The democrats have been filibustering and the democrat is why is that any different when republicans got blamed for filibustering and shutting down the government . That is the political argument they are making and part of what this mcconnell strategy is intending to do is to compel some democrats who have been vocal since the president s executive action in november on immigration, who have said they disagree and believe the president went too far, to try to compel them to back up their opinions with actual votes by making this stand alone bill which would deal only narrowly with not providing funding for the president s executive action. Not the whole department. So this is a twist on the plan and mcconnell is offering it hoping that it be a vote. It may take time to allow the senate clock to run and it is possible democrats could try to block it. But it would be a way for republicans to get their vote to try to push those democrats to stick with what theyve said publicly. Its a small number but to hold them accountable and see if they can pass a clean funding bill which would keep the department running with the issue of immigration being tied in. It is not clear it will work and not clear it will happen fast enough and we dont yet know how the majority of House Republicans will take to this. A leadership says it would sort of put a spotlight on any potential hypocrisy, but dont vote the same way, thats what they are trying to do to leverage these handful of Senate Democrats to back this up. And luke what about john boehner, the speaker, is this a situation where boehner and mcconnell want to Work Together but both have to deal with the wings of their party or is boehner with the rank in file on this . They are in different situations, Mitch Mcconnell has to protect the blue state republicans running in 2016. John boehner, on the other hand has to let the conservative right in his conference have their say. The question is how loud is he allow them to be on this specific issue. Im told by aides from both sides on the house side that if in fact there were to be a clean dhs funding bill put on the floor, they would have enough votes now because of the judges decision in texas to halt the legality of the executive actions and regarding the recent one and they believe that because of that it gives enough republicans, lets let the legal constitutional issues play out in the court system and fund Homeland Security so we dont run into a lapse in funding. The other thing i should mention, i was told two things number one, that today show piece about the mall of america being subject for a terrorist attack, that resonated with a lot of important people on capitol hill realizeing that that would be a horrific thing to occur if there was a lapts of funding and anything like that moved forward. This is the real question for john boehner, what happens if Mitch Mcconnell passes over a clean dhs bill . What happens on the right and with his own conference and on those outside conservative interest groups. Heritage action, what happens in the vacuum that is the conservative blogosphere, red state, talk radio, all of those folks . If they go up and arms and have a lot of influence, it makes boehners job difficult. Those are the two outstanding questions we have to have answered and well know more tomorrow morning after the gop conference meeting. That would be a nightmare for the House Speaker if the Senate Passes over a bill and he cant pass it because of the outside lobbying. Im still trying to figure out how we got here. Sfwl you tell me. The house passed a bill. Pass the bill. At the end of the day, the fact why not just go ahead and drop the 60 vote requirement, you got the majority pass the bill send it to the president and have the president decide whether or not ep wants to veto his executive actions. If they are really serious about funding dhs, send it to the president that way. So now the republicans have found themselves back up against a wall that thaz created. I dont understand how we continually wind up getting the shorter end of the legislative stick on these things. The house did its job, to quote john boehner, they sent over the bill. The senate tried four times. You would think after the second time you would know what the Political Landscape is going to be. Didnt stop harry reid on getting what the president wanted done to drop that 60 vote requirement. If it really matters to you, if its a principle vote, do it the principle way. Here we are and i think whats going to happen its going to send a clean bill back to the house and House Republicans are going to be on the stick on this thing. Ed rendell, well go to the Senate Democratic leader harry reid just back from eye surgery after a bad fall to hear what they are about to say. The last couple of weeks how important the cost guard is. We have secret service, we have customs and people who take care of us in our airports about 220,000 of them. Thats what were talking about, is not funding something so essential to protectsing homeland. We need a real resolution of this problem, not a stop gap measure. Last night the majority leader moved to ring a bill to the floor that does nothing to fund Homeland Security. Nothing. We need a rel resolution not more show votes and window dressing. We have always said that we are more than happy to have an immigration debate here in the senate floor as long as a first fully fund Homeland Security. This is the bottom line with terrorists threatening to attack america, we must fund Homeland Security and fund it now. Ed rendell, it sounds as though the democrats think they have the leverage. Theres no question andrea the polls show that the republicans will get significant share of the blame. The majority share of the blame if Homeland Security doesnt get funded. If something happens in the interim, whether it was a cause and effect its still going to be a disaster. They should vote a clean bill funding Homeland Security. The courts have done what the republicans want. It has basically stopped the president from enforcing his own policy. It will be appealed. Thats the place to decide this issue, not by putting the conditions on something so essential as fundsing Homeland Security. Let me tell you lets take a look at the real effects, barring any disasters, look at the numbers of people in home lanld security who would not be paid as of after friday whenever the money runs out, were talking about 195,000 people would have to work without pay, 30,000 would be furloughed. Those are real jobs and thats what the president was saying to the governors in both parties at the white house the other day. Michael . Yeah youre absolutely right. We know the impact is going to have on personnel. We also know that at the same time a lot of those functions are going to get carried on. Theres now talk of a possible continuing resolution to fund Homeland Security for the next 30 to 45 days to get past this particular impasse. But that sets up this ball to be kicked or dealt with later on so they have to do something now. That would be pathetic andrea, if all we can do it pass continuing resolution. The issue is simple. We want to fund Homeland Security. The immigration debate and president s powers thats in the courts. It will be decided by the appellate courts. Lets leave it there and not try to score ridiculous particular showmanship. Lets vote Homeland Security the funding it deserves. I want to ask you about speaking of political showmanship, lets talk about the whole Rudy Giuliani versus barack obama. Who, Michael Steele who comes out on top here when youve got republican candidates up and down being asked what do they think about what Rudy Yul Giuliani said. He finally apologized kind of kind of sort of like. Again andrea why are we having this conversation . Why do members of my party constantly go after the president personally . Would do they constantly question his legitimacy as an american . Look this is not we have legitimate policy differences with this president. This is one of them weve just been talking about. The use of executive Action Health care, you know economic development. Whats happening with historically black colleges and universities in this country. These are legitimate policy issues and to have someone like Rudy Giuliani set republican candidates up for this kind of questioning, i think really takes us off the path of having those discussions and hopefully marco rubio kind of gave the right response and others will follow that response to get beyond the personal and more to the policy. And as we speak, ed the secretary of state has been on the grill on capitol hill today trying to defend what were negotiating with iran. Does this put democrats in particular on the spot . No question. There are a lot of democrats who are for strengthening the sanctions, a lot of democrats who frankly question whether this entering into a deal will work and whether iran is stringing us around. Following breaking news out of california where a train has rederailed in oxnard. A vehicle carrying a trailer hit metro link. 51 people were injured and 28 people transported to nearby hospitals. The extent of injuries ranged from significant head trauma and extremity trauma to neck and back injuries and generally normal trauma you would think from being thrown around. The driver had run from the scene. The engineer of the train had seen the truck a little ways ahead and able to slow down somewhat. The train had been traveling about 80 miles an hour and able to slow down still obviously crashed and collided with that truck creating a horrific situation, the diesel fuel in the truck caught on fire and thats where you see the flames there. The ntsb is sending a full go team to this scene in order to help with the investigation. This all happened just before 6 00 this morning. We understand that the driver is now in Police Custody as this train again heading down towards los angeles. This for a lot of folks here in Southern California is bringing up memories of the 2008 crash when a metro link train collided with a freight train. 25 people were killed in that case, more than 100 others hurt. It does appear more likely that they are ironing out some of the technical problems and there are more concessions from the u. S. Side. It looks like yes, there are more concessions and it looks like they are getting somewhere although its ultimately up to the iatola whether he goes forward with this. What were looking at now is that the introduction of a controversial subject, the idea of sunsetting theres going to be a sunset clause in this agreement and that after ten years or 15 years, iran might be somewhat freer to go down a nuclear path. What the people in the administration are saying of course, if we get to the end of an agreement and iran suddenly moves towards again, we have the capacity through military means if nothing else to stop them. This is highly speculative for two reasons, something that might happen 15 years down the road and theres no agreement yet. We dont know even what they are really talking about. We get these leaks and spin and distortion but we really at this moment have very little actual knowledge whats going on in the room. And there are a lot of democrats who dont want to insult the president by showing up to this speech but they also want to hear the Prime Minister out and thats what they are trying to engineer a compromise. By my count this is the First Time Since the president was elected that neither the president or Vice President or secretary of state will be speaking to the apec conference. All of this is against the back drop of israels election which by all accounts is a lot closer than people might think. This is just one of the advertisements, that netanyahu is running. And the struggle for Anyone Running against netanyahu who is so good at that kind of campaigning. The struggle is that youve got to convince israelis that you can do as good a job as netanyahu. This is why i think if i were betting today i would say that the likelihood is that netanyahu returns to power, probably 60 to of 65 shot. Silicon valley is an interesting place to reemerge a lot of money out there, a lot of Democratic Campaign money. One interesting thing about Silicon Valley while barack obama was able to rake in money from the donors out there, there is a section that has interest in someone like a rand paul tougher line on privacy. This may not be as easy of a cash grab for hillary as it may have been in past years. Jonathan in terms of Silicon Valley it would be presumably leading more democratic than republican . We take all of these seriously because weve had indictments on minnesota and 20 members of al shabab that want to go over them, nine convictions. But the people of our state stood tall when the fbi said they should feel free to go about their lives and Homeland Security johnson said they should feel comfortable going to the mall. They went to work at the restaurants and they were there. They always protected this mall well, its called the mall of america, its a mall we love in minnesota and weve got local Police State Police and federal Police Working together. Everyone has upped their security. People are still going there. Theyve been advised they can still go there. Workers are still going there. But what concerns me is a lot of funds that go into protecting that mall are through the department of Homeland Security. For First Responder grants and federal Law Enforcement and obviously we need to fund this and i hope that my republican colleagues will listen to people like john mccain and Lindsey Graham who have said the texas judge made a decision to hold up the president s executive order, i dont agree with that decision, but thats being battled in the courts. I do believe sanctions have been helpful in getting iranians to the table here and we have to make sure that theres agreement, that we are comfortable with that we believe will protect the security of israel and protect the security of the other countries surrounding iran. I want to ask you about cuba the next round of talks will take place in washington on friday. You just came back from havana. I think it was your first visit or first visit as senator to havana. And youre one of the lead sponsors of of the legislation to lift the embargo. What do you think cuba needs to do in terms of democracy of human rights or anything else before those steps are taken . Well i believe we have major challenges with human rights in cuba. Everyone knows that. There was some major steps taken in the last few months with the release of the prisoners and release of alan gross. The negotiations right now are taking small steps and that is maybe we can finally have an embassy in both countries and ambassadors in both countries that we can look to what we can do to make it a little easier to ship humanitarian aid over to cuba. But at some point, and i believe it is only a matter of time we should open up relations with cuba and lift the trade embargo.
