Color. Senator jackson lee will join us live. But it all started with a series last sunday, the president suggesting a Minority Group of democratic congresswomen should go back and help fix the totally broken and crimeinfested places from which they came. Heres how the week unfolded from there. As far as im concerned, if you hate our country, if youre not happy here, you can leave. Send her back send her back send her back i started speaking quickly. It really was loud i disagree with it, by the way. But quite a chant. I felt a little bit badly about it. Those people in North Carolina, that stadium was packed. It was a record crowd and coy have filled it ten times, as you know. Those are incredible people. Those are incredible patriots. The Associated Press reports that the double flipflop you watched play out there was reminiscent of the president s response to the violation in charlottesville back in 2017. Quote, he initially blamed violence on both sides of the altercation after a wave of bipartisan condemnation and scathy cable news coverage, he issued a cleanup statement at the white house days later. Yet after watching the response to his reversal p. He doubled back to the original position during a wild translatotrump tower news conference. Earlier today on cue he doubled back to the socalled squad, tweeting i dont believe the four congresswomen are capable of loving our country. In other words, here we go again. With that i want to welcome in my panel on set, washington chief for vice news, shawna thom i. Msnbc political analyst robert costa, former poll cy adviser to mitt romney and fellow, long hi chen and reporter for politico, tim alberta. Also author of american carnage on the front lines of the republican civil war and donald trump. Congratulations on the book. Great to you have on the program. Its obviously chockful of news and memories im having trouble reliving but going through one at a time. I want to start with you because this, in many ways, wa played o played out over past week is everything you write about in this book, the divide in the Republican Party, tilt in populism as the president s allout embrace of the president s Political Tool and strategy. How do you see, frankly, this ending for the president . It seemed like the plan is take this all the way through november of 2020. Obviously if youre going to isolate one week of the Trump Presidency as a pretty clean microcosm of the entire political ascendsy of the last four years, this would probably be it. Your opening package captured it pretty well. Weve seen this movie before. Its all gotten predictable at this point. Not just what the republican says and does or republicans on the hill or in many cases doesnt react to what the president says and does. When you think about donald trump race baiting, when you think about him egging on his supporters and trying to halfway walk it back saying i dont know, i didnt mean noor to happen or i wasnt comfortable with that and he sort of goes right back to the well again, he understands what the boundaries are. And in todays Public Discourse and boundaries, he sets the boundaries. Nobody challenges him and if they do they fall quickly like flake, sanders, amash, et cetera. So theres nobody pushing him until november of next year which means we have a very long six months in front of us. And the president seems to want to make these four women the faces, the faces of the Democratic Party. Yes. And by doing that, he creates a situation. I totally agree. I think race is now the issue du jour of this election. And it was in some ways in 2016. But also i feel like all of us around this table and a lot of people were so confused by the donald trump phenomenon in 2016 that we didnt quite grasp what we were getting into. He thinks its a winning thing. I dont think this comes out of a master plan for him but i think his team thinks its a way to win a little bit. For democrats, the issue is does it make people mad . I think him talking about race in this way gins up his supporters. We saw that with the send her back chant but it gins up democrats, makes them he more galvanized. If and you have more people mad, that makes people vote. Thats the issue we will be grappling with, does it help republicans more or actually help democrats more to have that situation . Bob, whats your take on that situation . It challenges democrats as well. Democrats on capitol hill say the president s comments are racist. They do not like his abuse of power in their words in terms of refusing congressional demands. Theres a growing call for impeachment among democrats. House Speaker Pelosi is trying to keep her party in check, run against the president on health care, the economy. Have Robert Mueller testify this week. But shes going to keep dealing with these growing calls as the president continues to make action and make statements that are incendiary. And whether she can keep her party on a certain strategic path is an open question, especially as president ial candidates continue to try to say it is time to open those impeachment proceedings. And today we saw obviously excuse me, this past week we saw the focus on impeachment tie together everything, which is race related, which we had not previously seen. You had worked top adviser to mitt romney, who has been one of the questions who has spoken out against what the president has talked about, although he too has taken criticism for not specifically framing it as a racerelated issue. But is there is there a world where there exists a Republican Party that is not completely tied up in race baiting, race tweeting, supporting what the president is doing . It may be a world far, far away. I think the challenge is you have trump as this figure and you compare the response post charlottesville to the response after this you see how much the president s managed to consolidate support within the Republican Party and probably consolidated support of his own situation. The development of donald trump as the leader of the Republican Party, the spokesman for the Republican Party, the person who stands in most voters minds as the representative of the Republican Party, i think thats a process we have seen kind of play out over these last couple of years. Now this is where we are. The question Going Forward is whether the strategy is going to have any utility for the Republican Party beyond 2020. I think it might be a Winning Strategy for 2020. I think theres a set of circumstances and scenarios where he grows the voter base that he has amongst, you know, lets say working class white males or working class white americans. Thats not necessarily a Winning Strategy beyond 2020. The question is do you sacrifice 2024 and beyond for 2020 . And the answer right now seems to be yeah. All eyes right now or on senator romney. The former governor sitting in the u. S. Senate. Governor Wells Campaign has not gained traction. Are you trying to push mitt romney into the president ial race . Im not trying to push anybody in. Critics out there of President Trump are waiting to see what somebody of romneys stature does as all of this public criticism continues to mount, senator romney and others have to make a choice. Are they really going to stand by this president in 2020 with these tweets, with the policies on immigration and so much else . We have pretty much evidence they wouldnt, shawna. Also we talked about shortterm gain versus longterm gain for the Republican Party, shortterm gain is what we are seeing Mitch Mcconnell do. Aside from walking a strange line about the president s words, put a bunch of judges in. The judges on the Circuit Court and district level, more conservative than the judges have ever been before, are basically what the longterm game plan is for someone like senator mcconnell. The ninth circuit is way lester than it used to be because mcconnell pushed a lot through. If it works and that leaves mcconnell in the senate is, thats a good thing for him. However in the end the changing demographics of this country, the fact there will be more latinos here than ever very, very soon, this is a longterm losing strategy if you make black and brown people base lick the enemy. Just a point about the base mobilization strategy we hear so much about, and obviously to shawnas point earlier, sure, you run the risk of energizing and mobilizing the democratic base. If youre donald trump, it can be counterproductive. But we have a new swing voter. Its the upscale, traditional suburbanite that are culturally more liberal than others and we think culturally conservative. We think of him mobilizing his base in michigan, wisconsin and pennsylvania, the election will not be won and lost there. The president for every one base voter he may be mobilizing in green bay, wisconsin, he prreal has to worry about an affluent republican voter in Waukesha County who probably pulled the lever for republicans but we know they pulled it for a democrat in 2018. We know that from the election last year in philly and other places. So he has moeb worried about mobilizing the base and alienating others in the suburbs. Yes, its interesting. During a meeting with Republican Leaders the morning after the president s rally in North Carolina, multiple gop members reportedly told Vice President mike pence they were disturbed by the send her back chant and asked pence to relay the message to the president. Meanwhile, here was pences on this, this morning on face the nation. The president wasnt pleased about it, neither was i. The president han been very cle has been clear about that. Were also not pleased about four members of congress but this is as close as anyone has ever had in american politics. This could all go away with one simple word or phrase or something. You have a chance to stay it right now. Dont do it again. Is that your message . Major, the president was very clear. Was he . That he wasnt happy about it. If it happened again, he would make an effort spo teak out about it. He will make an effort . Thats what hes already said. I think we were pretty clear at the top of the show in illustrating the president was in fact not at all clear, not at all clear about how he approached this. But, shawna, what they are trying to do and what some democrats i have talked to behind the scenes suggest they think perhaps theyre doing effectively is using this to push people farther into the camps that they are already in, and my question based on what tim was saying too is do those independent swing voters, do they still really matter if this is what were talking about or not . I think all of the voters matter. Yes, i think independent swing voters do matter. If mike pence isnt willing to and i dont know what Major Garrett was trying to do was get him positive apologize or what phrase he he wanted him to say but if hes not willing to engage honestly with this, the exact same voters youre talking about can see that. Theyre college educated. They can see between the lines. They can see how uncomfortable it makes him and it makes them uncomfortable too. Those swing voters matter. If youre talking about identifying the Democratic Party with these four women and is that a winning thing, if youre able to change the conversation, and i know senator pence and republicans on the hill were trying to change the conversation to socialism. This big, bad word that freaks people out and these four women, they can say they support it, then maybe that is also a Winning Strategy too. But i think thats precisely the point. The point is the more you associate were not talking about the people running for president by the write now. Were talking about four relatively younger members of congress brandnew members of congress. Who are defining the policy agenda for the Democratic Party right now. Opinion the extent to people in the midwest or wherever else view the policy agenda of the 2020 democratic president ial nominee as the policy agenda as socialism, as the policy agenda of these four, it puts democrats in a very difficult position. I think thats precisely what the republicans and president would like to do. But you have to think for every news cycle thats hung up on send her back and hung up on racebaiting tweets and general tone of xenophobia from the president and his Reelection Campaign thats a day not spent talking about medicaid for all and stripping Health Insurance from 150 Million People and not covering every illegal immigrant in the country with a health care plan, which barack obama was adamant he wouldnt do that ten years ago. So whether or not the republicans are personally discomfortable with the president s words because theyre personally uncomfortable with it, that they find him racist, questionable or otherwise, or think its political malpractice, for any of the above reasons, there are capitalists on capitol hill that wish he would stop with this act because they think its counterproductive. You watch them try to twist themselves into knots trying to turn the conversation about race into socialism. Because race is at the ton of this a top of this and cannot deny it, it is what it is, it seems like its not a good argument for them. It would be if it didnt have a good layer of racism over it. And some like mayor buttigieg . Some tried to make away to talk about faith to win over the voters on that front but the Vice President shows how difficult thats going be to be. As shawna said, he nominated conservative justices and fought against their attempts of the progressive view. We will have much more to come, the president of the council on Foreign Relations will join me, richard hoff, as tensions continue to rise. First, Robert Mueller is set to testify on capitol hill. Who better than preview the blockbuster hearings than joyce vance. She will join us next. Us next. To roadtrip with. But since he bought his house. Are you going 45 . Uh, yes. 55 is a suggestion. Its kind of like driving with his dad. What a sign, huh . Terry, can you take a selfie of me . Take a selfie of you . Yeah. Can you make it look like im holding it . He did show us how to bundle home and auto at progressive. Com and save a bunch of money. Oh, a plaque. He later navigated northward, leaving. Progressive cant protect you from becoming your parents. But we can protect your home and auto when you bundle with us. v. Especially when your easily distracted teenager has the car. The worst. At subaru, were taking on distracted driving [ping] with sensors that alert you when your eyes are off the road. The allnew subaru forester. The safest forester ever. Would shakespeare have chosen just some pens . S. Methinks a tul pen would serve mlady well. Thanks and a unicorn notebook get everything on your list. Whos got the time to chase around down dirt, dust and hair . So now, i use heavy duty swiffer sweeper and dusters. For hardtoreach places, duster makes it easy to clean. It captures dust in one swipe. Ha gotcha and sweeper heavy duty cloths lock away twice as much dirt and dust. It gets stuff deep in the grooves other tools can miss. Yknow what . My place. Is a lot cleaner now. Stop cleaning. Start swiffering. Most americans in their busy lives havent had an opportunity to read that report and its a pretty dry prosecutorial work product. We want bob mueller to bring it to life to talk about whats in that report. Its a pretty damning set of facts. I have to say i didnt find the Mueller Report dry at all. But lawmakers are bracing for Robert Muellers testimony before the house intelligence and judicial committees echoing what chairman schiff said. A congressional aide tells nbc news committees are anticipating not everyones read the book, meaning muellers report, but people will watch the movie. Joining the conversation now former university of alabama law professor and msnbc contributor joyce vance. Joyce, its great to see you in person, no less, here in washington. Great to see you. What do you think theres been all kinds of speculation, obviously, about what were going to see from Robert Mueller but this is somebody at the end of the day who testified before congress. More than almost anyone else hes one of the top people in this regard because hes been in public life so long and top jobs so long. What do you expect to see him wednesday and how are democrats going to handle this correctly and how potentially could they handle it the wrong way . Im a big believer and always was a big believer as a prosecutor to listening to my witnesses and where they stood in court. Muellers made it very clear hes reluctant. I think particularly the democrats that will be questioning him would be will to remember that and realize hes pretty serious he will stick to whats in the report and thats good for the democrats. Because whats in the report is pretty damaging. This is an opportunity to move through it. I think its a little bit difficult because we will hear first from judiciary, and they will question about the obstruction piece and later from house intel when they talk about the russian connections. This is an opportunity, and like you i found it to be riveting but very time consuming. A lot of people have not had the time to read the report. This will be an effective cliff notes version. When it came out i was literally stuck to a camera with my eyes on it. But many people did not have that opportunity. And. Members of congress acknowledged they havent read it and thats another subject. I find it surprising since theyre in charge of doing this. But on the other side, jim jordan, who you have written about extensively and is somebody who typically comes about as combative and pugnacious in situations like this, what role do republicans have to play in the mueller hearing . Talking about bringing the work to life, some things are going to come to life in that hearing and i dont know if Robert Mueller will be one of them. As we saw in the press conference, hes a pretty dry individual. But you will see jim jordan, the president s pit bull, going on offense against mueller and offense against democrats. Obviously republicans understand and this is a wellworn cliche but worth repeating in these circumstances, theres an audience of one here. For jim jordan, you mean, not for Robert Mueller . Thats right. For republicans on the stand they understand the president is watching and the president is judging and the president is evaluating their every syllable and action. For the republicans on the hill who want to stay in the republicans good kbrass, they will not be idle bistanders. They will be out of their seats and attempting to proceed and push Robert Mueller in order to trip him up and gain applause from the president. I think this might be the democrats opening because if mueller gets to the point where hes pushed and he feels like hes not being able to permitted to answer questions truthfully and congress is getting inaccurate information, that might be the moment he will actually open up and talk about some of these questions in more depth but that will require something we dont see very often in these congressional hearings, that means democrats will have to followup and have to if that moment occur whens a republican is questioning, they will have to respond and continue to drive the point home with mueller. Its going to be about more than just telling the story of the report for the democrats. When talk to top democratic aides, they also want to see what mr. Mueller has to say about attorney general william. In the rollout of this report, those letters sent from mueller to bauer, what was muellers intent with the letters, to really have a dialogue. The attorney general has already been held in contempt by congress because of his actions on the census along with the commerce second wilber ross. He is on the line in the eyes of house democrats. To tims point about republicans, theyre going to try to make this about an investigation of the investigation, to try to draw mr. Mueller out on who hes surrounding himself with in terms of the investigators and pros ires because they know, when you talk to people like mark meadows, a North Carolina congressman, they want that to be the story wednesday night on the news. Joiryce, how much do you thi Robert Muellers going to view answer those questions as something hes obligated to do . If his past testimony is something he will evaluate this week, i dont think he will answer those questions. If they continue to push, maybe he will offer a little bit of this information. This will be frustrating for people but i think the reason mueller will take this approach and has in the past is hes concerned about protecting the integrity of the institution. And this is an administration where the institution had been pushed, i think the tension will be between democrats and republicans who want to win this round in congress, who mueller, who wants to see the institution itself survive, so for give me, i will say the game. I dont mean to say our country isnt serious business, so the way we can all Work Together continues down the road. But that will be the news if it happens. Theres a record. Attorney general barrs letter saying bob mueller didnt consider the llcs opinion when they considered the president and the actual report which says something different. Those conflicts are where the news can be made. The rest of the report has been out there already. 100 . Joyce vance, thank you very much. Im sure you have a busy week ahead of you, like many of us. Before we go to break, quick programming note. Do tune in at 9 00 p. M. Eastern for the Mueller Report and then all day wednesday, july 24th, the mueller testimony continuing with brian williams. And its very easy to straighten out or its very easy for us to make it a lot worse. Joining me now the president of the council on Foreign Relations richard haas. Always great to have you on the program. Thank you for being here. Thanks, kasie. Where do you evaluate where we stand right now in the escalating tensions with iran . How much close are we to something that is more of a wideopen conflict . Were getting dangerously close. Weve essentially turned up the heat, call it economic warfare, and the iranians are responding in various ways. Most recently by taking a british tanker a couple of days ago by announcing theyre going to begin to vlt certain limits set on enriched uranium under the 2015 nuclear agreement. Oops so we have a game of political chicken where we put pressure on iran, they push back. Kwet is does this lead to a mutual standdown, some type of diplomatic, informal agreement or will it escalate where we wont have these type of situations but fullout attacks. Where do we stand now with our allies obviously the british have been roped into this in the last couple of days but we unilaterally pulled out of the jwpa. What are our allies like now behind the scenes if people need to stand with us if it escalates . The iranians i think made a strategic mistake given what you said. We were somewhat isolated with our allies, putting tremendous pressure on them to go after sanctions to get out of the nuclear deal. But no that irans are going after initial shipping in the worlds most vital waterway, probably what 20 of the worlds oil moves through this waterway every day, maybe a third of the worlds natural gas. So the iranian cans now have forced everybody to take notice. My guess is its probably a matter of time before you see some type of collective antiiranian Escort Mission put into place to make sure that tankers can continue to sail as they must. What would you say to President Trump about the best course of action for the United States to proceed forward here . Two things, one is protect shipping. Thats essential. On the other hand right now we have pressure without a strategy. What weve got to do is make clear what is it we want the iranians to sign up to . Lets open the negotiation and have a dialogue. Thats not a favor we would do to them, kasie. That is negotiations, diplomacy, are National Security tools. Lets make clear what it would take for us to relieve some of the economic pressure on them and let that conversation begin. Do you see this as something where the president is actually succeeding in what he has sold as the art of the deal . Is it a policy working or policy generally that has taken us to this point and puts us in danger . Short answer is both. On the one hand hes hurting the iranian economy. The numbers are quite stark between last year and this year, their economy is down by at least so 10 , the currency in free fall. So theyre hurting. The question is now weve got their attention, so now what . How do we transfer the pressure we imposed on an outcome . The iranians will not simply ka pit wait. What do we want . What is good enough given what we accomplished . And we have not made that clear privately or publicly and in the meantime iranians are simply saying if youre going to make us feel pain, we will make you feel pain as well. They have options due to hezbollah and thousands of forces in the region. So the president has to decide given all hes invested in this policy, what is he willing to trade it in for . And finally, before i let you go, john boltons role in all of this, National Security adviser who has been suddenly hawkish doesnt even capture how hes approached iran over the course of his career. What role do you think hes playing here and what are the risks around that . Again, clearly has long supported regime change in iran. Its not going to happen. So seems to be again, im not at the table but he seems to be one of those who are arguing for turning up the pressure but its the same problem the president has, towards what end . And if were not careful, the pressure will lead to a wider conflict. So i think the ball is in our court to decide what will be good enough as an outcome we could live with. And for the iranians, we have to decide what are they prepared to do in terms of responding to us . How much risk are they willing to run in terms of triggering what could turn into an attack . Right now each side has got Big Decisions to make. What makes it really bad is we dont have direct communication. Its almost as if both sides are pushing each other but were in a dark room. That to me is a dangerous situation. It seems very dangerous indeed. Richard haass thank you very much for your invites, i really appreciate it. Good to see you. Coming up after the break, i will speak live with congressman Anthony Brown, concerned about legal representation for underage immigrants and asylum seekers. Joining me now is democratic congressman Anthony Brown of maryland, vice chair of the Armed Services committee. Congressman, great to have you on the program. Nice to be back with you, kasie. Hot day in the dmv. Its warm out there and politically not the worst analogy either. The president , obviously this morning triple down, if you will, on his comments about the squad, your colleagues in the house saying that hes not sure that theyre capable of loving our country. Whats your response . I think the president is playing political smallball. Hes a smallballer on the political field. What i mean by that is he gets no big wins, home runs or base hits when it comes to health care and infrastructure or any other important policy matters that the American People have focused on. So he plays to his base and its small ball. So anything he can do to kind of advance his political agenda, which right now seems to be already focused on a reelection for 2020, thats where hes going to be so he uses my four colleagues as the targets of his, you know, his basically racist comments, tweets and statements. Whats your sense inside your own Democratic Caucus about defense for them . Because, frankly, there had been some splittering. There was back and forth between the House Speaker and these four about some tensions you guys had inside your own caucus. Now, of course, you were unified in condemning the president s comments. But does that mean those divisions are gone . Look, while i dont agree with my four colleagues who were talking about representative omar and pressley and oscasiocortez and tlaib, i certainly respect them. And theyre respected by the overwhelming majority, if not all of the members of the democratic congress. In the caucus we realize there are a lot of differences environment opinion. Its not pretty and often loud. Gut i think the caucus is working. What mine by that is two weeks ago we passed a National Defense authorization act, the Democratic Caucus did that. There was certainly dustup around statements my colleagues made in the past but were together, were coming together. Again, i dont agree with them on every issue but i respect them. They bring energy, passion and ideas and weve got to respect that. The president and, frankly, republicans who were trying to steer away from the racerelated reality of the president s tweets, in front of the microphone saying its not religion and gender, and its about their policies and wanting to call them socialists. Is it dangerous for democrats to be publicly tied to that . Is the frez on to something in calling you socialists or will people not buy into that . It seems to be their strategy for 2020 but lets not ignore the fact when you use language like you should go home to your country, first of all missing all of the facts all together, 34 born in this country, but thats certainly a dog whistle. That is the language that has been used to segregate, to deny by race and ethnicity and, in fact, at times by gender in this country. Has that ever happened to you . It has. It has. You will hear from members of congress, africanamerican, latinos and Asian Americans who had their own stories of how theyve been treated and discriminated against. Ive got my stories too. Courses in school that i was shut out of and i had to have my parents come rushing down to the principal saying why when my son has the highest standardized test scores in middle school in math, you put him in the lowest math course. Things like that. So we all have our experiences. And i have the good fortune, lets say i have never been the subject of violence i can associate with racism or discrimination but that doesnt make it less significant for me or for anybody else. Mine, racism, discrimination exist in this country. Many of us have been the target of it. And each of us has responsibility to speak to, to address it and call it out when we see it. In this case when the president says go home, you know, youre not welcome in this country, stating outright that they dont love this country, in this case, thats racism. Congressman Anthony Brown, its great to have you on the show always. Thank you so much. Coming up speaker paul ryan, he is a great speaker. Paul ryan let us down. Paul ryan was a terrible speaker. A racist says go back to somali because youre a somalian or muslim or whatever. This transformation is just one example of the dramatic shift in the Republican Party that tim alberta chronicles in his new book why is america carnage. Tim is back with us to talk about the book. Tim, i think we should start with the saga of paul ryan here, because we showed a bit of what the president had to say about paul ryan in the wake of him, you know, pretty much opening up to you and talking about frankly the need for us to return to some level of decency. In public, people saw a much different paul ryan. I think thats a reason why paul ryan became public enemy number one. People believed that he was saying them in private and didnt have the gumption to say it in public, and b, as much as this may make people crazy, ryan is a pretty decent guy, and anybody who had a relationship with him on the hill over the years, knew him as a decent guy. People liked paul ryan. They understood he was a sincere, earnest guy. The fact he spoke out so frequently throughout the 2016 campaign and viewed himself as the conscience of the Republican Party and it was the whiplash of doing that 180 so basically on Election Night to take a vow of silence, and recognize if he were to lead the policymaking initiativ initiatives, he would not be able to continue criticizing trump in the way he had. I think it was sort of the whiplash effect that made people sour on ryan so quickly. Do you think he was right in thinking that he potentially made in his view the Trump Presidency less damaging by keeping his mouth shut, and trying to interact with the president behind the scenes and influence things, or was that essential a pipe dream . Thats a really good question, kasie. I dont know if im qualified to say if he was right, but i think ryan makes a more compelling argument than on the legislative front, which is to say that when ryan would argue to friends, look, heres our chance to do tax reform, maybe even entitlement reform, and were going to do a lot of his friends would roll their eyes and said, right, but it worth it . The secondary argument would be he would say we need adults in the room, people around the president who can influence him, buffer him from his own worst instincts and he felt his was like a force field with people who had the president s ear, who could help to steer him away from some decisions, and rye want would say to people in private, look, if you think this is a mess now, imagine if it werent for people lie mick, mattis and kelly and others trying to calm him down. So, again people might not buy that. They might think thats a copout, but that was the argument ryan would make to people that they seemed to find more compelling than i have to remain quiet to do these big legislative things. Do you think that donald trump is inevitable . I do. I try to lay this out. If you go back ten years, we all today have such short memory es, and the news cycle moves really quickly. I think we forget about what has transpired in such a short period of time and the amount of cultural change, and when you go back ten years and you connect 9 dots between sarah palin coming and the financial collapse and the bank bailouts, the tea party, canter going down. Boehner going down, and Immigration Reform being down, and the government shuttous, the rise of cruz, all of this is building toward something. We sort of sensed this wave was crusting. We didnt know who was going to ride the wave. Trump met the moment. He came along at a time where not only were people sick of politicians, but they were sick of a political environment that sort of rewarded the status quo, republicans telling their constituents cycle after cycle were going to repeal obama care, and they felt like they were being lied to, and trump so uniquely exploited those conditions, i dont think anybody else could have done it, because hes so comfortable ago a demogog, hes so comfortable exploiting these Political Tools and going outside conventions, that most it is politicians arent comfortable doing. After a week in which President Trump escalated his attacks on four congresswomen, and a crowd brought out in a chant of send her back when the president referenced ilhan omar, americans heard have contrasting views. One, as you just saw, came from democratic congressman elijah cummings. No matter where i go, what im hearing over and over again from my constituents, is please save our democracy, please save or country. You know Something Else they say, george . They say, im scared. I have never in my total of 37 years in Public Service ever heard a constituent say that they were scared of their leader. Do you believe President Trump is a racist . I believe he is yes, no doubt about it. I would say to the president right now, right now, mr. President , we want you to be a role model. We want somebody in that white house who our children can be proud of, who our children can emulate, who our children will look up to. And that is not the kind of example that youre setting. Im telling you, mr. President , you and we, our nation is better than that. And hear the other side of the spectrum, far other side, courtesy of white house Senior Policy Adviser stephen miller. I think the term racist has become a label thats too on which deployed by the left democrats in this country simply to try to silence and punish and suppress people they disagree with, speech that they dont want to hear. The reality is this president has been a president for all americans. I fundamentally disagree with the view if you criticize somebody, and they happened to be a different color skin that that makes it a racial criticism. I welcome in my panel, shana thomas is back with us. Senior wring for politico jake sherman. Senior adviser in the Trump White House matt martial arts, and Campaign Director for the center for american progress, juanita tolliver. Shauna, let me start with on you what miller just said there, where he basically said that the word racist is becoming a political term, not one that actually means anything. Well, i mean, i think he is trying to defend this president and change the subject. If you watch that whole interview, he changes it to socialism and everything else, but the thing is, when you write send people back to where think came from. It is a racist. Thats a racist thing, and miller can try to twist himself and figure out a way to explain that, and miller is probably a good spokesman for the president in that respect, but it doesnt change anything. The thing is, though, if we keep one thing is the word racism or calling the president racist, there is something to be careful about there, because then you end up in a situation where people stop listening, right . We can say the tweets are racist, have that conversation, but if you try to color everything as racist, no one will have any other conversation whatsoever. I think thats some of what miller is trying to get at. Juanita, is that the strategy from the he president so essential shut down and further polarize and absolutely. Absolutely. Division first and foremost, which hurts all of america. As you heard rep cummings say, he was told this same phrase, go back where you came from, you dont belong here. So when a person who has lived that experience, brings that forward as evidence, theres no disputing that this is racist behavior, and trump is only going to continue that, because that is his strategy, right . Hes looking to divide and looking to rile up hi base. He knows this is something that theyre going to latch on to. The rallies will chant this, and basket in his sound for 13 seconds. Then, of course, he disavowed it and then embraced it again. Matt martial arts, this is something that has caused some of his fer colleagues to actually say things in Anthony Scaramucci omarosa has said she suddenly thinking that the president is a racist, which is not something she said for quite a long time. If i could pick up on the point, the Democratic Party for about two decades has labeled every republican kaechbt for president a racist. Have they . I remember being at the Republican National convention in 2004 when george w. Bush was about ready to accept the nomination for reelection, and democratic protesters backed by the Democratic National committee comparing him to hitler. This is the incendiary rhetoric, which is the reason why in large part the accusations are falling on deaf ears when you go out the beltway. That doesnt cancel out the fact his tweets were racist. Im talking about the overall discourse, when you go outside washington, d. C. , its the reason why a lot of these terms dont carry the weight these once good, because theyve been used as political purposes for so long. Does it give you any pause . Look, ill approach this in a political context. This is now been for a week. It probably hurts two groups of people political the most. One is of course nancy pelosi, who i think because of the increased heat, is going to have to schedule a number of additional impeachment votes until 2020, and the other i talked to democrat strategists for any candidate, they could get their message out this week because of the backandforth between President Trump and the squad. So when you read the Washington Post reporting behind the scenes at the white house, almost everybody except the president himself was trying to steer clear and talk instead about democrats. You you wouldnt agree with those white house advisers who said to this president , hey, this is not where we should be . I think anytime the president can really run on his strengths, the economy, the fact were getting is Racial Division a strength . Nono one wants to divide us racially. The fact of the matter is we want on to support a economy that has everyone, for African Americans and hispanics and every american. Hes adding a lot of these issues now. A report came out that pharmaceutical drug prices have dropped for the first time in almost 40some odd years. These are real accomplishments the president can point towards. I think thats what gets him reelected next year. I want to take us through what some of the republicans have had to say. Earlier today Vice President pence said if another crowd breaks out in a send her back chant, the president , quote, might speak out about it. Here are how some republicans in congress reacted to the chant this week. For those who were at the event. I was not, but i did talk to somebody there. He said it was a small group off to the side. The president did not join in. He moved on. Anytime you get into a crowd like that, you have a lot of supporters, theyre going to say what they want to say. Too much emphasis is being played on certainly rallies and chants and what happens. We need to make sure ive got to run. They were repeating the president s language. It was not his language. Is it racist was it racist to say love it or leave it . I dont think a somali refugee embracing trump would not have been asked to go back. A chant of send her back i didnt get a chance to see it. Jake sherman, the number of times that republicans have doled me they didnt get a chance to see something in the has of congress, i lost track months and months ago. This is obviously something thats a bit hard to miss. It is, and Kevin Mccarthy did his best in an appearance right before that press conference and said hes not singling anything out. He said it was a small group of people. The president later did single people out and said it was the entire arena making the chant. Heres the reality. Members of Congress Looking to take back the majority in the house, majorities will race 100 million, probably more to take back the majority. They dont want this. They recognize that even in states like pennsylvania, wisconsin, they have a lot of firstgeneration immigrants who are their voters. Its not as if this is a political benefit for the president across the board. The Republican Party has done a good job attracting immigrant vote es so again, as you said, the president is the only one that seems to want to stick to this message. And they want to talk about job numbers. Polls shows consistently thats his strength. Not even kind of his strength. Thats the only issue on which he has a post office approval rating, is the economy. So the thing is we should be talking about thoses things. Whats the best way to get even more jobs or deal with technology . But then he tweets this morning the same thing that restarts this cycle that has us around the table talking about race against. He cant help himself. I think theres a part of him who believes what hes saying. As a person of color, im guarding for hearing this message for the next 18 months. This is not going away. Just to carry on this one point for a second, he probably does this im playing armchair psychiatrist, because people are having this conversation. He knows its getting under peoples skin. He nose he feels like he won an election doing the opposite of what everyone told him. Hell probably win again. Thats probably what he thinking. I think theres a bit of a double standard in the way we covered there and the way we cover ilhan omar. We covered that extensively. And house of representatives passing a toothless resolution that didnt that republicans almost all of them voted for. And what about the fact not a single democratic candidate didnt speak out . They didnt speak out with a New York Times antisemitic cartoon. Many of the leading candidates have been silent on this. This is the strategy, though. We ask you about x, you talk about y, and theyre related why . If were going to talk about these issues, we have though hold each other accountable equally. But we can do it one at a time, and were skipping straight through the president. Where do some of the candidates stand on ilhan omar and New York Times publishing the cartoon . Theyve been silent. If were going to ask republicans we should be asking the Democratic Candidates the same questions. I dont think anybody is shirking from asking them questions. I do not have to hand exactly what it was that x candidate when ilhan omar had the tweets, but i can guarantee we were asking about them in the has of congress. I think one of the issues is okay if were going to talk about what those things together. If the republicans are willing to say she used antisemitic tropes, and some republicans very willingly were say that, why are they not willing to say things are racist . In public no less. They could go to Vice President pence and say, please ask him not to do this again. But they havent come together as strongly as they did i think talking to strategists, they would like this to go away as well. It takes away from messages theyre trying to put out there. I do not disagree there are both democrats and republicans that tell me they would like to talking about Something Else, but the reality is this is what the president is talking about. We have much more to come, including the ways in which the president comments this week, but first congresswoman Sheila Jackson lee said the presidency was shredded after that chant. The president of the United States stands in a position of honor, and i believe that last night the presidency was shredded and we added a match, we burned it up in front of the American People. We created an atmosphere that i am frightened about. That was democratic congresswoman Sheila Jackson lee reacting to the send her back chants back in North Carolina, after he mentioned somaliborn ilhan omar. Sheila jackson lee joins me now. Thank you for coming on the program. Thank you for having me. Good evening to all of you. Let me start with the president s tweets from this morning, where he suggested that it wasnt possible for these four congresswomen to love the United States of america. Whats your response . Well, i think the tragedy of all of this is not only the president has shredded the presidency, but all of his advocates, aides, supporters who have allowed him to behave this way, my dear friends on the other side of the aisle, republicans who have been enormously silent, who have not recognized that the president is drying the office of the presidency, and the normal role of that, and that is a healer in chief, that is to bring the country together, because the world recollect nices that the United States was a great experiment, and their admiration of this great experiment, of so many people from different places, was reflected by their decision to put the United Nations in the United States. So for the president to dig down and continue this assault on these four elected members of congress, women of color who serve their constituency, who go home every weekend, as i do, interact with their constituency who have secured the affection of the members of their district, which is very clear, for him to say that theres no way for them to love this country only means that he is going to continue to dig down and to carry this message all the way through the 2020 election. What he has said to america is that my self issues or my needs, my selfish needs are more important than the unity of this country. My desire to hold on to power and my family to hold onto power, so many of them is way above the values of this nation and caring about this nation. So my question for you, this seems as though it is a strategy in 2020, its a strategy that the president employed in 2016, do you think its going to work . Well, i think, kasie, i have seen in my district, this is a multicultural district, theres not a time i dont come home that i am notice not approached by someone with sad eyes, and a desire for hopefulness that this is going to change, that this is not going to last, or why is he behaving this way . I think the president will be fooled, with all of his technology, all of the bots used in the 2016 election, hell have a real awakening. The demographics and attitudes of people, white people, africanamericans, black people, hispani hispanics, asians, i see it changing. Republicans and democrats, and i think people are almost as i am at this point, fed up. They want to believe in their government. They want to see a government that has it has its difficulties and agreements. Thats democracy. Its not pretty, but they want to see a point where we have respect for each other. What the president has done is he has taken the presidency and shredded it. Hes nearly stomping on the constitution, and he really is ignoring the Mutual Respect that one has to have to make government work. I can see that in my interaction with the federal executive, federal officials in the executive. It is so different from when i dealt with this under president clinton, ent bush and president obama. We worked together, and we dont do that anymore. In fact i think the American People are fed up, sick and tired of it, and theyre going to show that in 2020. A big test for democrats coming up, Robert Mueller it was before the house judiciary and intelligence committee. You sit on the house judiciary. What is the goal for democrats of having Robert Mueller come testify . What will make you think that you accomplished the goal . And are you working together on a strategy to make sure that the questioning flows from one person to another in a way that actually paints a picture instead of us watching people jump all over each other . Let me say that the strategy is to be profound, to be efficient, to you respectful, and to seem the truth. Frankly it will allow this former marine, this years Public Servant on behalf of the United States of america to be heard in his voice, and our questions, at least as democrats, will be to drawing from him the report that most americans have not read. Theres something about hearing a book read to you by a voyles, theres something that gives it character and truth. I believe that asking the questions that may be asked by democrats on wednesday will allow director mueller to speak in his voice and tell the truth. That i believe will be powerful. I heard someone use the term, i hope it will not be a dud. I take great issue. This is not entertainment, its not a popular concert or a great dance that were going to. It really is trying to reserve the constitution of the United States of america. And all of us on the Judiciary Committee that are democrats feel the pain of what is good on in this administration, what has been going on since the inaugurati inauguration, and what the American People have had have had to put up with. We at least give him a chance to hear his own words and for them to make a decision that is enlightened, informed, and not bits and pieces. Thats what we hope to do on wednesday. Congresswoman Sheila Jackson lee, thank you very much. Well be watching that all closely. Thank you. President trump seems to be framing the 2020 race by asking voters who is more patriotic . Me or the democrats . The question is, will it work . Were back after this. S . The question is, will it work . Were back after this. Chuggachugga, charles my man hilda, i like the new do. President trump knows all about foils. 2016 it was hillary clinton, and in 2020 it looks like hes trying to make it the four minority congresswomen known as the squad. After dreing widespread criticism for saying the lawmakers should go back to their own countries, the president and his allying seem to be trying to reframe the argument, insisting the comments arent racist, but rather patriotic. I think the news media wants to make this about race. You just did it. This isnt about race. Its not about gender, not about religion. These members of the house of representatives more, not just these four, its also some of the candidates running for president on the democratic side fundamentally believe in policies dangerous for this nation. As republicans we are going to fight against those even if the Mainstream Media accuses us of racism. Is send her back patriotic . Its absolutely wrong, we have all said it shouldnt have happened. It does soon as though as woss got into this laying out how this happened, they decided the better way to frame it this is through the lens of patriotism and policies, you you knee, that they say are outside the american mainstream as opposed to related to gender and race. I think my question is is this going to work . This reframing and this attack on democrats as essential being socialist . I think with the president s base, i think i it does work to reframe it. If you watch that interview, she keeps making her point over and over again, and she also got mad at Margaret Brennan even asking questions. Thats because i think she knows it does work with the base. So, matt, heres my question. If the sense is that and perhaps liz cheney is reflecting this, and mahana made this point earlier, when we talk about racism, everybody just shuts down. Lets say this divides america, and it inflames people on both sides, at the end of the day hell need independent voters to win. I think it comes down to a policy discussion, and the ideas, the results we spoke about earlier, and the Economic Policy that the squad and now all leading democrat parties which are following the squad are also adopting, which is a largely, you know, socialist rhetoric. I was in the state department for two years, down in bogata, colombia working on our response, because venezuela was falling apart because of a lot of the same policies being espoused by the the candidates, and alexandria ocasiocortez and the squad as well. Bernie sanders would disagree. And that those ideas, the party is following him, not anybody else, definitely not the squad, but following him. Lets talk about health care. This is one area where these terms gets thrown around a lot. This week former Vice President joe biden and senator Bernie Sanders launched pointed attacked over health car. Biden lobbed this warning directed towards senior at an aarp event. I think the transition from having roughly 60 Million People, counting people with disabilities on medicare now, to another another roughly 300 Million People in one fell swoop you understand this better than most, than i do, medicare goes away as you know it. All the medicare you have is gone. Its a new medicare system. Sanders responded first say he was disappointed in biden, and then about 15 steps further saying he is sounding like donald trump. Heres what sanders told our own mike memoli in iowa. Reporter is the president distorting your plan . In some respects he has. I think there were several Media Outlets that made that clear. When he talks about a hiatus or a gap in health care, i mean, that is just absurd. When he talks about ending medicare as we know it, thats absurd, too. What were going to do is improve medicare, by adding dental, hearing aid and eyeglasses. Thats making it better, not ending it, and guaranteeing health care to all people. So setting aside the republican socialist attack for a second and focusing on this, remarkably nasty bite here between who is the last i think it was mitt romney campaigned, saying democrats will end me care as we know it. Its a bit wild to hear it from biden, because he knows what its like to get those ridiculous attacks thrown at him, but i think what biden did was also shade other candidates who agree with Bernie Sanders about this approach, including Kamala Harris and others. I think well hear other candidates speak up about this. I think its going to include a lot of other 2020ers, too. They have to distinguish themselves. Heinz if we get past the next debates and people start dropping out, i think everyone has are club the nbc people vats five people in the top tier, you still have to distinguish yourself and health care is a conversation people want to have. Can i just say poor joe biden . Hes like rip van winkle, he woke up four years later and doesnt know where the Democratic Party is. The primary electorate but he has to win the primary. The conventional political wisdom would hold you would be punished in a general election for taking a position so far to the left, right . But in a general election, donald trump has the misfortune, republicans have the misfortune that they tried to do something on health care, were unable to do anything, and basically embraced the status quo, mis obama care. Not really sure not sure how much you can punner there for that, because donald trump doesnt have anything to talk about besides the fact his party was unable to do this. Its a fair point. It stuck out to me how at that same aarp event where biden was speaking how Pete Buttigieg said about the republican attacks, socialism and health care. Watch. If we adopt a platform thats way out to the left, theyre going to say were socialists. If we adopt a more plod rat or conservative platform, theyre going to say were socialists. So we might as well just do what we think is right, make the case for it, and then let them do what they want. So, is he right . Yeah, i think so. I should be asking you, matt. Its not no matter what they do, its what theyre doing. Theyre taking on a platform that alexandria ocasiocortez has designed and changing and making it their own. So i mean, you dont want to be linked with a socialist, dont sound like a socialist. With that, when we continue, there is a crisis in puerto rico. Tens of thousands protesting in the streets, calling for the governor to step down. Now 2020 democrats are chiming in. Thats coming up on kasie dc. In thats coming up on kasie dc. Protesters have been demanding that he step down. Those demands come after excerpts of private group chats between the governor and some of his closest associates surfaced publicly. Puerto ricos center for published pages of the conversation, full of sexist and homophobic remarks, and even jokes about corpses in the wake of Hurricane Maria. Patricia, thank you for being on the show tonight. Thanks for covering this, kasie. Can you walk us through how this built, what were seeing in the streets of puerto rico. We had more than a week of protests. Some have been massive. They were really triggered by the release of those chats on telegram that you mentioned, but that was the final straw according to many. What they said was this was pentup years of anger and frustration over the slow recovery of Hurricane Maria, over administration after administration plagued by corruption scandals, over the fact thieve in this extended economic recession and debt crisis, and that they really dont have much control over finances, because theyre controlled by the feds. People are fed up, theyre angry at the governor and the protests really show no signs of stopping. So its clear, obviously that the governor is aware that he has a problem on his hands, given that he announced hes not running for reelection, but is it inevitable hell step down . Will people accept this middle ground . He made this announcement on facebook live, without taking any questions since tuesday. Some members of his own party, including the resident commissioner, who is the nonvoting member of washington, who is from his party, asked him to resign. So he says hes willing to face impeachment proceedings. It sounds like hes taking that gamble, because hi own Party Controls the Republican Party house and senate, but really at the street level, even in terms of some mayors and legislators who were previous allies, his support has just been eroding. So how does this fit into just the lengthy and terrible recovery from Hurricane Maria that puerto rico has been through . Clearly its something we have covered from here in washington, because it became a political football that i think was very frustrating for people who were very affected by the storm, do Puerto Ricans blame him for the slow recovery . What role n. Your view, did he play in some of the missteps around that . They definitely blame him for some of it. One of the things that was stunning was seeing the protest signs with the number of dead, you know, the several thousand people estimated to have died. People have not forgotten that and not forgiven their leaders for taking so long to acknowledge that so many people died. That is the most emotional issue at hand here. They worry that this crisis has killed puerto ricos credibility and what was left of it in washington, and as a result of funds they have been waiting for will be even slower to come. They also think the island government was not ready for a disaster and not spending quickly enough to get them back on their feet. So whats next for the island here, if in fact rose will. Lo refuses to step down and we see status quo here . Whats next . There are mo protests plan. Puerto rick ooh is in a perpetual state of protest. Theres a big one expected tomorrow. Its an islandwide strike. The mall is closing down, because people are expected to take over the biggest highway and just sort of paralyze the island. Some of the Truck Drivers have threatened to make stop deliver yes, sir of gasoline to force the government to act . So i dont think well see an end to this. The governors nouncement may have just added more fuel to protesters fire. Thank you very much for your time this evening and for your reporting on this story. Thank you, kasie. Yep, theres a tweets for that. This one is from 2012. The republicans once again hold all the krards with the debt ceiling. They can get everything they want. Focus. Theres no secret that m. A. S. H. s fiscal stability often flies under the radar, especially in trumps washington. This week the White House Office of management and budget projected a 1 trillion deficit. At the same time for months theres been a stalemate over the debt limit, and congress leaves for recess nest week. Treasury secretary Steve Mnuchin says hes agreed to a twoyear increase, but a deal the white spending cuts to offset the spending cuts. Top white house officials are imploring key republicans to move quickly and raise the debt ceiling. That was in april. And reporting continues, quote, acting chief of staff Mick Mulvaney has played a major role in communicating the desire. Didnt he really impose debt increases when he was in congress . Mr. Speaker, the fact that we are here today to debate raising americas debt limit is a sign of leadership failure. Washington is shifting the burden of bad choices today on to the backs of our children and grandchildren. America has a debt problem and a failure of leadership and americans deserve better. I wish i could take credit for that one, mr. Speaker, but i cant because that was president obama in 2006. This is a 4 trillion reduction in spending that in all actuality only cuts spending 2 billion next year. Talk is cheap in this town, mr. Speaker. It is time to match actions and words. There was also another person who opposed the debt limit increase during that massive fight back in 2011. Unless the republicans can make a phenomenal deal, including getting rid of obamacare, they should just tap it along because if this is going on prior to the election, there is no way that obama can be reelected. And that would be a great thing for the country. So dont fold, republicans. Dont give up. The pressure is on him. I know you think its on you. The pressure is on obama and the democrats. Do not fold. Do not give up. You could tap it along. You can make it go longer. Thats okay. As long as it comes up before the election. Governing is hard. Trump scolded republicans when they didnt get deeper cuts. The result of that chapter was the sequester. Flash forward to 2017 when this happened and the president struck a deal with democrats. The president met with congressional leaders this morning where he broke with the gop and sided with democrats on a bill that provide Hurricane Relief, raises the debt limit and funds the government for three months. Republicans wanted a longer deal on the debt limit, 18 months, but democrats refused. So why did the president do it . Tonight a Senior Administration official tells nbc news the president wanted to move quickly on Hurricane Relief and after health care failed, realized he democrats. Today claiming victory. But everybody was happy. Not too happy because you can never be too happy. One source privatety te tly nbc news they felt blind sided. I think it is ridiculous and disgraceful they want to play politics with the debt ceiling at this moment. Every day in the Trump Administration feels like a month. That feels like a million years ago. After that lovely trip down memory lane, what is going to happen . Are they going to get a deal to raise the debt limit before we leave for recess . It is hard for me to imagine, but they kind of need to because they only have a few days in september to get this done before the debt ceiling is reached. I mean, treasury is projecting early september. So its going to be they dont even come back until the first week in september at least. They could do a shortterm debt ceiling deal. Nancy pelosi could concede that. They could punt it until september. I dont see it possible to come to a big budget agreement. These are famous last words. I find it very hard to believe at this moment just because of time. Pelosi would need to post a deal they would need to have a deal online tomorrow to get this on the floor by thursday or friday. I just find that hard to believe. Although, i have been surprised like a thousand times. I will back you up here and i just i have never seen one of these things.
