About him. Other than that he shows up on the isis propaganda video that was released september 19th. About 55 minutes into the video. He can be seen, hes wearing a mask, camouflage, he has a shoulder holster. Hes in the city that claims to be in a city in northern syria. The fbi is trying all the techniques at its disposal to figure out who he is. Theyre asking for public help hoping somebody will perhaps see him, recognize him from his body build, face, whatever they can see from it. Maybe they knew someone who recently went to syria to join up with isis. Or perhaps theyll recognize the sound of his voice. They posted a roughly two minute excerpt on their website. An excerpt from the isis propaganda video. Theyre asking people to give them any information about him or indeed anyone else that somebody might suspect has recently gone to syria or recently returned from there. And, pete, i was brought back to your extraordinary reporting during the boston bombing. The fbi asked the public for their help with the images to find those brothers and identify the brothers. How is it how rare is for if the fbi to ask for public help in finding International Terrorists . Its unusual but not unprecedented. Its been done before like in benghazi. Remember one of the things that has changed here is the fact that these people are making videos now. The videos are showing up on youtube. Some of the folks that went to from the United States who went to somalia to join up with al shabaab posted videos. And now they feature English Speakers because theyre trying to appeal to a western and indeed an american audience. Its not clear if the person on this video is from the u. S. He could be from canada judging from the accent. Could be north american u. S. Or canada. They just dont know. Yeah, and pete, while i have you. Breaking news from the Supreme Court just minutes ago. Another surprise involving gay marriage in idaho. What do we know . Well, dont ask me what is going on here. I cant figure out myself. Here is what happened. A federal judge had earlier struck down idahos ban on samesex marriage. One of roughly 40 Court Rulings like this around the country. Saying the ban was unconstitutional. Idaho appealed that to the ninth circuit and they said the judge is right. The ban is unconstitutional. This morning the idaho governor made an emergency application to the Supreme Court saying please give us an emergency hold on this ruling because we have to start giving out licenses at 8 00 this morning Mountain Time or 10 00 a. M. Eastern time. They sent that to the circuit justice who is anthony kennedy. A few minutes ago kennedy said okay. Ill put a hold on it and give the other side until thursday to respond. This is surprising to say the least for a couple of reasons. Number one, on monday the Supreme Court declined to hear a whole bunch of these challenges. So, you know, you could ask what is going on here. Secondly Justice Kennedy the circuit justice for the ninth circuit. Thats where you go to the circuit justice that happens to be him. Hes the one considered on the court to be the one perhaps most inclined to recognize a constitutional right to samesex marriage. Whether hes making sure that the process fully plays out. Waiting until thursday until both sides have the chance to weigh in, i just dont know. Pete williams, no one better than you to describe this. Thank you so much. We certainly know more now thank you to you. Let me bring in a former special agent and ambassador marks ginsburg a former white house middle east policy adviser. Were going back to the story we started with a few minutes ago. Thank you for being with me. What does it say to you that the fbi is putting all of this information out there on this guy who may or may not be either american or canadian . Well, its not new that the fbi asked the public for help. Back in the old days we would walk into a post office and see a wanted poster and see programs like americans most wanted. Weve seen billboards as youre driving down the highway looking for a person. This is the next of that. On the internet, the social media explosion. So take advantage of that. Use that crowd sourcing to get the word out to as many people as possible. Did worked in boston, as you mentioned. Ly say the downside to this it can be very labor intensive. When do you pull the trigger and ask the public for help. There are many people who want to help. You get a lot of leads that come into the fbi officers around the world and in the country. It creates a lot of work running down each one of those leads to see if this is a legitimate, you know, person of interest or j t just thats what the fbi does well. They find needle in haystack. I want to you to a video. Its well produced. Theres twocamera shot. Theres editing going on. How does the fbi identify the guy, his voice may be doctored somehow. There are some features you can see on his face. How do they troy to get information off the video . Theyll use all the technological tools possible with voice analysis and theyll use linguists to try to figure out if theres a certain dialect of arabic that might be there. I think human intelligence is always the best source of intelligence. You can have all of these tools in the world but at the end of the day, person that actually knows what is going on from the inside or that knows an individual thats the best lead to law enforcement. Thats what theyre looking for. That person that can can come forward and say i know the guy. I recognize his future features. We mentioned kobani. The state department was asked tuesday if saving the city was a top u. S. Priority. Here is what was said. Its obviously horrific to watch what is going on on the ground, but its important for the United States, for us, to step back and remember our strategic objectives as it relates to our efforts and engagement in syria. Certainly nobody wants to see kobani fall. Our objective is to keep isis from gaining a safe spot. Shame on her and the administration for basically letting the turks play a conspiracy game with us and the poor people of kobani. 300,000 people, jose, who tried to escape who have begged for u. S. Military assistance. Who begged turkey to come to the rescue. Turkey had armaments, tanks aligned on the border not letting the people across the border. Desperately fleeing isis. Did nothing, nothing in the last few weeks to try to come to the rescue of the people defending kobani. For the state department to suggest that this is not a high priority when kobani is about to fall. One of the major strategic goals of isis in western syria is, shall we say, an indication of the diplomacy of the Obama Administration when it comes to trying to dot right thing strategically against isis. Some of the things youre talking about. One of the things you mention is turkey. As we speak today theyre not being clear on supporting any effort to deal with isis. As you say, ambassador, theyve been standing on the border there looking at the fall of kobani if it was a movie and theyre sitting there eating popcorn. Isnt it in the interest of the people who are dealing with this . Absolutely. Why wouldnt turkey want to do more . After all, last week the Prime Minister made an assertion. We must not let kobani fall. Theres only one reason . Because the turks are convinced themselves that the kobani citizens somehow support the pkk which is a terrorist organization. Theres no proof to that. Theres no indication of that. And the idea that the administration didnt do enough to try to take out isis tanks in the southern part of that area near kobani is amazing. I think when all is said and done, jose, its going to require moring investigative reporting to see why the administration permitted the turks to basically let 300,000 people be caught more or less in the swords and crucifixions of isis. Maybe once again when the Vice President spoke about that was indeed correct that turkey thought we let too many people in. We dont want to deal with this. But if the city falls, ambassador, it may seem like compared to what could happen in the city if isis gets in there. I couldnt agree more. As i said, its damming circumstantial evidence. The president is going talking about this certainly later today at the pentagon. Msnbc contributor and ambassador thank you for being with me this morning. I want to show you new video. It is just coming in. Nfl runningback Adrian Peterson. We have a reporter there. New developments on ebola. A Patient Society receive a blood transfusion today from ebola survivor dr. Kent brantly. Well, weve been using serum since 1976. Its the first outbreak. It was proposed as a mechanism of treating patients. Terrorist a little bit of controversy about how good it is and how good it isnt. Its actually theoretically excellent. Were hearing the Obama Administration is considering stepping up airport screenings at major airports. You just got back from western africa, as a matter of fact youre going today to Miami International airport. Tell me about the possibilities of changes there at airports like miami and others in the country well, the airport officials at Miami International airport are very proactive. Theyve gathered up all the key officials that are involved in the airport. Which is a huge number of different kinds of things that get involved with proper management of an airport. They want to figure out a costeffective way preventing the kind of thing that happened in texas happening in miami. Do you think thats a good thing to step up screenings in all airports or major airports . It has to be done in a Cost Effective way. I keep thinking about what happened in spain the priest who was flown to spain who died from ebola in spain. Now a medical worker gets ebola in the same hospital. What lessons or what do you see when you see that happening . Well, its not completely unanticipated. I dont know how well trained the woman was, and in particularly in i aremoving the personal protective equipment. All the gear they have on. Yeah. Youre thinking maybe there could have been a mistake. May have. I thank you for your time. She came in this morning. I have a sore throat and shes doing well but what is our hello . Like this. Absolutely. Absolutely. Were learning, see. My pleasure. Thank you so much. And i want to take you to politics. An injection of by lingualism into the midterms by a big name republican. Jeb bush endorsing Cory Gardener in espan papanol. Its a direct pitch to the many, many latinos that live, 50 as a matter of fact, latino population in colorado that could make or break the race between gardener and udall. Last night the immigration issue at center at the debate between two colorado candidates. I believe the president in the absence of action on the house of representatives should consider all of his options. The president himself said he lacks the Legal Authority to issue an executive order. Thats what the president himself has said. Over a year ago he said he lacks authority. Lets Work Together on immigration solutions. That debate is the reason why my next guests new book is so important. The coauthor of latino america. Matt, good to see you. Jose, thank you for having me. Thank you. Lets start with jeb bush and the new ads. What does jeb bush do for gardener and others. I saw him doing the same ad in california. What is the pull among the Latino Community. He hasnt always been in their favor. Thats right. Jeb bush has been a figure popular and unpopular. He has the potential. He speaks spanish, as you heard in the ad. He has a latino wife, and he has been mostly in tune of understanding of issues in the Latino Community. When you see him give a talk at the naustional conventions, he usually gets a standing ovation. Hes a good communicator. His spanish is good. I think he can help by providing that support to some of the candidates. Perha in the past seemed to be wishy washy. First he said he was for it then came out with a book that said no. If he decides one way clearly on immigration it could help republicans or him in a potential future candidacy . Yeah, you know, a lot of people have been talking about marco rubio, which could be a popular figure. But jeb bush, we found in the polling, jeb bush has perhaps more upside, more popularity with latinos. When he came out in his book and said he was against a pathway to citizenship. When we tested the language he starts to look like mitt romney. When you see the jeb bush who is compassionate on latino issues and immigration issues he can breakthrough the 40 barrier, we think. Perhaps being the candidate that can help republicans. He has to get through a republican primary. He has to stay moderate and good on the immigration issue. Its a lot of time to see if it would happen. What about some other big races like kansas and georgia where the latino vote can play a role. Were starting to see more and more attention on the Latino Community there. Georgia almost has a million latinos. Kansas is about 6 of the electorate is latino there. These are races are close. Everybody is talking about colorado with good reason. There are other states where latinos can have a big influence this year. Were starting to pay close to attentions like georgia, north carolina, and kansas where the latino vote is growing and could be the difference maker. And, matt, finally, the reason why your book is required readering. It really is. It cuts at the conversation around the imbilingual that struck a cord with our viewers. Let me read a couple of responsib responses. To that point, Jonathan Cable writes im bilingual twice over. And proud of it. English, france, german, netherlands, the more culture the better. What are your thoughts on this conversation. Its an issue we take up in the book. As you mentioned latinos in particular say whether theyre spanish dominant orening list dominant. They like to have bilingual conversations. They prefer for minformation to be given in a bilang wall capacity. It only grows and gives us a better understanding. It continues to be important. I think you saw at the top of the segment. Jeb bush is doing the Spanish Language outreach and english language outreach. Its a bilingual community. Were proud of it. Its an effective way to communicate with the latino vote. Not everybody is going to be happy with that, matt. But thank you. Appreciate you being on with me this morning. Of course. Any time. Thanks. Were continuing this conversation on social media. Use the imbilingual an and jdbnow. We want to hear from you. Please, join us. Accused of using a switch to hit his 4yearold son. Hes expected to plead not guilty. It comes on the day when the nfl is expected to unveil the part of the new domestic violence, sex assault, and child Abuse Training Program to owners. Issues that plagued the start of the new football season. I want to bring in Gabe Gutierrez live outside the courthouse in texas. Good morning. What do you expect inside the courtroom today . Is good morning. Peterson arrived with his mother and attorney. Within the last half hour or so he walked into the court a few moments ago. He expected to plead not guilty. The big question today for the initial appearance is whether the judge might set a trial date. The question is whether the trial date could be put before the end of the 2014 season. Peterson is off appeal while the legal case plays out. If connected hes he faces up to two years in prison, jose. And there is the case but then theres even more adding to peltersons image problem. Tell us about the report in the Minneapolis Star Tribune. Thats right. P peterson took to twitter to defend himself and the charity. They center on basically two things. The newspaper reported there were some questions about some of the donations that his charity made. The foundation back in 2009. Some questions about whether they were properly reported. Peterson says any discrepancies in the reporting was due to basically a clerical errored by a since fired cpa. Hes proud of his organization. His attorney said peterson is proud of that. The second thing, its unrelated to these allegations of child abuse. But petersons image issues now the Minneapolis Star Tribune reported that police in minnesota investigated some rape allegations against peterson back in 2011. In that police report, also obtained by nbc news petersons uncle told the investigator he used petersons company card to reserve the room in the hotel which included a party with four women. Pet ae peterson made it clear that the company card was not related to the all Day Foundation but rather a separate entity. He stresses he and his attorney stress that peterson never used any Charity Funds for any personal expenses. Back to you, jose. Gabe gutierrez, thank you so much. Well continue to watch the court and bring you any developments. Turning to a horrific story out of mexico. Dna tests are being conducted to find out if the 28 semi burned bodies of those are missing student protesters. The lead suspects in the deaths local Police Officers in. Accused of having ties to a local gang. So far 22 officers have been charged with homicide. Hundreds of people took to the streets in the capital of the mexican state to protest the bloodshed. Senior correspondent for global post has been tracking the story. He joins us this morning live from mexico. Good to see you, sir, how are you . Good, thank you. Good to be here. Thanks. Why did these students go that city and why does someone want them dead . Well, this gets to murky and very worried politics in this part of mexico. The students come from a radical tradition. They went there to collect some money to support their protest. And also to abscond with buses. They take some buses without permission from the Bus Companies to go to protest in mexico city. Ironically to commemorate a massacre of students back in 1968. But when they went in there, they ended up being victims of a new massacre in 2014. Now why these people want them dead you have to a dark thing they call here narco politics. Means we have politicians working for drug cartels. In the town of iguana. It appears these are people linked to brutal drug traffickers. They react to a public order disturbance with mas murder. Yeah. And cartel hit men to start shooting and possibly to torture and murder these students. Its such a mess. I mean, this mayor who has gone missing, as you say, hes in the past being linked to drug cartel. Theres unverified video of the mayors mother recognizing that his sons indeed are in the drug cartel business. But now mexicans mexicos federal government stepped in disarming the local police force and taking over security. How deep is Police Corruption there . Its a real. Ive been covering Drug Cartel Violence in mexico since 2001. Theres been many, many cases and it doesnt get any better. Ill give you some examples how bad police are corrupt. There was one Police Officer in a neighboring state. Known to reporters, seemed like a friendly guy. He was working for drug cartels not just turning a blind eye but decapitating victims. Thats the thing. A lot of police are not turning a blind eye. They are often full on killers for drug cartels. The federal government is taking over and, you know, the president this is a huge embarrassment. Hes been trying hard to persuade the International Community that mexico is changing. That mexico is not a violent place that you can come here and invest and visit as a tourist. You can do those things. But it does have the deep problems things like this show. When you go to the site and still the 28 bodies have been taken out. There is still smells of death. You think of these Young Students 18, 19 years old. Wanting to be teachers in villages. This is something that makes your blood boil. Yeah. Thank you so much for that live conversation from our bureau in mexico city. So appreciate it. Thanks. Just a few hours president obama will be at the present gone getting the briefing on the effectiveness of the air strikes against isis. There were five new air strikes today in iraq. Six near kobani. Happening as isis moving toward the turkish border. Turkey said it cant be done by air strikes alone. Kristen welker joins me now. What do we expect to come out of the briefing today . President obama is going to get briefed by the top commanders. Hes going with the National Security team. Theyre going to give him the latest on the efforts. Not only to fight isis but to train and arm the Syrian Opposition forces, as you know the administration said its a process that could take some months. The visit is coming exactly two months after the u. S. Started launching air strikes. The Obama Administration is coming under criticism for handling of the overseas Foreign Policy crisis. And isis making significant gains in the kobani region. We know the u. S. Ramped up air strikes in the region dropping nine air strikes over the past 48 hours including six around the kobani region a i loan. President obama said its not going to be a quick or easy fix. Hes trying to prepare americans for the fact its going to be potentially a protractive military engagement. At this point in time it seems as if a lot of americans are skeptical of the handling of this. According to the recent poll, 51 say they degree with his handling of the crisis overseas. So the president is going to get briefed today. I anticipate we will get some type of update on the efforts to fight isis, particularly in the kobani region where it seems theyre making significant games, jose. I want to take you to the screening at airports for ebola. Youll recall earlier this week president obama announced that he was going to be implementing new screening measures here at airports across the country the screening measures will include things like people coming from west africa that have to have their temperature taken. They have to answer a series of questions. Similar to the protocols put in place in west africa. Im told we could learn as early as today the specifics about how those patrol co protocols are be carried out and which airports will be targeted. A pleasure to see you. Thank you for being with us. The syrian refugee crisis is growing more dire by the day with more than 185,000 people pouring into turkey. Ayman mohyeldin has been on the ground reporting the story and joins us for the third part of the special series, how we got here. Good morning. Four years into the Syrian Civil War the United Nations now says more than 190,000 syrians have been killed. Theres no doubt that the Syrian Civil War has become one of the worst humanitarian catastrophes. Governments are struggling to provide food, shelter, and basic health services. Nearly 3. 2 million syrians have been displaced. The vast majority are fleeing to turkey and lebanon, to ale less extend jordan, iraq, and egypt. Turkey is quickly catching up. They now have more than 1 million refugees in that country. For some of the lucky to get out of syria, their journey have been harrowing. [ speaking Foreign Language ] . Neighboring countries their conditions are bleak. Families sometimes numbering in the doesnt live in empty garages garage s or makeshift tents. And developing news now out of arkansas. Attorney general eric holder is just started to speak. Hes going to be addressing a group of mayors and Police Chiefs at the clinton president ial library. The event to discuss the Lessons Learned of the shooting of unarmed Michael Brown killed by a Police Officer in august in ferguson, missouri. The event marked a 20th anniversary of the Community OrientedPolice Services program this was started by the former president. I want to as we look at this, bring in Missouri State senator Maria Chappelle nadal. Good to see you again. Thank you for having me, jose. What do you want to hear today . One of the things that is so important is that we have active engagement on behalf of Police Officers but also have a very active community that is no longer silent. What we have experienced for a long time in ferguson is that residents and Police Officers did not engage as they should. And in community policing, we have to have people who are willing to say what is on their mind but most of all, have the safety and concerns of the community at heart first. How do fergusons and other cities take Lessons Learned from what happened and turn it into policy. What is exciting is we have some best practices in st. Louis already in the region. And st. Louis city, for example, you have Police Officers on the ground every day and know the neighbors and engage with the neighbors. Regardless of where they live. Regardless of their race. So by seeing some of these great interactions and in other places outside of ferguson we can adopt some of things. In terms of policy, one of the things we should focus on is the genuine attempt for Police Officers to know people block by block. And the attempt to get to know the neighbors will truly make a difference in ferguson and other municipalities that are similar to ferguson. Yeah, you know, i bring you back now thinking block by block the importance of that and police representing the people they serve. But im thinking Hillary Clintons it takes a village and bill clinton is talking about this today in arkansas. I mean, it just seems like, gosh, it was so long ago we were discussing issues of how to as a Community Get closer. Many years later were still dealing with this. Do you see some i dont know some progress . Here is the thing, weve gotten too comfortable. Thats just the reality. We cannot any longer be comfortable with with what is going on in communities like ferguson and places around the country. So thats why we have to remain active and diligent in trying to make sure there is an open conversation and we have good relationships with Police Officers. Not all Police Officers are bad. Theres usually small numbers who completely create a dark shadow over communities like ferguson. We have to engage and be able to trust. Build bridges and that is the beginning of turning this all around. Yes, weve been talking about this for quite along time. But obviously we have a long way to go. I want to get your opinion on a new report from kstk this morning. The st. Louis county board of elections backtracked on the number of ferguson residents who voted. How does Something Like this happen . Its unfortunate there was a machine that just malfunctioned. Its sad. I have to tell you that. Here is where the hope is.
