Their holiday recess, they might get a chance to speak with the man who orchestrated this entire ukraine fiasco. Here is what donald trump told reporters yesterday about Rudy Giulianis recent trip to ukraine. Well, i just know he came back from some place and hes going to make a report, i think, to the attorney general and to congress. He says he has a lot of good information. I have not spoken to him about that information. But rudy, as you know, has been one of the great crime fighters of the last 50 years. And he did get back from europe just recently, and i know he has not told me what hes found, but i think he wants to go before congress and say, and also to the attorney general and to the department of justice. I hear hes found plenty. So to review, Trumps White House lawyers are a no on participating in his defense, but this guy, maybe a yes. There he is. With whatever mad hatry hes been able to scare up in ukraine. Perfect. As the House Judiciary Committee holds its hearing tomorrow, the longawaited inspector generals report on the origins of the russia investigation is expected to be released. Now this is the same report that donald trump has been saying all year will prove that the obama deep state was out to get him while he was running for president. A Conspiracy Theory that not just trump but his House Republican defense squad and his attorney general william barr all believe in. That the Trump Campaign was illegally spied on by the Intelligence Community and that, therefore, the entire Mueller Report, the whole russia attacked our election thing, all of that was a fraud. But the Washington Post is reporting that things arent going to play out as trump and barr and other republicans had hoped when the inspector generals report drops. And that the man barr handpicked to try and find the secret evidence found nothing. Zero, to support the Conspiracy Theory that the russia case was all a setup. Good morning, joy. Lets start with Rudy Giuliani. Here is what he texted back to nbc reporter Kristen Welker after the text that she texted him about this trip that he made to ukraine. He texted back, no, i will reveal it when im ready, and if this doesnt shake up the swamp and get us to cut out the years of corruption, i might then agree with those who say its hopeless. Thats a lot of word salad, but the question then becomes, is it likely that we might see that guy as the only person testifying on Donald Trumps behalf during the hearing tomorrow . Well, we have given them an opportunity to send lawyers to defend the president. Theyve turned all of those opportunities down, joy. Weve also subpoenaed Rudy Giulianis documents, and hes refused to cooperate to turn over any documents. But two things about Rudy Giuliani. First, the evidence is overwhelming he is Donald Trumps lawyer. The ukrainians understood that he was acting on Donald Trumps behalf. The agents of the president , the three amigos, were told by the president he was acting on his behalf and donald trump even told president zelensky on the july 25 call that rudy is my lawyer. So anything that giuliani does, you can attribute to president trump. You cannot throw him under the bus. But second, the fact that giuliani is in ukraine or just coming back from ukraine shows the clear and present danger this president poses. This is not like watergate where the breakin happened years before and they were investigating that and the coverup. This threat is ongoing right now. They continue to try and invite foreigners to participate in our investigation in our election which is why we have to move so expeditiously with this impeachment inquiry. Youre a former prosecutor. Would you recommend Congress Giving immunity to Rudolph Giuliani to get him to testify . He seems to be the one that knows the most, other than donald trump, about what he was doing. I would recommend that Rudy Giuliani if he has exculpatory evidence come forward. Otherwise we can conclude he has nothing that could show innocence for the president. So ill leave that to the those who make that decision, but the way that the American People will view this is that if the president has people or documents that can clear him, he would send them. If he doesnt, we should conclude that that is a powerful consciousness of guilt on the president s behalf. Lets talk about the timing here. The white house, this is the White House Position clears the way for this is the New York Times. The White House Position on not participating clears the way for House Committees to debate and approve impeachment articles as soon as next week. That would allow a vote by the full house by september 20th. Its also the day that funding for the government expires. Thats an interesting set of concurrent timing. And we know now that the judiciary report, which ive started to read this morning, it includes sections on treason, sections on bribery, abuse of power and betrayal of his oath of office and corruption. That seems to be the five articles. Is that your expectation that those are going to be the five articles of impeachment . So thats his exposure. Weve tried to move expeditiously but fairly and responsibly. By having the constitutional scholars come in, they laid out the president s full exposure based on the facts they reviewed from the Intelligence Committee investigation. Now our job is to decide just what that means for specific articles. But i can promise you the president s prior conduct as it relates to russia and obstructing the russia investigation will certainly be included to show the pattern of conduct here. So whether thats its own article or not, it will show that this president in the past has invited Foreign Governments to interfere and when investigations take place, he does all he can to obstruct. And thats what hes done in this case. There have been the counternarrative that we heard from Jonathan Turley during the house judiciary hearing is that what you guys really ought to do is go back and get more primary evidence. We saw a lot of evidence in the adam schiffled hearings but that judiciary should also call witnesses and go to court, if necessary, at least according to that side of the argument to try to make those witnesses testify. Were talking about the white House Counsel don mcgahn, john bolton. Do you think it would be wise for the House Judiciary Committee before proceeding down this road to try to make those people testify and to get more primary evidence . No, under Jonathan Turleys theory we should let the building burn and then call the fire department. This is an ongoing threat. The president s lawyer is over in ukraine right now asking Foreign Governments to interfere in our elections. And, joy, the evidence that weve put forward, the 300 pages that have 12 different witnesses who testified publicly, thats powerful evidence that the president abused his office to ask a Foreign Government to cheat in our election. Yes, of course, wed love to have more witnesses but if that means going for months or even a year in the court as the president obstructs and delays, we cant afford to allow an illegitimate election to take place. And just one other point. Never has the president or his lawyer said if you take me all the way to the courts and i lose, i will abide by the court decision. So we dont even have an honest broker here when dealing with the white house. The inspector generals report is expected to come out this week, and it will show from what weve learned from the reporting that theres nothing to this mad Conspiracy Theory that the Trump Campaign in 2016 was spied on by the obama administrations intelligence the obamaled intelligence services. That they were spied on and that the whole Mueller Report thing was a sham. Thats going to be disproven now. One of the main people who has put that theory forward is devon nunes. The Ranking Member on the Intelligence Committee on which you serve. Do you think he should be allowed to participate as an interlock ter any further now that we know he was on the phone with one of the men, lev parnas, who was involved in the conspiracy . That we know he was on the phone with him. He cant seem to remember it. And should he be forced to testify about what his involvement was because he seems to have been both on the questioner side and the participant side. Joy, hes so insignificant. And lets just say thank god hes no longer a chairman. The American People saw what he had done in 2018 with the russia investigation and what others did to obstruct and they went to the polls and said we Want Better Health care, better jobs and better accountability of the administration. And now were in the majority. Now as to devin nunes, if he has to answer to other committees in this congress, that may take place. Were mostly you mean an ethics investigation . Thats outside of my hands, but, sure, if he was a conspirator with the president as he sought to have the ukrainians involve themselves, he may have other issues. But were focused on the president , joy, because at the end of the day, the president is the one who was misusing american taxpayer dollars for his own personal benefit, and we want the American People to stay focused on his conduct rather than anyone elses. You have written a lot about what you think that congress ought to be doing as they proceed down this road on impeachment. I want to read a little bit. And this is element 8 for my producers. Congress should consider breaking down the impeachment process into three separate tracks focusing on the criminal, the coconspirators and National Security review. How would that play out knowing that were dealing with a december 20 sort of soft deadline . Well, i think part of what im laying out here is this has gotten so big and so hard to manage on the tight deadline that congress is trying to move on. As Eric Swalwell said, there is an urgency, right, to prosecute this. And i think we have to break it into three pieces to allow this to be aired out in the way the American People deserve. First as we focus on the crimes. You heard a lot about that from congressman swalwell a few minutes ago. The president broke election laws and cheated in 2016 and got caught. He then obstructed in 2017, 2018. Cheated in 2019. Got caught. He obstructed again. Theres a pattern. Weve got to really help the American People understand the severity of what were dealing with. Second, though is that part of what happened is that there were dozens of people involved in this conspiracy to break American Election laws, to commit bribery and extort the ukrainian government. They need to be brought to justice, too. We cant just look the other way. I think a process has to be put into place to bring the coc coconspiratcoco coconspirators pence and barr and everyone else involved in this. And theres a process in place that we can already build on which is fdny and fbi have started a criminal investigation. Thats what the parnas and fruman arrests have been about. They can push that whole process into the sdny and fbi. Third, i think we need a security review. Weve got to look at the damage thats been done to our standing in the world, to the National Security of the United States, by the president s selfdealing, by his putting his own interests and the interests of other countriy ies before the United States. Were a weakened power because of this president. We need to come to grips with this piece of whats happened and not view this as something separate. Its core to the transactions thats taken place. You mentioned Vice President mike pence. Lets listen to him on fox news saying he doesnt even think donald trump is going to be impeached. Yep. I know that Speaker Pelosi has announced articles of impeachment, but i have to tell you, i served in the congress for 12 years. And i dont think its a foregone conclusion. Interesting. That the democrats will be able to get the votes to pass articles of impeachment because i hear from people all over the country. The support for this president , the progress that weve made, rebuilding our military, reviving this economy. We know pence was involved in trying to push whatever the deal was and what they were trying to get out of the president of ukraine. He was involved in it. You think he should be investigated. And what do you think of his comments about it wont happen. Impeachment wont happen . Hes just right now on friday, congressman schiff sent a letter to the Vice President s Office Asking him to release some of the testimony from one of his own aides that testified. Hes direct theyre all involved. What did sondland say . Everybody knew. This was a vast conspiracy of the entire Senior Leadership of the government to use the government to advance the political interests of donald trump and the Republican Party. Thats illegal, right . Thats cheating in the elections, and they all f participated in it. Congress has to focus on the president , but we can do more than one thing at a time, right . There can be other parallel tracks established. And for me, the most important is this kind of broad strategic strategy review that i think needs to happen. The damage thats been done to our standing in the world, to our National Security, to the questions that still remain about russias influence over this administration, these are worldaltering things. Well be living in a different National Security environment, a different set of Geopolitical Realities for the next generation of our lives because of Donald Trumps presidency. Lets do a report on that. Bring it to the American People in the summer and fall so that they have that information to be able to make up their mind in the elections in 2020. Do you think that william barr would ever allow any of these people to be investigated . Hes named on that call, too, on july 25th. He should have recused himself from any involvement. Its outrageous that hasnt happened. What we do know is that sdny and the fbi have opened up a criminal investigation into the ukraine affair. I think this is lost sometimes in the media that theres actually a parallel criminal track thats already begun. And i think that what my argument is is that congress should set up some other mechanism to refer for prosecution if they deem necessary, if looking at the evidence, those that participated in this corrupt scheme. We cant just get the president and look at all the and look the other way at all the wrongdoing that happened. That would be inconsistent with how our democracy operates. Theyve spent or reserved millions more than the top four top polling Democratic Candidates in the race combined. Bloomberg is spending 58. 8 million. Tom steyer is spending 45 million. Whats and all combined, the rest of you all are spending 28 million combined. Whats wrong with that, in your opinion, or is there anything wrong with those guys being able to spend that much money on the race . Well, one of the biggest problems, and you hear it on the Campaign Field from all Democratic Candidates is the problem of corruption of money and politics. We have a really, really bad problem. We need to have publicly financed elections. A lot of good solutions. The Democratic Party is designing a system that benefits big money. And thats a problem. When you have a field of democrats that is winnowing down to the exclusion of the kind of diversity that we need in a one of the particular reasons for that is because folks dont have money to spend. Kamalas campaign was in a very eerily Similar Campaign point that john kerrys was. Both around 4 in the polls. Both had to pull their campaigns from other states and fold them into iowa. Both had some internal challenges. You know what kerry did . He lent himself 5 million and went on to make it. Kamala came up short financially. Kerry finished number one here in iowa and went on to get the nomination. We should not have a system designed that benefits folks who can write themselves a check. We should have a system designed that lets the voters, lets iowa have a say. Iowans didnt get to choose whether kamala was in the campaign. Iowans cant choose whether im on the debate stage or not. Youve now had the entire Democratic Party leadership in New Hampshire say this is ridiculous. Cory booker should be on the stage. You have local media in iowa saying, if pollsters call you, answer the phone and choose cory booker because we deserve to have him on that stage. Its a frustrating reality. But im happy to continue the fight here in iowa to see a surge for us right now and online fundraising, as well as support here in iowa. So were going to keep fighting forward but Democratic Party needs to have a conversation. Are we going to play into big money politics, or are we going to do something to make the system more fair. Thanks for reminding folks about the 04 situation. John kerrys campaign seemed to be on sort of last rites and then he was able to buy his way back in. And a lot of people dont understand Kamala Harris essentially would have had to go into debt to stay in and decided to get out. Because of money. But the other concern people are talking about, the Washington Post has a piece out about the concerns of the other campaigns regarding the kind of money that a bloomberg or steyer can put in saying rival campaigns worry about the creeping possibility that he finds a way to catch fire in the early states. And the early states deliver no frontrunner or that he wins enough delegates to deny anyone a majority getting him a brokering role in choosing the nominee before the convention and his ability to dominate air waves. For you, and you raised a little bit of money off of the idea that people who were really upset theres no more africanamerican candidate, woman candidate, are now looking at the other candidates of color a second time. Are you guys running out of ad inventory to be able to buy . With steyer and bloomberg able to buy it all up, can you even get ad time . First of all, sincerely, God Bless America because since the last debate until now weve had our best fundraising rush of our campaign as were breaking records for our campaign for individual online contributions. People going to cory booker. Com and saying enough is enough. We want you in the race. And were finding ways to do now online ads. Trying to do the things. Im here in iowa and its wall to wall steyer and bloomberg. Were finding ways to get online ads and radio ads to begin to do the things theyre doing to juice up their polling numbers. We still have time to make it onto the stage. Were still hoping people will continue to help us. And here on the ground in iowa, iowans who are some of the nicest people in the nation, people are we have an overflow crowd now. People with a little chip on their shoulder now saying youre the only one talking about the themes that ultimately we need, one of which is this understanding to win in the next election, we had massive dropufs between 2012 and 2016 in africanamerican voting. And as a result of that, we lost three states michigan, wisconsin and pennsylvania by 77,000 votes. In milwaukee alone, about a 70,000vote dropoff of africanamerican voters. Whoever the next candidate is, they better have an authentic connection with africanamerican communities. Not to make mistakes that shouldnt need to be explained to you like describing africanamerican men as well spoken. They should be able to inspire a turnout to get back the white house but weve got to win arizona. Weve got to win a senate seat in north carolina, the two up in georgia, South Carolina, and the only way we win them is to get record black turnouts. And so i see this in iowa, which is the state that sent the first black man on the trajectory to win the white house. People understanding that the energy, the enthusiasm, that i generate in Diverse Communities is something well need at the top of our ticket to help all down ballots, for us to take back the white house and the United States senate. One of the challenges that Kamala Harris, senator harris had was there was a lot of challenge to her criminal justice background from a lot of young progressives who were suspicious of her because shes a prosecutor. But you have joe biden who wrote the crime bill, senator Bernie Sanders who has voted for the crime bill. You yourself challenges in newark in terms of your Police Department and a lot of people saying that should be skrut inized more. Obviously mayor Pete Buttigieg has a lot of issues in terms of the police in south bend. Do you see the way senator harris suffered. Should you go out and talk about the policing situation in the city where you were a former mayor and get ahead of that . Get ahead of it . Weve been talking about this since i was mayor. We invited the aclu into my office and wrote National Standard setting accountability for our local police. We created the first ever in new Jersey Office of reentry to help our folks. We invited in some of the best researchers on empowering communities by reducing Police Interactions and actually creating deeper trust. So im proud of our record. We had to work really hard. The Justice Department came in, showed us the data, and now as a result, as a senator, ive written the legislation to make sure that we create more Police Accountability and less Police Brutality in the shooting of unarmed men. My record speaks for itself from the time i was mayor to being a proactive person. This is what africanamericans want. As a guy thats a specialist on black voters because ive been one all my life, people feel betrayed by the Democratic Party. They are connected with the struggles of our communities, and people who can demonstrate when they did run a big Police Department, what they were willing to do to learn and grow those issues. I know thats what i can speak to and inspire the support i have in new jersey of the africanamerican community. Still on this issue of money and fundraising, theres been a back and forth between mayor buttigieg and elizabeth warren, about disclosure, where they are fundraising and getting their money from. Mayor buttigieg, will you consider opening any of those fundraisers up . Yeah, so the team is working on ideas and i invite you to stay tuned. Hopefully well have more to share in a few days. Is there anything personally holding you back from opening up these fundraisers . Just want to make sure we do it we approach this, that we do it in the right way. If Pete Buttigieg opens up those fund raisers, will you release the tax returns this is about whats going on right now. He should open up his fundraisers. We didnt have it here but there was another video going all over twitter of mayor buttigieg refusing to really answer the question of whether or not hes going to open up his fundraisers and try to get out of the nda. Theres a lot of questions about whether he should just let the press into his fundraisers and whether senator warren should go back and give out her tax returns from 2008. Do you think your two rivals should do fuller disclosure about where theyre getting their money, their fundraising . All of us should answer the tough questions coming from the media. All of us, especially trying to build trust. Let me make this point. If Democratic Candidates, all were doing is talking about each other, look, i have seen a bad cycle. And we lost an election in 2016 because we werent united as a party. Im happy that the press is involved and engaged because theyll ask the tough questions and we should have to answer them. We as democrats shouldnt spend all our time trying to tear each other down. We need a nominee that can unite this party. Weve only got one shot to make donald trump a oneshot president. I want all my supporters to be enthusiastic and eager to support whoever the nominee is. I want to make sure we do not repeat the mistakes of 2016 where we have torn down each other so much that its hard to build the necessary coalitions to then go on and beat and win in the general election. And it was reinforced most aggressively on social media. A new report examines how powerful these narratives can be in shaping peoples political views. Joining me is sherine mitchell which put together the report. Good morning. Thank you for having me. Of course. The New York Times has an article that talks about this is a past article. Russian 2016 influence operation targeted africanamericans on social media. That was from december, from last december, december of last year. Your report talks about the same thing, the specific targeting of africanamericans and so talk a little bit about what you found and what this report brings forward. Theres two things. One is we also have this just a month or two ago where the senate Intelligence Committee has put out their report, too, a year later, actually saying that there is no other group that was targeted more than africanamericans. And that is still happening now and it has not changed. The key parts of what our report is talking about that were looking at a new age called digital voter suppression. This is the way were now looking at not only who we are in terms of being targeted as voters but how thats being used throughout the election cycle. Kamala would be a great example of someone who started as early as january when we started looking at her campaign and targeted attacks online to now her being out of the race. And how even in the midst of that, the majority of people, real people, who believed that she was a cop. And theres like a Campaign Going on called copmala. Shes out of the race and its still talking about her as a cop versus her job as a prosecutor or ag or what she did in the senate. So these are key pieces about what were looking at, but its to make people understand the disinformation and suppression is a continuum in our election process that we need to be paying more attention to because theres steps being taken and actions that are happening in this time we still havent handled. One of the things you talk about, and ive spoken about this before, is pushing out negative information about a candidate thats been selected to be targeted to turn black voters against them. But its who they are using as the voice quote unquote, the digital voice are supposedly also black people who are spreading that message. Heres what you write about fake accounts that are not necessarily really black people but who seem to be black people who are saying, hey, kamala say cop or this person is bad for black people. It mairtters not only in the election campaign. Theres been a constant number of fake accounts posing as black women. These fake accounts seem to be real people with real concerns. They connect with the American Black Community online, attempting to learn black vernacular and key issue areas. What will be the point of creating fake accounts who appear to be black women specifically . Because if we know as weve seen that the ones who are the most valuable to the Democratic Party is black women. Weve seen this. Weve even seen it just recently with elizabeth warrens campaign. There was an issue where she was basically having pressley speak on her behalf but it was also about her giving iyana presley leadership in that moment. Even after that moment there was a Viral Campaign against her basically saying, why should we support her if she is only going to support black women. It was a very interesting change in the dynamic of how it all of a sudden became, well, lets not support black women. Why should we do that . And thats the key to this. The reason that were supporting black women or the reason these accounts are pretending to be black women is because we already know the data point says that over 90 of black women will vote for democrats. And so now we have to focus on getting black people to do only one thing. Not vote for the democrats. Can you name one of those five campaigns . We put up from the report that theres a conversation about reparations that has to do with it. Theres a criminal justice conversation. Theres so reparations, immigration and sorry. Reparations, immigration and anything that has to do with the criminal justice system. So the reason that the targeting of kamala around being a cop is important is because anything that hinges on criminal justice becomes a divisive issue. And is being used as a weapon right now.
