Incomprehensible numbers were starting to see signs the lock down as cross huge parts of the country is working. But just weeks ago, the president , members of the administration were all down playing this. The same Surgeon General tweeted this this and so this is part of this broader whiplash induced by the administration when talked about cases going to zero weeks ago and everything was under control. When you have 15 people and the 15 within a couple days going to be down to close to zero. We have contained this. We have contained this pretty close to airtight. Its going to be viewed like the flu. It will disappear one day like a miracle. It will disappear. I will argue this is contained. It cant be airtight. It is being contained. Do you think it is being contained. The risk of contacting the coronavirus to the American Public is low. It will go away. Here we are, President Trump is trying to sell youless on the idea uls on the idea ls on a if fewer than 100,000 americans die the administration has beaten the odds. In reality millions are in a nightmare right now. New york city is preparing for an onslaught of bodies it cannot carry. Well talk about more on that in a bit. Theres little hopeful flimers in the data. Glimmers in the data. Were hopeful in new york that we may be nearing the peak of new cases. The model many are working off has substantial down predictions, now predicting fewer deaths than last week, thats in thanks in part to the lock down to social distancing policies that states across the country have put into place. But things are still really bad and a lot of that is because there has been literally no coherence response from the president. States have had to deal with a patch work to deal with this. Over the weekend the Washington Post took an indepth look at the wartimes president lack of action, after being notified about the outbreak in china in is no question President Trump inaction cost americans lives. Adding this his it is actually kind of a joke. Thats a joke. Said one Administration Official about the libberations about the belated purpose. The lack of action, and denial and dysfunction outlined in this Washington Post piece explains why the president is over matched an incapable of responding to the virus so states will have to go at it alone. The governor of nevada told me on friday they set up a go fund had he account, not literally, but a fundraising effort for the state to buy personal protective equipment for those working in the state and trying to get money for p the equipment. This is not a big sale. This is stuff the federal government should be doing. Weve lost people because of this inaction and were going to lose many more. If were really turn the corner and the data says theres reason for hope and i think theres a little bit of glimmer it is despite what this president in this white house has done. Here to talk about where we are and what we need to do to prepare. Beth cameron, Vice President fors programs. Wrote a piece last month for the wash post quote i ran the pandemic office, trump closed it. Beth, lets start with where you are taking stock with where you are, after some of the data over the weekend which could sometimes represent reporting lags but there feels like a little tiny bit of hope in the air today even as we face whats going to be a very grim week. I think it is going to be a very grim week and i definitely do think there is some hope and certainly we have to be looking at hope to come out of this situation were currently in. Chris, im worried not only about the places where there are hot spots now and looking at new york and some of the hopeful data there. Im really worried about Rural America, the places that havent yet or just recently started social distancing measures and im really worried about hospital supply in places low resources in this country. I think we have a lot of work to do before i am ready to commit to a super hopeful picture and want to take one second to say thank you to all of the people working in really low Resource Environments to help patients across the country. Weve had a few areas of Rural America throughout the country that have had intense localized outbreaks. Albany, georgia, one that comes to mind, when you were working on this issue in the white house and thought about the response and modeling, how did you think about the virus going through rural areas differently than through large metropolis. I think its important it think about the country as a whole so one air yahoo area could aggregate demands across all of america. One thing about a pandemic that makes it different from the rest of the response capacity to Natural Disasters like hurricanes, is that pandemic can affect the whole country, they can move from place to place, people are moving. Until recently we had people moving all across the country who were infected but didnt know because we didnt have a testing strategy in place. What what that means is we have to understand what the demand actually is in places that have far, far fewer resources to deal with the pandemic. And right now at this moment we really dont have a supply commander in place. We dont know exactly what the aggregated demand is from governors around the country and i think thats one of the most critical steps to be taken immediately so we can get a handle what this virus means in Rural America. I wonder if that is an idea of a supply commander and getting your arms around what the total demand for the country is and where its needed is something youve been part about that have been part of the planning and monthlieling when you were thinking in the white house about pandemic preparation. To be honest we were definitely thinking how pandemics would be different from other types of Natural Disasters. And when we looked at Natural Disaster after response around the world and after zyka when we looked at how we respond we were thinking how fema and cdc worked closely in concert in defense as a team. To say we had it all knitted together wouldnt be entirely correct but we absolutely were looking to fill the gaps and monitor events around the world and be moura more prepared and have strong set of standard operating systems in place so our fema could plug in with logistics and supply Chain Network at the department of defense. I think we have a lot of work to do to make that seamless connection for covid19 but we dont have a lot of time. We dont have anine years, we really have just days to get it right. When i hear the cases now, the one thing i can relate to because he got out of the hospital still with pneumonia but was able to recover. I think of all of the families, some we all know that cant be at the bedside, cant hold their loved ones, and thats one of the hardest parts of this disease. This is about the major urban area but is coming to rural. Our highest per capita death rate is in a rural dmount minnesota so its very important for people to understand all across the country that it could happen to anyone and you got to follow the rules, despite what the white house was saying as you well pointed out, just a few weeks ago. Do you have confidence, weve seen a transformation in Rural Health Care in last 12 to 15 years, particularly to states that didnt expand medicaid, theres been a decline in the amount of beds in Rural America, closing down of medical facilities, are you confident that minnesota is prepared in those areas outside of metropolis to deal with this . Well im on the phone twice a week with our Hospital Association so i know theyre coordinating and they have a little more lux your yi of time because the wave is coming later. We know those rural areas, sometimes theres only one or t two ventilators in the county and if people start getting sick its very difficult to deal with. People are spread out. For theres more seniors in the area. A lot of people were listening to the president when he said everyone will be in church for easter. That sent a message to them and im thankful that that message has changed but for some people it is too late and i appreciate what did you said at the beginning of your show, chris, because you know what i was thinking, i was thinking back to the republic convention, when donald trump stood up in front of america and said i alone can fix this. He said he understood government and he said i alone can fix this. Here we are in the middle of what they have rightly characterized as a war and hes saying im back up to the states governors. Thats not fixing it. When honspitals are getting mass for kids for adults, thats not fixing it. Whether he didnt use the powers he was given by the United States government to invoke the production act and didnt to it, thats not fixing it. When he didnt get the tests under way when we have the worlds best scientists in this country, that is not fixing it. There are a bunch of things happening right now for folks not directly effected by the illness but feeling the economic effects which are larger in terms of scope and breath at this point than folk whos contracted coronavirus theres two big things i want to ask about, one the payroll protection program. Ive been fielding a lot of complaints people saying it has been a disaster. Today they were off line, the bank interface, have you been hearing the same from Small Business owners in your state try to get that loan. Yes this is a complete botched roll out. We know that. There is computer issues but theres also issues because you have a lot of Small Businesses particularly in the minority community. Africanamerican businesses. Hispanic businesses who maybe dont have a relationship with an existing big bank but a smaller bank. The head of the Community Banks in my state called me because theyre not yet able to access this program. They were coming online later. You can imagine how terrified they are, they believed this would be rolled out as promised so this is something that calls for constant over sight, immediate oversight and potentially immediate changes to this program if its not going to work. Do you think youll be back . Will the senate be in session, it seems otherwise would be hard to provide oversight if youre not in session. Were coming back april 20th. I think theres ample reason to look at the bill from hospital issues to state and local governments to what has been happening in the gig economy, to the elections, which we saw in raw fashion today in wisconsin, where multiple Court Hearings have resulted and the courts basically saying sorry youre out, were not giving you the additional weeks at the u. S. Supreme court and shows why we Must Immediately lead the bail for mail in ballots but also to make sure that we are allowing polls to be open 20 days in advance across the country. This has got to be part of this legislation as well. We cant allow this legislation to stop our democracy. Thats going to be a very, very big fight. Well cover that in a bit. There is a point now as the death rate rises, i dont believe that us funeral direct tors alone could handle this. They cant. This morning the head of the new york city counsels Health Committee mark lavine talked about the citys contingency plan if the death rate continues to rise. Tweeting soon we will start temporary internment by using a new york city park for burials, trenches will be dug for ten caskets in a line. That obviously got a whole of attention and here to explain where things stand is new York City Council member mark lavine who chairs the committee. Talk to us about what the planning now and where the city is in terms of the capacity to deal with so many people that have sacome to this illness. If we do that, it will be done in heart island, off the sblap coast of the bronx which is home to the existing public burial ground. It will not be done in a park. The challenge, as said is that the normal channels of Funeral Homes and cemeteries are not able to handle the volume anymore and so our citys chief medical examiner is excellent is taking over that function and we hope it doesnt come to the need to use heart island and in fact, as you reported tonight, there are signs that the deaths may becoming down. Thats great news. Im really proud of our city and our states for the work that has gone into getting us into what appears to be a flattening of the curve. Were certainly hoping to avert the worst but prudently making plans if necessary for temporary internment. On heart island. In terms of what this has been like for new york city in the last week, record calls to 911. Multiple hospitals over capacity trying to treat people in rooms that are designed for two or three people with ten people sometimes. How would you describe it to someone who is not there, who is in a part of the country where it seems like this is distant or theres a long fuse until it gets to that point . You know, almost every single e. R. Doc and nurse and technician ive talked to has used almost exactly the same language to explain how it feels in emergency departments. They call it a war zone. In fact, some who have served in war zones say this is as bad or worse. Now there is good news and that it appears the number of people entering hospitals in new york city is no longer increasing. And that perhaps the apex is three, seven, ten days away but on the ground in hospitals, theres still more people coming in every day than are being discharged. So the system is under enormous strain and we still face a desperate need for ventilators, for personal protective equipment, for more staff to relief people who are just exhausted working long shifts day after day. These heroes have gone through so much in the past month and even if we are hitting the apex, this is still a really tough fight and so its not time to let up on our calls for assistance and our calls to the public to continue social distance. Part of what i think is particularly brutal about this for people that have and senator klobuchar talked about have loved ones that have to be hospitalized or put in the icu for obvious reasons there is no visitors being allowed. People cant be there in the last days for people they love. They cant mourn and grieve. What are the protocols for folks that do lose a Family Member in he terms of things like burial. Everyone wants to be around each other in the midst of a loss and its absolutely brutal people cant do that. Yes. Look, these restrictions are driven by a medical necessity. We have to stop the spread of the disease by keeping people that are not sick out of hospitals, out of longterm care facilities, which perhaps we can talk about and yes, out of funerals and to the extent there are any burials in cemeteries, theyre happening with in public presence. But honestly, were going to have to wait for that until after this crisis is over. Were not going to be able to offer the kind of Services People want, to have the digfied burls people want. We have to wait. But thanks to our chief medical examiner, the bodies are being preserved and a professional manner and the day will come when we can offer the final send off to new yorkers that they need and that we so desperately want. Hes only there because the previous secretary of the navy, you may recall, resigned quite publicly after clashing with the president over the president s pardoning of war criminals back in november. So the guy who replaced him this acting secretary apparently had no problem with the pardoning of war criminals and so he got the job. Well, today, the acting secretary was on the uss Theodore Roosevelt that of curse is the Aircraft Carrier currently docked in guam that has an outbreak of coronavirus, an outbreak essentially ignored by navy hire ups until the captain of that ship Brett Crozier risked his career last week. He was relieved for insubordination but his entire ship made their accept port for support for his actions clear as they cheered him off. He tested positive for the coronavirus himself. Secretary modly addressed the entire crew in guam and listen to what he had to say about captain crozier. He didnt think that information would get out to the public, in this Information Age we live in that he a, too naive or too stupid to be the Commanding Officer of a ship like this. The odds are of it he did it on purpose and thats a serious violation of the uniform military justice, which youre all familiar with. By the way you did hear that correctly. That is a sailor on that ship reacting to those comments by saying whats f. The comments have caused enormous blow back and controversy around the nation. Im joined by democratic congresswoman of virginia a retired Navy Commander herself. Today she called on the secretary of defense to fire the acting secretary of the navy from making those comments today. Congress woman, what so disturbed you about those comments you would call for him to be fired . Well, early this morning when i first saw these on social media, my husband showed them to me and i said you got to be kidding me. I thought this was literally something from the onion that he could not have flown half way around the world to visit the Aircraft Carrier, speak over the announcing system on the ship and berate the man he just fired. We saw the crew much loved captain crozier in a difficult time going through the pandemic where the crew is at risk, he put himself on the line to make sure the crew got what they needed to stay safe and the secretary of the navy flying forward to do that has so many farreaching effects not only on the crew of the Theodore Roosevelt but i heard from dozens of my former colleagues. The people i served with graduated from the Naval Academy with are going to their second and third sequential commands much like captain crozier and hearing from these people that loyalty goes up and down the chain of command and they are questioning why should they go out there . Why should they go out there and be in roles of leadership when the leaders at the top are not behind them when they have to make top decisions . You just noted something thats worth just sort of pointing out to people, which is that the acting secretary of the navy flue in the midst of the pandemic, flue 8,000 miles to the ship in guam to deliver this message in person which itself is sort of shocking and stunning action given everything going on. Youre correct. It is shocking and guam is not an easy place to get to and this took up a considerable amount of his time to go there and in person make these disparaging remarks of the captain of the ship who was much beloved and put himself out there for this crew and im not here to defend the way in which the letter was sent out and those actions but were beyond that at this point, and, you know, that crew needs reassuring words from their leadership at the top of the navy all the way down to the next Commanding Officer that will serve there and take captain croziers place. Any new Commanding Officer coming into a ship, its hard to come in behind someone and build that trust and confidence of the crew. The crew of the Theodore Roosevelt it will be difficult for the next Commanding Officer to come behind him and difficult for all the officers in these roles of responsibility to trust the chain of command to have their back when they have to make tough decisions. The president today said that the letter is bad because it showed weakness and we dont like weakness and the acting secretary said this, i didnt want to get into a decision where the president would feel he had to intervene because the navy couldnt be decisive. If i were the president and saw a Commanding Officer of a ship exercising poor judgment, i would be asking why the leadership of the navy isnt taking action itself. The president vowing to get involved. What do you make he was trying to stop the president from doing something . I saw that reporting, as well. I think its very ironic because all of the things in his interview that secretary modly pointed out were weaknesses in captain croziers captain flying half way around the world and making these disparaging and ridiculous remarks such as him. The navy looks for leadership and he was naive to think that wouldnt be distributed widely and quickly going to thousands of sailors, it didnt take very long for the full recording of that announcement to go out. Final question in a colleague of yours congressman in an interview with the pines talked about discipline and application of it in different circumstances. There are two Navy Destroyers that had fatal accidents in 2017 that killed 17 americans and those firings of those captains came after months of investigations. There were some due process about getting to the bottom of what happened and both were relieved of command where this was a matter of days. That is true and there was an on going investigation. I believe the chief of operations indicate theed investigations would come out today. And i have yet to see that and i do believe further look into the circumstances surrounding the support to the crew of the Theodore Roosevelt is very important. The main focus has to be right now we have to have leadership from the top to the bottom supporting Commanding Officers out there and helping fight this pandemic and make sure that their crews and sailors stay safe and healthy and can return to doing the mission they are doing. The reason they are in the western pacific and in guam, is that we have competitors in china and russia and our continued presence and specifically our Aircraft Carrier presence is incredibly important for our National Defense and we need to make sure they stay safe, healthy and get the ship back online to doing the job it is there to do. The looming disaster for Public Health and democracy, next. If we know a big news vent event is coming well try to plan in advance to be there. We had this very show tonight would be coming to you live from milwaukee, wisconsin on the eve of that states primary election. Of course, we scrapped that idea more than a month ago because to do that during a Global Pandemic would be obviously, insane. That was not going to happen and yet somehow, wisconsin is still asking people to head to the polls tomorrow. That is because state republicans who control both chambers of Wisconsins Legislature have been pushing for it. Democratic governor said last week he couldnt move the election or change the rules on his own. Today, he tried to. He finally said look, he issued an executive order trying to postpone the election by suspending in person voting until june 9th. The Wisconsin Supreme Court just blocked the governors decision after republicans challenged it. That Supreme Court is dominated by republicans. Tomorrows election is on. To help me understand why in gods name wisconsin is in this situation im joined by ruth, editor in large for the progressive magazine. First, i think, explain the context there is a Supreme CourtSupreme Court that just rule in favor of the republicans and knocked down the order to suspend tomorrow, they have an election tomorrow, right . And that is very important to the states republicans, the governor, the candidate was even endorsed by the president , is that what is driving this . Yes and actually, chris, when you mentioned that you might have been here to cover our president ial primary election, it was kind of like a blast from the past because no one is thinking about the Bernie Sanders joe biden contest in wisconsin. Really, what this election is about is a see it on our state Supreme Court which has been taken over by right wing and scott walker appointee daniel kelly up for election faces a liberal opponent who gained an advantage when republicans werent able to move the election off our president ial primary date. It looked like we would have a high turnout election and republicans didnt like that. They made an effort to prevent it and have a separate very expensive, very small election just for the state Supreme Court and they were unsuccessful. That is wild. First it was lets do this election all together, one election day. Republicans didnt like that because they thought big democratic turnout, were screwed, lets move to a separate day. Unsuccessful and now they have this election day and want a low turnout election and i guess thats why is it really the case state republicans want to have it tomorrow for that reason . Is that what it is about . Well, look, theyre not saying we want to have it because it will be low turnout and were more likely to win but they said things so close over time including our senate daniel kelly if we didnt have this election on the same day as the president ial primary. As you know, Mitch Mcconnell made similar statements not being great for republicans. There is no question about it. In addition to that, the hardest hit areas with the most in person voting are urban centers. There is no question that daniel kelly, the conservative Supreme Court justice gains an advantage but people will get sick and potentially die because of being forced to go to the polls tomorrow. Its completely unnecessary. There is no reason we cant have a more extended absentee ballot process, give people absentee ballots to cast their votes without taking their lives in her hands and republicans opposed that and went to the u. S. Supreme court. We should note that milwaukee is left with the only handful of polling places. Thousands said they wont work on tuesday so its reduced the sites from 180 to five. You cant run an election in milwaukee that way. If youre not running an election in milwaukee, youre massively helping the republicans statewide and then there was a lawsuit that basically said look, this is crazy. We should extend the deadline for absentee driving. This is a drive in Voting System set up in milwaukee today but we should extend at the very least, this is something done in other states that had to deal with the pandemic, extend the deadline for absentee voting. A federal judge ruled in favor of the challenge. Republicans challenged that and by a 54 Decision Just now the Supreme Court with the five republican appointees sided with the state republican saying no, were not going to extend the deadline, right . Thats correct. And what this does, its really a one, two punch today for wisconsin voters. First, the state Supreme Court said they do not have the power to move to june 9th and the u. S. Supreme court said not only that but you cant vote if you havent received your absentee ballot in the mail, which many who requested ballots have not, your only chance of voting is to go to the polls tomorrow, which means people are faced with just a terrible amount of pressure to do something very dangerous. Just an absolute outrage from the Public Health perspective from the democratic legitimacy perspective. Its astounding this is happening. Because i think theres some idea, everyone is hunkered down, we can get through this period and maybe extremely destructive and terrible and then what, right . Thats the question. Well, you know, tonight, dr. Fauci had said we may never get to a precurrent virus world and we have to keep that in mind and the best we may hope for is Something Like a kind of controlled future in which this virus is still with us, but not terrorizing us in the way ha it has. There are a lot of paths we can take to get. There most of them involve mass testing of one kind or another. And they show that we know who has the disease, but also so we know who has gotten through the disease, and we can then sort of open up parts of the economy, parts of the country, on that basis, and we are just so far from being able to do that. We do not have the capacity at the moment to be testing even those patients who are dramatically symptomatic and showing up at the hospital in incredible distress. So to go from there to a situation like they have in south korea, or singapore, where they are not just testing all symptomatic patients but doing widespread countrywide community testing, to know who has it, and making Public Health policies, as a result, is just a far, far cry from where we are today. And there is nobody in the federal government that i can tell that is even thinking about, certainly talking about, in public, how we get from here to there. This is the thing that stuck with me about your piece, as sort of crystallized something ive been thinking, we go back and look at the time line, right, in january, and early february is when they should be thinking about what do we do if this comes here and do we have enough ppe and can we get two months ahead of this, and now allful these question, the two months ahead question, the federal government should be saying look, we need to have a bunch of things in place, so that we can have Something Like the south korean model, and your point in that piece is there seems to be literally no one doing that. Theres hardly anyone doing it outside of government but there certainly seems to be doing it inside of government and this is especially distress because in particular in new york where problems seem to be dramatic, we seem to be making meaningful progress, the number of new cases come nothing the hospital every day is dromming, coming into the hospital every day is dropping and things are less dire and more stable for the first time in a few weeks and that raises the question what is next and if we respond to that stability by reopening things, bringing people out of lockdown, quite quickly, we run the risk of exposing huge new parts of the population who have not yet encountered the virus, to it again, which could produce an outbreak of panic or pandemic spread like weve seen starting maybe six weeks or four weeks ago and produce another wave of incredibly overburdened hospital centers, and really distressed metropolises around the country. And this testing point, to me, i mean i remember when em battling obviously a very, very, very different disease, hiv, but it became a kind of watch word, at a certain point, know your status, particularly in some communities that were particularly hardhit by the disease, so knowing your status was such an important element of fighting it, and also, to create, for folks who were fighting hiv, again, some semblance of normal life, right, with the disease, was having that knowledge, was so key, and what youre saying is we need Something Like that, where basically everyone is Walking Around knowing i have it and i am now probably immune or i havent had it or someone im in contact with does have it and i need to be careful, essentially. In germany, theyre talking about issuing certificates to people so that they can show that they are immune, they can get certain jobs that others cant. Theoretically we could send doctors into icus more quickly if we knew they had already acquired immunity. And this is, theyre even farther along in parts of asia, where they do things like, you know, if youve had contact with someone who has tested positive, you are quarantined for 14 day, not in your home, but in a quarantine camp, and youre cut off from, it was happening in a conference, that the u. S. Has showed absolutely no willingness to do this and were terrifies me that were heading into that future with no plan at all. We need to plan for that. David, thank you so much. Thanks.
