Good morning. Its thursday, august 24th. It has been a week of whiplash from the president of the United States. Yesterday he delivered a measured speech from teleprompters to the American Legion in reno, nevada. It came one day after his whield and freewheeling performance in arizona in which he stewed his grievances over charlottesville and shifted blame for his administrations dysfunction, blame being the immediate opposition in washington. That came after another state speech on his afghanistan policy monday night creating a jarring contrast in style and disposition. Take a look. We cannot remain a force for peace in the world if we are not at peace with each other. Believe me, we have plenty of anarchists. A wound inflicted upon a Single Member of our community. Theyve got clubs, and theyve got everything. Is a wound inflicted upon us all. It is time to heal the wounds that divide us. Its a very dishonest media, those people right up there. A new unity based on the common values that unite us. I really think they dont like our country. I really believe that. When one part of america hurts, we all hurt. These are sick people. When one citizen suffers an injustice, we all suffer together. I went to better schools than they did. I was a better student than they were. We are one people with one home and one great flag. I hit them with everything. I got the white supremacists, the neonazi. I got them all in there. We have no division too deep for us to heal. There is no challenge too great for us to conquer. The only people giving a platform to these hate groups is the media itself. Again, if you are wondering, that is President Trump just over the past few days. Not even weeks. In a poll taken over the last week, 29 of voters say the president is levelheaded. 68 feel he is not. All would appear to be fine between the president and the most powerful man in the senate, mitch mcconnell, but the latest reporting shows ongoing strain between donald trump and the man who can help him achieve his agenda. A report in the New York Times described a profanitylaced shouting match on the phone between the two men. Yesterday both the white house and mcconnell put out separate yet similar statements touting their shared goals, inclusion u including tax reform and infrastructure legislation, but did not deny the content of the article. From mcconnells office, we have a lot of work ahead of us, and we are committed to advancing our shared agenda together, and anyone who suggests otherwise is clearly not part of the conversation. It also comes a day after the president needled the majority leader over the filibuster rule just like he did the night before in phoenix. And for our friends in the senate, oh, boy. We have to get rid of the filibuster rule right now. We need 60 votes, and we have 52 republicans. That means that eight democrats are controlling all of this legislation. We have over 200 bills. We have to speak to mitch, and we have to speak to everybody. And the president singling out of the two Republican Arizona senators tuesday night is said to have helped solidify support among Senate Republicans behind the majority leader. Now, at the same time House Speaker paul ryan is dismissing President Trumps threat to shut down the government over one of his pet projects, border wall funding. And we are building a wall on the southern border, which is absolutely necessary. Now, the obstructionist democrats would like us not to do it, but, believe me, we have to close down our government. Were building that wall. I dont think a Government Shutdown is necessary, and i dont think most people want to see a Government Shutdown. Ourselves included. I dont think anyone is interested in having a shutdown. I dont think its in our interest to do so. While we work on doing what we actually said we would do, what weve done already in the house, and we need to do, which is to control our borders, so i dont think you have to choose between the two. Ryan also pushed back on President Trumps criticism of arizona senators john mccain and jeff flake. I think its important that we all stay unified as republicans to complete our agenda. Those two gentlemen are people i respect, know, like, and are friends with, and we just we disagree on certain issues. I can think of a couple with those gentlemen, but nevertheless, we have a very good working relationship, and i think its important for us to stay unified, but i think the president is employing a strategy that he thinks is effective for him. We talked about the intense phone call between the president and the majority leader about russia despite like what theyre trying to at least put out in public, but now i understand politico as even more reporting about the president and that heated phone call and other republican senators about russia sanctions and even the mueller probe. What more can you tell us about . Earlier this month President Trump talked with senator bob corker from tennessee and also tom tillis from north carolina, and they are both about russia. For corker it was about trump trying to press him, who is the Senate Foreign Relations Committee chairman to not go forward with the russia sanctions bill. Corker told him, frankly, it has bipartisan support. This bill is going to get passed and trump was very, you know, angry that this power it would crimp his power because he wants to be able to set the agenda with russia. For a guy who penned a book titled the art of the deal the president has been criticized for not doing enough, for not getting out there, for not armtwisting, for not making phone calls in regards to getting legislation passed in the last six or seven months or so, in the beginning of his presidency. It seems as if, daniel, when it comes to the russia investigation,ing wh inwhen it bob mueller, thats when he is willing to make the phone call and willing to make deals and do some armfwtwisting there. It doesnt seem like he is actually bringing in lots of senators into the oval office to forge a personal relationship with them so that they can, you know, carry out his agenda. He only seems to call senators and congressmen when something is happening on the russia front. A lot of republican senators dont feel like they can work with this white house because its also just consumed by chaos. Trump doesnt seem to get many of these deals. Where is his dealmaking power right now . A lot of republicans also feel like with the white house at historic polling unpopularity, its not in their interest to cooperate with him either. Whats your take on whether or not were going to see a Government Shutdown. Weve heard paul ryan saying its not necessary. The border wall funding issue is not something anybody wants to see be the reason for a Government Shutdown, but donald trump as well was very entrenched in his position saying even if i have to shut down the government, i will get that border wall. I think you know, youre not going to see this huge fight, i think, that will lead to a no border wall, you know, and the Government Shutdown. I think theyre going to resolve this by the end of september. Sometime you actually take a step back and say this is a Republicanled Congress and a republican president. When you talk about what it was like last year the infighting. Hard to imagine that its everyone from the same party. You remember the conversation that was revealed between the president of mexico and President Trump at the time saying, look, just say it. Just say that youll do it just so i can have, you know, people looking at me and saying youre going to get the border wall up, youre going to get it done just so that my base believes me, really. President trump escalating his criticism of arizona senator jeff flake. President trump held a private meeting with some of flakes potential primary opponents on tuesday night ahead of his rally in phoenix, where the president reportedly huddled with state treasurer jeff dewitt and gop chairman robert brant who are both considering a run against flake. Kelly ward who has officially launched a bid against him. The president went after flake without mentioning him by name. Take a listen. Staying in arizona former arizona sheriff joe arpajjo was humbled about the president s remarks about him on tuesday nooilt night. Many are wondering if the president would use the rally to announce a pardon for the law n lawman. Instead of announcing a pardon right then and there, the president had this to say. Was sheriff joe convicted for doing his job . Thats what [ cheering ] he should have had a jury, but, you know what, ill make a prediction. I think he is going to be just fine. Okay . [ cheering ] but i wont do it tonight because i dont want to cause any controversy. Is that okay . Sheriff joe can feel good. All right. Arpaios sentencing is he plans to appeal the conviction. He tells nbc news that he hasnt spoken to the president saying, i have no insight into whats going on. The white house is expected to give the details of a controversial ban. The wall street journal is reporting that guidance for trumps ban on transgender people serving in the military will soon be sent to the pentagon. Sources seen by u. S. Officials is expected to deny future admission to the military for transgender individuals and also allow defense secretary jim mattis to remove Current Service members based on their deployability. Deployability, according to the report, is defined as the ability to serve in a war zone, participate in exercises or live on a ship. It is set to begin within the next six months. The white house declined to comment when nbc news asked for the details. The president s original tweet in late july announcing the ban proved to be divisive, drawing condemnation from leaders on both sides of the aisle in congress. One issue thats sticking out already, the wall that the president wants to build on the southern border with mexico. He has really dug deep on that one, as we heard earlier, saying he is willing to shut down the government. Weve also heard from people like paul ryan saying that wont be necessary. Thats not a fight anybody particularly wants to have. Is there a sense on the hill of how serious this collision course is going to be . I think theres a sense on the hill that republicans and democrats are pretty united on this issue. They dont want to see the National Parks and other necessary parts of the government shut down just to fulfill a Campaign Promise of President Trump. If President Trump had more support on capitol hill for this position where he is linking the budget with the wall, then you might see that a shutdown would happen. It doesnt seem like theres much support on the republican side for President Trumps position. Lets go on this sort of unity stream that you just talked about there. Is there a scenario that we could see republicans and democrats, gasp, coming together over this and making sure theres no Government Shutdown and sort of bucking the president on the wall funding . Yeah. I think, you know, they see that their constituents arent really calling them in record numbers like when they did on health care. You know, to put a wall and stop the government from getting funded and so this may be one of those, like, you know, the hell freezes over moments in washington where you get republicans and democrats saying lets just fund the government. Then lets work on tax reform. The government if we actually want to fund a wall, lets do it as part of the regular order. Not tie it to something that must pass. Yeah. May have been a Campaign Promise. As you mentioned earlier, the Campaign Promise was that mexico was going to pay for the wall. Daniel, one more for you. Politico is reporting another high profile departure to report at the white house. What more can you tell us about that . Sure. Theres a guy named andy hemming, the director of Rapid Response at the white house. A talented guy. He is departing the white house. Were breaking that in playbook this morning. Sources say there was a mutually agreed upon departure, and this comes as a lot of white house staffers look at their futures and say, you know, do i want to continue working for a president where there doesnt seem to be a lot of support in the public and, you know, its a really tough Work Environment where the president undercuts senior staffers on a regular basis. This time throwing out the revised version and it would have allowed people without a voter id to cast a ballot. If they signed an affidavit and supplied paperwork to prove their name and address. Judge ramos, who in 2014, compared the law to a poll tax on mierpts, said that didnt go far enough. The law still refused to accept College Identification as sufficient proof to vote, but did allow gun licenses.
