Anything out to curb a democratic filibuster. Good morning, everyone. It is friday, january 27. Im alex witt. As President Trumps executive order to construct a border wall tied to statements that mexico will pay for it yesterday, that set off quite the Chain Reaction of confusion. Mexicos president will likely cancel his upcoming visit to the white house. President trump tweeted yesterday morning, the u. S. Has a 60 billion trade deficit with mexico. Its been a onesided deal from the beginning with nafta with massive numbers of companies and jobs lost. If mexico is unlikely to pay for the wall, it would be better to cancel the meeting. Then later the mexican president indeed tweeted it was off. President trump said it was a mutual decision and said it was about negotiating the walls price tag. I have said many time that the United States of america will not pay for the wall. And i have made that clear with the president of mexico. We are working on a tax reform bill to reduce our tax deficits and generate revenue for mexico to pay for the wall if we decide to go that route. Speaking with reporters on the flight aboard air force one, sean spicer responded to the president s remarks. If you tax the imports, which is a practice that 160 other countries do right now, our countrys policy to tax imports and let imports come in freely, which is ridiculous, but we can pay for the wall through that alone. If you think about what the border tax on imports are from the this, it will provide funding. Word of the 20 tax of mexican imports was med with shockwaves and met with pushback from Reince Priebus who told Peter Alexander it was an idea in a buffet of options. Last night Peter Alexander said to him about the 20 import tax, were going to tax people coming in. Look, we cannot lose our companies in mexico or any other place and then have them put a or make the product and just send it across our border free. Were going to put a substantial tax on those country, okay . And thats why theyre all coming back, okay . Without that they dont come here leezeasily. President trump said on the border adjustment tax, anytime i hear that i dont liove it. Because usually it means were going to get adjusted into a bad deal. Thats what happens. For the first time, they would be taxed equally. Its leveling the Playing Field creating competition. Thats always good for the consumers. Plus, i am convinced that the World Economy recognizes changes. Well strengthen our main america exports. Our dollar will appreciate. Import, youll be buying more of them at a lower price. I think it balanng out in a major way. But several republicans in the senate reacted skeptically if not without hostility. Republican john cornyn tweeted, many Unanswered Questions about the border proposed adjustment tax latered aing, i dont believe the legislative language has been written yet. John mccain wrote, deeply concerned by the president s plan to renegotiate nafta which could have serious consequences for the country. And Lindsey Graham wrote, Border Security yes, tariffs no. Mexico mexico is Third Largest trading partner. Any tariff we can levy they can levy. Huge barrier to economic growth. And word is mark morgan will be leaving his post as Border Patrol chief. According to some reports, morgan said hes been asked to leave the agency, but instead chose to resign rather than fight the request. It should be noted he had previously clashed with the powerful Border Patrol union which supported President Trump in the election. And just one day after President Trump signed an executive order cracking down on socalled sang ware cities, floridas Miamidade County is effectively abandoning the sanctuary status. Mayor Carlos Jimenez is calling for jails to comply with the federal immigration detention request. According to the miami harold miamidade will receive 355 million in federal funding this year. Jimenez says he doesnt want to put that money in generaler did. President trump responded to that news on twitter writing, miamidade mayor drops sanctuary policy, right decision, strong a number of mayors from new york to los angeles have vowed to fight back against the president s executive order. While speaking at the republican retreat, President Trump reiterated that violence in america is increasing whiled aing the host city philadelphia to his list. Right now too many families dont feel secure. Just look at the 30 largest cities. In the last year alone, the murder rate has increased by an estimated 14 . Here in philadelphia, the murder rate has been steady, i mean, just terribly increasing. Philadelphia mayor jim kenny responded, our Police Officers have worked tirelessly and with great sacrifice to get philadelphias crime rate down to the lowest point in 40 years. The homicide rates are slowly declining. While we are not satisfied with our current numbers, we are handicapped by republican refusal to enact any kind of common sense gun control. And by their obsession with turning our Police Officers into ice agents. Statistics show a slight uptick in the philadelphia p. D. , but overall numbers are down significantly in the last decade. The president is also doubling down on comments over chicagos ongoing violence and the promise to send in the feds. And then you look at chicago, whats going on in chicago . I said the other day, what the hell is going on . You had many people shot last night. The news this morning is that many, many people were shot last night in chicago. Chicago is worse than some of the countries you read about in the middle east where theres wars going on. And theres no reason for it. Last night in the interview you just saw, the president sought to clarify his position on what is and is not appropriate when itomes to interrogation of terror suspects. This comes in the way of this inteie on abc. When theyre shooting and chopping off the heads of our people and other people, when theyre chopping off the heads of people because they happen to be a christian in the middle east, when isis is doing things that nobody has ever heard of since medieval times, would i feel strongly about waterboarding . As far as im concerning, we have to fight fire with fire. With that being said, im going with general mattis. Im going with my secretary because i think pompeo is going to be phenomenal. Im going with what they say. But i have spoken as recently as 24 hours ago, with people at the highest level of intelligence, and i asked them the question, does it work . Does torture work . And the answer was yes, absolutely. Waterboarding used to be used because they said it really wasnt torture. It was the one step slightly below torture. Thats why it was legal. Torture is realtorture, okay . Waterboarding, im sure its not pleasant, but waterboarding was just short of torture. When, you know, all of a sudden they made it torture. So heres the story, look, i spoke with people the other day who are in this world that were talking about. They said, absolutely it works. Absolutely. Now, general mattis said that he doesnt intend to use it. Im with him all the way. Do i believe it works . Yes, i do. Do you have a doubt it works . None. None. I watch these people on television, donald trump is in favor of torture. Look, we have people that knocked down the world trade center. Were talking all over the world. They go into a club and they machine gun everybody wn. And then were not allowed to water board . Its seeming so foolish and so naive, but this is what we have to put up with. Meanwhile, amid a flurry of executive order, Republican Leaders are singing from the same himmal as President Trump even despite past agreements. Yesterday House Speaker paul ryan spoke yesterday. We are mapping out a very bold and aggressive agenda to make good on our Campaign Promises and to repeal, replace and repair the broken health care system, to reform our tax code to get jobs and economic gro growth. Well, the construction of the keystone access pipeline is gaining momentum just two days after President Trumps executive order to advance construction. Transcanada wants to build the controversial pipeline and submitted a new permit to the u. S. State department. The keystone xl would transport 800,000 barrels of oil a day through nebraska. From there it would be transported to the gulf and the network of refineries. This is the companys third application for approval. President trumps executive order to restore both the keystone xl and dakota pipelines already sparked protests from native americans and environmental activists. Coming up, teresa may warns the u. S. And a newly emboldened confident america is good for the world. An america who is strong and prosperous at home is a nation that can lead abroad, but you cannot and should not do it alone. So we, our two countries together, have a responsibility to lead. Because when others step up as we step back, it is bad for america, for britain and the world. So im delighted that the new administration has made a trade agreement between our two countries one of its earliest priorities. And it has worked for those who often felt behind by the forces of globalization. People are from modest incomes living in relatively rich countries like our own who feel that market and free trade is simply not working for them in its current form. Its foreign minister abruptly canceling his own visit to the Homeland Security department today. An Agency Official tells nbc news he simply drove past the entrance without stopping. Former mexican president vincente fox said his country will not pay for the wall. On twitter last night he wrote, donald trump, who is going to pay for the costly products after you tax them . American citizens. Youre not respecting them. A few hours later, trump, please dont be stubborn. By taxing 20 , again, American People pay for the wall. You know mexico will impose the same tax to u. S. Exports. So how would a 20 tariff play out . They say its a step towards a Republican House tax proposal. Nancy hungerford is joining me from london. This is an idea we talked about called border adjustment, how does this work . Well, in principle, it would slap a new tax on imports and exempt exports from taxable income. And were not just talking about the border with mexico on the border adjustment, were talking global imports. So what the House Republicans want to do is use these gains from revenues coming from the import tax to help pay for a cut in Corporate Taxes. They want to take the Corporate Tax rate from 35 down to 20 . But as you were just discussing, we have heard opposition from the Retail Industry, from oil refinery apes the automakers. The Retail Industry says this could raise prices for simple goods from electronics to even produce. They are also worried about the supply chain for the automotive industry. We talked a lot about President Trump encouraging ford and General Motors and fiat to move small and medium car production into the United States. But it is not just the car production were worried about. Theres an extensive supply chain when you talk about the part that is go into automobile production to increase the costs substantially that these carmakers have to pay for final assembly of vehicles in the United States. In fact, the Nonprofit Group center for Automotive Research says perhaps thousands of jobs could be at risk and youre talking about the increase in the cost of vehicles if there is a tariff imposed along the border with mexico. We have also been listening to political opposition to a border tariff. In fact, senator Lindsey Graham tweeted out, border protection, security, yes, tariffs, no. And a bit of tongue and cheek coming from the senator saying simply put, any policy proposal which drives up costs of can carona, tequila and margaritas is a bigtime bad idea. Mucho sad. Thank you, nancy. And the president says hes looking to candidates for the Supreme Court. Have you made a decision . I have made the decision in my mind, yes. I think this will be a great choice.
