Does that make them allies . Chief global correspondent bill neely joining me from damascus and Richard Engel in erbil, iraq. Bill, first to you after that interview. Somewhat embarrassing as john kerry is trying to drag the American Allies from the gulf along. Syrias allin. Yeah, its certainly awkward because apart from iraq, syria sounds like the most enthusiastic of the president s plan to bomb isis. But this is where we are at the minute. Weve had the broad strategy from the president to degrade and then destroy isis. Weve had the rhetoric, if you like. But now comes the reality, the Coalition Building and it looks at the minute almost like a coalition of the unwilling. Ten arab states have signed up, but hardly terribly enthusiastically. Then youve got the nato allies and beyond that, its really hard to find anyone. Turkey at the minute refusing to allow the Incirlik Air Base to be used. They have their own concerns. Syria almost the most enthusiastic arab country. In terms of the nitty gritty, the detail, we move onto the difficult phase of what syrian targets, what isis targets are going to be hit, where and also what the allies in syria are going to be, who the Ground Troops are who are going to move in, who are these moderate rebels. Many people are saying many of them are neither very moderate nor have they been very effective in the past saudi arabia appears willing to train thousands of them. But what might be the unintended consequences of that. So weve had the broad strategy but now comes the very, very difficult detail and those very awkward moments like Faisal Mekdad telling me in the interview yes, why doesnt president obama pick up the phone and talk to me . Lets forget about the past and all our differences. So these res difficult moments. And Richard Engel, when we talk whether or not the Free Syrian Army that you have covered, as well can stand up to this and whether others will be whether they will be trained on saudi soil and all the other difficult components of kerrys mission, what about the iraqi army. Reporter whether this new Iraqi Government can command the loyalty and organize a real fighting force since in the past youve seen them turn tail and run . Well, i think the administration is in somewhat of a stage of suspended disbelief. The new Iraqi Government is very similar to the old Iraqi Government. In fact, many people here ive been speaking to think its exactly the same, sectarian government with the same individuals involved. Maliki is still there, that there has been a reshuffling and that the iranian influence in government and in the Iraqi Security forces is now dominant. A lot of people here describe it as an iranian army, no longer an iraqi army. And people here dont trust it. The United States wants this is the supposed lit legitimate, supposedly all inclusive government which people here again dont think it is to command a nonsectarian legitimate, National Army which people here dont think the army is either to come in and liberate mosul. The people of mosul who are sunnis dont want this iranian tinged army to enter their city. That was one of the reasons when isis rose up initially during the summer and moved on mosul, the people of syria people of mosul, excuse me, wanted isis because they wanted their own troops out of there. Sunnis in mosul didnt like the way they were being treated by their own army, by their shiite army, by their iranianbacked army and wanted them out. So to expect that this now even more iranian influenced army is going to come in and save the day, i think is very hard to swallow. Richard engel and before that bill neely. Thank you both so much. So the president s plan to train the Syrian Opposition already hitting snags. A Senior Administration official told all of us on wednesday that saudi arabia had already committed to training members of the Free Syrian Army hosting them on a base. Secretary of state kerry told reporters it didnt come up in meetings with the saudi king yesterday. Theres no specific discussion today of a specific role to a specific country. What there was was a Group Agreement to accept the outline of strategy that president obama laid down which includes military action. A number of countries have offered to engage in that kind of action. Chuck todd is moderator of meet the press. So much to deal with here. First of all, john allen, a highly regarded general who helped kerry negotiate between the palestinians and hamas and the israelis is now going to be the guy who tries to put this coalition together, previously commander in afghanistan. And at the same time it, were seeing reluctance by the allies, especially to even acknowledge what were told is that the saudis didnt want that out there. The white house official should not have been mentioning the saudis so predominantly because the saudis want it to be a secret base. This is certainly the arab allies arent flocking to the United States. There isnt this sense of rallying around this. They dont trust this president , frankly. Right. The relationship between the saudis and this administration has never been close. Theres a reason why. Theyre hoping john kerry who has been awhile and has previous relationships with them will help things along. Same thing with the jordanians, with the jordan king and this administration. Theyve never theres always been this and some of it has to do with theyre still upset he didnt follow through on the air strikes against assad and chemical weapons a year ago. And that seemed to that hasnt gone away. Never mind the arab spring or mubarak. Thats something that doesnt sit well with both the monarchs in jordanen an saudi arabia. The cia analysis theyve now given to the president which weve been told is that there are potentially as many as 31,000 fighters. There were only 10,000 isis fighters combined across iraq and syria. Now its gone to 20,000 to maybe 31,500. Their recruitment was enhanced by the collapse of the iraqi army in mosul and the advances throughout that portion of iraq. This also goes to something the intelligence estimates on isis has been behind the entire time. And in fact, i think one of the more overlooked aspects and pledges the president made, weve got to enhance the amount of intelligence we have when it comes to isis. Thats an acknowledgement that their intelligence on isis is not good right now. Part of it is because of syria, right . A lot of it is in syria and were just now starting the aerial operations and observations that were trying to make in syria. But i think this tells us everythings been underestimated with isis which is i think why the president after being so reluctant early on because he wasnt getting great intelligence maybe why hes been pushed to do this and be a little more aggressive. Chuck, while the president is focused so intently on isis and on this war and laying out out a strategy finally, i would dare say americans are more focused on the nfl. They are. Its americas most popular sport. Culturally it is touching. This issue of Domestic Violence. It resonates. With everybody. And it is amazing at how poorly the nfl has handled this. If goodell were an elected official, i think members of his party would already have bailed on him. But hes got eight Political Party of 32 people in this case, a conference he has to employees of 32 people, the owners. I think this is proof that talk about 33 people that live in a bubble that no one else lives in. Thats why theyve been so sole to respond and so uneven with some of these punishments. Goodell brought this upon himself when he decided to become the moral police over the last few years and he was going to get personally more aggressive whether it was violence on or off the field, hes going to get held to a higher standard than other commissioners. I just finished a conversation with sources close to ray rice who tell me specifically about the conversation, the meeting that took place this past june with Roger Goodell, the nfl commissioner attendance and ray rice and ja napalmer. Ja napalmer rice, ray rices then fiance say now wife. These sources close to rice say rice specifically detailed hitting his then fiance in that elevator. Most important to this is the fact that he communicated the rice party says that is rice hit his fiance in that elevator, which is important because it contradicts what we heard from goodell earlier this week who says based on what he heard from ray rice, it was ambiguous, which is obviously a contradiction and that he said it was inconsistent goodell did to what he said had he heard initially. The sources close to rice tell me he has taken responsibility from the beginning, that he has acknowledged what he has done and working consistently with his wife by seeking counseling that theyve been focusing on a variety of things including their faith and that in the eyes of ray rice, hes had a better sense of his priorities which these folks say is family over football. Boy, Peter Alexander, that would certainly put Roger Goodells story in question and make it perhaps more difficult for him to hang on to his job. Chris cillizza, this is a credibility problem. Its going to be a he said, she said and then goodell said. Right. Let me first say, andrea, i think its hard not to but we should not lose sight that this is not ultimate little about Roger Goodell, but this is about an incident of Domestic Abuse. We shouldnt sight of that. That said, goodell is quite clearly now a huge focus. I dont know how he lasts this. Im judging it by looking at how politicians not in the same situation but in similar situations high profile questions about their story, other details coming out. Im not sure how he survives. I understand i think in appointing the independent look at this, i think thats an attempt to stall for some time. To hope by the time this independent report comes out, that the sort of National Attention has passed. Someone underneath goodell gets gotten rid of it. Goodell gets a slap on the wrist and people move on. As of right now, i think he would understand from a public. Relations standpoint he is absolutely in real jeopardy. There are other teams, as well. Lets take a moment to talk about the Carolina Panthers owner, Jerry Richardson was getting a award for his work against Domestic Abuse when greg hardy, his player was convicted of Domestic Abuse is still playing. I dont know, has not been punished. Lets play that. My stance is not one of indifference. I stand firmly against Domestic Violence, plain and simple. Jeanne cummings, greg hardy is appealing that conviction but to give the panthers owner an award for his work against Domestic Abuse . We have a systemic problem. Absolutely. I mean, the part of the credibility problem for goodell also is that there are no standards here. Nothing makes sense. If they had taken the rice situation seriously from the outset and addressed it then, its entirely possible that they would have come to a different conclusion where there would have been swift, are clear punishment but maybe not as extreme as what ended up being imposed. But they had to do that because their pr before then was so abominable to the point of blaming the victim to make excuses for him. So in addition to the mueller study of what happened in this particular case, that league needs a bigger probe into what is going on. They need to set some standards that could be applied across the board. And is goodell the guy to do that . Thats another big question he faces. So tell me how important is this . Is this a real break through . It really is. The military authorities in pakistan came under such heavy criticism after the attack because this was something that really cut to the core of so many people in pakistan and across the world. The military was waging a pretty intense battle where malala and her family are from. They launched a Massive Campaign in 2007 and 2008 to push back the taliban and again they came under criticism for allowing them to regain some control after that. This was something they really needed to show as a win that theyre able to go after these people and arrest them. The spokesman for the Pakistan Military said today that they arrested one man whose arrest confession and interrogation then led to the arrest of nine additional suspects. These men are all from swathe from that same area in pakistans northwest which is also called kpk where malala was living. These guys were all members of a gang affiliated with the taliban. The taliban as you remember had claimed responsibility for the attack on malala saying when she survived they threatened to come back and try to kill her again and her family and reporters who continued to tell her story. This is a win for the military and you know, as you mentioned in the brief moments ive spent with malala and her family, shes been gracious, mature beyond her years. That statement they issued today is another example of that reminding people there were two other girls shot. This is good news for them and good news for pakistan. Anna, theres been a threeyear study which youre also reporting on today looking at discrimination against muslim and hindu and sikh and other communities in america and around the world. Its a followup to a 2010 study finding terrible discrimination against these communities. Tell me what the new results are. Thats right. This is a group called s. A. L. T. Theyre a major minority rights group. They did the 2010 study looking at a huge swathe of america. Were talking about hindu americans, muslim americans, sikh americans, middle eastern arabs and they wanted to see what is the climate like for this huge section of the population. In 2010, they found it wasnt good. Three years later, theyve done another study. The bad news is they will say the climate has only gotten worse. How do they know . They look at hate crimes in america and they will look at what they call zdeno phobic political rhetoric, basically any time that elected officials or people seeking that office say things that cast members of these communities as disloyal or suspect or unamerican in any way. On the hate crimes issue, we have some numbers to show what they found is quite disturbing. The rate of hate crimes has increased, intensity has increased to a point where theyre now occurring every 3. 5 days. And remember, andrea, these are the reported numbers. The documented numbers. Experts actually believe the numbers could be quite higher because they think this is an underreported statistic. On the political rhetoric, they do a bit of naming and shaming in the report. The examples they have range from president ial candidates saying that any muslim candidates would have to be have to prove their loyalty to him before he would consider them for cabinet members, everything down to a member of congress saying because were at war, young muslim men need to be profiled in this country. When you look at this big picture and take a step back, i think whats significant is that 13 years after 9 11, are its clear these numbers show there is still a huge gap of understanding, of familiarity and of tolerance. Thats despite the high level of increase since 9 11 in reporting on and scrutinizing and studying members of these communities. And when you look at this report and you see where these communities are, thats kind confident picture of where we are in this country right now the. And it is not a good picture. I think we dont have a strategy i think was an unfortunate. Bad choice of words. Bad choice of words. Hes been putting this together i think for quite some time. He took a lot of criticism for not doing more earlier, but the key here was getting malaki out. Couldnt do anything with malaki in in terms of pulling the sunnis back in, getting allies. I think our role in pushing maliki out was fairly significant and his unwillingness to actively use our air power was leverage in getting malaki out. My sense is that he acted in a very deliberate way as we see with obama. Is he frustrated by the criticism . I dont think he you didnt pick up on that. I dont think he reads opeds as much as we do. Good thing. Good thing. But i think on the one hand quite deliberate but then wednesday night, this was not a president leading from behind. This is a president who said we welcome the responsibilities of american leadership. Thats not an obama that weve heard much of in the last few years. And the isis challenge now, bruce rydell, cia, now is estimating that it was 10,000 fighters, you know better than i how rough these estimates can be. In the last couple of months, their successes in mosul, are perhaps their social media and horrific recruitment online, they are now estimated to be from 20,000 to 31,500 strong. Is that a fair estimate . This is the strongest al qaeda offshoot weve seen in years. 30,000 fighters on the ground is a pretty considerable force. And what theyve demonstrated both in syria and in iraq is that they really can take on the best that anyone throws against them and win very, very quickly victories. Al qaeda has been a foe of the United States now since 1998. What they have demonstrated again and again is remarkable resilience, remarkable adaptability and if given a safe haven, ultimately a threat to the United States. David petraeus speaking in denver, general petraeus said that isis is not as big a threat as al qaeda. I think we have that tape. Iceal in iraq should not be overestimated. This in many respects, it has nowhere near the roots, the numbers, and the structure that al qaeda in iraq and the associated sunni insurgents had. When we launched the surge. Let me ask you both about that because you both having dealt with al qaeda in every form. Sandy . I think its a different kind of threat. I think as the president has said, iceal is not an immediate threat to the United States unless one of these foes who have come from the west go back. But if we let iceal continue to Gain Momentum and dont try to push it back, we could see it gaining ground in the region, ultimately pushing aside an Iraqi Government, destabilizing jordan. Lebanon. Digging in deeper and we could face a middle east that was very much against the interests of the United States. Bruce, do you think the leaders in the gulf area that whom you know so well are going to stand up and help . I think the unfortunate problem is we have a coalition of weak reads, many not fully committed to this mission. Look at turkey and the Iraqi Government that weve created. Look at the Syrian Opposition. But Coalition Building is almost always about starting with weak reads and seeing if you cant put something together. So were in a tough place now. Weve got weak reads to work with. President wisely is telling the American People dont expect results overnight. This is going to take a long time in order to succeed. And bruce, before we let you go, in what we won your, your new book, you write about afghanistan, a country you know so well. Now we see Abdullah Abdullah arguing, fighting conflicted reports as to who the next leader of afghanistan is going to be. Thats another talk about weak reads. Were on the. Of disaster in afghanistan. One place i dont agree with the president is his decisioning in 2014 to decide how many troops to have in afghanistan in 2017. Thats the same mistake we made in iraq. They shared a sense of stewardship of the american land, a love for people and politics and a firm belief that the United States had an Important Role to play in the wider world. So much has been written, so much seen on film in fiction and nonfiction about these families. Tell me about your fascination and you see these connections. I never thought about fdr and Teddy Roosevelt as being that similar because theyre in different parties, one, of course, inafflicteded with polio, the other the rough rider the forceful physical president. Thats the whole reason to do it in this new fashion. They have is segregated by this arbitrary label of party. It was assumed they didnt have anything in common but together the three of them, including eleanor, this is a family that touched more american lives than any other family in American History, more of our world was created by both roosevelts than any other president and its an intertwined complicated family drama like a downtownton abby, american, only it has the virtue of being true that we had to dive into it.
