Could be another turning point for the city. Each night i have seen a turning point. Each night i have seen small steps and sometimes those small steps are hard to see, but i know small steps turn into big steps so we have been taking small steps every night. Ferguson saw only six arrests overnight compared to 47 the night before. Now our first focus this morning. The International Outrage and response to the murder of american journalist james foley executed by islamic terrorists in syria, the pentagon says u. S. Military forces have conducted 14 more air strikes against isis targets near the mosul dam in iraq. Central command says thats a total of 84 u. S. Air strikes that have been launched in the past two weeks a senior u. S. Official tells nbc news the state department submitted a request for up to 300 additional u. S. Troops to go to iraq. They would beef up security in baghdad and to u. S. Facilities at the baghdad airport. A fierce gun battle killed isis fighters, special ops determined that the hostages were not at the location and left. The last voice james foley heard was of his executioner, which sounded to many like a british ac accent. Were not playing this horrific video, except this very small portion and only so you can hear the accent and judge for herself. Listen. This is james wright foley, an american citizen of your country. On marthas vineyard, president obama denounced isis and spoke of the need for justice. We will be vigilant and we will be relentless. When people harm americans anywhere, we do whats necessary to see that justice is done and we act against isil standing alongside others. The president spoke with james foleys parents who paid an emotional tribute to their son. He was a great american. And he believed in the very best of our country. So i just pray that as a country we can come together and help there be peace on earth. Just praying for that. And we pray that somehow stephen and the others might be spared. Europeans are paying, there were a number of french journalists who were in prison with james foley and they were ransomed and freed. This inconsistent approach doesnt work, its not sort of deterring terrorists or safeguarding, you know, captives, and there really needs to be a strategy here from the Obama Administration and some european allies, kidnapping is spreading, its a huge source of funding for al qaeda and theyre affiliates and we really dont have a coherent response. We just played a small portion of it to hear whats believed to sound like a british accent. Why is this so important . Well, i think theres a huge concern about european and even american jihadys joining isis in syria and possibly bringing it to europe and the United States. Some members of isis have been arrested in britain over the years, at of them are under observati observation, but a lot of them are not known. But theres a concern that someone like this butcher who killed foley, could turn around and take off the mask and arrive in london someday. To carry out a terrorist act there or in fact uses a british passport, if he has one, which he probably does to come to the United States. So i think thats the real concern there. The u. S. Made at least one attempt that we know of to rescue james foley and other hostages, we dont even know how many, for ransom, for political pressure, whatever you want to call it. From what we know about isis, what theyre next move after this televised murder, which was from their perspective, i presume, successful. It was successful, this is you know a propaganda boost for them. In the shoerrtterm, i mean i really do believe that most people including people in the middle east are horrified by this. Isis is losing ground in iraq. Kurdish fighters are being held by american air strikes. But i think they could kill steven sotloh, f. Its just a horrific situation, they are wrong, people get angry at governments for not having a coordinated response, but the primary problem here are the kidnappers that have created this horrible situation and what they did to jim foley is inexcusable. Yeah. And christopher, isis was primarily thought to be preoccupied with redrawing the moop in the middle east, establishing this but foleys death is a major operation. Once the United States agets involved in a wear and the french do, and the britains two. They will target the french, the americans and anybody else. They dont have to use a lot of resources to do nachlt they can kill hostages, they can kill hostages elsewhere. Touching on what david was saying, we have been through this before, which is al qaeda in iraq, they decapitated a lot of people nine, ten years ago, until in fact al qaeda leadership said, this is so disgusting that even we think you should stop. And well see if that happens with isis. But its going to be a long struggle against isis. And david, take me into that world, as a hostage, that we saw the other journalists in the video take right after foleys death, youre aware of how Dangerous Things are, but youre really just incapable of doing anything about it. These hostages are very aware of whats going on and their possible future. Look, its a horrible situation, i came to absolutely loathe my captors for what they did to me. They are cow cards, detaining an unarmed journalist and then murdering him is dispickabespic. Theyre not great warriors. The captives just want the suffering to end for their families, they have gone through so much, thats why i was lucky that we attempted to escape, and we were very successful, myself and an african journalist. Boy how things have changed even for the role and safety of reporters and how we see our job and how our jobs really are not seen anymore by the enemies, as being respected. Well, you know, jose, when we were covering those wars 20, 30 years ago, we were in a situation where anybody who wanted to get their message out essentially had to talk to the international press, the american and european press. Now with the internet, with countless Satellite Television stations, with al qaeda and isis having essentially their own internet broadcast facilities, they dont need us anymore. They need us maybe to execute, but they dont need to talk to us. They dont need to explain anything to us. Yeah. So the fact that he came here, he listened to the communitys concern, people were really happy with that. And on the subject of police tactics, one incident got a lot i will bleeping kill you, only before another officer steps in to calm him down. The st. Louis county Police Department announced yesterday that officer involved has been relieved of duty and suspended in definitely for his inappropriate behavior. Have you noticed a definite change in dynamic between police and protesters there . I was standing there for that. And i was really impressed that that one officer recognized that it was a bad situation and stepped in. Some of the Police Officers seem really good at deescalating last night was an incredibly calm night, protesters kept marching, the police didnt rush in and form a line and throw tear gas shlgs it clearly worked out a lot better. What do you feel about eric holders visit to ferguson . I think it was a very pa positive thing to do, i think he gave the nation a lot of hope that what will happen in ferguson from this day forth, we can trust whats going to happen, because right now i dont have a lot of trust. What dont you trust . I dont trust the prosecutor. I think that whenever you have a case where the constituents are screaming for you to step down, you should, or the government should remove you. We had two incidents in florida. We had a teenager who was beat to death in a boot camp. Jeb bush put pressure on the prosecutor, the prosecutor stepped aside. We got a new prosecutor. That gives the community calm, it gives the community some hope and it gives the community a trust in the justice system. Congresswoman, you and i have talked about this a long time, why is it that we as a country wait to have this kind of discussion . We have to wait until some poor young man dies in order to have this national discussion. You have been working for years and i have known you for many years, you have been working for years on precisely issues on how to deal with understanding between Police Officials and the youth. Why wait . Why is it so difficult to have this discussion . I dont know what it is that causes people to understand that this is an ongoing issue. Everywhere. Not just in ferguson, not just in new york. Its everywhere. Theres a tension between police and youth. And its been there since slavery. And youth of color are the brunt of that tension. You say, remember the following if youre stopped by police. What is the first thing you say, congresswoman. Freeze, do not move. And so many children have been sa saved because of that. So we teach them and we train them and we talk to them about it and we talk to the police about it. We talk about how young people perceive you and black boys, how would you feel if when you got on an elevator everyone got off . We have to lift them up and know that the world does not feel that way, have to train them. And the rest of the community has to learn to not fear and to understand. Yes. And to understand each other. I want to kind of turn your attention to this issue in the middle east, in iraq and in syria, with this foley reporter who was decapitated. How do we handle this as a country . The first one daniel pearl who was decapitated actually came to my Elementary School in miami and wrote a story about a composing plant that i closed across the street from the school. Absolutely. So when someone else has been decapitat decapitated, it is horrible. These are murderous thugs. What do we do about it. What we should do about it is we should continue to put pressure on them. How . We need to keep bombing, we need to keep bombing isis, we need to let them know that were not going to be threatened and we have got to talk with journalists and we have got to say, keep yourselves safe. Do not cause you cant keep yourself safe if youre going to be covering that area. You just cant. You do as much as you can. He needs to assure the black community that he can be impartial in this investigation. We should point out that the governor says theres a well established process by which a prosecutor can recues himself from a pending prosecution. Do you think that the governor will change his mind and remove mccullough from the final analysis . It doesnt appear that the governor is going to do that, it appears to be one of preliminary games manship. But i dont know it r if it affects the game in terms of presentation, the question is what kind of experienced prosecutor are you putting on the case because theyre the ones that have to put on the case. The relationship between the police and the da has nothing to do with the fact that the da himself has had personal issues in terms of his own family. Its really the ongoing relationship that exists between the local da and the local police, that is one that could that a very negative impact in terms of prejudice and the working relationship. Local das dont have experience prosecuting the local police. Thats where i think that they should be concerned about because they have this working relationship that makes it very difficult for them to want to really put their heart in process. We saw that frankly in the Trayvon Martin case, it was the police that turned against the prosecutors and the prosecutors didnt invest the kind of energy and intellect they should have. Walk us throu walk us through the process. Reporter they stay Darrin Wilson the officer who shot Michael Browne will have an opportunity to testify before the grand jury, they havent said when. The current grand injure expires in september. Then they will appoint a second grand jury which will be the same 12 jurors. Theyll continue to hear evidence. And it could take weeks or months. The community here just being on the ground, they are eager almost desperate for charges, for an indictment. They say theres no need for probable cause for an indictment. You can indict him right now. They want it to move quickly, do you think theres legal grounds to prosecute right now . You could proceed by just filing a complaint, which is typically what is done. Most cases dont go before a grand jury independence its a federal case. All you have to do is file a complaint. I have looked at the e6d. Evidence you see if theres probable cause to file a case. The grand jury is only one side is presented, the da presents his evidence, and theres no crossexamination of the witnesses. A fair process is to file a complaint, you can do that right now, present those witnesses and everyone will have a chance to see whether theres sufficient evidence. If not, theres a grand jury and the grand jury may not indict. And everybody will be wondering why didnt they die indict. The moment the president announces the executive action, many people in the Republican Party is going to call even louder calls for impeachment in saying hes overreached, saying this is beyond his authority and actually the moment we announced our campaign yesterday, we actually had like a four page legal document explaining why the president has the power and authority to do this. Heres my question, i have interviewed the president oneonone nine times, probably sen of the nine have asked about expanding doca and allowing president ial executive orders on deportation. He said over and over again, im not the king, im the president , theres very little latitude i have other than what we have already done. What do you want him to do . He said that, he r youre right, hes said that over and over again. Why do you think a couple of months ago that it was up to him to take executive action . What did you think when that announcement was made . He said and he was very clear if the house did not do anything significant this session, he was going to have to do what he could. But my question, jose antonio is, what do you think, what do you feel he could do . Well, again, the doca, the announcement of the deferred action for childhood arrivals, more than two years ago now, right, was for me actually a way to kind of set up the ground, thats the ground, and remember when that happened, some republicans say oh, my god, now were letting all this happen, this is amnesty for these young people. All this is a temporary solution, before Congress Actually decides to do something. What happens if they decide not to do it . Honestly, i dont think i dont think that the asian community, i dont any the immigrant community will let the president get away with an action. I dont think thats going to be acceptable. And i think the president knows that. Its not the president s action, its the houses inaction, theyre the ones that have the responsibility to write laws and this system is broken. If youre from the left or youre from the right. You say the same thing, immigration is broken. If the congress, if the people behind you right now decide not to act, which is very probable. What do you think you could do . Im sorry, i just want to make sure were clear, what i was talking about is the moment the president a couple of months ago said that hes now going to take executive action, thats what i was referring to. Hes going to take action, we dont know how broad thats going to be. The congressional dysfunction. Specifically concerninging house republicans, that is what the Republican Party in particular is going to have to deal with in these next few election cycles. I think the Latino Community and the immigrant community are allies, i think now understand just the level of dysfunction that is facing this congress and particularly republicans. I dont think anybody can understand that level of dysfunction because it goes far beyond most peoples understanding, including mine. But jose let me ask you this, you were just arrested recently in the the mcallen airport trying to get back on the plane. And you were there because of this crisis on the border with these kids. We actually filmed inside the shelter, yeah. Right. And now we see that the kids, only a handful of these newly arrived folks have been deported back to their three Central American countries. But now we have seen that some of those kids that were returned to their country have died in their country of birth because they were returned. There. I have to tell you, jose, when i actually ended up, i was only detained for like eight hours. At one point briefly, i ended up being in a cell with some of these kids, many of them 9, 10yearold boys. I dont speak spanish, im filipino. And ill never forget just kind of being in that cell and just looking at the eyes and the facings of these young boys and everybody just looking kind of lost, not knowing exactly whats happening. I actually think that was for me, at least, when we look back, i think what has happened has been a defining moment for this country. I think the fact that we have been able to turn our eyes to this issue, and not think of these kids as kids. These are children. Right. I think america made the choice, i think the Obama Administration has made a choice, i think and i think that is a choice that they will regret. I dont think history will let them forget it.
