Welcoming ukrainian president zelenskyy. Well look ahead to zelenskyys high stakes meeting with President Biden in a couple of hours. Overnight, the Biden Administration gives protections to almost a half million venezuelan migrants who recently came to our country. On capitol hill, with just nine days until the u. S. Government runs out of money, House Republicans may have struck a deal to avert a shutdown well tell you what is being voted on today and breaking just a short time ago, media mogul Rupert Murdoch set to step down as chairman of fox and news corp. Who will he name as his successor next we begin this hour in washington, d. C. Where right now ukrainian president zelenskyy is meeting with lawmakers Behind Closed Doors on capitol hill after meeting with members of the house. It marks zelenskyys second trip to washington since russias invasion of ukraine as he renews calls of more assistance from the u. S. And its allies. His visit comess at a time when some are growing skeptical of the u. S. Policy on the war in ukraine. Nbc news learns speaker Kevin Mccarthy turned down a request from zelenskyy to address a joint session of congress. Joining us now, nbc news capitol hill correspondent ali vitali, nbc News Pentagon correspondent courtney kube, nbc news chief foreign correspondent, Richard Engel and hager shamali, former spokesperson for the u. S. Mission to the united nations, also a former Treasury Spokesperson so, ali, zelenskyys visit comes at a time when lawmakers appear to be at a Breaking Point with the amount of funding going to ukraine. What does this mean for any potential additional packages . Look, there is a stalemate over spending writ large, not just as it applies to future ukraine aid, but how the government spends and funds itself Going Forward were barreling toward a shutdown now with the house currently trying to negotiate a way out of it. The senate will have its say after theyre able to do that. But were waiting for now is that all senators briefing to wrap up with ukrainian president zelenskyy. We saw some of those folks who you mentioned in the letters, things they want more accountability toward the strategy and how this money is being spent, those senators largely not coming to this all senators meeting, saying they dont want to have to sit through this and that they have their own concerns meanwhile, in the house side, there is a fascinating dynamic there as Speaker Mccarthy navigates one of the thorniest issues within his conference, the idea that there are several hardliners within the republican majority right now who have those same concerns also signed on to the letter that senators signed on to about accountability and future strategy questions and for mccarthys part, Behind Closed Doors, im told his Big Question To Zelenskyy is what do you need and when do you need it by a slightly more open tone from the speaker in private than we heard him voice in public. He is, again, doing that careful dance, trying to balance all of the different factions within his Conversation It Conference Notable he would take that posture with Zelenskyy One of the other democrats in the room, much smaller than the senate gathering and invite only, mostly democratic leadership and Republican Leadership with a few Key Committee chairman, jose one of the members in that room said this was not a room full of tension. Certainly it wasnt one devoid of pushback to how aid is being used, how it has been used in the past and how it would be used Going Forward certainly a lot of questions here on capitol hill as they consider not justfuture ukrain aid, but general spending questions now. And, courtney, what is going to come out of this visit to washington today what is zelenskyy need to get out of it and what does the white house hope to get out of it both sides are hoping to show a continued support for the war in ukraine for the ukrainian people, the Ukrainian Government thats what the Biden Administration is hoping here, they can show they will despite all the tensions and the political turmoil that ali was just walking us through that the American People will continue to support the war in ukraine one of the sort of deliverables we expect is another package of equipment and weapons that the u. S. Will provide to ukraine we expect an announcement on that today it will include ammunition that tends to be a major factor o most of these aid packages that the u. S. Provides to ukraine we do expect some more Cluster Munitions. You may recall over the summer in july, the u. S. Announced they would begin to send Cluster Munitions to ukraine it is a controversial decision in some specifically in some human Rights Groups, areas, because of the fact that these Cluster Munitions, when they are launched, when they explode, they let off a whole bunch of tiny little bomblets, small little explosives. And Rights Groups argue that some of the explosives do not explode. Theyre duds and that that can endanger civilians, not just in the immediate future, but for years to come. The u. S. Put a bunch of different restrictions on the use for the ukrainians before they provided them one of the Big Questions that everyone is asking here is Long Range Systems. President zelenskyy for months has been asking the u. S. To provide what are called attackums. Long range systems e they need them to push past the russian front lines to go after the russian command and control modes behind the front lines and go after what some of what the Military Calls their supply lines. The administration has been resistant to that for months one of the reasons being they say they dont have them i their stockpile, but now, according to officials, they are leaning towards providing the attackums. The big question is that an announcement well hear here today. Your guess is as good as mine on that were all watching that. While were all watching that, new attacks in ukraine across multiple regions in the last 24 hours. There have. And all of this discussion seems much more urgent here in ukraine. I think for the first time in this conflict, people here are as worried about what is happening in washington, across europe, as they are to what is happening so southern ukraine on the front line this country knows, if the funding drys up, the Political Support drys up, ukraine will no longer be able to defend itself and russia will be able to take more territory or make permanent the territory that it is already taken. So, theyre very concerned i would say equally concerned about what is happening inside the country and out. And the russian attacks are not just relentless, but increasing. Today, as you said, missile strikes in five different cities across the country long range missiles. They were able to strike vast different areas of the country at least 22 people were injured. Russia is continuing these strikes. And all of these attacks today were aimed at infrastructure and it is the same strategy that russia used last year around this time, hit the infrastructure, the power grid, the heating equipment, just before the winter sets in and just before the winter sets in there was that offensive that the ukrainians carried out how effective was it and were hearing from courtney about the use of Cluster Munitions, the desire to have Long Range Systems in place there in ukraine as the winter approaches what is the situation like on the ground there so, Cluster Munitions are frankly a problem for ukraine. But it is a necessity this country will say and the government has said because they need the ability to attack the trenches, to attack russian front lines and hopefully the ukrainians want to get over the russian front lines and attack those Command Modes that courtney was talking about the reason Cluster Munitions are just part of the problem is this country already covered in land mines. There are millions of land mines that the russians have been scattering all across the around cities and in areas that they occupy. I was out with a land mine removing crew, just the other day, it is slow, dangerous, tedious work and theyre only able to secure or clear in some cases a few yards a day. And there is an area the size of florida covered in mines in this country and now more munitions are being dropped. What the ukrainians say they want is more munitions, but these long range sophisticated systems that can breakthrough the russian defenses or go over them thinking of what richard was talking about, a minefield the size of florida. This is something that is going to have effects for generations. This is so tragic, what has already happened in ukraine. Im wondering how you see the visit of zelenskyy this time versus the last time what is it that he needs to accomplish now and what are the main differences in the political environment, in the United States, that caused this visit to have differences . Hes coming at a very critical juncture. There are two reasons for that the first is that ukraine appears to be making some gains in its counteroffensive. Zelenskyy said he was, quote, close to the finishing line, that might be an overstatement, but the fact is that they are making gains, theyre proving that an investment in the Ukrainian Military is with it. At the same time, russias cozying up further and further to north korea, iran, china, posing major risks in terms of the kind of military aid they could give to russia youve got that happening on one side on the other side, you have the political situation here where more republican candidates are not in favor of continuing aid to ukraine there is a growing sentiment among the american populous against aid for ukraine. And the white house has asked for 24 billion in aid from congress and congress has pushed Back Zelenskyy is coming, hes incredibly compelling. He is he has an ability to humanize this. I think hell walk away with deliverables the most important is that given the Election Year coming up and how contentious this issue is, it might be the last large aid package he could receive before the election and before winter, such an important kind of delineation there. Im thinking this is not just what youre talking about, about the mood in the United States for Something Like a continuing Strong Military and economic package to ukraine Going Forward, but we see it, for example, some nato countries we see poland has elections coming up. Poland talking about their support of ukraine or not. It seems as though zelenskyys mission is a global one no doubt focused on the United States, but europe, there is also some issues there. There is some issues. Poland, like you mentioned, said they wouldnt be giving weapons anymore to ukraine and that sentiment might continue to grow because these countries, also an issue of production, they have to maintain their own combat readiness, when they have a war in their backyard. And thats why you also have seen zelenskyy shift his tone. He was at the u. N. , his tone before, when he was here before the first time. The first time, for the last few practically, his tone has been very tough. But now his tone shifted, more toward gratitude he wants to make sure not to lose were seeing on our screen, live pictures on capitol hill, we see the president right behind the senators there. Youll see him, hes coming right into focus right after these senators that we see that there been meeting with zelenskyy and there were some bipartisan Political Representation there in that meeting. But we see him coming right behind i think it is senator graham there thats live pictures from capitol hill and sorry to interrupt you when you see this, this is the president of a country that has been invaded, that has done the unimaginable to strike back against an invasion. There was so much talk early on that maybe kyiv would fall in four days and here we are, you know, a long time after that and the president is able to leave kyiv. Yes, i was thinking about that earlier, when seeing him and thinking to myself, remember when he was when the war started and he spoke to everybody virtually and said i might be dead tomorrow and hes, like, batman hes amazing and has proven to the world the type of leader he is and can be and has really just hes shifted the conversation about reform, he shifted the conversation around the world about what we need to do and why it is so important to fight for this international rulesbased order that was created off world war ii he made that point at the u. N. When he tried to emphasize how ukraines war is everyones war. The way Putin Weaponizes food and energy is a problem for everybody. If russia succeeds, russia will move on to other countries and other dictators. Russia has not been standing still during this period of time the meeting he had with kim jongun just a week ago, and the second meeting they had, certainly the fact that russia has been getting, you know, drones from iran and ammunition from north korea and who knows how much more of that may be coming down the pike but im thinking, ali, still with us on capitol hill, these images say so much it is a Bipartisan Group that met with him it is different this time, ali yeah, certainly different this time. As you mentioned, were more than a year into this conflict and there have been multiple rounds of aid that have been pushed out of this building. What i think is stunning as we watch this and now you see the ukrainian president beginning to leave the room after having said goodbye to most of the 70 some odd members in there, watching the imagery here is important. The fact hes walking with both senator mcconnell, top republican, Senator Schumer, top dems side and now hell speak, we think we had very strong time. What do you say to Vladimir Putin . What is your message to Vladimir Putin . So there is that just a quick comment from the president of ukraine, just after emerging from that meeting and you were talking about, you know, images and there you have a very strong statement right there of the two leaders in the senate. And kind of flanking him as he goes through this hall well see if he stops again. This is now directly behind me Senator Schumer what was the message in the room . Zelenskyy saying great dialogue. Thanking senators. Zelenskyy walking away, jose, before answering our questions about the political dynamics at play here on the ground in the u. S. In terms of giving more aid to ukraine we certainly talked about those throughout this broadcast. Zelenskyy walking next to Senator Schumer, next to senator mcconnell, saying this was a good meeting, smile on his face, everyone coming out of that room in seemingly bipartisan and collegial fashion. No sign of the partisanship that often seeps into the regular happenings of this building. Instead, zelenskyy here just projecting an image of confidence and now i believe that we know that Senator Schumer is going to come back at some point here in the next few minutes. Ill keep an eye out behind me when we talk about the imagery and bipartisan fashion here, it strikes me that i dont know if you can still see it, but within my eye shot, you see a woman in a yellow and blue dress, that is republican senator from maine, wearing that in the room we have seen the Ukrainian Ambassador to the u. S. Be a pretty constant presence up here on capitol hill and in the d. C. Social scene, just trying to keep up the awareness that even though we have typically a short attention span, this war is very much still happeni ing and they very much still need the u. S. Support. These are senators coming back, mcconnell . Yes these are senators coming back mccobblnnell going to his offic and schumer seemingly coming to talk to us well do that. Im quoting him verbatim. If we dont get the aid, we lose the war. Was there pushback from republicans in that room the leader with a brief statement summarizing the tone and tenor of the meeting he just left, zelenskyy said if they dont get the aid hes asking for, they will lose the war. Setting the stakes here as All Or Nothing as politicians here start potentially questioning what the strategy is for this war and how much longer they can continue to give aid to this effort many of the republicans who are the most staunchly against further aid to ukraine have been the ones saying theyre not going to come to this. Well look for them later today, but from the perspective of what we just heard, now we have seen that zelenskyy was clear in his asks with House Leaders and Senate Leaders and how up to congress to figure out the Dollar Amount theyre willing to do here. Youre bringing us live to where it is happening, as it happens, and there is no one better at that you got to love congress. It is the coolest zelenskyy is heading over to the pentagon what is that expected to look like we dont expect to hear much from him we do expect that people will try to shout questions at him. They wont have as much opportunity as what we saw from ali and her colleagues on the hill theyll come inside, theyre not going to have a public event inside the building. They will lay a wreath a little later. At this point we dont expect any remarks from either unless they decide to answer a question or two ali vitali, courtney kube, Richard Engel, hager shamali, thank you. To live and work legally through temporary protected status it comes as the number of encounters at the border continue to rise to levels not seen since early mayor of eagle, to issue an emergency declaration. Yesterday Officials Say a 3yearold boy drowned while attempting to cross the rio grande with his family one migrant from venezuela spoke to telemundo in mexico about the challenges this is a little boy he faced on the journey on to the United States. Hes seen abuse, faced abuse, so horrific he wishes he would have not experienced that. Gabe gutierrez is joining us this morning from the white house. Gabe, good morning talk to us about this new tps extension. Reporter yeah, jose. As you saw there, this is a humanitarian crisis that is affecting people coming to this country, just emotional from that migrant there this change to tps comes as the Biden Administration faced increasing pressure, from local cities, new york officials who said this influx of migrants of the last several months has devastated their economies and so, yes, the Biden Administration now announcing that any venezuelan that got here before july 31st will get temporary protected status, that will protect them from deportation and will give them easier access to work. Critics of this policy say this could incentivize more venezuelans to come here, that is incentivizing migrants to come to the u. S. And republicans, of course, have been criticizing the Biden Administration for what they see as Lax Border Policies now leading to this influx the numbers had dropped several months ago theyre on the rise, especially in some texas cities, places like eagle pass, texas, which the mayor just declared a State Of Emergency saying that the facilities there are strained, there are migrants being released into the streets. Also el paso, once again, seeing an influx of migrants. This is something the Biden Administration isliking into. They say they have been looking at this change in the rules for venezuelans already now for the past several months. Looking at the governments official web page, thinking about what it is that determines that tps should be given, the secretary may designate a environmental disaster or other extraordinary and temporary conditions none of these seem to be new ones that venezuela has been going through. Im wondering, gabe, there are people in haiti who are facing the worst conditions that you can even imagine look what is going on in nicaragua. Is there a reason why this tps was granted now . The sheer numbers of venezuelans coming into the kun true and the Administration Says they addressed tps with haitians earlier on this year to that point might this actually incentivize more migrants to come here, they say, the white house says that, you know, because this is limited to migrants who came here before july 31st, you cant come here now today, this week, and expect to be granted temporary protective status, but critics may say what is to say a few months it may not be extended to those already here the bottom line, the administration has been getting this increase pressure not just from new york city mayor eric adams, but kathy hochul and others across the country who have seen this Migrant Influx affect cities throughout the country. This is something that is high on the minds of Administration Officials here and so, gabe, are there also comments or response to the increase in the number of people crossing the border, the numbers we just showed were just in the past 48 hours or so. Reporter yes thats right look, the customs and Border Protections says they are looking at the rising number, trying to shift resources down there to take care of this now, one question is why is this happening now, jose. Look, youll recall one potential reason for this influx is that it is also the time of year the temperature is cooling, it is not as the recordbreaking heat that parts of texas experienced over the last several months made it more dangerous for the migrants to make this journey. Thats one reason. Another reason, increasing misinformation from smugglers. That could be one reason why they may be heading to the pass. Now some organizations are taking migrants to places like eagles pass and bringing them to el paso. Eagle pass much more rural than el paso. And doesnt have the infrastructure to deal with this influx this is something that local Officials Say is now an emergency, theyre asking the federal government for help. The Biden Administration hoping the change in policy for venezuelans, hundreds of thousands, 500,000 venezuelans and if they can get work more easily, more expedited fashion that might reduce the sprain on ill reiterate some of the information the government has come out with. These folks must file during the initial registration or reregistration period, not just the blanket, there is a filing process. And an application for tps does not affect an application for asylum this is Important Information that is going to be impacting almost half a Million People Gabe Gutierrez from the white house, thank you so very much. Appreciate it. Want to return to capitol hill and the fight to prevent a government shutdown. Today, the House Republican leaders are pushing their slim majority to back a plan that would keep the government open for 30 days through a shortterm funding bill joining us now from capitol hill, nbc news correspondent garrett haake. Good morning where do things stand today . Republicans left a twohour Conference Meeting last night feeling confident they had somehow unlocked an agreement, at least among their members to start moving this shortterm bill and pass something of the longer term Funding Bills theyre going to need to keep the full government open until late next year Speaker Mccarthy was on his way to the floor and this is what he told us about the idea they added Border Security elements, other things conservatives want to the bills, to try to push them across the first finish line listen to what he told us. Last night was a breakthrough we can bring the bills up. You have 178 amendments that people can offer it is funding the government for the next 30 days to get our work done. We put in there the securing of our border the problem is that the confidence seems to have been misplaced. One of the longer term Funding Bills, the defense bill, which he hoped to move through this internal republican agreement, is stuck on a procedural vote on the floor that democrats are actually winning right now so we begin today where we left yesterday, with republicans fighting amongst themselves about what it will take for them to even put a marker down and pass the first bill in what will be a lengthy process to keep the government open, even in the shortterm garrett haake, thank you very much. Were less than a week away from the second Republican Debate and a new cnn poll shows Vivek Ramaswamy on the rise holding a slight lead over nikki haley, Chris Christie and ron desantis and the battle for second place. Dasha burns sat down with ramaswamy for an exclusive interview at his Ohio Headquarters and joins us this morning. Dasha, great seeing you. You heard more about his familys Immigration Story what did you learn reporter yeah, jose. Ramaswamy is behind me right now giving his first speech in his home state right now hes been touting on the Campaign Trail his Business Experience the fact that he is a political outsider, that hes a business man, not a politician. Where have we heard that before . And the way that hes been approaching this Campaign Trail is reminiscent of the way former President Trump did in 2015 and 2016, also in the way he has taken some hard line policy positions, like he has on immigration. This has been something youve been talking about a lot today and one of his stances is that he plans to, if elected, to deport not only undocumented immigrants, but also the american born children of those undocumented immigrants who right now under the 14th Amendment are american citizens. And when we talked about that, jose, one of the other things hes been talking about on the Campaign Trail is his own familys Immigration Story, hes been talking about how his parents took the Citizenship Test and thats something that he wants to see young americans, those who are graduating from high school, take, a civics test similar to the test that immigrants take in order to become citizens of this country, in order to vote he wants those 18 to 24 to take that kind of a test. But lately hes been switching from talking about his parents taking that test to his mother taking that test so when we sat down, because hes taking these hardline positions on immigration, i wanted to clarify his own familys imdpmigration story. Listen to our exchange on that you talked about your mothers experience with the Citizenship Test you talked about having something similar for folks who graduate high school in order to vote, having a civics test similar to what your mother took you lately have been talking on the Campaign Trail more about your mother than your father and some folks have been asking questions and i want to be super clear. Did your father also take the Citizenship Test and is your father a citizen he did not. And thats a choice that he has made for familial reasons, but my mother did. And i think that every immigrant who comes to this country in order to become a full Voting Citizen has to do the same i believe in being consistent about my policies where so your father is not a citizen of the United States hes not. Okay. And your mother, when did your mom take the Citizenship Test . Was it before or after you were born after i was born. After you were born okay after years of following the Legal Process of becoming a naturalized citizen, she followed it through the Legal Process. Reporter and he says both his parent wass came to this coy legally. You hear the applause behind me, hes in the rooms with voters, hes getting Standing Ovations after each speech. Hes risen in the polls, passed experienced politicians rather quickly. Reminiscent from former President Trump in his first run for president. A candidate important to Pay Attention to with the policies, even with some of his controversial comments, hes meeting a lot of traction with the Republican Base right now. Dasha burns in ohio, thank you very much. With us to continue our conference, eddie glaud at Princeton University and matthew dowd Chief Strategist for the Bush Cheney Campaign your reaction to this fascinating interview that dasha carried out with ramaswamy your reaction to it first. Well, vivek made a reputation of not for what is good for the goose is not good for the gander thats clear in this case. Hes so antiimmigrant and we discovered it throughout the course of this he has birth right citizenship, basically, in this, and he doesnt want that opportunity he doesnt want these opportunities available to any other american that he doesnt deem worthy in this. So i think dasha is right hes become the new version of trump, he says outrageous things, the Republican Base, many of them seem to respond to it and, of course, hes taken an antiimmigrant tact which is amazing with his family background. And just your thoughts on that, matthew was talking about he and his personal family was able, his mother was able to become a citizen hes clearly making a difference about that his family followed all the procedures but were till stalking about it, still talking about it, deporting u. S. Born citizens who, you know, how do you explain this being a popular, possibly popular with some elements of the Voting Public . Right, right. Jose, makes my blood boil to be honest with you, thinking, you know, this guy benefitted from the Immigration Act of 1965, his family did and hes taking a position around immigration that harkens back to the act of 1924 which in effect was written by the kkk. And, you know, this is part and parcel of his shtick he is a beneficiary of social movements that open this society. And now he has the temerity to take up the positions that cuts against what made his life possible it makes my blood boil and we have to hold him to account as we address the bombast and the wild statements that he often makes. I mean, and, eddie, he is a he is at least giving us his thoughts on certain comprehensive Immigration Policy, right, which is something we dont hear from, you know, a lot of the other candidates now, the former president did have something to say. Take a listen to this. Well carry out the largest domestic deportation operation in american history. Ill make clear that we must use any and all resources needed to stop the invasion, including moving thousands of troops currently stationed overseas, guarding other peoples borders. We guard other peoples borders, but we dont guard our own matthew, now we heard one side saying one thing. Ramaswamy and the former president saying something similar, but i guess a different version of it. Is this what passes for serious discussions on comprehensive immigration . Thats a stretch of the word serious, obviously, in this. It is what passes for slogans. When donald trump rose in the polls and became the republican nominee with three words, build the wall, which he never did, and never got mexico to pay for it he did that . His ride up the escalader, became the republican nominee and now republicans instead of showing courage or leadership or any sense that immigrations founded and helped build this country, whether they were volunteer people into this country or involuntary people into this country, it is just the republican party, it is xenophobic, it harkens back to what happened in the 1840s and 1850s and 1880s, whether it was chinese, whether it was japanese, whether it was jewish, whether it wascestorancestors, irish, whether it is germans, it is the new way to say were real americans and theyre not. That seems to be popular among the Republican Base. It is so important to kind of always bring it back to what really is fundamental. We have to remember were talking about men, Women And Children, many of whom have been through the most extreme hardships imaginable in their homeland and trying to reach the United States. S. , through mexico listen if you would to what he said he saw. He just talks about how he hopes that he never that no one else has to die. He says he saw dead people people were falling off the train and dying. This is a little child talking about what he saw on the way to the u. S. Eddie, i just dont know, is there a way to have a productive, civil conversation about these issues, which, in the final analysis, do come back to men, Women And Children i hope so decency seems to be in short supply these days. Cruelty in abundance people not seeing the humanity of Young Children and Men And Women seeking opportunity makes it difficult, jose we have to also tell the truth we cant have a civil discussion if were not telling the truth Immigration Policy, the history of Immigration Policy in the United States reveals that we have not always been a nation of laws and principles. That there has been, and you can see it in the history of the immigration law, this idea that america is a white nation. And what were experiencing here, we get it every single election cycle, caravan, the threat, what were experiencing now is this fear over demographic shifts and this is just one angle of that debate. This is the great replacement. Not just about black and white this is part of that debate. Unless we understand what is underneenlath the socalled cris we cant have a centers that, because we wont tell ourselves about whats driving all of this in the first place thank you thank you so much.
