One victim was a 3 month old who was killed when a tree fell on his familys mobile home. Meanwhile, hundreds have been rescued from the flood waters as florence sent feet into homes and businesses. It was waist deep inside the house. Once we got off the porch, it was up to our shoulders. The city of wilmington, North Carolina, became inaccessible after major flooding left all roads leading in and out of the city underwater. A local nbc reporter caught a group of looters on camera at a Family Dollar in wilmington. Police have reportedly arrested several individuals. Jo lets talk a little bit about the efforts that are underway. How is it looking where you are today. Let me show you how its looking where we are in the heart of downtown wilmington. There are trees like this one, gorgeous old trees that are literal ly pulled up out of the ground and look like Mother Nature treated them like twigs. Its not the wind damage now theyre most concerned about. Three days later, florence will not loosen her grip on the carolinas. Still got water coming up further than it ever does in a normal storm. Reporter rain causing dangerous flooding. When we opened the door, thats when we saw all the water. We were like, oh my god. Water everywhere. Reporter water swallowing homes and communities. Just evacuating people. Reporter heros helping those escape swollen rivers whose water has nowhere else to go. This storm has never been more dangerous than it is right now. Reporter sadly, a rain soaked tree fell on a mobile home, killing a 3 month old infant inside. If you live close to trees and you go out and inspect your property if you feel like a tree is going to fall, then move to some location thats safer. Reporter a tragic reminder of just how dangerous florence still is. Rain is still in the forecast for today and tomorrow, so its definitely not the time to let our guards down. Thats the latest here in wilmington, North Carolina. The author of a confidential letter accusing Supreme Court nominee Brett Kavanaugh of Sexual Assault more than three decades ago identified herself on sunday. Christine ford, a 51yearold Research Psychologist in Northern California spoke publicly for the first time in a report by the Washington Post. She alleges that one summer during high school in the early 80s kavanaugh and a friend drunkenly corralled her into a bedroom during a gathering of teenagers at a home in maryland. She alleges that kavanaugh forced her on her back on a bed and grinded his body against hers and attempted to pull off her bathing suit while a friend watched. He put his hand of her mouth when she yelled. She was able to escape after kavanaughs friend mark judge found them. Ford said she told no one about the incident in any detail until 2012 during a therapy session with her husband. Her husband said that in the session he recalled his wife used kavanaughs last name. Portions of the therapists notes were provided by ford to the Washington Post but they did not mention kavanaughs name. But the notes do mention she was attacked by members of an elite boys school who became high r k ranking people in washington. Nbc news has reached out but has not independently confirmed fords identification. The author of the Washington Post report emma brown will be coming up on morning joe this morning. When asked for comment on the Washington Post piece, the white house issued kavanaughs state from friday where he said, quote, i cat gorily deny this allegation. I did not do this back in high school or at any time. Mark judge strongly denied the incident occurred. On friday, judge told the Weekly Standard in an interview, quote, its just absolutely nuts. I never saw brett act that way. Judge did not respond to the Washington Post for comment on sunday. Rudy giuliani is trying his pest to spin the Cooperation Agreement between Paul Manafort and bob mueller. In fact, the deal calls for manafort to cooperate fully, truthfully, completely and forthrightly in any and all matters in which the government deems cooperation is relevant. Giuliani insists the Cooperation Agreement does not involve the Trump Campaign. Allen dershowitz is having a hard time understanding that one. What i dont understand is how you can say that the deal is limited. The deal says that manafort will cooperate about anything that the special counsel asks him about. There are no limits. I understand why Rudy Giuliani wants to put this in the most positive light, but this was a very bad day for the Trump Administration. Its bad because he doesnt know what manafort is saying and he cant count on manafort saying only things that the special counsel already knows. When you dont know what a cooperator is saying, then its a bad day for you because youre vulnerable and exposed. Manafort could have a lot to offer the special counsel. In fact, manafort attended that trump tower meeting with the russians where don junior expected to get dirt on hillary clinton. Theres also the Russian Oligarch d oligarch. There was also the mysterious change to the Republican Party platform that weakened its position on assistance for ukraine. That happened under manaforts leadership. Then theres manaforts Business Leadership with russian intelligence agents and his relationship with roger stone, who appears to have communicated with wikileaks around the same time the democrats emails were hacked and leaked. Lets start with the other story before we get to Paul Manafort which is the Brett Kavanaugh confirmation. Big bombshell news over the weekend, these allegations that came forward in the Washington Post. How could this now play out for judge kavanaugh with all the revelations . Youre getting some senators who are now teetering on asking for a delay in his confirmation. Echoes of the Clarence Thomas confirmation where almost at the end of the nomination process we may see additional hearings or at least a delay. Its looking like this scandal is the kind of thing that might cause at least two republican senators to rethink their position. How do we get to another round of hearings . Is that just a majority vote or is it up to the chairman . Its up to the chairman, but of course as weve seen, the Senate Judiciary committee has its own way of working these things out. They could try to call the p professor to testify. It will be additionally interesting whether or not she refuses or declines or doesnt want to. We saw similar situations in the Clarence Thomas anita hill scandal where not just anita hill testified but there were additional potential accusers that did not testify. Anita hill had put out a statement over the weekend. Lets switch gears and talk about Paul Manaforts decision to work for the special counsel. All we talk about, it seems, is what we dont know and what we might know. Heres what we know. Number one, Paul Manafort must have had Something Interesting to offer the government. At this late stage after a trial. Point number two, the government must have really liked what it heard, was the government is notoriously stingy about Cooperation Agreements and they dont want to cooperate anyone who they think will be providing false information. Number three, trump and his team do not appear concerned about manafort. These are things we can all draw from the last few days. That leads me to believe that it might not be trump that manafort has offered up to the special counsel. Or at least trump believes that manafort cant possibly hurt him. Otherwise if at this stage manafort is cooperating against trump, his hope for a pardon was all for naught and maybe he went through a trial for nothing. A growing number of senators from both sides of the aisle are calling for the confirmation vote on Brett Kavanaugh to be delayed in the wake of the Sexual Assault allegations made against him. A number of leading democrats called for an investigation and for their colleagues to hold off on voting whether to place kavanaugh on the Supreme Court. Senator jeff flake says he is not comfortable voting yes on kavanaugh until he hears more from the nominees accuser. Flake is one of 11 republicans on the narrowly divided committee and his support is seen as critical to move kavanaughs nomination to the full senate. A spokesman for Mitch Mcconnell did not say whether he would delay any vote on kavanaugh. But Chuck Grassly appears to be moving forward with the confirmation process. In a statement grassley writes its disturbing that these uncorroborated allegations from 35 years ago would surface on the eve of the vote. If Ranking Member feinstein and Committee Democrats took this claim seriously, they should have brought it to the committees attention much earlier. Senator feinstein should publicly release the letter she received back in july so everyone can know what shes known for weeks. Democrat dick durbin will weigh in on that confirmation vote. Some lawmakers are calling for judge kavanaughs accuser to tell her side of the story. Senator bob corker says he believes a vote on kavanaugh should not be held until the accuser speaks to the committee, which he says she should do fromp promptly. It appears so far that shes been aware of the attack the entire time. What about Brett Kavanaughs case against the accuser . That is never going to happen. You may be surprised to learn that members of congress can lie with impunity in hearings like this, but witnesses can be charged with perjury. However, even if a witness lies in a senate hearing, they may be charged with perjury, but there is no case against them for liable. If this witness provides testimony to congress and if, for example, it was not factual, then Brett Kavanaugh would have no cause of action against her for liable, slander or anything else. What about if it turns out that she has a credible claim and it is somehow proven to be true, what about Brett Kavanaughs denials in front of that committee . The modern trend in defamation is to sue someone for denying someones original story. Now you get into this back and forth trying to prove what was the lie. There was so much water. It just takes a long time for it to gather and head to the big rivers and head out to sea. Most of the damage has been done with this storm. Id say maybe 9095 . There are still areas that will see new flooding concerns and new flash flooding too. Heres how it went in North Carolina. Swa swansboro had almost three feet. We set rainfall records for landfall and tropical system in South Carolina and North Carolina. Never in recording history have those two states seen this much water from any one storm. We still have the tail of the storm with thunderstorms in North Carolina this morning. The heaviest rains are out of the flood zone, but we still have a little bit of problems to the north. Any time you get rainfall in the mountains, it doesnt take much to get flash flooding. Roanoke is under a Flash Flood Warning this morning. All of these red counties are all Flash Flood Warnings that continue. That equals about 5 Million People. Because the storm is heading north, it still has a lot of moisture. We have new flash flood watches through central pennsylvania, washington, d. C. , Central New York and through the catskills and boston too. So for today, were under a moderate risk of a flash flood threat from harrisonburg up through the mountains of eastern West Virginia right through State College in central pennsylvania and the new york pennsylvania border. Tomorrow that extends into areas of the northeast. We start off monday with obviously the heavy rain here, not a lot of other problems across the country. Tuesday we take that rain through new england. Its not until wednesday that were finally done with this mess on the east coast. Despite staying out of much of the public white house drama and his bosss twitter feet, defense secretary jim mattis is the latest member of the Trump Administration to fall out of the president s good graces. The New York Times reports that mattis may be asked to leave the administration after the midterms. Thats according to interviews with more than a dozen white house, congressional and current and former defense Department Officials over the past six weeks. Among the president s grievances, hes annoyed at unfavorable comparisons that portray mattis as the adult in the room. Trump has grown increasingly concerned that mattis is secretly a democrat at heart. Two aides also say trump wants mattis to act more like mike pompeo, who is a political supporter of the president. White house officials also say that put that multiple policy differences are also to blame. Its obviously whats going to happen with this Kavanaugh Hearing and these allegations over the weekend. What were hearing from republicans late last night is they plan to play hard ball on this and really go to war to protect and to get kavanaugh through this week. Three things they are going to do, one theyre going to say, look, this is fishy timing, this happened in the days before we are scheduled to have a vote when democrats knew about it for months. Two, there is a lot of talk around kavanaugh that they want to try to force the accuser to go to be in public at these hearings to testify so that she can be under oath and that she can be grilled by republicans. And three, they are already whispering that, listen, if somehow you derail kavanaugh you will get an even more conservative republican put on the bench. So this is going to be a real high stakes week obviously for him, for republicans. Theres definitely real queasiness, republicans look at some of these senators like flake and Susan Collins and others who are saying we want to be able to hear her testimony, we want to make sure that that happens before there is a vote. There is nervousness. Let me hone in on Mitch Mcconnell for a minute. Hes obviously remaining tight lipped over all of these allegations and whether a full senate vote will take place, a little different than Chuck Grassley here. What is axios hearing about his thinking on this matter . I mean, Mitch Mcconnell is always about the votes, if he think he has a votes its going to happen, its going to happen when he wants it to happen. So far republicans assume that they would have the votes, this he assume also they are probably going to have to delay things a little bit to hear her testimony. I dont think Mitch Mcconnell will think that much about the politics. There are real politics here on both sides for the Republican Party. You look at this election map if you step way back where republicans are getting clobbered is among suburban women. At the end of the day if they have a bunch of white men once again defending another white man against the accusation of a woman, they worry that that just further hurts republicans in suburban districts. I dont think Mitch Mcconnell will think that way. He will think if ive got the votes hes going to do it, try to get it through and its been a lifelong crew said for him. I know you guys have new reporting on the midterms and major missteps that republicans have made ahead of them. What did you find . You saw a little bit of this over the weekend. The president s twitter feed where hes starting to point fingers and say if we didnt have all these retirements, if we didnt have mueller out there my numbers would be through the roof and we wouldnt lose seats in november. Republicans are kicking themselves. They know this was a once in a generation chance to cement a republican majority. That senate map is an awesome map for republicans. In truth these house districts are carved up to help republicans because of redistricting over the last 20 years and republicans are rich, they should be raising so much more money than democrats. Theyre not raising more money than democrats, looks like theyll lose the house, theyre probably not going to win any of those seats, maybe one at most of the seats that democrats hold in states that trump won. So republicans are really, really down on themselves, theres going to be i think a lot of infighting after the election if the outcome is what people think the outcome is going to be. They will know they had this chance to cement a majority that they no longer have. What could the longterm ramifications of the midterms be for the Republican Party given everything that you just outlined if, in fact, democrats make these major gains in some of these contests . Thats a smart question because it actually takes that and adds to it the kavanaugh conversation that were having. In 2012 there was an autopsy after republicans lost and there was unanimous verdict that they have to become a party that can attract women and that can attract minorities. If at the end of this election its a party of just more white men, its not sustainable if you look at demographic patterns thats not a political statement, demographic patterns show that women vote more than men and minorities are a rising part of the population.
