At this hour, federal government is shutting down in anticipation of a big storm about to hit here. Officials are warning the storm could be deadly. About two feet of wet and very heavy snow expected to fall for some 36 hours. Heavy winds along with it mean thousands of residents will likely lose power. Washington is far from alone. A state of emergency has been declared in five states. Pennsylvania, north carolina, virginia, maryland and tennessee along with washington, d. C. And 21 counties in georgia. More than 85 Million People across 20 states on the east coast will be impacted. Our Intrepid Team is out there. Gabe gutierrez in charlotte, north carolina, already seeing the impact of this storm. Gabe, first to you. Reporter hi, andrea. Good afternoon. We have seen it all throughout the morning starting with snow. We have had freezing rain. Now the wind is starting to pick up. The morning commute was very treacherous here. North carolina officials responded to several wrecks. As we take a look here, some drone video that was shot this morning. You can see just some of the snow that had fallen, the snowy rooftops and officials here in charlotte expect anywhere from about a third of an inch of ice to half an inch of ice. That can be extremely dangerous. Two years ago there was an ice storm here that paralyzed this city. Now, schools here are closed, bus routes were canceled this morning and as you mentioned, the airport in charlotte is basically shut down. American airlines canceled all flights into and out of charlotte, a major american hub. That can have a Ripple Effect across the country. According to the misery map on flight aware, there have already been thousands of cancellations today and into tomorrow. Here in charlotte, what was canceled also today was this pep rally that was scheduled for the carolina panthers. That was supposed to happen later on today, thousands of people were expected at that, but officials canceled it. The panthers are set to play the huge nfc championship game on sunday. Many arizona fans are supposed to be coming in for that game as well. They are running across travel delays as well. But the team tweeted out a photo of its stadium earlier today, saying we will be ready. Right now, more immediately, we are expecting more Power Outages throughout the day as some of this ice weighs down trees and cuts could fall on some power lines. Officials are urging people if they dont have to be out in this, to stay home. Andrea, this major winter storm heading towards the northeast is expected to dump so much snow on washington, but right here, charlotte is already feeling the effects in the form of ice. Andrea . Gabe gutierrez, thanks so much. Virginia state police are responding, there have been 68 crashes and 174 disabled vehicles already. Washington, d. C. Government closed, atlanta, kentucky, all closed, state offices, maryland has declared snow emergencies for all counties beginning at noon. There have been five weatherrelated deaths in virginia and north carolina, tennessee and arkansas. Right now, dylan drier is driving up i81 from roanoke, virginia. You have seen it already all morning. I was watching you on the today show. You have been at it. Tell me where you are now as we track you heading towards d. C. Reporter andrea, we are on i81 right now. We are going under a few overpasses so if you lose us in a second, thats why. We will come right okay. So we are on i81 in western virginia. Its been a slow go. We have been on the road since about 8 00 this morning. Its noon right now and we still have about two more hours to go before we make it to d. C. We are driving into some better conditions, though. The temperature right now is about 23 degrees so its a very light, fluffy snow and you can see outside that it blows around a lot. It does reduce visibility but we certainly dont see it stick to the roads like we saw when we left roanoke earlier this morning. But the difference between the snow texture by the time it hits the major cities of washington, d. C. , baltimore, philadelphia, up into new york, theres going to be a little bit warmer air involved so its going to be a heavy, wet snow that sticks to the trees and power lines and thats why we are expecting so many Power Outages with this system, because winds are also going to gust up near 60 Miles Per Hour. So imagine all that weight on the trees and power lines and then the wind gusts on top of it. So even though its a light fluffy snow where we are right now, as temperatures get closer to about 29 to 30 degrees, the snows going to change texture and that will be a big issue. Want to point out that we are headed right towards d. C. We should be there within the next few hours. If you are not finished with all your preps, finish them now because you certainly dont want to be out driving in this once this does start to hit and the snow even intensifies overnight. Want to point out also the fact that we are in the bluemobile. This is a very heavy truck, fitted with a satellite. Thats why we lose connection every once in awhile when we go under those overpasses. So we are certainly being safe and where we are right now, the Road Conditions are actually okay. We have seen several vehicles out trying to plow the streets and trying to pretreat as much as they can. The snows pretty light right now but what we drove out of in roanoke was very, very heavy and thats whats going to hit the d. C. Area, especially late this evening and into tonight. Are they preparing better than they did the night before last . Reporter oh, certainly they hope so, because we know that wednesday night was a disaster. One inch of snow brought just a traffic snarl that even delayed president obamas motorcade and caused thousands of motorists to be delayed hours getting home. They are tying to get out ahead of this on friday today. What have they done . They shut down schools, shut done government. The federal government is closing early. Metro, the Commuter Rail here, will be shut down by 11 00 p. M. Tonight. What you are starting to see in downtown d. C. , walk with me a little bit, a few street closures right now. I presume thats for the march for life which is surprisingly still Going Forward today despite the weather conditions. However, you are starting to see the few people who actually came to washington, they are starting to try and make their way out of the city right now. All that being said, this is probably about a little less than usual traffic for this time of day here on the Freedom Plaza in downtown. Are you starti you are starting to see them trying to leave. The mayor said she would like everybody off the streets from 3 00 p. M. And from 3 00 p. M. Really through sunday morning, shelter in place because this is going to be the largest storm to hit d. C. If the things the meteorologists have been looking at pan out since the 1920s. All that being said, the big worry here is power. You know very well a lot of houses in d. C. , lot of apartment buildings built around trees, older trees, lot of parks here. The big worry is, is that the power will go out, the streets will not have been plowed and those repair crews cant get there. Thats what their big worry is right now. Thats what they atrying to prevent against. Lot of people getting out, go home, take the weekend off. No sense being out here because it will get ugly real quick. One last thing, the capitals supposed to play at 5 00 p. M. Tonight, that is still on. Officials saying earlier they dont want that game to happen. They prefer it to be canceled as well as the wizards game tomorrow night. We will see what the nhl and nba decide. Right now, that caps game on. If you are going to that one, be prepared to sleep at verizon center. That could get really ugly, really fast. Luke russert, thanks very much. The roads here of course were completely gridlocked by just a half inch or one inch of snow the other night. There was ice. But once you cross the bridge into virginia it was a completely different story. That is where we find in virginia the governor joining me now by phone. Governor, i have to tell you, i was trying to get to the airport the other night and the only roads that were passable were on your side. Well, we moved very quickly. I had my first meeting wednesday afternoon of my Emergency Operations team. We dispatched 500 trucks to Northern Virginia on wednesday afternoon. The key to this is getting out early to get the rock salt down, to get the brine down, so we moved quick. Right now in virginia, we have 13,000 pieces of equipment out. I have 9500 personnel, state employees and contract folks on the roads today. We already have significant snow in bristol, in roanoke, and it is now moving up, as you know, the i81 corridor. We are looking at one to three feet potentially but as i say, we are out. Last night at 5 00, told the State Government we would be shut down today. The schools are closed. We are prepared for this. We have the equipment. Stay off the roads and listen, we have got 560,000 pounds of salt, two million gallons of liquid salt, we have the equipment, we have the personnel, we know what were doing. We are on top of it. You can really help us, everybody, by staying off the road and as you know, next week, its going to be in the 40s so if we can get out there this weekend, clean these roads up, we are back to commerce as usual here in the commonwealth of virginia. Governor, that said, what about Power Outages . There are reports already that there are some power failures. We have about right now 1300 folks out statewide. Some of it storm related, some not. This is the normal course of business. 60 teams have come into virginia from around the country, dominion power. We have stood up our Emergency Operations center. I was the first governor to declare a state of emergency. We actually did that as you know thursday morning at 8 00. You do that number one to get rid of the Weight Restrictions on roads so i can redeploy and reposition equipment, hampton road wont get nearly the snow that Northern Virginia will, so we have moved plows, we have moved equipment out of the Hampton Roads region. In addition, i called up 500 National Guardsmen and women. I just had a request for 200 more. I just authorized that. As we speak, i now have 44 active missions with my National Guard to support the state police and Emergency Management. We have got everybody out there. They are working. We feel confident, we are on top of the situation. We take pride in preparing and we take pride in our snow removal. We want to be the leader in the country and we will prove it once again this weekend. As an experienced politician, let me ask you about what another political leader, another everyogovernor is doing because new Jersey Governor Chris Christie is spending the weekend in New Hampshire where he is running in the primary 18 days from now and says theres no need for him to go back to new jersey which is expected to be hit with storm surges and potential real damage along that shoreline. What do you think of that . You know, everybody has their own style of leadership. Mine is very handson. Im actually speaking to you, im in the governors Emergency Command Center in the Patrick Henry building, the governors office. In addition, we have fully stood up our Operations Center in midlothian where we have several hundred folks over there with the state police, the guard. I need to stay on top of this. I need to monitor it, i need to be here, and i tell you, i was supposed to be away this weekend. I canceled all my travel to be here. I need to be here. People elected me to get things done, to be a Problem Solver and protect them. I cant do that honestly but sitting where i am right now, i have about 30 people sitting around the room looking at me now, representing all different parts of our Law Enforcement and vdot who are instructing me, we are making decisions. I cant do that in another city or state on the telephone. I need to be here. Thank you very much, terry mcauliffe, the governor calling from the situation room, the war room down there in richmond. D. C. s mayor is now warning residents here to stay inside for what is predicted to be the storm of the century. We see this as a major storm. It has life and death implications and all the residents of the District Of Columbia should treat it that way. We have to act as if we have an emergency and thats whats coming our way. Im joined by christopher geldart, director of d. C. s Homeland Security and Emergency Management agency. Thank you very much for taking time to talk to us. Good afternoon. What is the state of preparations now . What are you expecting and when will the storm hit . You know, we are looking at the storm really coming into here between 1 00 and 3 00 this afternoon. Thats when we should start to see the effects of the snow. You know, we were being predicted for anywhere from 24 to 30 inches of snow. Heavy wet snow, high winds, 50 mile an hour winds at times so we are really making sure the residents understand how dangerous and how serious this storm is. And the fact is that if people stay and shelter in place, then your trucks can get out and try to clear the snow and also let the electric companies repair teams through where there are Power Outages. Yeah. You know, our biggest concern and this is what we spoke to this morning and the mayor spoke to, we need to make sure residents understand to stay off the streets, stay inside right now. During this emergency, we are going to have things that happen where our emergency crews need to get out there whether it be for downed trees or power lines or collapsed roofs. We are going to need to make sure that our fire department, our Emergency Medical Services and our Police Department can get to those areas and those residents that need them. So we are going to be dedicating most of our removal and plows and all of that to ensuring that our major arterials and those side streets that we can get to stay passable for our Emergency Services. Thats our biggest concern as we go through this. Cleaning up the snow, sunday when it clears, saturday night late into sunday, thats when we will be going to town working on getting the snow out of here, cleaning it up. But the reality of this is, this is going to be a long event. We are going to have snow with us through next week. We are going to be working on that for as long as it takes to get the roads clear. Got to ask you what happened the other night. Clearly, virginia knew enough to send those trucks north to Northern Virginia and get that rock salt out, and those of us who were stuck in that gridlock for hours and hours were all asking how come d. C. Didnt do any road preparation . Sure. Actually, we did get out and some of our areas on that, as you know, i understand that governor mcauliffe just talked about how they did in virginia. Thats good, you know. We had backups going out of the city on 66, on 50 going into maryland, new york avenue, all of our major arterials that go outside the city were backed up, and you know, the bottom line is the snowstorm that was supposed to be a half an inch of snow over two hours went to 1. 8 inches of snow over four hours, and our dpw crews were there but we didnt get out to all the roads that we needed to in the time that we needed to. But youre talking about two different instances right now. Youre talking about a rush hour snow that came, that left nothing but about an inch and an eighth of snow, to a storm thats going to bring almost three feet of snow. Thats two totally different ways to approach things. We have been focused on this storm all week long and doing the preparations we need to do. Lots of luck to you. Lets stay in touch. Canned ga candidate green. The red us havent picked a candidate. By z7 00 you wont get in. Everyone joins a group with their candidates support. Pink people come here. Greens over here. Bernie will fight for a living wage. Green has lots of experience. Bernie will combat climate change. Green is more experience. The final count for the caucus is greens 21. Bernie 29. Thats it. Thats how you caucus. Caucus for bernie. Its going to be [ bleep ] awesome. For their target audience, chuck todd, meet the press, our nbc political director. It goes on and its very specific but it is complicated. Thats the point. Its funny with iowa. Its something the trump folks fear in this respect, in that the democratic side is more complicated to caucus than the republican side. Many of the Trump Supporters have never caucused before and when they hear the caucus complicating thing, they think of this democratic way of doing it. But it is interesting, it is more of a commitment on the democratic side versus the republican side. You do this realignment. You have to be viable. Within your caucus, at least 15 of people that show up in this precinct ready for your candidate. This is going to be Martin Omalleys problem, more than likely. He could poll 5 overall and have zero in the actual caucuses, he will never hit the 15 threshold. Little more complicated. That was a cute way of doing it. The omalley people can be courted by the others. As you know, there is also an undeclared. You dont have to if you are truly undecided or you cant pick between clinton and sanders and you want to go to the convention as undecided, there is a category on the democratic side called undeclared and in 1976, people say jimmy carter won the Iowa Caucuses. Thats not true. Undeclared won the Iowa Caucuses. The jimmy carter technically was second. The iowa caucus wasnt even known thats right. He put it on the map in many ways. The people i spoke to yesterday out there, there were a lot of undecideds. Young, middle aged, old. They go to several Bernie Sanders events, they go to Hillary Clinton events repeatedly. They dont feel satiated until they have been to three or four of each. This is a remarkable process. Thats whats happening on the democratic side. Fairly normal way for a Political Party in an open seat presidency to act. They have disagreements mostly on policy. And its getting contentious and then theres the republicans. This is an iowa poll that a lot of us are very suspicious of because of the sample, because its weighted with too many men and because it presumes that a whole lot of new people are going to show up which is not something you can safely assume. What clinton was doing yesterday was not only attacking Bernie Sanders very sharply, but with echoes of the way she went after barack obama. Lets watch that. You are not going to wave a magic wand and have the special interests disappear. I wish that we could elect a democratic president who could wave a magic wand. Im not interested in ideas that sound good on paper but will never make it in the real world. Now, what the campaign would say is theyre not campaigning against Bernie Sanders the way they campaigned against barack obama because their campaign against barack obama was hes a freshman senator, not experienced, an upstart, hes naive she said about iran and some of the other dictators he would negotiate with. About Bernie Sanders, they are saying hes been in congress 27 years. The house and the senate. None of his ideas have ever panned out. Right. Of course, what he would say is how about my idea about voting against the iraq war, madam secretary . I think her argument here is tough to win in iowa but probably is a good argument in the long run. If you get to the long run. As the other states come in, as you get more casual active voters who are going to allow electability, who are going to start weighing these other factors. I think we forget that we condition, i say we, we in the political media and the political class, we have conditioned i think New Hampshire and iowa voters on both sides of the aisle to dream. You know, on the right, its the conservative that they want, their heart on the left. I think this is what makes it more complicated for Hillary Clinton in that it is a very good closing ad, it is a great general election closing spot, but does it tug at the heartstrings, does it really want to say oh, yes, lets go, lets charge the caucuses, where bernie is tapping into all heart. Simon and garfunkel and america and all those beautiful visuals. And on the republican side, of course, is a whole other thing. You dont have that hope and change thing which is what you are seeing in that ad from Bernie Sanders. Hes tugging at heart. Shes playing to the head. Again, i think as this stretches out, i think she can win the head argument on this in the long run. But i think it isnt as easy of an argument to win with iowans. It sounds like it is going to be the biggest storm that any of us have seen. Yeah, from my understanding of the latest forecasts, the last time we had a forecast like this was 1922. So its been changing over the last 24 hours and it looks like the storm is, if anything, picked up on intensity and going to hit us hard and pretty quick. So we have been preparing for it. The good thing about storms is you get a little planning time to get ahead of it, so we are ready to go out and right now, most of the people have left work and are heading out of the city, heading home. Were ready to go out and do what we got to do. Do you have the manpower, the number of people you need to take care of this, to help people, to take care of Public Safety . Do you need the National Guard . No, you know, Emergency Service workers and all those people that come in, work through storms like this, are Pretty Amazing people. They make it to work, they stay, we do offer accommodations in terms of kocots and things like that and we have blocs of rooms we can put personnel in if we need to but they are pretty resilient. They make sure they get here and stay until the jobs done. Chief, what do we do about the Homeless People of which there are many in d. C. . Is there any effort on the part of the government to try to help them and get them sheltered . Oh, absolutely. Thats an ongoing basis, particularly in the wintertime when its tolcold. I look at the numbers every two or three hours in the past couple days in our Warming Centers and shelters. I know the Warming Centers as of 5 00 this morning had over 370 people occupying Warming Centers. Our officers along with other Service Workers will be out trying to assist homeless folks with getting into shelters or Warming Centers or out of this weather throughout the storm. What could be a recordbreaking blizzard of 2016 is now storming up the east coast. Nbcs al roker has been tracking the storm all week and has the latest forecast from new york. My friend, al roker, thank you so much. You are a busy man. Thanks for making time for us. We do have a busy day. Next 48 hours, really. The interesting thing about this system is that we have got two sides of it. Down to the south, we have actually got severe weather. We have severe thunderstorm watch in effect until 5 00 from Daytona Beach just to the north of miami. However, what we are now watching of course the cold side to this storm and one of the things we are worried about, of course, icing. You can see the area of purple and pink, that is freezing rain and sleet, and so were watching that right now make its way through charlotte and raleigh. A real disaster along i95. Now lets move up i95 and come to washington, d. C. Look at this. You can see just how close the storm is and the snow is, coming to the nations capital. Once it starts, it is not stopping. Heres what were looking for as far as accumulations are concerned. Right now, as we see it, we are looking at in the western sections of the area, nashville will see four to eight inches. Lexington, eight to 14 inches of snow. But then as we move east, the pink, thats where the trouble sfots are. Lets go to washington, baltimore airport, you can see anywhere from 18 to 26 inches of snow, could be upwards of three feet in some of the mountainous areas. Wind gusts to 50 Miles Per Hour. The snow will begin within the next couple of hours and once it gets going, snowfall rates, two to four inches per hour. Then you get into eastern pennsylvania, much of parts of new jersey, you are going to be looking at anywhere from 12 to 18 inches of snow. The snow will start tonight, after the evening rush hour. Wind gusts will start as we get into the overnight hours about 40 Miles Per Hour. So we will continue to track that. Now you get up into new york city and long island, where there are blizzard warnings in effect. Snow starts around 4 00 a. M. Tomorrow morning, gusts start during the day to 55 Miles Per Hour, six to 12 inches of snow. We may bump that up a little bit but right now, we are watching that. As you get into new england, hartford, two to four, providence, three to five and then it drops off sharply. Our friends in boston, you get a break. Zero to two inches, maybe. Well see what happens there. What we are worried about is ice. The ice accumulation, the area in deepest pink is about threequarters of an inch to maybe an inch but as you widen out, you can see upwards of a tenth of an inch to a quarter of an inch which can cause big problems, pull down power lines and trees and so as far as Power Outages are concerned, from new england all the way to memphis, we have the potential for Power Outages. We are starting to see those click upwards. But the likelihood of Power Outages stretch from washington, d. C. And the delmarva peninsula down to charlotte so we are watching that as well, and we have got the winds to deal with. As this system moves up the coast, it starts to strengthen. We are talking about wind gusts of 40 to 50 Miles Per Hour sustained winds could be upwards of 60 Miles Per Hour in some spots by late saturday night. We had 2010, we had one of the biggest storms of all time. I believe we have video from that. That storm brought over 16 inches in the d. C. Metro area but brought 32 inches just back to the west. Friday saturday, then the schools didnt get back, some of them, until next thursday, almost a week for these kids to be out of school. I think that will happen again. We have some football coming up.
