Ahead this hour, more of their revealing conversation. The president sitting down with republicans and democrats as the calendar turns the page onto 2018, trying to lock down a new infrastructure package. It was one of the most promising areas for bipartisanship when the president first set foot in the oval office. Now 11 months ago. Democratic leadership spending the early months pleading with the president to sdrtrike a dea. We sent so many signals after the election that maybe a place we may be able to Work Together in a comprehensive way was on the issue of infrastructure. They started out with health care. Now tax reform. I told him about infrastructure. We have a trilliondollar infrastructure bill. We havent heard a real peep out of the white house. He talked a lot about infrastruct purp we have put out an infrastructure plan over a month ago. We havent heard a peep for him. It works for small towns, big cities and everything in between. And if President Trump wants to focus on this, were ready to do it. Infrastructure fell out of favor and then the bruising clash over taxes, another one over health care. A recent politico article indicates Many Democrats have cooled to the idea of a trump infrastructure package. Midterms are just less than a year away. Is the incentive there for the two sides to Work Together . Here to talk about that and the rest of the 2018 agenda, garrett haake, and tamara keith, the White House Correspondent for npr. Garrett, let me go back to something the president said last week about the prospects for infrastructure reform. Lets take a listen. Infrastructure is, by far, the easiest. People want it, republicans and democrats. Well have tremendous democrat support on infrastructure, as you know. I could have started with infrastructure. I wanted to save the easy one for the one down the road. So well be having that done pretty quickly. Garrett haake, the characterization is its the easy one. Some difficulty of having to deal with health care and taxes. How easy is this to be for this president . Well, it could be as easy as the president wants to make it, david. This is any kind of infrastructure deal that would have to get through congress is the kind of thing that will need 60 votes in the senate. There are plepnty of ways that can be achieved but the first step is the president working with democrats to craft the legislation. I talked to Democratic Senators all the time. They want to work with the president on an infrastructure deal. What they dont support for the president or Republican Leadership to say, guys, weve got a plan. Here it is. We expect eight or nine of you to vote for it so we can get it through. Theres a wide degree of difference in exactly what, or even if you agree on the top line number, what a trilliondollar infrastructure package would look like. Is all of it government money . Some of it private money . Does some go to contractors or companies that are picked by government officials . And whose roads, what bridges, whose airports . Where does all this money go . There are a lot of decisions to be made and democrats want to be a part of it. That would be the first big step for this president , if he wants to do something in a bipartisan way. Bring democrats in in the very early stages of that. And that could determine how hard or how easy it would be to move something through this congress. How much has this evolved since the president came into office . He talked about that trilliondollar infrastructure plan, something that woubld be Public Private partnership. How difficult did it get to be before it was moved down the agenda . Weve not seen anything even remotely fully formed. When the president has talked about infrastructure, theyve been very focused on the Regulatory Approval process. You might remember that giant chart that the president has pulled out on three different occasions of how hard it is to get something approved. That has been a real focus of President Trump and his administration. Whereas democrats are more focused on lets build transit or funding government funding to build roads and bridges and all those things. So they are coming at it from very different angles at this point. One other thing that some folks have pointed out to me is that in the past, before President Trump even came into office, there had been talk about doing bipartisan infrastructure legislation. And the funding mechanism for that is something that has now been part of this 1. 5 trillion tax bill. And so that is potentially off the table, this funding mechanism that a lot of people had graed upon. I want to play something from senator joe manchin. Those tax cuts got passed without any democratic support, but the senator from West Virginia was asked about the tax cut legislation. Lets hear what he had to say last week. They think just because my state, politics is going to trump the day for me, pardon the pun, but it doesnt. You know, if i cant explain it, i dont vote for it. I was an easy pickup. Very easy pickup and i had a couple two or three other democrats that would have been easy pickups if they just made an effort. How has the calculus changed as a result of the legislation made. Tamara mentioning its maybe forclosed on the possibility that some democrats would get on board with this. Its a lot tougher. Just sort of underscores why it is perilous. It was perilous to wait to move on infrastructure, something as you pointed out, will need 60 votes. Theyll need some democrats to come on board in order to pass it. A lot of willingness at the beginning of the triumump administration. One of the big impediments will be the fact this is an election year. Its the midterms and much tougher for republican for democrats, rather, to cross over and try to work with President Trump. It will be especially true if, at the same time, the Trump Administration and Congressional Republicans are pushing things like entitlement reforms and trying to cut medicaid and medicare and social security. Its going to make it a lot more politically perilous for democrats to agree with anything. And already weve seen from the white house, we dont have a lot of details, but they are going to offer a 200 million infrastructure plan, which is far short of the 1 trillion that democrats would have wanted. Theyre going to really push back on that. Theyre going to push back about where that 200 million goes. Its not going to go very far when talking about the nations infrastructu infrastructure. Civil engineer reports say its going to take upwards of 4 trillion to get the americas infrastructure working again. Such a small amount just sort of screams over something thats going to cause a lot of fights. Garrett haake, i want to look at the Political Landscape heading into 2018. Look at some historically red states facing reelection. Montana, north dakota, wisconsin, michigan, missouri and others. Let me train my attention on montana here for a minute. You highlighted earlier today a pair of editorials. One in maine and one in montana. By senators from those two states. Sort of defending their votes for the tax legislation. What did these two senators have to say . It varies by state but what youre seeing broadly are republican senators trying to get ahead of the tax bill. The impact that most people will feel at home wont come until the spring. They want people to start observing the idea maybe this will be good for them even now. Senators Susan Collins in maine, steve danes in montana, rob portman in ohio. Lots of republican senators saying were trying to improve the marketplace for american businesses. Were trying to put money back in consumers pockets. Trying to flatten and make the tax codes fairer. The argument that kind of gets lost, at the end of the day, the tax bill really is a Corporate Tax cut. Theres middle class tax benefits in it. Things that will help people that are temporary that are set to expire in eight years. But the absolute core of this bill is the Corporate Tax cut. And people republican senators, republican members of congress and this president who all voted for and signed this bill need to make sure the corporate side of this turns into a real physical win that people can feel or else theyll be fighting an uphill battle trying to defend this through november. Theyre trying to set the table if you will, that this that the tax cuts, even for corporations will be something that regular people will feel in the not too distant future. Unlike political debates on some of these issues, well know one way or another come spring how much people are feeling this bill and well know. The president on vacation. He was out golfing again today. But he has been tweeting about what he intends to prioritize. One is health care. Let me read from a tweet he fired off. Based on the fact the unfair and unpopular individual mandate has been terminated as part of our tax cut bill which essentially repeals over time obamacare, democrats and republicans will eventually come together and develop a great new health care plan. We are talking about sort of how the infrastructure plan is. Do we know yet what this white house wants to do when it comes to health care . There has certainly been some talk about in the new year wanting to go back to the Graham Cassidy bill to block grant medicaid. Its not clear that that is going anywhere fast. Mitch mcconnell has essentially said that he doesnt think the senate with its very narrow, even narrower margin of republicans in the new year is going to take up health care in any major way. The only thing that could possibly be taken up is some of the smaller fixes for the Affordable Care act that senators like Susan Collins want. So the fascinating thing is that obamacare is not dead. President trump has, through some regulatory things, made some changes that weaken it, and also by this 2019 removal of the penalty for not going with the individual mandate, if people dont buy insurance, they wont face a penalty. That certainly weakens a third of the stool if you will, of the threelegged stool of the Affordable Care act, but it doesnt go away. There are still a ton of people who are on expanded medicaid and open enrollment has ended but remarkable number of people ended up signing up for health care plans, and theyll be getting federal subsidies for those. Kimberly atkins, before lawmakers left for the holiday, there was work going on, on this piece of legislation being crafted by lamar alexander, republican of tennessee and patty murray of washington. And it seems there was some bipartisan enthusiasm for that as the clock nears the strike of midnight on the first of december 31st as we head into the new year. Is that legislation dead . Are there still prospects for some sort of agreement along the lines of what we saw being crafted last year . I think thats still really unclear. As weve seen, any attempts to really work in a bipartisan way for obamacare so far has fallen by the wayside. And there was just a especially now that the tax bill has repealed that individual mandate. Well have to wait and see if theres a new score. Some experts say the benefit of the Alexander Murray bill are largery wiped out by the elimination of the mandate. The original estimations about how that would help shore up the health care markets, anticipated the individual mandate would still be in place. So once we get some new scoring on that, well see how it is. But if its not a major fix it will be tough to see how that sails through. Garrett haake, a lot on lawmakers plates when they get back to washington. That extraordinary piece on saturday about a meeting that took place in june of this year centering on immigration. One line stood out to me in particular, besides the inflammatory lines the newspaper reported. During the transition, President Trumps aides drafted an executive order to end the program known as deferred action for childhood arrivals but it was held back as the president struggled with conflicted feelings on those known as d. R. E. A. M. Ers. Do you have a sense of what the white house will be pushing for, if anything, when it comes to daca in the new year . Those feelings do persist. The president ultimately pulled the plug on daca, he gave it a sixmonth timeline for congress to come up with an alternative, some legislative fix for this program. I think this is going to be the big fight in the spring. Democrats are very committed to coming up with something here to help these d. R. E. A. M. Ers, help these people who have been in the country. And republicans have signaled they want to work with democrats on this at different phases along the way. What i think will ultimately shape up here is a deal that will allow some kind of protection, some kind of path, likely to legal status. Maybe not all the way to citizenship for these d. R. E. A. M. Ers. N then a mix of border security, internal enforcement, almost certainly not the wall. Thats such a third rail for democrats to support any kind of package that would include that. But i cant stress enough that this has been an issue thats drawn protests against democrats and republicans alike on capitol hill. It is animated President Trumps campaign really from the getgo,igration. And hes surrounded by immigration hardliners like Jeff Sessions and his department of justice. His golf partner yesterday, david purdue, on restricting immigration. The president is going to get pulled in a lot of Different Directions on this. And the clock is ticking on this. Unlike an infrastructure bill, they have to come up with a solution by march. And thats not that far away. My thanks to the three of you. Mueller and his team are pursuing new leads, interrogating new witnesses and collecting a mountain of new evidence, including subpoenaed bank records and thousands of emails from the campaign and the trump transition. In washington legal circles, theres a broad expectation that Robert Mueller william file whats called a superseding indictment of manafort and rick gates. The supersedeing sbimt would replace the current indictment of manafort and they hinted there was more to come and potential tax charges for his foreign financial transactions. They can bring charges against any american who has money in a Foreign Bank Account and doesnt check a box on their tax forms disclosing it. Help us understand what Robert Mueller might be looking at when it comes to Paul Manafort and his finances. Sure. Superseding indictments are common when there are lots of prongs they are chasing at one. To indict someone like manafort or gates on a specific set of charges and other charges can be brought later. And that becomes a superseding indictment. The president at a firehouse in florida. Lets take a listen to what he has to say there. Chief, you have any questions . The house and senate [ inaudible ] is that a good thing . They just passed it. And its coming to me and its a good thing. We love it. One of the things people dont understand, weve signed more legislation than anybody and broke the record of harry truman and they were saying if we get this big tax cut because thats the legislation of all legislation. Its the biggest there is. But that included anwr, as you know. And it included the repeal of the individual mandate which is a disaster. Thats where you have the privilege of paying a lot of money so that you dont have to buy health insurance. The most unpopular thing which most people thought should have been unconstitutional. But we repealed it and got anwr which will be one of the great drilling sites of the world, one of the great oil reserves. But we have a lot of legislation passed, and heres an example of something that soon will be passed and signed. So, yeah, were going to take care of you. You folks have been fighting for that for a long time. A lot of legislation passed. They were saying that if we got this one done, we would have succeeded with legislation. But i automobibelieve youll ask those folks. We have more legislation passed, including the record was harry truman, a long time ago, and we broke that record. So we have a lot in addition, we have a lot of executive orders. A lot of the rules and regulations. You people suffered from that to a certain extent in all fairness, but a lot of regulations were avoided, and now you can go back to work and do your jobs in the case of builders and farmers and so many others. They can go back and do their job. So we have the alltime record for stopping ridiculous regulations, and were very proud of that. Thats one of the reasons the stock market is up at a record level. We broke it 84 times this year. The stock market hit a new high 84 times since we won the election november 8th of last year. So thats something we can all be proud of. And that makes you all look very smart. And your families say, oh, are you a great investor when you have your numbers go up and your stocks go up. When the stock market goes up, that affects everyone. You think of the rich, the big factors. It affects everybody because people own stocks, whether its in 401 k s or otherwise. So its really big. The prospect for it. He talked a lit about tax reform legislation. Struck me as he was describing that how much he was talking not about the tax provisions in that piece of legislation but anwr, that part of alaska thats going to be open up for drilling. He talked about other facets of that legislation, as well, and then he talked about the record that he says he set here for the most legislation by a president since harry s. Truman. Of course, weve cracked those numbers at msnbc. That is not the case. He has done about half as much as bill clinton did. What did you make of that . The focus less on the taxes and more on anwr, more on regulations and more on the stock market which hes keen about talking about so often. And the repeal of the individual mandate. Sounded like he was trying to tick off a greatest hits for his year and drum up his accomplishments as much as possible. We and other news organizations are focused on that at the end of the year as we often do what the president has done. He is clearly out being his own cheerleader, touting as he sees it, the accomplishments that he has made and, you know, everything from health care to drilling to tax and infrastructure. So that seems to be pretty understandable on par to what he might be doing, even at a time that he will be would pop into a fire station and give thanks to the First Responders there where he spends much of his time at maralago. Well see him do a lot more touting like that in the next coming weeks. I wanted to ask you about that. We have tax reform passed. He signed it into law. How much do you expect can hes going to focus on this. He brought it up there as he was asked about it in the context of legislative achievements. Do we expect the white house to continue to hammer on tax reform here as we get into the new year . I think they absolutely will. Its the biggest legislative achievement of the Trump Administration by far. A lot of these other bills hes talking about were sort of reversals of regulations that took place in the early months of his administration. This is the biggest thing theyve done and theyll have to defend it against the message from democrats who in the next year in the Midterm Election year will peg this tax reform as a tax cut for the wealthy. A tax break for corporations and something that does very little for working class americans. The president and Congressional Republicans have to push back hard with a counternarrative that it is something thats going to give most folks some sort of tax relief, even if it is only for temporarily up and through 2025 or 2027. A piece just crossing from the Washington Post looking at the trump legal team. And indications they plan to question Michael Flynns credibility. He, of course, the former National Security adviser to the president who pleaded guilty to a count that the brought by the special counsel Robert Mueller here in early december. Theres been a lot swirling here about Michael Flynn. His brother taking to twitter to defend him and ask for a pardon from the president of the United States. We talk about the focus on Robert Muellers focus on Paul Manafort. Whats the focus on Michael FlynnGoing Forward and what do you make of this that well see President Trumps legal team call what hes had to say into question . So, i think this is, of course, part of this defensive strategy weve seen from the president s legal team. We saw one of his lawyers earlier today saying they still expected this to wrap early but there are obvious indications this is going to take a long time to unravel and thats not something the president wants hanging over him. They look at Michael Flynn who they know is cooperating and theyll want to undermine his credibility like they want to undermine muellers so that anything he says could be doubted. I was struck by many things. The president s reaction to that moment in january when he left the white house and a new man was inaugurated to be president of the United States. Lets have a listen to what he had to say. Take you back to the 20th of january, 2007. Youve sat in marine one, the president ial helicopter flying over washington. Youve sat through the inauguration with your game face on. You werent giving much emotion away as we saw. What was going through your mind . The first thing that went through my mind was sitting across from michelle, how thankful i was that she had been my partner through that whole process. The sense that there was a completion and that we had done the work in a way that preserved our integrity and left us whole and that we hadnt fundamentally changed i think was a satisfying feeling. Now that was mixed with all the work that was still undone and concerns about how the country moves forward. But overall, there was a serenity there more than i would have expected. The president with his game face on. Let me ask you about the serenity he describes there. How surprised were you hearing that about how zen he was, how he felt about that day in january . Im not surprised. The president , you know, he plays ball. That was a spin move. He spun in the lane and says something very nice about his wife and said something very nice about the future. Im sure that was a surprise to prince harry who probably thought he might have said something more critical. But president obama has followed the same tradition as george bush, as bill clinton and saying, look, once im out of office, im not going to personally criticize the man who follows me. I may occasionally criticize a policy but im not going to criticize the man who follows me. That i was serene and was with my wife and pretty much stayed the same guy is what i expected him to say. Were awaiting the memoirs. What did you make hough of how described his legacy, his biggest achievements as president . It made sense. Im surprised its taken this long. At this point, i have a feeling that like omarosa may get out her memoirs before obama. Given he was talking about his legacy before he even left office, i expected it to be on the one Year Anniversary of him leaving. His talking about policy and communications and talking about honor and integrity of the office, these are all things that president obama had been saying all along that he was very proud of. And again, objectively speaking, you know, he had a reasonably successful presidency. How great that presidency will be and how hell reflect on it may be 10 to 20 years from now will be an interesting question to look at. Some of the questions centered on how much has changed over the last 12 or 18 months and the advent of fake news, about distrust of social media and other news reports. Lets listen to what former president obama had to say about that. Everybody had a common set of facts, and so there might be conservatives and liberals, but people generally could agree on a baseline of reality. One of the dangers of the internet is that people can have entirely different realities. They can be just cocooned in information that reinforces their current biases. Amid all the cries of fake news, weve seen tweets, news stories to that efect, how much has changed here and what did you make of what the president had to say about the evolution weve seen take place . David, this is a serious problem for american democracy. Look, there have always been silos of americans who only get their news from their local paper instead of the city paper. Who only got their news from their local pastor instead of other individuals. What we have now are consistent examples of sometimes foreign countries, sometimes political parties, specifically spreading information that is not true in order to distract. I think the president speaks to that by saying, hey, look, people have to be more careful about what they tweet. What it also suggests is this. When you have a president of the United States, our current president , President Trump, who says, look, any information that i dont agree with is a lie. Its not only a danger to the health of our democracy, but its a danger to the Fourth Estate which is journalism which has the responsibility of take facts of presenting them to the public. He was sort of speaking to the health of our future democracy about our current president. The president hasnt done an interview since he left office. Here he is sitting down with another huge figure in the political and popular life of another country. Some speculation a small tempest brewing that president obama will get an invite to prince harrys wedding. Nbc news has not corroborated that and maybe that wouldnt happen because it might upset this president of the United States, donald trump, who is in office now. What do you make about the relationship you saw there or heard there between the president and the prince and what did oes it say about leadership at this level . Theres an affinity between prince harry and the president of the United States. Im one of the most agnostic people when it comes to the Royal Wedding. I dont really care. But the fact prince harry seems to have reached out to him consistently and wanted to interact with the former president of the United States, is a sense of where his ideologies are or his way to show a racial or progressive openness thats not common with the British Royal family. Im not particularly fond of the idea that prince harry has done the first major interview with a president of the United States. There are plenty of journalists in the United States who are capable, confident and comp pent who could have done that interview. Could ask some very important questions about obamas legacy, and we still havent had that opportunity. I wish this wasnt the first time he talked but prince harry saying, im going to be that guy. Im going to be open, and ill mention this real quick. The obamas werent invited to prince williams wedding either. Depending how personal they want to make it, its not necessarily a scandal if michelle and barack arent invited. What is motivating her with thes these accusations where she says he has two witnesses. Thats a question for her. Im not here to speak for joy. Im here to speak for me. Let me have you react to Corey Lewandowski. Hes been making the rounds. Seems like hes come back into favor in some way. How much does this stand to scuttle it, the allegation levied against him . There were charges brought against him for him physically hitting a reporter. So this is now were looking at an act of behavior. A pattern of behavior. And from someone who we know is a big trump supporter. I found what Corey Lewandowski did on air to the person interviewing him was rather just beyond rude.
