But the people in the streets protesting the white house plays the the president is under audit, its the same thing that was discussed during the campaign. Tonight, why calling to see the president s taxes ahead of tomorrows deadline are different than anything we saw during the campaign as tensions rise with north korea, the danger of premature victory laps on Foreign Policy. Plus, are the president s broken promises finally taking a toll with trump voters. Well go live to georgia, where democrats hope to steal a house seat after a last minute attack from the president. I am glad to hear the president is interested in the race. All in starts right now. Now, for the first time in over four years, the president is poised to keep his taxes a secret from the American Public. Now, theres a very different ise than it wa during the campaign because theres no longer a question of evaluating a candidates income and career and record to help determine whether theyre fit for office. Its a question about the active financial entanglements and whether hes compromised in any way that might have a bearing on his conduct in office. The president has insisted over and over again that we and the press are the only ones who care about his tax returns, but this weekend that march is all around this country, tens of thousands of americans took to the streets to show care about them, too. They even turned up right across from maralago, the trump owned result where the president just spent yet another weekend, republican lawmakers, home for easter recess has been feeling the pressure on this front hearing from constituents who want to know what the president may be hiding. Take a look at what may have happened today. Different countries around the world and what theyre under the same continuous audit. And still can be made public. Is he going to release his 2016 tax returns, that those are not themselves under audit. You cant. They are. I think its been covered before. Its the same thing that that was discussed during the campaign trail. The president is under audit. Its a routine one and continues. Its the same were under the same audit that existed and so nothing has changed. No, but that does not make sense. For starters, nowhere does it say you cant release your tax returns while youre on audit not in irs regulations or anywhere else. In fact, the president ial tax data goes back to Richard Nixon when he was allegations of fudging past tax returns. And decided to release them to the public despite being under active irs audit. But in all of my years, i have never profited from public service. I earned every scecent. I welcome this kind of examination. Well, im not a crook. Es earned everything he has. President ial tax returns have been subject to mandatory examination by the irs. Its a kind of automatic audit. Its a particular process. Its so sensitive. Its special procedures for handling the president s tax return. To be kept in the orange folder at all and they have to be locked in a secured drawer or cabinet when the examiner is away from the work area. According to tax experts cited by the New York Times, hard copies of president ial returns have been kept in a safe outside the irs commissioners office. And yet none of those requirements stopped the past eight president s from disclosing their taxes to the american people. On top of that, the president and inner circle have tipped their hand, but the socalled audit was never the real issue. Recalled this line from donald trump, jr. Hes got 12,000 page tax return that will create 300 billion independent financial auditors out of every person in the country asking questions that are going to distract from his main message. Asking questions that will distract the main message. According to organizers, people 200 rallies around the country and world to demand the to reveal finances. They appear to have gotten under the president s skin. President tweeted yesterday, i did what was an almost impossible thing to do, easily won the electoral college, fact check, but moving on. Now tax returns are brought up again, someone should look into who paid for the small organized rally yesterday. Election is over. True. Election is over. Donald trump is now the president and not just the candidate, which is precisely why this issue is only gotten more important. Democrat from california, Ranking Member of the House Financial Services committee. The same reasoning applies, whats your response. And maybe or. Particularly those who voted for him by continuing to tell this lie about them being under audit and he can show them. Americans are all over this country. Many are struggling to pay their taxes. Middle income people, working people and many have to pay taxes that they cant afford. And here we are, they are, struggling to pay their taxes and this president is basically laughing at us because, remember, during the campaign, he said, i pay no taxes and i believe that and many people believe that. And its unfortunate, he could show his taxes if he wants to show his taxes. He is hiding a lot from the american people. Is there any way i should note the return he had from 2005 he did pay taxes and there was one sheet the New York Times got from earlier, which imagined it was possible to take massive deduction to avoid for many years. Is it possible for democrats, like yourself, or republicans even to force his hand in any way. I guess you can try some sort of statutory move . Yes, thats true. And that is being discussed in our ways and means committee. Theyre talking about ways they possibly can do that. I dont know where those discussions are now and i think members of congress would rather not do it, but hes forcing our hand by making it sound as if were stupid instead of him. Well, it also strikes me i mean, do you agree tres a tangible difference. It was about his record. It was about his possible entanglement going into the office. But now for all we know, there are active flows of income in the last few years while we were president elect, but there are active flows of income where there are active debts or all kind of things that may be really germane to him as president of the United States. Absolutely. And as you know, hes under a cloud because of these conflicts of interest and the fact that he has not divested himself from his businesses. Hes under a cloud and he should want to, again, come up from under the cloud and show his taxes and we think he wont do it because, number one, he does have debt to people he does not want us to know he has debt to. Theres a lot of talks steal about kremlin and the russia during the 2008 problem that we have here in the United States and so hes hiding something and we can conclude that he does not care about his constituents and the people who voted for him or anybody else, for example. Theres another thing that some of us. Particularly in the entertainment and tv world that did not go to his account that should be accounted for on his taxes that it went into the foundation so that it is not being seen and hes not being taxed on it. Im following up on this lead. Theres a lot that we dont know about this president and he, for example, does not get it because he simply said when he was the fact that we were out there rallying and marching, he simply said, in so many words, whats wrong with them, the elections are over, why are they still doing this, as if we wanted to know during the election, we dont want to know now. We want to know now what taxes hes paid. What taxes he owes, perhaps, how big is his debt. Theres a lot of unanswered questions. This administration, aside from hiding taxes, they dont want us to know, the visitors law coming into the white house. The corporate heads and the lobbyiest and his friends who are coming to get special favors, why is it hes hiding that and why is it hes given a waiver to all of these lobbyist, who, in fact, are coming on to his payroll, coming on to the federal payroll and they are representing the special interest that they had been working for. All of this should make the American Public very upset and very concerned. We have a president in the white house who is given waivers to lobbyist, who is not allowing us to seen the visitors laws. Who is hiding his income tax. What does he expect us to do. Congresswoman maxine waters, thank you for being here. Youre welcome. Joining us now White House Reporter from politico. Yeah, this is interesting, theyre citing president they called the obama version, like a foe transparency thats what they called it today. The president himself has tweeted off the records, pointing to people visiting the white house, data he got from that. Theyre citing precedence, were following like history going back to beginning of time and not releasing these and for privacy for National Security for a bunch of reasons. Its interesting to be like theres selective about president becausif theyre going to say we want to follow precedent, then ey would release the tax returns. They use that argument when it benefits them on tax returns they dont want, so the president is up. Spicers line did not make sense. Theres no logical consistency to the thing itself. He constructed. But it just seems to me like they know it was the risk there is no cost from not releasing it and the cost that actually releasing it. Thats the only thing you can conclude from this. It must be really awful, otherwise, they would not be taking this unnecessary hit. This is going to become part of the dialogue in 2018, that trump is not transparent. Hes not draining the swamp and republicans are enabling him. Theyre protecting him. They could pass the statute. They could pass requirements that the president released his taxes, released visitor logs. Divest himself of owned corporations and other interest and they dont, of course, because they are republicans living in fear of donald trump. Well, its going to be pretty interesting when they face the voters in 2018 and see what the voters think about that. I think, you mentioned the reason we want to look at them now are different from the reasons we wanted to see them during the campaign. The reason that hes not releasing them are exactly the same, the benefit like whatever heat hes taking for not doing it, is calculated to be than whatever is in there. I think he got off a little bit during the campaign because he was running against Hillary Clinton, fair or not fair is not transparent. Theres a sense that all politicians are liars and donald trump is something different. I think i dont know if well get away with it again four years if hes runs against someone who doesnt look like a creature who doesnt represent that. That clip we played. Now, i mean, this is because the president s private club is the place the president goes to and that he therefore advertises by going there, even advertises chocolate cake is and also produces an inducement for people to purchase access to the United States at this private club. All of this is happening out in the opening, this isnt something. This is an obvious use of the public position for personal profit happening right there in front of her. Right. And i think this is true. Im a lot of the scandals. Its happening in plain site. Its not a question of whether he colluded with the russians. He publicly cited wiki leaks. He told the russians to hack Hillary Clinton. Exactly. He here is raising the membership of maralago, now its 200,000, do i hear 3 he does this in plain site because i think he can. So far hes gotten away with it. Well see what happens if and when both well see what the voters have to say about it. Well see when his popularity continues to come around them in the 30s when the republicans start getting ansy. No one can get in. We have one paper that they verify and vouched for. Unless someone leaks. There are things the democrats can do in public. There are things that reporters can try to do. Thats ultimately theyre making this decision based on the question, i think the point is right. About the political ramifications are not for donald trump but everyone else is associated. The ones that have come out so far, h survived them. You know, a lot of people during the campaignelt like, wow, he didnt pay taxes for ten years. Hes a smart businessman and got away with it. So i do wonder what theyre still hiding. So far the small leaks that weve seen, he has not hes unscathed by them. You would think to me, the much bigger thing is about the structure of the business. I mean, and thats where i personally as a journalist care about much more what taxes he paid. What i care about is knowing as the congressman, who does he owe a lot of money to. Thats the real question why it matters so much. Who is he in debt to. Thats where it can get really scarey. From a constitutional standpoint. Flow of income coming into it. Correct. Is it coming from a government . Is it coming from wholly owned subsidiary of a government. He has stepped away from socalled, you know, control of these, and i kind of doubt that. But in any way, he still owns them and profiting from them. And there is another way that we find out and thats through litigation. There are some cases out there from a reporters standpoint, i would hope they would be worse until we find out whats in there. Thank you very much. Coming up, does any of this matter to trump voters, is the question we always get. Does it lack transparency, mounting list, break through and unshakable base. We have new indications that it does. Well, today theres new polling shows what trump has done or failed to do in the first 88 days of his presidency is actually effecting the publics opinion of him. Percentage of americans keep trumps keeps his promises is down 17 points falling from 62 to 45 . In fact, trump lost ground on all six characteristics, including those who think hes a strong decisive leader. Among those, think hes honest and trustworthy. New reporter about beyubuyers remorse for those who voted for him. Theyre asking trump voters about how theyre feeling. Some of them gave him a shot are disillusioned about how things are going. Hes just like any other president. Joining me now and reporting from bucks county pennsylvania, appeared in todays New York Times. I really enjoyed the piece. I enjoyed it. Theres different categories of trump voters. Go to his rallies and then there are people who rolled the dice. They were like, oh, lets try this, who are sort of the people you talk to, what did you hear. I think among voters who were not necessarily in the primary, maybe had some concerns about him. This is sort of that moment for reevaluati reevaluating, there was a weeryness over the lack of legislative accomplishment, the content of his tweets. Theres a general perception of some of these voters that chaos was not what they had signed up for initially. Theyre echoed in that thing i heard from trump voters i have spoken to since the election, which is kind of exexhaustion. Its tiring. There are some people for there are some people for whom they love that, that the hardest most people even people voted for them. They voted inspite of that and yet it has continued in a way i think surprises voters. I think this is a moment, its artificial mark of the first 100 days. The health care bill, obviously, the trump supported, died in the house. Consideration of it and beyond the nomination and confirmation with Supreme Court justice and deregulation that a few voters i spoke to cited theres not a ton they can latch on to say thats the guy i wanted in november. The democratic voters vantage on health care, is almost 20 points. 54 . 35 . Its the biggest advantage in 2009, of course, before th path. Do people talk about the health care imploegs. I think a little bit. They want to see over haul, they want to see repealed. It was a little bit of concerned the sort of deal making that they were promised during the campaign did not come to bear in this fight. So far, i think it was a sense that a lot of the road blocks in the washington before that theres maybe next vacation through sheer force of personality, President Trump will be able to bulldoze and theyve not been seeing that so far. There are places which are clearly broken promises and china currency manipulator for one. Theres another place where he has kept his promise. Weve got new data about arrested immigrants. 32 the first week trump administration. Noncriminal immigrants, more than doubles over 5,000 compared to the same period last year. That way he is delivering on what he told his voters he would do. Did people talk about this a lot. Is immigration front and center. I would say its front and center. It came up here and there. Its worth saying it would over state he lost all of his base and abandonment droves. By and large, dont regret it and even those who are not thrilled of how its going so far and change they would change the vote. I think there was a sense at this point to sort of look back and say what has happened in these 80 days, 90 days to improve my life and are we heading in that direction. Theres not necessarily a sense. The thing that came across to me, ultimately people will judge him, that is the score card theyre keeping. Yeah. And i think sometimes we lose site of that, theres a sense of when it stopped hearing he was able to defy so many conventions. It seemed like that actually was front and center. Thats a course, and, you know, any number of districts and issues that sort of resinate there of addiction and health care, this is certainly not unlike other not just purple, you know, regular districtsn the company, i think the final evaluation will still be for voters. Thanks for being here. Appreciate it. Still to come, what about the democrats, theres no question about how the party feels about the president and his agenda. Wants to protect criminals allow illegal immigration and raise tactics. The reason, while im glad the president is joining me now, in atlanta, latest piece is called make donald trump furious again. Special election could be a devastating blow to the president. Michelle, what is your sense reporting down there of how this race is taking shape. So its obviously really hard to say for, you anecdotely whether somebody gets 40 or 50 in the vote tomorrow. The energy remind me of obama in 2008. I mean, you talked about you talked about the dnc borrowing money or the dnc putting money in here. Whats much more apparent on the ground was the incredible like fanatical volunteers. You had 900 people out knocking doors yesterday. The vast majority of them are local, mostly local women. I keep meeting women who tell me sort of the same story over and over again, which is that theyve never been politically involved before, they woke up the day after donald trump was elected and they were shattered and they kind of poured that into political activism and now theyre taking the skills that they learned on the pta and just devoting themselves. I mean, theyre just working around the clock to try to do this. That is fascinating and fascinating. We should say, so the district was entering. One of those districts that Hillary Clinton out performed barack obama. So trump did worse than he did than romney in that district. Much worse. He only wanted by one and a half points. Very affluent suburban district. Its this ad which i want to play. Which is part of the message which is rerunning the Hillary Clinton temperament attack on the president. Take a listen. It has theighest education levels of any district in the state. You know, these are kind of when the. Theyre going to pull affluent suburban women into the campaign and it would make up for the deflection of some blue collar white working voters. This is one of the places where that came very close to working. And so you have a lot of women, again, i mean people really spoke to me them feeling like trump is a threat to their childrens future. You know, they are kind of morally outraged in a way that reminds me of the tea party. It remind me of things ive read about. Grass roots army. You know, i spoke today in our woman in 44yearold army veteran who was saying, you know, i have a 17yearold and 23yearold and i have to worry about them getting drafted. My sense is that he thinks thats enough essentially channel this Energy Without giving away too much. When you talk to them and i think they have to say this, theyll say no were running a local race and were talking a lot about Technology Development and approving the local economy. But its pretty clear that this is become a national referendum. I mean, its the reason that were talking about this on the show. Its the reason have poured money into the race from all over the state. Its the reason you have trump people, veterans the Trump Campaign working on behalf of bob, who is sort of the trump candidate in the race. Right. I mean, its the reason that a lot of these you know, a lot of the people who are out volunteering, they really like him. Hes, you know, he speaks elegantly. Hes very considered. He has some of the qualities of Young Barack Obama in terms of his kind of thoughtfulness. But they are really hear to send a National Message to trump. Only to get more intense, if it does go to run off. Theres a possibility that if people vote tomorrow, that they can avoid that tomorrow. Thanks for joining us. Thank you so much. It is unbelievable we have exposed the total failure of the last eight years of Foreign Policy. It really is, i think people on both sides of the aisle theres a real breath of fresh air coming in. The president is live tweeting fox and friends again, after those words were spoken this morning. The president quoted them, more or less tweeting the first 90 days and then adding, so true, at fox and friends. The president s handling for Foreign Policy have not been confined to fox or the friend or the right Wing Echo Chamber of more broadly far from it. In the wake of trumps decision to launch missiles into syria, trump critic, the president for moving his erratic a bit closer, pillars traditional policy americas former policy leak, theres a sheer desire for president whose actions can be strong and decisive. It demonstrated for swift decisive action. And now the world is on notice. Eight years of sleep walking is over. America is back. But as dan rather noted yesterday. There is more to be president ial and firing missiles and dropping bombs. Theres an old story here and i among others have to answer in this. And just because the president exerts himself as commander in chief. Theres a Natural Inclination and unhealthy one to, boy, that makes that makes him strong. Okay. Its easy to drop bombs and easy to put missiles off. What comes after that and what comes in the wake of that is much more difficult. They declared president ial one month later when he gave his infamous accomplish speech on the aircraft carrier. We dont yet know whether the Foreign Policy will be effective or lead us into or worse. I would like to think donald trump like richie from my high school. I want the bad things to think he can do anything from them at any moment. And i think that has a positive impact of. Joining me now to discuss the raising reviews is sam cedar and National Security analyst evelyn far cass. Let me start with yo i just feel like theres this lets talk about north kea the theory here, frankly, its to herral do rivera theory that you convince your adversary that youre crazy. But its north korea, and its a matter of survival for them. So i think this is its more similar to iraq in 2003 where Saddam Hussein saw us coming and if he had wmd he might have been likely to use it than not. I think with north korea this is really dangerous. This is about survival for the regime. The chinese can put pressure on them. I dont know why we dont try sanctions first. Normally military is what you use as your lost resort. Its be diplomacy has failed and sanctions and economic measures have failed. Sam, i wanted to talk to you because you and i had this similar experience. I feel like theres this sort of pendulum swing. Theres the iraq war and theres george w. Bush, and that was routinely sort of unanimously viewed as a huge failure by the end of his presidency, a disaster. In fact donald trump ran against it. Thats how he won the primary, partly. And then theres barack obama and his was he didnt act enough. And i feel like weve erased the preobama mistakes. You can feel the kind of appreciation and we wou appreciation. Look, its tough to get a sense of what we say we feel that i think theres a lot of that in the media frankly. Its overrepresented in the media. Much more so than even in 2003 when it was overrepresented in the media. Compared to voters, i hundred degree. Theres no thirst for missile strikes against assad. I think theres a certain amount of just denial on behalf of the media. Theres a certain a exhaustion. And i think theres just an inability to contemplate maybe were doing this because theres someone completely inexperienced, someone whos calling erdogan on the phone and congratulating him for becoming a dictator. This is nuts, by the way. Absolutely nuts. Two weeks ago i was on here and there were people talking about the black box strategy that was going to be exist after we drop bombs on syria. Where is this going to emanate from . The bestcase scenario is hes completing abdomen indicating to the military at this point and waiting for them to come in with whatever they decided they want to do. And thats the bestcase scenario. I want to temper that a little bit. I personally know the people in the National Security council. Some of the senior directors as well as hr mcmaster. Those are smart people. Theyre not going to recommend anything that will be reckless. The problem is we dont know whether the president s listening to his National Security advisers. We dont know who hes listening to. Go ahead. Exactly. They may be good soldiers, but their commander in chief in this case is the president. Just over the past two weeks gone 180 degrees twice in terms of our syrian policy. Who knows what the chinese leader discussed with him over the chocolate cake . One of the things we know is after ten minutes, this is in his own words in listening to xi talking about the north korean chinese relationship, that after ten minutes of talking to xi that he realized that china cant just make china do what it wants to do. Part of the thing i find sort of unnerving about the north korea thing right now is that theres a period of time where we all realize were on the brink of Nuclear Annihilation. It was embedded in the american consciousness because of the cold war and the cuban missile crisis. Weve lost that sense. But we came this close to Nuclear Annihilation during the cuban missile crisis. They are a nuclear power. We also have issues with russia. The Nuclear Agenda is big and rich and scary. So i think with regard to north korea it would have been one thing to send the carrier striker about just quietly. Weve done that before. Clinton sent two out in the taiwan straits. Sans tweets at the time. Speak softly or dont speak at all. Demonstrate that youre there and you could do something if you wanted to, but dont make any bold rattling threats. I think what the president s done is hes made these threats, these verbal threats that probably the North Koreans dont know how to sort out because they are the contingencies king us. What hes doing is about the mirror. Hes playing to fox and friends. Hes playing to himself in the mirror to a certain extent. And that is really terrifying because theres no reason to believe theres a strategy any of this. And this is the no strategy. We use diplomacy first. Theres no one in the state department. That is all in for this evening. Rachel maddow show starts in with joy reid. Congratulations on the big launch to the book. Thats really terrific.
