Going to mean different things. The conflict is going mean Something Different for the Syrian Government. It will also have an impact on the rebels trying to topple the government. Theres no doubt its going have an impact on the humanitarian situation on the ground that weve seen over the past several days worsen as thousands of people flee their homes from syria into neighboring turkey. I think the question is going to be the central question is going to be what is isis going to do next . Will this be the beginning of a Long Campaign that degrades them as the u. S. Set out in the objectives . Will it give isis a chance to regroup . Will they carry out attacks . Age lot of questions. More importantly, who is going to fill the void on the ground if we see isis begin to splinter in some of the areas where the u. S. Is carrying out these air strikes. A lot of uncertainty about the next phase behalf is going to happen, jose. And ayman, i want i think to bring in your extraordinary expertise for the region it occurred. One thing is to talk about the path. Saudi arabia may be the place where the Syrian Opposition people will be trained the 5,000. When jordan informs the world it participated in bombing inside syria, tell me about the optics of the five countries being involved in the attack . The optics are extremely important. On one hand, it shows that these countries recognized the threat. The optic of having qatar now involved in this operation when for so long it was being criticized for supporting some of the groups that were ultimately the precursor to isis now standing side by side there was tension between the three four sun countries. The optics of that the gulf countries are Standing Shoulder to shoulder in this particular element of the syrian conflict, i think, thats very important. I think there are going to be a lot of questions whether or not the countries use the operation or use the strikes for their own domestic political consideration. Jordan is a country, obviously, that is borders syria. Has a lot of refugees. Its going to be concerned about the spill over effect that plagued that country. It is now standing with the United States to prevent isis from getting a foothold. Isis demonstrated the willingness and capability to cross borders with relative ease. There was no indication it was going to do that in jordan. It made it clear it has territorial expansion plans and within isis jordan, lebanon, and even further saudi arabia would be the logical expansion for isis in the coming years. Ayman, i want to ask about syria. Because that kidictatorship has antiaircraft forces clearly degraded by the years of civil war, but the americans seem to have said they did not consult with the Syrian Regime. What is in it for them . It seems like it could be helping them. The short answer is absolutely yes. It is helping them. For the first time theres an ined aer ha inadvertent alignment of interests here. The u. S. Wants to degrade isis. The Syrian Government may are tolerated isis. But at the end of the day its about existing and isis posed a challenge. The u. S. Degrading isis in the longterm beneficial to the stated objective of the Syrian Government. As you were saying the u. S. Has come out and said it did notify the Syrian Government that strikes were imminent inside its territory. Perhaps the Syrian Regime ordered its military forces not to engage in u. S. Fighter jets, not to aggressively intercept any attempts to strike inside the territory. But on a political level, it has warned the United States not to violate syrian sovereignty. Today we have heard from the Syrian Government through the state Television Agency saying the United States needs to go through the United Nations, through International Frameworks to secure authorization for the type of attacks. But the government in damascus was prepared to help the International Coalition in fighting isis. So, yeah, you get on one hand the Syrian Government accepting the strikes but at the same time criticizing the u. S. For not including it in the coalition, not including russia or iran and not getting the authorization from the United Nations. That certainly is something we may hear president obama address in the coming minutes. Certainly maybe something he dresses when he goes to thetown try to get the International Coalition in some kind of legal authorization. And that 800pound gorilla is russia. Well have to see how they react today. Aym ayman, i ask you it stick around. I value your perspective. We go white houto the white ho see the live images. We bring in kelly odonnell. Shes at the white house. As we await the president s remarks. What can we expect to hear from him . There will be multiple messages in this. What we know is a departure statement. The president is heading to new york and address the u. N. Assembly and meet with World Leaders this week. Part will be acknowledge the public the major step he had foreshadowed in the earlier address. Part will be to thank the men and women in uniform. Part will be to outline the ongoing threat he believes isis represents to National Interests abroad and potentially here at home. Thats the message here. It is both a political message and one that follows the operational activities of the overnight hours. And thats important because whatever the timing of that was from a military perspective, the political timing is critical. Because the president will be able to say this action has been taken with International Partners as hes going to meet other leaders on the world stage. Thats an opportunity to forge those relationships, perhaps to bring along other nations, and show unity in a way you rarely get with World Leaders all in one location. The timing was critical for this to take place prior to going to the u. N. General assembly. We had expected from talking to sources when the president made the remarks to the nation a couple of weeks ago that the window of time would be fairly short and the military decisions would be taken when best suited for that. But the Political Part is important, too. Im on the northern lawn and theres a marine at west executive gate. There hasnt been one in the last 20 minutes or so. It indicates the president is in the oval office now. We expect from where the Camera Position is on the south lawn well be able to track him leaving the oval office and going to the podium to make remarks. Its a message for the political environment that we are in with congress out of town. Theyre all in their home states and districts campaigning. In is a time when we had not expected foreign policy, jose, to be such a part of the election season. It has taken root as well. In addition to all the domestic issues. When you have members of congress in both parties raising questions about the strategy to go after isis without troops on the ground, even arab nation troops at this point. And the idea of does Congress Need to weigh in. There are so many layers that have a political overtone to this. Its a critical point for the foth argue what hes done and what needs to be done. And much of it will need to play out in communities around the nation as people meet with their members of congress and senators in political events over the next six weeks. Interesting, kelly. And as soon as we see the president were going, of course, go live to him. He has kind of a twopronged approach to deal with. Hes going to be new york to talk to the International Community and the need to get International Cooperation on this. And the dplesk politics side. I know, he spoke with Speaker Boehner among so many others. The congress voted about giving money to support syrians being trained not to be attacked inside syria. And thats a longterm mission. The training piece, which was in some ways controversial, but it did get bipartisan support, thats a longterm plan. 8 to 12 months of a program where the u. S. , the department of defense would take vetted, as they say, a group of syrian forces, moderates Officials Say they are deemed trust woertd. Take them out of syria ya and the partner nation of saudi arabia. Do training over a period of many months that program cant be stood up for five months according to the joint chief chairman. Thats a longer term action. If it moves forward successfully on the time line, that would be a ground force intended to shore up whatever the air strikes are planning to accomplish. As you heard colonel jack jacobs say in the military environment the concern is if you make gains from the air how do you support them from the ground without a credible force on the ground . The president has been clear no american troops. At this point, there have not been partner nations beyond the iraqi and kurdish forces. Its an enduring question. Will there be a need . Theres been an ongoing debate in congress and differing opinions from the military community about how it should go forward. The president made a political statement. No American Service personnel on the ground deployed for this. Except for those military advisers who are already in the region. Jose . Kelly odonnell at the white house. Today the American People give thanks for their the Extraordinary Service of our men and women in uniform, including the pilots who flew the missions with the courage and professionalism we have come to expect from the finest military that the world has ever known. Earlier this month, i outlined for the American People our strategy to confront the threat posed by the terrorist group known as isil. I made clear as part of the campaign the United States would take action against targets in iraq and syria. So these terrorists cant find a safe haven anywhere. I made clear that america would act as part of the Broad Coalition and thats exactly what weve done. Were joined in this action by our friends and partners. Saudi arabia, united arab em rates, jordan, bahrain, and qatar. America is proud to stand shoulder to shoulder with these nations on behalf of our common security. The strength of the coalition makes it clear to the world that this is not americas fight alone. Above all the people and governments in the middle east are rejecting isil and standing up for the peace and security that the people of the region and the world deserve. Meanwhile, we will move forward with our plan supported by bipartisan majorities in congress to ramp up our effort to train and equip the Syrian Opposition, the best counter weight to isil and the assad regime. And more broadly over 40 nations offered to help in this comprehensive effort to confront this terrorist threat. To take out terrorist targets, to train and equip iraqi and Syrian Opposition fighters who are going up against isil on the ground, to cut off isils financing, to counter its hateful ideology, and to stop the flow of fighters into and out of the region. Last night we also took strikes to disrupt plotting against the United States and our allies by seasoned al qaeda operatives in syria. Once again, it must be clear to anyone who would plot against america and try to do americans harm that we will not tolerate safe havens for terrorists who threaten our people. I have spoken to leaders in congress and im pleased theres bipartisan support for the actions were taking. America is always stronger when we stand united. And that unity sends a powerful message to the world that we will do what is necessary to defend our country. Over the next several days ill have the opportunity to meet with Prime Minister of iraq and friend and allies of the United Nations to continue Building Support for the coalition that is confronting this serious threat to our peace and security. The overall effort will take time. There will be challenges ahead. But were going to do what is necessary to take the fight to this terrorist group. Weve heard that the air strikes were not only against isis or isil in syria. Theyve also been bombing in iraq for many weeks now. But also against this group that is relatively new for us its called corp. Son. I want to bring in bobby ghosh. Both experts on the subject. I thank you for being with me. The syrian observe story for human rights, which monitors the war in syria says at least 70 isis fighters were killed in the overnight air strikes. What is the initial impact . It depends on the fighters. We know they have thousands of fighter erers if they were seni fighters and commanders, that sort of thing, then the impact would be substantial. Theres a lot of psychological impact. Isis fighters everywhere will need to look over their shoulder a little bit. Theyll know that death can reign down upon them from the sky. Theyve had, for much of the past three years almost little or no opposition. Now they have serious opposition. Whether that will dampen their spirits, well, time will tell. Theyll have Something Else to contend with as they come forward. And five arab allies involved in the overnight attack on isis including jordan that apparently actually saudi arabia, jordan, qatar, uea and bahrain. From a military standpoint the arab governments dont add a lot. They obviously cant compare to the u. S. In terms what they can do. Its important for legitimacy and international cover. I think that is why obama has put so much value on having these allies. So he can say to the world its not a unilateral u. S. Effort. Its not a war on islam. Five muslim majority countries are participating. The jordanians are actively involved. And there are other countries that will contribute on intelligence gathering and cutting financial flows to isis. So, i mean, it is important but we shouldnt overstate the military aspect of it. Yeah, and times, really, the military aspect isnt as important. The u. S. Can handle it with eyes closed with no help militarily. The fact is you have saudi arabia and other countries, sunni, saudi arabia lending a hand on this operation. And shadi i was wondering about the quiet person in the room. Turkey. Should we read into anything turkey not part of the initial operation . Turkey has been a big question mark for some time. I mean, up until recently isis was holding 49 turkish hostages it seemed to be one of the main reasons that turkey was reticent to get more involved. Now the hostages have been released well have to see if theres a shift in turkeys policy. So far it hasnt happened. I think the next couple of weeks will be critical. Turkey is important because isis has been able to sell a good deal of oil in the turkish black market. So turkey can do more thoon front as well. Were seeing live pictures of the president and the first lady now heading into, i presume, marine one. Theyre boarding that helicopter right now. Heading over to new york. And bobby, i want to talk about the other group that was attacked last night the president alluded to it in the brief remarks moments ago on msnbc. The group. What do we know about them . Its a relatively, as far as the west is concerned, i guess, or publicly knowledge its relatively new. What do we know about this kuwaiti 33yearold who is in charge of the group . We dont know that much about the group. We know quite a lot about him. He was very, very close to the Osama Bin Laden. He was part of the inner circle of al qaeda in back in the day. He was one of a handful of people, we understand, who knew about the 9 11 operation before it took place. It gives you a sense of how senior he was. How trusted he was. Its a little unclear how he came to be in western syria. But it would appear judging by the statement from the white house that he has built himself quite a substantial presence there. There is talk and apparently some of the targets last night were against infrastructure that was being used to develop sophisticated new weapons tooth paste bombs and fabrics that were impregnated with explosives in some interesting way that could be used against western targets. The groups are so many groups that are operating in syria. Some of which are al qaeda. Some of which are related to al qaeda. And of course, other groups related to isil. Its a little bit of an alphabet soup. Clearly the white house has identified as an important target. So important that strikes against the group were conducted unilaterally by the u. S. Those other countries that you mentioned, they were part of larger air strikes. But the one against the group that the u. S. Went alone on that one. Thank you for being with me this morning. Joining me now is judy chu. Good morning. Tell me your reaction to this. You voted to back the president s strategy last week. Thats to haarm the rebels. Do you expect it to change your support . I believe that Islamic State is a threat to the world. Its important for us to be able to contain them. Theyve gone unchecked for months. They have threatened tens of thousands of civilians in syria. And that these air strikes look like they have contained them. However, i think that we have to study this more carefully and see whether this indicates any kind of staustained action. Do you think this is something that the congress should be dealing with sooner rather than later. You are on break. You have elections coming up in november. What do you think should be the role of congress, if anything, before the elections . Congress needs to see whether this is a sustained action. The air strikes were authorized ostensibly to contain the threat to religious minorities and also to protect our diplomats. There were diplomats in irbil to have the protection. If there was a sustained air strike, yes, i think we need to come together and make sure that these air strikes and this sustained action is actually an authorization. Representative judy chu. Hes going to be in the United Nations where he continues to make his case against the isis. As we learn the Syrian Regime was notified but not consulted. Thats the governments position ahead of the strikes against the terrorist group. Let me bring in chris jansing. How significant is the coalition that has been put together for this overnight strike . I think youve heard it, jose, from the president himself. How important it is. Certainly the white house is touting this as unprecedented. They didnt want there to be headlines in that part of the world that suggested the United States was going at it alone against isis. That the United States was going into a Muslim Country and attacking. Essential will i going to war. It gives them cover. Theres a broader message. I think the president laid it out 12 or 13 days ago when he addressed the nation and signalled he was willing to go into syria with the strikes. He said that, you know, he sees the threat as a global threat. He sees the threat that the entire world needs ton concerned about. The message i think youre going to hear from him. Im sure the message hell send proo privately is this is something that is concerning to the region. To europe, to the United States. Theres one more point i want to make, and its going to be a big focus tomorrow. That is when you talk to Senior Administration officials theyll tell you about the concern over foreign fighters. These are the folks who have left the United States or left europe, gone to train in syria and come back. We have conformation for the first time on the record yesterday that some of the americans have returned to the United States. We know some have been arrested. Others are under surveillance. And so thats another part of this that he thinks can help them build the coalition is the threat is seen by the foreign fighters and by these groups isis, khorasan, and others. Lets talk about the Khorasan Group. It was buried in the story when the pentagon released some of the information about the attacks overnight in syria. Apparently this group, according to the United States, was prepared and was getting ready to attack either the homeland or american interests abroad. It was going to do so in short order. Thats one of the differentiations that a lot of folks have made between isis and al qaeda, for example. They said obviously al qaeda made it their business to go after americans. Where as isis was really about the caliphate. It was expanding the land they held. So this group khorasan is essentially a group of people close to Osama Bin Laden. Theres a shadowy figure ahead of it who was said to be close to Osama Bin Laden and the bomb maker involved in the attacks. The bomb maker responsible for the underwear bomb. There was a concern that unlike isis, which does not have any track record, does not have any kind of experience in launching attacks overseas. These are the folks from al qaeda who may well be able to do so. There was concern about that. So the United States was willing to take on that part of the bombing by itself. These other Coalition Forces were involved in bombings against isis. But the targets involving khorasan were u. S. Targets alone. Take me into the white house. You practically have been living there since the crisis broke. Tell me about the thinking. Nothing happens in a vacuum. The pentagon said the attacks in syria were against hard targets not time sensitive targets. Why is this that the timing was carried out last night why last night . Well, obviously it does give the president a message to bring in to others that he wants to bring in to the coalition. But i dont think that we can suggest that they knew it was going to happen all along. This is a very complicated set of negotiations that went on with these five countries. Not just about what are they capable of bhau is their political situation at home . What are they willing to do . Theres the negotiation that involves a little bit of push. One person is willing to commit to something and maybe it gives you a little bit of level to bring Something Else in in a broader way. And so while i think the timing is significant in that it definitely brings the president here with the message that this is not a u. S. Problem, this is an International Problem that were dealing with in an International Way i dont think they could have told you with certainty a couple of weeks ago when the president addressed the nation they would have the strikes the night before the president came to the United Nations. Now that there are five arab countries involved in this policy to attack isis in syria. Its going to be a lot more difficult for russia and other countries to say that this is the United States acting unilaterally in only their interest. The president and the first lady as they Board Air Force one. At the top of the hour. We expect a briefing, by the way, from the pentagon about the air strikes that occurred. Chief pentagon correspondent Jim Miklaszewski joins me. What kind of military details will we hear later today . What we expect to hear is a blow by blow account. More more details about what weapons were involved. Were not likely to hear any explanation or description about how the five arab allies may have participated in the operation. Theyre leaving that up to the individual countries themselves. And so far bahrain has stepped forward to say, yes, they flew in that mission. But its not clear what they did in that mission that they, you know, doughnuts in the sky over iraq for two hours. Its a little ambiguous. I think thats just the way the pentagon would like to keep it for now. I must tell you that on the south lawn, the president s statement before he boarded marine one to head out to Andrews Air Force base and to new york. I think the president levelled with the people of america. With the one word that he used. When he said the u. S. Began strikes against isis in syria last night. Nobody has any illusion its going to end any time soon. And officials believe this was the first sal vow in what is going to prove to be a long running war involving u. S. Air strike against isis targets in syria, jose. No doubt about it. And, jim, when you talk about lets say bahrain flew doughnuts over syrian air space. The fact they did, syria a country with a dictatorship, where the arab league has been based for many years. A country until recently had close ties to turkey. A country that has seen hundreds of thousands of deaths under the assad dictatorship. A country where millions of people have been displaced. Its interesting my point here its not just the United States being affected and the fact if bahrain flew doughnuts this is a big deal. Absolutely. You know, frankly, if none of the countries had any aircraft even take off from their airstrips it is a big deal. They have aligned themselves publicly behind the u. S. Ivities against isis in syria. That is something that the u. S. Has never been able to get many of the countries to fes up to. In fact, for years, you know, u. S. Reporters would go to some of these countries and they would be if they were on an official trip. They would be prohibited from reporting there was a u. S. Air base in some of the countries. So this is a huge step forward in getting the countries to step up and support the effort. Again, whether they were in the air or not ultimately doesnt matter. So youre exactly on point. And one more point, mick, youre the best and i appreciate your time. Let me turn to msnbc military analyst colonel jack jacobs. Good to see you. The president has been adamant about not putting american soldiers on the ground. Will air strikes be enough, do you think, in the longterm. As jim was saying twb the beginning of a campaign. Rour right. Its not going to be enough to accomplish both the missions. Degrade on the one hand and defeat isis on the other. Itll do just fine degrading them as long as there are targets of opportunity. But defeating isis on the ground thats going to take troops on the ground. Were not putting anybody on the ground. Thats going to an Arab Partnership and put troops on the ground otherwise it wont be accomplished. Colonel, im wondering what the troops would look like. So far really nobody has stepped up and said, you know, we need to put boots on the ground. I mean, you know, in the situation in, for example, in libya, nato was involved and was willing to do something. But right now the arab league hasnt spoken and putting boots on the ground doesnt seem like an easy thing. Not at all. We have a big air base in turkey. And the turks have not stepped up to the plate. Even with respect to air strikes. They wont let us use it from which we can launch air strikes on syria. Expecting anybody to put boots on the ground is going to be, i think, is wishful thinking. And militarily, youre not going to be able to defeat isis just with air strikes. Be able to degrade them. Eventually run out of targets but not able to defeat them unless you have troops on the ground to seize and hold terrain. The question is, if there was arab troops on the ground in hypothetical where would they come from . Saudi arabia . Well they could come from just about any place. Nobody said theyre willing to put troops on the ground. We havent. Its difficult to encourage others to do it if were not willing to do it ourselves. Im not arguing we should. The American Public wont stand for. You need a regional force. Turkey is a great example but they have an enormous army. They have universal service there. Everybody has to serve. I cant think of a better focus, a better seed for an International Multinational force there than turkey. You havent heard anything from them as yet. The other thing going after the Khorasan Group which is the most immediate threat, i believe, to the United States. I think it was enormously important to do. Particularly if the president has said there was imminent plotting against the United States. Those are two of the things that leap out at me. I think we have to be realistic at what we achieve through the air. As jack was pointing out. We may disrupt. We may degrade. We cant defeat them from the air. So i think that has to continue. I also think were going to have to work with the administration to make sure that we provide an authorization. Right now i dont think theres a constitution until underpinning for what the president is conducting. There is or is not . I dont think there is. Because apart from the Khorasan Group, which the president has identified as an imminent threat, isil hasnt been an imminent threat. Yes, its a longterm threat to the country maybe a midterm threat. But that doesnt allow under our constitution the president to go to war with that Group Without congressional authorization. So the argument the administration has made theyre allowed to do it under the 2001 authorization use of force. I dont think holds water and i hope one of the first things we take up when we go back in after the election is an authorization that narrowly written authorization thoughts. In court the prosecutor said Omar Gonzalez had a machete, 800 rounds of ammunition in his car in addition to the small knife his pocket. He was arrested in virginia in july with several guns in his car and a map showing the white house. Then last month the secret service stopped him as he walked near the white house with a machete but didnt arrest him. His exwife said hes a good man but suffering from posttraumatic stress disorder. The secret service is expanding the investigation this morning to figure out why they couldnt stop a man who was known to law enforcement. In other news also this morning, charlottesville, Virginia Police are looking for the man last seen with uva student anna graham. They searched Jesse Matthews apartment hauling out three bags of evidence. Officers found what they were looking for and the contents have been sent to the state crime lab. Matthews is just a person of interest as of right now. Police say matthew was seen with graham when she disappeared 11 days ago. I want to take you out west. A red flag warning highly dangerous conditions in place this afternoon in Northern California for firefighters battling the king fire in Northern California. Winds expected to gust to 25 miles per hour. The fire has grown to more than 89,000 acres. The firefighters did make progress overnight. The fire now 35 contained.
