Well start with more than a trillion dollars wiped outyesterday from the market. The dow jones and s p dropped 3 . The meltdown was triggered after chunsed announced it would retaliate by raising tariff rates on a wide ranging of american goods. President trump who once labelled himself as tariff man and asserted trade wars are good and easy to win down played and later joked about the situation. Were in a very strong position. Our economy has been very powerful. Theirs has not been. Weve gone up a lot since our great election in 2016. We have a good relationship. Maybe something will happen. This is a very positive step. I love the position were in. So our farmers will be very happy. Our manufacturers will be very happy. And our government is very happy because were taking in tens of billions of dollars. I think its working out very well. So were in a very good position. And i think its only going to get better. Can you guarantee a trade deal by china by june 1st. Were in a good position now no matter what do. I want to stathank steve mnuchk. He just got back from china. Well let you know in three or four weeks whether or not it was successful. You never know. President trump yesterday again threatened to slap 25 tariffs on the remaining 325 billion worth of chinese goods the u. S. Imports each year. If that occurs Morgan Stanley says the country could fall into a recession. Goldman sachs warns it could result in a poi. 4 hit to gdp. President once again falsely claimed china is paying for his tariffs. Were taking in hundreds of billions of dollars. Were taking in billions of dollars of tariffs and those tariffs will be tremendously if you look what weve done thus far with china we never took in ten cents until i got elected. Now were take in billions. Its in the form of tariffs and taxes and had a tremendous impact. If you look at the first quarter, we were at 3. 2 . People were very surprised. A lot of that was the tariffs we were taking in from china. So we have tens of millions of dollars pouring in to our coffers, the coffers of the u. S. Treasure. They say the cost of trumps tariffs have fallen on american businesses and households and with a great engineer impact on Consumer Prices than expected. There are no indications that u. S. And china trade representatives are scheduled to meet in the immediate future. President trump is set to meet with chinas president xi jinping in japan. Attorney general bill barr has tasked the u. S. Win in the counterterrorism with investigating the origins of the fbis russia investigation. John durham a prosecutor with over four decades of experience will lead the investigation, according to two people familiar with the matter. Msnbc has not independently confirmed this report. Durham is heading up an investigation on media takes. This follows calls from President Trump to investigate the investigators. Listen to this. It began illegally and hopefully somebody will look at the other side. There are a lot of people that have done some evil thing, bad things, treasonous things against our country. Those people will certainly be looked at. Ive been looking at them for a long time. If we had done this to president obama, you would have 100 people in jail right now and it would be treason. We have to see how it started. Ill leave that to other people including the attorney general and others to make that determination. However, the Justice Department had already been looking into the russia probe. The departments Inspector General is expected to release a report on origins of the investigation and the controversial dossier in the coming weeks while the u. S. Attorney in utah has been reviewing the fbi surveillance decisions in the investigation and its handling of the Clinton Foundation for more than a year. And the times aedes this note mr. Durhams role essentially giving him a special assignment but no special powers appear to aim side stepping appointment of another special counsel like robert mueller. Last month President Trumps Election Campaign declined to join several Democratic Candidates in publicly declaring they wouldnt use hacked material to their advantage. Speaking with reporters yesterday, President Trump reversed that decision while bending his own history with stolen documents. On your campaign, sir, will you mitt to not using any information stolen from a foreign adversary . I never did use as you know. Thats what the Mueller Report was all about. They said no collusion. The Mueller Report did not establish that the Trump Campaign conspired or coordinated with russias hacking against democrats in 2016 they did find this. Quote the campaign expected it would benefit electorally from information stolen and leased through russian efforts. That information was used routinely and enthusiastically by President Trump on the stump. Now, this just came out. This just came out. Wikileaks. I love wikileaks. This wikileaks stuff is unbelievable. It tells you the inner heart. You got to read it. This wikileaks is like a treasure trove. I love reading those wikileaks. Joining us now from Washington White House reporter from axios. Elaine, good to talk to you. The fact that im asking this question is interesting. We have nearly all democratic president ial contenders took this pledge not to use stolen info in the next athletic cycle. You heard what the president said whether or not his campaign would use it. Obviously driving home the fact that hey you saw what was in the Mueller Report. We didnt use stolen information. That could be argued, of course. What do you make of this . I do think him saying they never used stolen information isnt exactly true. We saw what the Mueller Report said, they did expect to benefit from that information and i think thats the key thats holding a lot of people, especially after yesterday have been reaching out to the campaign and the white house asking this question directly and not getting any answers. The president did say he would pledge to that but oftentimes we have seen the president and campaign are sometimes not always on the same page with these things. I think a lot of it is being, you know, trying to be stock market abo smart about this. So i think the campaign is trying to be careful in what they promised early on. Its a stark contrast the campaign is not saying no we won use this while every other democratic candidate is pledging to. Lets talk about the trade war. President trump is going to stick with his approach even despite this market volatility. What do you make of the president s outlook on this trade war with china as markets as weve seen yesterday took a sharp tumble. Right. A lot of Senior Administration officials have told us that they really dont see china and the u. S. Right now are so far apart on some sort of deal they dont expect one Senior Administration official said they dont expect a deal even by the end of the year. I think thats very different from what the president is saying publicly and its a we whether he believes a deal can to be done or temper market expectations. Right now the economy is the best thing going for him heading in to 2020 and a lot of republicans working behindthescenes, different super p. A. C. S and groups that are in support of this president recognize if the economy tanks before 2020 that would put him in a dangerous situation. So i think the president is trying to remain optimistic, but right now everyone who has been working behindthescenes on this china deal are having a lot more concerns. To take it one step further some people have said if the economy does tank this could make him more vulnerable to impeachment proceedings ahead of the 2020 election. So well have to wait and see what happens there. Thank you. Well talk to you again in just a little bit. According to new reporting by the washington post, Kirstjen Nielsen and another top immigration official challenged a secret white house plan to arrest thousands of migrant families in major cities across the United States. Now seven current and foreign relationser dhs officials tells the post the administration wanted to target families that crossed u. S. Mexican border after the failed policy in. 2018. According to those officials the purpose was to send a message the United States was going to get tough by swiftly notifying detain and deport recent immigrants including families with children. Secretary Kirstjen Nielsen path stop to the plan due to concerns about a lack of preparation by i. C. E. Agents, the risk of public outrage and worries it would divert resources from the border. Administration officials who describe the plan to the post said the push back was a factor in President Trumps decision to oust both of those officials. Actress Felicity Huffman pled guilty to federal charges for her role in the College Admission scandal. Yesterday she admitted to paying 15,000 to have wrong answers corrected on her daughters s. A. T. Exam. She broke down in tears while explaining she requested extra time for her daughters test for legitimate medical reasons. The former desparate housewives star charges include conspiracy to commit mail fraud. Prosecutors recommended that Felicity Huffman receive four months behind bars. A sentencing hearing is set for september. Joining us here on set is danny cevallos. Obviously there was a maximum of 20 years in prison she could have seen which was not even a question but four months there. Do you think she will see even that four months in prison . She still has a shot at a straight probation sentence or zero months in prison. Her current sentencing guideline range is four to ten months. The government agreed they would go with the low end of the guideline range which is four months. But they also agreed Felicity Huffman can argue at her sentencing that she belongs in a lower guideline range, that the loss or gain caused by her crime is less than the government says it is. So if she succeeds she could be in a lower category of zero to six months and then in addition to that even if she remains in the four to six month category she can still ask the judge to give her a below guideline sentence. The guidelines are advisory only. The judge has to calculate them but can go below them if the judge feels its highprofile s the likelihood the judge will try to make an example out of her. Probably not with Felicity Huffman because shes the textbook example of a defendant who once accused races to the courthouse, races to prosecutors, cooperates, accepts responsibility and does not cost the taxpayers the price of going to trial. These are the kind of defendants that the judge will give extra points to for the acceptance of responsibility and she really has a good shot of a probation only sentence unlike some other defendants in these cases. I want to switch gears to a story we mentioned, this new reporting that officials challenged plans to arrest thousands of families at the border. Is there any legal blow back though likely not any legal blow back because this was just a contemplated plan. Had it been executed. The problem with these summary designates about how to handle migrants at the border is that they have legal implications because there are protections in place due to Court Decisions that create ripple effects any time the administration makes these decisions without looking into the logistics and the effects of those decisions. Thats what we see some of the push back was by some in the administration before they were oust. The story reminded me of one a couple of weeks ago the president was thinking about bringing back family separation policy. They didnt move forward with it because of logistical reasons. The logistical problems and it would round afoul of the law. Had decisions on the family separation issue, which creates strict rules about how long and. How these families can be separated. So the administration, and then it controls immigration is constrained by those judicial decisions. But it wasnt because of a moral reason, because of the fact that babies and mothers and fathers would be separated at the border. I remember seeing those startling images at the border when the family separation policy was first put in place. Thats one of the most concerning things. Its scary. When you separate children in the United States, if for whoever reason parents are separated long enough, that child starts on the path of parental termination of parental rights. Rod rosenstein officially left the Justice Department, but his defense of his conduct as deputy a. G. Continues. Last night in a speech at a civic club in baltimore, Rod Rosenstein stood behind his recommendation to fire former fbi director comey for his decision in the Hillary Clinton investigation. He also responded to comeys recent oped in the New York Times in which comey called Rod Rosenstein and a. G. Barr accomplished people lacking inner strength who cant resist the compromises necessary to survive President Trump. And that adds up to something they will never recover from. It takes character like James Madison to avoid the damage because mr. Trump eats your soul in small bites. What a line there. Last night Rod Rosenstein said this. I do not blame the former fbi director for being angry. Would be too if i were in his shoes but now the former director seems to be acting as a partisan pundit selling books and earning speaking fees while attacking my strength of character. Thats disappointing speculating about souls is not a job for police and prosecutors generally we base our opinions on eyewitness testimony. Sign recent days the Trump Administration has acted to prevent former White House Counsel Don Mcgahn from sharing documents with congress. Its ignored request from the House Oversight committee and coming upon fridays deadline to comply with a congressional subpoena to turn over six years of President Trumps tax returns. Yet when our colleague nbcs Hallie Jackson asked if trump would back up his claim about having the most Transparent Administration in history, the president passed the buck. Should don mcgahn be held in congress . I dont know whats going on. I can tell you theres never been anybody so transparent as the Trump Administration. You talked about transparency. If youre transparent why block these house democrats. Because they are asking for thing that they are not entitled to. I could ask them, i assume, if they ask me, i could ask for the same kind of thing. Members of congress are not required to make their tax returns public but every major president ial candidate since the 1970s has released some of their tax returns. At least the end of the current democratic president ial candidates have released recent tax returns all dating back at least for a decade. Lets talk iran. The Trump Administration is entertaining a potential plan that would involve sending tens of thousands of troops to the middle east amid growing tensions with iran. According to the New York Times, citing Administration Officials during a meeting on thursday with President Trumps Top National Security aides acting defense secretary Patrick Shanahan presented an updated military plan that includes sending up to 120,000 troops to region. The times said the move would hinge on an iranian attack on American Forces or if teheran accelerates work on nuclear weapons. The plan does not call for a land invasion of iran, which would require a larger number of troops. According to the times the changes to that plan were ordered by National Security adviser john bolton reflecting his influence as one of the top administrations severe iran hawks. He previously pushed for a military confrontation with iran over a decade ago. The times said its unclear if President Trump who has sought to pull the u. S. Out of military operations in afghanistan and syria has been briefed on the details of the plan. With those tensions with iran on the rise the u. S. Is now pointing the finger at teheran for a wave of attacks on ships over the weekend. According to reports a u. S. Official says that an initial assessment shows iran was likely behind the attacks on two Saudi Arabian oil tankers and two other vessels from norway and uae at the strait of hormuz. The evidence is not conclusive and a u. S. Team is assists the uae in examining the damage to ships. During an oval office appearance with hungarys Prime MinisterPresident Trump was pressed again by Hallie Jackson on the potential for military conflict with iran. Are we going to war with iran . Are you seeking regime change there . Well see what happens with iran. If they do anything it would be a bad mistake. Im hearing little stories about iran. If they do anything they will suffer greatly. Joining us again, the reporter for axios. What do you make of the report that the Trump Administration is drawing up plans to potentially send troops to the middle east ahead of any potential conflict with iran . Well its huge. It shows the, you know, the escalating threat between our two countries. And i think what is key is that the report did say it was unclear whether the president has been involved in these talks. Thats something to keep in mind. Ambassador bolton is one of the biggest hawks on iran and the administration and there has been some tension between the president and bolton in the past. We saw last week some tensions between the president on venezuela and some of his Public Comments on venezuela. Thats important to keep in mind. Again be very interesting. The president is open to this idea given that hes been trying to withdraw troops from the middle east, from afghanistan and syria and so to be open to the idea of sending some back would be a big change in his policy. This isnt necessarily, those a surprising move considering the u. S. Pulling out of the jcpoa. Then you had the one thing that was the most telling to me which was the intelligence briefing at cia headquarters you had gina haskell involved, dan coats involved as well. Something like that when Iranian Intelligence as we well know is sensitive and you have an tension briefing taking place at cia headquarters at 7 00 in the morning on thursday which is also unprecedented. You have to think that something more is going on and some planning is going on. Well have to wait and see what happens there. Lets talk about Rod Rosenstein and james comey. Thats interesting. This feud thats building between the former deputy a. G. , Rod Rosenstein and james comey. What do you make of it . It is very interesting. It does make you think that Rod Rosenstein has been harboring some of these feelings for some time because now that hes left the Justice Department hes being much more vocal about his feelings about the former fbi director. I think its more emblematic, the Bigger Picture this is supposed to be an independent department. In the past few years weve seen how politicized its become. Its interesting how these two massive figures in the Intelligence Community are butting heads on this. I think its only going further people on the right and the president and his administration who are pushing to investigate the investigators, this all comes back to that and i think that we wont this won be the end of what we hear from it. Great point. Thanks for your insight this morning. When is Rod Rosensteins book coming out . Lets talk tariffs. Major u. S. Were told by top Administration Officials that a resolution is not close, that a deal is not in sight and theyre much less optimistic inside than theyre projecting outside. Behind the curtain the president said yesterday that he was going to meet with president xi, also possibly president putin at a world summit at the end of june. Were told that may have been an effort to steady the markets, the reason they put out that little tidbit of news. You think theres a possibility theyre not even meeting but they just want to put that out there . They probably will meet but that was the reason for putting it out because we saw the markets having their worst day in months and a top Administration Official tells Jonathan Swan that based on their reading of the situation, its possible that this deal is not resolved by the end of the year. They said that the differences are that profound. So this could last all the way into 2020 it seems in the election . When you say it that way, thats exactly right. And larry kudlow, the president s economic adviser, was right when he was out on the air on sunday saying both sides will suffer. And theres an increasing appreciation of the fact the u. S. Consumers suffer as part of that, even though the president is not acknowledging that in his rhetoric. I talked to white house official who is say the president is not going to change his approach to china despite the market volatility weve seen yesterday. Take us inside the president s mindset as best youre able. What are your sources telling you about President Trumps thinking on all of this . The president thinks that the chinese will onlyforce. In his mind the chinese will suffer more in this because they buy more products is his calculation. But we know the president watches cable news throughout the day. The market yesterday was a dominant story and i talked to people inside who say that the president very much equates his Approval Rating with how the stock market is going. And so theres going to be a lot of questions inside about the market and im told that theres going to be a real internal fight between some of the different factions to explain to the president why in is happening in the markets. Is the president , mike, willing to sacrifice the economy or economic progress for political promises, for fulfilling political promises, which is being tough on china . He definitely wants to Show Movement on his political promises, but hes extremely, acutely sensitive to these economic signs. And we had a story at thexios o trumps tail winds pointing out until now the economy had been so promising. If you look at history and todays unemployment rates, its hard to see how he can lose. Now the president in sock are terms an own goal has provoked now something that really is shaking up economies around the world, causing new questions and i saw a headline on bloomberg just now, new fears about a recession. We havent heard about those in a long time. What else are you watching today . Axios is watching this new investigation of the investigators. The New York Times counting up that this appointment of the federal prosecutor in connecticut is the third different investigation into the origins of the trump investigation. So you have a dinner or a meal with a trump person and they keep saying lets move on, this is finished business and now you have the administration, the president s attorney general, digging in wanting to follow his advice to investigate the investigator. So the findings of that and the reasoning of it, the propriety of that is going to be exciting to watch. Moike allen, thanks for your time today, sir.
