>> well, there's a security concern, first of all. they're going it need help from the local con lairs to make sure that the investigators are safe. there's talk that some of the wreckage has been tampered with. black boxes have disappeared. all of those things are important to the investigators in order to be able to put together a story of what happened. >> the crash site is a six square mile area. it must be an extraordinary challenge. >> absolutely. keep in mind all the bodies -- it's very tragic. >> almost 300. >> it's outrageous. and now these people have to be brought together, arrangements have to be made to get them back to their families. it's a tragic, sad situation. >> ambassador, as we have mentioned, all sides in the ukraine dispute are blaming each other. a conversation between a russian-backed separatist greek and not certified by nbc news showing them they screwed up and mistaken by shut down -- what he says essentially is what do you have there? the separatist tells him we shot down a plane. they don't know what kind of plane it is yet. it's clear if these recordings are real, and confirmed to be real, that there is direct communication between russian officials and these separatists. so my question, ambassador, is if this is proven there is this communication and the separatists carried it out, what happens? what is the impact of this? >> the impact is very large. this will finally get the attention it deserves from the europeans. the europeans have preferenced not to deal with this conflict very seriously. they have looked the other way. they have put on small sanctions. the united states has put on small sanctions but two days ago put on large sanctions. this is what is required to deter the russians from further aggression into ukraine. it's an international conflict. i think it will get the attention it deserves. >> now, ambassador, let's just play the sound. let's say the russians did indeed give these separatists these surface to air missiles. they're pretty advanced. this is not a sam 7 you put on the shoulder and shoot at something in the sky. there are radars. it's sophisticated. what does it say about -- in other words, do you think the russians care if they get more sanctions. they're pretty, you know, indebted now to these separatists and this issue. >> i think the russians care if they put on more sanctions. they reacted furiously to the sanctions that president obama announced two days ago on wednesday. so i think the threat of europeans following on those americans sanctions is a real threat that does bother them a lot. it will affect their economy directly. the stock market fell, the ruble fell. it will have a greater effect on that. the other thing i point out is the missile systems could come from one of two places. could have comes from russian stocks or russian military forces. it could have given them to the separatists. but also the separatists could have had stolen them from the ukraini ukrainians. in either case, it's the russians supporting the separatists who are responsible. >> and, jay, you know, there are reports now that maybe the black boxes have been taken to russia and some other evidence has been tampered with. here is my question. the black box, really, what information can it give? they had nothing to do up there in the plane to what happened. we were just commenting there's little of the crew probably had as far as advanced warning? >> at first glance that's true, you have to consider the investigators are going in there to put together a complete package. they need to be able to go to the surviving families and say this is what happened. the next thing there could be accusations that maybe the crew was in on it. you need a complete package of what happened. that is a big part of it. because the black boxes, particularly the voice recorder, will indicate whether the crew saw anything, how long, perhaps, they had to react. but seriously, the point remains that they're not going to get a lot from the black box. i think they already know that the separatists are involved in this. >> jay, thank you very much for being with us. ambassador, thank you so much for being with us as well. ambassador william taylor. as we pointed out earlier, we learned fbi and nstb will be going to ukraine to assist in the investigation. they won't go to the scene. they'll be in country. tom costello joins me now. where do investigators begin dealing with this? >> jose, good morning to you. investigators have their hands full. as you suggested, they're probably, at this point, if they get to ukraine at all, they're only going to kiev. the crash scene is inside rebel-controlled territory. the chances that in tntsb will hands on is not a likelihood. they've been saying they have serious concerns about the safety of their crew -- of their people who might go there. go ahead, jose. what were you going to say? >> i was going to say, is time critical. if so, what specifically do they need to get to quickly rather than later? >> you know, i think you and jay made an important point here. that is that the black boxes will not play a huge role in the investigation. they know what brought down the plane. it was a missile. of the question is who fired the missi missile. they are pretty confident in what kind of missile. it was. we have video of the buk missile. it's a soviet era missile. in the arsenal of the soviet union, russia, and the ukraine. it's a huge missile on a tractor type of vehicle that is literally -- this is one of the kinds of vehicles you see toed through red square. there's one report out there that there is video showing one of the vehicles already high tailing ining out of the area toward russia. it's unconfirmed by nbc news. that would be another piece of the clue as to what possibly might have brought the plane down and who might be responsible for it. >> and, tom, you know, just thinking out of my 30-years i covered wars. you see sometimes guys with sam 7, sam 6, the surface to air missiles you put on the shoulder and you shoot with a sight. this is far different. you need some equipment, you need radar, you need communications, this is not one-man band thing. >> that's absolutely right. keep in mind, this probably, this particular launcher would not have been integrated into a sophisticated military radar system that would have the ability to differentiate between a commercial aircraft and a military aircraft. unlike, for example, if this had been a russian vehicle. if it was in the possession of a russian military. a greater chance, then, they would have the ability to differentiate between what type of plane or more precisely, to be able to say, you know, that's the track that we usually see commercial aircraft taking over territory unlikely to be any sort of a military cargo plane. so that is yet another component to who might be responsible for this, and did they simply push the button to launch thinking they were going to hit a military transport plane without the ability to differentuate and identify it was a commercial aircraft instead. >> tom costello, thanks so much. up next two countries at odds. we'll have a live report from moscow. first, we're learning more about the stories of the passengers on board flight 17. we just got word that one of the passengers was a student athlete at indiana university. 25-year-old was earn her doctorate in chemistry and competed on the women's rowing team. the university president issued a statement sending his deepest sympathies to her family. a cousin of one of the plane's captains said the pilot sent his wife a message just before leaving simply "i'll be home soon." the father of two had been flying for malaysia airlines for 25 years. this passenger, a flower shop owner in the netherlands, posted a photograph of the boeing 777 in an attempt the joke he alluded to the other malaysia air flight 370 writing "should it disappear, which is what it looks like." this is almost unbelievable. an australian woman lost her brother on the other flight lost her stepdaughter. the family said it ripped her guts out again. they were late and missed the flight. they were supposed to be on that plane. >> i'm shaking. i don't know what to do. i'm feeling physically sick. come together airpoing to the a taxi was crying. i feel like i've been given a second chance. i'll be able to see my family again. the cadillac summer collection is here. ♪ ♪ during the cadillac summer's best event, lease this 2014 ats for around $299 a month and make this the summer of style. ♪ [guyi know what you're excited. you're thinking beneful. russian's president is calling for a ceasefire in eastern ukraine asking the rebels and the government in kiev to start engaging in talks. putin is blaming for ukraine for the accident. i want to note this tragedy would not have happened if there were peace on this land. if the military actions had not been renewed in southeast ukraine and certainly the state over whose territory this occurred, bears responsibility for this awful tragedy. i want to bring in our reporter from moscow. good morning, jim. >> hi, jose. it's only going to -- i'm sorry, go ahead. >> i'm sorry. i was going to say how soon can the united states confirm who is really responsible for this? >> well, again, i wish i could tell you it will only be a matter of days. anything to get us out of the current swirl of story, counter story, rumor and counter rumor. you ahave one rebel leader sayig the black boxes haven't been found but those who say they're in moscow under lock and key. you have one saying that they don't have a weapon that will blow the plane out the sky at 33,000 feet and you another rebel leader who boasts on twitter that they come deered the missile launcher. it's highly unlikely the u.s. will get any clarity until the black boxes are opened and analyzed. not so much to determine who did it but more when, where, getting into the nitty-gritty. we know what it was as tom costello rightly said. perhaps with the boxes, we can figure out when it happened, where exactly it happened in relationship to the border, et. cetera. that could lend clarity. what happens if the rebels have already given the flight and data recorders to putin as has been rumored? one analyst described it said piling a disaster on to an already huge tragedy. >> jim from moscow. thank you for being with us. let's bring in congressman gregory meeks. a member of the foreign affairs committee. thank you for being with us. indian you' i understand you've been briefed on the situation. what can you tell us? >> that the president has been talking to other european leaders, et. cetera, i think we'll hear the results when he addresses the nation at 11:30. trying to find out who was responsible. the process is in place international community coming together so it's done in a manner that is not just the united states. for the credibility on everyone's side so we can get to the bottom line as to who is responsible for bringing down the plane. >> and congressman, when we find out, not if, but when we find out. what do you think our reaction should be? >> i think that when we find out, as a unified community, all the europeans, because i agree with what the ambassador said, there should be more engaged than ever. if it's the russians, there's got to be greater sanctions and others put on pressure and president of russia and make sure that they, then, are calls individuals back up and stop supporting the individual causing the kind of violence and the war that is taking place there. >> if it is -- >> it's interesting. sorry, go ahead, sir. >> if it is not them. what has to happen ultimately the government of ukraine has to be in control of own territory. one of the things that is clear, where the plane went down and where the debris is, it's not in territory that is currently being in control of the ukrai ukrainian government. >> no better to talk about this than you. you've been to ukraine as part of the congressional degracious. what do you think can happen? ukraine is fighting for a war of independence of people that are coming over from the border to threaten that. what can be done? >> again, i think that is not a simple situation. there's nothing that is going to go militarily if anybody of thinking of that. what has to be done and what has happened previously is a lot of our european countries, because of their economic ties to russia, putin has been able to make sure that sanctions hasn't been as strong as they should be. what can be done, because it's a regional situation russia has been a major player. the european nations have to come along with the united states as president obama came down with stricter sanctions the other day. they should be multilateral sanctions against russia and making them to conform to the international standards and coming in and in coalition with us so that the ukrainians can control their own scenario and their own country. >> yeah. in the past, i think europeans have looked at sanctions on russia as essentially being sanctions against themselves. they depend on so much natural gas and et. cetera from east, and where israel's ground invasion of gaza is expected to grow. this morning israeli prime minister is ordering his military to prepare for a, quote, significant expansion of the ground offensive already underway in gaza. the israeli army released this footage showing rows of ground troops and tanks crossing into gaza overnight. multiple gaza casualties began flood into the hospital. 27 people have been killed since it started. israel lost one of the soldiers during heavy flighting and the conflict shows no signs of letting up. joining me now is washington editor at large for the atlantic and steve clemons. in new york former u.s. ambassador mark ginsburg who has a long history of advising the white house on mideast issues. ambassador ginsburg, the israeli prime minister said they're preparing for a significant expansion. what does that mean? >> jose, there are certain military of course jebjectives accomplish in order for it to be successful. one is to get rid of the tunnels by which hamas has been able to struggle in arms and burrow across the border into israel. number two, stop the missile launches and to destroy them as best as they can that are firing missiles into israel. number three, which is the hardest, jose, is aultimately, o the military wing and neutralize it as a military force within a gaza strip. that's going to be the hardest part. when netanyahu talks about achieving objectives anything less than that will cause political problems at home. >> i'm worried. hamas is asking for the people to stay put to help protect them. israel wants those people, the civilians to get out so only hamas remains. we're talking about serious possibilities of what military calls collateral damage. >> there's no doubt. the great humanitarian crisis here is that these poor people, 1.8 million of them are caught unable to leave the gaza strip facing the fact that hamas is infiltrated arms as well as their own soldiers into people's homes. no matter what the israelis try to do to avoid civilian casualties it's inevitable. as we've seen over the past few weeks the palestinians deserve better than what they're having to suffer under hamas' rule continue be placed in human shield positions. no matter who is responsible. >> this move comes immediate ll after egypt's attempt to broker a peace deal. what set off the ground invasion? >> i think he laid it out. what egypt might have done. egypt is no longer considered to be a fair impartial partner with both sides. the new in egypt basically outlawed all muslim brotherhood activities inside egypt. muslim brotherhood helped give birth in ho hamhamas. hamas doesn't trust egypt and wasn't getting there. at two of the three objectives that mark laid out seem to be surgical and finite enough that the level of footprint that israel is generating right now is something not necessary. when you look at the scale of what they're doing, i think it's not just to show to stamp out hamas, but i think it's also to remind many other islamists in the region what a formidable faux israel is. there are other effects beyond what we're seeing on tv and gaza. >> gentleman, thank you so much credibility of the investigation into this downed airliner. >> unified and secure and able to determine its own future. russia says it seeks peace in ukraine, but we have repeatedly provided this council with evidence of russia's continued support to the separatists. time after time we have called on the russian government to deescalade the situation by stopping of the flow of fighters into ukraine pressing separatists to agree to a ceasefire and release all hostages and support a road map for negotiations. time after time putin has committed to working toward dialogue and peace. in georgneva in april, in norma in june, and in berlin. every time he has broken the commitment. here is what we know. in the last few weeks russia increased the number of tanks, armored vehicles, and rocket launchers in southwest russia. moscow has recently transferred soviet air tanks and artillery to the separatist and several military vehicles crossed the border. after recapturing several ukraine cian cities they discovd weapons. you crane began forces have discovered large amount was other russian-provided military equipment including a accompanying documentation in the areas they have liberated from separatists in recent days. recruiting efforts for separatists fighters are expanding inside russia and separatists have openly said they are looking for volunteers with experience operating heavy weapons such as tanks and air defenses. russia allowed officials from the people's republic to establish a recruiting office in moscow. ukrainian pilot who had a year in the military was taken by separatists in mid june. she's being held where in a prison in russia. according to the ukrainian government, she was transferred to russia by separatists. russia continues to deploy new forces close to the border. in addition this past monday, a air force cargo plane was shot down and on wednesday a fighter jet was shut down in ukrainian air space in both instances the government believes these planes were fired on from russian territory. it is because of these continued disstabling russian actions the united states impose sanctions on the russian economy including financial institutions. these measures include freezing the assets of russian defense companies and blocking new financing of some of russia's most important banks and energy companies. these sanctions are significant but they are targeted. designed to have the maximum impact on the russian calculus while limiting the impact on the russian people and spill over effects on our interest or those of our lal lies. the european union announced expanded sanctions against russia this week. the message is unified and clear. the international community will continue to impose costs on russia. but this is not what any of us want. we, ab our allies, remain committed to a diplomatic solution as are the you ukrainian government and people who have seen their neighbors, friends, and family members killed. president poroshenko packed up his words with actions. he declared a ceasefire, both of which were rejected by the illegaled arm group and the backers in moscow. he committed to providing a safe corridor for russian fighters to return to russia. he established a job creation program for the infected areas including an offered broad dialogue. and granted increased local control over language, holidays, and customs. president poroshenko reached out to the residents and pursuing constitutional reform, which will give local regions more authority to choose their regional leaders and protect locally spoken languages. he said he will meet with separatists at any safe location inside or outside of ukraine. the united states' goal throughout the crisis has been consistent to support a stable, peaceful, and democratic ukraine. we will not be satisfied with a temporary halt of violence. russia must stop destabilizing ukraine and allow them to decide the future through a democratic political process. as we sit here, the remains of nearly 300 people of nenlt infants, children, women, and men are strewn across a blackened landscape in ukraine. those victims came from at least nine different nations. they could just as easily have come from any of ours. we must treat them as our own victims. we have a duty to each and every one of those individuals, their families, and their countries to determine why the jet fell out the sky and to hold the perpetrators accountable. we must stop at nothing to bring those responsible to justice. this appalling attack occurred in the context of a crisis that has been fuelled by russian support of separatists through arms, and training and the failure to follow through on the commitment and the failure to adhere to the fundamental principles of the u.n. charter. it only undercores the urgency and determination with which we insist that russia immediately take concrete steps to deescalade the situation in ukraine, support a sustainable ceasefire, and follow the path toward peace that the ukrainian government has consistently offered. this war can be ended. russia can end the war. russia must end this war. ? >> the united states ambassador samantha powers at the united nations. you heard her here on msnbc live. i want to bring in our contributors right now. four-star general mckcaffrey an lester holt. gentlemen, it's a very, kind of cold, difficult thing to hear the ambassador of the united states give a context to what has been going on in that part of the world now for a long, long time. and the ambassador stated, you know, the international community will not be satisfied with a temporary halt to violence. how do you see this, you know, working itself out? >> well, i'm impressed by the statement by ambassador powers. very comprehensive and religion call. there are strong interests at stake here. this is a regional struggle and eastern ukraine. russia didn't create the separatist contact. these are russian speaking people. they don't want to be under the control of kiev government. they are feeding and escalating it. they have suffered a huge embarrassment through the tragic murder of 300 innocent europeans. we have to remind ourselves, it's a european union lead problem dealing with the russians and the ukrainian government. where are the french, where are the germans, where are the brits? are they going to come together and directly confront the russians, with whom they have enormous economic interests and consequen consequences? >> what do you do. what do you think should be happening the europeans have been reticent to do anything that affect their economic interest in the future. what should they be doing. >> you can take some things off the table. there's no role for u.s. military power here. we have taken down most of the u.s. nato infrastructure in europe. we have little air power or ground power relevant to the conflict. the russians know that. our ability to intervene is limited. the question goes back to can the european union and the russians create a unified ukrainian state inside the current agree yo graphical bond dries. can they adjudicate the conflict through diplomacy as opposed to warfa warfare? right now both sides are committed to warfare. there's going to be a giant struggle for the city don domestic and they put across the border a lot of military equipment. the only way to solve it is going to be open warfare unless diplomacy has an opening. >> and lest, lester, i think a f people when they heard the news, oh, no another malaysian airlines flight and over parts of europe. leaving amsterdam. what was the plane doing there. was it unusual? >> let me just begin by saying i was in the air shortly after it happened, and a flight attendant pulled me aside recognizing me and said we're hearing a rumor another malaysian flight is missing. i said let me log on and sent her a note explaining what happened. everybody's minds certainly went there. this, you know, obviously right now appears to be a coincidence it was another malaysian airlines aircraft. it's not an aviation mystery like flight 370. why was it there, as we know u.s. planes have been warned by the faa to stay away from the area. it's a war zone. but they were open aviation commercial aviation avenues. malaysia was taking, maybe not as prudent given the other aircraft that were shot down over the past week, though. >> and lester, you know, there's always a talk of recovering the black box. what help or what assistance would recovering that black box really give any investigation? >> well, it would be one more piece of evidence. apparently they had the satellite data, the missile being fired. an examination of the wreckage should pretty quickly give an idea it was struck from the outside. the tears or how the plane came apart that information. the black box would on confirm that it was a immediate breakoff or the pieces started flying off. how long the data continued to flow after the initial explosion. that would probably be the final piece that would confirm what they think they know it was shot down. >> lester holt, and general mccaffrey, thank you for being with us. coming up president obama has been on the phone a lot since the plane crash. he called the prime ministers in the netherlands and malaysia to express his condolences and talk with the ukrainian president about the flight investigation. he was on the phone with vladmir putin as the news came in. >> apparently had been shot down. blown out the sky. >> if as a result separatist or russian actions mistaken by, believe me, it was believing a ukrainian war plane, i think there's going to be hell to pay. then there's esurance. born online, raised by technology and hear from samantha power, the ambassador to the u.n. talked about the need for investigation and the possibility of russian involvement. both the fbi and the ntsb are sending investigators to ukraine to help with the investigation into the crash of malaysian airlines flight 17. it's not yet clear on what their role will be once they get there. we'll continue to follow all developing news on flight mh 17. let's turn to another issue generating controversy. today a group of women and children will be flown back to their home country, guatemala. monday was the first flight left the united states. across the country we're expecting protests today, over the weekend as well against the federal government housing central americanmy migrants in shelters in those countries. in washington speaker boehner said he doesn't see congress finding a solution to the humanitarian crisis by the end of the month. joining me now is pulitzer prize winning author who testified before a congressional committee yesterday. thank you for being with us, sonya. >> thank you, jose, for having me. >> what was your message to the senate yesterday. did you feel it was more about politics which is what we've been seeing a lot from washington? >> we have many crises going on around the world. we have one on our southern border with the children coming here alone. what i really stress was these children, you know, i wrote about a boy who came from honduras 13 years ago. he was coming alone in search of his mother. ten years ago they were largely coming for economic reasons and to reunite with a parent who left them behind. i went back to honduras, i saw an enormous change in the drivers for the children. what i told the senate yesterday is these children are primarily leaving, fleeing for their lives because the violence that has been spawned by these cartels that control much of honduras now, we recruited -- we cracked down on the movement of cocaine from klcolumbiklu columbia but went inland and landing in honduras. they're recruiting the children as the foot soldiers to gain turf, to sell and distribute drugs and extort people in honduras. the children have been often threatened multiple times. what i told the senate is if you, you know, the obama administration is saying we want to expedite the children's removal and republicans are s saying this as well. i said if you shortchange the due process of these children have in immigration courts where they can claim asylum, they really are in 40 to 60% of the cases of the children refugees fleeing for their lives. and you should not shortchange this process. because if you put this decision of sending these children back in the hand of the border patrol, many of these children who really should be protected by our government will instead be hurtled back to these countries where they will die. we will have blood on our hand. and i believe that the american public is compassionate towards refugee. people fleeing for their lives. much like cubans did, much like haitians did. i think that we cannot start sending these children back to their deaths. >> sonya, thank you for being with us. we appreciate
