Kristen, this is white house budget day, they have the new budget and hes fighting for it. He went to homeland to emphasize this ongoing fight from the old budget, funding Homeland Security which includes secret service and other critical things but the fight is over hiS Immigration policy. The border and immigration policies. Thats right. The optics were pretty powerful. That is a immediate battle looming, ill make one point about that. Funding for dhs runs out on february 27th. A lot of conservative republicans want any legislation to keep dhs open to have some amendments that would block the president S Immigration executive action. Of course, he will veto that so they are trying to work on a fix that would appease those conservatives who want to take a stand against the action but make its way past the president s desk. Thats a real challenge. President obama dug in his heels on that today but unveiling his budget at dhs. Theres a broader battle here which is over the budget. This budget which increases spending by about 7 . Its a 4 trillion budget. It would end the sequester, the deep across the board spending cuts. The president is calling for increasing taxes on wealthy americans to fund what he calls middle class priorities things Like Community college, childcare, paid sick leave. It also calls for increasing taxes on corporations profits overseas to Fund Infrastructure projects. Republicans basically say this is dead on arrival. The chairman of the house ways and means committee, paul ryan has said its never going to pass. He has identified some potential areas of Common Ground including Corporate Tax reform. Andrea, were going to have a press conference with top economic viszadvicers in a few minute. That of course is what the republicans are complaining about, the president laid down his markers as kristen was just saying, i want to bring you guys in but listen to president obama moments ago. They are now threatening to let Homeland Security funding expire because of their disagreement with my actions to make our immigration system smarter, fairer and safer. Now, lets be clear. I think we can have a reasonable debate about immigration. Im confident that what were doing is the right thing and the lawful thing. Dont jeopardize our National Security over this disagreement. He is making it a National Security issue ruth marcus thats probably his strongest play right now but this is this is going to be the kind of pitch battle especially with House Republicans. Absolutely. This is really one of those be careful what you wish for moments for House Republicans and Senate Republicans as well because they were the ones remember, who insisted on decoupling the expiration of the Homeland Security fundsing from extending the funding for the rest of the budget. We knew this moment was going to come. We knew the moment was going to come where the president would say, youre risking our security, house leaders dont want to see this showdown and have funding for dhs expire but its going to be very hard to appease their base. And thats going to be the challenge of the next few weeks. From my reporting over the weekend, mitt romneys decision was based on money on seeing from the money of his former supporters that he didnt have the support that he thought not just financial but the other Political Support that he thought he had from team romney, that it had gone to jeb bush and what i see happening now is the romney forces and whoever is still loyal to him wanting to make a play for marco rubio as a blocking action against jeb bush, anybody but jeb in romneyland and that could mean scott walker could mean Chris Christie as well. Christie and romney have toward the end of the 2012 campaign it was nasty at the end. Somewhat strained but do have a relationship and christie did have dinner together. A previously scheduled dinner. But, ruth theres another issue out there which we should be talking about, Savannah Guthrie asked the president about it and then Chris Christie was asked about it by casey hunt in london. And this is a big libertarian issue, do you have the right to prevent your children from getting the vaccine, should it be mandatory and what about the fact that so many in california are keeping kids from getting vaccinated . And are you endangering other children which is the other argument. This was savannah and the president yesterday. The science is pretty indisputable. We looked at this again and again, there is every reason to get vaccinated. There arent reasons to not get vak natured. Are you telling parents to get your kids vaccinated. Is the measles vaccine safe . All i can say we vaccinate ours. Thats the best expression i can give you in my opinion. Its much more important when you think as a parent than what you think as a public official. Thats what we do. But i also understand that parents need to have some measure of choice in things as well. Chris earlier today he had said that people should have their own i think they should have their own ability to make decisions a balance. He mentioned this choice just in the last clip. Im a parent and im all for parental rights but theres a lot of ways in which we tell parents how they need to behave. They need to put their kids in car seats and buckle them in seat belts and send the kids to school and also should be vaccinated and should be told to be vaccinating their children because it is a Public Health hazard not just for their own children but everybodys children. Chris, the issue there is also that the president was saying that the science is very clear, that this issue is not one of those issues that is really debatable in terms of science. Thats the problem with christies formulation, its sort of on the one handy vaccinate my kids on the other hand people should have a choice. The science is overwhelmingly clear that vaccinating your children is a good thing, both for them and society. The fate of a jordanian military pilot held hostage by isis in the balance after the terrorists appear to have beheaded a japanese journalist this weekend. They have ordered heightened security as they mourn the death of kenji goto. President obama spoke exclusively to Savannah Guthrie on today about the u. S. War against isis. You said in your state of the union that American Leadership is helping to stop the advance of isis in syria and iraq. Your critics say that is delusional that in fact theyve gained more territory since the air strikes have begun . Thats not accurate. In iraq what weve seen is both the Iraqi Security forces and Kurdish Forces continue to push back against isil and those same critics, i would imagine would have us redeploy tens and thousands of u. S. Troops. Isnt that a straw man hold on a minute. Let me finish what im say ig. Its entirely possible for us to deploy 200 or 300,000 u. S. Troops. If we dont have inside of iraq or inside of syria or afghanistan both the capacity and will of people to fight for themselves, then any gains that are made eventually dissipate. Weve got the isis conflict i want to talk to you about ukraine also. But first, isis what are the options as savannah was pressing the president because he said we were making progress against isis in iraq and syria and critics are saying to me and other people theres little evidence of any progress . Well there is little evidence in the sense that most of the territory that isis took in this push across iraq last year isis is still holding. There have been 34 Coalition Air strikes just in iraq and syria against isis. They are if you like ramping up the pressure. There are reports as well that isis has lost many many fighters, that they have been seriously depleted by this campaign that includes those air strikes and also on the Ground Fighting in iraq by local forces. But it is a difficult to say that theres a break through at this point. When you talk to some of those in baghdad, for example, i was listening just last week to the iraqi Prime Minister saying that he believes that they are making progress and they are ready for another push forward against isis. But at the moment that hasnt really happened yet. And so we wait to see. This is a the president always said this was a Long Term Strategy that might well take months perhaps even years. And of course were waiting to hear about the fate of the jordanian pilot from a prominent tribe, very prominent family. A lot of pressure on king abdullah. They made the offer to swap to trade the pilot for this woman terrorist who failed the suicide bomber, an extraordinary offer and that hasnt been accepted because they havent proved he is still alive. Theres been a serious holdup from the jordanian side. They want to make sure the pilot is safe. They asked to try and secure some proof of life that would allow them then to go ahead and proceed with this deal. The jordanian government as you mentioned is coming under pressure. The father of the pilot is critical of the jordanian government for getting involved in the Coalition Effort against isis and also been the king has also been coming under pressure from the more conservative hard liners within the kingdom questioning whether or not jordan should be part of the coalition. The Jordanian Foreign minister shot that down on sunday saying his country is very much part of the coalition because it is jordans fight, not just the United States fight. They feel this is in their own national interest. When it comes down to the jordanian pilot. The government says it will spare no effort to try to secure his release. In order to go ahead with the deal they need prove of life and isis has not provided that. Right now the United States, weve confirmed that the administration is considering what john mccain has been calling for, which is to arm the ukrainian rebels. Critics say that first of all the Ukrainian Military is notoriously corrupt and arms could be sold to bad guys around the world. And that it would only further set off vatdladimir putin who is empowered by 80 Approval Ratings despite the collapse of the economy. He seems to have more support than ever. Merkel is coming here the white house announced next week. Kerry is going to kiev this week and munich security conference. What do you see the wisdom of making a decision to arm the rebels . Yeah i think the really crucial question is as you allude to is trying to understand what the russian government is thinking primarily what president putin is thinking. How he will react to any move like this by the u. S. They are talking about sending 3 billion worth of arms armored hum vees and radars that could locate enemy rocket fire. The problem, andrea of course is that if the u. S. Does this, will putin talk about this as a provokation and use it as an excuse or reason to act more in ukraine. We already know that despite the socalled cease fire prorussian rebels in ukraine have been gaining territory with the support of moscow. Moscow may use a further western intervention as a reason to do that more. And they have even been comment ators who have pointed out that perhaps putin would like a further confrontation, maybe to test the will of nato and maybe also because it would increase potentially the price of oil, which would then mean that russia would effectively boost its own economy because of course russia was very dependent on the price of oil. Its an incredibly different strategic call to make. But what we know now is that washington is thinking about making it. No easy problems. No easy solutions. Thank you very much. Air rage incidents make the news because anyone with a cell phone camera can capture it on video. What happens when the person is removed from the plane. Heres more from this story. Reporter good afternoon to you. The faa says this has been a problem for years, disruptive angry, even violent passengers. In fact over the last 20 years, it has taken action against 4,000 passengers. Hands up hands up rarely does it come to this. July 25th a s. W. A. T. Team storms a commercial airliner in toronto after an angry passenger began making threats while in the air. More often its simply bad behavior. Screaming and spitting and hitting or refusing to obey Flight Attendant. The most common contributor, alcohol. On average they get 150 air rage reports each year. Flight attend ents insist they deal with rude passengers almost daily. The planes are fuller than theyven about. Seats are closer together and theres fewer amenities and fewer attendants to deescalate the problems. They can fine a passenger up to 25,000 per offense an investigation has found the faa often settles for far less. A drunk and violent passenger in 2012 fined 15,000 paid nothing because of Financial Hardship. A passenger who pushed a Flight Attendant in 2009 finds 6100 but only paid 1,000. A disruptive passenger in 2012 fined 5,000 settled for 200. In a statement the faa tells nbc news the repercussions for passengers who engage in unprully behavior can be substantial and acts as a deterrent. Normally i tell the lead Flight Attendant you need to inform them they need to sit down and comply or we will divert and press charges. But experts say the planes themselves are part of the problem. Its the way youre sitting back there and the tightness and confinement. Air rage, it seems may simply be a fact of flying. I know this is the opening arguments but at this point with so many republicans in the majority in the house, where do you go on this budget fight . Well andrea i think theres some burden on Congressional Republicans to say why they oppose the president s budget approach which after all is focused on the idea that the entire economy does better when we address the issue of wage stagnation and frozen paychecks. The idea the president has, lets provide more tax relief to folks in the middle and provide more opportunities in the form of education and training and apprenticeship so that everybody in the country can do better. Its disappointing to hear them so quickly say no to that in favor of what theyve already called for, which is this trickledown economics idea the idea that youve got to get another round to folks at the top and miraculously that will help everybody else. It hasnt worked. I think theyve got to do a little better than just say no. There are a couple of areas in infrastructure and dealing with the sequester where i hope we can carve out some Common Ground. I wanted to ask you about ukraine because youre an expert on Foreign Policy and now we have leaks from the administration that they are considering arming the rebels in ukraine. Where fighting has heated up and Vladimir Putin seems to be doubling down. As you know, the russian supported rebels have been increasing the fighting. The counter argument from some democrats as well is that the Ukrainian Military is corrupt, that these weapons would be traded or would leak to our other enemies to terror groups and that they are not well trained enough to even use the weapons were talking about. Well, andrea i think these things do go hand in hand. Ip support of idea of providing the Ukrainian Military with additional equipment lethal equipment . Including lethal equipment, but again, this is the other half of that story. Lethal equipment doesnt do any good at all if its in the hands of people who are not trained. So i think that there has to be some mechanism for making sure that theres improvement in the training in the Ukrainian Military. Look russia and the russian supported rebels have essentially been ignoring the ceasefire. I think its appropriate that in addition to the economic sanctions, that the United States and our European Partners imposed that we also look at additional measures. I agree with those who say it needs to be done in a careful way that addresses the training issue. And what about the argument that chancellor merkel of germany coming here has lost her leverage within the European Union with the leftist government elected in greece opposing the imposition of tougher european sanctions and siding with vat mir putin . I know there was initially back and forth between the new greek government and e. U. And sanctions on russia. My understanding is that greece is now coming around at least on that point. So i hope we can maintain the pressure and of course the other main Pressure Point on the russian economy are the Falling Oil Prices that are being experienced. So the problem so far, andrea that combination of Falling Oil Prices and sanctions, while they have helped squeeze the russian economy, they have not at least to date caused Vladimir Putin to back off in any significant way, which is why i think we have to look at these other measures but again carefully as we were just discussing. Did we bait the bear too much by the sanctions policy we couldnt have predicted the drop in oil to these low levels which squeezed him. Should we be instead considering some back channel overtours to putin . I think that putin was going to play this game regardless of whether or not we impose sanctions. Even before we impose sanctioned, of course he sent forces into crimea. I always think we should keep open the possibility of some kind of negotiation, unfortunately, so far, putin has undermined the cease fire efforts. Thank you very much. Well be right back.
