Good tuesday morning, everybody. It is may 5th. Im yasmin vossoughian. Weve got a lot to cover this morning, as we always do. The president pushing states to relax social distancing guidelines. New scientific models are projecting sharp increases in the number of deaths from the coronavirus over the next few weeks and months. One projection from an internal Trump Administration document obtained by the new york times, the other from a Public University of washington model often cited by the white house. First, the government projections. I want to show you these. The data showing the daily death toll will nearly double from about 750 deaths currently to about 3,000 a day on june 1st. New cases are projected to go from about 25,000 a day to 200,000. The president was asked about the report in an interview with the New York Post and he said, quote, this. I know nothing about it. I dont know anything about it. Nobody told me that. I think its i think its false. I think its fake news. The white house put out the following statement, as well. This is not a white house statement nor as it gone through interagency reflecting. This is not data the task force has analyzed. The other set of data from the institute of Health Metrics and evaluation at the university of washington has been cited by the white house. Researchers there have doubled their projections to 135,000 deaths by early august. Back in april, they predicted just over 60,000 by august. With the u. S. Now approaching 70,000 deaths, weve already blown past that estimate and its only may. The institute says the revised numbers are because people are moving around more and because social distancing guidelines are being relaxed. The white house is seeking to limit Agency Officials, including Coronavirus Task force members from testifying before congress this month. The white house set new guidance to Congressional Staff members yesterday citing the, quote, unprecedented times. For the month of may, no Task Force Members or key deputies of Task Force Members may accept hearing invitations. The guidance notes that some exceptions may be made by white house chief of staff mark meadows. One exception will be a Senate Help Committee meeting next week where dr. Anthony fauci is set to testify. Dr. Fauci will appear along with several other members of the Coronavirus Task force. Senate minority leader Chuck Schumer put out a statement in response to the white houses new guidance saying this, President Trump should learn that by muzzling science and the truth, it will only prolong this health and economic crisis. The president s failure to accept the truth and then his entire to hide it is one of the chief reasons we are lagging behind so many other countries in beating this scorge. And senator schumer will be a guest this morning later this morning on morning joe. White house trade adviser Peter Navarro spoke yesterday about death projections with the virus and deaths associated with the lockdown through suicide, depression, alcoholism and drug addiction. Watch this. The original death estimate was about 2 million americans dieing in the absence of any kind of mitigation or containment. It was a manufactured recession that we faced and the estimates would basically take that down to 100 to 200,000 deaths. And that is a number that is still out there. We know what the numbers are today. Were just moving through time. Were trying to simultaneously protect the American People from the effects of the china virus killing them directly. But its also true that the lockdown indirectly kills americans through economic effects with higher suicide rates, depression, alcoholism, drug addiction and all that. So amid groegz appreciate to ease stayathome restrictions, california governor Gavin Newsome announced that some Retail Stores across the state can reopen with specific guidelines as soon as friday. New changes are part of a fourstage plan laid out last week to gradually transition the businesses allowed to reopen under the phase two guidelines will include book, clothing, toy, Sporting Goods stores as well as music shops and florists, but will not include malls, services or sitdown services in restaurants. Newsome says its happening because it can happen. The government acknowledges the coronavirus deaths slowly declining across california. Lets get into some of this. Joining me now, gabby orr. Good morning to you and great to see you on this tuesday morning. I want to start with our top stories and pretty astounding stuff that broke yesterday. The Trump Administrations leaked death projections which say up to 3,000 people could soon be dieing each day from covid. That is a lot more than is happening today. This comes. I think a number of officials are concerned about the approach the president is taking to reopen. The economy, he has let states what to do individually and we wont know the impact of that without widespread testing for a while. Right now, the white house is struggling to scale up its testing so that we can get people back to work, get businesses reopened, but not pem put people at risk of contracting this illness while theyre going back to work, while theyre going out to Different Stores and restaurants. So that is the primary concern. And i think that that has only been elevated as weve seen these projections where, you know, right now we are currently at around 2,000 deaths per day or approaching that number and by june 1st, we could be at nearly 3,000 deaths per day, which is a Staggering Number to really fully realize. And so i think the white house is adjusting accordingly. And in spite of states opening, as you said, we are still not where we need to be with regard to testing, even though we are seeing states across the country open every single day. Lets talk some polling here, gabby, while i have you. Biden versus trump matchup. As youre looking at some of the polling across some of the key battleground states, like wisconsin, florida, michigan, im taking a look at it, the latest cbs news polls you guys see on your screen here. You have donald trump at 43. You have joe biden at 49. And across the board, if were looking at a lot of other polls that were seeing, as well, from a yougov poll to an nbc poll, as well, the numbers are consistent. The results are consistent. All of these polls, obviously, taken during a time in which the Trump Administration has been criticized in its response to the coronavirus pandemic. Are they panicking . There is a lot of internal tension inside the Trump Campaign over how to respond to this moment. Primarily because of what theyre seeing in the polls. And one of the reasons for that is just the amount of exposure that voters have had to do president over the past several weeks. Hes been at these daily Coronavirus Task force briefings, which have obviously been scaled back over the past week for this exact reason. And hes been making, you know, false statements, projections that have proved to be untrue and taking all those factors into account, it really is having an effect on the way voters view him, particularly older americans. So that is why youre seeing the president hold events like he did last week with senior citizens, with older americans, its why the president will be travel to go arizona today to start touting the administrations partnerships with the private sector. Hell be touring a honey well plant in phoenix to talk about their production of n95 respirators. Its one of the reasons why Vice President mike pence was travel to go indiana last week. I was with him when he toured a ventilator Production Facility in cocmo, indiana. So theyre trying to get back out there on the trail to use a rose garden strategy, if you will. Use the fact that theyre incumbents, they have these official back drops and theyre hoping that will boost their poll numbers. But the campaign is certainly divided over how to respond and whether this strategy will work. Churches, businesses and state delegates are all banded together to file a federal suit on saturday. They argue that republican governor larry hogans executive orders violate freedom of assembly and religion. The right to protest, and the right to participate in commerce. The suit is claiming the governor is arbitrarily choosing which businesses and what gatherings are exactly essential. Big box stores, the filing is saying, are, quote, permitted to have hundreds of cars and people because the governor chose them to be essential. However, under the same orders, a church may not have anyone in its buildings with limited exceptions for virtual surfaces. Republican state delegates also argue restrictions on travel violate their duty to oversee the actions of the governor. Joining me now, msnbc legal analyst danny cevallos. Great to see you this morning. Lets talk through some of this. And i feel like every day we are talking about a new iteration of a suit across this country because, literally, all over the country, you have suits challenging bans on inperson religious services and stayathome orders, as well. But in this state in maryland, you have state delegates claiming they cannot perform their duties to oversee the State Government when their jobs are deemed nonessential, which actually ties directly into the fact that it is the governor who decides who and what is essential. Talk about that argument, danny. That classification of essential versus nonessential is the plaintiffs in all of these lawsuits best hope for overturning any of these stayathome orders. The Supreme Court has held since 1905 that the governments and the State Governments and local governments have considerable power, almost unfettered power to control the public during times of pandemic. There have only been a few times the federal courts have said that the governments have gone too far. One example was many years ago during a bubonic plague outbreak in san francisco, a federal court found the government went too far when they sealed off a whole area of chinatown. But thats an exception to the general rule that the governments have broad powers. However, once they start classifying, once they start deeming some businesses essential and nonessential, then they may be favoring some kinds of speech, some kinds of assembly over other kinds of assembly. Thats exactly what the plaintiffs are saying. Look, if you can have these big grocery stores, these super markets have parking lots full of people on the weekendses, why cant people go to church and express their religious rights. So those classifications are their best shot. Of course, the governments are going to argue, look, were not discriminating against any one religion. Were saying all religioustype services have to be curtailed. Meanwhile, people need to eat. Thats something totally different. But that essential classification is going to be the best route for a challenge. So the Governors Office is responding to this suit. And they have been saying the overwhelming majority of marylanders support the governors orders here. Is public support a Strong Defense . Not to courts. And particularly not to federal courts where judges are not just appointsed, theyre appointed for life. And the reason that is so they would be immune to the ebbs and flows of the popular opinion of the time. Any federal court and any court looking at this will balance out the needs of society as a whole versus the needs of the individual. Danny cevallos, my friend, thank you, as always. Great to see you. Talk us through this, where we are with the numbers now in the uk with so many individuals now dead from the coronavirus. Well, one of the challenges, yasmin, and you hear this from governments across europe, but particularly here in the uk is making National Comparisons between the uk, say, and italy. As of april the 24th been the number of recorded deaths in england, wales, scotland, Northern Ireland xien now mucom much, much higher than italy. Some of the other countries in italy and germany are now more updated than here in the uk. And theyve been changing way they can play the numbers. But for the british scientists, they weeks ago were keen to highlight the fact that britain was lower down this awful fatality order than countries like italy and spain. That is no longer something theyre highlighting at all. And its largely because the number of deaths in care homes besides just hospitalrecorded deaths has climbed extraordinarily high. The government has faced a huge amount of criticism for not looking after the staff in case homes as well as the residents and a lot of scientists, medical experts saying thats one of the major reasons, that lack of priority given to this is care homes that weve seen such a huge number of deaths in the last few weeks. So in spite of these huge numbers, willem, you still have the Prime Minister wanting to lay out a plan as to when to start to reopen the country. Talk us through this and what we expect to see from this plan and when, in fact, this could feasibly be instituted. Well, as of this coming sunday, well get definitive ideas from the government about how they expect workplaces to reopen. Some of them have been floated. Some of them have been leaked to National Media here. And theres a lot of discretion given to employers. Its made the trade unions here incredibly uncomfortable, the idea that people would not necessarily be forced to institute things like glass between work spaces, two meters distance if it proves difficult to do so. And talking to the epidemiologists at a time when the scientific advice itself is being questioned, weve heard some scathing criticism of what the government has done in the past and what theyre willing to do. Take a listen to whats with been said about what has been failing so far. We should have continued with our containment policy, as ive always referred to it as. Identify the cases, pull them out of circulation, identify the contacts, pull them out of circulation. And when we have Widespread Community transmission of infection, have a measure to bring down transmission i. E. Bring a shutdown. Andace might know, one piece that has developed over the last 24 hours, the government has started a trial of a track and tracing app on the isle of white. Theyll be using that trial to decide how to institute this new app. Theyre hoping for more than 30 million brits to download the app that will use Bluetooth Technology to try to figure out who has been infect and who theyve come into contact with. The number one thing i saw today was the testing numbers yesterday. This is the First Time Since ive been tracking this that we had three days in a row with a decreased number of tests. And yes, the trend is still up overall if you look at it over the last month and a half. But, you know, we went from a really high number of tests four days ago and a decline each last three days. Right now, were at 2. 2 of the population or 7. 3 million tests have been performed. And as far as the big number that goes today, the milestone, we are going to go over 70,000 fatalities early on today. Yesterday, were at 1,324 fatalities. And the fatality rate for the country right now is roughly right around 6 . That means out of every hundred people that have been testing positive, weve been losing six of those people to this virus. As far as weather concerns go today, weve had this thunderstorm complex rolling through South Carolina this morning. Its just about done. That left a lot of damage through areas of tennessee. Were going to begin this half hour with revelations about chinas actions and the coronavirus pandemic. U. S. Officials believe that the Chinese Government covered up the threats of the coronavirus in order to stockpile medical supplies. The dhs report says sth, quote, we assess the Chinese Government intentionally concealed the severity of covid19 from the International Community in early january. While it stockpiled medical supplies by both increasing imports and decreasing exports. China reportedly increased its imports of masks, surgical gowns and surgical gloves in january, but then in february, imports of these supplies significantly declined. The fourpage dhs report claims china covered up that activity by publicly denying it has ever imposed an export ban on masks and other medical supplies and delaying the release of key trade data. So far, there is no public evidence to suggest that chinas missteps in the early days of the outbreak were part of the International Plot to buy up the worlds medical supplies. And while President Trump claims he has seen information that gives him high confidence the coronavirus outbreak was the result of an accidental release from a wuhan laboratory, nbc news sources stand by the conclusion from the Intelligence Community which said that the virus was not manmade, but has not determined whether it emerged accidentally from a lab or was transmitted to humans through animals. Nbc news reported last week that the white house has tasks the Intelligence Community with investigating this and other questions about the origins of the virus. The extent of which china covered it up and whether the World Health Organization was complicit in that coverup. Some are concerned the white house is pushing intel agencies to validate a conclusion that helps them politically by distracting the attention of whether they acted soon enough. China and the world health organize deny they were less than forthcoming and china says the virus could not have come from one of its labs. In an interview with National Geographic yesterday, fauci said this, if you look at the evolution of the virus in bats and whats out there now is very, very strongly leaning towards this virus could not have been artificially or deliberately militaried the way the mutations have naturally evolved. He goes on a number of very qualified evolutionary biologists have said that everything about the stepwise evolution over time strongly indicates that it evolved in nature and then jumped species. Fauci did not entertain an alternative theory raging some among politicians and pundits that someone found the virus in the wild, brought tight a lab and the virus accidentally escaped. He told National Geographic to this. That means it was in nature to begin with. Thats why i dont spend a lot of time going in on this circular argument. Gabby orr, good to see you again. Lets talk first about this dhs report and then also all the conflicting information within the Trump Administration. Talk us through this. Well, the president and secretary pompeo and a number of their outside allies, including senator tom cotton from arkansas have been pushing the theory for a while that this virus originated in a lab in wuhan, china, without providing much evidence to substantial their claims. The president was on a televised town hall on sunday evening. He said he was not able to share the evidence, but that he is confident that that is the actual origination of the coronavirus. Secretary pompeo has also said that and, of course, he is the former cia chief. So there are questions about where hes getting this intelligence and why its not being shared with the public if this is, in fact, the case. The administration has, indeed, pushed intelligence officials to continue to investigate this. President trump himself has promised a full report concluding what the origin of the coronavirus is. And i think that youre going to expect you can expect to see the president continue to push this narrative in the coming days as it is tremendously helpful for him in terms of connecting with his base, his antichina rhetoric. Hes always been very popular with the Republican Party and with his core voters in particular. And so this is just another theory that allows him to boost his own reelection. So lets expand on that a bit, gabby, as you say, his antichina rhetoric has been popular, right . Because the president has not necessarily been antichina for this entire time. He was praising beijing in the beginning of this outbreak and their response to all of this. As you say, were still waiting for the report that will talk more about the investigations into that. But how are his supporters reacting to this aboutface that weve seen from the president in the last two months or so with regard to china . Well, if you talk to his supporters, a number of them say this was him getting more information available, that this was the evolution of his thinking on it. Its not necessarily a total change in his rhetoric about china. Of course, if you look at what you mentioned, the way that he was praising president xi jinping in late march, as recently as late march, it is pretty striking to now see this shifting change his approach to china. But this is something that his base is welcoming. They really have wanted to see this for a while. I spoke with a number of the president s evangelical supporters. Most of them said they wanted the president to be tougher on china, that they wanted him to put the blame where it needed to be and they felt that was directly with china and with the World Health Organization. And since then, the president has cut funding to the World Health Organization so there would be an investigation into whether they helped china cover up the spread of this virus and this is something that, again, it resinates with his base. It helps him politically with Republican Party voters and its something that hes going to lean into in the coming weeks as he continues to campaign for reelection. Just to be clear, there were reports that the Chinese Government was actually detaining Health Care Workers on the front line, whistleblowers on the front line that were identifying this coronavirus back in december. And the president , as we know from reports, knew of that. Goc gabby orr, appreciate that. Foltlowing bidens request o unearth any claims, bidens lawyer responded by asking if the office could provide procedural materials related to the alleged claim and if those could be released if the accuser, tara reade, also consented to do so. The Senate Office provided a 16page document retallying procedures for the office of fair Employment Practices for handling complaints back in 1993. Under that process, reede each first step would have been to submit a request for counseling, which involves informing the employee of their rightses while documenting the alleges. According to the Employment Practices, bidens office would not have been notified of reedes allegations during this initial step. In an interview with the Associated Press last year, reade indicated that she, quote, chickened out after her initial filing. Nbc news contacted reade yesterday for more details about her memory of this process. And has not yet heard back from her. She said over the weekends, quote, this. She said over the weekend, quote, this. I filed a complaint re Sexual Harassment and retaliation, but i am not sure what explicit words on that intake form until we all see it again. Biden continues to unequivocally deny reades allegation of harassment and Sexual Assault. Also, President Trump thinks joe biden will choose senator Elizabeth Warren as his potential running mate. Trump surmised that biden, quote, owes the massachusetts senator the top spot on his ticket saying, quote, this, i think Elizabeth Warren is responsible for joe bidens win because she did not drop out and person ny sanders would have won every single state on super tuesday. Trump went on to question whe whether the former Vice President would end up being the democrat democratic partys nominee. If he does make it to the starting gate, warren is responsible. We talked about the snow upcoming in this rigid mothers day forecast. Especially in areas of the northeast. Lets get into what is going to happen. All winter long, we had this mild winter. We didnt talk about the polar vortex. This one piece of cold air is coming straight down from the arctic and its heading over areas of eastern canada. The heart of it will be this upcoming friday, saturday and sunday. But even through maybe about the second week of may, some of that is going to linger into the north. Here is how its going to play out. The storm comes across areas of the ohio valley on friday. Well, todays one big thing is another installment from our axios coronavirus index. Its really shocking this week, yasmin. Nearly twothirds of democrats think the coronavirus death toll so far is undercounted. Whereas, nearly 30 of republicans think that it is overinflated. You know, that matters pause its one of the more jarring examples of how partisanship has really affected our ability to trust science and trust data and trust the hard facts, especially around Something Like the number of deaths around the coronavirus. The other interesting thing that the survey found is that people who said that fox news, the Fox News Channel was their most watched news channel, were more likely to believe the death toll was inflated than those that didnt say fox news was their highest channel. Talk to us about what else this poll reveals to you, especially when it comes to americans trust. You know, its not just trust in science and data, its trust in our institutions that we rely on, and i know you rely on as a mom. 47 of people are worried or have canceled their summer plans, rather. What are they looking to hear, and how do you think this could impact his campaign . You know, i talked with several democratic operatives and womens rights activists before and after joe biden addressed the tara reade allegations himself. Obviously, before he addressed it himself, a lot of what i heard was democrats saying they wanted him to address it head on. That said, a lot of these folks i talked with are happy. They feel he did what he needed to do by addressing it head on, and denying it categorically. But many womens rights activists i talked with and other democratic strategists have said they want joe biden to continue this conversation around all of the gender inequities the me too movement has exposed. Some thought he did that in his morning joe interview and his statement where he talked about this idea that you can have a woman come forward, have her tell her story, and believe her enough to presume shes telling the truth and vet it, but it can also mean the man accused hasnt done anything wrong. I think thats a really complicated and nuanced discussion that you and i could probably have an entire day and still not be done with it. A lot of the democrats i heard from said they want joe biden to continue that exact conversation. They wanted to hear more from him about what he knew about the inequity of the me too movement revealed, and what hed do as president to address that via policy and other things, like his its on us campaign when he was Vice President with obama.
