Plus love over hate. The desecration of a Jewish Cemetery in st. Louis just the latest example of a Community Pulling together in response to the rising number of antisemitic hate crimes around the country. This antisemitism is ridiculous. Its sad and disturbing. Were all americans, we all came here as immigrants. This is wrong and my hope, my prayer is out of this something good will come out of this. Good day everyone. Im Andrea Mitchell in washington. In a classic case of bad timing President Trump is laying down the law on immigration even as his secretaries of state and Homeland Security are heading to mexico today to try to repair the damage over the president s difficult phone call with mexicos president over that wall. Rex tillerson is with mr. Trump at the white house this hour before headed to Andrews Air Force base for the flight to mexico city while millions of undocumented immigrants here try to assess the new legal realities. National correspondent Peter Alexander joins me from the white house. Tell us the top lines out of these immigration orders, series of orders fixing in one case or two cases the problems that came up with the initial executive order rollout a couple of weeks ago. Reporter the bottom line is this is sort of the implementation of these xw guidelines, the get tough approach President Trump touted as candidate trump, in the past when someone would be caught crossing the border, thed be detained, released before they were supposed to appear before due process before they were deported. This will change the rules to the deportation process would be sooner and basically so that that detain process that they hold onto them for much longer. The bottom line here is this is part of what critics say is a crackdown, what the Administration Says is a necessary effort to keep america safe and to focus on keeping those people in this country, even if it includes some undocumented immigrants who are not responsible for any crimes of any kind. Andrea . And you were down in southern virginia in dave bratz district, the insurgent who rode the Tea Party Wave and unseated eric cantor in a primary, the majority leader at the time. What did you experience going down there yesterday . It was remarkable, revisit our experience eight years ago with the tea party. Then it was republicans fighting republicans in effect. This is now progressives, liberal democrats and independents pushing back on republican lawmakers across the country. This was a remarkable night, about 200 seats but they would have been able to fit another 200 people if they had a larger room, a large crowd outside pushing this congressmen who rode that wall of anger last night, concerns about obamacare, what hell do to protect individuals health insurance, about Donald Trumps policies. One of the challenges for dave brat and other lawmakers there isnt any specific replacement being proposed for obamacare so in the absense of something to show the process of showing up has been a lot more challenging for these individuals. This was quite a night. There was a lot of anxiety, and there was a lot of anger right now. Nobody we met was a paid protester, despite some of the criticisms weve heard from not just the president but dave brat frankly in recent days but there is organization here and a lot of the energy it appears is increasingly on the progressive left. You mentioned the criticism, there was a tweet from the president yesterday from his own account, the socalled angry crowds in home districts of some republicans are actually in numerous cases planned out by liberal activists. Sad. You did see organization and signage. Theres protests outside the chamber of commerce event with Mitch Mcconnell down in kentucky, so it does seem that it is happening in various places around the country, in places that are red states. Youre exactly right. This is happening in red and blue states. In california the republican congressman paul cook hasnt held an inperson town hall in several years. There theres a gorilla Marketing Campaign posted his sticker on the side of milk cartons like hes a missing child trying to get him to show up. Last night this was the southernmost part of dave brats district, he added three counties recently. He wanted to go to one of the counties but richmond, virginia, has about 200,000 plus people there. The place where we were last night only has about 2,000. He put it in a remote spot but the forces showed up, hundreds of people driving that distance, some of them driving a couple hours just to participate. Thank you, peter, Peter Alexander starting us off today. I know well touch base with you again before sean spicers briefing at the back end of the show. Congressional democrats pouncing on the new Immigration Enforcement policies. Senate minority leader Chuck Schumer calling them a mass deportation plan how true is that . We get the facts from usa today immigration reporter alan gomez and msnbc chief legal are respondent ari lber. Is Chuck Schumer correct this is a massive deportation plan . I would say hes not correct this is a current deportation plan on a mass level. That is not what is happening today and a lot of what we see in the two memos are basically a proper inner Agency Process to lay out enforcement options, more i. C. E. Agents and more border patrols broadening the expedited deportation process makes it easier to get a larger class of individuals out of the country and the socalled dreamers or daca program as the president noted in his press conference and now you can see it in the memos, that san executive action which means it could change any time but for now that stays in place. Couple other highlights is these memos say they want to count the amount of nonintelligence u. S. Aid to mexico and want to start planning and designing and building the wall, thats a part of a memo where you say okay weve heard a lot about that. Is that going to happen . We dont know yet. To the larger deportation question, it would be possible to use the expanded power to do higher deportations. Theres no efds yet to say whats happening. Alan gomez the reaction from the community there must be a lot of anxiety. We are seeing people turning to sanctuary churches, possibly moving to the sanctuary cities around the country who refuse to cooperate with federal immigration officials, but following up with what ari was just talking about, the idea that right now theres a certain number of immigration agents that can go out and conduct deportations. The federal government has a certain amount of money to deport people so theres a limit to how much President Trump can increase the number of deportations but i think the reason youre seeing that much fear in the community is that the target population of undocumented immigrants has changed dramatically under these memos laid out by Homeland Security. Before had to convicted with a crime to be and they only have to be charged with a crime. Thats why youre seeing the panic in the community. The president has brought new orders and the one that were expecting also to fix the problems in the original executive order. I think were seeing two very different roads andrea on the new orders that were talking about now on the border agents, on the enforcement, likely constitutional, rolled out in a proper way with inner agency input and similar to things weve seen in the past in terms of precedent so thats an a for process. Whatever one feels about the ideology, the policy, the politics within and totally different road on the travel ban. Steven miller coming out last night and saying on a news program that the new ban will be just like the old ban he described differences as a minor nature. He served up the aclus opening line. Judge you blocked the old ban for these reasons and the government has already conceded through mr. Miller in charge of the process the new ban is basically the same so it will be blocked, too. I call that terrible lawyering, something the doj is probably concerned about and reflects the other path, for whatever set of reasons we can analyze the way they rolled out the travel ban initially and how they continue to defend and talk about it is going to make it harder for them to defend in court. Well talk to some of our Foreign Policy experts in a moment about this trip, the timing of this trip where youve got the secretary of state, the secretary of Homeland Security going down to mexico and this is in the midst of the reaction to this rollout. Steve miller in the white house and some of the otherhite house officials counteracting the work, the diplomacy if you will of some of the abnet secretaries not only in this field but what we saw last week in europe as well. Alan gomez thats got to be a problem for the Homeland Security secretary. I wouldnt want to be leading this delegation to mexico right now. I can tell you that. You have already the backdrop of the comments President Trump made about mexico throughout his campaign. You have this incredible increase in the focus of deportation dollars. Another part of the memo going to be coming up during their discussions, one of the things theyre doing is when you get to the u. S. , usually youre allowed to stay in the country while you go through your Court Proceeding before an immigration judge. This order will allow the United States to push a lot of those people pack into mexico, whether theyre from there or not. You think of the Central American kids coming to the United States and their parents and families, a lot of them will be able to be pushed back into mexico now and say hey you stay there until your cases are resolved and thats something that Homeland Security says theyre going to be talking with the Mexican Government to set up that system, so just another issue, another problem for them to deal with as theyre going down there and having these discussions. Thank you so much both. Coming up, feeling the heat. Rex tillerson and john kelly traveling to mexico today amidst this tension between the president s new deportation guidelines, next on Andrea Mitchell reports on msnbc. Did you make that . I did. Nt. Hey, come look what lisa made. Wow. You grilled that chicken . Yup i did. Nt. Smartmade frozen meals. Real ingredients, grilled and roasted. Its like you made it. And you did. Nt. W. I was always searching for ways to manage my symptoms. I thought i had it covered. Then i realized managing was all i was doing. Hepatitis b, are prone to infections,. Or have flulike symptoms or sores. Dont start humira if you have an infection. If youre still just managing your symptoms, ask your gastroenterologist about humira. With humira, remission is possible. By all accounts the trump Foreign Policy team did get off to a rocky start having to explain the president s latest comments and tweets to audiences overseas, as Vice President pence discovered in brussels last week. Rest assured both the president and i strongly support a free and independent press. And defense secretary mattis after the president s repeated comments about confiscating iraqs oil. All of us in america have generally paid for our gas and oil all along and im sure well continue to do so in the future. Were not in iraq to seize anybodys oil. Joining me are rick stengel, undersecretary for Public Diplomacy in john kerrys state department and kristine warmuth, former undersecretary of defense. Thank you both, welcome. Rick stengel, first to you. How difficult is it for the secretary of state, the secretary of Homeland Security to be headed to mexico after that unfortunate phone call with the mexican president , he canceled the visit, all the talk about the wall, and now these, these crackdowns on undocumented immigran immigrants. A trip to mexico by the secretary of state is like a layup, when a Big Ten School plays a Small College in preseason and wins by 40 points. This shouldnt be a hard thing. The president made it very hard. One of the things about dploek diplomacy, in those circles you dont negotiate in public. Trump is negotiating in public and pro xhizing his representatives when they go to mexico. The last couple days complicate that trip where theyll be on the defensive. Thats not what we want for americas diplomats. Kristine from a military perspective youve got the National Security council has not had a formal meeting yet. Supposedly there might be one later this week. When they announced an nsc meeting inaccurately, there were no cabinet secretaries, just a staff meeting with the president , that was yesterday. There have been no new deputies apointed at pentagon or at state. The state Department Deputy was overruled by the president. There are loyalty tests now being applied at cabinet deputies and undersecretaries. How can it all function in this way . I think its going to be pretty challenging right now, n andr andrea, that is for certain. While we have strong secretaries in secretary mattis and secretary tillerson and the new National Security adviser they cant do all of it alone. They need deputies. They need undersecretaries and the Trump Administration is well behind schedule right now in terms of getting thoseey players into place. Theyve complained that its because of the slow walking by the democrats of confirming cabinet nominees, but in this case 90 of the confirmable posts are not even nominated yet. Thats right and frankly in many cases you arent hearing names on a regular basis about who those people are going to be. So again, i think when you look back to the beginning of the Obama Administration or even the previous bush administration, those names were sort of being circulated. They were going through the vetting process by now, because you really want to have ideally those people in place by february or march, and we are just way behind that schedule right now. Rick stengel, by all accounts general mcmaster is highly regarded, widely praised, some question even Barry Mccaffrey questioned whether or not hed be better off, had more flexibility if he took off the uniform and took a civilian role at the nsc. How much control will he have, when you have steve bannon running a parallel National Security council, his Strategic Policy group and bannon meeting with the german ambassador and specifically undercutting what the Vice President and others have been telling the europeans about our support for the eu . Well, its hard to see whats actually happening in the white house, andrea. I think the new National Security adviser is a very strong selection, somebody who has credibility with all the different groups that he needs to manage, and i think the fact that he will be and should be an honest broker mean that the secretary, the secretary of state and other cabinet offices will look to him as someone who should guide the president. Again, theres always throughout American History often a conflict between a National Security adviser who doesnt have the president s ear and political adviser who does. And the Carter Administration in both Political Parties tensions between state and the white house. What weve seen in the past you were at the nsc, youve seen this as we, the white house generally rules. It would have to be a very strong relationship with the secretary of state, condi rice, jim baker come to mind, Henry Kissinger who played both roles where you have that strong relationship between the president and the secretary of state, other wiles the National Security adviser can be much more powerful. The nsa can be very powerful but in this case what i hope will happen is that mcmaster will take a page from previous National Security advisers and Start Building strong relationships with the secretary of defense, with the secretary of state. When sue ran rice was National Security adviser, condi rice was National Security adviser shed have a breakfast once or twice a week to build a strong and functional relationship. I think thats important and hope thats something that he will do. Rick stengel you were in charge of Public Diplomacy. How important is it for the tradition that goes back to John Foster Dulles in 1953 of having daily briefings at the state department, how important is that to tell the rest of the world what u. S. Policy is . Because we havent had one yet. I think its very important, kind of astonnishing there hasnt been a daily press briefing, the new secretary hasnt really taken a press crew with him when he travels. Were the only Foreign Ministry around the world that does daily press briefings, and one of the things about that in terms of Public Diplomacy it shows were transparent about our policymaking. We want people to understand our policy. Thats why we do those press briefings and having been in charge of that, one of the things you also realize is that when you have to go out in front of reporters every day, it actually makes your policies stronger. When you have to articulate it, you have to have better policy, because theres oftentimes we would sit in a room and couldnt figure out how to Say Something about it. Maybe theres something wrong with the policy. It helps develop policy as well. Is the problem here that you dont know what you can announce from the state department if you dont know what the president or some of his advisers might be doing . And i assume thats why tillerson has been reluctant to commence the briefings, but i think also wt ive been hearing from friends at the state department is that he is not the kind of open transparent diplomat that john kerry was. The incident with lavrov in munich tillerson shooed the press out and love rof said why dont we have them. Tillerson will have meeting answers we wont brief but the foreign minister from whatever country hes meeting with will brief reporters afterwards. That puts the u. S. Behind the 8 ball. To be continued. Thanks so much, rick stengel and thank you, kristine warmuth. Coming up, prolific conservative columnist george will on why he left the Republican Party and his take on President Trumps first month in office. I think the president would serve himself better by not having as many controversies surrounding his statements because it tends to take us off message. When you talk to republicans quietly in the cloak room, in the gym,er this having real problems with him. Within three, four months youll see a whole lot of republicans breaking with him. Thatemains to be seen. One republican who did break ranks is conservative commentator george will. He left the republican june after House Speaker ryan endorsed donald trump for president. Our friends at the last word point out that will and former Fox News Contributor has been antitrump from the start. Donald trump doesnt do evidence. He says apoe plexy is a substitute for arguments. Hes a onetrick pony, says im rich and everyone who disagrees with me are stupid and all of our problems are simple if you put me in charge. Donald trump is a con artist and all the rest, a clown act. Joining me is george will, syndicated columnist, Pulitzer Prize winner, former republican and baseball fan. In ascending order of importance. Baseball fan first and foremost. Great to see you, george. Glad to be here. Lets look at the first 100 days coming up, the first month, lets say so far. What have we seen about the way donald trump is running this country, running the white house, the cabinet choices . Well the cabinet choices have been very good. Even though hes a new republican and essentially rended the party, web you get elected you have 3,000 to 4,000 policy making jobs, deputy secretaries, assistant secretaries and all the rest and youre faced with the republican pool from which you have to draw these people and the republican pool is pretty satisfactory, so that i think most conservatives are rather pleased with that. There is, however, a seamlessness of style from the campaign to the transition, i dont know what you call it, the dealings with carrier, where he used president ial power that he did not yet possess to cause a private sector entity to take economic decisions that clearly before the president bore down on them did not think were in the interests of their shareholders. On to the continuing tweet storm after that, what tt means is that were dealing with a man who is not going to change his character and his character may not get better influenced by a, the possession of power or b, the sycophantcy that surrounds president s and their acolytes. The sycophancy is expass operated by loyalty oaths, not literally but figuratively, Elliott Abrams was vetoed by the president after he was basically hired after the secretary of state brought him over to meet with the president , and then he was vetoed because he had written a column in bill kristols magazine last may. He never signed a trump oath or a document and the rest and youre seeing this in department after department, someone like general mattis not being able to choose his own deputy so far and wanting to keep, we hear, the holdover from the previous administration. Perhaps for that reason, one choice for the National Security adviser said no thank you because im not going to do it unless i can have my people around me. Now hes got a new National Security adviser and this is a general who is widely admired being able to speak truth to power. How much truth or pushback can this president listen to . I dont think so he objects to the truth. He objects to truth thats inconvenient and objects to credit is imof him. Well move the embassy to jerusalem, gets asked about it the other day, he says well were thinking about it and id kind of like to do and well let you know. Lot of his commitments seem to be written on water, and become vapor really, so it depends on the mood hes in. Youve got Congressional Republicans and it seems to me that where things are going to re h a tough pass is over the budget which is coming uhm pret up pretty soon. The white house budget folks talking about 3. 2 growth which is beyond rosy scenario. Youve been through budgets, we had the reagan and stockman issues and other rosy scenario, but this is beyond anything that weve seen before, our growth has been about 2 or less for years now. And its 2 or less at the time when the baby boomers are retiring, putting added pressure on the welfare state, the medicare and Social Security particularly at which point we need rapid growth to throw off the revenues to pay off the bills for the baby boomers. The problem is weve been through a lost decade, a decade in which we did not have a single year with 3 growth. Since 2000 we have hey, what, 1. 9 is the average growth exactly. So its wonderful assumptions. Theres a joke about a man is walking down a road with a friend and they fall into a deep pit with steep sides, i dont know how well get. The Economist Says dont worry, well just assume a ladder. I think were in the assuming a ladder stage here. Just on a bright note, spring training about to start. It started. It started already . Yep. What can we look for with the nats . The nats are going to be pretty good. Weve got really competitive balance throughout all six divisions of baseball. Its going to be a tremendous season. Something to look forward to. George will, as always, good to see you. Hope to see you again soon. Thank you. Coming up in the unsettling times of anger and hate times the fundamental goodness of americans as ravened maddow points out. Were at an unusual time in our history, you might have noticed. National politics has veered taken keeps veering in unexpeed directions, sort of hard to know on any given day what is likely to happen next that can sometimes be exhilarating and mostly exhausting, but even in unpredictable times some principles of human behavior, human reaction, human decencies, right, still hold. Amid a wave of antisemitic threats of violence around the country theres opinion a remarkable response from muslims, fog what happened in victoria, texas, after a mosque was burned down last month. The president of the synagogue congress gags welcomes the keys to the imams while they rebuilt. More than 23,000 people donated 1. 1 million to rebuild that mosque, exceeding their goal of 850,000. In university city, missouri, after a Jewish Cemetery was vandalized this week a group of muslimamericans set up an Online Fundraising page and so far raised more than 60,000 to help rebuild that cemetery, repair the damage and assist other vandalized Jewish Centers across the country. According to the Jcc Association of north america, there have been at least 70 incidents at dozens of Jewish Centers across the country this year alone. Joining me is linda sasaur, and jonathan greenblatt, ceo of the antidefamation league. First jonathan you had the threat of something at your headquarters in new york. Tell us what happened. Sure, andrea. So the adl, headquartered in manhattan got a bomb threat this morning, very similar to the bomb threats that have come in, as you said, to 70 someodd Jewish Community centers in 27 states over the past two months. Its a frightening moment and it reminds us that the haters and the bigots, they hide in the shadows like cowards, and they seek to terrorize us because of our faith and we will not be deterred, and we will not be daunted. Weve had of course the dreadful attack on the cemetery in missouri, but you have muslimamericans raising money for repairs. Yes. Despite the hatred thats out there were seeing a spontaneous response, bringing together different communities of faith. Its a great reminder, its a great reminder that america is a decent place and her people are the greatest people in the world. You know, what were seeing from muslimamericans is incredibly encouraging, as you said it mirrors the action of Many American jews to islamophobia and mosque vandalism in recent weeks and i was at the vatican just two weeks ago and i heard from the holy father the same message about people from different faiths need to come together. Now i will tell you, we want to see leadership from the president on this issue. His statement yesterday was a good first start. We now want to see him take concrete steps like ordinary people are doing across the country. Thanks to you, John Greenblatt and linda sasour talk to me about the muslim. American community and its response to the campaign and also now of course from the white house. Thank you, andrea. Im really humbled and i expected nothing less from my community o has always been a generous community. They have raised, our goal was 20,000. We raised over 76,000 for the st. Louis cemetery, Jewish Cemetery as well as other Jewish Centers that have been vandalized and had bomb threats across the country. To be honest i dont expect much from the president. If you stand against antisemitism and islamaphobia, you have to get rid of the is m islamaphobes in the white house. We receive bomb threats and violent threats as well as the burning down of many mosques across the country. Theres been five to six arsons just within maybe the past six months that we have heard of. So its a very troubling time, but we again our faith teaches us to stand up for all people, and that people in a cemetery should be able to rest in peace and it was one of the most tragic things that weve heard in a long time, that when we saw the pictures that came out of the st. Louis Jewish Cemetery. Linda, talk to me about the white house and whom are you pointing to and what responsibility do you think the president needs to take for some of the people inside his own white house staff . Steve bannon, who is an outright white nationalist, white supremacist and antisemite. Thank god we got rid of general flynn, known islamaphobe, mike pompeo, dr. Ben carson has engaged in rhetoric over the course of his campaign so wherever we look we find people who are antithetical to everything that we or at least i stand for and they have targeting us through executive orders on the muslim ban, specifically focusing on our faith and they can try to tell me otherwise but i know what that looks like, targeting undocumented immigrants, so if donald trump is really going to stand up against antisemitism and iz slislamaphobia, id starh steve bannon. Have you asked for a meeting with the white house or any kind of staff meeting to try to explain your point of view and your concerns . Ill be honest with you, andrea, speaking on behalf of myself. I will respect the presidency but i will not respect this president of the United States of america, so over the course of the four years, i will be in opposition to this administration as they have in opposition to the communities that i come from, and were hoping that in 2018 we can at least win back one branch of government or at least one house in order to ensure some real checks and balances, because right now, this administration is abusing their power and were not going to have it and were united, the Progressive Movement as you saw has been out in the streets since the womens march on washington, were organizing, our voices are loud, were going to the town hall meetings, were engaging politically and yes were uniting and standing with our jewish sisters and brothers, our black sisters and brothers and undocumented sisters and brothers. Thanks for talking to us and for what youre doing for the Jewish Cemetery that was vandalized. Coming up, last stand . The deadline to evacuate is hours away. Cal perry is there. What are you seeing right now . Reporter the camp is eerily calm. They burned their tents earlier, really a sign of frustration. They told authorities here it was part of a ceremonial ritual but its clearly a lashing out as protesters are frustrated that they havent succeeded as they would see in their own eyes. Theyll be given two choices, one bus headed to bismarck allow some people to get some Financial Aid to get home and then there will be a second bus and that bus will be going to the jail in bismarck. Authorities are hoping to avoid a clash, but theyre being very realistic. Dozen or so hard core supporters calling themselves water protectors. They will stayast the deadline and want to be arreste they told us. It will be interesting to see also how the authorities make their way through this camp. Theres been a lot of trash left here and thats a major concern to the governor who is worried they are causing their own environmental zaeser despite protesting the pipeline. Cal perry thanks for that. As we await playback of the president s meeting with his budget advisers joining me Chris Cillizza and anne gearan. Anne first to you, the president s been pemeeting with his adviser, cabinet secretaries flying south. Some of the challenges with the deportation decisions as secretary tillerson is about to go to mexico today with the Homeland Security secretary. Yep, well have tillerson with now secretary kelly walking right into the teeth of Mexican Government outrage over the whole set of issues surrounding immigration and border security, president s executive orders, and now the deportation question. That is not only a policy issue and from the Mexican Governments perspective a moral one but also a logistical challenge, so those two will be meeting with everyone from Enrique Pena Nieto and several members of his cabinet over a day and a half. Without a whole lot of coverage because thats not something they welcome. Yes, well theyre only taking one reporter along with tillerson and kelly is taking no one, which they dont usually travel with a press corps. So yes. And that is the photo opportunity, lets listen to the president right now in the cabinet room. The senate and hes going to be an absolutely great director, total confidence in mick, known him for a long time. He loves those budge elts. Unfortunately, the budget that were inheriting essentially inherit something a mess. The finances of our country are a mess, but were going to clean them up, things that weve been doing, including negotiating deals that have already been negotiated, so you call it renegotiating on airplanes and lots of other things, military items, will end up getting many more planes free or well save a lot of money but weve already saved a lot, billions and billions of dollars weve saved. We have enormous work to do as the National Debt doubled over the last eight years, our debt has doubled over a short period of time. I want the American People to know that our budget will reflect their priorities, well be directing all of our departments and agencies to protect every last american and every last tax dollar, no more wasted money. Were going to be spending the money in a very, very careful manner, our moral duty to the taxpayer requires us to make our government leaner, and more accountable. We must do a lot more with less, and we must stop the improper payments and the abuses, negotiate better pryces and look for every last dollar of saving. Weve already imposed hiring freezes on nonessential government workers, and part of our commitment is to continue to do that for the american taxpayer. We have appointed a cabinet that knows who to you manage dollars wisely. Ive known many of the folks for a long time. Thve been tremendous winners, whether its steve or gary or another steve right here, and thats why i will direct them to manage the countrys dollars and your dollars very wisely. We wont let your money be wasted anymore. Were going to run government smoothly, efficiently and on behalf of the very hardworking taxpayers, something that the taxpayers havent seen in a long time. I will be holding everybody accountable for that and i have no doubt that this group in particular this group will do a fantastic job. I want to congratulate Steve Mnuchin as our new secretary of the treasury, hes going to be outstanding, tremendous track record. He has a tremendous track record, i have great confidence in him, so were going to continue on and we are going to take the budget which in all fairness ive only been here for four weeks so i cant take too much of the blame for whats happened, but it is absolutely out of control, and were going to do things that are going to be tremendous over the years. We have to take care of our military, we have no choice, we have to take care of our military. It needs work. Its very depleted and we have to take care of a lot of other things. Health care is moving along nicely. Its being put into final forms. As you know, before we do the tax, which is actually very well finalized, but we cant submit it until the health care statutorily or otherwise so were doing the health care. Again, moving along very well. Sometime during the month of march, maybe mid to early march well be submitting something that i think people will be very impressed by. And with that, were going to have a little meeting and i think the press knows pretty much all of the people at the table, so thank you very much. Thank you guys. Thank you press. Thank you very much. All right, thank you very much. Chris cillizza there were no answers to those shouted questions about the congressional meetings. Were seeing around the country republicans getting some heat from constituents. You know, i do think what is difficult to know, andrea, is how much of this the whole paid protesters thing i think is a little bit of a red herring but how much of this is people who werent for trump, didnt vote for trump, are democratic activists, are going to turn out and how much people who maybe didnt vote, voted for donald trump but werent unsure. Thats the question, what do these folks look like. I will say, though, trump in that clip you just showed relatively disciplined, clearly reading off a set of sort of prepared remarks or talking points, not doing his usual sort of tenminute free form and then giving the brief remarks he is supposed to give. You hesitate to call anything a trend, but from saturday on, he has been more disciplined than weve seen him. Now, that doesnt mean hes been disciplined but more disciplined than weve seen him and as a result its been relatively quiet. Let me bring in Hallie Jackson. Hallie, you were in that photo opportunity, and tried to ask the president a question, but no answer to the questions, which is a way of being disciplined, but one underlying flaw that weve been talking about here during the program is their Economic Projections or Something Like 3. 2 growth, not a consensus of any economist and would belie the case of 2 or less growth for the last years and years. I think thats one of the interesting things you might see as this briefing gets ready to gin, andrea, coming out of this luncheon. Wi that i have to let you go and sit back down, thanks. Thats a great segue from Hallie Jackson to sean spicer, who is taking the podium and well listen. Good afternoon, everyone. I wanted to wait until the president finished up with his remarks on the budget before i came out. As you saw hes had a really Good Opportunity to sit down with his team. Its clearly been a busy day here at the white house again, so im going to kind of keep it quick and get to your questions. This morning after receiving his daily intelligence briefing the president met with secretary of state tillerson, as you all know secretary tillerson and secretary kelly will travel to mexico city later today as one of their first foreign trips. Its significant, the president is sending the secretaries to mexico so early in the administration. Its a symbolic of the meaningful relationship that our two nations have. These are important meetings regarding the president s agenda to improve the quality of lives for both people of mexico and the United States by combating trug traff drug traffickers and finding ways to bolster our economies through a broader relationship that promotes commerce and legal immigration. This is a very encouraging start to our working relationship with an incredible partner, neighbor to the south. At this moment, the president has just wrapped up his discussions on the federal budget with some of the officials and staff who will be instrumental in the work to put this country back on a responsibly fiscal path. Joining the meeting were reince priebus, steve bannon, jared kushner, jared kohn, Steve Mnuchin, mick mulvaney, russ vote and emma doyle of the office of management and budget. We look forward to presenting our tax reform plan and providing much needed tax reform and relief to the hardworking men and women of our nation. The president s going to restore and respect the american taxpayer by enabling them to keep more of their hard earned money and by making sure the federal government spends money more responsibly. After the lunch the president will continue this important discussion with other members of the senior staff. Additionally the Vice President today is in st. Louis to participate in listening sessions with American Workers and employees of the cat equipment engineer and dealer a 100yearold family owned and operated business. During his visit the Vice President will discuss the economic comeback in store for our nation under the president s economic agenda and with Small Business owners and employees. The president already made strides towards slashing redundant regulations through his executive actions and well work with congress to enact further progrowth legislation. Back to the president s schedule, later this afternoon the president will participate in a standing legislative Affairs Strategy session. Our legislative affairs team is in Constant Contact with our counterparts on the hill, keeping an open dialogue on all aspects of the president s agenda. Last week alone more than 40 different senator and members of congress individuals visited the white house. On the supreme court, judge gorsuch has met with 58 senators, 36 republicans and 22 democrats, and he has more meetings already on the books for next week when the Senate Returns to session. Weve been especially encouraged by the reception hes received from several senior democrats including senators feinstein, tester, derber and gillibrand. Multiple unions came out for alexa costa, the president s nominee for labor secretary. Both the Laborers International union of north america and the International Union of operating engineers praised his distinguished career and pledged their support for his nomination. The legislative affairs team is using the congressional work period to coordinate with key coalitions in congress, meeting with different groups in the house and senate including the staff of the congressional black cauc caucus, and various committees. Weve used this work perd as an opportunity to invite staffers from both sides of the aisle to come to the white house and discuss shared priorities and find Common Ground on the way forward. Were not just reaching out to capitol hill. Weve actively engaged with key leader and policymakers around the country. Its critical we gather input from states and from people throughout the country rather than just leaders here in washington. Looking ahead to tomorrow, the president will meet with a group of world class Business Leaders to discuss specific action he can take to remove barriers to job creation. These leaders many of whom represent some of the countrys largest manufacturers will begin the day in working groups with the Vice President , cabinet members and key aides of the president s staff. The working groups will engage in a deep dive conversation on the attendees specific area of expertise. Soics of discussion, deregulation, tax and trade, training in the w
