And again tonight, nbc news can report that one of the gunmen is dead and the other two are in custody. Lets get the latest from justice correspondent Pete Williams in washington. What have we got . Well, the assumption all day long from the eight waive this unfolded in paris was when the gunmen were identified and found, they would not simply give up. And that seems to be the case here. That there was some kind of shootout. We dont know the condition of the other two who were arrested. We dont know whether they were wounded. What their condition is. Where theyve been taken. What weve been told by several u. S. Officials is that this did end. The police were able to identify them relatively quickly. The police in paris, final them in this suburb in a city in northern france, and move in and encounter them. One was killed. The other two are in custody. We dont know a couple of things here. We dont know how the police found them. Whether it had to do with the car that they were, they used as their getaway. There was an accident. The gunman got into a crash with the car and had to abandon it. They carjacked another car and moved on is our understanding. Whether they would exploit the car, whether it was rounds that they recovered at the seasonable of the shooting. Where it was tips from the public intelligence that the police developed. We dont know. In any event, it was very fast work. They identified the three. One of the three, french officials say, had actually been arrested and convicted in 2005. Nine years ago of trying to recruit people go to iraq to engage in jihad against american soldiers in iraq. So this is according to officials, we talked to a blend of a lot of things. Did everything to prison for that . Do we know if he served time . Yes. 18 months is my understanding. A year and a half. So it is not a person unknown to the french. But were told by u. S. Authorities that there was no intelligence that led up to this. Nothing that was missed so far. Also chris, no known connection between any of these three and peel in the United States. No threats against the u. S. No plans to raise the Terror Threat level here. It seems to me that we had surveillance camera weve been watching it all afternoon of the little black car the suspects got into. The fact they would drive around in that little car. That was not much of an escape vehicle. Then to go oh and shoot that com in cold blood. It is almost like please follow us. Police in france, we shoot one of you to make sure you follow us. And remember this is the third encounter, according to our understanding with Law Enforcement. The first was when they went in to the offices of the magazine or the newspaper. They had a bodyguard there. The editor had a bodyguard. He was killed. Then outside on the street outside the Newspaper Office a police car had blocked the road. And youve probably seen the pictures of the police car windshield that was riddled with bullets. Our understanding was the gunman fired at that car and backed away. Then some distance away several blocks away is when the third encounter takes place. Thats the pictures you see of the policeman who was on foot. So they actually encounter Law Enforcement or security three separate times. As for driving the little black citroen. If youre trying to blend in, thats not a bad choice. They seemed to know or accidentally or awfully on time to hit the group just as the editorial meeting was taking place where everyone was gathered around the table at 11 30 parisian time this morning. Somebody tipped them off as to when to hit. We dont know whether they knew that or whether that just was coincidence. And there are some contradictory indications about this. It doesnt, it does seem relatively disciplined. They seem to act calmly. They seem to be comfortable with womens. Theyre not just firing indiscriminately all over the place or panicking. On the other hand it doesnt seem to be a highly professional operation. Indications are that they went to the wrong door first. And had to be told where the Newspaper Offices were. Then they had to hold a woman at gunpoint for her security. Then they had to ask the people in the newspaper who they were. They hadnt studied pictures. But they were fairly well disciplined. They were all dressed the same. They seemed to have a definite purpose. One Law Enforcement official said this was like a mob hit. Thank you so much for that reporting tonight. Lets go now to nbcs chief global correspondent. Bill, we just got a report from Pete Williams that one man has been killed. Two have been arrested. What more can you tell us now . Yes. This handle yet been confirmed by French Police. This is news from a u. S. Senior correspondent terrorism official. We think it relates to an operation in the city of reims about 90 miles northeast of here. There was a French Commando terrorist operation there involving men on the ground helicopters in the air and it was reported that gunshots have been fired. We havent quite linked up those two incidents yet. Remember, it is just a few hours ago that French Police confirmed the names of three men they wanted to question. Three suspects. Two were brothers. One had actually been convicted of terrorist offenses in france ten years ago and another reportedly had returned to france from syria just last summer. So obviously, if the three named suspects by the French Police are indeed three who have been cornered in reims and the u. S. Counter terrorism officials saying one is dead and two are under arrest that is a very, very significant development. Are we getting any reaction from the Muslim Community in paris . And are they assimilated in the parisian french life . Or are they still seeing. They as outsiders from the middle east and north africa . Reporter first of all original reaction, the imam of a significant french suburb a parisian suburb from where jews were deported to auschwitz in world war ii. That came out very quickly and criticized this attack saying this is not islam. This does not represent our religion. That line has been repeated by many imams in paris throughout the day. As for integration, it is very difficult. France has a huge muslim population. It is the second biggest religion here and there have been desperate efforts to more fully integrate them into french life for deck axds france fought a very bitter war. There are very bitter memories of that. And many french, when the two team play at soccer france and algeria, many will support algeria. So there are great difficulties in integrating the population here. And just before christmas, there were a number of incidents of french muslims attacking people in this country. One was a stabbing incident. And two other incidents, men drove their vehicles into crowds injuring about two dozen people. So a lot of french Counter Intelligence officials were here saying, it is not a question of if there will be a very big terrorist attack. It is just a question of when. Put this together. It is not just a terrorist thing, it is a cultural thing where people see the west as the enemy. They dont want to hear anything against their religion. Their view is that is evil and it must be struck down with harshness. Certainly in a lethal fashion today. How do we live in a society where some people share the views of ours which is tolerance toward other religions and even for femmous statements. And people who dont accept that. I think it is important that anyone looking for tolerance be able to tolerate the ideas of others. So it is a bit odd that these folks are unwilling to tolerate people criticizing islam and yet you see what happens today. It doesnt make a lot of sense. But in perspective, france has a very serious problem with islam phobia. That may not the cause today but the suspects who have been named, these were individuals who were radicalized in their youth. They were recruiting people to go to iraq when they were 19 20 years old. Thats very young. And that means they were radicalized at a young age. I think it is important to consider that there are a lot of french muslims who feel that they are alienated from the society theyre in. They feel like they cant get hired for normal jobs. Theyre not treated the same by police. Just on the virtue of their religion or their ethnic back ground. And again, there is no excuse for murdering people and there is no excuse for murdering people especially when it comes to the freedom of speech. At the same point, it is very important for French Society to be demonstrating to everyone who lives there that they can be accepted into society. That they dont need to wage war against society to have their voices heard. And im not necessarily saying thats what has happened here but certainly it contributed to the atmosphere that leads to people like this who have apparently grown up in france to decide to turn their backs on their own country. And i think it is important to ask why that happened. They dont see it as their country. And thats the whole thing. That when people become alienated to that degree, they start associating. They with algeria or tunisia or syria instead of french. And these guys by every indication, these individuals are french. They speak french. They are french. Theyre classically french. Theyre not some kind of alien species from another planet. And i think we should be asking what led these kids to become so radicalized so young . At age 20 one of these guys was caught trying to travel to syria and then go on to iraq. This was in january 2005 when al qaeda in iraq was only about 2 months old. They were early documenters. What led them down that path. This was not a decision that was made in the last two weeks. These guys were on this mission for a long period of time. And the other question is how is it that these individuals who were so heavily radicalize asked had been involved in this so long how is it the French Authority missed them . Okay. I must say, i have no sympathy for killers. And the world is filled with hundreds and hundreds of millions of poor people who have no prospects at all but they dont go around killing people. India is packed with poor people. These are killers. I dont accept the idea of economic or social purposes that can be achieved by what they did today. No connection as far as im concerned. Your thoughts . Thomas. This idea that these people being radicalized at a young age. It seem the geopolitical events they had made up their mind early they would be killers. At least a couple factors are important. They grew up in the post 9 11 period and they see a lot of combat on tv. They see whats happening overseas. At home they are marginalized. You combine these things and they get individuals who have a sense of purpose. You combine that with the den grags of the prophet mohammed. And i think it is important to point out that you have over 900 French National whos to have gone syria to fight in just the last three years. Those individuals, the ones that survive, will come home or move on to a third country. And they represent a threat similar to these guys. It is clear they were very comfortable with women. They had battlefield experience or they were trained overseas. So think about that large number that comes back with the battlefield experience, the street cred, the networks the communication links and think with what they could do. One more thing these guys appear to be French Nationals so they have french passports. They come from one of 30 european visa waiver countries which means they can get on a plane to the United States any of these fighters with passports, get on a may not to the United States without having to go through a visa interview at a u. S. Embassy. Look at their loyalties. Their loyalties arent to france. Theyre rooting for algeria in the International Soccer competition. Obviously their loyalties are against france them killed 12 frenchmen. They killed a police officer, they killed a guard, they killed people who are french. Thats what they did today. Out of hostility to france which i dont think suggested theyre French Nationals in any real sense. No of course not. Thats irrelevant. The notion of bringing up the French National point is that they could have a passport which means as a citizen of a visa waiver country, they can travel to the u. S. Without an interview. I know it. Theyre going to have to figure out who are the loyal french people and who are not. Thank you both. Ive read some polling in the islamic world, pretty frightening to hear, people believe if you commit adultery, youre worthy of stoning. Overwhelming percentages believe it is appropriate punishment. Do we believe that or is it lip service . When people offer these really frightening ideas of what justice constitutes. Clearly some people believe it. I have to say that i think there is a generation gap here. Ive been doing work on muslim reform for about 15 years now. When i started, the Death Threats that i would receive, you know surprised even me and i was expecting them. But 15 years later, i can honestly tell you a new generation of muslims all over the world, not just the west and not just the middle east but all over the world, are defending freedom of expression. They are hungry for debate and discussion because they themselves see that they cant realize their own individuality unless that basic tolerance that he was talking about of freedom of thought exists in their societies. Why do i see numbers of 80 and 90 in countries like pakistan who support stoning for a woman who is unfaithful . These are high percentages. You say it is only older people. It sounds like it is most people. I dont know the methodology behind this so im not going to comment on what the ages were in the people being polled. What i can tell from you hard personal experience is that very representative of the kind of tweets that i got today, and that didnt just come to me but were retweeted by others and in that way came to me was one from a muslim woman, young, who said i am muslim. I defend fully freedom of speech including offensive speech. And people like these terrorists make a mockery of islam. I hear this every single day. From members of a new generation. Heres the thing. They dont make the news. Idiots like these terrorists make the news. So a lopsided understanding here. Let me finish the point. Theres a lopsided understanding. What we news is what we think is all there is. If we dont see it on the news, we dont believe it exists. But youve got to look hard and you will find the hope. Let me go to you. Where were they hoping to find safe harbor . Who were their people . Who were their people that would bring them in afterwards . They must have had a plan and a home to go to politically, culturally. Listen at the end of the day these guys carried out an attack. They looked like they had an escape plan. It doesnt necessarily mean they would go back and brag about it. If they really wanted to make a statement and h their identities known, they would have made that statement very clear. The fact that this is still shroud in the ambiguity as to who is behind it from an organizational standpoint. Were they individuals that acted on their own or did they have a linkage to an organization . The fact they did this and went about and tried to escape doesnt mean they have an embase from their community. As weve been hearing and reporting, there has been widespread condemnation from the leadership in organizations and france and europe as well as here in the United States. At the same time they may not necessarily represent anybody broader than themselves at this particular time unless we know more about why they carried this attack out. I hope the Muslim Community of france, a Large Community and robust, joins the demonstrators tonight. And im very sure that they will as well. And i think that well see a very large contingent of young muslims out there. By the way secretary of state john kerry used an interesting phrase in his speex about what happened in paris. He used the phrase martyrs of liberty. That these people who died were martyrs of liberty. You know where that phrase came from . From an imam. A muslim leader in france. Thats good to hear. Back in 1989 a fatwa was issued. His verse was considered offensive to slaum. And in 2004 Theo Van Gogh was murdered because his work was considered antiislamic. In 2005 when a dutch newspaper published cartoons, the artists and publishers were met with Death Threats. I want your view because youre so optimistic on this. What do you think . Were a broader country. We have more diversity of grooms. I think this is a segment and a growing segment, 10 , perhaps, French Society with deep roots of an 10 they and a lot of restricted laws, the head scarf controversies and a feeling of isolation and also an identification with these groups, with al qaeda and the al qaeda peninsula. There have been aspirational and inspirational attacks from isis the civil war in syria that has been going on for four years now unabated. Increasing numbers of deaths. The proximity to syria and the civil war. The fact that westerners from europe go back and forth. That we have so many thousands of foreign fighters that can be retrained and professionalized as military people. We dont know if thats the case here. I think what experts tell us is there is less and less difference. Whether this is isis inspired or al qaeda. This is something well have to live with. That the rest will have to defend against. Let me to go maria. I think it is impressive that we have a secretary of state who is fluent in french. What was the message after this horror . Youre right. His message directly to the french people was that we are going to stand by you and that we will not be afraid. You saw thousands of people on the streets of paris echoing that sentiment. The u. S. Will stand by you. Not just in the aftermath of this horrible tragedy. But also working together speaking to what andrea just said. Looking at disaffected communities and trying to figure out before the tragedy hams how you can possibly identify people that might do this and ultimately ideally prevent it from happening. Thats the long term challenge. We work the french on it every day. How do you deal with a small operation like this . It is hard to kill a dozen people but it is not 9 11. Do you hear chatter . Do you hear noise levels . The nsa approach to connecting peel up by data points . How do you stop a small operation like this which may have only involved a few people. A huge challenge. And our Intelligence Community is working very closely with the french. Pulling every threat. Seeing what we know, what we didnt know. Intelligence as you know, is a very complicated puzzle where we often dont have all the pieces. We need to do better and thats what were working with the french. On i wholeheartedly agree with your previous guest who said these people these terrorists are on the losing side of history. But as you said, the losing side can be very dangerous and the challenge is identifying people and as i am ultimately preventing this from happening. Were going to hem the french try to figure out how they were radicalized. How they ultimately became part of this group that turned to violence. There are a the lovet of disaffected people. Thats the long term challenge. Andrea youre the expert on this. Weve all watched from afar but you closer in. This pattern of going after cultural challenges. The peoples house is no longer as accessible as it used to be. We cant wanteder through Old Executive Office building as when i was covering the white house. We have to preserve the important aspects of our values. Freedom of speech, freedom of expression and yes, go back. Look at the chatter. Im told we havent found anything thats demonstrative but the french Counter Terrorism people who work so closely with us got two suspects. And one is dead. We hope it is not part of a larger conspiracy. If youre advising clients around the world about security questions, risk factors, what are we looking at . Is this a trajectory that is leading to more culturally based attacks where people dome like what we say in the west . This appears to be a trend as you mentioned. Very low key. Less than sophisticated attacks taking place in western and western allied countries. What we should expect in the future is not exactly a rise in terrorist attacks or a decrease in them. I think we should just increase our proactive security measures. Our protective measures. And not only in Diplomatic Missions or embassies. We should take it to heart every time we see an issue like this that we dont back off and we are afraid. We should be speaking out and putting out a counter narrative out there for the youngsters. So communities around the world encouraged by governments or just communities, organizational institutions and what not, academics and what not, they should be putting out a counter out there that could prevent youngsters from following this. What do you mean . Im a little skeptical. If you put out a pob Public Service announce many on a regular basis that say we should have tolerance in this country and even if your religion is impugned you should keep your violence down . What can you say to a young person who will counterman this strength of the push again the west. The attack on western satire. We see people being recruited every day to not only enjoying radical grooms around the world and fighting war zones but to commit acts at home. If we dont put out some sort of narrative out there for them to not join these groups to not adhere to that kind of ideology we will fail eventually. Were going on see this trend on the rise. So we have to do something about it today. And though it may take months years or even generations on end. If we dont do something about it right now, the trend will continue. The youngsters who grew up in post 9 11 the jihadi war zones, who were five six, seven, eight years old, children at this point theyre adults. And they have been spoon fed this ideology and the converts are now learning from the radicals. Theyre not learning from the moderate muslims or the i know i know. Theyre converting to a much more radical islam. It seem to me it would be just as hard to argue that todays horror will discourage further horrors. It will probably encourage company cats. We talked about this guy. We talked about him a couple moments ago when i ran down the series of terrorist acts. One person was inspired by watching beheadings. If you have that kind of mindset. Youre watching Something Like this would probably be equally exciting to you and encouraging for to you join the movement. Yeah. Each of the cases that you mentioned were very low tech. One or two or three people. And they captured the attention of the world. They got big media reactions. They got big political reactions. And the way terrorists measure their success is not only in the number of victims. It is in how we react to them or how we overreact to them. I think a lot of the time weve seen terrorist attacks since 9 11 and onward there has been a big overreaction. That produces back lash. That feeds their movement. And it has very, very low cost to these terrorist groups. Reporter yeah just to pick up on your last point, chris, were still waiting for French Police to confirm what u. S. Counterterrorism officials are telling nbc news. Were still waiting for them to say, in fact one suspect is dead, two have been arrested but it did take them quite some time to confirm the names of the suspects even as those names were circulating widely among the french media on social media and even as the french arrest warrant was shown on social media, the French Police still would not confirm that. So it may take them some time to actually publicly say that there has been a shootout and that two suspects are under arrest. Just to recap, it was about 14 hours ago that three gunmen although in the videos you just see two, two gunmen entered the offices of Charlie Hebdo. First of all they killed a security guard, then they forced a woman to take them upstairs to the Editorial Office where there was a meeting of about 15 journalists. They asked for the editor Stephane Charbonnier by name. They shot him, then they shot the policeman who was his body guard, a policeman, its interesting has emerged in the last hour was a french muslim. They then sprayed the room with gunfire, killing many of the journalists including some of frances best known cartoonists. One was 80 years old. They then went outside.
