidens. And its something thats entirely in his portfolio. We dont exactly know because we have not seeabn a lot of detail from the transcripts. But broadly this also speaks to how this investigation, this process ensnares a number of people who are now trying to explain their interactions with ukraine, if anything was said, wasnt said, what they knew, what they didnt knew. And rick perry is going to have to probably keep answering questions if and when he leaves. And, bob what, do we make of the president s evolution here . Because he says it was iaperfect call, then he says its all about politics, its not about corruption. And now hes saying its rick perrys fault. The story continues to evolve or even flatout change. You listen to comments from Many Republican leaders we discussed for our Washington Post story. Theyre trying to now say the president s comments about inviting china to investigate is now a joke. And you heard that echoed on the sunday shows that it was meant to bait the media into thinking the president was break the constitutional norms and perhaps even in the eyes of some congressional members breaking the law forcing them to move forward with an impeachment process. Right now Republican Leaders and members of the congress in both the senate and the house are holding back because they are terrified of what will happen to any one of them if they speak out. When they see things that are not right they need to Say Something about it because our Foreign Policy is in shambles right now in my humble judgment. A couple weeks ago the president put a circle around Southeast Alabama saying its going to get hit by a hurricane. In my time one of us would have gone to the president and said you screwed up. So weve got to fix it and put out a correction. This time they ordered the Commerce Department to back up whatever the president missaid. This is not the way the countrys supposed to run. Congress is one of the institutions that should be doing something about this. Remarkable words there. Candid words from the former secretary of state collin powell. This week we are reminded about the vulnerability of our system of government in ways metaphorical and literal. Also this week microsoft announced that iranian hackers tried to tied to irans government rather targeted a 2020 president ial campaign which the New York Times and reuters say was President Trumps. At the moment there is no indication they were compromised. And there are ramifications abroad as well because Vladimir Putin spoke with our own kier simmons. Take a look at this and then we will talk about it on the other side. Is russia as Robert Mueller alleged attempting to influence the 2020 elections in the United States . Translator ill tell you in a secret. Yes, we will definitely intervene. Its a secret so that everybody can laugh and so we will go big. But dont tell anyone, please. [ applause ] please dont tell anyone. All right. Now the Washington Post reports russia is already looking for leverage on ukraine and to undermine president zelensky as a minor leaguer. Russias Foreign Ministry spokeswoman said on russia television, kwoelt, now everyone understands that its dangerous to call washington to hold talks and to meet with it. And as we continue this conversation and we are taking sort of a view of how this sort of, you know, reverb rates around the world, catherine lucey, just the other day trump invited china to dig up discredited dirt on joe biden. Now talk from the white house is that President Trump was joking. But the chinese wouldnt view it as a joke. And how we describe motive here, this comes aat a very difficult moment for the administration as these trade talks drag on. Theres a lot of thought that because of the impeachment process there is more pressure for the president to try and sort of, you know, reassure economic markets, reassure voters in key midwestern agricultural states, for example. But theres also some thought that it might be that much harder for them to get a deal now if china views him as politically vulnerable. And you both were with the Vice President mike pence. How do you see that trip differently now . Well, that trip was a microcosm. We were covering Vice President s trip to warsaw, poland. They had a bilateral meeting with president zelensky. It showed how serious the ukrainians were taking this military aid and this discussion with the number two member of the u. S. Government. And they were visibly flustered, tense in the room. It was not a trip that the Vice President was supposed to make. He made it in place of the president. Already they were sort of dealing with changes to the trip. And as a reporter i walked into that room and wondering of course the military aid would be announced and then when a colleague of ours in the pool shouted out to Vice President pence is that money going to ukraine, there was no answer. We walked out of that room as reporters saying not much was said, but it seems significant because why was the United States holding up all this money, especially with Vice President pence apparently when youre in the room having a positive meeting with president zelensky . Yeah. And that same reporter asked a very good question the next day of the Vice President about whether he brought up the bidens in this meeting. The Vice President said he didnt. They said he brought up corruption. And theres been this broad theme of corruption as an idea rather than talking about specifics. Even we saw from secretary perry no talk of the bidens. But you see a loft people in this Administration Whether directly involved in the ukrainian matter or not, they are talking about corruption issues. And how is that interpreted by foreign nations and foreign leaders really matters. Because some of here they hear that as a code word. Thanks so much for your time tonight. I really appreciate it. So we learned that there is at least one more whistleblower who corroborates the complaint filed by the first whistleblower. We understand how than can be valuable from a political perspective to sort of dismantle that republican talking point. But whats the legal value of having a second corroborating whistleblower . Its such a great question. And i think when we look at this in the context as you just referenced it the framers had in mind which was a charge thats impeachment of the house and a trial that the senate holds. Obviously witnesses matter. And if everyone remembers in the Mueller Probe even the witnesses who spoke to mueller and dropped the dime on donald trump they didnt ultimately want to speak in public. They didnt ultimately want to go against Donald Trumps interest. They were not what we would define legally as whistleblowers. Having two whistleblowers now who are providing what will amount to evidence where that sntd trial is important. Whether any of them come out and speak in public and can be in the trial as witnesses who we see and hear from on television is a second question. But its certainly legally powerful to have a growing list of individuals who are not only witnesses but witnesses who are not stonewalling the way some of muellers star witnesses did like don mcgahn. You mentioned the Mueller Report and a couple of people who got ensnared by the Mueller Investigation are now doing hard time. You look at this ukraine story. Youve got the secretary of state, youve got the attorney general william barr, the Energy Secretary rick perry now, even Vice President mike pence. So youve got several people close to the president. We know that several people close to nixon faced legal consequences. Do you think these officials here could see a similar fate . I dont know what will happen to them. I do think some of them have legal liability. Thats not a good thing. And it is not unprecedented which means anything can happen when the system of checks and balances work. I think what you see here in that liability thats important in this context is people who currently work for the president so they have those obligations of office and they may want to make him happy. But the more they believe personal legal liability, the more they have to think about are they opening themselves up to perjury, how do they want to handle themselves, that strengthens the hands of those in congress who are trying to force a process to get more information about what the president himself has admitted, which is he is seeking help from other countries to kneecap his opponents. You mentioned folks in congress trying to do their oversight work. The democrats have added more deadlines to the docket. What makes it different now is you have democrats who say were not going to seek remedy through the courts, thats not our focus, we are just going to talk of any more stonewalling to a potentially new article of impeachment called congressional obstruction. Did democrats have legal ground to do that or is that just a political argument to make . Thats a great question because people at home say, gosh, it seems like there is a lot of escalating charges on both sides. They do have press on their side which is in the nixon context it was precisely some of the obstruction of the process in congress that was considered as an article of impeachment. Ultimately he left office before that was tested so we dont know what they would ultimately file but we do know it was in the mix. And the other impeachment that came close to removing a president , the johnson case, was all about inner branch conflict and whether president johnson was effectively overriding his Constitutional Responsibilities in what was a giant feud with the congress. The Sanders Campaign says he will be off the trail for a few days, but he will be on stage in the next democratic debate which is a week away. Meantime, Elizabeth Warren has all but closed the gap with joe biden. Shows biden holding onto a slim 2point edge. Biden has in recent days been forced to pend some of his time addressing widely debunked accusations from President Trump over his sons business deals in ukraine. And nbcs mike memoli writes, quote, longtime confidants of the former vp say that even he could not have anticipated that the president would escalate his attacks so dramatically or so early. And his reluctant to discuss his family in the campaign is a major reason why hes not chosen to respond forcefully to trumps current assault. Joining the conversation is nbc news correspondent mike memoli yahoo news National Political correspondent brittany shepard. Don calloway is back with me. Biden says he was prepared for trumps attacks. Now hes struggling to respond. So unpack that reporting for us. Well, jeff, on. Was always going to be a really perilous period for the former Vice President. O just pointed to the polls. We have seen Elizabeth Warren catching him or at least approaching him in a lot of these state and national polls. We of course saw the fundraising number out last week. A little bit of a disappointment for the former Vice President coming off his Second Quarter number down 15 million in the Third Quarter. And then of course you have a debate in about a week. Thats always been a little bit of a highwire act for the former Vice President has weve seen so far. But then you add to this fullprecedented assault from the president and his allies attacking joe biden on an issue that he knew was coming. That he knew and one of the last hurdles really he had to get over before deciding to run was making sure his family was comfortable with whats to come. But i think they envisioned this as something that was going to come in the general election. And talking to you know, weve seen the campaign respond aggressively since the beginning. Theres been a lot of free advice from a lot of democrats about how the former Vice President himself should be addressing this. And its only in the last few days that youve seen biden much more aggressive, much more willing to take on the president directly as hes attacking his family. Yeah. Because joe biden has, what, 7,000 advisers, informal advisers. He had this heart attack just as he, you know, couldve capitalized on this incredible 25. 3 million haul in Third Quarter fundraising. So what does this mean for him . It is really interesting in spite of raising or probably because of his energy he raised this tremendous amount of money more than folks like joe biden who was kind of de facto frontrunner. You kind of wonder what vote hes leaving on the table right now, especially young votes where you see that Bernie Sanders has incurred so much favor especially going into the primary season. I think that, you know, or even early onto his run people are saying bernie, you look 78, you are in your late 70s, what are you doing. But he says he is still out on all the sunday shows, you dont see joe biden on a lot of the sunday shows. I think it does kind of disrupt this narrative that he still has the juice to make it across the finish line. Its like well what are you going to do with all those bags of money if youre kind of holed up in the house . And thats where Elizabeth Warren kind of pokes her head out and says hello, hey, everybody. Even if Bernie Sanders is not tacitly endorsed warren right now, you think if theres soft endorsements, perhaps the votes will also shift in the same direction. Lets talk about Elizabeth Warren, don, because he always says she has a plan for that. But does she have a plan to win over black votes . So Elizabeth Warren has actually quietly built a remarkable team of africanamerican women advisers. Alencia johnson, a wellknown public advocate who has done a great job on her team, some other black women who are very prominent advisers in front of the scenes and behind the cameras. But i will say that i dont think Elizabeth Warren needs to win black voters. She needs to compete with black voters. And she is doing that at a clip far greater than, say, a Pete Buttigieg who has run an extremely Impressive Campaign but has not been able to crack the brown ceiling, shall we say. And shes not there. So, you know, she doesnt have to win black voters and she wont win black voters. You have joe biden and two very competent qualified africanamericans. But she needs to compete and she has two very talented folks in her game. I think its not just about having black folks in your campaign, but its more about convincing black voters that their loyalty is best suited in tern camps. Its kind of like the iowa seal when obama was running he didnt have a ton of black support at the getgo until iowa shifted and went with him over hillary clinton. And then you saw black states like South Carolina bend towards obama. So i think thats kind of the perennial question. Its like where will the first round of black voters go, and not just all black voters, its young black voters too. Is the Biden Campaign worried about seating this ground to either the Bernie Sanders or Elizabeth Warren or Kamala Harris or cory booker campaigns . Well, one of the pushback is that hes struggling to respond to this latest trump assault, there is a lot of reporting we have to do about how this is playing on the ground. This is actually rallying a crowd around him. Because of his support among africanAmerican Voters. And hes still very much ahead in the poll position there. And so as we go ahead, i think this is going to be the big question. They say he doesnt necessarily need to respond in kind when the president is essentially selfemulating every day that this is a moment that calls for somebody to be president ial, to be the cooler head playing above it all. And thats something really the strength of biden has been appealing to so many democratic voters so far. They think thats the ticket going forward. In the time that we have left, don calloway, you had a heart attack back in february. You were 39. Yeah. Bernie sanders is 78. Yeah. What do you think i mean, going through that experience, what do you think he should do . Well, listen. More damaging to me than the actual heart attack was getting back right to my normal schedule almost immediately thereafter. I probably took about a week off in realtime. You have to be very intentional about rest and rehabilitation after this or else its far more damaging than the actual myocardial infarction. Im probably at 90 and im 49 but i was 39 then. At 78 it takes a lot of time. Thats not being ageist or a jerk or against bernie. And thats totally apolitical. It takes a lot of time to get back to 100 . And this is an epically rigorous and difficult task that hes embarking upon. I pray the best for his health regardless of politics. Its been five years since the start of the water crisis in flint, michigan. A crisis that will never likely end for the children who were poisoned by the toxic drink water. That can lead to lower iq and behavioral problems. And experts say its often irreversible and often untreatable. I went there and saw how the true toll is just now becoming clear, given a spike in flint children now now needing specia Education Services at school. 12yearold kwame hawk was once a star student, excelling in reading and math, but not anymore. My learning has been slowed. I forget things a lot. Reporter among the thousands of children in flint, michigan, poisoned by Drinking Water laced with lead. Dangerous exposure listeninged to behavioral and learning problems. The flint water crisis began in 2014 when lead leached into the citys water supply. Children drank and bathed in the toxic water for a year and a half before addressing the problem. The children now needing special Education Services has jumped 64 , according to data, and the Public School system is overwhelmed. Lack of counselors, school psychologists, trained certified behavior interventionists. I just know my kid aint getting it. Reporter this woman agrees. You shouldnt have to fight for a School System to do what they should. Reporter her 6yearold son, max, has autism. Maxine says the lead poisoning makes his behavioral issues worse. She said she fought months to get the educational support her son needs. There are really great people that work inside the schools that care. My main frustration has been with the administration. Reporter we tried to talk to the superintendent of flint schools, dr. Derek lowe pez, but he didnt respond to our repeated requests for an interview. Hes not willing to speak with us . He is in a meeting and probably will be the re rest of the day. Reporter the superintendent wouldnt talk with us but Jackie Robinson did. She just retired from teaching and she said she saw the change in children poison bid lead. Something with an not quite clicking. They werent getting the information like they used to, or like kids in other areas, other districts were getting. And it became very frustrating for all of us, all of us teachers, trying our hardest to unlock the mystery. Im angry our kids are still going through this, five years later. Reporter her youngest son, 6yearold sincere, is bearing the buried zblen i dont like that water. Why not . Its nasty water in flint. Ariana and maxine are among the many parents who have become advocates on their own. But theyre getting extra assistance from the two of you. Kristin, help us understand how flint, the problems that flint was dealing with, what they were dealing with before the water crisis and how its all been compounded by this lead issue. Right. I think aclu of michigan, we were already aware of the school froiven pipeline very active in regards to Flint Community schools. In 2015 we issue aid report because of the concerns that we had about flint in regards to the high level of suspensions. They were the highest in the state. And we got this data that was 2013, 2014. That was even before the water crisis hit. Once the crisis hit, we knew there was going to be a large School Pushout in regards to suspending children rather than giving them the therapeutic interventions that they so need. Greg little, you lead a team of attorneys that brought a suit against the state and local School Districts to get these kids the help that they deserve and that they need. What, so far, has been the results of that legal case . Yes. We brought this lawsuit because for a year and a half, every child in flint was exposed to lead in their water, which say neurotoxic that damages the brain. We talk about the flint situation as being a health crisis, that only touches the surface. Its also an educational crisis. We brought this lawsuit for three reasons. Number one, we wanted to make sure that the children who needed help were found, that they had some sort of universal screening process where kids who had potential damage as a result of the lead were found. Number two, they needed to have programs and Services Available for those children that needed them. And, number three, we wanted to make sure that the disciplinary procedures, like suspensions and expulsions were not used because the state was not providing flint with the resources they needed to treat these kids. The good news is that we have been able to persuade the state, the county and the School District to provide universal screening for every child in flint. And not only that, but for those children who need it, theyre going to have available neuropsychological exams, to detect what damage is caused. The worst we can do is find those kids and then not provide them with with the resources they need. To date flint hasnt provided them with those services. In the past we think they were in a complete state of denial. We are optimistic that they are taking it seriously, working with us to develop Additional Resources for Flint Community schools f were not able to reach that type of understanding, then were ready to go to trial, aggressively, and were confident that we will preva prevail. Kristen totten, yes, you know the children are screened and they have lead exposure but then what . What more needs to be done . So many things need to be done. First of all, we need to acknowledge the extent of the harm that lead has caused. Its a neurotoxin, as greg has stated. It causes severe aggression in children, it affects impulse control. We see a spike in crime rates related to lead poisoning in the past, when we had leaded gasoline. What we need to do is understand the extent of the crisis and we need to make sure we are not punishing children for behaviors related to a disability that was inflicted upon them by this lead poisoning. They are now carrying a burden to which we need to understand what help do they need in order to carry this and not push them out into truance court but really being able to provide them with therapeutic interventions so that they have the skills, both academically and social skills that they need in order to make it in this world and be able to succeed in school and in life. A second whistleblower has come forward about President Trumps call with the president of ukraine and that persons attorney, who also represents the first whistleblower, says he or she, quote, has firsthand knowledge of the original allegations in the first complaint. The white house has already released a readout of the call that confirmed the president , President Trump, asked the ukrainian leader to investigate joe biden and his son. Its also important to keep in mind that the president himself admitted to it on camera with an invitation to china tacked on. Take a look. What exactly did you hope zelensky would do about the bidens after your phone call . Well, i would think that if they were honest about it, they would start a Major Investigation into the bidens. Its a very simple answer. They should investigate the bidens because how does a company thats newly formed and all these companies, if you look at by the way, likewise, china should start an investigation into the bidens. So, in addition to the readout and the call, readout of the call and the comments from the president you just saw, House Democrats released Text Messages this week that seem to show the president s top envoys pushing the president of the ukraine to investigate the bidens. Is the second whistleblower a big deal . Yes. Would it be as big of a deal if we didnt have the readout . Yes. Ashley parker, susan page, former adviser to john boehner, paul ryan and jeb bush, and my former colleague at npr, susan davis and joining us from new orleans, Cedric Richman of louisiana, the cochair of joe bidens president ial campaign. Susan page, i would like to start with you. The talking point, the pushback that were getting from the white house, at least as it pertains to the invitation expressed by President Trump for china to interfere in the election is that it was all a big joke. Were hearing this from congressional republican. The only problem with this theory which we heard senator roy blunt talk about it this morning and marco rubio talk about it the other day, President Trump doesnt portray it as a joke and ukrainian leaders didnt think of it as a joke and so this could be possibly a flawed defense. When the defense is, the president wasnt serious, that seems to be the best that the republicans can offer up, what does that suggest to you . That theres a lot of republicans in foxholes right now and most of them dont want to pop their head above the hedge row. The congressional recess this week is one of the greatest gifts to Congressional Republicans i can imagine. They will be pushing very hard to a clear understanding of the facts and clear understanding of the arguments that not just the administration but the president himself and perhaps even Rudy Giuliani will be using in public in the future because they dont want to get out there, making an argument to defend the president and find wiley coyote and no cliff under them anymore. If republicans are in a wait and see mode, what are they waiting to see, given the preponderance of the evidence out in the public i guess . Polling, for one. They want to see where public sentiment is and where republicans are. The polling weve seen so far has shown that the public has shifted a bit. Its shifted toward the democratic view on this. A lot of that polling shift has been among democrats. More democrats have beenv come on board saying they support not only the inquiry, impeachment or conviction. One thing i talk to republicans, two numbers they look at is does President Trumps very strong support among republicans start to shrink at all, which we havent seen . Yeah. The other number to watch here is independent voters. We talk so much about bases. There are still a large chunk of people in this country who are swing voters, and polling is telling us theyre looking at the investigation and saying an investigation is warranted. Their mind might not be made up on impeachment. If you loose independents, thats a big problem not just for the president but every republican if theyre seeing aligned behind the president with no daylight on this question. Parker, take us inside the white house. Its hard to have a war room when you dont have a reliable warrior and President Trump, by now, i think, has mapped out compete i competing positions. Its tough to have a war warm when you have a president who thinks hes his own best chief of staff, press secretary, his own best National Security adviser, his own best everything. Its sort of a oneman war room, hes leading the charge on south lawn before boarding marine one and on twitter. Long before democrats moved forward on this inquiry, he was fascinated by what he liked to call the i word, the political bump he might get. He was learning the history of other president s who faced impeachment and his behavior was basically daring democrats to move forward on impeachment. Turns out he doesnt actually want to be impeached. He never thought this would happen and views this, understandably so, as a threat on his legacy, legitimacy. We all have seen what happens when i thinks his legitimacy is under attack. Thats the two years of the Mueller Investigation. Hes like the dog that finally caught the car or squirrel, whatever it is that dogs catch, watching the white house trying to adjust to this new reality they never quite expected. Perfect segue to new reporting from axios. The president spoke to House Republicans on a friday Conference Call and impeachment, trump said, is a bad thing to have on your resume, according to a source on the call. Two other sources of the call confirmed the substance of the comment. President marked but its going to make kevin speaker, a reference to Kevin Mccarthys upside, potential upside in all of this. So, Michael Steele, the conventional wisdom is that youre not going to find a republican senator to come out and vote to convict President Trump. I think the conventional wisdom there is wrong. Theres a significant minority of republicans right now who may be yes votes. I think that there is its not hard to get from one to four or even five, depending on the case that House Democrats are able to make, depending on new facts that come out. Getting to the 20 or so you need to remove the president from office is virtually impossible. Passing articles of impeachment, republicans in the senate are almost certain to block removal. And i think what the president is referring to on that call is that there are 31 House Democrats sitting in congressional districts that the president won in 2016 this vote to impeach the president is presumably going to be unpopular for them, particularly if its followed swiftly by being pushed away in the senate and not really spoken of again. What do democrats do nor all of calendar year 2020 in the house and senate if they pass articles of impeachment before thanksgiving, the senate disposes of whatever trial they choose to do and the president remains in office, claims vindication and moves on into the general Election Campaign where he will be massively well funded against a democratic opponent that he will view as fatally flawed. Lets put that question to congressman Cedric Richman. Whats the unintended consequences of impeachment, as Michael Steel just laid out . The real answer is we shouldnt worry about the consequences. We took an oath to the constitution to protect this country. When we look at this incident, its not convenient or easy, but we have an obligation to get to the bottom of what the president did. We know it as unlawful for a person to solicit a contribution from a Foreign National in a federal election. That could be in the form of money, assistance or anything otherwise. So, we have an obligation. Look, you dont get a profile and courage for doing the easy stuff. We have to protect the constitution. If we take a vote, i think it puts so Many Republicans in a dangerous spot also. If were playing the political aspect of it, in a way, yes, it may make some democrats uneasy. It will make a buvench of republicans uneasy. At the end of the day, its about getting more and more facts, more and more whistleblowers will come out and at some point, the damn will break and that once republican senator will voice support and i think youll see others finding comfort in numbers. I want to draw on your capacity as the cochair for the Biden Campaign. Do you think the Vice President , former Vice President , has done enough to insulate himself from or respond to the attacks from President Trump . Well, i think he has done a lot. I will say that most of the news media, except fox, starts all of their stories with the fact that there has been vindication on the part of joe biden and his son, hunter. No Credible News Organization or prosecutor has investigated and found merit in the cause. I think Vice President biden, push him back and show him that this is a sense of urgency, that he is upset about this. And thats what his candidacy is all about. Its about the abuse of power and that one person should not put their interest ahead of the country. Let me say this. All of this started after the polls started showing that joe biden beats donald trump handedly in a headtohead. This is donald trump trying to pick his general election opponent and were not going to have any of it. Susan page, do democrats run the risk of letting this impeachment proceeding, all the drama surrounding it suck up all the oxygen away from those democrats trying to beat donald trump at the ballot box . Thats one reason that Speaker Pelosi is trying to have a narrow inquiry that gets finished by thanksgiving or the end of the year. I think its hard to know exactly how the politics are going to play out. We know that American Voters care more about their lives their we the care about the people in washington. If democrats or republicans are talking mostly about impeaching or protecting President Trump, youre not addressing issues about health care, for instance, that people do care about in their own lives. I think you hear, you know, Speaker Pelosi had a weekly news conference. You were there. I was there, too. She refused to take questions on impeachment until she generated questions about other topics, including trade with mexico and canada and democratic proposal to control Prescription Drug prices. She made us sit there. Although, everybody in the room wanted to ask about impeachment. The Cable Networks were taking her press conference. Thats a sign that shes determined to focus on both. And also theyre nervous what it looks like if this they look like theyre consumed by impeachment. If the president wanted to get legislation done, they could. Universe of things that President Trump and nancy pelosi can agree on is pretty small. Prescription drug bill of some kind where the president actually agrees with democrats on this issue, maybe a little more than congress youngal republicans in terms of how far he might be willing to go. Rewrite of nafta, usmca, and im just going to say it. Uhoh. Infrastructure. We all love a good infrastructure. Even Senate Majority Mitch Mcconnell did an interview and said they plan to do i atransportation bill this year. There is an eager coalition of people on capitol hill who would very much like to also be moving a legislative agenda, because democrats going into the 2020 election, they passed a ton of legislation in the house. I dont think regular voters care about that. They want deliverables and right now the deliverables are not very high and impeachment does threaten to consume everything. What do you think happened there . It was an adventure in bizarro land. He went off into conspiracy land. He went away from everything that he was asked about. A few days back, i thought maybe he was going to be the one republican who would put his country before his party and instead he drank the maga red koolaid and we got that bizarre interview. Here we are, heading into the second week of congressional recess. I know you all like to call it the indistrict work period. What are you hearing from your constituents when you are there . Doing my town hall. Been in my most rural counties. People are really nervous when it comes to where this country is going to be. Theyre nervous about not impeachment but what were doing with this president as far as just the direction that he is taking us with this bizarre behavior, whether it be the calls to foreign leaders, asking for them to get involved and get him dirt on a political opponent, to all the other actions the president does. People are worried about the country, period. And thats in the most rural areas, areas where im talking about the farm economy. This issue comes up when i go into my counties that are more urban where theyre talking about health care. This issue came up. I just think were trying to give them reassurance that were going to be able to take care of this. That the House Democrats are not just going to sit back. Got it. Susan davis of npr has a question for you. Hey, congressman. Are progressives going to be satisfied with the speakers desire to keep the impeachment inquiry very narrowly focused on the ewe kraen matter and leave aside all the other inquiries that they have . Youll have the committees doing oversight doing the work theyre going to do. Were very focused on what the Intelligent Committee is doing. This is different than the Mueller Report. The president said he didnt do something, we were trying to get witnesses to come in and explain what they really knew. In this case we have a motive, a crime, a confession and we have evidence. Its a very different situation. We dont have to do the same digging to get the information about whats happening. And if the president doesnt cooperate, well just add that to the articles of impeachment. I think this will be done in a swift way. Clearly the president betrayed his oath of office. He put his own personal interests over our National Security. And i think everyone on the House Democratic caucus really gets whats going on. Lets talk about trade while we have you. There are lots of labor unions in your part of wisconsin. Nancy pelosi says that democrats are moving forward on the trilateral movement to replace nafta. What do you make of the deal . Is it better . Is it a better deal than nafta was . There are some things that are better. There are some things that are worse. We call it nafta 2. 0. Its not that different. Some things that democrats need to be taken care of, that labor and environmental protections, what they already agreed to the language, put it in the agreement. Theres a big, wet sloppy kiss to big pharma in there. Weve got to get that out. You could do those couple things and probably have 390 votes in congress. But it took the white house 45 days to respond to us. I dont know how serious they are about this. Whats really hurting is in the farm economy in nye my district its all the tweeting tariffs out with china and watching whats happening to the markets. And that assistance were giving farmers is a joke. For the average dairy farmer its 1 of the cost of 100 weight. Its not even close to helping them. My soy bean farmers are hurting, corn growers are hurting. Thats the reality. Thats why i think donald trump will have real problems in places like wisconsin next year. This ukraine situation is a straightforward and simple argument, that President Trump used his Public Office for personal gain. Do you think democrats might lose that simplicity as this investigation moves forward with the depositions, the names, back and forth between the white house and the hill, that it becomes arcane and byzantine much that the Mueller Investigation did . How do you think that democrats on the hill will do battle . One thing thats interesting between the russia investigation and this, at least at the beginning its much more straightforward than russia was. There are condition fusing names but not as much as the russia investigation. I say that as someone tasked to keep track of the names. I always asked roz at the post. This is straightforward because it had the president at the center of it. With yaush, it was a meeting that was allegedly about one thing and turned out to be about an obscure adoption act that involved some of the president s advisers, but not him. There was no proof that it was ever traced back to him. This is the president on the United States on a phone call with one other leader, the president of ukraine, asking for a favor, to basically dig up dirt on a political rival while millions of dollars in aid are being when would. I think youre right, it could get more complicated and as you were mentioning, Speaker Pelosi and the democrats have been very focused on keeping this pretty nar o they dont want it to become a fishing expedition. They think they know where the problem is and theyll dive deep on that. I think theyll avoid going on tangents. Bringing up corey lewandow. Ski to testify was not a winner. We have the white house summary of the phone call, whistleblowers complaint, the Text Messages that were released. That makes the case that the president pressured a foreign leader to sbrn sbr convenient in our election that, there appears to be a quid pro quo and they tried to hide the account of a phone conversation in a server where it didnt belong. Thats enough. So the task for democrats is not to get drawn into every other thing that has angered them about President Trump. I mean, there are some democrats who want to impeach President Trump over 16 other things. That is probably, politically speaking, not the case to make. When youre elected to the senate or youre elected to the house of representatives, you put your hand on that bible. One of the first things you do, you put your hand on that bible, lift the other hand and take the oath of office to protect and defend the constitution of the United States. Its not about protecting and defending a party or a president. Its about protecting and defending the constitution. And that is long after Donald Trumps gone and bill clinton and barack obama and all of these folks, the constitution of the United States is still going to be there and in order for it to be there, its up to members of congress. Its up to all of us to make sure we protect it and it actually means something. And sad to say the guy that im running against has sort of lost all track of that, that thats part of his responsibility as a u. S. Senator. I was going to ask you about that. When i talk to politicians in South Carolina, a lot of them have a lot of different theories about what accounts for Lindsey Grahams critic to his chief defender. He famously tweeted if we nominate trump we will get destroyed and we will deserve it. What happened . I dont know what happened. I hear from democrats and republicans all across South Carolina and the number one question is, what happened to Lindsey Graham . Here is this guy that i even thought was a statesman when john mccain was alive. Even though i disagreed with his politics, i thought that when push came to shove, he could rise above the fray and actually be a sensible voice to bring both parties together. What we have seen is that he isnt. George will defined it perfectly. He is a political windsock. I like to say hes probably the worlds most known golf caddy, because thats all that he seems to care about, carrying the bags and water for the president instead of doing the work that the people in South Carolina sent him to washington, d. C. To do. There are a lot of issues here in South Carolina he just doesnt he doesnt spend the time and energy focus on them. Lets talk about the job that you want to do for the people of South Carolina. There was an oped in the Chicago Sun Times about a month ago that said, quote, South Carolina is a red state with blue needs, more health care, less poverty, better schools and fewer jails and South Carolina, as you well know, has a huge aging population. A lot of people there are uninsured and yet you didnt accept medicare expansion under obamacare. How do you build a case among people who are apparently inclined to vote against their own interests . The way that i talk to folks in South Carolina is, you know, i think for so long, weve gotten caught up into the political back and forth in d. C. Its not about democrat versus republican. Its not about progressive versus conservative. Is really is it boils down to what is right versus what is wrong. In South Carolina, we are seeing a lot of wrong. The leadership we have here led by Lindsey Graham. We have rural hospitals closing all across the state because of the republicans refusal to expand medicaid. If lindsey said i dont support obama care or Affordable Care act but i do want to support these hospitals not closing, that would be the right approach. He doesnt do that. Rather he tries to curry favor and comes up with a bill like graham cassidy, which came up with in a barber shop and wouldnt help the people in South Carolina. We need a senator focused on the people in South Carolina and the issues theyre dealing with on a daytoday basis rather than tv hit, flying on air force one or being relevant or getting reelected. Thats not why people send you to washington, d. C. They want you to solve their issues right now, li in. Did sy is not doing that. Youre a Senate Candidate and chair of the dnc. I have a question for you. How could the dnc, democrats in general, do more to support joe biden against these attacks for President Trump . I dont think the dnc is being very careful. Were not supporting one candidate over another but pushing back from the untruth we are hearing from the other side. They are trying to muddy the waters here. The question is really about the rule of law, about whether or not were fighting and protecting the constitution of the United States. And i dont care if it was barack obama or donald trump or Ronald Reagan or bill clinton. A president of the United States should not go and ask Foreign Countries to get involved in our election. You should not do that. That is not right. That is prohibited tz. And so, therefore, it shouldnt be about this process and trying to muddy the water. It should just be about protecting and defending the constitution of the United States. Let me ask you a question. Glaed gaed. Make your point and ill hit you with the last question. The dnc should go out and, as theyre doing, theyre making the case about what this is really about. So, you raised 2. 1 million in the last quarter, the most ever raised in a single quarter by a senate challenger. What is the secret sauce . What have you done that you think could be constructive for other democrats that are trying to win tough seats that youre trying to win across a red state . Its about being hopeful, aspirational. Im doing Something Different in this campaign. Were going into the community and starting to help people. We had a School Supplies drive in my hometown where we had 700 parents and students who came. We gave out 400 backpacks. I had a mom who came up to me and said mr. Harrison, i wanted to thank you. I had no idea how i was going to get these supplies for my kids. I think he did it to provoke you to ask me and others and get outraged by it. He plays it like a violin and everybody falls right into it. Thats not a real request. So, Michael Steel, how does a talking point like that get generated . I think that there President Trump is unique. And some of the things he says are intended to bait the press. Some of the things he says are also intended to drive the public debate. If he worries that the press is not interested in exploring Hunter Bidens role in ukraine, he wants to start looking at investments in china, why hunter biden was on air force two with the Vice President , going to china and then meeting with a business associate in beijing while there. He wants to keep this in the blood stream to distract and attract to his issues. I wouldnt do Something Like that, Indiana Republican senator said. He referenced it, but didnt really ask him to do it. He didnt beg him, thats what north Dakota Republican senator kevin cramer said when asked if it was problematic for trump to ask zelensky to investigate bideen and senator steve danes paused and then offered up this. Zelensky initiated the conversation if you go look at the transcript. Nancy pelosi tried and convicted the president before even seeing the transcript and there will be more to come about what this whistleblower has to say. Stay tuned. This is not just an issue for republicans, who have to weigh the political calculus here. Its House Democrats who are in districts that trump won, still nine or ten holdouts on this impeachment question. Max rose from new york, staten island, i believe. Last week he was against impeachment. Now hes for it. How do those House Democrats in trump districts, how do they move forward . The ones who are against it are still doing right things for their districts. These are not votes that nancy pell o pelosi needs and if they authorize an investigation, may be a no vote. That may be good for them. Max rose surprised me. I think he was also telling that there is no unanimity. To be home for a week and then come out and say hes comfortable with this, these guys dont do anything if theyre not seeing something in the political tea leaves, too. That was very telling to me, that representing that district he was comfortable taking that position. One thing i think thats given democrats a lot of cover among these freshman democrats is a lot of them come from military backgrounds, cia analysts, marine veterans, military or National Security veterans. Its given a credibility for them to come out in these tough districts and say we support this and using that mantle of National Security and military service to stand behind and saying were doing the right thing. Thats helped to bring a lot of democrats on board to that. I dont think democrats are nervous about taking that vote if nancy pelosi decides to put it up for a vote to formally authorize the investigation. The minute we have left, whats your view . I think if i think that oped you mentioned by seven democratic members of congress from swing districts was the most important factor in Nancy Pelosis calculation, that it was time to go ahead and launch a formal impeachment inquiry because she had been trying to protect those members when they decided that they needed to go to impeachment, that was the tipping point, i believe, for her. I think this is a sign of the increasing tribalism of american politics right now. It is easy to be a democrat in favor of impeachment. It is difficult to be out of that mainstream in either party right now. And the number of true independents is probably lower than its been in recent history. Yeah. And yet republicans say hold the vote now. Put up or shut up is i think what tim scott tweeted. Well, there is a line that says when you are arguing process, youre losing. This is the one argument that republicans can rally behind because they dont know whats coming next. The fact that the speaker did not hold a vote, which is the precedent in the house. It is not against the constitution. Shes operating fully within her power. I do think it is a bit curious that republicans are pushing for a vote that could be tough for their own members. Yeah. Not the best thing that republicans have going for them is that most of their most vulnerables that could have been questions lost in the midterms. Everyone is placing a bet as to the most recent past example to suggest that the house moving of articles of impeachment is bad for the party that moves those articles. It is an up popular thing to do. Thats what our recent history is, but its not guaranteed this time. I think it is dangerous to make the clinton comparison because the charges are so difficult. The charges against clinton were unsavory but personal. These go to National Security matters. So i think we just dont know how this is going to unfold when it comes to the political impact. And the other wild card in this is the way the president behaves. Yeah. When hes on the defensive, when hes under assault, when he feels like hes under attack. We saw that during the Mueller Probe. Were seeing his twitter account go crazy. You know, in talking to someone, a former white house staffer, they told me, they said, look, you might see a slightly less structured output from the white house. So its not just the politics of impeachment. What does it mean if the president gets up there at a rally and says something that crosses the line for independents. If he tweets Something Like he did against the squat, a racest tweet. During the Mueller Investigation, he is absolutely innocent but hes behaving like a guilty person and each subsequent tweet and comment they thought added to the obstruction bucket, so it felt like this never ending investigation.
