0 criminalized just because you fit a certain racial and age designation? and secondly, if someone is a criminal mind, all they have to do is sent people into your communicate to harm your family or introduce drugs that didn't fit the profile. if you're smart enough to know the profile, a real criminal doesn't meet the profile and can do all kinds of crime. thanks for watching. "hardball" starts right now. >> economic sabotage. there's news that some are >> we've got a number of news sources. one is the national review, a conservative organization. not a right wing one. and the washington examiner a bit to the right of that with news stories saying people on the republican right are planning to step back from a government shutdown but to proceed to an escalation, defaulting on the national debt. that would be their threat. they would cut off if they could. and therefore of course default. what do you think of this? >> bad to worse, chris. i don't know. if you thought that holding the debt ceiling hostage was a bad idea, if you thought a continuing resolution holding that hostage was a bad idea, you'll hate this one. republican elders said we cannot hold the country hostage, we can't hold the budget hostage on keep the government running unless we establish a colony on mars. like obama care is settled law of the land. it is happening. the notion that somehow the white house is going to do settled law on the land recently upheld by the supreme court and litigated in the presidential ray, and we know how that all turned out, is ludicrous. the idea that somehow there's going to be a deal made on sequestration when half of the far right flank thinks that sequestration has actually been a great thing is also crazy. i don't see where the bargaining happens here. >> well, there's going to be a bargain. there has to be a budget deal. we've got to figure out the fiscal situation. we have to figure out entitlements. you have max baucus and dave kemp worrying about running around trying to get tax reform. we need to fix the government. at the end of the day, when you have this debt limit fight which there will be a fight. you know this chris. you were in the house. you know how hard it is to pass any debt limit extension in the house of representatives. for john boehner, he has to find a way to cobble together the votes. that requires a bigger deal. that being said, there will not be a default on the debt. >> what is the threat of sabotage mean? when you say i'm threatening to secret american economy and the world economy. what does that mean? you're saying it's a bluff. >> i'm saying that they're not going to do that. i think there will be short-term extensions. we'll go back to the boehner rule. which is we'll cut a dollar. >> when the president looks into the eyes of republican leader who are reasonable people like boehner, is he to believe they're bluffing and or telling the truth when they say we'll light the fuse for the end of the economy? >> republican leaders will say very consistently is we are not going to default on our debt. >> john, what leverage do you think republicans have if they end up going taking the nuclear option and shutting down the government or hijacking the economy, everybody's going to blame them. i don't understand what cards the gop has to play in this. >> let's look at polling data. i'm not sure i agree with you across-the-board. the american people generally will blame the republicans. who gets the blame. according to an nbc/"wall street journal" poll, taken earlier this year, more americans, 44%, just more, not all of them would blame republicans than blame democrats, just 33% would blame the democrats. an overwhelming majority of democrats no, surprise, would blame the republicans. but only 9% of republicans would blame their own party. a majority of can republicans, 66% would blame president obama or the democrats. i'm pointing to you the obvious political game being played by your side. if the united states reaches a breach in its debt ceiling, it doesn't pay its debts, your own party won't blame your own party. there is a reason why they could be serious here. >> they will blame obama. >> how are you so sure they won't pull the trigger on this? >> i've been through about 18 of these limited fights. >> have you ever dealt with somebody like ted cruz or rand paul? have you ever dealt with mike lee? >> these guys are far to your right. >> very responsible. >> they are. >> they're not going to default on the debt. >> they've got to find the votes to pass them. you know how hard that is. >> let's take a look at what will happen. we have a list of what will happen if the debt ceiling is breached right now. a spike, a reminder of what would happen. treasury markets would spike resulting in a dramatic increase in credit card rates and mortgage rates. numerous government services would be crippled, important government services like the prison system is, the fbi, and including the federal courts themselves for financial markets, it would precipitate global chaos. ironically, it would lead to an increase in is future deficits thanks to the economic shot. so you're sitting in china somewhere in beijing in a central bank and you learn that the united states political screwing around by something called the right wing, they're not sure what it is over there, has brought down the ability of the united states to meet debts. how many billions do you think. >> john boehner will say we're not going to default on our debt. >> i haven't heard that speech yet. >> can i just say. >> sure, you're here. >> what has happened here in the only sort of skillful thing the republicans have done is to have drawn the white house and democrats into what is an enterness seen gop war. this is the story of the modern day republican party, this is the harvest that is wrought when you invite extremely irresponsible, i wouldn't even call them conservatives tea partiers into your house. this is not a democratic and republican debate here. this is a battle among republicans. and they are the ones that have to determine the future of that party and what happens at the end of this. >> this is called a budget negotiation. >> it's not called anything. it's not called anything. this is unprecedented and the idea, the notion, the notion that this is somehow a democratic problem is completely a republican fabrication. >> running the country. >> let me explain to you what a budget negotiation is. i say nine, you say seven, we agree on eight. the negotiation to say if we don't fund and destroy, an act of congress, i'm blowing up the federal government. that's basically what we're talking about here. >> if you listen to these guys, they want to defund it, now they're saying delay. >> they're talking about defaulting. >> they're not talking about defaulting. >> yes, they are. >> so they're not telling it truth. >> and they're not accurate. if you ask any republican leader which i asked three republican leaders offices today. >> on the record they won't say it, but off the record they're leaking the story they're going to blow it up. >> john feehery, former spokesman for the house leadership when they were reasonable says default is that an option. thank you, a pro on this. alex, you're right on everything you said. >> i'm so glad you're here. >> you can do that too. coming up, ted cruz, we know he was born in canada, of course, but he's renouncing his canadian citizenship. which he had nothing to do with, of course. he's thinking about 2016. where are all the birthers out there who have been insisting you can't be president unless you're born here in the united states? by the way, the craziest of the birthers donald trump said he was born in kenya. even if he was born in kenya by an american mother, he was just as american and just as eligible to run for president as ted cruz. would you explain the conundrum? also the latest u.n. report lays to rest the lingering doubts about climate change. why are the global warming deniers still at it? what's in it for them? they keep denying what's obvious to the scientists and the republican governor of maine is being quoted as saying, obama hates white people. a couple serious sources is, lawmakers heard him say it. you mean he doesn't like his mother? what's going on here? finally, safety versus privacy. are all the cameras watching us out there doing us a good thing? britain has hundreds of thousands of cameras watching everybody in the streets of london. we'll talk to a guy involved in a movie about that right out of george orwell. this is "hardball," the place for politics. every day we're working to be an even better company - and to keep our commitments. and we've made a big commitment to america. bp supports nearly 250,000 jobs here. through all of our energy operations, we invest more in the u.s. than any other place in the world. in fact, we've invested over $55 billion here in the last five years - making bp america's largest energy investor. our commitment has never been stronger. some hot political news. we got a look at the new jersey special election for the u.s. senate. we check the "hardball" scoreboard. according to a new monmouth university asbury park press poll, democratic cory booker, no surprise has a 16-point lead over the republican 54-38 in the special election to fill out the term of frank lautenberg. this special election is coming up wednesday, october 16th. and we'll be right back. are you flo? yes. is this the thing you gave my husband? well, yeah, yes. the "name your price" tool. you tell us the price you want to pay, and we give you a range of options to choose from. careful, though -- that kind of power can go to your head. that explains a lot. yo, buddy! i got this. gimme one, gimme one, gimme one! the power of the "name your price" tool. only from progressive. i just served my mother-in-law your chicken noodle soup but she loved it so much... i told her it was homemade. everyone tells a little white lie now and then. but now she wants my recipe [ clears his throat ] [ softly ] she's right behind me isn't she? [ male announcer ] progresso. you gotta taste this soup.
