If it fails to be true and there threats to the United States, i would go back to the president and make a recommendation that may include the use of Ground Forces. General dempsey was answering a question and i think being blunt about this. There is always the option of Ground Forces if the socalled rebel forces and moderate rebels in syria or the army dont prove battle ready. His preference and the preferred option is to use our advantage in the air. With Ground Forces of the localings. The iraqis or syrians. That was what we did with the recaption of that. I asked for an example and he pointed out how we were successful integrating with the air Ground Forces. Thats the preferred mode. He was confident that would prevail. That was the referred mote, but they are far better. Did he make a mistake in acknowledging that Ground Troops could be involved in. He was being honest and candid and he has to give us professional advice. The effort and the direction of the president is to get these Iraqi Security forces back in the fight on the offensive as there seem to be doing today aided by air power. We will have to use it to our advantage and their protection. We have a large force of Iraqi NationalSecurity Forces that have been trained and are capable. The big thing was leadership and that was being directed lie the new prime minister. Is it realistic to think this new government can step up to the plate . I heard people from henry siszinger to others saying this has not proved they can be better than the maliki government. Have they proved they are going to be inclusive and the sunnis who have been mow mistreated and absolute brutalized. The maliki government was a reason the whole world was in the situation we are today. This government is an improvement. Whether its decisive will be known over the next several weeks and months. There is a recognition that they have to reach out to the sectarian groups. I think the sunnis are recognizing that isil is such a barbaric force, they cannot isolate them not only in their own territory, but iraq. The opportunity is there. Had he continued, there would be no opportunity to pull the groups together. I talked to democrats on the committee who are against this. Is there going to be a vote and think do you think the vote will pass for training the syrian rebel forces . There will likely be a vote or part of the continuing resolution for the training of Syrian Forces outside of syria. Saudi arabia indicated they would host the training. There some that would object. My view is that this is the type of training that ultimately will protect the United States. We dont want a situation where isil is unchecked. They can dominate and start to develop plots to go further in the region or beyond. I think working and training syrians to go back in and engage is something that is on our longterm benefit. Should there be a debate beyond the authorization . Should there be a senate and house debate on this . This is going into the next presidency. There will be a debate because as you point out, these issues are not going to be resolved quickly. The context of the appropriations bill, it should go on. We have to at this moment begin to reverse for our own protection. This is ultimately about the United States and our protection. Thank you for coming out of the hearing. They are reaching out and the saudis said they wouldnt a tent. What is the rizdom of reaching out to iran . You have been involved in your former roles. The wisdom is we dont want to create a situation where the air power creates spaces that are filled by the Syrian Government. Its weather we can come up with an understanding that the United States will attack isis from the air and syria. The Syrian Government which controls the areas of the country largely in the north and the west would stay put there. The United States working with local kurds or sunni tribes men and maybe opposition figures and arab fighters would try to roll back isis and the sunni part of the country. This would take exquisite choreography on the diplomatic side and the dilemma is in some ways you cant do it without iran, but its not clear we can do do it with them. On the iraq side, they are into it on the ground. That only further alienates the sunnis. So you are exactly right. In iraq you have the added problem, not just the one you were talking about. The unproven new government and the tension between the fact that the Kurdish Forces are going to do the bulk of the fighting and the u. S. Is still committed to that. The kurds are not. Thats another fault line or dilemma for the United States to deal with. John mccain was questioning general dempsey about the original decision to not take action. Whether too much time elapsed. There has been talk about what general dempsey said about the Ground Troops. First of all andrea, let me say that im glad the secretary acknowledged that this is a clear threat to us now. Obviously from my constituents in New Hampshire, we have seen that brought home. I was very glad to hear him say that. I also followed up with questions on chairman dempsey on this idea of our special forces working with the iraqis to make sure the air strikes are effective. If you look at what we have done in the past, thats how air strikes have been effective. The chairman said at this point he doesnt believe thats necessary. One worry that i have about this is that without that capacity on the ground and our operator that is the air strikes wont be fully effective. When you are involved with civilian populations, thats how you distinguish that from the targets. Thats a question and im concerned and worried that perhaps this idea that its not necessary at this point is worth something that the president really doesnt want to hear that. Hes clearly already ruled that out. I think at this point when you heard the chairman say today, we have to revisit this, we will. Its no question on a military basis that the air strikes are always more effective with the special forces embedded in the iraqi forces and working with the partners on the ground. Special forces just to translate for everyone, we were talking about the Ground Troops, they are boots. Doesnt matter if they are special forces or infannedry. You are absolutely right. We are not talking about combat units, but those are our people and they are specially trained and trained to work with these forces and also to call in air strikes. I top the play the other exchanges with general dempsey. If we reached the point where we should accompany the troops against isil targets, i will recommend that to the president. Of course that doesnt mean the president will accept that recommendation, but what we are hearing today is there will be an option of Ground Troops or Ground Forces or boots on the ground depending on what happens and whether the syrian or rebel forces can build up and whether the iraqi forces can prove their medal which so far they have not been able to. Thats a real issue and thats why i asked the question. Previously we had to have our special forces and operators to call in these strikes to be effective. One question is, is the chairman not recommending it at this point because the president doesnt want to receive this message right now and i think thats a real concern and a real important question and the chairman left that open today. We have to keep in mind as we look at the challenges that we face here. Who is going to step up on the arab side . Its not clear who the coalition is going to be and how robust it is going to be. Without that strong coalition, their plan is very much predicated on the coalition working together to defeat isis. Senator, finally if i can switch gears, you were one of the senators who wrote to the nfl and raised questions to Roger Goodell asking them to adopt a zero tolerance policy for Domestic Violence. Have you heard back from the nfl and are you satisfied with the steps they have taken . I have not heard back at this point. There is no question i signed on to that letter because its clear what we see with the violence with ray rice that came forward with the other incidents, there needs to be a zero tolerance policy. These individuals are looked at as role models with the society. They are sending the wrong message. I think stay tuned. I am not fully satisfied yet. I would like to see how they will respond to this. Will they respond . They have now hired four or five high powered women lawyers and others to be part of this special team and government relations. Legal council. If they have not figured out that they should respond to 16 womeno senators out of the 20, i think they maybe need more advice. We need the followthrough and need to see what they do to ensure zero tolerance and make sure the incidents are handled in a way that this was not handled properly.
