The larger picture is this showdown between the administration and House Democrats over the mueller support, subpoenas over whether william barr will show up on thursday. Reporter thats the tense backdrop for what is billed as a conversation about a massive infrastructure plan. We have been talking about the potential for this. How many weeks have we had here in washington throughout the course of the trump presidency. Its one area where we think both parties and potentially the president could all come to an agreement and maybe the only hope for getting anything done legislate i haively before the president ial race is in the heat of everything. This president has been pretty fixated on these investigations. Has refused to comply with any requests. Said they will not answer any subpoenas. His family is suing the congress over subpoenas related to capital one that look into his finances. They say theres no legislative reason for that. Hopefully well get a sense here as they come out and talk to us. Whether this is something that is potentially real or that has been stopped before it had a chance to get out of the gate. Its probably good we havent seen video out yet. It doesnt work well in the context of behind the scene sgoer negotiations that it takes to get Something Like this done. Perhaps well learn more. I think thats them coming out here. Senator schumer and the House Speaker nancy pelosi. Last time they ran circles around the president. Clearly not expecting that kind of confrontation. Lets hear what they have to say. Expect the speaker will speak first. Good afternoon, every one. We just had a very productive meeting with the president of the United States. We came to this meeting with an understanding that theres great need in our country for rebuilding our infrastructure with a recognition we stand at a pivotal place in terms of Building Infrastructure for the future. Its about jobs, job, jobs. Its about promoting commerce. Its about clean air, clean water. Its Public Health issue. Its a quality of life issue. Getting people out of their cars and not being on the road so much. Every way its a safety issue. Were very excited about the conversation that we had with the president to advance an agenda of that kind. We did come to one agreement that the agreement would be big and bold. Our distinguished leader from the senate will announce how big and how bold. Thanks. We agreed we would meet again to talk about how it would be paid for. Were very pleased with the positive attitude toward recognizing the trillions of dollars of need according to the American Society of civil engineers. The deficit we have in our infrastructure and now we have an opportunity to Work Together in a bipartisan way. Building infrastructure for america has never been a partisan issue. We hope to go forward in a nonpartisan way for the future. Ill yield to the distinguished gentleman from the senate. It was a very constructive meeting. Its clear the white house and all of us want to get something done on infrastructure in a by and bold way. It was good will in this meeting. That was different than some of the other meetings that weve had which is a good thing. First, we agreed that infrastructure is crucial to the future of america. We agreed it creates jobs. We agreed it keeps us competitive. We agreed for 25 years, this kind of big bold bill we could pass would make america a better place. This is not just one year or two years. We agreed on a number which was very, very good. 2 trillion for infrastructure. Originally, we had started a little lower. Even the president was eager to push it up to 2 trillion. We talked about a number of things we would do. Bridge, roads, highways. A big emphasis on broad band that every American Home needs broadband. An emphasis on the power grid to Bring Clean Energy from one end of the country to the other and several other issues. We told the president that we needed his ideas on funding. The last bill he proposed which was smaller but b, took as much money away and speaker emphasized this, took as much money away as it put in, wasnt going to work. Where does he propose that we can fund this . In the senate, if we dont have him on board, it will be hard for the senate to go along. We will meet in three weeks and he will present ideas on funding in was a very good start. We hope it will go to a constructive conclusion. How hard is it to work with this president on infrastructure when hes stone walling you on investigations . We are here to do something for the American People. We have said all along in our for the People Agenda that we ran on that we were there to lower the costs of health care for the American People by lowing costs of prescription drugs and hope to work with the president on that. For the first time we think we can work with the president on. We cannot ignore the needs of the American People as we go forward. Did that issue come up in the conversation . No. The president said he wouldnt work with you if you were simultaneously investigating him. What is the bigger priority, i vest ga investigating the president or working with him . Our priority is to meet the needs of the people of the United States. Im going to yields to the speaker. In previous meetings the president said if the investigations continue, i cant work with you. He didnt bring it up. Were going, i believe, we can do both at once. We can come up with some good ideas on infrastructure and we want to hear his ideas on funding. Thats going to be the Crucial Point in my opinion. The two are not mutually exclusive. What is happened . You all turned into shouters. [ inaudible question ] we have some of our leadership there. I have a rule when i go to a meeting with many members and that rule is the purpose of the meeting is not to criticize the president of the United States and secondly, that every person has a chance to say what he or she came to say. This is a collaborative effort and we hope it will be very bipartisan. We will be meeting next about how its paid for and that will engage the secretary of the treasury among others and our leadership in terms of the ways and means and the finance committee. Some of it will spring from the committee and jurisdiction. For example, the Transportation Infrastructure Committee which has its own funding. This is a technical question youre asking me. Everybody appropriate. The last thing well say. We agreed that the same group would meet in about three weeks and the president would present his ideas on funding and we would take it from there and if we had to break up in smaller groups after that, we would. I want you to tabke this hom with you because one important advance we made in this meeting was the president s real acceptance or agreement i wont say acceptance because he may have been thinking of this all along thanand that is infrastructure should include broadband. Its important to health care, education. Its important to commerce and his embrace of that in addition to transportation and water issues thank you very much. They have another meeting scheduled three weeks from now on how to pay for it. Reporter thats a reason to be optimistic. A whole host of issues of how you will have a spending bill later in the year. How youre going to raise the wellness ceiling. What we didnt get is a time frame. How long they will tease that out. You can see some areas of agreement. Nancy pelosi talking about green projects. Except for the meeting houn to pay for all of this. That will be another whole issue. That will be the challenge and a component has to be gas tax. It hasnt been raised since 1993. I think the 2 trillion represents the deficit we have. That doesnt count the two trillion that we already spent just for regular maintenance. The real number were talking about for transportation and infrastructure is about 4 trillion. Its interesting the president went along with it. This is crimintical but its something thats not been discuss discussed. We were talking about one trillion. The democrats sounded happy. We dont know what donald trump will agree to. Are they going to sign onto broad band. I remain a septiembe skeptic. We know that donald trump has ideas that, as far as spending is concerned and project, that are more democratic than republican. Hes in the a conservative republican. Right. Im curious to see what ideas the president comes up with. I found that to be the most interesting thing. We have a number but have no idea where they will get the fun from. Were talking about a two trillion tlar dollar budget line, is it a raise in the gas tax . How are they fwoigoing to have conversation when the Senate Leadership wasnt there . You had no republicans there. This is a one way conversation being had with the president. Its a one way conversation but still a better conversation than the last time they got together, december 11th. The fact is for these Democratic Leaders to meet with the president at a pitch point when the Mueller Report has come out. We havent seen william barr. It indicates there can be a truce when e coit comes to som e domestic policies. You go in any community and they can tell you what the infrastructure needs are. It begs the question of them coming together on how you pay for it. I dont think the gas tax will do it alone. It cant. They will have to come up with a number of creative ways that you fund infrastructure. I wouldnt be surprised if we started hearing the public, private partnership coming in there. I dont see the run senate going on with the tax increase. Theres no way they will go along with it. Who gets funded . Is it the red state . The blue states or all this has to be worked out. The infrastructure is a cry sis. Not only a crisis but dangerous. Theres thousands of bridges. The bridge in minnesota. There are hundred condemned bridges today. Thats all because the government instead of doing things that i dont think they should be doing, they should have been fixing infrastructure all along. Thats why we have a 4 trillion dollar problem. Speak eer pelosi said we cant ignore the needs of the American People. I think the question was what about the investigation. I thought its good they are there talking about something where there seems to be broad agreement. They are in agreement with the president working on something for the American People. We are expecting that he will show up. If he does not, chairman nadler has a process in place. He will be subpoenaed. This really is going to be one of the most consequential hearings for the house Judiciary Committee. We have an attorney general who obviously is doing his best to avoid transparency and accountability with the American Public. We have been waiting for the upside underliying evidence. If he has done nothing wrong, if he can stand up and speak to the Judiciary Committee and American Public truthfully, he should have nothing to hide. Rod rose rosenstein says we keep the faith, follow the rules and always put america first. Is it unseening for Rod Rosenstein to have stood right behind the attorney general when he gave a misleading characterization of the report moments before it was going to be released and now to end his letter to the president saying put america first. Also talking about personal conversations. Why would it have been appropriate to have personal conversations when he was in charge of an investigation into the president . Right. What we have seen not just with Rod Rosenstein but with william barr is this complete, i think, a deviation from the norms of the offices that the American Public has had an expectation of. We have expected that these rule these gentlemen have been playing, this privilege they have been given by the American Public to serve, they would honor and respect those roles. What it seems like has been happening is that people seem to move away from what the role and purpose of their position is and they become more as an advocate for the president. That chosing line sounds like a campaign theme. It makes me more determined to want to get the truth out to the American Public. This is a very dark time in american history. Ten years from now, 20 years from now, we need to be able to defend what we did for the rule of law and for the truth and for transparency on behalf of the American Public. Ive been waiting to go back for a long time, but i will tell you, when i stepped into baghdad off of the fixed wing aircraft and into a helicopter for the first time, it was very much a flashback moment that the sights, the smell, the sound of the aircraft, the smell of the hydraulic fluid, the you know and i felt very disjointed to be sitting in the back as a senator and not in the cockpit as a pilot. So it was you know, it took me a moment to gather myself and focus on what i was there to do. And i read that you also had moments of regret that you werent with the troops because you so enjoyed your service. I did. I really felt like i berrolonge with them. I needed to be in uniform, not in my civilian clothes. Its hard because ever since i was wounded, i wanted to go back to my unit. These were not my troops. The american troops theyre all of our troops, not my particular unit it just felt very stroing to be on the outside and watch these amazing men and women doing a really important job for us and not be part of that team. Its not my job to make sure we live up to their sacrifices and we make good decisions here in washington to support the work we do. I know youre concerned about the iraqi leadership with our troop, how long we need to stay and isis and the threat they still pose despite our victories and now, baghdadi has reappear ed for the first time, the cia and other organizations Intelligence Community organizations are not saying that they authenticated this video that has appeared, but theyre not arguing that it does appear to be authentic. The first time in five years. The isis regroup and still be a threat to iraq and to us . Well, now that ive been to iraq this past week, i would say yes. Iraq is very much on the precipice. They can backslide and regroup. In fact i found out theyre still making payments. They have the capacity to make payments to the isis widows and or faphans in these camps. There are b about 30,000 women and children who are isis supporters. The most hard core supporters sitting out there and the iraqi leadership as not come up with a plan to deal with these 30,000 people. 10,000 are children under the age of 5. Right now, the iraqi leadership is aing well put them in a camp in the desert. Youre just allowing isis to regroup and grow the next generations, the fighters who will come back and shoot at American Helicopters again, so we have to maintain engagement with iraq its leadership to push them and move forward. With the refugees, to build a really stable democracy so they can truly fight isis, but isis and its almoselements are still much active if underground. The president is hour is just tweeting after a briefing at the white house just now that we have 1800 isis prisoners taken hostage and our final battle to destroy 100 of the caliphate in syria. Decisions are being made on what to do. European countries are not helping even though this was done for their benefit, theyre refusing to take back prisoners from their countries. Not good. Se se seems like a casual way to approach this. This is very typical of the president , isnt it . Makes decisions to pull troops out of syria without talking to ground commanders or diplomats. The issue of isis is an international issue. Not just for iraqis to worry b about. Not just for americans. Its for everyone to worry about because the rlps of isis, even though they dont physically control territory, they have all of these people that if we dont deal with them, are just going the regroup and wait for them next chance to reemerge and we cant allow that to happen.
