Pressure is building to launch an impeachment investigation. Nancy pelosi leading a Conference Call this evening to discuss a path forward and whether impeachment should be on the table. It comes as senator Elizabeth Warren becomes the first 2020 hopeful to call for hearings while others say it is too soon to decide. Any attempt to remove the president from the office would be defeated. The explosive issue front and center for democrats on capitol hill and on the campaign trail. I do believe that the evidence is just overwhelming that donald trump has committed these offenses and that means we should open proceedings in the house and then the house can take a vote. I believe that there is room for that conversation. Right now what i want is i want mueller to come before congress to testify. This is a step about mueller to come testify. President trump and his businesses are suing Oversight Committee chair Elijah Cummings in a bid to block subpoenas of his financial records. Joining me now Kristin Welker and peter baker, New York Times chief white house correspondent. Lets talk about impeachment because you were out on the south grounds during the easter egg roll. You asked the president about it. Let me play you a little bit of that. Are you worried about impeachment, mr. President . Not even a little bit. Not even a little bit. A for effort there, welker. You take euro chanyour chances can. What is the atmosphere there . He certainly seems to be both angry about the report andd and i wasnt sure he would hear me over the easter eggs rolling. He did answer me, he said not even a little bit, defiant publically on the issue. We know that behind the scenes he was fuming about revelations in the mueller report. You sort of saw that mixed reaction in the tweets that he sent out on easter day. One tweet saying he has never been happier. In other tweets lashing out at the mueller probe. I think you are really seeing the president start to absorb some of the damaging headlines that were in that report. In terms of the issue of impeachment there is a political preality here which is what you heard some of the democrats talking about, the fact that the republicans do control the senate so it is hard to see that it would ultimately go anywhere and President Trump of course you will recall during the mid terms were out on the campaign trail talking about the threat of impeachment. He seeatize as a way to energize his base. The question bob mueller it co nancy pelosi prepares to have the Conference Call. It is a major problem dividing the caucus potentially. You as a water gate prosecutor under a different law and special counsel and also the white house tapes, the proof led to republican support to go after a republican president. Here you have an absolute certainty that the Republican Senate is not going to go along. So the moral or legal or political questions now for democrats, do you go after it just because the results in this report are so appalling from their point of view and do it as a moral issue to prevent or to try to prevent a future president from doing the same from normalizing this kind of behavior even though it will back fire politically and will not result in removing him from office . Were in a tragic conflict right now between what the constitution requires congress to do in terms of the morality of what the president has done in terms of the awfulness of his conduct and the rule that the department of justice has put down that he cannot be indicted. And i think that the reason that we are having this conflict is because it is a political judgment. Congress is in charge of making political judgments of what is bad for the country and the political judgment has toweigh in whether he will be removed from office and whether it will effect the outcome of the election. In terms of the law, he has clearly violated the law and there was no question in the conclusion of mueller unlike what barr said publically in terms of a Public Relations spin, the conclusion of the report is that there was definitely a violation of the law and the evidence is now being preserved in case he loses in 2020 and the statute of limitations hasnt run. He could be indicted. But congress will have to make that hard Political Choice between what is wrong and what was different in water gate is that we had had Senate Hearings that led to the people being aware of and able tojudge the evidence. They could see the credibility of witnesses. That gave some ground cover for the judiciary. In between was the subpoena. We had an indictment. So there was a lot of Public Information available that led to republican support. And i still hope that in this day and age republicans will see the facts and will be as appa appalled as the democrats are. The Counter Point of that is Rudy Giuliani on television this weekend basically saying it is okay for a foreign adversary to have solicited help and for a campaign to be willing to accept that help. This is what played out this weekend. There is nothing wrong with taking information from russian sg. It depends on where it came from. You are assuming that the giving of information is a campaign contribution. You would have accepted information from russians against a candidate if you were running i probably wouldnt. I would have advised out of excess of caution dont do it. Peter baker, those comments were so shocking in so many ways on so many levels. Is this what we are going to expect Going Forward . There is a difference between something that is illegal and something that is objectionable and moral, criticizable, what have you. What our mubob mueller said is didnt find anything in terms of the relationship with russia that violated the conspiracy law. He is not saying this is clean politics. That is for voters in the system to decide. Is this something that troubles people enough to act according to that . Is it troublesome that the russian government offered help to trumps campaign. Even though there wasnt a direct quid pro quo discussion. I think the question on impeachment does come back to the question of this sort of do you go forward with something you know you are not going to win because you think it is the right thing to do, take the chances politically or do you make the calculation that losing an impeachment battle in the senate where it requires a two thirds majority that that has a way of back lash that would help the president. Impeachment was not meant to be easy t. W easy. It was meant to be something when a large part of the country had come to the conclusion the president could no longer serve in office. Of course, the report didnt say that there is no evidence out there. It said they dont have the evidence because of people lying, people refusing to testify, people saying that they had lost their emails. Using encrypted apps that they cant get their hands on. They couldnt obtain the evidence for what they could not prove to be unlawful in the report. Unterms of the russian overtures the report says the episodes detailed show trump aides declined to forceally reject the russian s offers or report them to Law Enforcement. The campaign eagerly made use of the material and flirtation with russian figures continued. This is the behavior you know Rudy Giuliani better than anyone and what his defense has been. They dont feel they have to present their Counter Point right now at least to the public because they think they have won. They think they have won and william barr has a lot to do with it because of course he held that News Conference an hour and a half before the report was released to the public and the attorney general said the bottom line is that there was no collusion, sort of borrowing a phrase from President Trump. He said there was nothing that rose to the criminal level when it relates to obstruction. So they are really basing their determination that this is game over on what the attorney general has said. They think that the American Public will do the same. We will have to see if that is accurate. They are not releasing the counter report right now. Just a point on this before i leave you guys, in the report it also says that manafort who was Campaign Chairman briefed kilimnik who is known to be an operative connected to the russian intelligence. That briefing encompassed the messaging and the internal polling data. It also included discussion of Battle Ground states which manafort identified as michigan, wisconsin, pennsylvania and minnesota. More to come on all of this as we continue to analyze it. Thank you all. And this morning the Supreme Court has announced it will take up the issue of whether existing antidiscrimination employment laws protect people. An issue of lgbtq rights has divided lower courts across the country thmpt issue will be argued in the new term in october. Pete williams outside the court. Tell us more about the cases that the court now will be considering. Reporter a couple of things about this. This is the first big hot button controversial issue the Supreme Court agreed to take up. Issue of next term so it is three cases in two of the cases the lower courts said yes, the 1964 Civil Rights Act says you cant discriminate on sex excludes discrimination based on sexual orientation. Some courts have said when you are discriminating sex is part of it so how can it not be part of the Civil Rights Act. Other courts said when Congress Passed the law in 1964, discrimination was the farthest thing from their mind. How can it possibly be considered to be part of the discrimination law. This is the case that the Supreme Court will take up. Three cases, a man who was fired from his job as a sky diving instructor says it was because he was gay. He won in the lower courts. A georgia man who was fired after a county employer found out he was on a Gay Softball League and then a transgender person fired after starting the transgender process, the gender reassignment process. Those are the three cases the court will take. Normally when the Supreme Court agrees to take a case, you see whether they are taking the case to overturn the lower courts. You cant tell in this case. Its a mix. In some of the cases the courts agreed that discrimination is covered. It will be argued next term and it will be a big one. This morning, another explosion near a church near sri lanka after nearly 300 people were killed at churches on easter sunday. Todays device in a parked van webt off while a bomb Disposal Team was trying to diffuse it. Officials confirmed that they had been warned about a terror plot two weeks earlier before yesterdays attack targeting the churches. Why werent the churches protected if you had a warning . We informed. We never expected an attack of this magnitude. State department confirming that at least two americans were killed in the bombings. The investigation has led to 24 arrests. Sri lanka officials are blaming a little known local Islamist Group for the attack. Joining me now is janice from sri lanka. People there must be in such a state of shock. For almost 300 people to have been killed and so many wounded compared to the population of 21 million. This is on the scale of 9 11 in terms of the terror impact on this country. Reporter there is this sense of shock. There is a real sense of unease. There is an increased military presence on the streets, headlines saying that terror has returned to the island. There is a state of emergency that came into effect tonight so that the government can try to get a handle on the Public Security situation, dusk to dawn curfew is in effect for a second night part of the reason we are inside. There is also rain which could impact the pace at which investigators are able to gat r evidence. The fbi is on the ground. They are going to be looking for clues about who might be behind this. The government has already pointed to this little known domestic group. Its known to have extremist ideology. Authorities are saying that they would have had to have some sort of outside help because the group has never carried out an attack before and what has stunned authorities here is how coordinated these bombings were. Three churches, three hotels at pretty much the same time. Thank you so much. That is exactly the point now. Msnbc Senior National security analyst, the first thing that struck me was we know there was a violent sivcivil war until ab 2009. We dont know of any local groups that can produce this kind of coordination. This seems to be isis or isis inspired . I think more than likely. As you said, the civil war was very different in how it was targeted. It was really against political figures. Not the scale, not the coordination and certainly not long history of suicide bombings. Its almost the birth place. I think in this case the first accusation of this was inspired by an International Group is probably right. You and i both know the first 24 hours is very difficult. I think because it is so different from what we have seen before, because of the targeting of houses of worship similar to what we have seen in malaysia and indonesia and against muslim houses of worship it probably does have a nexus to International Groups either al qaeda or isis at least in inspiration. The fbi is on the ground. They would normally be helping especially with americans among the victims. What is going on right now at the organization you led . Are they going back to see if there were any intercepts that could have been clues here . I hate to say, the first thing they are going to do is say what is this group . Ntcc, they have not been focussed on sri lanka. They had been focussed on Southeast Asia for a long time in isis tentacles. Philippines, indonesia. Absolutely. They are going to say what were the signals of intercepts we saw . Do we have past record of these individuals and start to do those comparisons. That will be shared back with the sri lankaens. It is going to take a degree of coordination between sri lanka, countries like the u. S. And india and apparently some of this preeevent warning did come from the Indian Security service possibly suggesting some International Nexus there. Why would it have been ignored or not acted upon immediately . Thats right. I think we will see three things out of this. First of all, the political recriminations and there is a very complex political dynamic there. Some warning did go out to the Defense Ministry and the police. Why werent churches guarded . I have sympathy because there is a lot of threat warning. You dont know when or the scale. Clearly, they got something wrong. Second, we will figure out the international tentacles. A really interesting piece was the Immediate Reaction to shut down all social media in sri lanka. More and more we are seeing social media as a driver of some of this radicalization, platforms on which people can coordinate and then immediately a response by governments to shut it down as quickly as possible so things dont spiral out of control via the internet. Isnt it the case that as the caliphate was conquered they move more into the cyber space and as well into the philippines a and indonesia. In many ways what was past is present, we all focuso mu so mu ice skps al qaeda as well are going back to what they had before that which is a virtual caliphate across continents. The Trump Administration significantly tightened the economic squeeze on iran today announcing it would try to bring down the oil exports to zero by no longer creating exemptions to u. S. Sanctions to eight countries as of next week. We will no longer grant any exemptions. We are going to zero. We are going to zero across the board. We will continue to enforce sanctions and monitor compliance. Any nation or entity acting in iran should do its diligence. The risks are simply not going to be worth the benefits. The decision could spike Global Oil Prices even slowing the economy here at home. Joining me now david cohn. You have had a number of roles interact wg all of this. How effective are these sanctions going to be especially given the fact that 134 of our allies were exempted and now will no longer be exempted . I think it is a good question about whether we will actually be able to drive iranian exports to zero. Its not because of the existence of sufficient supply. There is oil on the markets, china, turkey, india, can probably find alternative supply from iran. Its not about supply. Its about policy. Its about whether those countries would be willing to go along with this demand that secretary mike pompeo was articulating. And those countries when we were doing a similar effort in the Obama Administration were with us in the policy. The policy putting pressure on iran because it was in service of a diplomatic negotiation. Now those countries are not with us in whatever our policy may be. The european allies have been trying to find ways to ki circumvent the sanctions. And india, also. India is a Huge Consumer of i n iranian oil. You can probably find other oil and so thats going to be an impediment. The deeper problem here with the administrations maximum pressure strategy on iran is that they havent built an International Coalition to join them in that strategy and they are pursuing this maximum pressure strategy all around the world. Its the same sanction strategy in north korea and venezuela. You look at a country like china, they are being told maximum pressure on iran, maximum pressure on north korea, maximum pressure on chinese. They will say we are not going to join you in these efforts. Mike pompeo said that the saudis will increase the output and they have room there to increase their output and make up the difference. World markets nervous today. And prices are going up because i think the markets are trying to figure out how this is going to play out. That could of course have reverberations here. But the markets, i do think there is oil out there probably sufficient oil. The prices may go up a little bit. Again, the issue here is will these countries go along . And if they dont, what are we going to do about it . Are we going to take action against the biggest banks in china, turkey which also will have reverberations on the u. S. Economy. At the same time as we are trying to sanction north korea. The other question here is whether or not we are hurting the iranian people. They have always said that this policy is to stop iran, to stop the Iranian Military from profiting and using that money for missile tests and other Nuclear Development that they claim is still going on even though the International Inspectors have not found the Nuclear Development continuing. But its now arguably hurting the iranian people. They have got historic flooding and the government is saying sanctions are hurting the International Relief efforts, flooding that has never been seen there before. There is a terrible situation with the flooding. There is no question that the sanctions that the Trump Administration has brought back into effect once they left the Iran Nuclear Deal have had an impact on the iranian economy. The question is what we are trying to accomplish with the sanctions. If we are not trying to use the sanctions to foster a policy that is something that can be achieved like a diplomatic negotiation, but instead trying to use the sanctions to sort of collapse the regime which i think is what the administration is trying to do, then the effect is essentially to punish the iranian people because its not in service of a policy that is achievable. The best we know is there will be video announcement entering finally this race from joe biden sometime in the middle of the week likely on wednesday. There are a lot of options that are still on the table that they are considering as far as what publically he will do after that. There is discussion about of a lot of rooet tyetail events. They have really only begun to expand that small nucleus of Campaign Advisers in the last week or so. They dont yet have the infrastructure they need to build a large crowd unless they rely on something we see a lot which is union events. He has been doing a number of them in the past month. I understand there may be one on the books for next week. The one thing i know is keeping a bag packed for whatever might unfold here in the coming weeks. It is really interesting to see this phenomenon of an establishment front runner, Party Favorite in a lot of ways who still has a lot of things that are uncertain at this point. He has a long record. Steve kornacki, is three times the charm . This would be if he does get in his third time as a kid. This is the seventh time in his political career joe biden has walked up to this point of toying with entering the race t. Spans 40 years. If he gets in here, he will be running in 2020. Obviously, 78 years old if he gets elected that would make him the oldest president ever to take office. He was 37 years old. He thought about running for president back in 1980. He did not get in. He looked at 1984. He actually signed his name on paperwork to file for the New Hampshire primary and gave it to his sister. Ultimately chose not to. He looked at the 84 race. He did run in the 88 cycle. There was a moment when it looks like he might be the Democratic Front runner. And then he kept at it. 2004, almost got in the race. They did run in 2008. He had a pretty Strong Performance in the democratic debates enough to land him on obamas radar. His stature enhanced, almost got in the race in 2016 as we remember, decided not to. Here he is approaching 78 years old. Thats what he would be if he got elected. He has one final chance at this prize that has been on his radar this entire political career. It appears he will go for it after all the times when the stars didnt quite align for him. This is a generational divide as well as an experience divide. You will be interviewing Julian Castro tonight and pete buttigieg. The generational divide with joe biden is pretty dramatic. There is a generational divide with senator Bernie Sanders. He is someone older than joe biden. We were talking about him last week because he is almost like an atm. He has been able to raise so much money. I think there is such a passion and hunger within the Democratic Party to find a nominee who they believe can beat President Trump. Theyre pushing aside age. They are looking at someone for the most part who reflects their anger and reflects their passion. Thats the reason why i think Vice President biden has been at the top of the pack when it comes to the Public Opinion polls. As we have always seen, Vice President biden is always popular the moment before he says im running. Once he says im running, he is out there on the campaign trail, well see whether he can raise the money to match the Kamala Harriss and mayor petes and Bernie Sanders and keeping up with senator Elizabeth Warren and her raft of policy ideas that we all should be talking about but arent. Interestingly, people are talking about beto orourke and mayor pete and joe biden and not so much about the women already in the race with the reference to Elizabeth Warren just now from jonathan. Kamala harris, Kirsten Gillibrand hasnt been getting as much attention. Of course, Amy Klobuchar from minnesota. I think there is a real frustration among some women democratic voters but also democratic consultants. There is the idea that i think the men sometimes take up a lot of room and a lot of people think they get an unfair Media Advantage thm advantage. The counter is that early polls are about name recognition and the people with name recognition are the former Vice President and Bernie Sanders because he ran for the ticket and came close in 2016. Its a tough place for people. I think one thing that is certain, people i have talked to on several campaigns that the Democratic Party will have to reflect some sort of diversity whether that means having a female Vice President or a weem at the top of the ticket. The issues are there because what really helped the Democratic Party take back the house was the women voters who said we need to send a check on him. Whether those same women look at joe biden and Bernie Sanders say that you can make a case that that is going to be made that they will want to rally behind the people if they see them as the most electable. The president tweeted my friend herman cain has asked me not to nominate him for a seat this is all about four republican senators saying they will not support him and no way he would get confirmed.
