Good morning, friday, november 3. Im Ayman Mohyeldin along with Yasmin Vossoughian and louis burgdorf. Confirmed to the New York Times what did unsealed confession of another trump adviser claimed that the president and attorney general Jeff Sessions were told in early 2016 about the advisers foreign connection who hoped to arrange a meeting with russian president vladimir putin. Court records show frequent discussion in 2016 between suspected russian agents and George Papadopoulos. National Security Team member who pled guilty to misleading investigators. Now one session says that on march 21, 2016, papadopoulos attended National Security meeting in washington, d. C. With then candidate trump, then senator sessions and other advisers and thats when papadopoulos introduced himself to the group. Stated he had connections that could help arrange a meeting between trump and putin. Now, jd gordon, a former pentagon spokesman and trump adviser sitting between sessions and tpapadopoulos. Confirms to nbc news he remembers the officer and what was said. Said papadopoulos went into the pitch right away. Said he had a friend in london, the russian ambassador, who could help set up a meet with putin. Said listened with interest. Sessions opposed the idea telling them that no one should talk about it because sessions thought it was a bad idea that he did not want associated with the campaign. Revelation of conversation directly crickets what the president had steadfastly claimed. Take a listen to this. Can you say whether you are aware that anyone who advised your campaign had contacts with russia during the course of the election. I told you general flynn obviously was dealing. Thats one person. As he should have been. During the election. No, nobody that i know of. I have nothing to do with russia. To the best of my knowledge, no fern that i deal with does. So white house special counsel responded to the times saying the medias willingness to inflate papadopoulos. Into an important thought meter into campaign or russian operative is ludicrous. Evidence so far suggests he attended one meeting. Said something about russia and immediately shutdown by everybody in the room. Very important to remember he is not a criminal now because of now because of anything he did for the campaign. He is a criminal because he initially lied to the fbi. House republicans unveiled long awaited tax reform bill. The greatest overhaul of the tax code in three decades. Business friendly proposal that trump said would result in a raise for the american family. That may actually depend on where you live. Nbc capitol hill explains. President trump and congress rewriting the tax code. Racing to pass a bill that will affect every american family. Turning seven tax brackets into four. Doubling the standard deduction. Increasing child tax credit. This is a middle income tax reduction. Its not necessarily that clearcut. Bill slashes the Corporate Tax rate to 20 from 35. Eliminates estate tax helping wealthy americans and ends deductions that many families rely on for million expenses, Student Loans and state and local taxes. Its a complex, comprehensive issue that you cant just go in for one hour and get it all and say, okay, looks fine. Whether its good for you will depend a lot on where you live. Take the flowers family. In cresten iowa. Under the new plan, standard deduction will double. Saving them money, but the plan could hurt the family in new york also making 80,000. Right now they itemize their taxes writing off the morgue interest and ducting high state and local taxes. Under the new plan, forced to pay more because they lose that state and local deduction. At least four republicans are already opposed. House Speaker Paul Ryan are only lose 22 republican votes. If republicans cant get this done, do you deserve to control the congress. Were going to get this done because we told the American People this is what were going to do if we get this majority and guess what, were doing it. Democrats attacking the plan as a give away for wealthy americans. This bill is like a dead fish. The more it sits in the sun, the more it stinks. Nbc casey hunt reporting. Coming up on morning joe, hear from kevin brady. Former Trump Campaign chair Paul Manafort and associate rick gates remain on house arrest through the weekend. Home confinement since indictment this week on charges of tax evasion, bank fraud and illegal foreign lobbying. A bond hearing is set for monday to discuss loosening the conditions. Judge says she has concerns about flight. Manaforts Attorney Says theyve argued theyve known he could be indicted since august and traveled abroad since then. Always returned. This is an imagined risk the not real. Judge also considering a gag order in the case saying this is a criminal case and not a Public Relations campaign. I expect counsel to do talking in this courtroom and in their pleadings and not on the courthouse steps. The judge there appearing to admonish manaforts attorney for his statement outside the courthouse monday. We should also mention the judge says the trial could start as early as april. Joining us from washington, molly, good to have you with us this morning. Lets talk about the big tax bill introduced yesterday. House republicans very excited about it. President trump House Speaker expressing enthusiasm. Weve shown in the previous clips, there are a lot of skeptics. Some within the Republican Party itself. Walk us through the overview of what are the main issues and who exactly within the party are we likely to see opposition from. As casey reported, the republicans can only afford to lose 22 votes. Democrats ive talked to are largely opposed and unlikely to support the bill. Republicans that they can afford to lose, well, theres about 28 of them that live in the four states that are these purple states like new york, new jersey, more blue states. New york, new jersey, california, illinois, that would get hit very high with these state without allowing their constituents to duct state and local taxes. And thats a big deal. So the way the republicans go about trying to win those votes when already four of those you know purple state, purple district republicans have said they arent going to vote for it or dont support the package as it is, thats going to be a tough needle to thread. Yes. Certainly going to be a fight were going to see ahead. Turning now to the russia investigation here. Former Foreign Policy adviser molly carter page testifying for the committee for over six hours yesterday. What do you know about what took place. Those behind closed door hearings, those are very its exhaustive. I heard he was up there for almost eight hours. You know, in the meantime we have all the tax reform breaking. You know, essentially, well find out what he has to say. It just raises more questions for the house intel members. I know a lot of the republicans on the Committee Want this thing to be over. Democrats are asking tough questions. So well see what happens. I think the big question comes in regard to attorney general sessions and revelations that he was in meeting with papadopoulos. When you have al franken coming out, former bff saying we want to hear from sessions behind closed doors, thats a big deal. Well see what happens on the senate side. Now to bombshell report from former intern Democratic National Committee Chairman donna brazil concerning longterm suspicions that the democratic primary was rigged in favor of Hillary Clinton. Took the helm on the eve of last year when shults resigned showing Party Officials internally criticizing the campaign of senator Bernie Sanders and actually expressing support for Hillary Clinton. Now writing in politico, brazil saying after becoming chair, she discovered a fundraising deal that allowed Clintons Campaign to control the. In exchange for raising money and investing in dnc control the partys finances, strategy and all the money raised. Her campaign had the right of refusal of who would be the partys communication director and make final decisions on all the other staff. Dnc was also required to consult with the campaign about all other staffing budgeting Data Analytics and mailings. She broke the news to Bernie Sanders on september 7. Just two months before the general election. He took it stoically and did not yell or express anger. Yesterday warren who stayed neutral reacted to all of this. Do you think though that what were learning from Donna Brazils book suggest the campaign what the Democratic National committee did meant the election was rigged. I think it was. Thats a pretty powerful charge. What we have to focus on now as democrats is we recognize. The process was rigged. Now it is up to democrats to build a new process, a process that really works. And works for everyone. And President Trump reacted to the dnc scandal calling what was done illegal in an interview and in tweets shortly before 9 30 he wrote donna brazil just stated the dnc rigged the system to illegally ste lly steal the from Bernie Sanders. The saddest thing is because im the president of the united states, i am not supposed to be involved with the Justice Department. Im not supposed to be involved with the fbi. Im not supposed to be doing the kind of things that i would love to be doing and im very frustrated by it. I look the what is happening with the Justice Department, why arent they going after Hillary Clinton with her emails and with her dossier and the kind of money, and, you know, its very discouraging to me. Ill be honest, im very unhappy with it that the Justice Department isnt going. Now maybe they are, but you know as president , and i think you understand this, as a president , you are not supposed to be involved in that process. Hopefully they are doing something and at some point, maybe were going to all have it out. With regard to donna brazil stuff, im going to bet the things she wrote were not meant to empower President Trump. Major headline this morning as nbc news can confirm a second person in a Trump Campaign National Security meeting attended by President Trump and attorney general Jeff Sessions in march of 2016 claimed the two men heard George Papadopoulos claim of a connection to set up a meeting with vladimir putin. Jd gordon sitting between sessions and papadopoulos told the New York Times that the future attorney general shut the idea down and ordered no one to speak of it for fear of embarrassing the campaign. This as another Trump National Security Team member page told nbc news he informed Jeff Sessions he was headed for russia in june of 2016. In an email said, quote, i mentioned in passing i planned on giving a speech in university of moscow completely unrelated to my volunteer role with the campaign. These series of contacts add to sessions meeting with kislyak in july, september in the face of sworn testimony in january, june and october. Of this year. Take a listen to this. If there is any evidence that any one of affiliated with the Trump Campaign communicated with the russian government, and, of course, this campaign, what will you do. Senator franken, im not aware of any of those activities. I have been called a surrogate at a time or two in that campaign and i did not have communications with the russians. I have never met with or had any conversations with any russians or foreign officials. Further, i have no knowledge of any such conversations equity anyone connected to the Trump Campaign. You dont believe that surrogates from the Trump Campaign had communications with the russians, is that what youre saying. I did not and im not aware of anyone else that will did. Hearing very differently now. Collapses seven tax brackets into five. Those making less than 24,000 a year would pay no income taxes. Those who make less than 90,000 would pay 12 . Under 260,000, 25 . And more than a million would pay the top rate of 29. 6 . Now President Trump said the tax cuts would give the average family a 4,000 raise. Yesterday house Speaker Paul Ryan says its more like 1,100. The bill doubles the standard deduction. Increases child tax credit. Preserves 401 k retirement plan. Caps the deduction for new markets at 500,000. Corporate tax rate would go from 3520 . Helps pay for it bib endi inini deductions that many families rely on. One of the most popular, state and local taxes. Bill is criticized across the political spectrum. Chuck schumer said it stinks. Republicans senator marco rubio tweeted the bill is just a start and it doesnt go far enough to help working families and heres republican senator jeff flake. If we are going to do cuts, cuts, cut, we have got to do wholesale reform. We cannot have cuts today that assume that well groel a backbone in the outyears in terms of real reforms were going to need. If republicans cant get in done, do you deserve to control the congress. Whats your second question . Were going get this done. Were doing it. Coming up on morning joe, hear from the point man on tax reform. Chairman of the house ways and means committee. Joining us now from washington, member of the house ways and Mean Committee and member of the house budget committee. Congressman, its great to have you with us. Confirmed youre the earliest rising member of congress to get up. Weapon appreciate y we appreciate you getting up early for us. Lets talk about the bill. Is this the tax plan you had hoped for and now that youre hearing members of your own party with questions and criticisms about it, do you think its going to succeed. One thing i learned about in the washington, no matter what you put out, somebody is going to criticize it. Thats the key. This is a good tax bill. We have to lower Corporate Tax rates. Would i liked to have lowered them even more, sure i would have. At 20 we can be competitive across the world. Really important. Individual tax rates this at least helps the middle income makers reduce their taxes so they have more spending. Its about growth. Its about growing the economy. Im a cpa. Im a business guy for three decades. I can tell you nothing is easy in tax reform. Its easy to throw stones at anything put out there. At the end, goal of this was to lower Corporate Tax rates. Make sure were more competitive and at the same time give lower income taxpayers an opportunity to keep more of their min, which is really important. Lets go with headline there. Lowering of Corporate Tax rate to 20 . Why . Economy is going well. Businesses are doing well in the country. Full employment right now. Optics of this to a lot of people not necessarily good when youre lowering the tax rate by 15 . Well, again, this is about sustained growth. We can have our ups and downs and say the market is doing great today. The market will have its ups and downs as well. We need sustained growth. As a business guy for almost three decades. I can tell you it was tough every quarter to have to ware about what my tax payments were. It was a big chunk. I used to say the federal government weve passed sustained growth so far. Thats the argument from the other side. Im talking about sustained longterm growth. Were talking about shortterm growth. Im talking about sustained longterm growth. Talking about growth in the the 34 range. Not 1, 1. 5 range. We need growth at the 34 to make sure were paying the bills that this federal government has right now. We need longterm sustained growth thats able to continue to grow and thats what this will do. Its so simple for me as a business guy and a family member. When i had to be able to make sure i can compete as a business person, i have to have a competitive tax rate. We are not competitive today and people argue well the effective rate is 18 . Were still whether its effective rate, statutory rate, were one of the highest rates in the world when it comes to statutory rate, we are the highest tax rate. Congressman, let me ask you something. You brought up the it shall of middle income tax families. We did earlier in the program a side by side comparison of two families same side making the same amount of income. Theyre going to be affected by this differently. Some benefit from it. Others are not going to be able to duct mortgages, Student Loans. Theyre not going to duct things like state and local taxes. How do you explain to middle American Families look at this tax bill and see the bottom line get worse as a result of it and convince them youre actually helping them. Especially those with a higher standard of living. Keep in mind before the tax model was put out, 72 of americans dont itemize. I did those tax returns. People think theyre getting a charitable deduction or theyre getting an interest deduction, but 72 of americans do not use the standard do not itemize. Use the standard deduction. Were doubling that. Were going from 12,000 to 24,000. Now its almost 95 of the average americans will not itemize. These expenses were not being ducted anyway. I saw that on many, many tax returns. Now, there are going to be affected. You can take an individual in new york or california or ohio and their tax rate may not change much. May go up. May go down. Instead end, this was about trying to get the most so that middle income americans get a tax cut. I wish we had more time to talk to you. I wish you luck. As you know, washington is washington and thats what makes this country great. Congressman, thank you. Appreciate it. Thank you both. Want to turn now to capitol Hill Reporter joining us now. Molly, lets talk first about the donna brazil sort of bombshell and i imagine washington reacting to this. Skb reporter we heard it with Elizabeth Warren saying she thought the system was rigged. However its unclear what will happen if they do rise to majority and especially in light of whats been going on with the dnc. Who will the leaders be. The leaders have been criticized as being too old and too behind and that i have stayed on. Its unclear how this all washes out. I know this is just sort of fuels the younger democrats in the party who have been frustrated they havent been able to have a bigger larger say in their democratic leadership. Are they the ones actually more divided than the gop. Its unclear. Kind of just chuckled because seems like everybody is in disarray these days. Look at the polls. Everybody is mad.
