President obama is on his way to wales where the military alliance will talk about Vladimir Putins aggression in ukraine. They will also talk about the growing threat of isis in the aftermath of a brutal murder of Steven Sotloff. President obama vowed to destroy isis. Those who make the mistake of harming americans will learn that we will not forget, our reach is long and justice will be served. Richard engel is live in pantuka, turkey. The rhetoric is not matching the strategy so far. Is there a gap here . The gap is very wide. Everyone knows where isis lives. U. S. Special Operation Forces have a pretty good idea where mo hostages are held. They are in syria. And right now there is no american effort under way to attack or even disrupt isis in syria. There are operations ongoing to bomb isis in iraq but they are not crossing the border. So if he wants to destroy isis, thats the u. S. Strategy, clearly would have to change. Jim miklaszewski, 350 more troops being sent to baghdad to defend the airport and the embassy. That is troops in defensive posture. Those are not troops being added to go after isis. They are not Ground Combat troops. You are exactly right, an drdre. There is no intention for them to engage in iraq. The feeling is that by adding those 350 additional troops, they are upping the ante at the white house and its a key indicator that the president , the white house, and the pentagon realize that the u. S. Is in this for the long haul. And in terms of isis in syria, as the president told everybody last week, they have no strategy to do that right now and the idea that you would simply launch some scattered air strikes is not considered to be a military strategy. You have to figure out what happens next. And as you know, andrea, the president has pretty much tied his own hands by vowing that there would be no u. S. Boots on the ground. So they are going to have to rely on who. Iraqi forces, Kurdish Forces . We know that many countries, including germany, the french, the brits are adding humanitarian support and some weaponry to those forces but that could take months, if not years to build up those kind of forces. At some point the u. S. Is going to have to get off this mark and decide how to proceed, if they can, alone. And were reminded here that just because the u. S. Military is not operating inside syria, that u. S. Intelligence efforts continue and some experts are advising that perhaps, like we did in pakistan, it may take cia drones to go after the isis leadership inside syria. Richard engel, there along the border, what we know is that Steven Sotloff now and of course foley before him murdered in the most brutal way and there are other hostages as well. What is the strategy for recruitment as well . Well, isis wants to consolidate territory primarily. This is a goal, a group that has a goal of establishing a worldwide caliphate. Its an incredibly am bebitious group. It believes it has carved out a state and in many ways it has in syria and iraq and it wants to keep expanding. And the reason it said it killed those two american journalists was to try to pressure the United States to stop the Bombing Campaign in iraq and it didnt stop in iraq and now isis says it will kill or is threatening to kill a british hostage if the Bombing Campaign wants to terrorize the United States, wants the u. S. And other countries to back down as it continues to expand territory. And what mik was saying earlier, president obama says he has no strategy yet for syria, this has been going on for almost three years. The buildup of isis has not been rapid. It has been quite slow and quite wel welldocumented. Here in turkey, i broadcast on nightly news, millions and millions of viewers and he said he was on his way to syria to fight and other news organizations did the act same thing. Richard engel and jim miklaszewski, thank you so much. Joining me now is michael leiter. What are british and american intelligence and other intelligence agencies doing in the counterterrorism center, your former counterparts, they are looking at that horrible video and they are trying to figure out where it was taken, when it was taken. What are the clues . They are. Again, further developing who the culprit is is, where it was located. But in truth, although this is catching everyones attention, most of the intelligence effort will not be on these videos. Its identifying locations in syria, in iraq where isis is operating. Understanding their chain of command, how they are operating, where they are moving and identifying westerners who have traveled to the region and might be coming back. And that is really, outside of the regional consequences that we are seeing from isis, the westerners who can travel back are the key focus of counterterrorism officials because they pose a threat to the u. S. Homeland, the british homeland and elsewhere. And to the first point, as to where isis might be headquartered, they thought from interviewing other released hostages, french and others, that they knew exactly where they were. They went in on the july 4th weekend and did that fair rescued attempt because they were no longer there. Presumably, isis has covered their tracks, even though there was a date reference in this latest video which would indicate that it was timed at least after that first assault last week began on the iraqi town that had been held siege this is a way in which isis is different than al qaeda in pakistan or yemen. Thats because they control so much land. They really do operate in an enormous geographic area. So trying to find where people are and then trying to launch rescue operations into this vast area is very, very difficult for any country, even the United States where the best special forces, best intelligence in the world. So again, this is not a relatively small area of pakistan where al qaeda is operating. This is an enormous Geographic Scope and that also goes to the fact that were going to need a very forceful, very broad campaign, frankly, to defeat isis, if thats what the president wants to do. This is not going to be pinpicked stripes. These are going to be broad strikes and ultimately relying on Ground Forces in iraq thats almost easy. In syria, thats much, much more difficult. John kerry is going to go to saudi arabia. The saudis arrested 88 people youre unsure when saudis make their arrests because they have their own human rights issues but these arrests were tied to a pipeline attack in the last 24, 48 hours there as well as isis threats that they see domestically. Andrea, as we talked about this weekend, working with the allies in the gulf in the region is absolutely critical. And many have urged the u. S. To be more forceful. They are also supporting some of the worst let melements in syri. If were going to find a longterm solution in syria and in the past two years the gulf and our allies in the region have largely viewed the u. S. As, at best, absent and, at worse, like situations like the red line in syria, really not standing up and standing behind our words. As a matter of fact, kerry at the state department has a gathering for a groundbreaking of a Diplomatic Center for all of the former secretaries of state, james baker in the first gulf war for bush 41, Henry Kissinger, Hillary Clinton. Maybe he could get some advice from former foreign secretaries. Theres a live picture now of some of the former colleagues, exsecretaries of state all gathered around. Its a bipartisan club and youd be surprised at some of the very close friendships across party lines because theyve all experienced the same thing. We know that he volunteered to go in when dr. Brantly became ill. He was doing ob gyn care. Maybe not as concerned or maybe not quite as on edge treating patients as somebody in an ebola ward would be. Very conceivable, although we dont know yet, when a woman came in with early systems, probably masked by her labor, and he was infected that way. Whether or not hes going to come back to emory and whats his status, we dont know. As for right now, 3,000 people have been infected. Over 1500 dead. We expect new numbers this afternoon. And dr. Brantly was talking to matt lauer from the today show even as they both learned about dr. Sacra. Lets watch. How closely did you work with this person . Very closely. Hes a dear friend. This physician carried on the fight after you were brought back to this country. Yeah. Have you been able to be in contact with his or her family . I have. How are they doing . They are holding up pretty well. Are you worried that because so Many Health Care workers and physicians are contracting the virus that it will be increasingly hard to get other people to go there . I think thats a reality. You know, thats the nature of ebola, is that Health Care Workers are predominantly affected. Dr. Nancy, when you talk about this crisis, its a food crisis. Aid workers cannot operate. You showed a man, a person who escaped from quarantine. The man in the red shirt. I think when we go to the hospital, we imagine that were going to be fed, theres a cafeteria, we will be accessible to food. When youre in the hospital with these countries when theres no infrastructure, the only food you get is food that your family brings you. This man, in fact, broke out of the hospital because he was hungry, was running through the market with a stick to defend himself and then was grabbed by men in hazmat suits and taken back to the hospital. The World Food Program estimates there are 1 Million People starving because people are either hoarding food or food prices have been jacked up and people dying in the hospital do not have access to food. The russian president laid out a sevenstep plan today for a ceasefire, supposedly, if ukraine pulls back from rebelheld areas. Thats a big if. This is president obama tried to strengthen europes resolve to defend ukraine against the russian separatists. Its a sovereign and independent european nation. It challenges that most basic of principles of our international system. That borders cannot be redrawn at the barrel of a gun. That nations have the right to determine their own future. It undermines an international order, where the people and nations are upheld and cant simply be taken away by brut force. This is what is at stake in ukraine. This is why we stand with the people of ukraine today. Nbcs keir simmons joins me now from Eastern Ukraine. Keir, thank you very much. We heard from Petro Poroshenko today. What is the read from your Vantage Point . Reporter well, the reality on the ground here is that putin is winning. In a sense, it doesnt really matter, in that sense, whether or not russia does have forces here in Eastern Ukraine where they almost certainly do, whether there was an incursion or an invasion. Put all of that aside because what we are seeing here on the ground is the Ukrainian Military with tanks having pulled back. That sevenpoint plan, if kiev agrees to it, it will be an admission of that because two of the key premises, as you say, are that the ukrainians should pull back their artillery so they cant hit areas, cities, being run by the prorussian rebels and that they should stop their offensive. In other words, ukraine has been on the defensive and what this agreement would mean is that it wouldnt be able to push back again. So there are some developments today, andrea, that do suggest further tough action against russia, in particular, hearing from the Associated Press saying that it is going to stop is not going to deliver a warship that was planned to be delivered just this year. France really didnt want to do that. I think what youre seeing and the world, various countries and World Leaders positioning themselves for this nato summit, whether they will be there or not, including president putin who is now saying that he believes there could be a Peace Agreement between the prorussian rebels and between the ukrainians by friday. But andrea, if that agreement does come about, given what were seeing here, youd have to assume that that agreement will be in the favor of the prorussians. And one prorussian commander that we spoke to today, we actually went to the border which, by the way, is being controlled by the russian ukrainian border. One commander told us that hed like to carry on fighting. He doesnt want to see a ceasefire for a few months because he wants to take more ground from ukraine and i think this is bravado but even as far as kiev. Thank you, keir simmons. Joining me in washington is ron fornier, editorial director for the National Journal and here in new york, bobby goesh. Ron, you have talked about the president s strategy or lack of a strategy on isis and now we have putin. These are challenges that are not new challenges. Earlier today Richard Engel was saying that we should have seen this coming for the last three years. Yeah, we should have seen it coming. Look, first of all, in fairness, these are not easy problems to solve. They are not of the president s making, for the most part. But hes in a tough spot. For example, its hard to be in estonia today and how were going to stand it was a strong statement that he made. That well stand with nato and uphold the treaty but at the same time estonia is seeing a crimea go away and on the verge of having a settlement or an agreement that is going to put ukraine further on the defensive. It underscores the limits of the United States and the wests ability and their willingness to hold back in the world right now. Its a pretty tough world to manage, to borrow the president s word. Bobby, in fact, if you look at a map of the world, there are crises on all front and you, in particular, have looked at the middle east and isis and this is the pathology of isis as weve seen in the brutal murders now of two american journalists. Of course, thousands of iraqis as well as other syrians and others of whom they oppose. Yeah. This is more and more information is coming out. We are focusing, as we should, on Steve Sotloff and jim foley but more information is coming out on a much bigger slaughter. In june when isis took over a town, over a twoday period they slaughtered anywhere between 1700 and 3,000 Iraqi Air Force cadets, unarmed, taken on trucks, taken off the trucks, lined up nazi style and killed. These are people who have more in common with psychopath particular killers, like the norwegian who walked into the island and killed dozens of kids at a camp. Thats the kind of pathology that were talking about. This is not a religious thing. Its not a political thing. They are attracting the worst killers in the word, or at least the worst killers in the muslim world. This is the way that the president expressed it earlier today at his news conference. We know that if we are joined by the international community, we can continue to shrink isils severe of influence, its effectiveness, its financing, its military capabilities to the point where it is a manageable problem. Ron, is it no longer a manageable problem . Well, thats awfully passive language to be using about this kind of brutality were seeing. What i wrote about today, the single most important question we need to be asking ourselves and theyve got to be asking themselves in washington or at the white house is, do we see isis as a direct and immediate threat to the United States. The president doesnt seem to think so or at least hes having a hard time articulating that. Members of his cabinet are saying it is. Members of both of congress, both the democratic and Republican Party are saying it is a threat. Obviously the answer to that question dictates how you respond to it and i find it unsettling that the president hasnt been able to say whether or not this Islamic State is a threat to the United States. It appears to me to be that it is. Im wondering what my colleague bobby would think about that. Bobby, maybe its that the president doesnt see the intelligence, you know, the analysis doesnt indicate that its a direct threat to the American Homeland to the he cex it might be for europe. This is the 21st century. America is everywhere in the world. The world is everywhere around us. Jim foley was not on the American Homeland and neither was Steve Sotloff and there are thousands and thousands of americans in the middle east, kids in jordan studying arabic. If you want to hurt america, you dont have to come to the homeland. And if you hurt the global economy, youre still hurting america. Even if you hurt, lets say, hypothetically germany or britain, the world is too interconnected now to think in these very narrow terms well, whether or not they are going to come on to the American Homeland. Jim baker has been the real champion of this center and its realization and, jim, its wonderful, once again, being with you and susan and thank you for the championing of this center and for your very strong words of support. As madeleine said, she was president at the creation of the Diplomacy Center. I was looking to see what pin she was wearing, whether it was an optimistic pen or a pessimistic pin. Its an american pen. Thats particularly appropriate for this day and this dedication and i thank her for really conceiving of this idea. And colin powell, who has been in this unique position really only general marshall as he served secretary of defense and secretary of state has anything comparable to colin powell. I thank all of them for their insights and their extraordinary commitment to our country. We are here in large measure to honor all those who have served from the very beginning. Even before the treaty of paris, which might not have been possible with that good, diplomatic efforts, keeping our friends the french involved on our side and staving off the other challenges that came our way. Right now, nearly 70,000 diplomats and Development Experts are serving around the world. Youve heard briefly about some of the exhibits that will shine a spotlight on the development and it will also highlight and Hillary Clinton as well as the other former secretaries of state highlighting the diplomat and aid workers who go into dangerous places at a time when they were often not represented and heralded. So we go now to our daily fix, Chris Cillizza and jeanne cummings. Foreign policy is not generally what people wrote on in midterm or in president elections but it now matters more than ever, at least in terms of leadership potential. Chris . Absolutely. We have john kerry who is going to be traveling in the region very soon, going to jordan and some of the neighboring countries around iraq and so we have all we have lots of moving parts here as the white house tries to implement a plan that it doesnt have really total control over because what the president has talked about is u. S. Air strikes but getting the sunni tribes and some of the neighboring leadership, those countries involved in trying to contain isis. And so it is very much a Diplomatic Mission because it needs to cobble together a coalition, some folks who may or may not want to get involved, how much they want to get involved, how closely they want to be tied to the u. S. At this particular moment, lots of layers to be sorted through. And Chris Cillizza, dan was writing over the weekend that the president seemed to be mismatched to the times and to the moment. I think thats accurate, andrea. I think its difficult for this president in that he has two competing interests or challenges, i should say. On the one hand, its the urgency of some of the things that are happening abroad, whether its russia and ukraine or isis. These are not things that sort of caution rewards because these people are not waiting on president obama to make decisions. On the domestic challenges that relates to Foreign Policy, the president knows that in many ways his hands are tied, the American Public has zero appetite for anything but the most limited involvement, like you are seeing in an attempt to push back isis. And thats why you heard him today in his speech he said our goal is to make sure that the arc of justice is long and make sure that they know that they can not do this to americans and at the same time there were not specifics beyond what we are already doing. And its largely a diplomatic effort to try to bolster and build a coalition of people who will support us which in and of itself is somewhat dicey. Theres the urgency of the challenges and then the difficulty of his domestic realities as it relates to Foreign Policy. And jeanne, is the president now suffering a bit from his lack of a relationship with congress . He doesnt have any senior Foreign Policy advisers on the hill, if you will. Absolutely. He doesnt have the great ties to the hill. Actually, his International Relationships arent that great either. When youre trying to build this coalition, the way that this president has become isolated in his eight years of service or not quite eight, you know, it does matter and congress is going to come back in full voice next week and we are going to start hearing from the senate in particular, a lot of pressure for the white house to come up with something that sounds like they really know what they are doing and theyve got, you know, an objective and a plan to get there. And its not going to be just the republicans. Just this week, senator nelson in florida, a democrat, who represents the home state of the most recently killed journalist, he came out and said weve got to deal with this. Weve got to do something about this. So its going to be bipartisan pressure. Thank you both. Chris cillizza and jeanne cummings, thank you. What weve been able to do is significantly drive down crime, the type of crime that was negatively defining the lives of the people who lived in the neighborhoods. When you look at where we are now compared to where we were in 2012, weve driven murders down to 50 and our shootings were down over 71 this past summer. What lessons can be learned. We have other cities, chicago, the deaths of children in chicago, its just stunning and it has been under reported and then you have ferguson with what happened there and a complete disconnect, a disconnect between the racial composition of the city, ethnic and racial composition and the police force. We have the luxury when we stood up the organization of being able to create culture rather than having the challenge of changing culture. The community was inclusive with what we were doing from day one. We did focus groups with the people in the neighborhood. So we asked them if there were any characteristics they wanted to see of their officers. And our cops know that the pistol and handcuffs have tools of last resort. Our job is to help People Police their neighborhoods. A lot of people were shocked i would say all of us were shocked at the militarization of the ferguson area, whether it was county or local police, when we saw those Armored Vehicles rolling down the street. Could that happen in camden . I think the most important thing is to capture the hearts and minds of the people. I think what we saw in ferguson was once government loses the consent of its people, then we need to be concerned. We work very hard on a daily basis to ensure that our policing tactics and strategies are addressing the issues that matter most to those who live in the community so that we have the community with us and not against us. There is a recent story about the police challenging the kids to a pushup contact. Yes. We just recently had a Community Meeting in our centerville section of our city and our officers battled the local High School Basketball stars and a threepoint shooting competition. When we have splice, were going into the neighborhood and we have officers interact with the women and children and the people that live in there so we occupy the public place with good things as opposed to show of force. How do you feel about the cameras that have seen in colorado and other Police Forces where police are equipped with cameras and can have realtime evidence of their interactions .
