President to take timely action despite several early warnings. Officials are now debating how to carry out the new goal of rolling back social sdandistanc guidelines. Despite Health Concerns that such a move without widespread testing would step back any progress made from social distancing. The president was warned about the potential for a pandemic, but internal divisions, lack of planning and his faith in his own instincts led to a halting response. In short, trump was warned, by, quote, the very people in his government whose expertise and long experience might have guided him more quickly toward steps that would slow the virus and likely save lives. For instance, the times reporting by the third week in february, the administrations Top Health Experts concluded that should recommend mr. Trump a new approach that would include warning the American People of the risks and urging steps like social distancing and staying home from work. But the white house focused instead on messaging and crucial additional weeks went by before their views were reluctantly accepted by the president , time when the virus spread largely unimpeded. The subsequent economic disruptions were so severe that the president repeatedly suggested that he wanted to lift even those temporary restrictions. He frequently asked aides why his administration was still being blamed for the widespread failures novembering testing, insisting the responsibility had shifted to the states. Also, dr. Anthony fauci appeared to confirm part of that New York Times report that claims he and other Health Experts had pushed for social distancing measures as early as february. Dr. Fauci discussed how earlier restrictions could have saved more lives. The New York Times reported yesterday that you and other top officials wanted to recommend social and physical distancing guidelines as far back as the third week of february, but the administration didnt announce such guidelines nebraska almost a month later. Why . You know, as i said many times, we look at it from a pure health standpoint. We make a recommendation. Often the recommendation is taken. Sometimes its not. Do you think lives could have been saved if social distancing, physical distancing, stay at home measures had started third week of february instead of mid march . You know, jake, again, its the what would have, what could have. Its difficult to go back and say that. Obviously, you could logically say that if you had a process that was ongoing and you started mid investigation earlier, you could have saved lives. Obviously, no one is going to deny that. But what goes into those decision sess complicated. But youre right. Obviously, if we had right from the very beginning shut everything down, it may have been a little different. But there was a lot of pushback about shutting things down back then. So then on twitter this happened. The president appearing to signal frustration with those comments from dr. Fauci. The president retweeted a post from a former republican congressional candidate what used the firefauci. As the New York Times notes, the president has been irritated at times with dr. Fauci. But the twitter post was the most explicit he has been in letting that show publicly. Joining me now, managing editor of the Washington Examiner magazine, jay curser. Dr. Fauci, dr. Birx, they the utmost of expertise on the Coronavirus Task force. Who, in fact, then, if youre looking at that retweet that the president did last night with the firefauci, who, in fact, is the president listening to . Well, that is part of the problem with President Trump is that he listens more often at times to the cranks on the internet and social media than he does his own experience. Look, sometimes doctors are going to give you advice that you dont like. And that is just what happens. If i decided i wanted to jump off my roof to see if i could fly, the doctor would say, we dont recommend that. This move behind trying to fire dr. Fauci is something that is building up steam among and particularly within social media and the trump right. And its ridiculous. The guy has been in Public Service for years now. Look, i understand, this is difficult, especially with the economy. Its not easy. But at the same time, if we were looking at the total numbers, if we had just kind of done nothing, nobody even knows, nobody can imagine how bad it would be at this point. There are two people listened to the most during those coronavirus briefings. Dr. Birx and dr. Fauci. Lets talk about some of this New York Times reporting. Criticism of the president for not rolling out measures sooner to stop the spread. As you heard dr. Fauci saying, it could have saved lives. Now theres plans to reopen possibly the economy by may 1st. Looking at those plans, of course, the trump administration, thats just under three weeks away. Do you think thats a realistic date to shoot for at this point . Well, its really tough. I look at the Johns Hopkins website in terms of how many cases of coronavirus have been logged and how many deaths there were. Yesterday morning, when i looked at it at the end of the day, there were 1800 more deaths and people are saying, this is just for like the flu and we need to get things going again. I understand it and i sympathize with people who have lost their jobs. My daughter is out of work right now as a result. She worked in the service industry. So shes not working. My son is concerned about losing his job. He works in the auto industry. So there is it is difficult, its tough, but at the same time, i dont want to get to a point where were in a situation where we say, okay, were going to do this now because we just have to and by the end of may, were back into a full blown pandemic where the infection rates are even higher than there were before. And i think dr. Fauci and others have said there needs to be more aggressive testing so we can find out whether anybody has built up antibodies to do tracking and tracing, something of that nature. I think its unrealistic at this point to say here is a hard date when were going to reopen the economy. Such a good point, as long as we dont have widespread testing, its hard to imagine how were going to roll back those guidelines. Jay, thank you, as always. Stay close. That is the Prime Ministers residence in the country. Its about 40 miles outside of london. He has been joined by his fianc fiancee who is pregnant and who she believes is recovering from covid. How is the government handling these numbers . 737 passed yesterday in a 24hour period. And i have to tell you, we suspect those numbers are probably low because it only accounts for people who have died in hospital, it doesnt account for people dying in rest homes or dying at home. So we suspect that number is going to be higher. The new of new cases seems to be decreasing, but the number of deaths is increasing. The key here will be testing, testing, testing. They filed this on saturday after a federal Appeals Court upsell governor abbotts executive order prohibiting all nonessential medical procedures out of the need to preserve personal protective equipment and focus the attention of medical personnel on combatting the coronavirus. At issue are medication abortions. T according to the ft. Worth star telegram, the clinics argue these types of abortions do not require personal protective equipment like masks, gloves and gowns that might be needed for coronavirus patients. The debate is raging around the state with abortion opponents saying the procedure is not essential during a life tlitenning pandemic. But advocates are saying more medical resources are needed for an unwanted pregnancy than for a doctor providing a bill. The state, they argue, is taking advantage of the outbreak to limit abortions. Danny, good morning to you. Great to see you today. I believe that more than one District Court has overturned the executive order and the Appeals Court then reinstated it. So now its going to the supreme court. Do you think the court is going to take this case . Likely. It goes directly to Justice Samuel alito who has, you would say, jurisdiction from this part of the country. Hes likely to bring it to the whole court and decide this important issue because it does represent some important decisions of constitutional law and some splits between an Appeals Court and the lower court. So can we get into a little bit of the constitutional law part of this whole thing. From that basis, what personal rights versus state interests are at odds here . At this points, it gets complicated properly. On april 7, the Appeals Court prevented the lower court from preventing the governor from preventing abortions. Then on april 10th, it kind of did the same thing again, but the only thing it really prevented on april 10 is these oral abortions by pill or medication abortions, as they are called. Constitutionally, this comes down to the governments power to legislate and prevent citizens from doing things in the interest of Public Health versus an individuals now fundamental right to have an abortion. The right to abortion is based on a constitutional right to privacy. And even that case holds that it cannot transform on individual rights, even in a time of crisis. Danny, thank you. As scientists around the world are working tirelessly to find a cure for covid19, theres a new report raising the alarm over chloroquine. According to the New York Times, doctors are Halting Research trials with the drug after discovering patients taking a higher dose of chloroquine developed irregular heart rates. The brazilian study involved 81 hospitalized patients. And the report says this. Roughly half the study participants were given a dose of 450 milligrams of chloroquine twice daily for five days while the rest were prescribed a higher dose of 600 milligrams for ten days. Within three days, researchers started noticing heart arrhythmias in patients taking higher dose. By the sixth day of treatment, 11 patients had died lead to go an immediate end of the high dose segment of the trial. Theres also some warnings about that from doctors here in the United States, as well, for heart failure. Were tracking some Severe Weather here. I want to bring in nbc meteorologist bill karins, as well, to talk about that. You and i were talking about the numbers throughout the country with regard to covid19. Not necessarily concentrating on the weather, but weve had some Severe Weather overnight. As i was waking up, i was getting alerts of tornados throughout the country coming in overnight. Talk to us about the damage we have been seeing, what people are facing right now. Yeah. A high impact day. Yesterday, we had 38 tornados, we know there were at least six fatalities. Hundreds of homes had been destroyed and those numbers will grow once the sun comes out and we see what actually happened. This is monroe, louisiana, one of the first areas hit by the tornados yesterday. You see the airport got hit. Numerous homes were destroyed. There were numerous injuries, but no fatalities. In mississippi, we had two monster tornados during the afternoon that went through. These may have been ef4, maybe even possibly ef5. We have indications that this tornado was throwing debris up into the sky as high at 28,000 feet. That is an indication of extremely strong tornado. Well see just how deadly and hoe destructive that was. So let me show you where we are right now. Areas of South Carolina, weve had some tornado warnings. This is a map that shows you where the tornados were yesterday. This is where we are right now. We have this line of storms through certain georgia, central South Carolina. Right now, we have tornado warnings in north carolina, virginia, georgia, South Carolina and numerous locations in southern georgia. So for today, 40 Million People at risk. Anywhere there in the yellow, slight risk. The orange and in the enhanced Severe Weather. And then later, as we go throughout the afternoon, these winds are going to be a huge issue. 164 Million People. Thats half the people in this country are under either wind advisories or high wind warnings. Later on this afternoon, when these winds go through d. C. , philadelphia, new york, we could see wind gusts as high as 60 to 70 Miles Per Hour. We will have thousands if not millions of people losing power because of these winds later on this afternoon. So here we are in the middle of this pandemic. We have First Responders trying to go and help people that got caught in tornados or flash flooding. And then we have the risk of a lot of us losing power later on today. People working from home, home schooling, just a nightmare. Dr. Christopher murray, the creator of an influential coronavirus model warned yesterday that if the entire country reopens by may 1st, a resurgence in cases is likely. Iveng the issue is if you open up too soon and theres a big load of cases still in the community that have the potential to go back to community transmission, we can quickly see resurgences in some states. So some states, its possible in may, but in other states, its going be very unlikely that that would not lead to an meade resurge yns. If you opened up the entire country may 1st, we would quickly have a rebound. We dont think the capable exists yesterday to deal with that number of cases. So by july or august, we could be back where we are now. Dr. Anthony fauci said openings could begin as early as next month, while fda head steven hahn would not commit to may 1st. It is not going to be a light switch that we say, okay, it is june, july, click, the light switch goes back on. It will be depending where you are in the country, the nature of the outbreak that youve already experienced and the threat of an outbreak that you may not have experienced. So its having to look at different situations in different parts of the country. Its not one size fits all. When do you think it could start . You know, i think it could probably start, at least in some ways, maybe next month. Were looking at may 1st. Obviously, we want that to happen as soon as possible. I cant predict at this point because things are happening very rapidly. But this team of doctors, this teams of experts, all of government approach, theyre focused looking at the earliest time that we can get americans back to work and to give americans confidence they need to know these are the right decisions. It sounds like may 1st is more aspirational than not a real target. I think were looking at all these targets. If it can be may 1st, that would be great for the American People. And dr. Deborah birx on friday called lowered death projections encouraging, but added we have not reached the peak. She noted that without universal testing, experts are seeing the most serious cases. By may, the u. S. Will be in the, quote, ballpark, just the ballpark of the diagnostic capacity that it actually needs. Joining me now, jay crusoe. And, jay, as you and i were discussing in the first half hour, it is this idea and this need for widespread testing as we have talked about on this network from the beginning of this pandemic and then we talk about the Antibody Testing and the fact that there are a lot of folks out there that have had the coronavirus, that have not known it, that have been asymptomatic, etcetera. So you talk about the ballpark possible dates, gradual rolling out. Do you think, again, that this is a realistic goal, considering where we are with regards to the lack of testing . Well, again, i defer to the experts on this, one of these things where im not an epidemiologists, so i cant sit there and say for sure. But if the experts are saying its not a good idea, we probably should listen to them. After all, the model is assume social distancing in effect through the end of may. So if youre going to back that up, and that still predicts about 61,000 deaths. So if youre going to back that up by 30 days, then all of a sudden everyone who has complained that these models have shifted because of social distancing and they went from over 100,000 deaths down to 61,000 which is something we should be happy about, if theyre going to sit there and kind of relax these guidelines and everything opens back up on may 1st, things could alternative right back around again. You also think about how all of this was ruled out from the jump of it. And, yes, there were federal guidelines put in place, but ultimately the guidelines and closures that were instituted were led by the state governments. So when talking about reopening the economy overall, im wondering if we should be looking more at what governors like cuomo are saying and other governors throughout the country with regard to when they think they will be ready to open up their state, in spite of what the federal government is saying. And dr. Murray made that point. There may have been some states that can open earlier. The infection rates arent very high. You have much more people spread out. New york city is a large city where people kind of live on top of each other. So it is not surprising that it spread to quickly there. But just because its safe to go ahead and open things in montana doesnt mean its a good idea to do it in places like florida where theyre dealing with a quickly increasing number of cases. At italy recorded its lowest number of deaths in a day with 431 deaths down from 619 the day before. Italys total death toll from the coronavirus is now at 19,899. Second only to the United States death toll which surpassed 20,000 just over the weekend. But in the u. S. , fewer lives were lost on a per capita basis. On easter sunday, pope francis capped off a visual holy week holding mass at the vatican. Italys Prime Minister extending the countrys lockdown until may 3rd. What more can you tell us about this . Well, yeah, it will be an incremental increase over the next several weeks. Thats kind of the plan thats being study in the states. Thats whats going to be done here. And were going to see an incremental lifting of this lockdown as early as tomorrow. That is when were going to see a curious list of businesses allowed to open. Childrens clothing stores, bookstores, Stationary Stores and forestry you management activities will all be allowed to go back to work with still some social distancing limitations. Its kind of unclear to us why these particular businesses were chosen to allow to open up again, but were trying to figure that out, as well. This is part of a long series of moves that will be unrolling between now and may 3rd. Some of the major businesses can be open in the next couple of weeks if everything goes according to planned. We have had encouraging signs like that before only to see the numbers shoot right back up again. That is a big question there, a Childrens Clothing store and forestry service. The reason why some of these stores are opening while others remain closed. Can you talk to us about the current state of the Italian Economy as it has been shut down for so long and how people are feeling. I know you havent had the opportunity to talk to a lot of folks. How people are feeling about the possibility of reopening the country on this gradual way. Well, it goes without saying that everybody is desperate to get back to work. And the thing is, 95 of businesses here in italy have fewer than 10 employees. Those are the ones who are going to be the most hurt. Some of the major businesses and industries, those are the ones we can reasonably expect to be going back to work within the next several weeks. They are still going to be suffer ago massive, massive hit. Some of the projections from last month showed that the economy would probably shrink by about 6 if this all clears up by next month, by may. Its not entirely clear whether that still stands. What have you been seeing so far . Im just getting word now from the Murray County Fire Department in north georgia. Five additional fatalities in that tornado. One report of theyre trying to cut people out of a house. There are people trapped with debris on top of them. And we have 1 Million People without power already in the south and the southeast. By the time were done with today, it wouldnt surprised me at all if we have 5 Million People without power. Charge all your devices right now while he can. This is going to be a big wind event. This all started in areas of texas where we had this incredible hail that fell. Look at the size of this thing. Windows were shattered in some areas and this was the beginning of our Severe Weather event. We have a new tornado watch thats been issued through raleigh up from richmond, virginia, swartz to jacksonville, florida. We also know that we have a flash flood emergency in boone, north carolina. Theyve had an incredible amount of rain in a short period of time. Can you imagine doing that in the middle of a pandemic out there in the pouring rain trying to rescue people from their homes from high water . Later today, the highest amounts of rainfall will be in areas of northern new jersey and southern new england. So as we mentioned, those gusty winds, it was windy last friday, you remember, this would be about 10 to 20 Miles Per Hour worse. One of the stories to watch, you know the Field Hospital tents, theyre grade to 65 Miles Per Hour. Were going to have winds close to that later this afternoon. So we have a lot of stories we have to watch. This is not something we need right now, but as we can see this country being carried on the shoulders on the First Responders right now, already taxed from the coronavirus. Over the holiday weekend, 1,500 died in the empire state, while the number of new coronavirus cases showed signs of stabilizing. Governor andrew cuomo delivered on his promise to personally return ventilators to communities to lent them to hardhit new york city. He gave 35 of the lifesaving machines back to a nursing home up state yesterday. The governor signed an executive order requiring all essential businesses to provide workers with masks. Meanwhile, in new york city, mayor bill de blasio called for all Public Schools to remain closed through june. The move has caused a rift between the state and city leadership, after de blasio reported texted Governor Cuomo minutes before the announcement. Cuomo called it an opinion, saying only he had the authority to make that call. Local governments are ramping up measures to slow the spread. In michigan, residents are barred from buying nonessential items, and traveling, quote, between residences. Over the weekend, the governor extended stay at home measures until may 1st. Maryland, the governor announced the states primary in june will be conducted largely by mail. Inperson Voting Centers will be offered on a limited basis. In georgia, Savannah Police department is using five drones to monitor and enforce social distancing measures. Good morning. The big thing is were going to talk a little about politics today. President trumps internal polling shows him that joe biden is weak on china. At least theres an argument he is weak on china, and it resonates with his voters and some swing voters. Look for that to be a big part of the trump campaign. They think that because of the economic concerns that americans are going to v theyll look for someone to blame. China is a good boogeyman in that respect. And because of the virus originating in china, they see china as being one of the dominant, if not the dominant, themes come november. Done a lot of research into how they hit joe biden on this. There was this quocomment biden made early in the campaign saying we dont have to worry as much about china as a competitor. Thats what the campaign is seizing on. I think another reason he does this is, if you think of the bernie bros, the people who like bernie sanders, who are skeptical of joe biden, china is a place where you start to unite a Sanders Coalition and trump coalition. Watch for him to zero in on that. But the biden camp here, jim, could fight back and say, you heaped praise on china. You heaped praise on xi jinping. For sure. At the fwbeginning of the coronavirus outbreak, saying they were dealing with it quite well. Even though there was reporting that china tried to keep the coronavirus outbreak from, you know, being talked about outside of small circles inside china, where people were imprisoned, essentially, when talking about the outbreak in the early stages of it. Yeah. Theres no doubt. The idea theres a lot of hi problem h hypocracy. There is a lot of praise for the leader of china, and you praise him on twitter. You were slow to do an absolute ban on travel with china early on, when people were suggesting thats what you should do. It never stops leaders from exploiting what they think is a fundamental soft spot. To win, trump has to bring over the sanders supporters. He has to get africanamerican men to support him. Theres not many people in america that when you say, do you like donald trump, they shrug. You love him or hate him. Theyre figuring out, who can you peel, especially in michigan, pennsylvania, wisconsin, who can they peel over to give him at least some cushion in what they know will be an exceptionally close race. Lets switch gears and talk about the task force in general. I mentioned on early in the show, and spoke about this briefly, the president retweeting a call to fire his top Infectious Disease specialist. Yeah. Basically, it was a tweet involving a hashtag with fire fauci. What do you make of this . What a world . Were talking about a hashtag on a tweet the president sends late at night. That usually is code for whats in his mind, right . Theres been lots of reporting, including by jonathan swan, about trump being envious of sort of faucis reputation and faucis standing, that is much stronger than his own when it comes to talking about the virus. People are looking for signals about whether or not he becomes the new james comey, a person that might have been liked by big parts of the media but gets ousted. Theres no signal hes going to make a move now. The fact that he would retweet this in this environment, he knows were going to be talking about it. He knows it sends a signal to conservatives and on fox and other places to go even harder after a person who is front and center, trying to help solve this problem. I would go so far to say though, i dont think theres Many Americans out there that believe dr. Fauci should be removed from the Coronavirus Task force. That is who we tune into to briefings.
