We cannot be discouraged by that because the mitigation is actually working and will work. Theres no magic bullet. Theres no magic vaccine or therapy, its just behaviors. Each of our behaviors translating into something that changes the course of this viral pandemic over the next 30 days. The next couple of weeks, were going to be seeing some serious things that the American Public unfortunately is going to have to get used to seeing. What were doing with the mitigation is to try and blunt that, but no matter what we do, even with the i believe positive effects that were seeing with the mitigation, its going to be a tough couple of weeks coming up. A sobering moment for the president. After the president in late february downplayed the coronavirus by likening the illness to the seasonal flu, a comparison he reiterated as recently as last week. Trump yesterday conceded that covid19 is far more severe. You treat this like the flu, in fact, i might ask one of the doctors to come and explain it. You want to wash your hands a lot. If youre not feeling well if youre feeling like you have the flu, stay inside. Sort of quarantine yourself, dont go outside. But there are certain steps you can take that wont be necessary. In many cases you catch this, its very likely, you dont know its a problem. Sometimes, they just get the sniffles. Sometimes, they get something where theyre not feeling quite right and sometimes, they feel really bad. But thats like the flu, like the regular flu. Ive had many friends, business people, with common sense a lot of people have said, ride it out. Dont do anything. Just ride it out and think of it as the flu. But its not the flu, its vicious. A sobering sense from the president really for the first time. I think we saw it a bit over the weekend as well. But it seems as if something has changed with the president. Well, it is a remarkable shift from the president , obviously. I think weve sort of been waiting for the moment. We know were living through historic times through a historic crisis. I think the numbers attached to it really gives you a sense of the scale that were living through at the moment. And obviously, the time line has come closer and closer. Trump is now talking about the next two weeks, where were really going to see how bad this crisis is, and how bad it can get. So, i think there was certainly a period of time where he felt. And some americans felt that this was not going to be quite as severe as we obviously now realize it is. Thats become less and less, you know, feasible to do it that way, as the numbers have continued to grow. And as the critical moment, the peak moment has gotten closer. Can you compare for us, the Trump Administration response to the response from other Global Leaders that are also dealing with this crisis . Sure. I mean, its been incredibly wide ranging. Were living through an International Crisis thats really played out at the national level. World leaders have never had as much responsibility as they currently do or certainly not in recent times. I think were getting a sense of who the various World Leaders are. Its everything from you see Jair Bolsonaro in brazil continue to downplay this. Hes sort of where trump was a few weeks ago referring to it as the sniffles and the flu. But you also have leaders like modi in india, one man putting 1. 4 billion people in lockdown. Thats the kind of step that we really couldnt have envisioned a few weeks ago. And you as have certain World Leaders to accumulate more power. And hungary has given dictatorial powers for this administration to be ruled and to handle this as he sees fit. So you have seen wide ranging reactions. World leaders are now, you know, in front of their publics every single day. And people are going to know how to handle this. I think youll see the sense of power and who the World Leaders are. You cant help but think it was a couple weeks ago that the president was actually in india, as covid19 was gaining traction outside of china. Seems like a year ago. Dave lawler, stay close. With the growing number of coronavirus patients flooding hospitals across the country more and more Health Care Officials are facing off with administrators with the lack of protective gear. A lot of hospitals dont allow doctors to wear masks in certain areas and now pushing back. The times spoke to a doctor from else paso, texas, removed from his hospital schedule effectively suspending him without pay after wearing a mask in the hallways. Interviewed at the Jacobi Medical Center in the bronx they feel like theyre on, quote, a Suicide Mission due to lack of personal protective equipment. One Health Care Worker told a nurse, we just had a nurse pass away. Who is going to replace us . And now some hospitals are threatening to fire Health Care Workers who speak out about a language of gear. Nyu langone has warned they could lose their jobs if they speak to the media. The number of coronavirus deaths has spiked in several countries including the uk, france and spain. Officials in london are working to open the first Field Hospital, the nhs nigknightonig. Thats great news on that front. How close are they to this opening . How realistic is this . Well, yasmin, the goal and the aim has been to open it by the end of the week. And essentially, what they want to do with this is treat those who are most in need. They are saying that they will first be taking on patients who are in intensive care and sedated and on ventilators. They really want to focus on those worst hit by this. 500 beds to start with. This number could grow to around 4,000 beds in this converted Exhibition Center thats been put up in two weeks time. A real joint effort by the Health Service here. And the military really trying to get an area to treat this huge number of patients in the uk. More than 25,000 cases here now, almost 1800 have died. And as you said, its numbers around europe have grown. France more than 50,000 cases around 3,500 people have lost their lives. The french president Emmanuel Macron visiting a factory where they make masks in full protective gear, calling on the country to up their Domestic Production of protective gear. This particular factory makes normally 3. 3 Million Masks a week. By hope by the end of the month, it will be manufacturing 10 Million Masks per week. Italy, after three weeks of lockdown across the country, it seems that the number of cases and deaths are leveling off. Theyre optimistic that theyre starting to flatten the curve and it will plateau before eventually dropping. However in spain, where numbers appeared to be slowing down of total cases, theres been a huge spike. Now more than 9,000 cases in one day. So any hopes of that country leveling off their cases really not happening now, for them. So were seeing a rise in deaths, so there is a huge focus to try to keep the isolation in place. Thats what theyre saying they need to do to stop the spread and slow down the deaths across europe and around the world, yasmin. Is there a fear, chapman, at this point in the uk that theyre headed in the direction at all of spain and italy with regards to deaths from covid19 . Well, Boris Johnson himself has said things will get worse before they get better. They are hopeful that by locking down the country when they did, they can slow down the spread of this. In fact, they say the total number of cases is lower than what they had first predicted. So theyre hopeful, when they decided to put these measures in place, things slowed down so that hopefully the numbers do follow a trajectory that they can handle, that the national Health Service here, can treat those people in most need. C. E. Custody due to fears of a widespread outbreak in detention centers. Nbc news reporting four detainees and five Immigration Enforcement agents tested positive for coronavirus thus far. Caucus members noted that Living Conditions inside of i. C. E. Facilities, theyre preventing social distancing and they dont allow detained people to wash their hands frequently and that hygiene and products are just not available. The National Justice center, 3,000 medical professionals calling for the release of detainees. Caucus khairkhchair joaquin cas saying detainees must be released. Theyre like sitting ducks for the rapidly spreading virus. Nbc news reporting that 17,000 detainees are currently in i. C. E. Custody. Nbc legal analyst Danny Cevallos joining us. Danny good to see you. Outline the obstacles here to releasing 30,000 detainees and what advocates of this case might have to combat some of those obstacles. The governments argument has been twofold. Number one, if you release the detainees theres no guarantee theyll show up to report. Number two, an argument thats evaporating very quickly but was popular at the beginning was, well, we dont really have a problem yet in these facilities. And one federal judge has already taken down that argument by pointing out no matter whether or not there is a problem presently in these facilities, they are ripe for an absolute disaster. Because, just for example, in york county where detainees are held in pennsylvania, they stack them 60 to a floor or dormitory. Wow. They eat and sleep in all of the same places. Everything is communal. They sit at lunch three feet apart from each other. These are the kinds of conditions in these facilities. And i should point out, the normal concerns with releasing prisoners or arguably pretrial detainees in the criminal context is twofold. You want to make sure they show up for court, but also you want to ensure the safety of the community. That same concern isnt really present in the same way with i. C. E. Detainees. Number one, theyre not likely to abscond to another country theyre here arguably because they want to be in the United States. Secondly, because theyre not necessarily charged with a crime, those who are not charged with a crime are really not likely to pose any danger to the community thats normally the concern when youre talking bail or punishment for a prisoner. If theres an argument to release lowrisk detainees or federal criminal prisoners, theres an Even Stronger argument for a mandate for i. C. E. To release its detainees. Especially those that are not charged with the crime of violence or any other crime, other than immigration. Two things here, who makes the final call on this, is it i. C. E. . Or is it in fact top down from the president s Office Making a decision on this . And secondly, would sick detainees or even the family members or any individuals that could feasibly die from covid19, would they have a case, subsequently, against the government . Possibly, lets talk about the case. Yeah. Detainees do have a constitutional right to not have their serious medical needs ignored. Thats especially the constitutional standard. So there is a potential that the federal government which normally can almost never be sued may be subjecting itself to lawsuits for whats called constitutionally their deliberate indifference to serious medical needs. So that is something that the government needs to look out for. Then you asked about who has the power. Yeah. Well, just like you said, top down, if you subscribe to the president s unitary theory, the buck stops with him. Again, those below him, for example, the head of the doj and on down within i. C. E. Who arguably have the power to release these folks, and then lastly, apparently based on orders coming out of courts over the last couple of days. We begin this half hour with one horrific 24hour stretch where the state of new york saw one death roughly every four minutes from the coronavirus. 332 people died over the span of just one day. From monday into tuesday, the empire states sobering death toll now stands at 1,500 cases with more than 75,000. The latest professions are just as shocking. In new york city. Which has topped 1100 dead. That is a steep increase of 182 lives lost since monday night. Hospitals across the citys five bureaus are feeling the burden, nearing capacity. According to the state health department, less than 400 intensive care unit beds are left to create any critically ill patient. Meanwhile, men and women in uniform fighting the same enemy. 1500 police officers, firefighters, emts and civilian employees are sick with covid19. All of this happening while new york city reaches another recordbreaking pinnacle of 911 calls for help. Quite a picture there. So florida is also seeing a new surge in coronavirus cases. Since monday night, more than 1,000 new cases confirmed in that state. Florida has over 6700 confirmed cases. According to the miami herald, over 250 are not florida residents. Health Officials Say 857 people are hospitalized due to the coronavirus. Former commissioner of the food and struggle administration tweeted this, florida continues to show acceleration in covid19 cases with miami saas an epicenr of spread. The state was heavy seeded at some point in early to midfebruary given the kracase growth. One of the epidemiologists cited over the weekend was the reason. It has advised the Florida State government to issue a statewide stayathome order. Florida Governor Ron Desantis has deemed such an order unnecessary, despite his state having the sixth highest number of cases in the front. Yesterday, florida had seen the highest spike yesterday in the coronavirus cases. Over 24 hours 1200 new cases and 50 deaths. Louisiana Governor John Bel Edwards calling the cases, quote, very sobering. In new orleans, 1,834 case and 101 deaths making up 35 of the states cases. New data has pushed up the estimated data that the city could run out of ventilators to april 4th, wow, just a couple days away. And out of hospital beds to april 7th. The recent spike has state leaders renewing calls for residents to adhere to social distancing guidelines. And allowing authorities to crack down on violators of that. Will we see Congress Move to pass an additional stimulus package . We have phase one, phase two and phase three at this point. But there has been talk of a possible phase four. So obviously, phase three was a few days ago, were talking 3 trillion that was an effort to limit the damage from keeping the economic recession as deep as it choice would have been. Now theres talk how do we keep the economy back going and particularly with the states seeing really significant damage. Obviously in terms of lives lost. But also in terms of jobs lost and the economic factors. So trump is obviously tweeting and talking about infrastructure. The democrats have a lightly longer list. That includes more spending on Public Health and supporting pensions and things like that. But, obviously, there is some bipartisan willingness to continue to spend, even after these 2 trillion, theyll see whether they can meet in the middle over the next few weeks. In italy, encouraging signs in a plateau of the number coronavirus cases. The president of italys Disease Control center stuck an optimistic tone saying the shutdown may actually beginning to work. They had a moment of silence to honor the countrys victims, 12,400, more than a third of all of the deaths from the global pandemic. And slightly easing some of the rules allowing one parent to take children outside for a walk close to home. Joining me from rome, nbc news Foreign Correspondent matt bradley for us. Good news there. Some easing of restrictions which is a step, right, in the right direction, it seems, matt . Reporter yes. The number of cases holding fairly steady here. What are you hearing from officials . And theyre going to be held at least until april 13th but epidemiologists are saying that the number of new deaths and number of new cases has now been holding steady. Nobody is optimistic, no, lets just leave it, were done, were out of the woods you cant say that. Theyre saying to reverse this now, to lift restrictions how would endanger the entire country once again. They know, theyve felt, theyve tasted how ferocious this virus is here in italy. And theyre not taking any chances. Yasmin. What do authorities there, what are they telling you . What do they need to see, what indications do they need to have, numbers in place, in order to lift some of these restrictions that are placed now for four weeks or owe . Theyre going to want to see the numbers truly reversing because heres the thing, yasmin. Weve had glimmers of hope in the last couple of weeks. Theres been signs that the death toll and the number of transmissions has been going down and people have been saying, oh, were around the bend, only to see them surge right back up again. There was about two weeks ago there was a global high of the number of deaths in one day. And then that number started going down and people were very pleased. That number shot up further very steadily and it was devastating here. We cant even now, even with epidemiologists and public Officials Saying it looks like were out of the woods. We have reduced the growth rate. Last week at one point, every 2 1 2 to 3 days we were doubling the number of cases. Now, were down to every four to five days. I mean, were still shooting up but were not shooting up quite as quickly as we were. Yesterday, we added about 25,000 cases. Now close to 188,000. If we double this number in five days from now, it puts us roughly at 350,000 cases in five days from now, april 9th, 500,000 cases. Wow. Heres that growth rate by region. Yesterday, of course, i mentioned 25,000 new cases added. You can still see the daily growth going up but the percentage each day has been lowering. Now, were down to about 15 daily growth rate. And as i mentioned, at one point, we were at 40 daily growth rate. If we get that growth rate lower, we wont overload the Health Care System as much as new york city. As you mentioned a rough day yesterday in louisiana, 1001 cases. And the weather front just to update you, a rainy nasty day in the southeast, alabama, florida and georgia. That is off the coast but its often cruel in new england in april. Sometimes, the storms can come back at you. And this one is going to in reverse and bring in nasty weather thursday and lasting into friday. Keep that in mind, if you can get outside today in the northeast, if your kids and family want to walk around the house in your neighborhood, do so today, because its going to be ugly by the time we get to thursday, friday. I certainly devote add i little time to think about it, right . But think of it. It was a hoax. It was a total hoax. Did it divert my attention . I think im getting apluss for the way i handled myself during a phony impeachment, okay. It was a hoax. But certainly i guess i thought of it. And i think i probably acted i dont think i would have done any better had i not been impeached, okay. And i think thats a great tribute to something. Maybe its a tribute to me. But i dont think i would have acted any differently or i dont think i would have acted any faster. Can you really envision every prominent democrat in this country from all 50 states inside a hot arena 104 days from now . Its hard to envision that. Again, we should listen to the scientists and one of the reasons why the Democratic Convention was going to be held early was the olympics were coming after the republican convention. I think, again, we ought to be able to do what we were able to do through the civil war through world war ii, have democratic and Republican Conventions and primary and elections and still have public safety. Cofoundernd ceo of axios right next to me on a separate screen, jim vander hi hy. What is axios one big thing today . Were look at the inequality that were seeing as a result of the virus. Weve been doing this tracking poll every week to see how people are feeling and reacting to this crisis. What youre seeing is that if youre wealthy or upper class, youre able to work at home, youre able to keep your job. But if youre working class, if youre poor, youre either having to risk your life and go into work or youre losing your job. And whats interesting is when you measure the mood of the two groups, its actually the people who are keeping their jobs and able to work from home who are saying that theyre feeling more stress. Wow. More mental anguish than those that are having to actually do the harder work of going into work or the fear of potentially losing their job. So its been interesting just to track how much people are starting to really pay attention, change their lives across every different geography in the country. We havent gotten into a lot of this, but the emotional toll, the emotional consequence of all of this, i think, will stay with us for quite some time. What is this poll telling you about that you see the president yeah, go ahead. You even see President Trump talking about this, he said i think the other day in his press conference that he thinks there could be more casualties from the Mental Health consequences of this, from people having to be at home, from the depression that comes when you have lost your job or when youre sort of strained financially or emotionally at home. And i do think that that part of this is going to outlive no matter how long this part of the crisis lasts. Its incredibly disturbing to even think about how life is going to be once we actually do emerge from all of this and what people are going to be like. I feel like its going to be a lot different than how weve known life to be up until this point. We hear the outbreak is spurring a new labor movement. What can you tell us about this . Youre seeing all different sectors rise up and sort of use their organizing power to either force changes within the workplace or be able to force what their companys doing. You see a dbig movement in the auto area where youre being transferred over to produce ventilators. Its a moment for labor. Its changing every part of our lives. Look at that press conference last night, the history books will remember last night. You had a president whos usually spinning, tries to be very optimistic, that was one of the grimmest, darkest, most somber press conferences i can recall in my lifetime of covering the presidency where you had the president and americas Health Experts sitting there on stage warning that the best Case Scenario or at least a good scenario could be 100,000 people to 240,000 people dying. And that is such a dramatic shift for this white house. This is a president who a week ago was saying we might be able to get back to work by easter time. Now, if you read between the lines, it looks like everyones going to be home not just april, probably into may, and maybe life returning to some semblance of normality in june. So donald trump was late to this, but now hes in line with the experts. Hes as scared, you can see it in his face, you could see it in his words yesterday of the data thats coming in. Theyre extrapolating what we saw in china, the curve we saw in italy, what were seeing in new york and were thinking what will happen when that unfolds across other cities and states across the country over an extended period of time. The president was right. This is going to be a very, very painful unprecedented moment for the country. Do states get smart quick enough to have people quarantined . But, as being realistic, we need to prepare ourselves that that is a possibility that thats what we will see.
