Finally hope. Every time we unveiled a new attraction attendance has spiked. That was awesome. All in starts right now. Good evening from washington, d. C. Im chris hayes. The biggest, nastiest most bruising battle between president obama and his own party during the president s entire time in office came to a head in dramatic fashion today. With House Democrats led by none other than nancy pelosi dealing the president a stunning rebuke in his effort to pass the biggest trade deal since nafta. A confrontation brewing for months with progressives including warren and sanders aligning with groups in opposition to the president to argue the proposed deal is bad news for American Workers. The president aligning with many republicans to argue the deal which involves 12 pacific rim nations representing 40 of work gdp will benefit workers and businesses and that critics like Elizabeth Warren are simply wrong. Todays vote had to do with the president s attempt to get congress to uphold a up or down vote on the final trade deal the negotiateors are working out. They could not make any changes to the deal the president submits. It is call fast track and without it there could be no trade deal which explains why last night the president made a surprise appearance at the congressional baseball game where he chatted up lawmakers from both parties and this morning he showed up with pelosi this morning on capitol hill to try to win over the skeptics. The president had to win two votes today to get fast track. One direct vote on fast track itself and another on the companion bill to help workers hurt by free trade. It was that companion bill that was the key. Democrats saw it as the last best chance to stop fast track and prevent or improve the trade deal. The president this morning urged democrats to follow their conscious and support that companion bill to help workers. Despite the fact it would likely lead to passage of fast track. But instead of winning skeptical democrats over this argument made some of them livid. Basically the president tried to both guilt people and then impugn their integrity and i dont think it was a very effective tactic. There were a number of us insulted by the approach. He said you are not playing it straight. That is questioning someones integrity. We are legislators, it is the tool we have to stop something that is otherwise inevitable. Pelosi who was silent for weeks and escorted the president to the caucus meeting in the morning took to the floor to announce the opposition to the bill the one the president was hoping for. And in the end only 40 democrats voted for the companion bill and it was voted down overwhelmingly. It marked a victory and stunning setback for the president unable to rally the party to his side. Joining me John Garamendi of california who voted against the fast track and jim manly, spokesperson for harry reid who supports the trade deal. Well that was quite a day on capitol hill. That does not happen very often. Ive been in this for a long long time and california and in washington ive never seen anything quite like this. And it is an important day because this trade deal in my view is a really bad trade deal. So you have this situation and it is complicated try explaining it. And you have a situation on the senate side they combined two things. Mr. President , we give you the authority to negotiate and we also pass this federal assistance to workers that could be adversely affected. Those to things are together. Now the house has to pass something that has both of those things together and the idea of the strategy here was, well divide them in half the republicans can vote for the trade promotion and the democratsdemocrat democrats vote for the assistance and both pass and both get included and we go on our way. And yet. And yet, the fact of the matter is there is bipartisan support in both the house and the senate to pass this trade bill and there is bipartisan support in the senate to pass this effort to try to help displaced workers. So the white house is threefourths of the way there and they have to get to the final third. And i think that the risk stating the obvious, the folks are holed up in the white house right now to try to figure out how to work this out procedurally. I think it is a little more difficult. Yeah, please. They are not they are together but they both have to pass. And if one doesnt pass in this case the assistance bill its dead. Except that they pulled a legislative rabbit out of the hat and it says we will reconsider it and it has to be done within two legislative days so next tuesday we go back to the floor. And i want to talk about that because i dont understand how that works procedurally. I used to work across the street from capitol hill. That is not usual lip the way it works. You lose you lose. Unless the speaker doesnt want to lose. Unless the speaker doesnt want to lose. This speaker doesnt want to lose. And sometimes you lose and that is his record. But before we get to that. What was so dramatic today was the president goes to the Democratic Caucus meeting and said dont think about trade promotion authorize, we heard what the pitch was inside of the meeting and you can tell me if that is right, vote how you believe, adjustment for the workers and you believe in that yes. And some of the democrats said im not an idiot, im a grown person who understands this is the way to kill the bill. I mean it was kind of a remarkable exchange. It was remarkable exchange. And just one of the highlights if you will, of the sharp exchanges that occurred throughout the day. But again, my personal view with all due respect to the congressman, politics aint bean bag and his president was asked him to take a step forward and do the right thing and vote for this and he didnt like what he had to hear and so he went to the press and complained. But wait a second. Respond to that congressman. Well, in fact the trade the trade adjustment act provides support for workers that have been displaced because of trade deals. It is basically we know were going to lose jobs in the trade deal therefore we have to do that. We understand that. And democrats support that it is a good thing. But it is the enabler for spg that many of us dis for something many of us dislike. If you dislike the result then dont vote for the enabler. But the problem is now there is bipartisan support in both the house and the senate for the trade bill. But that doesnt matter if you want to block it. How much support is there . In the house it was 219. That is two more than necessary to pass because were short one person. But how many of those 219 were simply able to vote because they knew it was not going to become well lets be clear, the vote on trade Promotion Authority happened after. At that point everybody knew it was dead right . Or dead in the session. Well im not so sure that folks can walk away from that vote number one. Look, im here to tell you, im not so sure how it will play out. Either republicans will have to step up to the plate and vote to help displaced workers or democrats will have to realize they are in a tough spot right now because again at least there is bipartisan majorities in both bodies to pass trade bills. But again, if it comes down to procedure, theyll find a way to work it out. But the politics is a whole other story. Getting to the politics my read is you can say there is bipartisan support, there is a lot of bipartisan support but it doesnt make it good or public overwhelming public support for the transpacific partnership. I had calls all day long and 151 opposed to it and the general public said weve been down this we saw this act before. We saw nafta, we know the Auto Industry took off to mexico. Weve seen what happens. We know there is a 524 billion trade deficit in manufacturing this last year in 2014. That is the manufacturing exit from america with American Capital running off to china and other places leaving American Workers behind. So here is my question you highlighted this. Everyones focus today was on the democrats because they are voting against. But if republicans really want this they can come over and say, you know what weve seen the light on trade adjustment assistance and were going to come and vote for that. Cant they do that. They sure can. I have a sneaking suspicion it wont happen but but that is weird it wont. In the sense of if you substantively want the thing, then vote in the way that brings it about. If you dont want it then vote in the way that doesnt bring it about. But the vote in front of you matters less than what you are trying to to get in the end. That is one of the weird aspects of the whole situation, absolutely. A Program Designed to help those who lost jobs over 100,000, set to expire at the end of the year, if they want to do the right thing and if they want to help their business interests, im talking about the republicans, all they have to do is vote for this thing. Youll get the vote again on tuesday and what will happen . I think it will go down. I dont think the republicans will come over. It is a distrust by the republicans of the president. Right. And there is a lot of folks reason the Republican Caucus that do not want to give the president openended authority as the fast track would do . And your prediction . I think there is a good chance the president can pull it off in the end. Very interesting. Congressman john guerra mandy and jim mandy, thank you. Thank you. Together well go far. Today we bid farewell to one of the most preposterous traditions, the iowa straw poll. The republican survey held several moz before the caucuses allow the campaigns to gage interest ahead of the first nominating contest and give the candidates an opportunity to roll up Shirt Sleeves and go to cookout and enjoy live music and do some oldfashioned retail politics. But since it started back in 1979 only two straw polls have won the gop nominations. Mitt romney didnt attend last time and Michelle Bachman didnt attend followed by tim pawlenty. A happenedful have vowed to skip the straw pole this year and now it has been voted to cancel it altogether. This doesnt mean there arent straw polls it just means they will happen behind closed door with a different set of voters. Half a dozen are attending one such event. The e2 summit hosted by mitt romney at the swanky Stein Ericson lodge in utah. It stands for experts and enthusiasts and they have cookouts and sing alongs including pilates with anromney and flag football are marco rubio and tomorrow morning skeet shooting with Lindsey Graham. And in the interview with kasie hunt, graham explained the summits performance. The people in this room could effect the campaign. It takes millions and millions of dollars to run a campaign. You need two things a Good Campaign team to make sure that you are effective and you need investment, you need financial resources, to go out and win a rrt retail political contest but the good thing is all of the people in that room they dont have enough money to buy what will eventually have to happen and they can give a candidate a chance but if you cant close the deal in small towns in New Hampshire and iowa you cant be a big deal. And here sally hunt and brian dade. What is this event . It is between a donor and aspen ideas festival all kind of held by mitt romney . That is not a bad way of putting it chris. They take over the entire stein eric son lodge where people come to ski in the winter time. Very luxurious, they move from one session to the other. The people here it is invitation only, they are close to romney or one of his sons. It is a way to network, for his sons hedge fund or venture capital, and there is that going on too. It is exclusive and the press is limited. Weve had to have an escort wherever we wanted to go. They open up the speeches we are allowed to hear what the candidates are saying to the donors in the rooms. But what is happening here behind the scenes is probably more important even than what is happening on stage as the attendees are addressing the crowd. Remember now it only takes one potentially very wealthy donor to keep a Campaign Alive for many longer than we might have seen in the past chris. I thought Lindsey Graham was remarkably blunt and transparent about why he is there and what is going on which is that he needs to get the money and these people have money to give. That is true. And that is the one thing that we were talking about and you mentioned the iowa straw poll and Lindsey Graham brought up that you have to do grassroots campaigning and one of the differences in the cycle is the debates, the way they are doing criteria they are doing National Polls and not early state polls and the results is that it rewards people that can move up in National Polls over people putting in the face time and the shoe leather in a place like iowa it is much harder for someone like Lindsey Graham to do that and earn a spot and i think he would say that is probably a negative. In fact his campaign is out saying they need to change the criteria for that. That is a fascinating point that i not thought of brian, if you are going to do the cutoff with National Polls and someone that doesnt have a huge amount of resources, to kmobd National Command national attention, that that disadvantages you. That is true. But if we are talking about candidates with a real chance Lindsey Graham isnt one of them. A billionaire isnt going to save that guy. Hes not running for president. He said he is running for president. Yeah, i mean it is a joke. It really is a joke. When you look at the senate he is the fourth most popular senator running for president right now. That is not very good. You look at the polls, he is not doing well. He didnt do much in the senator career up to this date. He hasnt put in many bills. He is not an active bill. I think hes getting in there to run an Issue Campaign to push for a more robust foreign policy. Let me ask you about the straw poll which was mocked and seen as an embarrassment to the party which was killed off today. What do you think about it. I love the straw poll and Michelle Bachman and her airconditions tent but it got rid of some of the candidates and tim pawlenty dropped out after it and it shows strength. Two tikeles cycles ago, you have huckabee come in second and it has shown strength and it helped george w. Bush become the president. He won both the iowa straw poll and the iowa caucus. Casey, is thinking about getting rid of it is it fear. It seems everything is done institutionally, whether it is the debate threshold is being set, getting rid of the straw poll, is this fear of this kind of circus atmosphere, this fear of having a bunch of candidates surge to the front like last time around, trying to manage and winnow as much as possible. Reporter it is also trying to take control of the process, chris, from washington. And i think brian sitting on set there with you knows just as well this has a lot to do with ron and rand paul potentially and the way they had worked inside of the process in the early states whether it was the straw poll ron paul finished second and the organizers behind his campaign made straw polls a central focus to try to prove they were legitimate and credible. The party rand and ron paul supporters took over the state Party Apparatus in iowa and it was ultimately rested back from them by terry branstet and that combined with those that are nervous about the process being pulled to the right with the focus on iowa they decided this wasnt good for anybody. Well you cant keep a good man down. I think rand paul, if you look at his dad, he got over 20 in iowa in the last election cycle. He got over 20 at the caucus. At the caucus. He got over 20 . And he did great in New Hampshire. And so they get rid of this. This wont hurt rand paul at all. And caseys point, about the different kinds of caucus barack obama outperformed on caucuses and it does caucus which nevada is keeping for instance, do tend to favor organizing and that doesnt necessarily correlate to broader support, it is just whether you are a good organizer. And we get reliant on how much they raise and it doesnt matter all that much and as a progressive i think you can agree that the mitt romney event going on right now and how much money the guys can raise is far less important than an iowa straw poll where we will see support and people voting. The point in the opening is you can get rid of the iowa straw poll there will be a lot of them and they will just look like the one at deer valley. They are having straw polls for small groups of people kasie hunt and brian darling, thank you both. Thank you. Rachel has wanted to be someone shes not. Shes chosen not to be herself but to represent herself as an africanamerican woman or a bif racial person and that is simply not true. A bizarre story out of spokane, washington continues to unravel after the white parents of a civil rights activist has come forward and saying their daughter has been misrepresenting herself as black for years. 37yearold rachel has served as the president of the naacp chapter in spokesperson an. And she is a professor of a local university and the victim of several hate crimes. As questions about the credible of those credibility of those questions were raised a white couple of montana came forward and says dole zal is their child. They have provided an apparent birth certificate to several Media Outlets listing themselves as the parents and supplying several family photos and at her wedding to an africanamerican man in may of 2000 a man she has since divorced. Her interest in africanamerican culture began when she was a teenager. After the family adopted four young africanamerican children. But the family has been estranged for years. Lawrence and ruth anand their adopted sons do not speak with rachel because she alleged abuse in the family. Rachel also obtained custody of her 21yearold africanamerican adopted brother isaiah and the family is now alleged that rachel said isaiah is her son and he lived with rachel in spokane. She has reported hate crimes over the past several years, aincluding hate mail sent to the box she has access to. And she was asked to explain a Facebook Page with a africanamerican man and he was posted as her father. That your dad. Yeah, thats my dad. This man here is your father . Right there. Do you have a question about that . Yes, maam. Okay. I was wondering if your dad is really an frame man. That is a very i dont know what youre implying. Are you africanamerican . I dont understand the question of i did tell you that yes, thats my dad and he was unable to come in january. Are your parents are they white . I refuse tonight the Spokane Police department along with the fbi and the Postal Service have dropped the investigation into the hate mail but the naacp is standing by her add volk as reports. And joining me lacy swartz. How are you. Good. Great to see you. Great to see you. And you have your own story, growing up a white jewish kid and to find out that you are black and the man who thought was your father wasnt your father and you were passing, without your own knowledge, for your entire childhood and the movie is an amazing movie and i wanted to talk about your story. What is your reaction to this which is dropping the jaws of all of the internet as far as i can tell. It is fascinating to see the reaction and it shows how much people want to talk about racial identity and people are struggling to figure it out. And you said it just before in your intro. There are so many different dynamics with the story and the family and none of us know the truth and what is going on but clearly whatever is going on with the family has deeply affected her identity. The naacps response to this which is to stand by her, it has been interesting to watch the fallout from this. Ive seen some people express anger at her and i think that resolves around kind of an appropriation or a lie or deception and the hate crime filings which may have been false and some people say im not angry or bewildered or astounded and i cant believe she pulled this off. I think that peoples identities are so effected by their family. Clearly mine was. And you have to wonder what is going on there. And it is really really hard to think about bring up all of the hypotheticals because there could be so much stuff going on there and you see peoples reactions on what they decide to believe in or deal with and it makes you ask why would you lie because consciously lying and it could imply a lot of Different Things. And there is also the idea which comes across so strongly in your movie is just the idea that race and racial hierarchy and race as a thing, that person is a black person and that is a white person is not a real thing and that is one of the moments where the permy ability and the imaginary nature of that is brought into stark relief. Definitely. But because there is the potential of lying it would be almost in my opinion less of a tour defensey but more interesting if she was saying this is how i came up and this is how i identify and this is what i claim as part of it. That would be more interesting because you have to ask yourself, if she is lying why does she feel like she has to. She went to howard university, the report that we have indicates that she wasnt lying then she was just a white student at howard university. And you talked about in your film, there is an amazing moment where you talk about the sort of way that you were welcomed into blackness, that was sort of an outstretch arms in this community that is obviously incredibly diverse within itself. Exactly. And i wondered what you thought of that . Yeah. I grew up in a space where it was kind of like i was an extension of my family and opposed to at georgetown where i went to college, those in the Jewish Community would say it is so crazy that you are jewish and the black students wouldnt say anything in that community they understood the diversity of who we could be. And even the conversation around here it is very buy onary and it is not that by onary and you can be so many Different Things and the way you identify and people want a nuance conversation of what that looks like and i think people with turned off by the by the potential of lies being told about it. Just own it if that is what you want to be. So you think that and there is a lot of trolling from conservatives today were saying if Caitlyn Jenner can say i identify as a woman, then why cant this person say i identify as black and why cant there be a category of transracial, what is your response to that . That maybe there can. But i dont believe that is what shes saying. Shes not saying shes transracial. But she said she has a black father. That struck me the most. She right in the interview you just played that is my father. Shes not saying that i feel such a connection that i am actually black, she said i come from black people. And that assuming that is not true then i dont believe that is the same thing. But you do think that there could be an interesting space or conversation for someone just like you said owning it and basically saying choosing a racial identity that is not the one they are essentially born with . I think could be a conversation within at least. I think we see that all of the time with hiphop. There has been hiphop has brought black culture in. And there is a whole other conversation about Cultural Appropriation and whether that is right or wrong and then lets have that conversation but were in a situation now where that is not what is happening. She is actually claiming that she comes from at least one black parent. So that makes it even that much more tricky. But i do think it is happening all over the place. I think we need to see that conversation more about what different races are. I think it is ironic that she almost felt like somebody like that had to choose to be like that and why cant you choose to be a white person that is choosing naacp and why do you have to encourage that more to be like that it do work to fight racism. And like you can see him doing here in this Television Appearance in his last week in his home country called the gloves are off in which he brandished a copy of the union as proof the u. S. If one day you end newspaper jail and you are staring up at the ceiling wouldnt you feel better to know you took down some people. And sure some goons came down with you, but as you say in trinidad, dont hurt your head which means dont worry about it. And so warner bought himself some air time himself to fight back. The times review today was pretty harsh, what do you think. I dont understand it. You are telling us about the times review. You have your critics. Im talking about the Gold Standard of criticism, and thanks for not letting me sit on that dorky sofa. How dare. Our director makes that shot look beautiful. We should go together and pick out a better sofa. I dont know about you, stephanie, i thought it was one of the best people run ago way from stuff in a long time. That said im kind of sick of people running away from stuff. I never thought that scoobydoo where are you, would become the template of hollywood blockbusters. What do you think, stephanie. I work up on wednesday and looked at my twitter feed and thought im supposed to be offended by this movie and i forgot because supposedly it is sexist. But the thing that borges me even more than bothers me even more the sexism i would concede it is sexist but is it any more sixist than any other blockbuster but im more effected by bad craftsmanship. And this was about as well made as it needs to be for a big summer blockbuster. And i didnt mind looking at the dinosaurs. Especially where the velociraptors that one as if like they are handbags. They are cool these are mazing. I actually thought they looked more real than the actors and the dinosaurs and i was convinced they were expert dinosaur wranglers off camera that would herd them. That is a triumph. As to the sexism we are talking about brice dallas howard who character is very buttoned up. When she becomes unbuttoned up she literally unbuttoned her house and developed maternal feelings for her nephews. I think it is a ridiculously sexist movie but she sure is pretty and i enjoyed looking at her. Can i ask you this stephanie, im someone who doesnt quite get the chris prat phenomenon. He seems perfectly handsome and charismatic. I find him entirely inoffensive and charming in interview but he is a genuine, big huge star Big Box Office draw but what am i missing . Hes sort of cute. A little bit like a meat head. But i think with him the sense of the humor that most people find attractive. Although, in this movie, i didnt get that many laughs off of him. There is one sequence where he gets angry and he sweeps like the plastic dinosaurs off the desk. But beyond that, i dont really think it is a show case for him. I think this is a show case for the critters running around chomping off peoples heads. And for brice dallas. Shes really the hero and the protagonist of the money. There is a document about s and l. Im sorry, s and m. No there is an s and l documentary coming out and i want to see this. I was someone who got caught up in the Anniversary Show and the pomp and circumstance coming out and the fallout to it and the cultural phenomenon of the show and i have high hopes for the dollary, so how is it . Didnt they tell you i havent seen it. I apologize, i havent seen it. I was concentrating on a great documentary called the wolfpack this weekend. But i hope in terms of the documentary, im eager to see it. I hope it does Pay Attention to the fact that the people come out of saturday night live feeling as if theyve just been through a war and they have ptsd. So you know it is a pressure cooker. I know it happens in this building. Stephanie, is there something we should be a nonblockbuster we should keep our eyes peeled for this weekend. Actually there is. There is a small independent movie called ill see you in my dreams which features my idea of a blockbuster movie heroin but Blythe Danner is a woman in her 70s, she is a widow and decides to reenter the dating pool is probably about the bravest act anybody can undertake. Ill see you in my dreams. Ill look for it. David and stephanie, thank you. That is all in for this evening. The Rachel Maddow show starts right now. Good evening. And happy friday. And thank you for staying with us for the next hour. Again frog in my throat im sorry. But more suspense in the show. My show might give out at any moment. In which case then what will happen. You have to stick around to see, right . Voice notwithstanding, a good show. Interesting news out of the escaped convict story. And late breaking story tonight. And scary sea creature news. And the latest hella ballou fight in congress which is interesting and unresolved so a lot coming up particularly for a friday night
