Hundreds of federal buildings and courthouses across the country are stepping up security. Homeland security secretary jake johnson says the move is in response to the continued calls for attacks again. A heightened vigilance in the protection of u. S. Government installations and our personnel. Nbc news justice correspondent Pete Williams with all the details. Pete, whats the latest here . And theres not a specific threat theyre tracking, correct . Right. Thats what they say. This is, you know, what is publicly known what has led to this decision. It was just a week ago of the shooting at the Canadian Parliament building and the killing of a soldier at the Canadian National war memorial. That followed the attack on another soldier in canada. Continual stream of intelligence Officials Say about isis calling for attacks on American Government officials, Law Enforcement officers, public buildings here in washington. So its really the steady drumbeat of that. They say rather than a specific piece of intelligence or specific plot against a government building. And, pete, how much of this has to do with a concern about lone wolf attacks specifically what we saw in ottawa . Well, i think its probably about 90 that. Thats what theyre really worried about is that basically undetectable, untraceable people becoming radicalized in their own homes, watching things on the internet, reading these jihadist websites, seeing the isis propaganda video. And deciding on their own without talking to anyone else to take some kind of action. And you saw from these recent attacks that its these are not sophisticated acts, but they can still have a deadly consequence. Guns, knives, even an axe can be used. So its really any kind of weapon. And i think thats part of what theyre going to be doing is looking for people who are trying to carry things they shouldnt into federal buildings. While some of the security may be obvious, more people with weapons standing outside. I think what were going to see is a lot of it will be more vigilance on people who come in looking through their carryon possessions, if you will. Tweaking up the metal detectors, that kind of thing. And pete, finally, what is the message to the public given this . That people should be more vigilant . Is that the key theme here . Well, i think thats certainly one thing that the its not particularly the message of what all is all this is all about. This is really a directive to the federal agencies. Now but there are 9,500 buildings that the federal Protection Service is responsible for. Theyre not all going to have increased security. Theyve been saying, youre right, kristen, for the past several weeks, they want people to Pay Attention and let the authorities know. All right. Pete williams, thank you so much for your reporting. We appreciate it. You bet. For more on this, i am joined now by peter king, a member of the Homeland Security committee and chairman of the subcommittee on counterterrorism and intelligence. Congressman, thanks so much for joining me. I appreciate it. Kristen, thank you. So they say theres no specific threat. What do you know, though, about the intelligence that they have at this point . And what is your message that you want people to know . Yeah. Actually, my understanding is thats right. There is no precise, specific intelligence. Its such an accumulation of events over the last several weeks, plus, this intense effort by isis to reach out through the internet. Much more so, i believe, than other al qaeda type groups. Other islamist groups. They are going out of their way to touch on radical people, even people who may have mental issues, like the person who attacked the nypd officer with an axe. He was involved in radical islam. But at the same time, he was really not all there. He had serious mental issues, but he was drawn by this. The man in canada, also. He was drawn by this. They were not active members of isis. They were not on anyones payroll for isis. But the fact is, theyre the type being attracted by this. In addition to that, there are real isis activists we have to be worried about. About them coming to the country. So really, theres a wider array of actors here who can be helping isis. Thats the real concern. Congressman, how concerned are you that we are going to see one of these lone wolf attacks here . And are you satisfied that we are prepared to deal with such an attack. I believe its only a matter of time we have one. I think most people in the Intelligence Community share that belief. I think that we are more prepared than we have been in the past. Jay johnson credit for doing this. Not just for the actual security its going to bring to the federal buildings and courthouses, but also, that can be a wakeup call to local governments. Now, we dont need that in new york. The nypd is always ready and they are always at a high alert level. But i think theres other areas around the country that dont realize how these attacks can take place and how theres a greater likelihood of it now because isis is doing an intense job of trying to attract the most radical people in our country to adopt this radical islamist view. And thats why you saw the Police Officer attacked in new york, you saw the military and parliament attacked in canada. And also the other soldiers in canada being run down a vehicle by another islamist. The attacks are on military police, government buildings, and this is exactly what isis has been calling for. Its not a coincidence. Congressman, i want to shift now to the reports were learning about today that russia is suspected to have hacked into the Computer System at the white house. What can you tell us about this . And does this represent a broader gap in security here . How concerned are you about future attacks . Well, basically just based on the public reports, we have to be concerned about cyber attacks. What happened here at the white house certainly appears to be carried out by a nation state, most likely the russians. It doesnt appear as if they were trying to disrupt the system so much as gather information. We detected it and adopted counterpressures. But, no, this is in many ways going to be the battleground of the future. Its more difficult to get the American People to focus on it as far as getting legislation through because you dont see a cyber attack, dont see a bomb go off. You dont see somebody attack with an axe or machine gun. Its silent, but deadly. So that is really, you know, the russians have done this before, the iranians have attempted it, chinese do it. And now, this attack on the white house, apparent attack. And i would say if i had to bet it was the russians behind it. Congressman, can you give us an indication about why . Why do you say its the russians . Theyve tried this before back in 2008 they did it. And just from sources that you hear in the public. They have attempted this before. And if anything, i would say its probably response by them to our policies against them in ukraine. And i want to get you on one more topic. Earlier today, secretary hagel just signed the order that all u. S. Military returning from west africa will have to be quarantined for 21 days. I want to get your reaction to that, congressman. But also to these quarantines in place in new york and new jersey. I believe there should be a quarantine. Its a stigma. Im old enough to remember when astronauts came back from space and had to stay quarantined. To me, id rather be safe than sorry. And these people who go over there are heroes, theyre heroic. I dont see how you have the courage to go in and treat somebody with these horrible diseases. But, at the same time, if theres any risk at all of them bringing it back here and endangering others, then i think the quarantine period, its better for them, better for society. And its the safest thing to do. Congressman, can i get you really quickly . Were almost out of time. The white house would argue this is going to disincentivize Health Care Workers from going over to west africa to fight the disease at its source. What about that argument . Well, we do need more people combatting at the source. But i dont know why they should be that offended when they come back. Again, this was done to astronauts, now down to the military. If the militarys willing to do it. I dont see why doctors and nurses and Health Care Workers, you know, are not willing to pay that extra sacrifice. Theyre making the sacrifice, theyre going there. To me, 21day quarantine. Its not like theyre in jail or being penalized. We should say theyre heroes. I would commend them for what theyre doing. Again, what we start you off the doctor in the subway, the bowling alley, didnt go to restaurants, to me, that created an expense and also possibly putting people at risk. The rocket operated by orbital science blasted off into the night sky erupting into a massive fire ball just six seconds later. And we have liftoff. The third crs mission to the iss. Engines at 108 . It was on a mission to the International Space station carrying 5,000 pounds of food, clothing and science experiments. Officials say the explosion will not impact operations aboard the space station. Nbcs tom costello joins me now from virginia. Tom, now that you are seeing this in daylight, set the scene there, and whats the latest on the investigation. Nasa now has a big job along with Orbital Sciences, and that is to get out on to the ground, the launch pad, the beaches and into the water. To look for any debris. And that is a big job. You had the massive explosion. 3 4 Million Pounds of fuel that ricochetted. This explosion ricochetted and through the air and water and this massive amount of debris. Theyve got to pick up all of that debris, catalog it, identify it. Bring it all together and then begin the very arduous task of trying to reassemble everything and determine what exactly might have caused this explosion. You mentioned this was an unmanned rocket. We hasten to add that and underscore it yet again on a resupply mission to the International Space station with this equipment and this food and the clothing and that kind of thing. The astronauts onboard the space station can do without it. Theyve got enough to last them until march, and by the way, there was another resupply mission that lifted off last night from kazakhstan and yet another one from space x in december. There are plenty of missions ferrying supplies through the International Space station. But clearly, this is a setback for Orbital Sciences, one of the two commercial vendors that nasa has turned to to try to help ferry supplies to the space station after they lost the Space Shuttle program several years ago. What went wrong . They simply dont know. They will be looki ining at a nr of things. I want to underscore that, a number of things, but among that, the engines on the rockets. They were actually, from the soviet era. They were russian made soviet rockets that have been refurbished and have been certified, but then were being used by this particular vendor to lift the payload up into earths orbit about 200 miles above the surface of the earth. Did that in any way contribute to the accident . We simply dont know. What we do know is that as the stages were lifting off, it appears that one of them collapsed on top of the other one, and then foreseen disaster, the nasa control has quickly hit the selfdestruct button and blew the entire thing up rather than take any risk of an accident and emergency, a disaster impacting the neighboring communities here on the Eastern Shore of virginia. So this investigation is a long way off, but theyre thankful that nobody was hurt, nobody killed, and its as somebody said earlier today, its a matter of losing some metal and dollars, and they have to figure out now what went wrong. Guys, back to you. Tom costello, thank you. That is the huge relief that no one was hurt. Youre right. For more now on the impact of the explosion. Joining me by phone, former astronaut and executive Vice President and general manager of orbitals advanced programs group. Thank you for joining me, frank. What is the very latest on the investigation . And you heard tom there talking about the engines that youre going to be looking at those engines specifically. What can you tell us . Thanks for inviting me to speak with you today. Obviously this is a serious accident and it is difficult for any company or any organization to lose a launch vehicle and certainly to lose the mission. So we feel bad about that. And we feel bad about the science and research that was lost. And we will, in fact, continue to deliver cargo to the space station. Where we are on the investigation is we are just beginning to enter the area around the launch pad. We have to have clearance from safety and Environmental Control before we can put people in there because of the Hazardous Materials that are included on any rocket. And thats in the process now. We have some early aerial pictures of the area, and the launch pad itself is surprisingly intact. It looks like the Pressure Vessels are still in good shape holding pressure and there is certainly some damage in the area. And certainly does not look like beyond repair by any means. The next thing well be doing, of course, is reviewing the data that comes from the rocket as well as the video that was collected last night and see if we can pin down what the root cause is. I want to get your reaction and what will you be watching for in these coming days as the investigation proceeds . Well, these investigations take a while. You know, if you go back to the columbia accident. Finding the root cause took months. Youve got to find all the parts, as best as you can reassemble them and find out the original mishap occurred, the engine or maybe a pressure vessel or structure and thatll take some time. This isnt something we figure out in a couple of days. Im thinking its weeks if not months before they first start to get a good idea of what happened. Mark, your brother scott spent a year on the International Space station. Tom costello said they will get the necessary supplies. They have enough to last them for several months. Do you have concerns about any lack of supplies . What are your concerns about the fact this Mission Never made it . Well, let me just correct that for a second. My brother scott launches in march on march 29th for a year. He flew a sixmonth mission before. So, in fact, some of the stuff that was on the rocket was for my brothers mission, clothes, clothing, food. They plan for these things, though. The manager of the space station program, you know, they look ahead, they see, you know, what they need there, what science what spare parts, food, clothing, those things like that. All the equipment and its planned out. But they also anticipate that in this Risky Business of flying in space, you do have mishaps. Theres really no way to avoid them. You know, theyre going to happen. So theres some adjustments that can be made as we fly future Cargo Missions to the space station. Its not a near term problem. But they, you know, they did lose some valuable equipment. Does this raise some concerns for you about the privatization of the Space Program . What do you think the broader questions are that need to be answered, in other words . You know, after we retire the Space Shuttle, we made this decision to go with this commercial Cargo Program that space x and Orbital Sciences are part of and also commercial crew where boeing and space x just recently won the contract. You know, for the most part, its been done very successfully and very, very safely. But like i said earlier, this is a difficult thing to do. When you consider the temperatures and pressures that rockets operate under and youre trying to get something to go from 0 to 17,500 miles an hour in just a matter of 8 to 10 minutes, its a difficult thing to do. So you do have accidents. But to answer your question, no, im not concerned. Orbital sciences, theyll figure this out, pick up the pieces and theyll be launching cargo to the space station, you know, again. I have no doubt about that. And tom costello pointed to the fact that the engines are among the things that will be looked at quite closely in this investigation. What are your thoughts about that . Do you have any specific questions about those engines . Well, the soviet union and now russia traditionally makes very reliable engines. I commented earlier on cnn. I actually thought the engines onboard, which is a very reliable engine. Thats not the case. Its a modified nk 33 engine, i believe. And they did have a mishap on a test stand at stenis Space Flight Center recently. I think it was back in may. So the engine, it could be the root cause. Maybe its something totally different. We dont know until, you know, they start putting the pieces back together and start the, you know, figuring out what happened. Orbital will look at the root cause of the accident. And they will fix it and come up with another plan, im confident of that. Mark kelly, thank you so much for joining us. We really appreciate it. Youre welcome, kristen. Sources tell him, that will include the resignation of Thomas Jackson and officer darren wilson, the man who shot and killed Michael Brown in august. A source with direct knowledge of the plan say they are still being hashed out, conducting a civil rights investigation into the shooting death of the unarmed black teenager. In other ferguson news, local School Superintendents are asking the county prosecutor to release the grand jury decision in the case on a sunday for safety concerns. This afternoon, president obama will speak to a group of Health Care Workers committed to fighting ebola in west africa, including dr. Kent brantly. Casey hickox has been in maine but ordered in quarantine for 21 days. This after being held in an isolation tent before being privately transferred back to her home state. This morning on today, the nurse says she does not plan to remain in quarantine. I truly believe that this policy is not scientifically nor constitutionally just. And so i am not going to sit around and be bullied by politicians and forced to stay in my home when i am not a risk to the american public. Nbcs kate snow has been covering the story and joins me now by phone. Kate, thanks for joining me. I understand you just spoke with caseys attorney. What is he saying . Right. I speak with Norman Seagal a short time ago by phone. He says that he thinks most likely his client, the nurse, will not leave the home today. We do know that theres a state trooper from maine stationed outside of her house, although the state police havent wanted to discuss what their plans are. Legally, according to her attorney, maine authorities would have to go to court to get a court order if they wanted to apprehend her and take that step. Hes unaware of whether theyve done that at this point. And frankly, we have called and put many calls into state authorities in maine and have not heard back yet. Its unclear at this point what kind of action the state Health Department intends to take. But i can tell you that her Attorney Says if they take such action, if they go for a court order, they will then challenge that. They will go to court and fight for her as she said on the today show this morning, this is a matter of principle to her. She strongly believes that quarantines are not necessary. The standoff continues, kate. One of the things thats been so interesting about your reporting. You said youre getting some strong reaction to this. I want to read you some of the reaction that we are getting and get your reaction on the other side. First, from Darlene Taylor hager who says she should cooperate. She might not show symptoms right away. Then what . Show some of our tweets. And then the next reaction that we got, barbara fox who says no symptoms, no contagion. What are you hearing from some of the people tweeting to you and responding to your reporting kate. Its not scientific, a lot of social media traffic ive seen has been very negative. Against the nurse, people saying, whats the big deal, why not spend 21 days at your home just for the sake of, just in case. But i can say that medically, scientifically, the medical community believes that no ones contagious until they are very sick with this disease. And so scientifically, a lot of people are saying its not necessary to have mandatory quarantines. One more note from her lawyer, kristen. He did say theyre trying to get in touch with the Maine Attorney Generals Office to say, to see if we can he said amicably resolve this issue so theres no need for a court case. I think there are a lot of conversations happening right now as we speak in maine trying to work this out, and perhaps it can all be settled without it having to come to a head. Lets hope so. Motoring through arkansas where he filed this report on the state of the race between incumbent mark prior and tom cotton. Well, welcome to arkansas, which in many ways may be the epitome of the election in this senate race. Heres why. This National Environment screams republican, a republican win. And yet, if it truly were a republican wave that was on its way to crashing down on democrats, then this race would be over. We wouldnt be here. For some reason, republican tom cotton has not been able to quote, unquote put away tom pryor. Democrats here in arkansas invested millions in a get out the vote effort like theyve never done before. A Voter Registration drive and its kept pryor, quote unquote, in the game. Could he be a better campaigner . I think a lot of republicans quietly would admit they wish he were a better campaigner. I think the fact that he is a member of congress has held him back a little bit. As weve learned throughout this trip. Anybody whose first name is senator or congressman automatically is disqualifying to some people. Its interesting here in the issue of the Democratic Partys issue. Enormously important. Theres a sense among some arkansas democrats, a little bit of clinton nostalgia and fear. They could lose any and theres fear among arkansas democrats if that happens this year then the party will fold up. That arkansas arkansas democrats will go the way of mississippi democrats, will go the way of alabama democrats. Perhaps whats going on with tennessee democrats. And thats what makes bill clintons efforts seem so much more intense because he fears it. He almost sees his own legacy on the line here. Expect to see a lot of bill clinton here in these last few days. And arkansas in many ways will tell us whether this is going to be a republican blowout year or whether all this democratic infrastructure that they built up is enough to withstand this storm. All right, chuck, thank you for that. Well, another tough matchup for democrats is in iowa. Bruce braylee, has had Elizabeth Warren and Michelle Obama both stump for him. But republican state senator joanie ernst is expanding her lead. Turning to one of her most popular surrogates to try to defeat Mitch Mcconnell. What is she saying about her strategy from now until election day . What does she need to do to get out the vote . The enthusiasm is there. I think people have been looking for an opportunity to kick Mitch Mcconnell out. They wanted to see whether she was a serious candidate. Shes gotten better and better on the stump. From now until tuesday, of course, getting out the vote is going to be the biggest strategy. Reaching out to base voters. Yesterday, she had Elizabeth Warren stump for her. A lot of excitement in the room. I think given that the biggest stars in the Democratic Party are coming out to back her. Bill clinton is coming back here on thursday. I think there is that feeling this is worth putting in that extra effort to turn people out and kick an incumbent out. And shes refused to say whether or not shes voted for president obama. Some have criticized her for running a negative campaign. Ill get your reaction on the other side. I think it is the washington beltway punditry who hasnt realized that this race is kentucky through and through. This race is about kentucky versus all that is wrong with washington. And we have stayed focus on 30 years of failed leadership that Mitch Mcconnell has given to kentucky. And mcconnell still has a narrow lead. Is her strategy working there . Yeah, i mean, i thought it was pretty funny that when i asked her for the campaign was too negative and focused on mcconnell, she talked about mcconnell. But he is incredibly unpopular here. I think the fundamentals are in his favor. Hes an incumbent, a lot of money, the name recognition, but he also represents the entrenched gridlock of washington, which is obviously unpopular in races across the country. I think he could definitely still pull it out, but i think shes shown herself, you know, even just by being kind of a blank slate, but established enough, smart enough that the focus on kicking Mitch Mcconnell out might do it. And alex, i want to turn to you now. Lets take another look at this latest poll. Opening up a lead here. She leads 49 to 45 . Is it too late for braley to pull out a win at this point . Whats your sense . Well, its more bad news for democrats. Looked like the race had been tightening. There was a poll out last night that showed him up one. That was the first time hed been ahead. Democrats got excited about that. And then comes the quinnpiac poll that shows only 5 of voters undecided. So its really hard. Meanwhile, republicans have been leading and really competing in the early voting game, which is huge in iowa. And its something theyve never done before. They were ahead a little bit, which is unprecedented and now theyre only slightly behind. So just more bad news for bruce braley and democrats. Its going to be tough. And joni ernst ran that ad that is memorable. Standing with pigs in the backdrop, comparing them to washington. To what extent is that pervading not only that race but races across the country . This idea of antiwashington, antiincumbency . Thats huge. She came out of nowhere. National guard, commander in iraq, shes a guntoting farm girl. She likes to call herself. So shes this really charismatic personality. Bruce braley has had trouble connecting with voters on the stump. I think thats huge. And from people ive talked to, the number one thing i hear is complaints about the ads that have been spent. Were expecting over 50 million to be spent in this race, most lip on negative ads. And they associate all of that with washington and politics as usual. They like this, you know, fresh face. And i think thats been a huge asset for her. New Jersey Governor Chris Christie never one to shy away from a political fight. And getting plenty of attention ahead of his decision on whether to run in 2016. Joining me now for our daily fix. Chris alyssa, and Washington Post reporter nia malika henderson. Nia, let me start with you. You heard Chris Christie not backing down. Is this sort of his antisandy moment . His moment to be strong . I think thats a really good way to put it. Sort of antisandy, reverse sandy, however you want to have it because theyre so mad at him in the run up to 2012. But even now, some conservatives feel like he has sort of backed down. I mean, the nurse obviously isnt in new jersey anymore. Shes in maine. And in some ways, itll become more of a headache in maine, and for that governors race, which is really neck and neck than it will be for christie. This is a chance for him to be that bullying persona that everybody likes about him, but also in some ways is a liability. Whats your take . Is it effective enough . And does this allow him to turn a page from 2013 when he had negative headlines, obviously . I dont think im not 100 convinced of that. Look, i think this is like most things in politics these days, kristen. If you like Chris Christie, you will think this extended back and forth. Well, why didnt she go back to maine comment . Or perfect, you know, hes speaking truth to power. Hes not taking anything from anyone. If you are undecided or dont like Chris Christie, im not sure they will play as positively. The thing im amazed i dont get why he, the governor of a state is in this extended back and forth with a Single Person in the United States. Just leave it be. Just no one ultimately really cares all that much. I think nia is right that some level this was his attempt to say, obama isnt doing the right thing here and im going to be the right thing. That point has been made. Theres no point now, i dont think, politically speaking, to continue to go back and back and back and try to sort of one up this woman. Its like with my arguing with my 5yearold. Youre not going to win. All right. Lets go to another potential 2016 candidate. Getting a lot of buzz this week. Jeb bush. Of course, we had his son george p. Bush suggesting his dad was leaning toward running. Then this from ruth marcus who says, quote, a more extreme nominee might be easier for democrats to beat. But what if they dont . Id rather see the more reasonable republican candidate because id rather see the more reasonable republican president. Nia, first to you. Shes urging jeb to run. Right. Isnt that what makes him a tricky candidate in a primary . Ruth marcus is more of a liberal than she is, you know, a conservative. So spoken like a true liberal. There are a lot of folks who are more moderate democrats and moderate republicans who would like to see jeb bush candidacy. The problem is, thats not where the party is. Thats not where the energy is and in many ways, its moved on in some respects so folks like rand paul and maybe ted cruz. You talk to people close to jeb bush, they will tell you, he will get through a primary. What do you think . How much trouble would he have in a primary against a rand paul or ted cruz . Well, i think more trouble against a rand paul than a ted cruz. I remain unconvinced that ted cruz is anything more than someone who could influence the nomination, not someone who could get the nomination. And i hate to keep coming back to the same points, but its true, the National Education standards. Jeb bush is supportive of them, people like bobby jindal who is going to run for president and many conservatives oppose them. Immigration reform. Supportive not just of marco rubio and his push for the Immigration Reform, but of the concept. That is not something that the base of the party wants. They view Immigration Reform as at least part of amnesty. Could he get over those things . Absolutely. Every candidate brings weaknesses to the table. Democrat or republican. The ones who win minimize the weaknesses and play up their strengths. But this idea that jeb bush is sort of the candidate or would start with a big lead, its not borne out in polling, frankly, hes ahead by a few points. And its not borne out on the issue front. Final thought to you. No, i think chris is exactly right. Hes sort of the candidate, again, the democrats seem to like that moderate moderate republicans like. But, again, if you look at polls, he is trailing. It is going to be fascinating. Well have to wait longer to see if hes going to run. Eight more days. And chris. Thanks to both of you.
